:01:25. > :01:28.law to stop any family from being given more than �500 per week or

:01:28. > :01:33.�26,000 a year in benefits. The same amount of money an average

:01:33. > :01:35.working family would make. For modern benefits system was

:01:35. > :01:39.introduced after the Second World War to do something about the huge

:01:39. > :01:43.numbers of people living in poverty. The idea was that the government

:01:43. > :01:47.took money from everyone's taxes and gave it to people who became

:01:47. > :01:50.sick and couldn't work all lost their jobs. Before the system

:01:50. > :01:54.people could go homeless or hungry if they couldn't work, so the

:01:54. > :01:59.system made life much better for a lot of people. Britain spends more

:01:59. > :02:04.on benefits than anything else, �192 billion. The government thinks

:02:04. > :02:07.that is too much. They say the system isn't right because some

:02:07. > :02:10.people can earn more money by not working staying at home and

:02:10. > :02:15.claiming benefits and the good from getting a job. The government says

:02:15. > :02:21.it isn't fair on the people who do work and pay taxes. That is why

:02:21. > :02:24.they want to stop families getting more than �500 per week in benefits

:02:24. > :02:28.but charities say changing the law would mean some families would have

:02:28. > :02:32.to leave their homes and kids in bigger families would be worse off.

:02:32. > :02:36.The House of Lords is debating the changes today. If the government

:02:36. > :02:42.gets its way the new measures would come into force in 2013. Even if

:02:42. > :02:47.they are defeated they are unlikely to try to stop changing the way
