0:00:25 > 0:00:28I'm out to show you how to put right the wrongs

0:00:28 > 0:00:30these cowboy builders have done.

0:00:30 > 0:00:33I was so sure the roof was going to come in,

0:00:33 > 0:00:36and I just stood and watched it. Couldn't do anything. I froze.

0:00:36 > 0:00:37You know, I'm still shocked,

0:00:37 > 0:00:40even after all this time of hunting down cowboy builders,

0:00:40 > 0:00:43just how easy it is for them to con people out

0:00:43 > 0:00:45of their hard-earned cash.

0:00:45 > 0:00:48It just shattered my life.

0:00:48 > 0:00:50I never really got what I wanted.

0:00:50 > 0:00:54Whether you're a native of the north or dwell down south,

0:00:54 > 0:00:56nowhere is safe from their cowboy clutches.

0:00:56 > 0:01:00I hope today that I can reveal some of the tricks of their trade,

0:01:00 > 0:01:02so you know what to look out for,

0:01:02 > 0:01:06and can avoid falling into the cowboy trap.

0:01:14 > 0:01:17I'm here in beautiful Craigo in the county of Angus,

0:01:17 > 0:01:20on the east coast of Scotland.

0:01:20 > 0:01:23And I'm here to help a local lass whose life has been blighted

0:01:23 > 0:01:24by a cowboy builder.

0:01:24 > 0:01:29This end of terrace former council house is home to mum of four,

0:01:29 > 0:01:34and grandmother of nine, Lorna Russell.

0:01:34 > 0:01:38Former nurse and care worker Lorna retired nine years ago,

0:01:38 > 0:01:42and now loves to spend her time gardening and doing crafts.

0:01:42 > 0:01:45Figurines and gnomes are her passion.

0:01:45 > 0:01:49It's always been a love of mine. I think I was good at it at school.

0:01:49 > 0:01:54I can use them either for indoor statues

0:01:54 > 0:01:58or outdoor garden statues or whatever.

0:01:58 > 0:02:01But I don't sell anything! I just give them away.

0:02:01 > 0:02:03I have the greatest of pleasure of giving them.

0:02:06 > 0:02:10Lorna has suffered with arthritis for over 30 years.

0:02:10 > 0:02:14As she gets older, managing the stairs is getting harder.

0:02:14 > 0:02:17So she thought it was a good idea to convert a timber extension

0:02:17 > 0:02:22she was using as a sitting room, into a downstairs bedroom.

0:02:22 > 0:02:26Because my arthritis in the wintertime was really bad,

0:02:26 > 0:02:30I decided to make it into a bedroom for me.

0:02:30 > 0:02:34And there as one other addition to Lorna's wish list.

0:02:34 > 0:02:38She wanted her new bedroom to have a bay window.

0:02:38 > 0:02:41It was always a dream of mine to have a bay window,

0:02:41 > 0:02:43because I had been, when I was younger,

0:02:43 > 0:02:46in somebody's house with my mother, visiting.

0:02:46 > 0:02:47And they had a bay window.

0:02:47 > 0:02:51And I remember I went on tippytoes,

0:02:51 > 0:02:54and we were looking out both sides of the window and having great fun.

0:02:54 > 0:02:58And I thought, "Oh, that's what I would like." That's what I wanted.

0:02:58 > 0:03:00In the autumn of 2008,

0:03:00 > 0:03:03Lorna was ready to go ahead with the work,

0:03:03 > 0:03:05and she felt she'd found the right builder.

0:03:05 > 0:03:08But to be honest, alarm bells should've been ringing

0:03:08 > 0:03:10right from the start.

0:03:10 > 0:03:12I thought, "I'll phone up a few builders."

0:03:12 > 0:03:15And I phoned up three.

0:03:16 > 0:03:22And, er...one phoned back to say that he couldn't manage, he was busy.

0:03:22 > 0:03:26Another one said it was too small a job.

0:03:26 > 0:03:31And the third one said he could do it the following weekend,

0:03:31 > 0:03:32so I chose him.

0:03:32 > 0:03:36Unfortunately, Lorna didn't do any further research

0:03:36 > 0:03:40on the builder she chose, and he was the only one she asked to quote for the job.

0:03:40 > 0:03:45He came over to have a look and see what was going on,

0:03:45 > 0:03:48and I asked him, "Could I possibly have, you know,

0:03:48 > 0:03:51"just a nice bay window? That's all I want."

0:03:51 > 0:03:55And he said, "Oh, that's no problem."

0:03:55 > 0:03:58And I said, "OK, when can you start?"

0:03:58 > 0:04:00And I knew I had the money saved up.

0:04:00 > 0:04:04He sent he could start in a couple of weeks or something like that, which he did.

0:04:05 > 0:04:10Lorna already had a timber potting shed built on the back of her home.

0:04:10 > 0:04:14It had previously been converted into a sitting room with doors

0:04:14 > 0:04:16connecting to the kitchen.

0:04:16 > 0:04:19Her new plan to change it into a bedroom with a bay window

0:04:19 > 0:04:24would mean extending the roof to cover the new window structure.

0:04:24 > 0:04:31The builder quoted £1,650, and wanted £800 upfront,

0:04:31 > 0:04:33with the rest on completion.

0:04:33 > 0:04:36This was Lorna's first mistake.

0:04:36 > 0:04:39The low price was attractive, but unrealistic.

0:04:39 > 0:04:41Take my advice -

0:04:44 > 0:04:48Only then can you get a realistic idea of the cost.

0:04:55 > 0:04:58Remember, you get what you pay for!

0:04:58 > 0:05:02Lorna accepted her builder's unrealistically low price,

0:05:02 > 0:05:04and work began soon after.

0:05:04 > 0:05:08he came over on a Saturday morning, he brought the wood

0:05:08 > 0:05:10and he just started building.

0:05:10 > 0:05:13He says, "How far do you want to go out?"

0:05:13 > 0:05:17And I said, "Oh, I'm not wanting to go out very far, like, you know?"

0:05:17 > 0:05:19So he just began working.

0:05:20 > 0:05:24Not long after work had started, Lorna had a sinking feeling

0:05:24 > 0:05:28that her dream bay window wasn't going according to plan.

0:05:28 > 0:05:31The truth is, it was going horribly wrong.

0:05:31 > 0:05:36The first thing I noticed when things were going wrong was one day

0:05:36 > 0:05:38I was at the foot of the garden, and I looked out

0:05:38 > 0:05:41and I saw this gaping hole.

0:05:41 > 0:05:46And he was trying to do something to the roof. He was scratching his head.

0:05:46 > 0:05:49He didn't know what to do, that's what I thought,

0:05:49 > 0:05:52and I just thought, "I have a cowboy builder here."

0:05:52 > 0:05:56Take my advice and avoid falling into the same trap.

0:06:06 > 0:06:10If in doubt, do this before continuing with the job.

0:06:10 > 0:06:14Lorna let her builder carry on with the job,

0:06:14 > 0:06:17but it wasn't long before his bad practice began to show.

0:06:19 > 0:06:21In the third week, there was water coming in,

0:06:21 > 0:06:24cos it had been raining.

0:06:24 > 0:06:29He came back to do some repairs to stop the water,

0:06:29 > 0:06:30but it never really stopped.

0:06:30 > 0:06:34Having already handed over half of the original quote,

0:06:34 > 0:06:38Lorna did the right thing by holding back the next payment,

0:06:38 > 0:06:41until the work was watertight.

0:06:41 > 0:06:43I didn't give him the money,

0:06:43 > 0:06:46and he was just not in a very good mood about it.

0:06:46 > 0:06:49I said, "You have to make it watertight for me.

0:06:49 > 0:06:50"It's still dripping with water."

0:06:50 > 0:06:54He says, "Well, if you ask me to come back and you don't pay me money,

0:06:54 > 0:06:57"I'm going to have to charge you more for this."

0:06:57 > 0:07:00He came back on the Monday to try and fix it,

0:07:00 > 0:07:04and he says that was the best he could do, and that was it.

0:07:04 > 0:07:05Left the site.

0:07:05 > 0:07:09Lorna sought advice, and was told not to give her blundering builder

0:07:09 > 0:07:13any more cash until he fixed the problem.

0:07:13 > 0:07:14But, not long after,

0:07:14 > 0:07:18Lorna's water worries gave her an even bigger sinking feeling.

0:07:18 > 0:07:23I just heard... It was like a scraping noise, and I looked,

0:07:23 > 0:07:24and it was like in slow motion.

0:07:24 > 0:07:30A long piece of paper came down with this huge piece of plasterboard,

0:07:30 > 0:07:36and then I saw the fibreglass stuff dripping onto the floor into a pile.

0:07:36 > 0:07:40And I was so sure the roof was going to come in.

0:07:40 > 0:07:42And I just stood and watched it.

0:07:42 > 0:07:44I couldn't do anything. I froze.

0:07:45 > 0:07:50Lorna's heartless builder refused to return and fix the faulty roof

0:07:50 > 0:07:52without being paid any more cash.

0:07:52 > 0:07:56She felt like the whole job was a washout.

0:07:56 > 0:08:00I was emptying it every day in the winter,

0:08:00 > 0:08:05when there was icicles inside, and there was ice on the floor.

0:08:05 > 0:08:08How could somebody do this and not repair their mess?

0:08:08 > 0:08:11By ruining her home,

0:08:11 > 0:08:15this tradesman had caused Lorna to become very depressed.

0:08:15 > 0:08:18She lost all motivation to do any of the things she truly loved.

0:08:18 > 0:08:22I gave up on the garden, I gave up on doing repairs

0:08:22 > 0:08:24and things like that.

0:08:24 > 0:08:26And my crafts...

0:08:26 > 0:08:28I couldn't go into the sheds.

0:08:28 > 0:08:31Getting worse by the day,

0:08:31 > 0:08:35Lorna's leaky roof has now loomed over her for almost three years.

0:08:36 > 0:08:40It's time to put a stop to this cowboy calamity.

0:08:40 > 0:08:43I'm here to find out what we can do to help Lorna

0:10:45 > 0:10:50I need to uncover what's causing this rotten roof disaster.

0:11:01 > 0:11:05I've got to find out how long this has been up, for a start.

0:11:09 > 0:11:13This is raised too high for the actual flat roof itself.

0:11:13 > 0:11:17What I can see there, it's tilted up into a V, into a valley,

0:11:17 > 0:11:19and the water is all sitting in there.

0:11:19 > 0:11:25There's no proper gulley, no way of getting that water off the roof.

0:11:25 > 0:11:27Do you know why... It's found its way out,

0:11:27 > 0:11:30and that is through the actual ceiling,

0:11:32 > 0:11:38I don't think I have ever seen anything quite like this before.

0:11:47 > 0:11:51These are six doors that could've been like a French door, um,

0:11:51 > 0:11:54and all he's done is battened them together.

0:12:31 > 0:12:36it needs a bond on the timber, but above all else, it'll be because damp is coming through there

0:12:39 > 0:12:43and it clocks you one on the napper, you're going to know about it!

0:12:45 > 0:12:48I really don't know what this befuddled builder was thinking.

0:13:34 > 0:13:38They're a series of doors you can get off the shelf at a DIY store.

0:13:39 > 0:13:43This builder's rotten choice left Lorna with a decaying disaster

0:13:45 > 0:13:48If you're DIY-ing and can't see the wood for the trees,

0:13:48 > 0:13:51then take my top tip.

0:13:52 > 0:13:54Get to a timber yard.

0:13:54 > 0:13:58They'll help you choose the wood that's good.

0:13:58 > 0:14:01It was obvious to all that the problem with the roof was

0:14:01 > 0:14:05her so-called builder extended it without putting in supports, roof supports.

0:14:05 > 0:14:07So that's why it collapsed.

0:14:07 > 0:14:09The thing I'm interested in is the bay window.

0:14:09 > 0:14:12It's what she dreamt of. She wanted a bay window making.

0:14:12 > 0:14:17So he decided to go and get a series of interior half-glazed doors,

0:14:17 > 0:14:19exactly the same as these.

0:14:19 > 0:14:22He was going to then design, and as I've tried to do here,

0:14:22 > 0:14:24create the bay.

0:14:24 > 0:14:27Problem was, of course, these were internal doors.

0:14:27 > 0:14:31Of course, with interior doors, they're a real lightweight construction.

0:14:31 > 0:14:33Exterior doors are made far more solidly.

0:14:33 > 0:14:35And, of course, from a security point of view,

0:14:35 > 0:14:38all these are plywood panels.

0:14:38 > 0:14:41A burglar or would-be burglar could just break into them a doddle.

0:14:41 > 0:14:44Just kick 'em in and they're in the house.

0:14:44 > 0:14:46Here is the top tip.

0:14:46 > 0:14:50If you want a bay window, get a bay window made specific,

0:14:50 > 0:14:52bespoke, for your property.

0:14:52 > 0:14:55These were just hopeless for the job.

0:14:56 > 0:15:00Back at Lorna's, I'm still trying to figure out what her cowboy builder's

0:15:00 > 0:15:02been up to.

0:15:02 > 0:15:03Cos he's had to do a bay,

0:15:03 > 0:15:07- then he's had to extend the actual roof itself.- Yes, mm-hmm.

0:15:07 > 0:15:11But what he's actually done is, rather than carry on the fall line

0:15:11 > 0:15:15so that you would reduce the height, it's gone like a V.

0:15:15 > 0:15:17That's right, like a pond on the top.

0:15:17 > 0:15:21- Correct. And that's what's carrying this water.- It never goes away!

0:15:21 > 0:15:25Well, it certainly doesn't, not when it's filling up rubbish buckets like that.

0:15:25 > 0:15:27There's gallons of water in there.

0:15:27 > 0:15:31I want to speak to somebody from the local council, building control,

0:15:31 > 0:15:36and find out what their actual regulation would be to cover this.

0:15:36 > 0:15:40And I'll get some insight and find out if he should've applied

0:15:40 > 0:15:43for building regs, because it is a living space.

0:15:43 > 0:15:46- You've changed it. It's just a change of use.- I know.

0:15:46 > 0:15:49It's changed from what would've been somewhere to grow your plants,

0:15:49 > 0:15:52to somewhere where somebody's going to sleep and live.

0:15:52 > 0:15:57Neither Lorna or her builder had applied for a building warrant.

0:15:57 > 0:16:00If you're planning a build, take my advice.

0:16:02 > 0:16:06Regulations vary across the UK, so you must check requirements

0:16:06 > 0:16:09with your local authority before starting any work.

0:16:17 > 0:16:20As I look around it, it's just in such a dangerous state,

0:16:20 > 0:16:23and when I say dangerous, just stay where you are,

0:16:23 > 0:16:25because I just want to show you what I mean here.

0:16:25 > 0:16:28For instance, you can see all these spores here,

0:16:28 > 0:16:31where the moisture's travelled along.

0:16:31 > 0:16:35If you'd got a trickle of water coming down

0:16:35 > 0:16:37and through the socket,

0:16:37 > 0:16:41and it makes a complete line through the socket

0:16:41 > 0:16:43into this patch of water here,

0:16:43 > 0:16:47unless you're wearing your wellies or any rubber soles,

0:16:47 > 0:16:51you've got yourself a new hairstyle at the very best.

0:16:51 > 0:16:54It is a conductor of electricity, water.

0:16:54 > 0:16:55They don't make good bedfellows,

0:16:55 > 0:16:58and you could've been in some real danger.

0:16:58 > 0:17:00One thing we do need to do is make sure it's isolated.

0:17:00 > 0:17:03This is a standard plug in tester and this will tell me

0:17:03 > 0:17:04a couple of things.

0:17:04 > 0:17:08First of all, that it's wired right and there's no short, but also -

0:17:08 > 0:17:12I'm just going to switch that on - it tells me that it's live.

0:17:12 > 0:17:15That socket is actually live.

0:17:15 > 0:17:20It's fine, in terms of the way it's been wired and its continuity,

0:17:20 > 0:17:25but it shouldn't be where there's water concerned,

0:17:25 > 0:17:26that's for sure.

0:17:26 > 0:17:29So, things like that worry the heck out of me.

0:17:29 > 0:17:34This has been like this for way too long and needs addressing, fast.

0:17:34 > 0:17:36We need to get it sorted quickly.

0:17:36 > 0:17:38So, for now, we're going to back off.

0:18:09 > 0:18:13house-proud Lorna Russell has lived in her home in Craigo, Scotland.

0:18:13 > 0:18:18Lorna's dream since childhood has been to have a bay window.

0:18:18 > 0:18:21When arthritis made climbing the stairs difficult,

0:18:21 > 0:18:24she decided to add a bay to a former potting shed

0:18:24 > 0:18:27she was converting into a downstairs bedroom.

0:18:27 > 0:18:32Lorna was originally quoted £1,650 for the work,

0:18:32 > 0:18:35and shelled out £800 upfront.

0:18:35 > 0:18:38But she was left at risk when her badly built roof

0:18:38 > 0:18:41and ceiling caved in.

0:18:41 > 0:18:46For three years, she's lived with this depressing devastation.

0:18:46 > 0:18:49I want to hear her story of how things turned out like this.

0:18:49 > 0:18:53How did you, then, Lorna, go about finding your builder?

0:18:53 > 0:18:55Somebody who could do the job?

0:18:55 > 0:18:57Well, I tried three different builders.

0:18:57 > 0:18:59Well done.

0:18:59 > 0:19:04And the one that did the work, he was available at weekends only.

0:19:04 > 0:19:08So he's probably working for someone in the week,

0:19:08 > 0:19:12and he's saying to you, "I can do this as a sideline job...

0:19:12 > 0:19:13- Yeah.- "..on a weekend."

0:19:13 > 0:19:16- That's right.- Did that sort of sound any alarm bells to you then,

0:19:16 > 0:19:19or were you just happy that you'd got somebody to do it?

0:19:19 > 0:19:23I didn't find him to be dishonest with me.

0:19:23 > 0:19:25It wasn't my business anyway to know what he was doing.

0:19:25 > 0:19:28- Did he say how long it would take? - Three weekends.

0:19:28 > 0:19:30- Three weekends? - Three weekends, he'd do it.

0:19:30 > 0:19:33Were you happy with the way work started

0:19:33 > 0:19:35and what he was hoping to do for you?

0:19:35 > 0:19:40Sometimes he was standing scratching his head, worried about it, you know?

0:19:40 > 0:19:43I was looking, I would be sitting here and I would see him there,

0:19:43 > 0:19:44and I just thought to myself,

0:19:44 > 0:19:47"Gosh, there's something surely going wrong," you know?

0:19:47 > 0:19:52And I went down into the garden and I could see the sagging in the roof.

0:19:52 > 0:19:55So it seems that the work was already looking suspect.
