:00:31. > :00:37.Suddenly, there was a massive flash and then a bang. Smoke, and I felt

:00:38. > :00:41.pain in my foot, on my leg. It turned out to be my wife, who was

:00:42. > :00:45.stood at the side of me. She said she needed to lie down. She has got

:00:46. > :00:53.a stomach wound, possibly a broken leg. One of those injured says that

:00:54. > :01:00.the floor was covered with metal shrapnel and glass. Witnesses inside

:01:01. > :01:06.the arena described a stampede as panic spread. We have been treating

:01:07. > :01:09.this as a terrorist incident and we believe at this stage that the

:01:10. > :01:14.attack last night was conducted by one man.

:01:15. > :01:20.Right now the Prime Minister is chairing a meeting of the

:01:21. > :01:25.government's emergency committee, Cobra. Her Home Secretary, Amber

:01:26. > :01:32.Rudd, described it as a barbaric attack. Screaming, shouting, just

:01:33. > :01:36.people mad, a chaotic rush to the nearest exit. It sounded like

:01:37. > :01:40.something really hot just flew over us and landed behind me and my mum

:01:41. > :01:46.and my sister. And we all dropped to the floor.

:01:47. > :01:53.This morning we live in Manchester and we will be talking to people who

:01:54. > :02:00.were at that concert, those young people, those teenagers targeted by

:02:01. > :02:05.a suicide bomber. A lone man at this stage, as far as the police know,

:02:06. > :02:09.who exploded a device in the foyer of the Manchester Arena just after

:02:10. > :02:13.Ariana Grande finished her concert. We will get reaction from the police

:02:14. > :02:17.and from local politicians and from people who live and work in

:02:18. > :02:21.Manchester. This part of the city centre is really quiet, as you would

:02:22. > :02:27.expect. We are not far from the arena. When you arrive, it is packed

:02:28. > :02:30.at the Delhi station. People are going to work, getting the kids to

:02:31. > :02:32.school because that is what you have to do even though there has been a

:02:33. > :03:00.terrorist attack in your city. Good morning. We are bringing you

:03:01. > :03:04.full news from Manchester this morning. -- we're bringing you full

:03:05. > :03:06.news. Twenty-two people -

:03:07. > :03:08.including children - have been killed and around 60

:03:09. > :03:10.injured in a suspected terror attack at a pop concert

:03:11. > :03:13.here at Manchester Arena - Some children with their mums and

:03:14. > :03:18.dads. Police say one man acting

:03:19. > :03:27.alone is thought to have Let me take you where I am in

:03:28. > :03:31.relation to the Manchester Arena. We are at the end of Chapel street.

:03:32. > :03:38.Maybe 200 metres away, underneath one of the bridges, is the

:03:39. > :03:42.Manchester Arena. And you can see the steps up to it, like any big

:03:43. > :03:49.stadium. Perhaps the biggest indoor venue in this country. We are told

:03:50. > :03:55.that it was full last night. The capacity is 20 21,000 kids,

:03:56. > :04:02.teenagers, young people, mums and dads, watching Ariana Grande. One of

:04:03. > :04:07.the biggest US artists. Police say that one man is thought to have

:04:08. > :04:10.carried out a suicide attack. People here are absolutely shocked by what

:04:11. > :04:15.happened. We spoke to some people at the concert, they had their bags

:04:16. > :04:20.packed. They are too traumatised to speak.

:04:21. > :04:23.The blast happened at 22:35 last night.

:04:24. > :04:35.This is the moment the explosion took place.

:04:36. > :04:43.Oh my God. What's going on? What happened. Oh my god!

:04:44. > :04:47.Eye witnesses reported being blown thirty feet.

:04:48. > :04:50.Paramedics at the scene told the BBC they had treated some of the wounded

:04:51. > :04:59.This footage shows the immediate aftermath of the explosion.

:05:00. > :05:07.Andy was nearby where the explosion took place.

:05:08. > :05:15.I did not go to the concert, my wife and daughter did. I was waiting up

:05:16. > :05:20.at the first set of doors. As I was waiting, an explosion went off and

:05:21. > :05:25.it threw me through the first set of doors, 30 feet, to the next set of

:05:26. > :05:27.doors. When I got up, there was about 30 people scattered

:05:28. > :05:30.everywhere, some of them looked dead. They might have been

:05:31. > :05:34.unconscious but there was a lot of that all it is. My first thing was

:05:35. > :05:38.to run into the stadium, to try to find my wife and daughter. When I

:05:39. > :05:42.could not find them, I went back out with the police and the fire and

:05:43. > :05:47.ambulance, whoever was there, I looked through some of the bodies,

:05:48. > :05:51.trying to find my family. Luckily they were not there. I managed to

:05:52. > :05:57.find them outside, and I took them back to the hotel. But I phoned up,

:05:58. > :06:01.because so many reports were coming in, it was like a balloon, and

:06:02. > :06:04.things not happening, but it was definitely an explosion and there

:06:05. > :06:10.was definitely a lot of that all it is.

:06:11. > :06:12.Outside the Arena many parents were waiting

:06:13. > :06:17.Emma was there to pick up her fifteen year old daughter

:06:18. > :06:24.The kids were in the concert on the Rhone and me and my husband, we

:06:25. > :06:29.dropped them off. Their bags had been checked by the security, and

:06:30. > :06:33.there was security on all night. You could not get into the arena. It was

:06:34. > :06:39.definitely in the foyer. We were stood at the top of the stairs, and

:06:40. > :06:46.the glass exploded. It was near to where they were selling merchandise.

:06:47. > :06:52.It was definitely a bomb. Definitely. The whole building shook

:06:53. > :07:02.and there were bodies everywhere. Body parts. It was the worst ever.

:07:03. > :07:06.It was definitely not in the arena, definitely not, because of the

:07:07. > :07:12.panic, because of the sound. We obviously then went to try to find

:07:13. > :07:13.our children. Unfortunately for us -- and fortunately for us we were

:07:14. > :07:19.safe to tell the story. Some parents are still desperately

:07:20. > :07:22.trying to find their children. Charlotte Campbell hasn't

:07:23. > :07:24.heard from her daughter, Olivia Campbell Hardy,

:07:25. > :07:35.since last night. Her name is Olivia Campbell Hardy. I

:07:36. > :07:38.last had contact with her at half past eight last night. And she was

:07:39. > :07:43.on her way to the concert? She was at the concert. She had just seen

:07:44. > :07:47.the support acts and said she was having an amazing time. She was

:07:48. > :07:54.thanking me for letting her go. Was she with other people? She was with

:07:55. > :07:58.her friend, Adam. And have you heard from him? Adam was found about half

:07:59. > :08:02.an hour ago, but Olivia has not been found. Obviously you have friends

:08:03. > :08:07.and family searching. What are you doing to try to find her? I am at

:08:08. > :08:12.home, falling everybody, the hospitals, the police. All of these

:08:13. > :08:17.centres that the children have been put in. Her dad is actually in

:08:18. > :08:21.Manchester, looking for her. I have got friends out looking for her. I

:08:22. > :08:25.have got people but I do not even know looking for her. People are

:08:26. > :08:28.messaging me, saying that they have got a photograph and they are

:08:29. > :08:33.looking for her, and they will get in contact if they see her. I am

:08:34. > :08:37.just hearing nothing. Her phone is dead. The extra help you're getting

:08:38. > :08:40.from people you do not know is because you made an appeal on social

:08:41. > :08:47.media? Yes. Social media has been wonderful. I don't know what I would

:08:48. > :08:51.have done without them, because it has made people so aware that she is

:08:52. > :08:56.missing. Thousands of people now she is missing and there are people out

:08:57. > :09:01.looking for her. But I cannot thank these people enough for giving up

:09:02. > :09:08.their time. And what have the police said to you about what you should

:09:09. > :09:11.do? They have told me to stay put and wait for a phone call. And there

:09:12. > :09:15.is nothing more you can do, is there? There isn't, because I

:09:16. > :09:23.daren't leave the house in case she gets on somehow.

:09:24. > :09:26.People are posting photographs on social media of those

:09:27. > :09:27.who are still missing - though some are

:09:28. > :09:37.I'm going to talk to Karen forwards, who was at the gig with her

:09:38. > :09:44.daughter, Isabel. A 14th birthday treat. We will also speak to Karen's

:09:45. > :09:52.husband, they are on separate lines. Karen, good morning. Good morning.

:09:53. > :10:01.Tell us what you can about what you experienced last night. It was

:10:02. > :10:08.awful. It was just unbelievable. To hear that poor woman's story now, I

:10:09. > :10:11.was lucky I brought my baby home last night. She will be celebrating

:10:12. > :10:17.her birthday on Sunday but some children will not be. The concert

:10:18. > :10:22.had just finished and Ariana Grande had left the stage. The lights came

:10:23. > :10:26.up and everybody started to get their bags together. We started to

:10:27. > :10:31.walk towards the staircase. All of a sudden, there was a huge, loud bang.

:10:32. > :10:38.In the opposite corner of the stadium. It sounded like an

:10:39. > :10:41.explosion, but there was no flash, there was no smell, there was

:10:42. > :10:48.nothing else to say that it was an explosion. But the noise was

:10:49. > :10:53.deafening. And everyone just stopped on the tracks and looked towards the

:10:54. > :10:58.corner. And then someone shouted, it's a bomb, and then it was just

:10:59. > :11:02.utter chaos and panic. People were falling over barriers, jumping over

:11:03. > :11:06.barriers, trying to get up the stairs. There were people find us

:11:07. > :11:14.who were just crushing everybody in front of them. There were not that

:11:15. > :11:19.many staircases where you could actually leave because they wanted

:11:20. > :11:24.to avoid the corner. We have 15 or 20,000 people trying to exit. It was

:11:25. > :11:29.just awful. I was trying to tell my daughter to keep calm and to get out

:11:30. > :11:38.safely. But within that time, we did not know that it was a bomb. So we

:11:39. > :11:42.left the building. As we came out of the doors, all the staff had gone. I

:11:43. > :11:46.presume they may have gone round to the explosion, I don't know. There

:11:47. > :11:49.was no one anywhere. There were shoes on the floor that people had

:11:50. > :11:55.obviously lost as they were running away. We just followed the masses,

:11:56. > :12:00.we followed everyone else out onto the street. There were children

:12:01. > :12:03.crying, everybody was on their phones, trying to find their

:12:04. > :12:10.parents. There were parents outside. The concert was full of young girls,

:12:11. > :12:14.12, 13, 14, whose parents had probably drop them off and gone to

:12:15. > :12:21.have a good time with their friends, and easily the parents were outside.

:12:22. > :12:28.It was just awful. I had my daughter with me safe and we did get out, but

:12:29. > :12:31.then we had to then find my husband, because they had dropped us off and

:12:32. > :12:36.they were coming to pick us up. So he had heard the explosion about

:12:37. > :12:42.half a mile away, and he came running down towards the arena. He

:12:43. > :12:47.tried to phone but he could not get through on his phone. But it was

:12:48. > :12:52.just for outside. It really was. The poor families. And how is your

:12:53. > :13:03.daughter? She is in shock this morning. She is

:13:04. > :13:09.quite upset, she has had a few tears. The reality has sunk in that

:13:10. > :13:12.she has gone to a concert, but she is just incomplete or of Ariana

:13:13. > :13:18.Grande. We have had these tickets for months, and they came around her

:13:19. > :13:23.birthday, which was brilliant, brilliant time. And the concert was

:13:24. > :13:28.fantastic, and then for that to happen and for people her age to

:13:29. > :13:39.have probably died, I think she has realised how serious it is.

:13:40. > :13:47.She has not gone to school today. Neither of my children were in a fit

:13:48. > :13:48.state to go. I'm going to speak to your husband, Stewart. Can you hear

:13:49. > :14:00.me? I can, Victoria. It is unimaginable for most of us,

:14:01. > :14:03.actually, but for you, frantically trying to find your wife and

:14:04. > :14:12.daughter, can you describe what that was like? I don't think I can.

:14:13. > :14:20.After the bank, I turned to my son, and we were sat about half a mile up

:14:21. > :14:24.the hill, with a marina. We have found a getaway, so we could get

:14:25. > :14:30.away from the traffic. But it was off the main road. We heard this

:14:31. > :14:35.bang, and I looked at him and I went, that sounded like a bomb, but

:14:36. > :14:39.I didn't think anything else of it because not for one second would I

:14:40. > :14:44.think it was a bomb, it just sounded like a bomb. And then probably 20

:14:45. > :14:50.seconds later, I could see other parents who were parked on the main

:14:51. > :14:55.road getting out of their cars, and I thought something is not right.

:14:56. > :15:00.Everyone is getting out of their cars all of a sudden. I grabbed hold

:15:01. > :15:05.of my son and I said, come on, we are going. And I ran to the main

:15:06. > :15:09.road and started asking a few of the adults what had happened. But this

:15:10. > :15:16.time, the kids were getting up the road. They were literally running

:15:17. > :15:23.from the arena. And they just said, it was a loud bang, but no one

:15:24. > :15:28.actually knew. So I tried to phone Karen and for some reason it was not

:15:29. > :15:33.connecting, and it was just ringing out or they engaged tone. We were

:15:34. > :15:35.running down the hill, and it was frantic, it really was. Panic had

:15:36. > :15:45.set in by that time. How did you find them in the end

:15:46. > :15:56.the? Eventually Karen picked her phone up. The exit that she had come

:15:57. > :16:07.out of what the exit I had dropped her off. We got our bearings. It was

:16:08. > :16:11.a case of trying to find a focal point that we could see, so we could

:16:12. > :16:26.meet up. But that seemed to take forever. How do you reflect this

:16:27. > :16:30.morning on British kids being at a pop concert in Manchester, at the

:16:31. > :16:42.gate of a huge American star, being targeted in this way? Saluki aweful.

:16:43. > :16:52.You cannot comprehend it. The little kids who are there, the sheer panic,

:16:53. > :16:57.it is awful. I am really grateful for your time, considering what you

:16:58. > :17:08.have gone through, thank you very much. We wish you and Isabel all the

:17:09. > :17:14.best. Karen was at the concert with her daughter, it was her daughter's

:17:15. > :17:19.14th birthday treat, they hurt the bomb go off, Ariana Grande had just

:17:20. > :17:25.left the stage, the lights had come up, and then they heard this

:17:26. > :17:29.enormous bang. As Karen explained, someone said, that sounds like a

:17:30. > :17:35.bomb. Their 14-year-old pretty traumatised today. We will bring in

:17:36. > :17:36.some more people, somebody who was at the concert, somebody who lives

:17:37. > :17:52.close by, and our correspondent. Describe what happened from your

:17:53. > :17:58.point of view. We were just getting ready to leave, she had just

:17:59. > :18:03.finished, and we heard a bang. Everybody just stopped, there was

:18:04. > :18:05.silence and panic, every body was sprinting up the stairs, trying to

:18:06. > :18:10.jump over the barrier, onto the floor. We were quite near the front,

:18:11. > :18:16.so we waited until everybody would get out. There were people tripping

:18:17. > :18:23.up over the stairs, pulling people up the stairs, panic, trying to get

:18:24. > :18:27.out. As we got up to the four yea, there was smoke everywhere, trips of

:18:28. > :18:33.blood on the floor, leading out of the main entrance, so we ran back to

:18:34. > :18:38.the Hotel to try to get safe. We did not know what had happened.

:18:39. > :18:41.Initially people thought it was balloons popping, because at the end

:18:42. > :18:46.of the concert a load of pink balloons had been set off. Yes, but

:18:47. > :18:52.it was too loud to be a balloon. The security said one of the sandboxes

:18:53. > :18:57.had blown and that of the noise, but they did not know what was going on.

:18:58. > :19:02.A lot of people knew it was not just that. It happened to be what it was,

:19:03. > :19:10.and it is quite horrifying. How are you? All right, a bit shaky still, I

:19:11. > :19:20.was shocked and shaken last night and crying a lot, but I am getting

:19:21. > :19:28.better. You live close by, you heard the explosion. Yes, I arrived home

:19:29. > :19:32.from work at 10:15pm. I got into my flat and almost immediately I heard

:19:33. > :19:38.an explosion so intense, it shook me to my core. A noise and an

:19:39. > :19:43.experience I have never felt before. I work for a radio station in

:19:44. > :19:50.Manchester, the journalistic instinct kicked in, and I made my

:19:51. > :19:54.way to the scene. The main approach to the Manchester Arena was filled

:19:55. > :20:00.with people, some of them looking unsure as to what was going on. A

:20:01. > :20:03.couple of minutes later, panic and chaos set in. This was on the

:20:04. > :20:10.Victoria Station side? There are several excellent. That's right. It

:20:11. > :20:16.is the side closest to the train station. I spoke to a guy who was

:20:17. > :20:19.willing to talk to me on the record, the first words out of his mouth

:20:20. > :20:24.were suicide bomber, and my heart sank into my stomach. From there, it

:20:25. > :20:30.was trying to piece together what was going on. People were uncertain,

:20:31. > :20:35.it was pure chaos. It was a difficult time. But there was an

:20:36. > :20:40.incredible amount of community spirit, incredible act of bravery

:20:41. > :20:46.from the emergency services. We talk about that a lot, but I saw a convoy

:20:47. > :20:52.of 20 ambulances driving directly into the point of danger, it was an

:20:53. > :20:55.incredibly heart-warming... We did not know what was going on, there

:20:56. > :21:01.was speculation about a sandbox having blown, but I knew that would

:21:02. > :21:12.not be the case, not that intense explosion. The picture started to

:21:13. > :21:16.become clearer. We will talk to our correspondent in a moment, but

:21:17. > :21:21.first, Steph McGovern is at the Royal Infirmary. 60 people were

:21:22. > :21:28.injured, what can you tell us? This is one of eight hospitals where

:21:29. > :21:31.casualties are being treated. A lot of and... Are arriving overnight. It

:21:32. > :21:39.is been a bit quieter this morning, it has mainly been police coming and

:21:40. > :21:41.going, but in the early hours it was really busy, with ambulances

:21:42. > :21:46.bringing the casualties, and relatives. You were talking about

:21:47. > :21:51.people looking for their loved ones, and we have seen the same here as

:21:52. > :21:56.well. There was a 17-year-old girl who had been to the concert with her

:21:57. > :22:00.mum and her mum's wavefront, she came to the hospital looking for

:22:01. > :22:04.them, she found her mum's boyfriend, but had not found her mum, so she

:22:05. > :22:10.was continuing to travel around, looking for her. There is confusion,

:22:11. > :22:14.but there is support in the area, we have had staff who are not on duty

:22:15. > :22:20.who have been offering to come in, all hands on deck, to do extra

:22:21. > :22:25.shifts. They have been told by the director of the unit to only come in

:22:26. > :22:31.if they are asked. And there is security as well. Lots of people

:22:32. > :22:35.have been let's ask for ID before they are let in. Only those who need

:22:36. > :22:39.serious treatment are being allowed in. Another issue is getting the

:22:40. > :22:47.blood here for people who need it. Across the road the donation centre.

:22:48. > :22:51.They have been over to have a chat, they are opening up early, and I

:22:52. > :22:56.have seen quite a key people heading that way to donate blood, so if you

:22:57. > :22:59.are registered to donate, there are lots of centres around the city

:23:00. > :23:03.where you can do that. If you are not registered, you can get

:23:04. > :23:14.registered and then give blood over the next few days, that is important

:23:15. > :23:19.to help the people here. Staff are here, and the next shift are coming

:23:20. > :23:23.in, not knowing what to expect. This is a major incident, they announced

:23:24. > :23:27.that this morning. We do not yet know the number of casualties in

:23:28. > :23:32.this hospital, we will be given more information on that. Given that it

:23:33. > :23:36.is an ongoing investigation, there is a lot that we are not being told.

:23:37. > :23:40.But the emergency services are working really hard this morning,

:23:41. > :23:53.and we will give you updates as we get more information.

:23:54. > :24:00.This is the worst atrocity in Britain since 52 people were killed

:24:01. > :24:05.in the London bombings in 2005. The Chief Constable of Greater

:24:06. > :24:09.Manchester Police is Ian Hopkins. This has been the most horrific

:24:10. > :24:12.incident we have ever faced in Greater Manchester, and one that we

:24:13. > :24:17.all hoped we would never see. Families and many young people were

:24:18. > :24:21.out to enjoy a concert at the Manchester Arena armour and sadly

:24:22. > :24:25.lost their lives. Our thoughts are with those 22 victims that we now

:24:26. > :24:30.know have died. 59 people who have been injured and their loved ones.

:24:31. > :24:35.We continue to do all we can to support them and they are being

:24:36. > :24:41.treated at eight hospitals across greater Manchester. As you will

:24:42. > :24:43.appreciate, this is a fast-moving investigation, and we have

:24:44. > :24:47.significant resources deployed to the investigation and the patrols

:24:48. > :24:50.that people will see a cross Greater Manchester as they wake up to the

:24:51. > :24:55.news of the events of last night. This will include armed officers, as

:24:56. > :25:03.people would expect, and more than 400 officers have been deployed on

:25:04. > :25:06.this operation throughout the night. The Prime Minister Theresa May has

:25:07. > :25:10.suspended election campaigning and is currently chairing a meeting of

:25:11. > :25:15.the Government's Cobra committee. She said her thoughts were with

:25:16. > :25:21.those affected and what she called an appalling terrorist attack.

:25:22. > :25:26.Jeremy Corbyn has tweeted... I am horrified by the horrendous event in

:25:27. > :25:34.Manchester. My thoughts are with those who have been killed and

:25:35. > :25:41.injured. There is a phone number for those who may have been caught up in

:25:42. > :25:44.the attack. It is the member for anybody concerned about relatives or

:25:45. > :25:52.friends who may have been caught up in the attack. Gary Walker was

:25:53. > :25:59.inside the arena when the blast happened, and he was injured.

:26:06. > :26:13.my foot and my leg. I turned around to my wife, and she said, I need to

:26:14. > :26:17.lie down. I had to lie her down on the floor, she had a stomach wind

:26:18. > :26:22.and possibly a broken leg. The doors wait you come out of the arena into

:26:23. > :26:26.the foyer where they have merchandise, somebody had just come

:26:27. > :26:35.through the doors and then, bang. There is glass and nuts, metal nuts,

:26:36. > :26:41.that have been packed in the device that has exploded.

:26:42. > :26:44.The explosion happened just after Ariana Grande had left the stage.

:26:45. > :26:57.She tweeted this. When she walks offstage, she left

:26:58. > :27:02.hind a venue filled with joy young people. Moments later, it was

:27:03. > :27:09.transformed into a scene of multiple deaths. You have been talking to

:27:10. > :27:16.lots of people this morning, what are they saying? They are

:27:17. > :27:20.devastated, shocked, and we are less than 12 hours since this happened,

:27:21. > :27:28.and down the road, running down the middle of the shop, these steps,

:27:29. > :27:32.down which thousands yesterday fled. Many thousands of children among

:27:33. > :27:36.them, and we are seeing some of them filing past this morning, they are

:27:37. > :27:43.eventually going home, they have perhaps what a few hours' sleep

:27:44. > :27:49.overnight. The young couple who had come down from Cumbria, the young

:27:50. > :27:54.man and his girlfriend who spoke of the blood that they saw and the

:27:55. > :27:58.injured that they saw, and then the mother and her 19-year-old daughter,

:27:59. > :28:03.she had stepped in at the last minute, her daughter's friend

:28:04. > :28:07.dropped out, the mother came along, and they described managing to get

:28:08. > :28:12.out, and they hid under a bridge for 40 minutes, because they were so

:28:13. > :28:15.afraid. The other people that I met, this mother who left the concert

:28:16. > :28:19.early, because she was with her ten-year-old daughter, and they

:28:20. > :28:24.wanted to get her home, so they missed the explosion, but it will

:28:25. > :28:31.live with them forever. 21 years ago Manchester was targeted. Just up the

:28:32. > :28:35.road. On a Saturday morning in June. I was one of those evacuated from

:28:36. > :28:40.the city centre. Not too dissimilar from today. Devastation in terms of

:28:41. > :28:47.the infrastructure, nobody was killed that day. At the leader of

:28:48. > :28:54.the City Council said this morning, this is just appalling. I have been

:28:55. > :28:57.to Paris after the attacks there, I have been to Burling after the

:28:58. > :29:02.Christmas market attacks, we saw what happened in Nice, these

:29:03. > :29:08.attacks, cities rebuilt themselves, Manchester knows that, other cities

:29:09. > :29:15.know that, they rebuilt themselves. But it is incredibly difficult for

:29:16. > :29:21.families, and is there a hierarchy of death, according to the age? I

:29:59. > :30:05.leaving, and set off his explosive. It is horrific. How do you cope if

:30:06. > :30:07.you are a mother or father of one of the children who has been lost in

:30:08. > :30:20.this? It is ten o'clock. Good morning. A

:30:21. > :30:26.suicide bombing at a pop concert in Manchester has killed 22 people and

:30:27. > :30:33.wounded nearly 60 overs. Children are amongst the dead. The whole

:30:34. > :30:44.building shook. There were bodies everywhere. Body parts. It was the

:30:45. > :30:48.worst ever. Police said the lone male attacker died when he detonated

:30:49. > :30:53.the device as the crowd was streaming out of the Manchester

:30:54. > :30:57.Arena after a gig by the American singer, Ariana Grande. We have been

:30:58. > :31:01.treating this as a terrorist incident. We believe that this stage

:31:02. > :31:09.the attack last night was conducted by one man. One of those injured

:31:10. > :31:15.said the floor was covered with metal shrapnel and glass. Witnesses

:31:16. > :31:23.inside the arena described a stampede as panic spread. Screaming,

:31:24. > :31:29.shouting. Just people. A mad, chaotic rush to the nearest X it. My

:31:30. > :31:35.wife was by the side of me. She said, I need to lay down. I laid her

:31:36. > :31:41.down on the floor. She has a stomach wound, possibly a broken leg. The

:31:42. > :31:46.Prime Minister, Theresa May, is chairing a meeting of the

:31:47. > :31:53.Government's mode in committee, Cobra. The Home Secretary described

:31:54. > :31:56.the attack as barbaric. This was a barbaric attack, deliberate

:31:57. > :32:01.targeting some of the most vulnerable in our society. Young

:32:50. > :32:53.total chaos, total confusion, as an explosion occurred just after an

:32:54. > :33:00.Ariana Grande concert. What we now know, according to the police, is

:33:01. > :33:04.that 22 people were murdered by a lone, male attacker, who detonated

:33:05. > :33:09.that device at the end of the gig and at least 59 people are injured.

:33:10. > :33:13.Police say they are treating them as a suspected terror attack. They are

:33:14. > :33:18.asking for people who may have been filming on their phones at the time

:33:19. > :33:30.to upload footage to a particular website. The capacity at the arena

:33:31. > :33:33.about 20 1000. This morning there are various people leaving the local

:33:34. > :33:35.travel Lodge, the local premiere in. Leaving with their suitcases. They

:33:36. > :33:37.had come here to watch one of their favourite pop stars. They are

:33:38. > :33:46.leaving pretty traumatised this morning. Around Manchester, there

:33:47. > :33:50.are armed police officers and extra unarmed officers. The leader of the

:33:51. > :33:55.city council said earlier this morning that is to reassure people.

:33:56. > :33:59.Also, from Piccadilly station to hear, the walk of a couple of miles,

:34:00. > :34:03.there are thousands of people still going to work, still going about

:34:04. > :34:10.their daily business, taking children to school and so on and so

:34:11. > :34:14.forth. That is what happens when a city is targeted by terrorism. In

:34:15. > :34:24.the end you just have to go on. I have spoken to many people. They are

:34:25. > :34:26.shocked, devastated. They are also phlegmatic and in pragmatic mode as

:34:27. > :34:32.well. The Prime Minister has been chairing a meeting of the emergency

:34:33. > :34:37.committee, COBRA. We are going to be talking to Eleanor who is on

:34:38. > :34:42.Whitehall. Is the meeting still going on? We think the meeting has

:34:43. > :34:47.just finished. I'm standing outside the Cabinet Office. We have seen the

:34:48. > :34:51.Defence Secretary leaving in the last few minutes, as well as other

:34:52. > :34:55.ministers. We think the meeting problems started about nine o'clock

:34:56. > :35:00.and went on for about 15 minutes. It is the most senior meeting you can

:35:01. > :35:04.have in Whitehall. There would have been the Prime Minister, the Home

:35:33. > :35:38.not yet had an update on the exact findings of the meeting. We have not

:35:39. > :35:41.had read out from the meeting. We know that all campaigning in the

:35:42. > :35:46.general election has been suspended. I understand the Prime Minister

:35:47. > :35:51.called the Leader of the Opposition, Jeremy Corbyn, overnight. They had a

:35:52. > :35:55.phone call and decided that all national campaigning should be

:35:56. > :35:59.suspended. The Green Party, the Liberal Democrats, the SNP, who were

:36:00. > :36:03.meant to launch their manifesto today, all those parties, Ukip as

:36:04. > :36:07.well, they have also backed political campaigning in the general

:36:08. > :36:12.election will be suspended. We don't yet know when it all with you. This

:36:13. > :36:18.is an extremely serious terror attack. Of course it will be taking

:36:19. > :36:21.up the Prime Minister's time and, in a mark of respect, all politicians

:37:34. > :37:36.and many young people are out to enjoy a concert at Manchester Arena

:37:37. > :37:40.and very sadly lost their lives. Manchester Arena has a capacity of

:37:41. > :37:45.18,004 concerts. Last night was filled with young people. Police say

:37:46. > :37:49.a number of children are among dead. I was near the box office on the

:37:50. > :37:55.Fourier where it happens, waiting for my family to come out. I was

:37:56. > :37:58.talking to one of the girls who was talking about going away with the

:37:59. > :38:06.kids and that. Talking about Florida and now. Had it not been for her

:38:07. > :38:12.talking to me and holding the door ( I think I would have been injured.

:38:13. > :38:17.Because the door was open we got blown forward towards the arena.

:38:18. > :38:22.Everyone who was ten, 15 foot behind us, every one of them got injured.

:38:23. > :38:27.At least 60 ambulances were sent to the venue with the injured taken to

:38:28. > :38:34.eight hospitals across the city. Paramedics say many were treated for

:40:03. > :40:07.balloons don't make that noise was that it was not a speaker. The next

:40:08. > :40:14.worry I thought was that people with guns would come in full but luckily

:42:20. > :42:27.with some kind of explosive device did this? I feel really terrified

:42:28. > :42:31.that that did happen. It is a rare occasion that happened suddenly. You

:42:32. > :42:36.never thought with you there at that moment it would happen. You would

:42:37. > :42:42.spend so many months planning to do and all of a sudden, as soon as that

:42:43. > :42:46.moment has come, someone decided to planet for many months as well. It

:42:47. > :42:51.is terrifying to realise that anything like that can happen no

:42:52. > :42:57.matter what. For us to be in that situation with so many younger kids,

:42:58. > :43:04.younger than us, maybe six, 12 years. How old are you? 16. How old

:44:08. > :44:10.would have been dealing with practicalities of what happened in

:44:11. > :44:14.Manchester. We think she will make a statement. The task the hurt is not

:44:15. > :44:19.just to talk about the practicalities but to sum up the

:44:20. > :44:24.mood that everyone is feeling, the despair, the hurt that everyone is

:44:25. > :44:27.feeling. Looking at what has happened in Manchester. The role of

:44:28. > :44:30.the Prime Minister is not just about the practical side of all of this. I

:44:31. > :44:35.do understand she is planning to head to Manchester to visit the

:44:36. > :44:40.scene in some form, as you might expect. The political campaigning,

:44:41. > :44:45.the election we have been in the middle of, or the toing and froing

:44:46. > :44:50.of the political debate, that has completely stopped with all parties

:44:51. > :44:54.deciding not to campaign. The Prime Minister does have some other things

:44:55. > :44:58.on she has to do which are international meetings so that could

:44:59. > :45:04.mean the heat of the election campaign, if you like, has probably

:45:05. > :45:09.dissipated for a few days. In Downing Street and a lot of the

:45:10. > :45:12.buildings around here in Westminster, the flags are at half

:45:13. > :45:17.mast, as you would expect that because what has happened with the

:45:18. > :45:24.worst terrorist attack on British soil for many, many years, since 7/

:45:25. > :45:28.seven. Something that Theresa May unfortunately would have expected to

:45:29. > :45:30.have dealt with at some point for that she was Home Secretary before

:45:31. > :45:35.that for many years is something she is well aware of and, of course,

:45:36. > :45:39.that experience would be coming to the forefront as she chose this

:45:40. > :45:43.meeting today. We do expect words from her at some point in the next

:45:44. > :45:50.view as an improbably the trip to magister later. -- in the next few

:45:51. > :46:01.hours and probably the trip to Manchester later.

:46:02. > :46:08.In terms of the counterterrorism investigation, where would you

:46:09. > :46:14.begin? An attack like this, it was so well articulated by those

:46:15. > :46:20.youngsters that spoke before me, it has involved a lot of planning. This

:46:21. > :46:24.is a step up from what we have seen recently with terrorist attacks,

:46:25. > :46:29.such as the Westminster attack, where no planning needed to be done

:46:30. > :46:33.to commit that attack. This attack does involve someone being able to

:46:34. > :46:37.get hold of explosives or make explosives, turned them into a belt

:46:38. > :46:42.and make the effort of putting bolts and things in it to kill people, and

:46:43. > :46:47.then has used it at one of the most effective times. This is a much more

:46:48. > :46:52.professional style attack, which means to me, and I have some bad

:46:53. > :46:58.news, this is not potentially get over. I would be very surprised if

:46:59. > :47:03.there was only one suicide belt, if only one set of explosives was used,

:47:04. > :47:07.and I would be really surprised if only one person was involved. The

:47:08. > :47:12.police will be working really hard to try and identify this person that

:47:13. > :47:15.has been involved, those that are involved in potentially be group,

:47:16. > :47:22.and bring those to justice before they can do any more harm. Which is

:47:23. > :47:25.one reason why the Greater Manchester Police Chief Constable

:47:26. > :47:30.said, please don't speculate about this man's name on social media,

:47:31. > :47:33.because they would not want to tip off any accomplices. You would not

:47:34. > :47:39.have to go to Syria to get training to get the expertise to make that

:47:40. > :47:44.explosive device, would you? Know. What we have seen is, with the

:47:45. > :47:51.Internet and the ability to tweet and send messages, people within the

:47:52. > :47:55.UK can get access to how you make a bomb. The good news is the security

:47:56. > :47:59.services are onto people very quickly. But it does take some

:48:00. > :48:07.skill, you have to have some knowledge to make explosives. It

:48:08. > :48:12.appears this has been done quite professionally, with some thought as

:48:13. > :48:17.to how they were going to attack. It is important we understand how we

:48:18. > :48:21.need to come together as communities if we are going to stop this, got

:48:22. > :48:27.the moment somebody gets a bomb strapped to them, it is too late, we

:48:28. > :48:30.are going to have casualties. Communities need to be willing to

:48:31. > :48:39.come forward to police and tell them about their suspicions, to stop this

:48:40. > :48:43.from happening. The Labour mayor of Manchester Andy Burnham has tweeted

:48:44. > :48:48.this, please join us for a vigil at Albert Square at 6pm tonight, we are

:48:49. > :48:55.grieving today, but we are stronger. That echoes his words when he made a

:48:56. > :49:07.live statement earlier this morning. That is in the centre of Manchester.

:49:08. > :49:11.What is the likelihood that this man will turn out to be someone known to

:49:12. > :49:18.the security services? Almost certainly. We know that there are an

:49:19. > :49:26.enormous number of people that are known to them, but there is not the

:49:27. > :49:31.resources to follow all of them. Almost certainly this person will be

:49:32. > :49:35.on the radar, but not under the microscope, and that is a big

:49:36. > :49:39.difference. We need to understand that the police are doing a great

:49:40. > :49:45.job to protect us, but they cannot be successful 100% of the time.

:49:46. > :49:48.Subsequent to the attacks in London, in Westminster, the police have

:49:49. > :49:53.arrested people pretty much every day for terrorist style planning.

:49:54. > :49:59.They are doing a great job, but we have to accept, with the resources

:51:57. > :52:05.the way, so we were following back. All of a sudden, there was a huge

:52:06. > :52:09.bank. I didn't think it was around where we were, it must have been

:52:10. > :52:13.round the other side will stop we did not see anything or feel

:52:14. > :52:20.anything like others have said. We just heard it, it was a really loud

:52:21. > :52:27.bang. Immediately, I thought, what was that? A bit of a panic. At first

:52:28. > :52:29.I thought it was a bomb, but I thought that maybe they are

:52:30. > :52:35.dismantling the stage and something had fallen over. Within seconds,

:52:36. > :52:42.people behind me started screaming and running past us. That is when I

:52:43. > :52:50.started to panic, and I thought it was a gunshot and people have seen

:52:51. > :52:52.it from behind. I grabbed my daughter and said, run, and we

:52:53. > :52:58.started running, hundreds of people running. We got to the stairs, there

:52:59. > :53:03.was pushing and running, getting down as quickly as we could. There

:53:04. > :53:09.were two or three flights of stairs. I looked back to find my girlfriend,

:53:10. > :53:16.I could not see her. We ran onto the road, there were lots of people then

:53:17. > :53:22.crying and shouting. We ran to the other side of the road, I was

:53:23. > :53:26.looking for Nicole, my girlfriend, I could not find her. I gave her a

:53:27. > :53:31.call, she was calling me as I pulled my phone out, so I told her where we

:53:32. > :53:35.were. We did not know at that point what had happened. We did not see

:53:36. > :53:42.any casualties, we just walked up to the car, we saw the police car pass

:53:43. > :53:45.us, and we got in and started driving and put the radio on, and

:53:46. > :53:49.that is when we heard people ringing in, saying there had been an

:53:50. > :53:58.explosion. They still did not know what it was at that point. Until

:53:59. > :54:06.later on, we did not realise how serious it was. You must be very

:54:07. > :54:14.shaken this morning? Yes. We have not slept very well. It was a task,

:54:15. > :54:21.we live in Leeds, so the M6 city was closed, we got we diverted, it was

:54:22. > :54:26.1:30am when we arrived home, we put the news on, we had a look at what

:54:27. > :54:37.had gone on, and we feel so lucky that we have got out of there, and

:54:38. > :54:44.have escaped it. It was full to the brim of children and teenagers, my

:54:45. > :54:48.daughter is nine, it was her Christmas present, she is a massive

:54:49. > :54:52.fan of Ariana Grande, she has been excited about this since December,

:54:53. > :54:57.and it is so sad that somebody could do something like this. They did not

:54:58. > :55:03.even search us when we went in. They asked Nicole to open her handbag, a

:55:04. > :55:11.steward flashed a torch in there for half a second. They did not search

:55:12. > :55:13.me or my daughter or tell us to undo our jackets. It was straight

:55:14. > :55:26.through. He was at the concert with his

:55:27. > :55:33.girlfriend Nicole and his daughter summer. Let me tell you about the

:55:34. > :55:36.emergency telephone number, for people who are trying to find

:55:37. > :55:40.friends or relatives, and you may have seen some appeals on social

:55:41. > :55:46.media for those looking for loved ones. Some of those fake accounts.

:55:47. > :55:49.For those who are concerned about friends or relatives that may have

:55:50. > :56:05.been caught up in the attack, he is the number to call.

:56:06. > :56:14.A huge counterterrorism investigation is under way? That is

:56:15. > :56:21.right. It has been a horrific night for officers here. It is a

:56:22. > :56:25.fast-moving investigation that they are now dealing with. Across Greater

:56:26. > :56:31.Manchester today, resources have been ploughed not just into the

:56:32. > :56:35.investigation but into visibility, so the public get reassurance that

:59:26. > :59:29.wider region, will be talking to families and friends today, and it

:59:30. > :59:34.is utterly heartbreaking. It is an evil act, a despicable, unspeakable,

:59:35. > :59:42.awful act that was designed to cause hatred, division, and we have to

:59:43. > :59:48.respond to that with love and unity, and that is the spirit of Manchester

:59:49. > :59:54.that we see today. You echo the words of your colleague, Andy

:59:55. > :00:01.Burnham, he said this will not divide this city, which is one of

:00:02. > :00:05.the intentions, at least. Manchester has dealt with a terrorist attack in

:00:06. > :00:06.the past, and it appears to be pulling together a game in a similar

:00:07. > :00:18.way. We have got a history of this. There

:00:19. > :00:23.was a terrible bomb which caused no fatalities that cause damage to the

:00:24. > :00:27.city. Out that incident came the rebirth of our city. That is what we

:00:28. > :00:32.have to try to do today. I am as full of anger as the next person at

:00:33. > :00:36.what has happened, particularly given how many children and

:00:37. > :00:40.teenagers, vulnerable young children were involved last night for the Wii

:00:41. > :00:52.have to try to turn that anger into a positive action of unity and

:00:53. > :00:55.solidarity. There is a vigil tonight in Albert Square. I am sure many

:00:56. > :00:57.Mancunians will want to come to that. Many of the victims will come

:00:58. > :01:01.from further afield than Manchester. This arena attracts people from

:01:02. > :01:06.Scotland, Birmingham, Newcastle. Every community needs to stand

:01:07. > :01:10.together, united, in the face of this, and say this sort of action is

:01:11. > :01:16.designed to divide us and bring about hate. We will stand strong. It

:01:17. > :01:20.will not kill the spirit of this city. The spirit of this city is too

:01:21. > :01:26.strong for that. That is the message we want to give out today. How long

:01:27. > :01:31.would you expect the general election campaign to be suspended

:01:32. > :01:35.for? What would be appropriate? We need time to grieve and come

:01:36. > :01:44.together across political party lines. We need time to hold hands

:01:45. > :01:50.and have collective hug. I don't want to put a time frame on it. At

:01:51. > :01:54.some point in the next few days our democratic activities will continue

:01:55. > :02:00.because these kinds of terrorist acts are also designed to put at

:02:01. > :02:05.risk our values of democracy, of free speech, of people being able to

:02:06. > :02:13.have a boat and have a say. We must show them that is not going to be

:02:26. > :02:33.morning. 22 people have been killed and another 59 injured in a

:02:34. > :02:36.suspected suicide attack at the Manchester Arena. The venue was

:02:37. > :02:40.filled with thousands of children, teenagers, young adults come when

:02:41. > :02:46.the device was detonated to cause maximum devastation. Let me tell you

:02:47. > :02:52.where we are broadcasting to this morning. We are on Chapel Street, a

:02:53. > :02:57.couple of hundred meters or so away from the magister arena. This is a

:02:58. > :03:03.relatively quiet part of the city centre. -- the magister arena. There

:03:04. > :03:10.is a huge counterterrorism investigation going on. There is

:03:11. > :03:14.Blackfriars Street, you hit Deansgate, Picadilly station. That

:03:15. > :03:19.is business as usual. Thousands of people going about their normal

:03:20. > :03:27.business, shopping, going to work it meeting friends, so on and so forth.

:03:28. > :03:31.A number of people, friends leaving the Travelodge and the Premier Inn

:03:32. > :03:34.who went to the gig, stayed overnight and we have seen them

:03:35. > :03:40.leaving this morning, heads down will stop they did not want to talk

:03:41. > :03:48.to the media. Who can blame them? They just wanted to get home,

:03:49. > :03:54.frankly. We know that the explosive device sent metal and debris flying.

:03:55. > :03:59.Eyewitnesses reported being blown 30 feet. Paramedics at the scene said

:04:00. > :04:05.they had treated some of the wounded for shrapnel like injuries. Many in

:04:06. > :04:06.the audience were teenagers. This footage shows the immediate

:04:07. > :04:19.aftermath of the explosion. I spoke to Joseph, who was at the

:04:20. > :04:23.concert, when he heard the explosion. When the bomb went off it

:04:24. > :04:32.was panic in the entire room. People would panic. When you have a lot of

:04:33. > :04:35.preteen boys and girls, that is a lot of the demographic, when they

:04:36. > :04:39.are panicking and trying to get out, there will be mass hysteria. People

:04:40. > :04:44.will try to push past each other. People will get hurt. We got stuck

:04:45. > :04:48.in a huge line of people who had stopped completely because they did

:04:49. > :04:52.not know the situation. We had to climb over chairs, fences and gates

:04:53. > :04:59.that were locked to try to get out of the arena. We did luckily get to

:05:00. > :05:05.do that. At the same time it was still terrifying. Personally

:05:06. > :05:09.horrendous and to a perfect night. Relatives have been using social

:05:10. > :05:14.media to search for missing loved ones. Charlotte Campbell hasn't

:05:15. > :05:20.heard from her daughter, Olivia, since last night was that she has

:05:21. > :05:24.made this appeal for information. If you have seen my daughter Olivia, I

:05:25. > :05:28.have not seen her since five o'clock last night was that she was at the

:05:29. > :05:33.Ariana Grande concert with her friends. If anyone has seen her,

:06:42. > :06:45.on the investigation. Ian Hopkins is the Chief Constable of Greater

:06:46. > :06:53.Manchester Police. He told that it was a lone male attacker who

:06:54. > :06:57.detonated an explosive device in the foyer, where they were selling

:06:58. > :07:01.T-shirts and various merchandise after the concert. We will talk now

:07:02. > :07:05.to Graham Stringer, a Labour candidate in this general election

:07:06. > :07:08.campaign which has now been suspended for obvious reasons.

:07:09. > :07:16.You're also a former leader of Manchester City Council. This city

:07:17. > :07:21.has experienced terrorism before, has it not? It has. The city has

:07:22. > :07:29.come through. Manchester is a tolerant city. People have pulled

:07:30. > :07:34.together after the huge bomb in 1996. If anything, the city was a

:07:35. > :07:39.better place, both socially and physically after that bomb. As I

:07:40. > :07:45.have been searching for adjectives to describe this event, Lucy and

:07:46. > :07:53.Richard Lees, the leader of the council, and Andy Burnham, have

:07:54. > :07:57.probably used all the adjectives. I think our response should be to

:07:58. > :08:00.redouble our efforts to be tolerant between different communities, not

:08:01. > :08:07.to be critical of people just because they are different, and to

:08:08. > :08:13.be completely intolerant of people who start to use violent language,

:08:14. > :08:17.whether it is directly in person or on social media. Those are the

:08:18. > :08:26.sensible responses for what is an horrific event. I have taken

:08:27. > :08:31.children to the Manchester Arena on a number of occasions, whether it is

:08:32. > :08:36.a sporting event, whether they see their heroes, whether it is for a

:08:37. > :08:45.concert. The excitement used C. Ten, in 11, 12, 13-year-olds. To have

:08:46. > :08:54.carried out the bombing at such an event is beyond adjectives and

:08:55. > :09:00.words. The police have asked people not to speculate on the identity of

:09:01. > :09:04.the attack on social media as they launched this investigation.

:09:05. > :09:10.Clearly, from what you were saying a moment ago, you are potentially

:09:11. > :09:14.concerned about some sort of backlash. I am concerned, exactly

:09:15. > :09:19.the same as Greater Manchester Police and the security services

:09:20. > :09:25.are. People jump to conclusions. Whatever the conclusions, when we

:09:26. > :09:34.know the evidence, this appears to be one person. Over the coming days,

:09:35. > :09:41.weeks, months, we all in Manchester have to live together. The correct

:09:42. > :09:45.response is to redouble our efforts to understand each other, not to

:09:46. > :09:51.criticise each other and be tolerant of people who have chosen to live

:09:52. > :09:57.different lives. That is the right response. If I can answer the

:09:58. > :10:02.question you asked Lucy about, how long the pause in the campaign

:10:03. > :10:06.should go on, I think it is right out of respect that campaigning

:10:07. > :10:11.stopped today. Like Lucy I don't have a figure for that. I don't

:10:12. > :10:15.think it should go on too long. Although we should grieve, and we

:10:16. > :10:22.should show our sorrow, we should not give over to any bomber and any

:10:23. > :10:27.violent people, the right to disrupt our democratic process. I think we

:10:28. > :10:31.should get back to campaigning and discussing the future of our country

:10:32. > :10:40.as soon as it is reasonably and respectfully possible. There are

:10:41. > :10:44.some remarkable stories to emerge from last night. People opening

:10:45. > :10:50.their doors to those who were panicking and fleeing. Taxi drivers

:10:51. > :10:54.who were driving people away from danger, effectively, for no fair.

:10:55. > :10:59.People coming together to help in that way. That says a lot about

:11:00. > :11:05.Mancunians, doesn't it? Is it absolutely says a lot about

:11:06. > :11:12.Mancunians and humanity. Frankly, we often only see the best of people,

:11:13. > :11:14.the vast majority of people in the city whatever the ethnic, cultural

:11:15. > :11:19.or religious background, they are good people who want to get on with

:11:20. > :11:26.their lives. Quite often we only see the very best of people in awful

:11:27. > :11:30.circumstances. I am not surprised that people went towards the sight

:11:31. > :11:36.of devastation in order to help people. I am not surprised that

:11:37. > :11:39.people opened their doors to let people in and hotels let people

:11:40. > :11:47.stayed there who have made arrangements. It is right to talk

:11:48. > :11:51.about good things after an event like this but it does give people a

:11:52. > :11:55.chance to see the vast majority people are decent and, in situations

:11:56. > :12:03.like this, beyond decent, brave and good. Thank you very much will

:12:25. > :12:29.schools to decide whether exam should go ahead. The exam boards say

:12:30. > :12:41.no students will be disadvantaged. Schools and colleges affected by the

:12:42. > :12:43.bombing should contact the relevant exam boards. Students affected

:12:44. > :12:45.should speak to their teachers. You will know that hundreds of thousands

:12:46. > :12:50.of young people are taking exams this week. Exam boards are telling

:12:51. > :12:53.people they can rearrange GCSE and A-level exams after what happened

:12:54. > :12:57.here in Manchester last night was that there were appeals on social

:12:58. > :13:02.media earlier this morning for people to give blood and various

:13:03. > :13:09.donation centres were open. The NHS has tweeted, we have all the blood

:13:10. > :13:24.we require for hospital patients at the present time. There we go. I

:13:25. > :13:30.will introduce you now to a woman who has come to pay her respects. I

:13:31. > :13:34.was at my friend's house. We're about to leave and get a taxi and

:13:35. > :13:43.heard a bang. People were running. Teenagers were running. I had

:13:44. > :13:48.flowers and I thought, it is really upsetting. They were so young. You

:13:49. > :13:53.could see them excited to go to the concert. Pull something like this to

:13:54. > :14:02.happen, it does affect you. It is our city. How do you reflect this

:14:03. > :14:07.morning on what this city has experienced last night? Everyone is

:14:08. > :14:11.really shocked. So many of us, we went to have dinner with each other.

:14:12. > :14:16.So many people were about to walk to the station and left only a few

:14:17. > :14:20.minutes beforehand. Anything could have happened. It is the shock of it

:14:21. > :14:27.being targeted towards teenagers. That is what hit home about it. It

:14:28. > :14:31.is also really resilient. People will come together. We also have to

:14:32. > :14:36.remember we have to feel love for everyone. I am already hearing about

:14:37. > :14:41.some of my Muslim friends being attacked in the streets. We also

:14:42. > :14:46.have to be aware of that. We should unite and show respect for everybody

:14:47. > :14:50.at this time. You are already hearing that from your friends? It

:14:51. > :14:54.has happened to them or they are hearing it from others. A friend of

:14:55. > :14:59.mine said someone spat at them on the street. I am looking at my phone

:15:00. > :15:03.and we also have to member that is not what we need to do. We need to

:15:04. > :15:10.come together. That is what people who do these things want to happen.

:15:11. > :15:15.We are expecting the Prime Minister, Theresa May, to speak in a few

:15:16. > :15:16.moments' time. I may interrupt our conversation if that happens we can

:15:17. > :15:32.bring that to our audience life. When you leave a concert, you are on

:15:33. > :15:34.such a high, you are joyous, and the barbarism and cynicism to target

:15:35. > :15:40.people as they are leaving. What is even more shocking is people leaving

:15:41. > :15:45.to enjoy themselves, and having watched people coming in, there were

:15:46. > :15:51.people dolled up to the nines, running in so excited, and to have

:15:52. > :15:55.that end in such a way, it puts a sour taste on what is such a vibrant

:15:56. > :16:01.culture of music and live music in this city. I do not want that to be

:16:02. > :16:07.taken away from people. There are other venues, I am worried people

:16:08. > :16:13.will not want to go out. We have the Manchester ten K on Sunday, ... You

:16:14. > :16:18.would want that to go ahead? Yes, but I want there to be more

:16:19. > :16:23.security. We have to do those things, we have to get up and keep

:16:24. > :16:27.on going, because if we don't, the people who do this want us to start

:16:28. > :16:32.hating each other, and we have to do the opposite, we have to reunite.

:16:33. > :16:36.You will have noticed the increased police presence around the city

:16:37. > :16:41.centre, extra on armed officers and armed officers. You find that

:16:42. > :16:46.reassuring? A friend of mine got into Piccadilly station and the

:16:47. > :16:52.armed officers took her back, balaclavas, SWAT teams. It makes you

:16:53. > :16:56.think even more apprehensive, what could happen next? But that needs to

:16:57. > :17:03.be there. When I went downstairs and I saw the fear in the chair,

:17:04. > :17:07.teenagers running, on their phones, crying to their parents, we need the

:17:08. > :17:15.security presence to make people feel more comfortable. Let's go back

:17:16. > :17:23.to Downing Street. What is the latest? We understand the Prime

:17:24. > :17:27.Minister will come out shortly to make a statement. You can see the

:17:28. > :17:31.podium is ready for her to come out and make the statement about what

:17:32. > :17:36.has been happening. She was briefed overnight about the attack in

:17:37. > :17:40.Manchester, we also know she spoke to the Leader of the Opposition

:17:41. > :17:44.Jeremy Corbyn to tell him what was happening. The Prime Minister has

:17:45. > :17:49.been chairing an image and see meeting of the Cobra committee,

:17:50. > :17:55.involving other senior ministers, including Amber Rudd, the Foreign

:17:56. > :17:59.Secretary, the Defence Secretary and the Transport Secretary, and from

:18:00. > :18:04.Manchester was the Labour mayor of Manchester Andy Burnham. They will

:18:05. > :18:08.have been talking about the practicalities, about what happened,

:18:09. > :18:12.what they know about the person who carried out the attack, and about

:18:13. > :18:16.how they have reunited people with their parents, but the injuries,

:18:17. > :18:22.those things will have been discussed. There will have been

:18:23. > :18:26.senior officers from the police and the intelligence services talking

:18:27. > :18:31.about whether this person was part of a wider network, what the threat

:18:32. > :18:37.level should be, whether there is a chance of anything else being at

:18:38. > :18:41.large. All of that will be discussed, Theresa May will update

:18:42. > :18:46.us on that, but she will also be here as Prime Minister to speak and

:18:47. > :18:52.try and put into words what people feel about what happened, people's

:18:53. > :18:56.anger, they're in motion, and the fact this was an attack that seemed

:18:57. > :19:00.to be targeted at children will be something that she will touch upon.

:19:01. > :19:05.Once she has made the statement, she will travel to Manchester, where she

:19:06. > :19:09.will meet the emergency services, to thank them for the work that they

:19:10. > :19:18.have done, but just overnight, but that they will be doing for the

:19:19. > :19:23.coming days and weeks. I have just been talking to one candidate in the

:19:24. > :19:28.general election, Graham Stringer, a Labour candidate for a seat in the

:19:29. > :19:31.Greater Manchester area, and he said that the campaigning should be

:19:32. > :19:36.suspended today, but he was keen that it was not put on hold for too

:19:37. > :19:42.long, cos of the message that would send out in the face of terrorism.

:19:43. > :19:48.It is a difficult one, because people today will be too shocked to

:19:49. > :19:52.engage again with that kind of debate that we have had, the cut and

:19:53. > :19:57.thrust of a general election campaign that has been going on for

:19:58. > :20:00.a few weeks. It is difficult to even think about that getting back to

:20:01. > :20:05.normal. It is slightly similar to what happened a year ago, with the

:20:06. > :20:10.murder of Jo Cox, and I know you were speaking to Lucy Powell, I was

:20:11. > :20:14.with her when that took place, and people were so upset and devastated

:20:15. > :20:18.and shocked by what was happening, they could not think about getting

:20:19. > :20:24.back into the political debate. This is on maybe a bigger scale than

:20:25. > :20:28.that. On the other side, we know our politicians will say you have to try

:20:29. > :20:32.and carry on, get back to normal, urging people in Manchester to make

:20:33. > :20:37.sure they go to work, to live life as normally as possible, despite

:20:38. > :20:39.what has happened. A sign of that would be that you get back to the

:20:40. > :20:44.political debate as quickly as possible. But the Prime Minister has

:20:45. > :20:48.international engagements in the next few days, it will be difficult

:20:49. > :20:53.to get back to the intensity that we had this week on the election

:20:54. > :20:57.campaign. That will not be the same for at least several days. It is

:20:58. > :21:02.difficult for politicians to judge it. We know there are candidates

:21:03. > :21:08.around the country who today have suspended their campaigning. On the

:21:09. > :21:12.other hand we have seen already some people raking some political point

:21:13. > :21:16.about it, Ukip's home affairs spokeswoman talking about Theresa

:21:17. > :21:20.May's record in the Home Office and asking if she has done enough to

:21:21. > :21:27.tackle this kind of thing. People are jumping to conclusions about who

:21:28. > :21:33.might have been responsible. We will hear from the Mayor of Manchester

:21:34. > :21:37.now, Andy Burnham. I cannot go into details on that,

:21:38. > :21:44.and those investigations are ongoing. What I can say is there is

:21:45. > :21:49.a need for the city and the city region to come together, so we are

:21:50. > :21:54.making arrangements for a vigil in the centre of Manchester this

:21:55. > :21:57.evening, in Albert Square, in front of the town Hall, because it is

:21:58. > :22:01.important that we send out that clear message that though we are

:22:02. > :22:04.grieving, we are strong and together. Extraordinary unity

:22:05. > :22:12.demonstrated overnight across the city. Incredible. The idea that

:22:13. > :22:16.people throw their doors open or make their car available to people,

:22:17. > :22:21.it tells you everything about the people of greater Manchester, their

:22:22. > :22:27.natural generosity. In many ways, it is the best response, because it is

:22:28. > :22:32.what the extremists don't want, they don't want to think people will work

:22:33. > :22:35.with each other and put themselves out in that way, but that is what

:22:36. > :22:43.the people here are like. They will never beat us, we are strong. You

:22:44. > :22:45.have come out of the Cobra meeting, where the services surprised by this

:22:46. > :22:51.style of attack here, targeting young children? It is for them to

:22:52. > :22:56.comment on the precise nature of the attack. We all feel a sense of

:22:57. > :23:02.abhorrence at the nature of this attack. I am not alone in saying

:23:03. > :23:09.that my kids have been at that venue, at that particular time of

:23:10. > :23:13.night, everybody here has a similar experience, where the chaos of the

:23:14. > :23:17.event ends, the kids, happy and excited, for individuals to go there

:23:18. > :23:22.and seek to terrorise those children and young people and their families

:23:23. > :23:27.in that way is the most appalling, evil act that I can imagine.

:23:28. > :23:31.Everybody is appalled by this tragedy and attack, but do you think

:23:32. > :23:35.communities now have a responsibility, if there are people

:23:36. > :23:42.they know who may be responsible, surely there has got to be a change

:23:43. > :23:46.in mindset now? If people have any information, they should make that

:23:47. > :23:51.known through the counter terrorism hotline. There is a way for them to

:23:52. > :23:57.do that. But what I would also say is that people perhaps should avoid

:23:58. > :24:02.some of the ill informed comment on social media. Take the lead from

:24:03. > :24:09.what the police are saying before people jump to conclusions about

:24:10. > :24:12.this attack. For goodness' sake, let's not descend into a situation

:24:13. > :24:19.of mutual distrust between our communities. The individual who

:24:20. > :24:24.carried this out is an extremist and does not represent any of our

:24:25. > :24:28.communities, does not represent the people of greater Manchester in any

:24:29. > :24:33.way, shape or form. It is very important that message is heard. Are

:24:34. > :24:37.you any closer to identifying the attacker? That is not for me to

:24:38. > :24:42.comment on. What is your message for people of Manchester on how to cope

:24:43. > :24:45.with the situation for the young girls that were there last night,

:24:46. > :24:52.their families and friends? I am so proud of them, occurs they are

:24:53. > :25:00.already coping. They responded in the best possible way, with

:25:01. > :25:04.generosity, with a kindness. That was humbling and it sends a message

:25:05. > :25:10.to the whole world about what kind of people we are here. That for me

:25:11. > :25:18.is something that I think should make every person in this darkest

:25:19. > :25:22.hour proud that people responded in that way, and I would like to thank

:25:23. > :25:31.them for doing that. It is a red case -- it is a case of returning to

:25:32. > :25:34.business as usual as possible. You have a seriously the ship role in

:25:35. > :25:41.Manchester, how will you get people through the next difficult few days,

:25:42. > :25:48.weeks and months? It is an important role that I have got to fulfil, but

:25:49. > :25:50.I will. I will ensure that the people of Greater Manchester have

:25:51. > :25:56.confidence in what we are doing, as leaders of the city region, working

:25:57. > :26:04.with the police, the NHS and the other emergency services. We all

:26:05. > :26:08.have long experience in politics, we will work closely to ensure that

:26:09. > :26:12.Greater Manchester pulls together and gets things right and gives

:26:13. > :26:15.confidence back to the public. But I would also say we want to bring this

:26:16. > :26:20.city region back together, and I would urge people to show their

:26:21. > :26:24.support by possibly attending the vigil tonight, the most important

:26:25. > :26:31.message we must all send together is we are united and we will not let

:26:32. > :26:37.them win. We are united, we will not let them

:26:38. > :26:39.win, the words of Andy Burnham, the Mayor of Greater Manchester,

:27:18. > :27:22.he condemned the attack. As president of the United States,

:27:23. > :27:27.on the half of the United States, I would like to begin by offering my

:27:28. > :27:34.prayers to the people of Manchester in the United Kingdom. I extend my

:27:35. > :27:40.deepest condolences to those so terribly injured in this terrorist

:27:41. > :27:49.attack and to the many killed and the families, so many families, of

:27:50. > :27:56.the victims. We stand in absolute solidarity with the people of the

:27:57. > :28:02.United Kingdom. So many young beautiful innocent people living and

:28:03. > :28:12.enjoying their lives murdered by evil losers in life. I would call

:28:13. > :28:14.them monsters -- I will not call them monsters, because they would

:28:15. > :28:26.like that term. They would think it is a great name. I will call them

:28:27. > :28:32.from now on losers, because that is what they are, they are losers. We

:28:46. > :29:01.has... It is worth remembering some of the

:29:02. > :29:05.words from the mayor of Greater Manchester Andy Burnham when he

:29:06. > :29:09.spoke this morning, visibly shocked, clearly will stop he said, it is

:29:10. > :29:16.hard to believe what has happened, because they were children, young

:29:17. > :29:18.people, and this was an evil act. He thanked the people of Greater

:29:19. > :29:23.Manchester for opening their doors to help the thousands who were

:29:24. > :29:30.pouring out of the arena after that gig last night, for helping them get

:29:31. > :29:37.away from the scene, taxi drivers driving people away from danger, as

:29:38. > :29:40.he put it. He said, the spirit of Manchester will prevail, and it will

:29:41. > :29:50.hold us together. We are grieving today, but we are strong. Manchester

:29:51. > :29:58.has experienced terrorism before, the last time it was targeted was by

:29:59. > :30:04.the IRA. One June morning in 1996. Not dissimilar to today, although it

:30:05. > :30:06.was a Saturday morning, the city evacuated, accursed telephone

:30:07. > :30:12.warnings were found in, and on that date nobody was killed, but the

:30:13. > :30:18.centre of Manchester was devastated. Sadly, 17 years later, at least 22

:30:19. > :30:30.people have been killed, and at the moment we know 59 injured.

:30:31. > :30:55.Good morning from Manchester where a major police investigation is under

:30:56. > :31:00.way after the shocking bombing at a sell-out pop concert near to where

:31:01. > :31:07.we are broadcasting from this morning. 22 people have been killed

:31:08. > :31:11.and around 60 injured in the attack. It is thought a suicide bomber

:31:12. > :31:15.detonated a device to cause maximum devastation at the event which is

:31:16. > :31:20.full of young fans of US singer Ariana Grande. Many were under 16

:31:21. > :31:28.years of age. The Manchester Arena is a couple of hundred metres away

:31:29. > :31:31.from here, just down this road here, underneath the bridge. It is all

:31:32. > :31:37.cordoned off as you would expect because it is a major crime scene.

:31:38. > :31:40.Counterterrorism officers are there. You can see the steps outside the

:31:41. > :31:46.venue where thousands would have poured last night in chaos and

:31:47. > :31:53.confusion as they tried to get out of the arena having heard what

:31:54. > :31:59.witnesses have described to me as an enormous explosion, a loud bang.

:32:00. > :32:06.Many new immediately it was a bomb. Of course, it was indeed foyer, the

:32:07. > :32:10.public area as you go from the arena to Victoria Station. As people were

:32:11. > :32:14.trying to leave, they were tripping over each other, falling over each

:32:15. > :32:19.other, trying to help each other and find loved ones. The explosion sent

:32:20. > :32:24.metal and debris flying. Eyewitnesses reported being blown 30

:32:25. > :32:31.feet. Paramedics told the BBC they treated some of the wounded for

:32:32. > :32:33.shrapnel like injuries. Many in the audience were teenagers. This

:32:34. > :32:40.footage shows the immediate aftermath of the explosion.

:32:41. > :32:44.16-year-old Caitlin and Joseph were at the front of the arena when the

:32:45. > :32:54.bomb exploded. They explained to me how they managed to get out. We were

:32:55. > :33:00.literally just right at the front of the stage, one row behind it. As

:33:01. > :33:06.soon as it finished, we heard a massive bang. It was that loud it

:33:07. > :33:13.filled the hole, entire room with that noise. When everyone turned

:33:14. > :33:18.around, they were all screaming and running back. Did you know

:33:19. > :33:22.immediately it was a bomb? I knew straightaway. People were saying it

:33:23. > :33:26.was just a balloon pub balloons do not make that noise. It was not a

:33:27. > :33:32.balloon or a speaker. That is not the noise they make at all. The next

:33:33. > :33:36.worry was that people with guns were going to come in. We did not know

:33:37. > :33:44.what would happen after that. I just knew it was from a bomb with the

:33:45. > :33:48.noise. I have just chaired a meeting of the Government's emergency

:33:49. > :33:53.committee, Cobra, where we discuss the details of and the response to

:33:54. > :33:59.the appalling events in Manchester last night. Our thoughts and prayers

:34:00. > :34:03.are with the victims and families and friends of all those affected.

:34:04. > :34:09.It is now beyond doubt that the people of Manchester and of this

:34:10. > :34:14.country have fallen victim to a callous terrorist attack, an attack

:34:15. > :34:20.that targeted some of the youngest people in our society with cold

:34:21. > :34:24.calculation. This was among the worst terrorist incidents we have

:34:25. > :34:28.ever experienced in the United Kingdom. Although it is not the

:34:29. > :34:34.first time Manchester has suffered in this way, it is the worst attack

:34:35. > :34:39.the city has experienced and the worst ever to hit the north of

:34:40. > :34:44.England. The police and security services are working at speed to

:34:45. > :34:52.establish the complete picture. I want to tell you what I can at this

:34:53. > :34:58.stage. At 10:33pm yesterday, police were called to reports of explosion

:34:59. > :35:06.at Manchester Arena in Manchester City centre, near Victoria train

:35:07. > :35:08.station. We now know a single terrorist detonated his improvised

:35:09. > :35:13.explosive device near one of the experts of the venue, delivered each

:35:14. > :35:18.using the time and place to cause maximum carnage and to kill and

:35:19. > :35:23.injure indiscriminately. The explosion coincided with the

:35:24. > :35:30.conclusion of a pop concert, which was attended by many young families

:35:31. > :35:36.and groups of children. All acts of terrorism are cowardly attacks on

:35:37. > :35:42.innocent people. This attack stands out for its appalling, sickening

:35:43. > :35:45.powerless. Deliberate targeting innocent, defenceless children and

:35:46. > :35:52.young people who should have been enjoying one of the most nights of

:35:53. > :35:58.their lives. As things stand, I can tell you that, in addition to the

:35:59. > :36:02.attacker, 22 people have died and 59 people have been injured. Those who

:36:03. > :36:08.are injured are being treated in eight different hospitals across

:36:09. > :36:11.Greater Manchester. Many are being treated for life threatening

:36:12. > :36:17.conditions. We know that among those killed and injured were many

:36:18. > :36:22.children and young people. We struggle to comprehend the warped

:36:23. > :36:27.and twisted mind that sees a room packed with young people not as they

:36:28. > :36:32.seem to cherish but as an opportunity for carnage. But we can

:36:33. > :36:37.continue to resolve to thwart such attacks in future, to take on and

:36:38. > :36:42.defeat the ideology that often fuels this violence. If the turnout for

:36:43. > :36:47.others responsible for this attack, to seek them out and bring them to

:36:48. > :36:51.justice. The police and security services believe the attack was

:36:52. > :36:56.carried out by one man. They now need to know whether he was acting

:36:57. > :37:01.alone or as part of a wider group. It will take some time to establish

:37:02. > :37:04.these facts and the investigation will continue. The police and

:37:05. > :37:10.security services will be given all the resources they need to complete

:37:11. > :37:15.that task. The police and security services believe they know the

:37:16. > :37:21.identity of the perpetrator. At this stage of their investigations we

:37:22. > :37:24.cannot confirm his name. The police and emergency services have, as

:37:25. > :37:29.always, acted with great courage and, on behalf of the country, I

:37:30. > :37:34.want to express our gratitude to them. They acted in accordance with

:37:35. > :37:40.the plans they had in place and the exercises they conduct to test those

:37:41. > :37:44.plans. They performed with the utmost professionalism. 400 police

:37:45. > :37:50.officers were involved in the operation through the night and many

:37:51. > :37:53.paramedics, doctors, and nurses, have worked valiantly amid traumatic

:37:54. > :38:00.and terrible scenes to save lives and care for the wounded.

:38:01. > :38:04.Significant resources have been deployed to the police investigation

:38:05. > :38:08.and there continue to be visible patrols around Manchester, which

:38:09. > :38:14.include the deployment of armed officers. For people who live and

:38:15. > :38:17.work in Manchester, there remains a large cordon in place around

:38:18. > :38:22.Manchester Arena and Victoria Station, which will be in place for

:38:23. > :38:26.some time. The station is closed and will remain closed while a detailed

:38:27. > :38:30.forensic search is under way. We know many friends and relatives of

:38:31. > :38:35.people caught up in the attack are still trying to find out what has

:38:36. > :38:41.happened to their children, brothers and sisters, parents and loved ones.

:38:42. > :38:44.So, please, think of those people who are experiencing unimaginable

:38:45. > :38:50.worry and if you have any information at all relating to the

:38:51. > :38:56.attack, please contact Greater Manchester Police. The threat level

:38:57. > :39:00.remains at severe. That means that a terrorist attack remains highly

:39:01. > :39:05.likely. The Independent joint terrorism analysis Centre which sets

:39:06. > :39:08.the threat level based on intelligence available to them will

:39:09. > :39:13.continue to assess this throughout today and in the days ahead. Later

:39:14. > :39:18.today I will travel to Manchester to meet the Chief Constable of Greater

:39:19. > :39:23.Manchester Police, Ian Hopkins, the mayor of Greater Manchester, Andy

:39:24. > :39:27.Burnham, and members of the emergency services who have come to

:39:28. > :39:31.Manchester's aid in its time of need. As I mentioned last night, the

:39:32. > :39:37.general election campaign has been suspended. I watch Erin at a meeting

:39:38. > :39:43.of COBRA later today. At terrible moments like these, it is customary

:39:44. > :39:47.for leaders, politicians and others to condemn the perpetrators and

:39:48. > :39:52.declare the terrorists will not win. The fact we have been here before

:39:53. > :39:57.and the fact that we need to say this again does not make it any less

:39:58. > :40:03.true. For, as so often while we experience the worst of humanity in

:40:04. > :40:07.Manchester last night, we also saw the best. The cowardice of the

:40:08. > :40:13.attacker met the bravery of the emergency services and the people of

:40:14. > :40:18.Manchester. The attempted to divide us met countless acts of kindness

:40:19. > :40:22.which brought people closer together and, in the days ahead, those must

:40:23. > :40:27.be the things we remember. The images we hold in our mind should

:40:28. > :40:32.not be those of senseless slaughter but of the ordinary men and women

:40:33. > :40:38.who put concerns about their own safety to one side and rushed to

:40:39. > :40:44.help. The men and women of the emergency services who worked

:40:45. > :40:49.tirelessly to bring comfort, to help, and to save lives. Of the

:40:50. > :40:54.messages of solidarity and hope to all those who open their homes to

:40:55. > :40:58.the victims. They are the images that embody the spirit of Manchester

:40:59. > :41:02.and the spirit of Britain. The spirit that through years of

:41:03. > :41:08.conflict and terrorism has never been broken and will never be

:41:09. > :41:14.broken. There will be difficult days ahead. We offer our thoughts and

:41:15. > :41:18.prayers to the families and friends of those affected. We offer our full

:41:19. > :41:23.support to the authorities, the emergency and the security services,

:41:24. > :41:28.as they go about their work. And we all, every single one of us, stand

:41:29. > :41:34.with the people of Manchester at this terrible time. And, today, let

:41:35. > :41:40.us remember those who died, and let us celebrate those who helped. Safe

:42:12. > :42:19.cowardly attack and saying it was an attack on innocent, defenceless,

:42:20. > :42:24.young people. Yes. She was really trying to sum up the hurt that

:42:25. > :42:28.people feel. I think she said it was difficult to understand this

:42:29. > :42:33.cowardly attack. I think the fact it was directed at that place, at that

:42:34. > :42:37.time, directed clearly children and young people. She said it was very

:42:38. > :42:42.hard to understand the senseless nature of all of that. The

:42:43. > :42:45.practicalities of it, she says the police do think they know the

:42:46. > :42:56.identity of the person who carried out the attack, the person who died

:42:57. > :42:59.alongside the 22 others in Manchester Arena. She said they are

:43:00. > :43:01.not at this point naming that person. Of course talking about the

:43:02. > :43:04.community standing together, people standing together, with Manchester,

:43:05. > :43:10.talking about the spirit of Britain. Also making the point we have been

:43:11. > :43:14.here before. The fact that she has to come here, yet another Prime

:43:15. > :43:19.Minister having to deal with this kind of atrocity. It is very

:43:20. > :43:25.difficult for people to bear. She also made the point there are many

:43:26. > :43:29.being treated in hospital who still, at this point I have life

:43:30. > :43:33.threatening injuries. She said they will now be trying to work out

:43:34. > :43:38.whether the attacker worked alone or not. This work will continue in the

:43:39. > :43:42.coming days. She has said she will travel to Manchester shortly and

:43:43. > :43:46.meet with the police in Manchester and the mayor of Manchester, Andy

:43:47. > :43:50.Burnham, who we heard from earlier. There is a sense of comedy you just

:43:51. > :43:58.get on with your normal, everyday life but St Bede will they had to do

:43:59. > :44:07.that? -- everyday life but saying to people. Also remembering the carnage

:44:08. > :44:10.they had to deal with overnight. The Prime Minister confirming she will

:44:11. > :44:16.be travelling to Manchester later on today where she will first of all be

:44:17. > :44:21.briefed by the Chief Constable of Greater Manchester Police. We can

:44:22. > :44:26.speak now to the director of international Security studies at

:44:27. > :44:31.the foreign affairs think tank, the Royal United services Institute.

:44:32. > :44:36.From the information we have so far, what are your thoughts on what

:44:37. > :44:41.happened last night? I think clearly what has happened is a terrible

:44:42. > :44:46.terrorist atrocity, murdering very young people as they were enjoying a

:44:47. > :44:51.night out. Clearly we are looking at a fairly callous act. In terms of

:44:52. > :44:59.determining the origin of this attack, the ideology that motivated

:45:00. > :45:04.the attacker, we do not know. It is too early to say. As we heard from

:45:05. > :45:07.the Prime Minister, authorities have identified the individual. They do

:45:08. > :45:11.not want to share that information yet. Why that is could be because

:45:12. > :45:15.they are trying to understand if it is part of a wider network or they

:45:16. > :45:26.are trying to pin down to the individual was. We have seen on

:45:27. > :45:30.social media, some who follow organisations like so-called Islamic

:45:31. > :45:39.State celebrating what happened here in Manchester last night. Yes, you

:45:40. > :45:43.see that fairly regularly, unfortunately, these days, after any

:45:44. > :45:47.sort of incident, especially a high-profile thing like this. You

:45:48. > :45:53.will see people who are described as fan boys of extremist organisations

:45:54. > :45:56.quit shouting about how wonderful this is an praising the act and

:45:57. > :46:01.seeming to show their support for it. I do not know that we can draw

:46:02. > :46:06.anything from that in terms of saying a particular group has been

:46:07. > :46:11.involved in the incident. They often have no idea what they are talking

:46:12. > :46:16.about but catch the crest of the wave and shout from the rooftops or

:46:17. > :46:20.on Twitter. I do not know we can draw any particular conclusions from

:46:21. > :46:24.that. If we look at the statements we have had from the so-called

:46:25. > :46:28.Islamic State this morning, they have a Daily News digests they put

:46:29. > :46:32.out. They have not made mention of what happened in Manchester. It is

:46:33. > :46:37.difficult to draw any conclusions about what that means. Does it mean

:46:38. > :46:42.it is part of a larger effort and they are waiting to sort of see...

:46:43. > :46:47.Waiting for something else to happen, or not claim it? There have

:46:48. > :46:51.been incidents in the past very clearly linked to them they have

:46:52. > :46:54.never claimed. I do not necessarily know we can draw a direct

:46:55. > :46:59.correlation to what we often see in terms of noise on social media.

:47:00. > :47:05.What do you draw from the fact that this was an explosive device, as

:47:06. > :47:13.opposed to what is described as something more crude, a knife, a

:47:14. > :47:18.vehicle? Sort of a number of points to draw from that, the first is, to

:47:19. > :47:22.remember that while we had seen a trend in terrorist planning and

:47:23. > :47:27.terrorists narratives and ideology and messaging, there was a push

:47:28. > :47:31.towards people using low-tech attacks, using knives and cars,

:47:32. > :47:36.whatever was in the world around you, that did not mean that they did

:47:37. > :47:40.not want groups to continue building bombs, they are far bigger devices,

:47:41. > :47:45.they have a far bigger shocked and effect and so groups continue to

:47:46. > :47:49.want to do that but the difficulty with bombs is that they are not that

:47:50. > :47:53.easy to make and to be able to know that you have made a device that

:47:54. > :47:57.will go off when you want it to go off is something that requires

:47:58. > :48:01.usually some training or practice or both. What we can draw from the fact

:48:02. > :48:05.that we have a device that went off, when the individual wanted it to go

:48:06. > :48:08.off, in the middle of this crowd of people as they were leaving the

:48:09. > :48:13.concert, would suggest a certain level of sophistication, but what we

:48:14. > :48:18.can draw from that is very difficult to know at this stage, whether that

:48:19. > :48:23.is training or an autodidact, in the past, when we have seen loan bomb

:48:24. > :48:35.makers, they tend to be individuals who do a bombing campaign. A series

:48:36. > :48:39.of incidents rather than a one off. Thank you very much, director of

:48:50. > :48:55.releases the name of one of the teenagers that was killed last

:48:56. > :49:00.night, from a college in Manchester, I will read the statement, it is

:49:01. > :49:03.with enormous sadness that it appears that one of the people who

:49:04. > :49:12.lost their lives in the attack was one of our students here at the

:49:13. > :49:15.college. Georgina Callander was a former pupil studying with us on the

:49:16. > :49:20.second year of health and social care course, deepest sympathies,

:49:21. > :49:24.thoughts and prayers go out to her family, friends, and all of those

:49:25. > :49:28.affected by this loss, we are offering all available support

:49:29. > :49:34.possible at this tragic time including counselling with our

:49:35. > :49:45.dedicated student support team. So, a statement from Ramshaw college, in

:49:46. > :49:51.Manchester expressing enormous sadness that one of those that lost

:49:52. > :49:58.their lives was a pupil, Georgina Callander, studying at Runshaw

:49:59. > :50:03.College on the second year of her else and social care course. Earlier

:50:04. > :50:07.we heard from the Chief Constable of Greater Manchester Police, Ian

:50:08. > :50:08.Hopkins, he gave the assembled media the latest on the attack and

:50:09. > :50:15.investigation. This has been the most horrific

:50:16. > :50:19.incident that we have ever faced in greater Manchester, and one that we

:50:20. > :50:23.all hoped we would never see, Hamleys and many young people were

:50:24. > :50:29.out to enjoy a concert at the Manchester Arena and have sadly lost

:50:30. > :50:33.their lives. Our thoughts are with the 22 victory and we now know have

:50:34. > :50:36.died. 59 people who have been injured and their loved ones. --

:50:37. > :50:40.families and many young people. We continue to do all we can to support

:50:41. > :50:44.them, and they are being treated at eight hospitals across greater

:50:45. > :50:49.Manchester. As you can appreciate, this is a fast moving investigation

:50:50. > :50:52.and we have significant resources deployed to the investigation and

:50:53. > :50:55.the visible patrols that people are seeing across greater Manchester as

:50:56. > :50:59.they wake up to the news of the events of last night, this will

:51:00. > :51:03.include armed officers as people would expect, and more than 400

:51:04. > :51:09.officers have been deployed on this operation throughout the night. To

:51:10. > :51:13.remind you, we were called at about 10:33pm, to reports of an explosion

:51:14. > :51:22.at the Manchester Arena. This was at the conclusion of the Ariana Grande

:51:23. > :51:26.concert. We received more than 240 calls and emergency services

:51:27. > :51:29.responded very quickly to the scene. Emergency numbers have been

:51:30. > :51:32.established, for anybody concerned for love ones who may not have

:51:33. > :51:52.returned home. These numbers are 0161 856 9400 and 0161

:51:53. > :51:57.856 9900. We believe at this stage the attack last night was conducted

:51:58. > :52:01.by one man. We are treating it as a terrorist incident. The priority is

:52:02. > :52:04.to establish whether he was acting alone or as part of a network. The

:52:05. > :52:09.attacker, I can confirm, died at the arena. We believe the attacker was

:52:10. > :52:16.carrying and improvise to close a device which he detonated, causing

:52:17. > :52:21.this atrocity. We would ask people not to speculate on his details or

:52:22. > :52:25.share names. This is a complex and wide-ranging investigation. Our

:52:26. > :52:29.priority is to work with the national counterterrorism policing

:52:30. > :52:33.network and UK intelligence services, to establish more details

:52:34. > :52:38.about the individual who carried out the attack. We have received

:52:39. > :52:42.tremendous support from across the police service in England and Wales,

:52:43. > :52:47.and partner agencies throughout the night. We regularly carry out

:52:48. > :52:52.exercises to test our ability to respond to such incidences, and this

:52:53. > :52:57.has ensured swift response from local and national agencies. I want

:52:58. > :53:01.to thank all members of those emergency services and other

:53:02. > :53:06.agencies who have worked tirelessly throughout the night, in very

:53:07. > :53:12.difficult circumstances. Their response has been quite outstanding.

:53:13. > :53:15.There remains a large cordon in place around Manchester Arena and

:53:16. > :53:21.the Victoria train station, which will be in place for some time. The

:53:22. > :53:24.station will remain closed, while the detailed forensic search is

:53:25. > :53:30.underway. People should plan their route to work, following transport

:53:31. > :53:34.for greater Manchester for updates. Terrorists will attempt to disrupt

:53:35. > :53:39.our lives and creates distrust and fear in communities. We have a long

:53:40. > :53:42.history here in greater Manchester of community standing together

:53:43. > :53:47.during difficult times. In the coming days we will be working very

:53:48. > :53:51.closely with community leaders, to address any concerns or issues that

:53:52. > :53:55.our communities will have. It is important that we all continue to

:53:56. > :54:00.remain vigilant, but that we go about daily life, we would ask

:54:01. > :54:03.members of the public to be alert and report any suspicious activity

:55:39. > :55:41.injured will be taken to one of the major former centres at Wythenshawe

:55:42. > :55:47.Hospital and at the Manchester Royal Infirmary, in the centre of the

:55:48. > :55:53.city, had some -- but some cases were brought here, to stepping Hill,

:55:54. > :55:56.and I know that of those, eight were adults and one was a child. And

:55:57. > :56:02.earlier this morning, I was told that three of those cases were still

:56:03. > :56:07.in surgery, three have been moved to the wards -- six have been moved to

:56:08. > :56:10.the wards, three are facing a precarious position and are

:56:11. > :56:16.understood to be seriously ill. -- Stepping Hill. We also know that at

:56:17. > :56:20.this hospital, there were several walk-ins, people who drove

:56:21. > :56:25.themselves home from the concert and then came near, having suffered

:56:26. > :56:30.minor cuts, grazes, bruises, that kind of thing. There were a

:56:31. > :56:32.significant number of people who arrived at the Accident and

:56:33. > :56:38.Emergency department here, seeking help in the aftermath. They came

:56:39. > :56:44.here under their own steam. Nine major trauma cases, more at

:56:45. > :56:46.Wythenshawe and Manchester Royal Infirmary, and eight in total

:56:47. > :56:51.hospitals around the greater Manchester area. I know that here,

:56:52. > :56:55.they were inundated with staff coming in when they heard about the

:56:56. > :56:58.emergency, to the extent they had to ask staff not to come in because

:56:59. > :57:04.obviously the next few days will present a challenge, that brings me

:57:05. > :57:07.onto a wider point, the NHS as a whole is saying, Accident and

:57:08. > :57:11.Emergency department are operating as normal but they are appealing to

:57:12. > :57:15.people to think carefully as always before going into a and D, because

:57:16. > :57:20.departments have been under extra pressure over the last 13 hours. --

:57:21. > :57:26.A And they say they have adequate supplies of blood, lots of people

:57:27. > :57:29.offering to go to blood banks and give blood, but they say they have

:57:30. > :57:33.adequate supplies, although they always welcome people willing to

:57:34. > :57:37.donate blood. There are eight hospitals treating people still in

:57:38. > :57:41.the aftermath of this bombing, at this hospital, in Stepping Hill,

:57:42. > :57:52.nine admitted, three still in a serious condition.

:57:53. > :57:57.We have just received news that the Arndale Centre, the big shopping

:57:58. > :58:03.centre here, which many of you know, has been evacuated, described as an

:58:04. > :58:08.urgent evacuation, police evacuating the area around the Arndale Centre,

:58:09. > :58:13.people have been seen running, probably about 100 metres or so away

:58:14. > :58:19.from here, where we are, a couple of hundred metres from the Emmy in

:58:20. > :58:25.Arena, the Manchester Arena, where there is calm. We heard earlier from

:58:26. > :58:27.the Mayor of Manchester, Andy Burnham, a little earlier, this is

:58:28. > :58:35.what he had to say. We want greater Manchester to pull

:58:36. > :58:42.together, and get active to being what we are. If not, that is giving

:58:43. > :58:45.in, isn't it? Very much so, that is the message that has always come out

:58:46. > :58:51.of greater Manchester, 1996, people may remember the IRA bomb, and the

:58:52. > :58:56.Euro 96 game went ahead the next day, it is not in our nature, we are

:58:57. > :59:00.not going to be defeated, we will not be bound by extremists. They

:59:01. > :59:05.want to divide us, rate Manchester is a place that believes in standing

:59:06. > :59:08.together, and we will. Priority in the enquiries is whether this was

:59:09. > :59:13.one man acting alone, whom he may have been acting with, is that what

:59:14. > :59:21.they are saying to you? I can't go into details on that, those

:59:22. > :59:25.investigations are ongoing. There is a need for the city and the city

:59:26. > :59:32.region to come together. We are making arrangements for a vigil, we

:59:33. > :59:35.are making arrangements for that, in Albert Square, in front of the town

:59:36. > :59:39.hall, because it is important that we sent out a clear message that we

:59:40. > :59:43.are grieving, we are strong and we are together. Extraordinary unity

:59:44. > :59:48.demonstrated overnight in all kinds of ways across the city. Incredible,

:59:49. > :59:52.the idea that people just throw open their doors, make their car

:59:53. > :59:57.available to people, tells you everything about the people of

:59:58. > :00:04.greater Manchester, there are natural generosity, in many ways, it

:00:05. > :00:06.is the best response, because it is what the extremists don't want, they

:00:07. > :00:11.don't want to think that people will work with each other, and put

:00:12. > :00:13.themselves in that way, but that is what people here are like, they will

:00:14. > :00:31.never beat us. Just to bring you news from one of

:01:43. > :01:49.losing a child in a situation like this. We have to put our arms around

:01:50. > :01:53.them and support them not just today but in all of the very difficult

:01:54. > :01:58.days to go home. Trauma like this does not go in a day or two. It is

:01:59. > :02:02.there with them for the rest of their lives. We have to give them

:02:03. > :02:09.all the support we possibly can. We have to make sure we live in a safe

:02:39. > :02:43.Arndale Centre has been evacuated in the last few minutes. That is true.

:02:44. > :02:47.We were standing outside the Arndale Centre, right in the heart of

:02:48. > :02:52.Manchester City Centre. It is close to the area that is still cordoned

:02:53. > :02:56.off after the attack last night. In the last few minutes, police have

:02:57. > :03:00.swept through the cordon and the streets surrounding it, putting

:03:01. > :03:02.people back and telling them to move away for their own safety. There

:03:03. > :03:06.were quite a lot of people in the streets. Many of them had come to

:03:07. > :03:14.see what happened last night. Many of them getting on their business

:03:15. > :03:20.and shopping. I have seen people this morning in tears. There is a

:03:21. > :03:25.lot of shock and nervousness about what else may possibly be about to

:03:26. > :03:29.happen. The police have not said exactly what the nature of this is

:03:30. > :03:34.but that people need to get back for their own safety. I spoke to one man

:03:35. > :03:39.in the crowd. He said he heard something he thought sounded like

:03:40. > :03:42.shots. Others are saying they have heard something that sounded like a

:03:43. > :03:49.bang. We cannot confirm what that is. I did not hear anything myself.

:03:50. > :03:53.I am on the other side of the building will stop we have had

:03:54. > :03:58.reports one man has been arrested by police here in the last few minutes.

:03:59. > :04:03.The cordon that was just around Manchester Arena has been extended

:05:38. > :05:42.look like anything extra is happening other than the police

:05:43. > :05:46.bringing in officers with a van for that they are asking the crowd to

:05:47. > :05:54.move back a little way to clear some space. Where you afraid? It is the

:06:02. > :06:09.leave. I was just outside the food court for ten, 15 minutes. Then

:06:10. > :06:17.somebody started to scream and running. There were shots fired. How

:06:18. > :06:24.are people feeling this morning in the city? I'd just arrived from the

:06:25. > :06:30.airport, two or three hours. Did you hear about what happened last night?

:07:24. > :07:28.night. There are reports that some people telling us they heard a bang

:07:35. > :07:39.of bang. That are reports that one man has been arrested by police in

:07:40. > :07:43.the last few minutes. Now a much larger area cordoned off, even on

:07:44. > :07:47.top of the big exclusion zone that was in place last night. Now a

:07:52. > :07:55.arriving to try to make sure this area is safe and a large number of

:09:55. > :09:56.down to politicians and others to condemn the perpetrators and are

:09:57. > :10:00.sure they do not win. The fact we have been here before and the fact

:10:01. > :10:07.that we need to say this again does not make it any less true. As so

:10:08. > :10:12.often while we experienced the worst of humanity in Manchester last

:10:13. > :10:15.night, we also saw the best. The cowardice of the attack at the

:10:16. > :10:20.bravery of the emergency services and the people of Manchester. The

:10:21. > :10:27.attempt to divide us met countless acts of kindness that brought people

:10:28. > :10:32.closer together. In the days ahead, those must be the things we

:10:33. > :10:36.remember. The images we hold in our minds should not be those of

:10:37. > :10:40.senseless slaughter but of the ordinary men and women who put

:10:41. > :10:46.concerns about their own safety to one side and rushed to help. Of the

:10:47. > :10:51.men and women of the emergency services, who worked tirelessly to

:13:02. > :13:06.yet over. I would be very surprised if there was only one suicide belt

:13:07. > :13:11.and only one set of explosives were used. I'll be really surprised if

:13:12. > :13:20.only one person was involved. The police will be working really hard

:13:21. > :13:22.to try to attend by this person who was involved, identify those who

:13:23. > :13:23.were involved with the group and bring those to justice before they

:13:49. > :13:51.who are at the gig last night and residents who are passing by on

:13:52. > :13:58.their way home after the device exploded. We were literally right in

:13:59. > :14:05.front of the stage, one row behind it. As soon as she finished we heard

:14:06. > :14:08.a massive bang. It was that loud. It literally filled the entire room

:14:09. > :14:12.with the noise as soon as everyone turned around and wonder what it

:14:13. > :14:17.was, everyone wondered where the bomb was. They were all screaming

:14:18. > :14:21.and running back. Did you know immediately it was a bomb? I knew

:14:22. > :14:25.straightaway. People were saying it was a balloon but balloons do not

:14:26. > :14:34.make that noise. It was not a balloon or speaker for the eyes not

:14:35. > :14:37.what they make at all. The next worry I thought was that people with

:14:38. > :14:40.guns were going to come in. Luckily that did not happen. I just knew it

:14:41. > :14:45.was a bomb from that noise. There was nothing else for it. Joseph,

:14:46. > :14:49.what about you? Personally, my experience of the show was

:14:50. > :14:53.incredible. She was flawless as always. Afterwards, when the bomb

:14:54. > :14:58.went off, it was panic in the entire room. People would panic. When you

:14:59. > :15:03.have a lot of preteen boys and girls, that is a lot of her

:15:04. > :15:07.demographic, they are panicking and trying to get out, there will be

:15:08. > :15:12.mass hysteria and people try to push past each other and get hurt. We got

:15:13. > :15:16.stuck in a huge line of people who stopped completely because they did

:15:17. > :15:21.not know the situation. We had to climb over chairs, fences and gates

:15:22. > :15:26.were locked to try to get out of doors of the arena itself. We did

:15:27. > :15:31.luckily get to do that. At the same time, it was still terrifying and

:15:32. > :15:42.personally a horrendous end to a perfect night. Sam, Daniel, do come

:15:43. > :15:45.closer and tell us what happened. We came out of the cinema and there

:15:46. > :15:49.were sirens going we did not know what was going on. I live just

:15:50. > :15:54.around the corner. It was not until we were getting closer to home and

:15:55. > :15:59.we saw people crying, it was really distressing for actually, we did not

:16:00. > :16:05.know what was going on. We saw there were rumours there was a bomb. It

:16:06. > :16:10.was really sad. And they were just beginning to cordon things. It was a

:16:25. > :16:28.going on. At first we thought someone had been knocked over by a

:16:29. > :16:32.car, then the amount of police that were coming, ambulances,

:16:33. > :16:37.helicopters... It was clear something else was happening,

:16:38. > :16:42.something much bigger. How do you respond to the fact that a man with

:16:43. > :16:49.some kind of explosive device with this? I feel really terrified about

:16:50. > :16:54.that, to happen, it is one of those rare occasions... You never think

:16:55. > :16:58.that you would be there at that moment when that would happen,

:16:59. > :17:02.something you would spend so many months planning to do... And all of

:17:03. > :17:08.a sudden, as soon as that moment has come, someone decides to obviously

:17:09. > :17:11.also plan it for many months as well. It is terrifying to realise

:17:12. > :17:16.that anything like that can happen, no matter what. For us to be in that

:17:17. > :17:27.situation, with so many younger kids, younger than us, six, 12 years

:17:28. > :17:32.younger. I am 16 myself. I am 16. How do you reflect? I'm trying to

:17:33. > :17:35.get over it, basically, obviously, with a situation that has occurred

:17:36. > :17:40.it is going to take a long time or people to get past this, and we have

:18:36. > :18:38.supporting law enforcement, the police force, that have been doing

:18:39. > :18:45.commends work throughout this devastating time, the message to the

:18:46. > :18:50.Thai community is, we are Manchester, every race, colour,

:18:51. > :18:56.creed, we gather together, terrorism does not differentiate between

:18:57. > :19:00.people, we stand together, we stand strong, Manchester has unfortunately

:19:01. > :19:04.seen terrorism before. This is devastating, but we grow stronger

:19:48. > :19:55.families will be experiencing right now, those families that have lost a

:19:56. > :19:58.loved one. They might be angry, they will be hurt, they will be in pain,

:19:59. > :20:05.what do you say to them? There are no words. You cannot even begin to

:23:47. > :23:50.attack stands out for its appalling sickening cowardice, deliberately

:23:51. > :23:55.targeting innocent, defenceless children and young people. Who

:23:56. > :24:00.should have been enjoying one of the most memorable nights of their

:24:01. > :24:04.lives. As things stand, I can tell you that in addition to the

:24:05. > :24:11.attacker, 22 people have died, and 59 people have been injured. Those

:24:12. > :24:15.who were injured are being treated in eight different hospitals across

:24:16. > :24:19.greater Manchester. Many are being treated for life-threatening

:24:20. > :24:26.conditions. And we know that among those killed and injured, many

:24:27. > :24:30.children and young people. We struggle to comprehend the warped

:24:31. > :24:34.and twisted mind that sees a room packed with young children not as a

:24:35. > :24:39.scene to cherish but as an opportunity for carnage. But we can

:24:40. > :24:44.continue to resolve to thwart such attacks in future, to take on and

:24:45. > :24:50.defeat the ideology that often fuels this violence. If their turn out to

:24:51. > :24:54.be others responsible for this attack, to seek them out and bring

:24:55. > :24:58.them to justice. The police and security services believe that the

:24:59. > :25:02.attack was carried out by one man. But they now need to know whether he

:25:03. > :25:07.was acting alone or as part of a wider group. It will take some time

:25:08. > :25:12.to establish these facts, and the investigation will continue. The

:25:13. > :25:18.police and security services will be given all the resources they need to

:25:19. > :25:22.complete that task. The police and security services believe they know

:25:23. > :25:25.the identity of the perpetrator, but at this stage of their

:25:26. > :25:31.investigations we cannot confirm his name. The police and emergency

:25:32. > :25:36.services have as always acted with great courage and on behalf of the

:25:37. > :25:40.country I want to express our gratitude to them. They acted in

:25:41. > :25:46.accordance with the plans they have in place and the exercises they

:25:47. > :25:51.conduct to test those plans, and they performed with the utmost

:25:52. > :25:57.professionalism. 400 police officers were involved in the operation

:25:58. > :26:00.through the night, and Mary -- many paramedics, doctors and nurses have

:26:01. > :26:07.worked valiantly amid traumatic and terrible scenes, to save lives and

:26:08. > :26:10.care for the wounded. Significant resources have been deployed to the

:26:11. > :26:14.police investigation and there continue to be visible patrols

:26:15. > :26:20.around Manchester which include the deployment of armed officers. For

:26:21. > :26:23.people who live and work in Manchester, there remains a large

:26:24. > :26:28.cordon in place around Manchester Arena and Victoria station, which

:26:29. > :26:32.will be in place for some time. The station is closed and will remain

:26:33. > :26:37.closed while a detailed forensic search is underway. We know that

:26:38. > :26:42.many friends and relatives of people caught up in the attack are still

:26:43. > :26:46.trying to find out what has happened to their children, brothers and

:26:47. > :26:52.sisters, parents and loved ones. Please, think of those people who

:26:53. > :26:56.are experiencing unimaginable worry, and if you have any information at

:27:04. > :27:07.The threat level remains at severe. That means a terrorist attack

:27:08. > :27:11.remains highly likely. The independent joint terrorism analysis

:27:12. > :27:14.Centre, which sets the thread level on the basis of the intelligence

:27:15. > :27:20.available to them, will continue to assess this throughout the day and

:27:21. > :27:23.in the days ahead. Later today, I will travel to Manchester to meet

:27:24. > :27:28.the Chief Constable of Greater Manchester Police Ian Hopkins, the

:27:29. > :27:32.mayor of greater Manchester, Andy Burnham, and members of the

:27:33. > :27:36.emergency services who have come to Manchester's aid in its moment of

:27:37. > :27:40.need and as I announced last night, the general election campaign has

:27:41. > :27:47.been suspended. I will chair another meeting of COBRA later today. At

:27:48. > :27:52.terrible moments like these, it is customary for leaders, politicians

:27:53. > :27:55.and others to condemn the perpetrators and declare that the

:27:56. > :28:01.terrorists will not win. But the fact we have been here before and

:28:02. > :28:06.the fact we need to say this again does not make it any less true. For

:28:07. > :28:11.as so often while we experience the worst of humanity in Manchester, we

:28:12. > :28:16.also saw the best. The cowardice of the attacker met the bravery of the

:28:17. > :28:22.emergency services and the people of Manchester. The attempts to divide

:28:23. > :28:28.us met countless acts of kindness that brought people closer together.

:28:29. > :28:33.And in the days ahead, those must be the things we remember. The images

:28:34. > :28:39.we hold in our minds should not be those of senseless slaughter, but of

:28:40. > :28:44.the ordinary men and women who put concerns about their own safety to

:28:45. > :28:48.one side, and rushed to help. Of the men and women of the emergency

:28:49. > :28:54.services who worked tirelessly to bring comfort, to help, and to save

:28:55. > :29:00.lives. Of the messages of solidarity and hope of all those who opened

:33:30. > :33:34.to be named. Let's just talk you through the timeline of what

:33:35. > :33:40.happened last night in the chaos and confusion. It was 10:33pm last night

:33:41. > :33:45.that greater magister police were called to the scene at the

:33:46. > :33:52.Manchester Arena. -- Greater Manchester Police. It happened in

:33:53. > :33:57.the foyer. Police say there was a single attacker and that attacker

:33:58. > :34:01.did die at the scene. Has not yet been named but it is believed the

:34:02. > :34:06.police know the identity of the attacker but they are not releasing

:34:07. > :34:12.it yet. Surrounding streets were sealed off and pictorial station was

:34:13. > :34:19.closed as well. 60 and villains the scene and more than 400 police

:34:20. > :34:26.officers were deployed. -- 60 ambulances. There is still a cordon

:34:27. > :34:30.in place around the Manchester Arena and Victoria Station. All services

:34:31. > :34:35.to and from the station have been cancelled. Some 59 wounded, many

:34:36. > :34:39.with life threatening injuries. They are being treated at a number of

:34:40. > :34:40.hospitals, we believe eight hospitals around the Greater

:34:41. > :34:44.Manchester area. Let's get this report from our

:34:45. > :34:50.correspondent. This is the moment the concert arena

:34:51. > :34:54.filled with teenagers, children and parents transformed

:34:55. > :35:04.into a scene of confusion and panic. They scrambled for the exits,

:35:05. > :35:13.fleeing for their lives. I was like, we need to rant. We ran out the

:35:14. > :35:17.doors to the hotel. All I could hear was people screaming and crying.

:35:18. > :35:22.Police say the attack was carried out by one man who detonated an

:35:23. > :35:28.improvised explosive device he was carrying he is thought to have died

:35:29. > :35:32.in the blast. This is the most horrific incident we have faced in

:35:33. > :35:36.Manchester and one we all hoped we would never see. Families and many

:35:37. > :35:41.young people are out to enjoy a concert at Manchester Arena and very

:35:42. > :35:45.sadly lost their lives. 18,000 people can get into the Manchester

:35:46. > :35:52.Arena. Last night it was filled with young people. The number of children

:35:53. > :35:59.were among the dead. I was near the box office on the foyer when it

:36:00. > :36:02.happened were waiting for my family to come out. I was talking to one of

:36:03. > :36:04.the girls who was talking about going away with the kids, talking

:36:05. > :36:10.about Florida and nap. Only four heard talking to me I think I would

:36:11. > :36:14.have been injured. -- and that. Because the door was open we got

:36:15. > :36:21.thrown forward towards the arena. The explosion was behind us. Anyone

:36:22. > :36:26.who was ten, 15 foot behind us, everyone of them got injured. 15

:36:27. > :36:31.ambulances were sent to the venue with the injured being taken to

:36:32. > :36:36.eight hospitals. Many were treated for shrapnel injuries. Later, Ariana

:36:37. > :36:43.Grande tweeted their words, broken from the bottom of my heart. I am

:36:44. > :36:47.so, so sorry. I do not have words. Speaking after an emergency Cobra

:36:48. > :36:52.meeting in London, Theresa May said the Government is struggling to

:36:53. > :37:02.comprehend how anyone would see a room packed full with children as

:37:03. > :37:07.carnage. This attack stands out for its appalling, sickening cowardice.

:37:21. > :37:24.circumstances, a city and community comes together in solidarity and

:37:29. > :37:32.divide us or prevent us from leading a decent, normal life that we all

:37:43. > :37:43.second year of a health and social care course at college in

:38:31. > :38:35.friends, family and all of those affected by this loss. That

:38:41. > :38:44.of the fatalities to be named, was attending. We can't talk now to

:38:45. > :38:48.somebody who was in the concert, at the end of the concert, when

:38:49. > :38:53.explosion went off. Kirsty Lloyd was there and got separated from her

:38:54. > :38:58.sister. Thank you for being with us on BBC News. Just tell us what

:38:59. > :39:05.happened, what you heard and saw. We came down the stairs out of the

:39:06. > :39:09.arena. It was directly in front of the foyer. Me and my friend

:39:10. > :39:17.virtually got to the bottom and saw it exploded. We turned around. What

:39:18. > :39:29.did it look like when you saw the explosion? A really loud anger. Fire

:39:30. > :39:34.went up in the air. So, what happened then? What did you do?

:39:35. > :39:39.Obviously you were pretty close to it. The heat smacks you in the face

:39:40. > :39:49.and Nazi you back a bit. I grabbed my friend and ran back upstairs into

:39:50. > :39:57.the arena. -- and knocks you back a bit. Did you know straightaway it

:39:58. > :40:01.was an explosion, an attack? It was definitely a bomb. And so you then

:40:02. > :40:06.ran for your lives. We have heard from a lot of accounts there was

:40:07. > :40:13.panic, almost a stampede. How did you get out of there? We ran back

:40:14. > :40:18.upstairs and ran down the next set. It had literally just happened. When

:40:19. > :40:22.we got down there was a security shouting which way to get out. We

:40:23. > :40:30.ran that way and got straight out really. And, did you fear there

:40:31. > :40:38.might be another explosion? Not really because as we ran up we

:40:39. > :40:41.stayed in the arena for a little bit and were listening for gunshots.

:40:42. > :40:49.There weren't any. There was nothing else going on. We were seeing if

:40:50. > :40:55.there was anything else going on. What are your thoughts now today?

:40:56. > :40:59.You have survived this terrible attack. Obviously, so many young

:41:00. > :41:06.people have lost their lives and been injured as well. I feel really

:41:07. > :41:10.lucky. We were so close. There were a lot of bolts flying around.

:41:11. > :41:19.Really, really lucky not to have been hit I1 of those. Able to get

:41:20. > :41:25.out and find my family. -- by one of those. Where your family waiting for

:41:26. > :41:30.you outside? Just my sister and a friend who worked out before us. My

:41:31. > :41:36.mum was on the other side of the city having dinner. They came

:41:37. > :41:43.through the town to find us. And you were talking about, we gather there

:41:44. > :41:50.weren't nuts and bolts in the device you saw flying through the air. --

:41:51. > :41:55.there were. Did you see the injured people or did you turn and run when

:41:56. > :42:03.you heard the explosion? When I came down the other set of stairs, there

:42:04. > :42:08.were bodies everywhere. Kirsty Lloyd, thank you very much for being

:42:09. > :42:12.with us. I know it is very difficult to talk about such a horrendous

:42:13. > :42:16.experience. Kirsty Lloyd, he was there at the concert, at the end of

:42:17. > :42:20.the concert around 10:30pm last night when the explosion went off.

:42:21. > :42:25.Many of the injured are being treated at a number of hospitals

:42:26. > :42:27.around Manchester. Let's go to my colleague who is at the world

:42:28. > :42:37.infirmary. What is the picture there? The Manchester Royal

:42:38. > :42:40.Infirmary is one of the region's major trauma centres on one of the

:42:41. > :42:43.hospitals dealing with the aftermath of the horrific events last night.

:42:44. > :42:49.In the last few minutes we have had some figures through of the numbers

:42:50. > :42:53.of patients that various hospitals are treating. Let me take you

:42:54. > :42:58.through those top 59 people are in hospital. Nine of them here at the

:42:59. > :43:03.Manchester Royal Infirmary and six at the Salford Royal. Six at

:43:04. > :43:08.Wythenshawe. 12 at the Royal Manchester Children's Hospital. Six

:43:09. > :43:15.at stepping heel, six at Royal Bolton, seven at Royal Oldham and

:43:16. > :43:20.five at the Manchester North hospital. -- stepping Hill. We do

:43:21. > :43:25.not have a precise breakdown of how many are adults and how many are

:43:26. > :43:30.children. You did here there were 12 at the Royal Manchester Children's

:43:31. > :43:33.Hospital alone. We know the North West Ambulance Service sent 60

:43:34. > :43:37.ambulances to the scene last night and they dealt with 60 walking

:43:38. > :43:43.wounded. That is in addition to the 59 people who have had to be

:43:44. > :43:48.hospitalised. With me is our health editor, Hugh p.m.. Just take us

:43:49. > :43:50.through the specific response here in response to the events last

:43:51. > :43:59.night. NHS sources made clear that the

:44:00. > :44:03.response went as well as could have been inspected in the very tragic

:44:04. > :44:08.circumstances which unfolded, and major incident was declared at

:44:09. > :44:11.10:46pm last night, is soon after the incident unfolded they declared

:44:12. > :44:14.a major incident in greater Manchester, a decision made by North

:44:15. > :44:19.West Ambulance Service and the greater Manchester authorities. That

:44:20. > :44:23.involves calling in help from ambulances all around the region and

:44:24. > :44:28.from other Ambulance Services elsewhere in the North of England.

:44:29. > :44:33.It also involved, the cordon nation of trauma networks, major trauma

:44:34. > :44:37.centres including near at the Manchester Royal Infirmary to cordon

:44:38. > :44:42.out response, and each of the eight hospitals declared their own major

:44:43. > :44:45.incident, that involves calling in clinicians, doctors, nurses and

:44:46. > :44:49.other staff, that is a well rehearsed procedure by the

:44:50. > :44:55.hospitals. Talk to us more generally about the level of preparedness for

:44:56. > :44:59.an incident like this. Hospitals preparing, sources have made clear

:45:00. > :45:06.that they rehearse these scenarios, both on paper, in terms of planning,

:45:07. > :45:10.and they have rehearsal such as can be arranged. So that every member of

:45:11. > :45:15.staff knows how to respond if a major incident is declared and they

:45:16. > :45:17.can call in doctors, nurses, and other staff at all times of day and

:45:18. > :45:21.night, this appears to have happened, as effectively as can be

:45:22. > :45:36.expected. The we have heard that they have

:45:37. > :45:40.said their thoughts are with those affected as a result of the attack,

:45:41. > :45:46.they are thanking the public for that. This is rather important, they

:45:47. > :45:57.say they have all the blood required for the time being.

:45:58. > :46:01.Confusing the NHS Blood and Transplant surged service Salem have

:46:02. > :46:04.all the blood they neither the moment, if you have an appointment

:46:05. > :46:08.to give blood through the next few days, please keep the appointment,

:46:09. > :46:13.addictively if your blood group is own negative, however, they do not

:46:19. > :46:21.time. That is the latest here from Manchester Royal Infirmary, not a

:46:22. > :46:28.lot of detail in terms of the detail of who is being treated here, or the

:46:29. > :46:33.precise nature of the injury. Some of those injuries are extremely

:46:34. > :46:34.serious indeed. 59 people have been treated at a number of hospitals

:46:35. > :46:46.around the area at the moment. I know you will keep us up to date

:46:47. > :46:50.on the casualties throughout the day, I want to bring you a statement

:46:51. > :46:55.we have had, just released from the Queen, to the Lord Lieutenant of

:46:56. > :46:56.greater Manchester, this is the message from the Queen about the

:46:57. > :47:03.attack: the whole nation has been shocked by

:47:04. > :47:09.the death and injury in Manchester last night of so many people, adults

:47:10. > :47:14.and children, who have just been enjoying a concert, I know I speak

:47:15. > :47:18.for everyone in it is in my deepest sympathy to all who have been

:47:19. > :47:22.affected by this dreadful event, and especially to the families and

:47:23. > :47:26.friends of those who have died, or who were injured. The Queen goes on

:47:27. > :47:30.to say, I want to thank all the members of the emergency services

:47:31. > :47:35.who have responded with such professionalism and care, and I want

:47:36. > :47:38.to express my admiration, says the Queen, for the way the people of

:47:39. > :47:45.Manchester have responded, with humanity and compassion to this act

:48:06. > :48:10.Victoria, just behind the arena, that was used as a kind of triage

:48:11. > :48:13.centre for the injured. That is correct. First I would like to say

:48:14. > :48:18.the thoughts of everyone at Northern are with those affected by last

:48:19. > :48:22.night's incident, as soon as the bang was heard, railway staff rushed

:48:23. > :48:26.to the incident and provided first aid and the station itself was used

:48:27. > :48:32.as a triage centre to treat many of the wounded. Station staff trained

:48:33. > :48:36.in first aid. Trained in first aid, and rushing to provide assistance,

:48:37. > :48:40.making makeshift stretchers, using parts of their uniforms as

:48:41. > :48:46.tourniquets, and doing what they could. That is where many of the

:48:47. > :48:50.people, the thousands that had been in the concert went, straight into

:48:51. > :48:55.Manchester Victoria station. As Souness exposing took place, there

:48:56. > :48:58.was an evacuation of the arena, and the Arena joins the station, so many

:48:59. > :49:04.thousands of people evacuated through the station, towards

:49:05. > :49:06.Manchester itself. Do you think the station staff, did they know

:49:07. > :49:12.straightaway what had happened, I knew it was an explosion, they knew

:49:13. > :49:14.there had been serious casualties? The station staff heard a loud

:49:15. > :49:21.noise, perhaps different to what they would get from usual

:49:22. > :49:24.pyrotechnics, they are used to pyrotechnics, so they reacted on

:49:25. > :49:28.instinct, and with their training, to provide help to those who need

:49:29. > :49:32.it. What is the situation, Manchester Victoria is a very busy

:49:33. > :49:36.station, it is closed now, what is the situation now? When Chester

:49:37. > :49:43.Victoria is a busy station, today it is closed, and is is a scene of

:49:44. > :49:46.crime, and we await the station being reopened. -- Manchester

:49:47. > :49:50.Victoria. We cannot speculate on when that might be. We are running a

:49:51. > :49:53.good service to Manchester Piccadilly and the other Manchester

:49:54. > :49:57.stations and also running a service between some of the outstations and

:49:58. > :50:03.towards Manchester but stopping one or two stations short. After a

:50:04. > :50:07.concert, people come out of the concert, they get the train home

:50:08. > :50:11.from Victoria. Victoria is a popular location, because the arena is right

:50:12. > :50:16.there, it is easy to get away from there, and last night, people were

:50:17. > :50:19.not able to get away, we had to close the station immediately

:50:20. > :50:23.because of the incident involved, paying tribute to the great people

:50:24. > :50:25.of Manchester who came out and provided rims and shelter and

:50:26. > :50:30.accommodation for those that could not get away through Victoria. Still

:50:31. > :50:34.only a few hours after this terrible attack, this is still a city in

:50:35. > :50:39.shock, presumably, your staff there must still be in shock. A number of

:50:40. > :50:46.staff were directly involved, they ran towards those who were injured

:50:47. > :50:50.and provided first aid. We are providing counselling to them as

:50:51. > :50:53.part of their recovery. So they can get back to providing a great

:50:54. > :50:56.service for the people of Manchester. Thank you very much for

:51:40. > :51:44.night, in Manchester. -- We can now hear from

:51:45. > :51:51.the leader of the Liberal We know that every terrorist attack

:51:52. > :51:55.on this country is an attack against everyone of us but this is of a

:51:56. > :51:58.different order, a terrorist attack deliberately targeted at children

:51:59. > :52:04.having time of their lives, cowardly, deliberate, yonder wicked,

:52:05. > :52:09.and that is it is right that we should determine that justice must

:52:10. > :52:13.be done. -- beyond wicked. We continue to stand up to those who

:52:14. > :52:19.wish to harm our society to take away life and take away liberty and

:52:20. > :52:24.freedom. Beyond that, it is so important that we recognise that

:52:25. > :52:28.last night, and throughout this day, we are seen Manchester and Britain

:52:29. > :52:33.at their absolute best, emergency services, people running away,

:52:34. > :52:37.stricken from this outrage, people putting themselves in harms way,

:52:38. > :52:46.running towards it, to help those who were injured and worse. People

:52:47. > :52:51.opening their homes and cars and shops and businesses, Church halls,

:52:52. > :52:55.and everything else. Too warmly embrace and get alongside those who

:52:56. > :53:05.are affected. There is so much that this day we can be proud of in

:53:06. > :53:10.Manchester. Just as we should be determined that just is must be

:53:11. > :53:15.done, we should also remember what the they want us to beast scared,

:53:16. > :53:20.want us to give up our liberty and freedom and way of life, they hate

:53:21. > :53:23.all of those things, and therefore, today, we should be determined,

:53:24. > :53:26.standing shoulder to shoulder with the people of Manchester, with one

:53:27. > :53:32.another across the country, that we will not give in, we will continue

:53:33. > :53:34.our way of life, we will to continue to do so with determination. That

:53:35. > :53:48.was Tim Farron. The chairman of MI5, Andrew Parker,

:53:49. > :53:55.says he condemns this attack as disgusting, saying that the security

:53:56. > :53:59.services are relentlessly focused on their current operations, number of

:54:00. > :54:12.current operations, doing all they can.

:54:13. > :54:16.Berlin is the focused on a number of current operations to combat the

:54:17. > :54:29.scourge of terrorism and keep the country safe. We had the meeting

:54:30. > :54:38.earlier on today of the government emergency committee, COBRA, and

:54:39. > :54:42.another meeting of COBRA later on. Dealing with the practicalities in

:54:43. > :54:46.many ways, briefed overnight as the attack in Manchester unfolded, and

:54:47. > :54:50.of course, kept across all of the details, she had the emergency

:54:51. > :54:53.meeting with senior cabinet colleagues, but also senior police

:54:54. > :54:57.officers, the intelligence services, try to establish the facts, she came

:54:58. > :55:02.out here into Downing Street to tell us that the police did know and

:55:03. > :55:06.thought they did know the identity of the attack but they would not

:55:07. > :55:10.name them at this point, they will be trying to establish whether that

:55:11. > :55:15.is part of a wider network, the general election campaign has been

:55:16. > :55:20.suspended for now, we have gone into a very different place from the cut

:55:21. > :55:25.and thrust of the political debate, that was really hotting up, and now,

:55:26. > :55:29.this appalling attack in Manchester which just means that all

:55:30. > :55:33.politicians are saying the same thing and joining together. Theresa

:55:34. > :55:37.May trying to articulate that, not just about practicalities of what

:55:38. > :55:41.happens next and the police investigation and transport problems

:55:42. > :55:44.and the rest of it but trying to sum up how people feel about this and

:55:45. > :55:47.making the points out that she is not the first British Prime Minister

:55:48. > :55:57.to stand here and how to react to this kind of thing. She was also

:55:58. > :56:00.trying to encapsulate a horror, and incomprehension, because, as she

:56:01. > :56:04.says, all terror attacks are cowardly but this seems to be at a

:56:05. > :56:07.different level, it seems to target specifically young people and

:56:08. > :56:12.children and sadly we do know already that some have died in this

:56:13. > :56:15.attack. We have also heard from the Labour leader, Jeremy Corbyn, who

:56:16. > :56:18.has said that this kind of appalling act of violence against innocent

:56:19. > :56:23.people must be totally and unreservedly and completely

:56:24. > :56:26.condemned. Theresa May has now left here, gone to Downing Street, where

:56:27. > :56:32.she will meet the emergency services to thank them for what they have

:56:33. > :56:34.been doing, she will meet the Mayor of Manchester, and all politicians

:56:35. > :56:39.trying to show that they are on the same side on this and talking about

:56:40. > :56:46.the fact that British values, our values, must prevail.

:56:51. > :56:54.the police saying they know the identity of the suicide bomber but

:56:55. > :56:59.they are not releasing that information at the moment, they have

:57:00. > :57:02.said that it was a home-made device, and it appears from eyewitnesses, we

:57:03. > :57:06.were talking to one a few minutes ago, that there were nuts and bolts

:57:07. > :57:11.packed into the home-made improvised device that was blown up at around

:57:12. > :57:13.10:30pm, at the Manchester Arena, find me. Some of the injured have

:57:14. > :57:19.been taken to Stepping Hill Hospital, and health correspondent

:57:20. > :57:27.Dominic Hughes is there. What is the picture there? Good afternoon, I

:57:28. > :57:30.understand nine people were admitted to Stepping Hill, suffering from

:57:31. > :57:34.major trauma, as we have heard earlier, in the programme, a number

:57:35. > :57:38.of AIDS different hospitals around the greater Manchester area have

:57:39. > :57:44.been receiving those 59 of the most seriously injured patients, but

:57:45. > :57:52.eight of them, nine of them delivered here. -- a number of eight

:57:53. > :57:55.different hospitals. Free people still being operated upon, still in

:57:56. > :58:03.a very serious condition, the other six are being moved to warts, so

:58:04. > :58:08.they are more stable. -- to wards. Staff who heard of the incident

:58:09. > :58:12.rushed into work to help in Accident and Emergency and to help in

:58:13. > :58:15.operating theatres, semi-staff arrived that they had to turn some

:58:16. > :58:21.of them away because the next few days will also be very busy for

:58:22. > :58:25.hospitals as they care for the injured, and also, we know there is

:58:26. > :58:29.a number of people who managed to leave the venue, leave the arena and

:58:30. > :58:36.drive home to Stockport, who then came to the A, they were walking

:58:37. > :58:41.is, if you like, being treated for cuts and bruises, it has been busy.,

:58:42. > :58:47.and it is fair to say that they have met the challenge. Thank you very

:59:16. > :59:20.happening here, let's go through what we know so far, police have

:59:21. > :59:24.arrested a 23-year-old man with regard to the ongoing investigation

:59:25. > :59:27.in South Manchester. We believe the police know the identity of the

:59:28. > :59:31.attacker who died at the scene, we heard the Prime Minister Theresa May

:59:32. > :59:37.say that she knows the identity of the attacker but they are not in a

:59:38. > :59:40.position to release the name. The first victim has been known,

:59:41. > :59:48.Georgina Callander, a student of health and social care at Runshaw

:59:49. > :59:53.College. And it has been confirmed that there are children among the

:59:54. > :59:59.victims. Fast moving investigation, there is a heightened police

:00:00. > :00:01.presence across greater Manchester today, these are people

:00:02. > :00:07.investigating what happened but also a high police presence to reassure

:00:08. > :00:16.local people that the police are there being vigilant for them.

:00:17. > :00:25.Andy Burnham said he had come from talking at the Cobra meeting and his

:00:26. > :00:31.message was to journalists that we will not be defeated, he said. He

:00:32. > :00:35.said it is time for the Greater Manchester area to pull together. He

:00:36. > :00:43.said the vigil at six o'clock in Albert Square in Manchester will be

:00:44. > :00:48.to show a sign of solidarity of the community pulling together. There

:00:49. > :00:52.will be another Cobra meeting later this evening when Prime Minister

:00:53. > :00:58.Theresa May comes here to meet with Chief Constable Ian Hopkins and the

:00:59. > :01:05.metropolitan mayor. Theresa May will be here later this afternoon, we

:02:03. > :02:08.the Manchester Arena to see her in concert. She is 823-year-old

:02:09. > :02:16.American singer, actress turned singer. Has tweeted today, broken

:02:17. > :02:20.from the bottom of my heart. I am so, so sorry. I do not have words.

:02:21. > :02:25.Many of her fans who came to the concert young girls, some of them

:02:26. > :02:31.not even teenagers. When they heard the explosion, at first some of them

:02:32. > :02:39.thought it was balloons released into the concept that were being

:02:40. > :02:45.popped. Some of them thought something had blown. Then it was a

:02:46. > :02:49.suicide bomber. 22 people have been killed and 59 injured. Let's talk

:02:50. > :02:53.about the impact of what happened to these young people and those who

:02:54. > :02:55.survived. Emma is a child psychologist who can join us now

:02:56. > :03:03.from London. For young people who have seen and

:03:04. > :03:07.heard this and witnessed the stampede, the panic, the fear, this

:03:08. > :03:13.will be very traumatising for a long time. Yes, it is. I think the

:03:14. > :03:18.children will be finding out today in school what has happened. They

:03:19. > :03:22.may not have known by breakfast time, depending on when families

:03:23. > :03:25.turned on their phones. School are likely to have told them the facts

:03:26. > :03:34.and they are likely to come back with lots of questions. What is

:03:35. > :03:36.important for parents is to be there for their children, to be

:03:37. > :03:39.emotionally available, stay off their own phones and show an

:03:40. > :03:49.interest and and standing into how these children might be responding.

:03:50. > :03:52.And how do therapists like yourself, psychologists, help people who are

:03:53. > :03:59.particularly traumatised by a horrific event like this? We wait

:04:00. > :04:03.and see, primarily. We wait to see how the natural support network of

:04:04. > :04:07.the young person, the child, kicks in for the family, friends,

:04:08. > :04:14.neighbours, community rallying together. It is a huge source of

:04:15. > :04:20.support. The keep a firm I make sure those children, those teenagers who

:04:21. > :04:28.were unduly distressed and anxious, low in mood as time goes on, are

:04:29. > :04:32.picked up and helped. Taken to a GP, perhaps referred to counselling and

:04:33. > :04:37.such things. The keep an eye and we watch and we listen. For some of

:04:38. > :04:42.them, presumably there is the trauma of what they saw and heard of being

:04:43. > :04:48.separated from friends and family. There is always, after a terrorist

:04:49. > :04:53.atrocity like this, or a disaster, there is often for many people a

:04:54. > :05:01.survivor guilt. You survived when so many others did not. The primary

:05:02. > :05:06.things we can expect in some and not all are possible post-traumatic

:05:07. > :05:09.stress disorder in some. It is impossible to predict which

:05:10. > :05:15.individuals will be affected in this way but if they are they may

:05:16. > :05:18.experience flashbacks, nightmares, intrusive thoughts, ruminate read

:05:19. > :05:23.thoughts such as it could have happened to me or, if I had been in

:05:24. > :05:29.a slightly different place, it might have happened to me. These sorts of

:05:30. > :05:37.responses. We just do not know who will be affected in that way. I

:05:38. > :05:41.suppose sometimes these symptoms manifest themselves, not just in the

:05:42. > :05:47.days after what happened here, but maybe months and even years. Yes,

:05:48. > :05:52.indeed I would expect to see such symptoms possibly kicking in within

:05:53. > :05:56.two to three weeks in those who will be affected. We know from research

:05:57. > :06:01.that until about a month after something like this, it is better to

:06:02. > :06:06.just let me not tried to fix, not tried to jump in and make it all

:06:07. > :06:12.right and change anything, but just to give people space to breathe, to

:06:13. > :06:19.process. That is the best response, to be emotionally available to them

:06:20. > :06:24.and listen to them. Thank you very much indeed. Emma, the child

:06:25. > :06:33.psychologist joining us from London. Let's speak to a Metropolitan Police

:06:34. > :06:41.counterterrorism detective, who joins us now. What oil thoughts

:06:42. > :06:48.after this horrific attack? I was disgusted they targeted the children

:06:49. > :06:54.among the victims. It is bad enough anyway. When you think they have

:06:55. > :06:59.specifically gone after children, it does get your hackles up and makes

:07:00. > :07:04.you very angry. I am very sorry it has happened and very sorry it has

:07:05. > :07:11.happened again for them it is the first attack we have had in the UK

:07:12. > :07:18.since 2005. A very difficult time for anybody. You have to think not

:07:19. > :07:22.just about the families of the victims involved but also the police

:07:23. > :07:27.officers who are having to deal with this work. Finding it hard to get to

:07:28. > :07:34.the answer of why this happened as quickly as possible. Obviously, the

:07:35. > :07:37.key question for the police, counterterrorism police in

:07:38. > :07:44.Manchester and in London, was this attack are acting alone, alone wolf,

:07:45. > :07:52.or was he part of a wider conspiracy and wider organisation and wider

:07:53. > :07:59.sell? Lone Wolf attacks, the sort of attack this is, someone has built an

:08:00. > :08:03.explosive device. Explosives are very difficult to obtain in the

:08:04. > :08:12.United Kingdom full stop someone has built this from scratch. There is a

:08:13. > :08:16.level of expertise involved in doing so. Being able to make it so it does

:08:17. > :08:20.not go off when you are constructing and moving it from one place to

:08:21. > :08:26.another. Having the expertise to detonate it at the time of your

:08:27. > :08:32.choice. The level of skill and expertise, not many people have

:08:33. > :08:36.that. I would suggest it is not the work of one person but a group of

:08:37. > :08:44.people. We need to be on top of who they are and get to them as quickly

:08:45. > :08:48.as possible. From what we are hearing, this was not just an

:08:49. > :08:52.explosive device that was packed, it seems, with nuts and bolts making it

:08:53. > :09:00.even more deadly with shrapnel flying around the air. With

:09:01. > :09:07.improvised explosive devices, the explosives will be contained in a

:09:08. > :09:12.metal or plastic container. On the outside of that they will Sellotape

:09:13. > :09:21.nails, bolts, nuts and things and pack the bag with nails as well. The

:09:22. > :09:28.intention is obviously the kill zone for the immediate explosion is X.

:09:29. > :09:34.Outside of that you have this flying material which causes injuries and

:09:35. > :09:38.can maim and kill as well. It is a disgusting device all the way

:09:39. > :09:49.through. It really is important we tried to establish why they carried

:09:50. > :09:52.it out. OK. David, former Metropolitan Police counterterrorism

:09:53. > :09:54.detective, thank you for being with us and sharing your thoughts on the

:09:55. > :10:01.attack. Robert Hall joins us here outside

:10:02. > :10:05.the Manchester Arena where it happened was a bit of such a

:10:06. > :10:09.beautiful day with a blue sky. Manchester in our city trying to

:10:10. > :10:15.come to terms with this appalling atrocity. We tend to use that

:10:16. > :10:18.expression. In this case it is such an appalling shock, such an

:10:19. > :10:23.appalling thing to think about. People arriving for work today, they

:10:24. > :10:27.would have gleaned something was wrong was that the railway stations

:10:28. > :10:34.had armed police. Police were patrolling on the streets. There was

:10:35. > :10:37.a heightened presence the fact there is still a great uncertainty.

:10:38. > :10:41.Uncertainty in the case of some families who are still waiting to

:10:42. > :10:46.find out whether the children may sent to that concept art alive. Are

:10:47. > :10:50.they missing? The police are doing their level best to try to find that

:10:51. > :10:58.out. What I am struck by and Theresa May touched on it is the sense of

:10:59. > :11:02.solidarity. We have seen it before. These awful events, and this is

:11:03. > :11:06.appalling, it does bring people together. Where we were standing

:11:07. > :11:10.last night thousands of kids pouring out of the arena behind us.

:11:11. > :11:14.Frightened children milling about, not knowing where their parents were

:11:15. > :11:20.put up people coming out of hotels. Taxi drivers offered lifts. They

:11:21. > :11:25.were taken to places of safety and helped home. One of the issues with

:11:26. > :11:30.that arena is getting the casualties out. They had to come down a flight

:11:31. > :11:34.of steps. People were carrying casualties down to help get them

:11:35. > :11:38.out. You can see a lot of the electronic posters in town saying,

:11:39. > :11:47.pray for Manchester, rather than an advert. Just one thing I can bring

:11:48. > :11:51.new, which we have just heard, will be a medical update at 1:15pm from

:11:52. > :11:58.the hospital, the Ambulance Service. We should hear a bit more about

:11:59. > :12:03.those casualties. Another set of casualties waiting. A number of

:12:04. > :12:08.hospitals around the city, there are so many casualties. There have been

:12:09. > :12:13.appeals for blood, warnings for people not to come into hospitals

:12:14. > :12:18.and call emergency services on unless they really have to. That

:12:19. > :12:21.still exists. A great deal of pressure and uncertainty about the

:12:22. > :12:27.condition of those casualties which should be resolved in the next hour

:12:28. > :12:30.or so. In terms of the police investigation, they are saying they

:12:31. > :12:36.know the identity of this suicide bomber but they are not revealing

:12:37. > :12:43.details. The question is really was this person acting alone was a part

:12:44. > :12:46.of a wider conspiracy, a wider terrorist cell? The activity outside

:12:47. > :12:54.the cordons suggest they are firing up on a number of lines of enquiry.

:12:55. > :12:58.We heard the latter half of this morning the 23-year-old man

:12:59. > :13:02.confirmed by Greater Manchester Police has been arrested in

:13:03. > :13:07.connection with. We do not know what the connection might be for that

:13:08. > :13:10.they will have to follow this up. They have helped. There are

:13:11. > :13:17.counterterrorism officers up from London. There is a huge effort going

:13:28. > :13:32.the Arena picking up their daughter after the concert, after the Ariana

:13:37. > :13:42.Ariana Grande and left the stage. Everyone started to get their bags

:13:43. > :13:47.together. We started to walk towards the staircase when, all of the

:13:48. > :13:52.sudden, there was a huge, large bank in the opposite corner of the

:13:53. > :14:00.stadium. It was awful. -- bang. I was tried to tell my daughter to

:14:01. > :14:04.need to get out say. At that time, we did not know it was a bomb. There

:14:05. > :14:08.was no one to directors anywhere. There were shoes on the floor that

:14:09. > :14:13.people had lost when they were running away. We followed the masses

:14:14. > :14:18.and followed everyone out into the streets. On the streets there were

:14:19. > :14:23.children crying. Everyone was on their phone. How is your daughter?

:14:24. > :14:29.She was in shock this morning was that she was quite upset. She had a

:14:30. > :14:35.few tears. I think reality has sunk in this morning that she went to a

:14:36. > :14:40.concert. She is in complete awe of Ariana Grande. The concert was

:14:41. > :14:47.fantastic. For that to happen and people her age have probably died, I

:14:48. > :14:51.think she is realising how serious it is, bless her. She has not gone

:14:52. > :14:55.to school today, neither of my children.

:16:09. > :16:14.who were there, the sheer panic... It's just awful.

:16:21. > :16:26.daughter when the explosion happened here. Breaking news coming into us,

:16:27. > :16:33.so-called Islamic State are claiming responsibility for this attack in

:16:34. > :16:38.Manchester which has left 22 people dead, and 59 injured, many of them

:16:39. > :16:43.young people, teenagers, children, many of them girls who were here to

:16:44. > :16:50.see Ariana Grande at the Manchester Arena. Islamic State, so-called

:18:43. > :18:49.are worried about loved ones who are missing, after the attack here,

:18:50. > :18:53.police have set up a help centre in order to help trace those who are

:18:54. > :19:02.missing, at the Etihad Stadium, the Manchester City Stadium, Gate 11

:19:03. > :19:05.stop what we have been talking about the injured, casualties, some with

:19:06. > :19:07.very serious injuries, the Prime Minister has said some have

:19:08. > :19:11.life-threatening injuries, and young people as well, at a number of

:23:31. > :23:36.city and a community comes together in solidarity and in strength. So,
