The home care system in Cornwall is on the brink of collapse. | :00:12. | :00:15.
That's the warning from owners of some of the South West's | :00:16. | :00:18.
care agencies, who say they only keep going | :00:19. | :00:20.
Tonight at six, the funding crisis in social care services... | :00:21. | :00:28.
It is one of the biggest crises facing the UK... | :00:29. | :00:30.
Tonight, home care companies in crisis... | :00:31. | :00:32.
Home care companies have warned of a funding crisis... | :00:33. | :00:35.
Never far from the headlines, but there is a new side to this story. | :00:36. | :00:40.
One report today claims the care system nationally is no longer | :00:41. | :00:44.
I have been told one company after another providing | :00:45. | :00:49.
home care in Cornwall dipped into their own pockets | :00:50. | :00:52.
Of four providers I spoke to, they all said they were | :00:53. | :00:57.
struggling financially and to recruit carers. | :00:58. | :01:01.
I am a carer simply because I love it. | :01:02. | :01:04.
I love coming in to help people daily and seeing different people. | :01:05. | :01:10.
Being able to be that person that keeps them in their own home. | :01:11. | :01:15.
Cornwall Council says it agreed its prices after negotiations. | :01:16. | :01:19.
But the owner of Trelawney Domiciliary Care in Camborne | :01:20. | :01:22.
says she is one of many not making a profit. | :01:23. | :01:26.
That is putting the home care system under real threat. | :01:27. | :01:30.
We are literally just treading water, there is no money left over | :01:31. | :01:34.
and I'm sure we're not the only ones and I hear it among other colleagues | :01:35. | :01:37.
59-year-old Jan Radley helps look after her father, Terry Brown. | :01:38. | :01:44.
Three daily care visits keep him at home. | :01:45. | :01:49.
I don't like the idea of my dad going into a care home at all. | :01:50. | :01:52.
And the care that they give enables my dad to stay at home. | :01:53. | :02:00.
In response to worries about the future, Cornwall Council | :02:01. | :02:03.
says it is trying to spend its money more cleverly with a 10-year plan | :02:04. | :02:06.
making sure care and support is available at home | :02:07. | :02:09.
to promote independence and social inclusion. | :02:10. | :02:16.
With us, people take their last breaths and it is good to know those | :02:17. | :02:20.
people went with somebody there next to them, even if their family | :02:21. | :02:24.
couldn't be there, at least we could be there, | :02:25. | :02:27.
People living on the Isles of Scilly have been asked for ideas to keep | :02:28. | :02:35.
The council says it's had significant problems | :02:36. | :02:39.
At a packed public meeting today, the head of social care said | :02:40. | :02:45.
she didn't want to see anyone moved out. | :02:46. | :02:47.
Christine Butler reports from St Mary's. | :02:48. | :02:52.
Both part of the heart and in the hearts of this island community. | :02:53. | :02:58.
Providing care for its residents and reassurance for their families. | :02:59. | :03:02.
Yesterday, those living at Park House were faced with | :03:03. | :03:08.
finding somewhere else to live after the announcement it was to close. | :03:09. | :03:15.
And to me, it is losing a family, splitting up my family. | :03:16. | :03:18.
making them, when they need me, to need me, | :03:19. | :03:22.
And that is the most heartbreaking of all, | :03:23. | :03:25.
to think that somebody that has looked after you in your hour | :03:26. | :03:28.
of need or brought you up and you have looked up to | :03:29. | :03:32.
is not going to be there when they need you. | :03:33. | :03:35.
Hundreds of islanders packed out the Town Hall on St Mary's to hear | :03:36. | :03:38.
for themselves the reason for the planned closure. | :03:39. | :03:43.
Six months ago, if you knew this was on the cards, | :03:44. | :03:49.
An appeal was made from the director of adult social care for fresh ideas | :03:50. | :03:56.
on how to save Park House, and it worked. | :03:57. | :04:00.
The issue is recruitment and retention of staff, | :04:01. | :04:03.
and I think one of the solutions that this brilliant meeting came up | :04:04. | :04:06.
with is that there was a clear commitment from the community | :04:07. | :04:08.
that they would like to see our carers paid more money, | :04:09. | :04:11.
and members have arranged to have a special meeting | :04:12. | :04:13.
to review that, and I'm really, really pleased that | :04:14. | :04:16.
Members of the Isles of Scilly Council have three weeks | :04:17. | :04:21.
to find the money to increase pay for carers, in the hope that this | :04:22. | :04:24.
will attract qualified staff to apply to work here. | :04:25. | :04:29.
Christine Butler, BBC Spotlight, Isles of Scilly. | :04:30. | :04:34.
Exeter City Council's ruling Labour group has been facing | :04:35. | :04:37.
tough questions tonight about delays in the redevelopment | :04:38. | :04:40.
This emergency meeting was held at the Guildhall - | :04:41. | :04:46.
the first time such an event has taken place in the city | :04:47. | :04:49.
A destination has been agreed, but the journey to a new bus station | :04:50. | :04:58.
has been delayed and no-one is sure how long it will take. | :04:59. | :05:02.
Work should have started this month, plans were made | :05:03. | :05:05.
to re-route services, but the timetable has changed. | :05:06. | :05:09.
and the project management company was sacked. | :05:10. | :05:13.
Long-term opponents of the ?32 million scheme want answers. | :05:14. | :05:18.
Exeter does need a bus station, but it's got to be fit for purpose. | :05:19. | :05:21.
We want one that coaches can crawl out, we want one | :05:22. | :05:24.
that has a waiting room, we want one big enough, | :05:25. | :05:26.
so let's build for the future, and I don't believe the bus station | :05:27. | :05:29.
Most people agree that this part of town does need redevelopment. | :05:30. | :05:33.
We've had the new cinema over there, John Lewis in one direction | :05:34. | :05:36.
and then, of course, there is the new Princesshay. | :05:37. | :05:39.
But while all of that development has been taking place, | :05:40. | :05:42.
The plans are not just for a bus station, but also a leisure complex | :05:43. | :05:48.
But some wonder if it needs to be so expensive. | :05:49. | :05:53.
You need a restaurant, places for people to sit | :05:54. | :05:56.
while they are waiting for their bus, and everything | :05:57. | :05:58.
Just make it into a decent bus station. | :05:59. | :06:05.
Because we've got one or two pools around, | :06:06. | :06:09.
This is brilliant, it is right in the city centre, it's a brilliant | :06:10. | :06:14.
asset to the city and it's right where it should be. | :06:15. | :06:19.
The Labour-run City Council said pausing the scheme for a short time | :06:20. | :06:22.
Is the ?32 million the maximum you will spend on this? | :06:23. | :06:28.
We don't know what's going to happen, and that's | :06:29. | :06:30.
a good question to ask me, and it's an even better one | :06:31. | :06:33.
for me not to answer, because we just don't know. | :06:34. | :06:37.
I'm not being evasive, I'm not being secretive, | :06:38. | :06:39.
I'm trying to say those negotiations are still in play. | :06:40. | :06:42.
We are not going to disclose our hand. | :06:43. | :06:45.
Tonight's emergency meeting, the first of its type in Exeter | :06:46. | :06:48.
for more than a decade, was open to the public. | :06:49. | :06:51.
The opposition claims too many decisions on this project | :06:52. | :06:54.
But we still don't know for how long this scheme will remain on hold. | :06:55. | :07:00.
Hamish Marshall, BBC Spotlight, Exeter. | :07:01. | :07:05.
Now to one man's mission to help people better understand disability. | :07:06. | :07:09.
he's using his new role as a nude life model to powerful effect. | :07:10. | :07:21.
Since birth, he has lived with cerebral palsy and | :07:22. | :07:26.
a speech problem, but he won't let that stop him. | :07:27. | :07:31.
I was the first severely disabled person to do a Dance Theatre BA | :07:32. | :07:35.
Presently, I am studying for a Masters in Performance Training. | :07:36. | :07:42.
Kevin communicates with an iPad, by using his nose or a head pointer. | :07:43. | :07:47.
My speech is my biggest problem, because not being able | :07:48. | :07:49.
to verbally communicate, most people think I'm mentally | :07:50. | :07:52.
challenged and I don't know what I'm doing. | :07:53. | :07:55.
When people take the time to engage with me, they find out who I am. | :07:56. | :08:00.
Kevin has become a life model to use his nudity | :08:01. | :08:03.
When I am dancing or life modelling, I am expressing who I am. | :08:04. | :08:10.
That I am intelligent, creative, sensitive and | :08:11. | :08:13.
In my Masters, I am focusing on movement, body image and nudity | :08:14. | :08:19.
because my disability gives me great body definition. | :08:20. | :08:23.
Now 53, he is determined not to let his disability get in the way. | :08:24. | :08:27.
He's run for Parliament, travelled all around the world and... | :08:28. | :08:31.
In the future, I hope to get my Masters, | :08:32. | :08:34.
maybe do a PhD and hopefully, make more close friends. | :08:35. | :08:38.
I understand I challenge many people and their varying | :08:39. | :08:43.
To my amazement, many artists and even lecturers have problems | :08:44. | :08:50.
If one person's view of what I can do | :08:51. | :09:00.
is altered positively, it is one more small victory | :09:01. | :09:04.
On to football now - Torquay United have been in action | :09:05. | :09:14.
tonight as they continue their fight for survival in the National League. | :09:15. | :09:16.
But they lost 2-3 at home to Eastleigh. | :09:17. | :09:22.
Let's take a look at the weather now - | :09:23. | :09:24.
a blustery night out there, David! | :09:25. | :09:29.
Thank you, yes, we have had four seasons in one day today! The Shard | :09:30. | :09:35.
have been wintry in places, we have have been wintry in places, we have | :09:36. | :09:39.
had blustery winds. More of the same tomorrow but not as windy. The | :09:40. | :09:44.
showers will be slow-moving but still the potential for some heavy | :09:45. | :09:48.
downpours. We are right in the centre of an area of low pressure | :09:49. | :09:52.
and that is generating not only some showers but some more persistent | :09:53. | :09:56.
rain, sweeping across the South West. That continues right through | :09:57. | :10:00.
overnight tonight and in towards the London area by the time we get to | :10:01. | :10:05.
lunchtime tomorrow. Before that arrived, we had some sunshine, this | :10:06. | :10:09.
was the Isles of Scilly, out there, some lovely sunshine, looks a bit | :10:10. | :10:13.
threatening in the distance and there has certainly been quite a | :10:14. | :10:17.
wind blowing. Some very blustery conditions not just here but right | :10:18. | :10:21.
across the South West. Some of the showers have been wintry and it is a | :10:22. | :10:26.
cold night despite the band of rain. We're looking at temperatures | :10:27. | :10:29.
reasonably close to freezing to start tomorrow. Some of the showers | :10:30. | :10:33.
tomorrow have the potential to give a dusting of snow over high ground. | :10:34. | :10:38.
The rest of us, slow-moving showers and a top temperature of between | :10:39. | :10:42.
seven and nine sources. The outlook is for milder air, we develop | :10:43. | :10:46.
easterly winds as we head towards the weekend. Have a good night. | :10:47. | :10:49.
The Breakfast team's back from 6:25 in the morning. | :10:50. | :10:52.
From us, though, thanks for watching and have a good night. | :10:53. | :10:56. |
