:01:43. > :01:49.stole a bin from a shock. We are not allowed to tell you his name,
:01:49. > :01:54.but he has been in trouble before for setting things on fire. How can
:01:54. > :02:02.someone so young be taken to court? In England you can be punished for
:02:03. > :02:07.a crime as soon as you are 10, the age of criminal responsibility. But
:02:07. > :02:11.people have argued for years about whether that is fair to children.
:02:11. > :02:17.In most cases, children get a warning or have to do work to make
:02:17. > :02:22.up for their crime, but for serious cases you can be locked up. In
:02:22. > :02:28.other countries it is different. Courts can punish kids as young as
