0:00:58 > 0:01:00I came to realise what it meant for bullying,

0:01:00 > 0:01:03an age-old problem sadly, to be supercharged by

0:01:03 > 0:01:05the power of social media.

0:01:05 > 0:01:09I am here at Google HQ which is home to YouTube and that's

0:01:09 > 0:01:12because there's been a big event here today with Prince William

0:01:15 > 0:01:17about online bullying.

0:01:17 > 0:01:21I can today unveil a plan of action to protect children and encourage

0:01:21 > 0:01:23a new standard of behaviour online.

0:01:48 > 0:01:52If you say you are 13 and you're 12 and you experience a bad problem

0:01:54 > 0:01:58We're not going to check up on your age before we decide or not

0:01:58 > 0:02:00that problem you have needs to be tackled.

0:02:00 > 0:02:04However old you are if you have a problem on Facebook

0:02:04 > 0:02:08or Instagram tell us about it, please report it.

0:02:08 > 0:02:09These kids are young.

0:02:09 > 0:02:10They are on your platform.

0:02:10 > 0:02:13I know you said they're not to be on there but they are

0:02:13 > 0:02:19and if something awful happens to them shouldn't that be

0:02:19 > 0:02:21more your responsibility to do something about it?

0:02:21 > 0:02:23I hope I've made it really clear.

0:02:23 > 0:02:24The answer is yes.

0:02:24 > 0:02:28Yes, it's clear if you are under 13 you shouldn't be on Facebook

0:02:28 > 0:02:32but that does not mean you should be worried or scared about letting us

0:02:32 > 0:02:34know there's a problem.

0:02:34 > 0:02:38We are there to help you.

0:02:38 > 0:02:41Somebody else may report your account and say this person

0:02:41 > 0:02:44is underage and we have to look at that, it is our responsibility

0:02:44 > 0:02:47as a company but how can we best help a young person

0:02:47 > 0:02:50whatever their age to have the best possible experience online.

0:02:50 > 0:02:53As well as Facebook we tried to speak to other companies as well
