:00:33. > :00:35.It's the first time a European team have won a World Cup

:00:36. > :00:43.Next, should the police be able to look

:00:44. > :00:50.It's something they already do, and this week emergency laws that

:00:51. > :00:53.will allow them to carrying on doing so are going through Parliament.

:00:54. > :00:56.Politicians say it is needed to keep us safe but others think it's

:00:57. > :01:05.Who you call and text, when you do it, where you are at the time.

:01:06. > :01:08.The police and security services want access to this information.

:01:09. > :01:12.They say they need the data to help keep everyone safe.

:01:13. > :01:15.Previously, a European law had allowed them to do so.

:01:16. > :01:19.But that was thrown out three months ago.

:01:20. > :01:22.So now politicians are rushing through a new law,

:01:23. > :01:26.This new law will mean the police and security services can

:01:27. > :01:30.continue to look at our phone and internet records.

:01:31. > :01:33.The Government says we don't need to worry.

:01:34. > :01:36.It doesn't mean they can listen to all our calls or read our texts

:01:37. > :01:45.They can only do that with special permission.

:01:46. > :01:47.But they can see who we rang and when.

:01:48. > :01:49.All three big political parties in Westminster - Conservative, Liberal

:01:50. > :01:52.Democrats and Labour - agree the emergency law is the right thing.

:01:53. > :01:57.They say it is essential to help protect everyone from crime

:01:58. > :02:10.But groups are against the law, such as Big Brother Watch,

:02:11. > :02:13.think our phone and internet records are private, and that police should

:02:14. > :02:16.only keep an eye on people who are suspected of doing something wrong.

:02:17. > :02:19.The argument is about how much the authorities need

:02:20. > :02:22.to know about our lives in order to keep us all safe, and it's

:02:23. > :02:29.The operation to re-float and tow away the wreckage of one of the

:02:30. > :02:32.biggest ships to capsize, the Costa Concordia, began this morning. In

:02:33. > :02:36.the final stage of the plan, engineers will pump water out of the

:02:37. > :02:40.giant tanks and raise the main part of the ship. The Costa Concordia ran

:02:41. > :02:44.into a reef and capsized off the island of Giglia in Italy in 2012.

:02:45. > :02:54.4,000 passengers were on board at the time and 32 people died.

:02:55. > :02:57.It's something we do everyday - crossing the road.

:02:58. > :03:00.very careful when we do it, but accidents still happen and that's

:03:01. > :03:02.why the Government have joined forces

:03:03. > :03:05.with some top animators to let kids create their own characters to help

:03:06. > :03:08.spread the word on road safety. Martin's been to a school in London

:03:09. > :03:20.In 2012, almost 7000 pedestrians under the age of 16 were injured on

:03:21. > :03:26.British roads and 20 lost their lives. Road safety is a concern and

:03:27. > :03:32.the government along with the motor Organisation RAC want more done to

:03:33. > :03:35.raise awareness. It is critical we give children the life skills to

:03:36. > :03:41.keep them safe. Now they want children to create characters to

:03:42. > :03:46.teach others how to stay safe. I have come to a London schools. These

:03:47. > :03:50.children are working with award-winning animators to bring

:03:51. > :03:57.their ideas to life. I will give it a go myself. I have done these so

:03:58. > :04:04.kids know how to cross the road and not get run over. The message is to

:04:05. > :04:09.be careful on the road. In my animation he was on his way home

:04:10. > :04:16.from school and the ball ended up in the road and cars were speeding by

:04:17. > :04:20.and crashed into each other. We want them to learn about road safety so

:04:21. > :04:31.that when they play outside they do not get run over. Road safety said

:04:32. > :04:35.that safety on the roads is improving.

:04:36. > :04:41.Finally, a farmer in America got a very welcome surprise when his lost

:04:42. > :04:45.phone turned up in the last place he would have expected. Kevin Whitney

:04:46. > :04:48.thought the phone was gone for good when he dropped it in a pit at his

:04:49. > :04:52.farm in Oklahoma. But nine months later he received a call from Japan.

:04:53. > :04:56.The grain from the pit had been shipped there, the phone was found,

:04:57. > :05:01.That's all from me, Newsround's back right here just before nine.
