:00:50. > :00:54.haven't had the best start. Someone saw a male dump the four kittens in

:00:54. > :00:57.a sack this morning and left them in a park. They've been out and

:00:57. > :01:03.picked them up this morning and given them a check before we

:01:03. > :01:06.brought them back o the RSPCA centre. They've had a vet check and

:01:06. > :01:11.seem healthy. They need to be with their mum but that's not going to

:01:11. > :01:14.happen so the next step is to get them hand-reared and then all being

:01:14. > :01:18.well, they'll be re-homed when they are old enough. These kittens

:01:18. > :01:23.aren't alone, they are just one of many thousands of cases of animal

:01:23. > :01:29.cruelty discovered by the RSPCA. They say last year they rescued

:01:29. > :01:33.over 130,000 animals. In England and Wales, they charged over 30%

:01:33. > :01:38.more people with animal neglect. So why is there an increase? There is

:01:38. > :01:42.an increase in problems with people just not being able to look after

:01:42. > :01:46.their animals properly, but there's also more people that are aware of

:01:47. > :01:50.what we can do to help and will call us. The law's changed and we

:01:50. > :01:54.are now able to intervene earlier. An animal doesn't have to be left

:01:54. > :02:00.to suffer before we can move in and deal with it. There is no excuse

:02:00. > :02:03.for not giving attention to an animal that needs it. If you can't

:02:03. > :02:08.afford it, there are organisations that can help. The RSPCA hope that

:02:08. > :02:10.by raising awareness, dogs like Lilla here, can find a new home.

:02:10. > :02:14.But they say their staff and volunteers are struggling to keep

:02:14. > :02:18.up with what they are calling a cruelty crisis and want judges to

:02:18. > :02:22.take tougher action on those who mistreat other animals.

:02:22. > :02:25.Next, and things could be getting tougher for male prisoners in

:02:25. > :02:28.England and Wales. At the moment, new prisoners are allowed to watch

:02:28. > :02:31.TV in their cells and socialise with other inmates. But the

:02:31. > :02:35.Government thinks prison is a bit too easy for some of them. From

:02:35. > :02:39.November, new prisoners will only get given privileges like watching

:02:39. > :02:46.TV if they have been well behaved. Changes for female prisoners
