0:01:56 > 0:02:00First we're heading to Sunbury on the outskirts of London.

0:02:00 > 0:02:07I'm on my way to meet Tamara and Leeyon Phelan, a young couple with a four-bedroom semi-detached property.

0:02:07 > 0:02:11Leeyon is a sales manager and Tamara is an engineering manager.

0:02:11 > 0:02:18If that's not enough to keep them busy, they've got three children, all under the age of five.

0:02:18 > 0:02:23The Phelans bought this house in 2006. It was their first home,

0:02:23 > 0:02:30but it just wasn't big enough to accommodate their family needs and they didn't want to move again.

0:02:30 > 0:02:35We've got a lovely big garden and we thought it would be too much hassle moving.

0:02:35 > 0:02:42We knew what we wanted as well and we thought we could do it with the house that we had.

0:02:42 > 0:02:46Rather than move, the Phelans decided to extend their property

0:02:46 > 0:02:52by adding a larger family kitchen, a children's playroom, a utility room

0:02:52 > 0:02:54and a bathroom upstairs.

0:02:54 > 0:02:58For Tamara and Leeyon, this was a huge project to take on,

0:02:58 > 0:03:04but it would be worth it - they wanted a real family home. It would be a dream come true.

0:03:05 > 0:03:10The couple remortgaged their house to pay for the £70,000 project

0:03:10 > 0:03:14and used a builder recommended by friends.

0:03:14 > 0:03:18But some four months on, the building work was unfinished

0:03:18 > 0:03:24and the couple began to notice lots of little things they were unhappy about.

0:03:24 > 0:03:28- I just thought it was... - Some cosmetic stuff.- Cosmetic.

0:03:28 > 0:03:33All of the plugs are at different levels. That was winding me up,

0:03:33 > 0:03:36but I didn't realise the electrics behind it were dangerous.

0:03:36 > 0:03:40In fact, it was a lot worse than that.

0:03:40 > 0:03:46The electrics were lethal and there was a smell of sewage coming from the kitchen sink.

0:03:46 > 0:03:54In the end, the couple had to wash up in the bath to avoid a major health risk to their children.

0:03:56 > 0:04:03I'm here to find out where things went so badly wrong and to see if we can put things right.

0:06:05 > 0:06:13Yeah. OK, so we've got problems there. Another thing that worries me, Leeyon, as I look around

0:06:13 > 0:06:17is the state of the way that's been fitted. All wonky.

0:06:17 > 0:06:21What worries me is that this guy carried out the electrical work.

0:06:21 > 0:06:28- You probably don't know if he was qualified.- No.- Have you had a periodic test done on it since?

0:06:28 > 0:06:34We had someone come in after he'd left, due to the fact that he'd left the fuse board exposed,

0:06:34 > 0:06:37which is dangerous itself.

0:06:37 > 0:06:43They put the fuse board right and then carried out the tests and it failed miserably.

0:06:43 > 0:06:49Now we're talking about real dangerous things. It's not just aesthetics

0:06:49 > 0:06:52and having germs and bugs all over.

0:06:52 > 0:06:56This is now getting really serious when you talk about electrics.

0:06:56 > 0:07:02'And the list of hazards goes on, like these badly-finished drain covers

0:07:07 > 0:07:10'the cracked ceiling

0:07:10 > 0:07:12'and the sloping floor.

0:07:12 > 0:07:17'It's time to get to the bottom of what's really been going on here.'

0:07:17 > 0:07:21What convinced you to select this particular builder?

0:07:21 > 0:07:28- Did he have all the dialogue, the silver tongue?- Yeah, he said he had a lot of connections.

0:07:28 > 0:07:33- When we went to choose the kitchen, "I know someone."- "Get it at cost."

0:07:33 > 0:07:39And one of my best friends, he was her friend as well and he just felt at ease with him.

0:07:39 > 0:07:42We just felt at ease.

0:07:42 > 0:07:48So beware. Don't be taken in by the silver-tongued talk of cowboy builders,

0:07:48 > 0:07:50even if recommended by friends.

0:07:50 > 0:07:55Make sure you see samples of their work before employing them.

0:07:57 > 0:08:04As work got underway, the family temporarily moved out. Tamara was heavily pregnant,

0:08:04 > 0:08:08so to avoid the mess they all went to live with her mum.

0:08:08 > 0:08:12- That's when...- That's when he started.- Things slowed down.

0:08:12 > 0:08:17But I don't know, in all honesty, if it was because we weren't here.

0:08:17 > 0:08:22I just think he's incompetent. I think if someone was here, watching,

0:08:22 > 0:08:29he'd still have built the walls crooked, he'd still have put the roof on... Do you know what I mean?

0:08:29 > 0:08:34Because we didn't know the quality of work, how it should be done,

0:08:34 > 0:08:40we couldn't see that the walls were crooked and the floors were off. He was still doing work

0:08:40 > 0:08:44and you just accept that that's what he's meant to be doing.

0:08:46 > 0:08:50It was only after warnings from the surveyor and Tamara's dad

0:08:50 > 0:08:54that the couple realised they'd been taken for a ride.

0:08:54 > 0:08:59Unfortunately, this family had already paid £4,000 upfront

0:08:59 > 0:09:05and had been paying almost £8,500 every two weeks.

0:09:06 > 0:09:11You've got a contract, written contract, between yourself and the builder.

0:09:11 > 0:09:14And a breakdown of payments.

0:09:14 > 0:09:19He suggested that he would get paid every two weeks

0:09:19 > 0:09:25and we said as long as you're on schedule for a four-month finish,

0:09:25 > 0:09:29we were happy to do that every two weeks.

0:09:29 > 0:09:35OK. No is the answer to that. It's always best to do it at a specific stage in the build.

0:09:35 > 0:09:39When you're happy with each individual stage of that build,

0:09:39 > 0:09:46and if that means bringing in Building Control to say it's fine, then you hand over the cheque.

0:09:47 > 0:09:51'In total, they had parted with a massive £70,000.

0:09:51 > 0:09:56- 'The stress was taking its toll.' - I was signed off from work,

0:09:56 > 0:10:01I had all sorts of sleeping tablets that just wouldn't work.

0:10:05 > 0:10:13Within four months of the building work starting, the extension had turned from a dream to a nightmare.

0:10:34 > 0:10:41'who have fallen into the cowboy trap.' I'm in Dinas Powys on the outskirts of Cardiff

0:10:41 > 0:10:45to meet Sylvia Penny, who has lived alone since her husband passed away.

0:10:45 > 0:10:50She's had a real tough old time bringing up two grown-up children with disabilities.

0:10:50 > 0:10:57What's worse is that Sylvia has health issues of her own. Do these cowboy builders have no shame?

0:10:57 > 0:11:04'Sylvia suffers from limited mobility, while son David is autistic

0:11:04 > 0:11:08'and daughter Michelle has asthma and chronic fatigue syndrome, ME.

0:11:08 > 0:11:13'Michelle's condition means she needs 24-hour care.

0:11:13 > 0:11:20'And when Sylvia isn't looking after her children, she's caring for her 88-year-old mother.'

0:11:20 > 0:11:28I care for three people without any support from anybody. I do it on my own.

0:11:28 > 0:11:34All I wanted was somebody to come in and do a decent job for a decent amount of money.

0:11:34 > 0:11:37I didn't want to be ripped off.

0:11:37 > 0:11:41Sylvia and her family have lived in this bungalow since 2009.

0:11:41 > 0:11:47Sylvia purchased the property to have everything on one level to make life easier.

0:11:47 > 0:11:51We were very attracted to it because it was a bungalow.

0:11:51 > 0:11:58It's very important that things were on the same level. Michelle spends so much time in bed

0:11:58 > 0:12:05because she's so poorly. Being on the same level means I'm not running upstairs constantly.

0:12:07 > 0:12:14On moving in, the family planned to update the bungalow by replacing the interior doors and skirting

0:12:14 > 0:12:18and doing some plastering and electrical work in Michelle's room.

0:12:18 > 0:12:23Sylvia was quoted £2,080 for the work

0:12:23 > 0:12:26by a builder she'd used before.

0:12:26 > 0:12:30She thought he was also a qualified carpenter and electrician.

0:12:32 > 0:12:37But it wasn't long before she realised her costly mistake.

0:12:37 > 0:12:41Having the work done has achieved the aims we set out for,

0:12:41 > 0:12:45but unfortunately it's left us in a bit of a mess.

0:12:45 > 0:12:50I can't decorate because the work all needs redoing.

0:12:50 > 0:12:57When I invite people into my home, I have to apologise and say, "Please don't lean on the door.

0:12:57 > 0:13:02"Don't touch that. Put your fingers there and you'll get splinters.

0:13:02 > 0:13:09"Please don't push the door because there aren't enough screws and I'm afraid it might come off."
