:00:52. > :00:55.of the lowest election turnouts ever. Yesterday millions of people

:00:55. > :00:59.were given the opportunity to make changes to the way their

:00:59. > :01:07.neighbourhoods are policed. All they had to do was vote. But hardly

:01:07. > :01:10.anyone did. Today it was my mission to find out why.

:01:10. > :01:13.Yesterday, people in England and Wales got the chance to vote for

:01:13. > :01:17.something new - Police Commissioners who will be in charge

:01:17. > :01:20.of targeting crime in their local area. But around one in ten people

:01:20. > :01:25.actually voted. At one polling station in Newport in South Wales

:01:25. > :01:29.no one turned up at all. Skraoeupl an issue a lot of people care about

:01:29. > :01:32.so how come eligible voters weren't rushing to the polling stations?

:01:32. > :01:36.didn't have information about who to vote for. I had the card throw

:01:36. > :01:40.the door but that was it. I didn't bother. I have not had information

:01:40. > :01:44.so I couldn't make an informed decision. It's been a shambles.

:01:44. > :01:47.wasn't just the police elections, some areas were also voting for MPs

:01:47. > :01:50.and turnout there was low, too. Yesterday's elections were

:01:50. > :01:54.different from a general election, which attracts a much bigger number

:01:54. > :01:57.of voters. But even when it comes to picking the Prime Minister, not

:01:57. > :02:01.everyone takes part. For a long time only rich men were able to

:02:01. > :02:05.vote in this country. Having the right to vote is something people

:02:05. > :02:08.have fought long and hard for. Women weren't allowed to vote 100

:02:08. > :02:13.years ago. Some of them campaigned by starving themselves and even

:02:13. > :02:16.dying to try to get their voices heard. Here we are in 2012 with

:02:16. > :02:21.more people able to vote than ever before, so why are fewer people

:02:21. > :02:26.doing it? In 1950 nearly 84% of people who could vote in the UK put

:02:26. > :02:30.their cross on a card. In the last general election, in 2010, the

:02:30. > :02:34.turnout was 65%. It could be that people don't realise how important

:02:34. > :02:38.it is to vote and how people might not realise how much their vote

:02:38. > :02:41.counts. People aren't engaged as much with voting and what's

:02:41. > :02:46.happened and what we want to do is let people know how important it is

:02:46. > :02:48.they are engaged, making sure they have a say. It's a lot different in

:02:48. > :02:52.countries like Australia and Argentina, where people are made to

:02:52. > :02:56.vote by law. If they don't, they get fined.

:02:56. > :03:00.Millions of people pick up the phoner week -- every week to vote

:03:00. > :03:08.in Strictly or I'm A Celebrity. When it comes to electing

:03:08. > :03:11.politicians for many people it doesn't have the X Factor.

:03:11. > :03:13.Moving on to some other news now and the world's largest marine

:03:13. > :03:16.reserve has opened in Australia. More than two million square

:03:16. > :03:19.kilometres of oceans around the country are included in the reserve.

:03:19. > :03:22.The marine life will be protected from overfishing and people won't

:03:22. > :03:26.be able to drill for oil and gas in the area.

:03:26. > :03:29.Now there are less than three hours to go until Children in Need. All

:03:29. > :03:31.over the country people have been raising money. At Newsround's old

:03:31. > :03:35.home - at Television Centre in London - everyone's getting ready

:03:35. > :03:43.for tonight's big show. Girls Aloud will be singing the official single

:03:43. > :03:49.'Something New'. But they're not the only ones getting involved. # I

:03:54. > :03:56.Britain's Got Talent for a dance- off.

:04:08. > :04:13.their moves with their own music video. One of the biggest moments

:04:13. > :04:18.of the night will be the Children's Choir. More than 2,500 kids will be

:04:18. > :04:28.joining in to sing one song live on air. We sent Hayley to Blackpool to

:04:34. > :04:38.meet some of the singers getting in tune.

:04:38. > :04:41.As you can see, these guys are in the last-minute rehearsals for

:04:42. > :04:46.their national Children in Need choir performance which will be

:04:46. > :04:50.tonight. They are sounding pretty good but I wonder how nerves are

:04:50. > :04:55.holding up. I am really excited for tonight being on TV and singing

:04:55. > :05:01.with all the other schools. I am feeling really excited. And really

:05:01. > :05:06.giddy. What song are you singing? can't tell you. You can, go on.

:05:06. > :05:10.can't tell you! I won't tell anyone. I can't tell you. It's top secret.

:05:10. > :05:14.These guys weren't r aren't alone, they're singing 2,500 other

:05:14. > :05:18.children from across the UK. We are off to the BBC studios now where

:05:18. > :05:23.the cameras are waiting and these guys are still at it!

:05:23. > :05:27.# When you see what you are... Last year, �46 million was raised.

:05:27. > :05:30.The money doesn't just go to one children's charity, but loads of

:05:30. > :05:35.different ones all over the country. But why did these guys want to

:05:35. > :05:39.help? To help people less fortunate than myself. Children in Need is sa

:05:39. > :05:47.great way to help raise money and help the sick to make them better.

:05:47. > :05:50.Tonight's show will take place in the philharmonic Concert Hall in

:05:50. > :05:57.Salford. You are going to have to tune in later to find out what song

:05:57. > :06:00.they're singing. As long as it's not Gangnam Style!

:06:00. > :06:10.Loads of you are getting involved and have been telling us about it

:06:33. > :06:37.In Wales 2 out of 5 children speak Welsh and this month marks a

:06:37. > :06:41.special moment in the history of the language. It's 30 years since

:06:41. > :06:50.the TV channel S4C was created especially for Welsh speakers.

:06:50. > :06:55.Hayley's back finding out how it started. From kids programmes, to

:06:55. > :07:02.news, dramas and documentaries, S4C broadcast completely in Welsh.

:07:02. > :07:07.There is even a Welsh version of Newsround.

:07:07. > :07:12.S4C began broadcasting from here in Cardiff on 1st November 1982. It

:07:12. > :07:17.was a massive moment for the Welsh language. Tpwu came after a long

:07:17. > :07:20.and sometimes bitter campaign. Back in 1980 the newly elected

:07:20. > :07:27.Conservative Government broke a promise they had made to start a

:07:27. > :07:30.Welsh language channel. It sparked protests throughout Wales. This man

:07:30. > :07:35.threatened to starve himself to death if the channel wasn't created.

:07:35. > :07:41.All this forced the Government to change their minds and finally S4C

:07:41. > :07:45.was born. Fast forward to 2012 and the channel celebrates its 30th

:07:45. > :07:49.birthday. It's been a tough time for it recently with cuts to

:07:49. > :07:52.funding, and fewer people tuning in. All this has led them to think

:07:52. > :07:56.about a controversial plan to have more English voiceovers for

:07:56. > :08:00.programmes. Everything on air is Welsh. We have to admit there are

:08:00. > :08:04.people out there who would like to watch S4C but they're learning

:08:05. > :08:08.Welsh or can't speak Welsh so it's a way of getting the family to

:08:08. > :08:11.watch together, possibly. This is one of hundreds of Welsh language

:08:11. > :08:15.schools in Wales where all the lessons are taught in Welsh. But

:08:15. > :08:20.what do the guys here think about S4C's plans? It's a good plan for

:08:20. > :08:23.people that don't speak Welsh. think voiceovers might be too

:08:23. > :08:28.extreme. It might end up turning the channel into an everyday

:08:28. > :08:35.English channel. Whether it's an English or Welsh, there's one thing

:08:35. > :08:38.left to say: Nice one, Hayley!
