0:01:18 > 0:01:23'Liz Cutler wanted to make sure her new home was suitable to look after foster children.

0:01:23 > 0:01:27'She didn't expect she'd end up with lethal electrics.'

0:01:32 > 0:01:37If the children are here, I'm very concerned about what they're touching, what lights they're using.

0:01:37 > 0:01:43'And the grass certainly isn't greener for Lindsey and Chris, whose builder left them with

0:01:43 > 0:01:48'an unsafe garden wall. It fell down at the first strong gust of wind and could've killed their kids.'

0:02:07 > 0:02:11who just wanted to know whether her electrics were safe and sound.

0:02:11 > 0:02:16'Single mum Liz Cutler lives with 13-year-old son Jay.

0:02:16 > 0:02:20'They have two dogs, Lily and Ling-Ling.

0:02:20 > 0:02:22'Liz is a foster carer.

0:02:22 > 0:02:26'When she moved from Wales to her hometown of Bournemouth,

0:02:26 > 0:02:29'she wanted to continue fostering.

0:02:29 > 0:02:34'The three-bedroom house she found needed some building work to make it suitable.'

0:02:34 > 0:02:37The property was appropriate for what I needed.

0:02:37 > 0:02:43It was at the right price and it could basically do what I wanted to do

0:02:43 > 0:02:45to make it appropriate for fostering, mainly.

0:02:46 > 0:02:49Liz has been a foster carer for three years now,

0:02:49 > 0:02:52'providing a safe home for vulnerable children.

0:02:52 > 0:02:56'So health and safety was her top priority for her new home.'

0:02:56 > 0:03:01You need fire alarms put in, fire blankets,

0:03:01 > 0:03:04windows have got to be secure and be able to be locked,

0:03:04 > 0:03:10and you want your electrics to be safe,

0:03:10 > 0:03:14gas appliances to be safe.

0:03:14 > 0:03:19And there's a lot of safety and security that we run through to become a foster carer.

0:03:20 > 0:03:24'Liz's new house needed central heating throughout,

0:03:24 > 0:03:30'but more importantly, her homebuyer's survey flagged up that her wiring upstairs wasn't safe.

0:03:30 > 0:03:34'She desperately needed an electrician to rewire the property,

0:03:34 > 0:03:39'put in a new circuit board and sockets and issue an electrical safety certificate.

0:03:39 > 0:03:42'She could then hand over the certificate to the council

0:03:42 > 0:03:46'to prove her new home was completely safe.'

0:03:46 > 0:03:50The certificate's very important to me as a foster carer.

0:03:50 > 0:03:55Basically, it's the health and safety of everything when you're fostering.

0:03:55 > 0:04:00And when you've got young children around, they're forever plugging in things

0:04:00 > 0:04:06and unplugging stuff, they've got mobile phones, games are charging.

0:04:06 > 0:04:10And not only as a foster carer. I have children and grandchildren

0:04:10 > 0:04:13and obviously myself, I want the house to be safe.

0:04:13 > 0:04:16'Liz hired a local plumber to do the central heating

0:04:16 > 0:04:19'and he recommended an electrician.'

0:04:19 > 0:04:23A very nice man, very polite, very reasonable.

0:04:23 > 0:04:29Went round, looked at the property, listed down what needed doing

0:04:29 > 0:04:35and gave me a quote, which seemed reasonable enough, and then we went ahead with the job.

0:04:37 > 0:04:42'Liz hoped the electrician's work would make her home safe and get the certification she needed.

0:04:42 > 0:04:46'She went back to her old house to finish the move.'

0:04:46 > 0:04:51Whilst I was away, the electrician went to my son's property

0:04:51 > 0:04:54to give him the certificate.

0:04:54 > 0:05:00My son was able, then, to give him his final payment of £500 on my behalf.

0:05:00 > 0:05:03'Liz made a common mistake.

0:05:03 > 0:05:08'She handed over cash without even seeing the finished work. So take a tip from me...

0:05:18 > 0:05:22'Then you can point out any snagging issues.

0:05:22 > 0:05:27'While Liz was away, her son gave the electrician his final payment

0:05:27 > 0:05:29'in return for the electrical certificate.

0:05:29 > 0:05:34'But when Liz came back to Bournemouth, she had a nasty shock.'

0:05:34 > 0:05:37Straight away, I noticed things weren't right with the electrics.

0:05:37 > 0:05:41The noticeable part of it all

0:05:41 > 0:05:47was the sockets along the top of the worktop were all uneven.

0:05:47 > 0:05:51Also, the socket as you're coming through the main door, the light switch,

0:05:51 > 0:05:54that hadn't been plastered round.

0:05:54 > 0:06:00I did contact the builder as to why they hadn't plastered round the socket

0:06:00 > 0:06:04and they told me that the socket itself

0:06:04 > 0:06:08wasn't securely fixed to the wall and they couldn't touch that.

0:06:08 > 0:06:13'The electrician had issued a test certificate, but Liz was worried.

0:06:13 > 0:06:17'She paid £1,600 to have her home rewired

0:06:17 > 0:06:22'with new sockets, circuit board and a full electrical safety certificate.

0:06:22 > 0:06:26'She was left with loose sockets and potentially lethal wiring.

0:06:26 > 0:06:32'It put her and her son in danger and meant she couldn't have foster children in.

0:06:33 > 0:06:36'Liz's brother-in-law is a retired electrician.

0:06:36 > 0:06:39'He no longer does bigger jobs like hers

0:06:39 > 0:06:41'so couldn't help Liz with her rewiring.

0:06:41 > 0:06:46'But when he saw the certificate, he knew straight away there was a problem.'

0:06:47 > 0:06:49It was not complete.

0:06:49 > 0:06:53A completion certificate is probably four or five pages

0:06:53 > 0:06:59and there's test results on there, insulation resistance, earthing resistance, things like that.

0:06:59 > 0:07:03None of that was there. And there's lots of boxes that you have to tick

0:07:03 > 0:07:07to say that you've checked this, checked that, barriers were in place,

0:07:07 > 0:07:11continuity of ring circuits are correct. None of that was there.

0:07:11 > 0:07:15So it was really ten percent of a proper certificate.

0:07:15 > 0:07:20'Worried about the work, Liz called the electrician back.

0:07:20 > 0:07:25'He made some changes, but when he left, she noticed something important was missing.'

0:07:25 > 0:07:30The test certificate was on the side and the list of jobs that needed doing.

0:07:30 > 0:07:34When I returned from work, the test certificate had gone.

0:07:34 > 0:07:37Some of the jobs were completed

0:07:37 > 0:07:41but I don't feel that he did everything that he should've done.

0:07:41 > 0:07:45The sockets are still hanging off the wall, they're still not in line.

0:07:47 > 0:07:50'Liz's certificate wasn't worth the paper it was written on.

0:08:41 > 0:08:46Instead it's quite higher up and tucked underneath the dresser unit.

0:08:46 > 0:08:50I was advised to move the dresser higher up,

0:08:50 > 0:08:54which you can't do cos there's no more room for it to go up any higher.

0:08:54 > 0:08:58This is the main socket as you walk in through the front door.

0:08:58 > 0:09:01This is the first light you put on at night when it's dark.

0:09:01 > 0:09:03It's quite loose and falling off the wall.

0:09:04 > 0:09:10'With her home left in this dangerous state, Liz had to put her fostering on hold.

0:09:10 > 0:09:13'She is very worried about safety.'

0:09:14 > 0:09:20It has a huge effect on me. It means that I can no longer pursue my career as a foster carer.

0:09:20 > 0:09:22And when my grandchildren are here,

0:09:22 > 0:09:26I have great concerns when they're plugging things in

0:09:26 > 0:09:28and putting on lights and things.

0:09:28 > 0:09:30The supposed electrician,

0:09:33 > 0:09:36I'd suggest that he really takes up another trade

0:09:36 > 0:09:38because electrical is not his game.

0:09:38 > 0:09:43At the present time, he's not a competent man and he should not be doing electrical work.

0:09:45 > 0:09:51Liz's dream of fostering kids in a new home is on hold until she can get her electrics sorted out.

0:11:46 > 0:11:49'They wanted a total refurbishment,

0:11:49 > 0:11:52'turning their three-bed into a five-bedroom house.

0:11:53 > 0:11:58'These extra bedrooms upstairs would give them more living space downstairs.

0:11:58 > 0:12:04'So they decided an extension at the back and side would complete their dream family home.'

0:12:04 > 0:12:06We had a very long, thin kitchen at the time

0:12:06 > 0:12:10and we wanted to extend that to make it a lovely family kitchen

0:12:17 > 0:12:23and just make it a home that we wanted to spend a long time in.

0:12:24 > 0:12:30'Outside, they wanted to make the garden safe and secure for their four children,

0:12:30 > 0:12:34'Emily Rose, Louis, Jacob and Daisy May,

0:12:34 > 0:12:37'so they asked the builder to put up a new wall.'

0:12:37 > 0:12:42We spend a lot of time in the garden learning about nature

0:12:42 > 0:12:45and we have pets, we have rabbits and guinea pigs,

0:12:45 > 0:12:50so we like it to be nice, safe, enclosed and a nice place to be.

0:12:51 > 0:12:55'The Price family's garden is an extension of their home,

0:12:55 > 0:13:00'so they hoped the builder would do a first-class job inside the house and out.'

0:13:00 > 0:13:05We had conifer trees all the way along and a privet hedge

0:13:05 > 0:13:07and at the front, we had a front wall.

0:13:07 > 0:13:11We wanted the overgrown trees removed

0:13:11 > 0:13:14and we wanted a lovely wall put up all around.

0:13:15 > 0:13:19'Chris remembered a builder he knew through a mutual friend.

0:13:19 > 0:13:26'So they got him in for a quote. And then they began to do some research on his previous experience.'

0:13:26 > 0:13:29We asked about the builder.

0:13:29 > 0:13:33What kind of work does he do? Is it of a good quality?

0:13:33 > 0:13:36Everything seemed to come back pretty OK.

0:13:36 > 0:13:39And my husband then went to look at a project he'd been doing

0:13:39 > 0:13:44and, to us, we're not builders, but it looked fine.

0:13:44 > 0:13:47He seemed a nice, friendly chap

0:13:47 > 0:13:52and I fully trusted him to come in and do a great job.

0:13:52 > 0:13:56'Lindsey and Chris were won over by the friendly builder.

0:13:56 > 0:14:04'Like them, he was family orientated. In fact, his 16-year-old son would work with him on the job.

0:14:04 > 0:14:08'They spent a year working on the house, and almost became part of the family.'

0:14:12 > 0:14:15And even on his son's 16th birthday, I baked a big cake

0:15:23 > 0:15:29and the weight of those pillars is shocking, you can't even lift them.

0:16:13 > 0:16:17It was pretty bad. We had leaks coming through the kitchen ceiling,

0:16:17 > 0:16:22our bathroom was leaking, by then, the bathroom tiles had been laid but they'd started cracking.

0:16:22 > 0:16:30And generally, I was starting to feel quite sad about the whole thing.

0:16:30 > 0:16:37'Lindsey and Chris paid their bill, £67,000 for their new extension and garden wall.

0:16:37 > 0:16:41'They withheld the last payment of £6,000 to fix the snags.

0:16:41 > 0:16:46'Inside, their new extension is blighted with leaks and cracks.

0:16:52 > 0:16:56'He said there was nothing wrong. But then he agreed to come back.'

0:17:31 > 0:17:35So I had to take his word for the fact that it's safe.

0:17:42 > 0:17:48We were left with no upstairs banister or stairs with four young children over the weekend.

0:17:48 > 0:17:53One of our young children sleepwalks, so it was terrifying.

0:18:23 > 0:18:26so it missed us by only a couple of feet.

0:18:26 > 0:18:28It was very close indeed.

0:18:28 > 0:18:32Since, the builder has come back and rebuilt it,

0:18:32 > 0:18:36but it's still very worrying, whether it will happen again or not.

0:18:39 > 0:18:43'The constant worry led Lindsey and Chris to call in a building inspector.

0:18:46 > 0:18:50'and told them the wall must come down because it was too dangerous.'

0:18:53 > 0:18:58And you could actually push it and wobble it. It was horrific.

0:21:34 > 0:21:38At the consumer unit, the fuse board, there's holes in the top.

0:21:38 > 0:21:44The regulations state they shouldn't be any more than one millimetre. I could get my finger in there.

0:21:44 > 0:21:47That isn't the way a professional electrician would do it.

0:21:47 > 0:21:51If you look at the sockets in the kitchen, there's no two the same height

0:21:51 > 0:21:53and they're not very straight, either.

0:21:53 > 0:21:56I think, being generous, one or two.

0:21:56 > 0:22:00But no more than that, cos I think this house was left in a dangerous condition.
