:02:11. > :02:15.trap. Don't realise the danger. But first, we've come to the outskirts
:02:16. > :02:19.of Leeds in West Yorkshire to meet a couple whose builder left them with
:02:20. > :02:24.a lethal home and a bill of thousands of pounds to make it safe
:02:25. > :02:29.again. Matt, Mark, nice to meet you. Come
:02:30. > :02:33.on in. Matt and his wife live in this detached house with their son
:02:34. > :02:37.Lucas and like millions of us wanted to extend and improve their family
:02:38. > :02:44.home. What did you want your builder to do? We wanted him to convert the
:02:45. > :02:46.loft into another bedroom, replacing the boiler and fitting the kitchen.

:02:50. > :02:54.any previous -- did you have previous experience of this builder?
:02:55. > :02:59.We had used him br. He laid the wooden floor in a house and

:03:08. > :03:11.the loft in? It was four-and-a-half months after he started. The floor
:03:12. > :03:15.was in, the stairs were in and the steel beams were in, but it was a
:03:16. > :03:22.mess. By the time their builder walked off the job, Matt and Carley
:03:23. > :03:26.had handed over almost the entire ?14,850 the job was budgeted to
:03:27. > :03:33.cost. It was everything they had in the bank, but things were about to
:03:34. > :03:40.get much worse. Had you got any idea of just how dangerous your home had
:03:41. > :03:45.become? No. What did do you? We got another builder in. He walked up the
:03:46. > :03:49.stairs into the loft, did that thing that tradesmen do, when they whistle
:03:50. > :03:54.through their teeth and told us that he wasn't sure that the loft itself
:03:55. > :04:00.was safe as it had been left. One of the main issues was that the loft
:04:01. > :04:04.floor was dangerously unsafe. During their sight visit, building control
:04:05. > :04:08.made this clear to the builder and as Mark is finding out, the second
:04:09. > :04:14.builder, brought in to fix the problems, also believed it posed a
:04:15. > :04:23.severe risk to the family. This is very nice. It is now. What were the
:04:24. > :04:28.problems and darchingers on this build? The floor was not
:04:29. > :04:31.structurally sound. It was that bad. What had happened, he had lid new
:04:32. > :04:35.timbers over the existing ceiling and boarded it. That's dangerous.
:04:36. > :04:39.That's about as dangerous as it gets. There was a steel beam here,
:04:40. > :04:45.when common knowledge amongst builders, the beam should have been
:04:46. > :04:47.down at floor level here. This steel is doing nothing and the weight of
:04:48. > :04:52.the rafters is being transferred into the floorment It's a ceiling,
:04:53. > :04:58.the original ceiling of the house. He's pushed the weight of the house
:04:59. > :05:02.onto the original ceiling. Get a load of snow on there and boom, it's
:05:03. > :05:08.gone. Lucas sleeps under here. This could have come Yeah it down? Could,
:05:09. > :05:11.That's pretty yeah. Dangerous. The hazardous work that Matt and
:05:12. > :05:14.Carley's original builder carried out in the loft is appalling, but
:05:15. > :05:20.it's not the only serious danger this family were exposed to. Matt
:05:21. > :05:23.and Carl yay sure me that their builder claims that he vets all the
:05:24. > :05:27.people that work for him. I've got a gas report here and I can assure
:05:28. > :05:30.you, the guy who fitted the gas in this house has not been vetted,
:05:31. > :05:35.because he is not registered with gas safe. That's pretty serious
:05:36. > :05:38.stuff. Gas safe registration is an industry standard, but it's also an
:05:39. > :05:42.indication of competence. That's correct. In this report, basically,
:05:43. > :05:46.I have eight defects on the work that's been done in the house. They
:05:47. > :05:51.are two of them are a risk to life and the property. We're talking
:05:52. > :05:52.about a young couple, with a very young child, and they
:05:53. > :05:56.about a young couple, with a very young child, and were at risk as a
:05:57. > :06:00.result of the trader that this builder brought in? They were
:06:01. > :06:04.seriously at risk. Matt, Carley and Lucas were exposed to the threat of
:06:05. > :06:07.carbon monoxide poisoning, but it wasn't just their health at stake.
:06:08. > :06:13.They also had to pay a heavy financial price. What has it cost
:06:14. > :06:20.you to put right the job that the original builder did? Another
:06:21. > :06:26.?17,000 on top of what we gave the first builder. We spent just over
:06:27. > :06:30.?32,000 in total. This is your dream to create a beautiful house, bring
:06:31. > :06:34.your child up in a nice place. Suddenly, somebody can come into
:06:35. > :06:39.your life and ruin it with bad workmanship. It just makes us feel
:06:40. > :06:44.so disgusting that we let this person into our house and just ruin
:06:45. > :06:47.it and make it unsafe. What course of action have you taken against
:06:48. > :06:54.him? We've taken out a County Court judgment against him. We're looking
:06:55. > :06:58.into the possibility of bailiffs, as well. Matt and Carley's dream of an
:06:59. > :07:05.improved and extended family home was left in tatters by their
:07:06. > :07:09.builder. We're going to confront him to try and get some answers about
:07:10. > :07:13.why he left their house in such a dangerous state and make sure he
:07:14. > :07:23.doesn't do the same thing to anyone else. Across the UK, there are
:07:24. > :07:27.approximately 30 million people living in rented accommodation.
:07:28. > :07:32.Whilst the majority of homes are safe, many are living in dangerously
:07:33. > :07:38.substandard conditions. It's the job of housing officers to deal with the
:07:39. > :07:44.growing problem of rogue landlords renting out hazardous homes. In
:07:45. > :07:50.Peterborough I meet a couple living in a seriously unsafe house.

:08:01. > :08:04.live in this two-bed semi with their two young daughters. And there are a
:08:05. > :08:10.number of problems in the house that their landlord is doing nothing
:08:11. > :08:14.about. The main things are the radiators. None of them really work
:08:15. > :08:18.properly. Occasion ally maybe. The gas fire is the only thing that
:08:19. > :08:22.works properly. We have the boiler that leaks. Damp in the bedroom.
:08:23. > :08:28.Debris is coming through the ceiling. Peter needs to carry out a
:08:29. > :08:31.survey of their home. There are 29 categories of potential housing
:08:32. > :08:36.hazards to assess. Three quarter of a million of us live with serious
:08:37. > :08:40.category one issues, like inadequate heating, lack of fire alarms and
:08:41. > :08:46.poor security, which pose a severe threat to our health or safety Tell
:08:47. > :08:50.me how you came to rent this property. We were in a hostel. We
:08:51. > :08:55.were evicted from our previous house. The landlord wanted to sell
:08:56. > :09:00.it. All we had was the room. We had to have all our stuff in that room.
:09:01. > :09:05.There were three single beds and a travel cot. When the first house
:09:06. > :09:12.came up, we just leapt on it. Didn't we? Yes. We wanted a nice home for
:09:13. > :09:17.the Even thop girls. It was in such bad condition. When we first moved
:09:18. > :09:21.in it was coming into summer. You couldn't feel the cold. The damp we
:09:22. > :09:25.could see, the landlord told us it had been dealt with. How do you live
:09:26. > :09:31.in a cold house? It's really hard. The girls have had numerous colds
:09:32. > :09:34.and you have to put vests and tights, pajamas on top of that, plus
:09:35. > :09:37.a onesie. If we don't do that, they come down with blue lips in the
:09:38. > :09:43.morning. It's heart breaking. It really is. How does that make you
:09:44. > :09:49.feel? Like I'm failing, I think, a bit, a as a mum. -- as a mum. As
:09:50. > :09:53.part of a mum and dad's role, you're meant to protect your child. During
:09:54. > :09:57.winter, it's best to keep the temperature in your house above 18
:09:58. > :10:00.Celsius, as cold can cause life-threatening health problems,
:10:01. > :10:05.such as pneumonia and even heart attacks. The lack of heating in the
:10:06. > :10:09.couple's house is putting the health of the whole family at risk. Martin
:10:10. > :10:18.and Sam are desperate to hear if Peter is going to do anything about
:10:19. > :10:22.the conditions in their home. The house is sadly lacking adequate
:10:23. > :10:26.heating. Our next course of action will be to take what we call
:10:27. > :10:29.statutory action against your landlord. We set a start date and
:10:30. > :10:35.finish date by which the landlord has to comply with that legal
:10:36. > :10:38.notice. This is a landlord that Peter has had problems with in the
:10:39. > :10:43.past. And because the lack of heating in the family's home is such
:10:44. > :10:47.a serious issue, Peter's given him just seven days to fix it. If he
:10:48. > :10:51.doesn't comply, I'll be putting recommendations forward to prosecute
:10:52. > :10:56.him. We owe it to the good landlords in the city of Peterborough to take
:10:57. > :11:01.that sort of action. We've got a zero tolerance on it. It's just not
:11:02. > :11:06.acceptable to have a landlord just thinking he can get away with doing
:11:07. > :11:12.repairs. It is their duty to keep their properties in good repair. We
:11:13. > :11:19.shouldn't have to do that. They should know that and do it. One week
:11:20. > :11:22.later, the deadline for the land p Lord to carry -- landlord to carry
:11:23. > :11:26.out the work is approaching. We have children in the house that are more
:11:27. > :11:29.likely to suffer ill health, if we don't have heating in at this time
:11:30. > :11:35.of year, we know what the consequences could be. It's crunch

:11:40. > :11:42.of the rogue landlords that threaten the health and safety of so many of

:11:54. > :11:57.Last year, 70 people were killed in the UK by faulty household
:11:58. > :12:01.electrics, and hundreds of thousands more were injured. Experts recommend
:12:02. > :12:07.getting our electrics checked every time we move home or every five
:12:08. > :12:12.years. But how many of us actually do it? Good question. I don't know
:12:13. > :12:16.the last time I had my electrics checked. A couple of years ago, I
:12:17. > :12:22.think. I don't think I have had it checked actually! We had the house
:12:23. > :12:26.rewired when we moved into it. But that's probably, you know, two or
:12:27. > :12:33.three decades ago. For most of us, getting our electrics checked isn't
:12:34. > :12:37.top of the to-do list. But as a mother and grandmother, Jane knows
:12:38. > :12:44.dodgy electrics can have devastating consequences. First, I was a very
:12:45. > :12:54.sociable person. Loved being with people, loved parties. Fred was
:12:55. > :13:03.away. Faulty wiring in an appliance nearby had earthed itself through
:13:04. > :13:10.the pipes, I think, and into the bath. There was no earth to make it
:13:11. > :13:17.safe. So when she got in the bath and touched the taps, she would have
:13:18. > :13:26.had apparently a huge electric shock and I'm told, was killed
:13:27. > :13:30.immediately. In the morning, Milly couldn't hear mummy. She went to
:13:31. > :13:35.look for mummy and found her. She said she realised that mummy was
:13:36. > :13:39.dead. She was only five. There was an earth wire, but because it hadn't
:13:40. > :13:44.been checked, it runs outside and then a spike into the ground, it had
:13:45. > :13:48.corroded. So it was on sometimes and not at others. If it had been
:13:49. > :13:58.earthed, then she wouldn't have died. This is just heart breaking,
:13:59. > :14:02.but it has to be said because other - you know, you wouldn't want
:14:03. > :14:13.anybody else to lose somebody so precious. The story is heart
:14:14. > :14:19.breaking and highlights that getting your electrics checked needs to be a
:14:20. > :14:24.priority. One family who haven't are quality control technician Richard
:14:25. > :14:28.and his wife, Sonia, who live with their two-year-old daughter Isobel,
:14:29. > :14:31.just outside When we Hull. Bought the house we assumed that the
:14:32. > :14:36.electrics would be all right, that it was outside -- outof sight, out
:14:37. > :14:40.of mind. We had a problem with the electrics, when we tried to plug the
:14:41. > :14:44.Hoover in, when I pushed the plug it, in sparks. If you plug something
:14:45. > :14:49.in here when there's stuff on in the dining room, it will blow a fuse in
:14:50. > :14:52.the circuit board. I don't know how dangerous the electrics are in this
:14:53. > :14:58.house. I don't feel it's dangerous to the point of death, or anything
:14:59. > :15:04.daft, but I do feel that it does need addressing. Most of us share
:15:05. > :15:07.Richard and Sonia's out of sight, out of mind attitude to the
:15:08. > :15:13.electrics in our homes and like them, have no idea whether they are
:15:14. > :15:19.dangerous or not. To find out more about how safe their house is, we
:15:20. > :15:23.arrange for electrical -- an electrical inspector to have a look.
:15:24. > :15:28.I have a metal switch here. There's no earth in this lighting circuit,
:15:29. > :15:31.that's a big concern. As well as the unearthed light circuit connected to
:15:32. > :15:34.metal light fittings, unearthed light circuit connected to
:15:35. > :15:37.metal light other discoveries included dangerous sockets, dodgy
:15:38. > :15:44.wiring, Anderson exposed junction box. His overall verdict was scary.
:15:45. > :15:48.The items that I found have the potential to end life. It doesn't
:15:49. > :15:52.take much at all to kill you. Ape order and Sonia are living in a
:15:53. > :15:55.death -- Richard and Sonia are living in a death trap. These
:15:56. > :16:01.problems exist in homes across the UK. Many of us just don't know it.

:18:43. > :18:45.power and heard Darren's verdict about the dangers in her home,

:18:56. > :19:00.is safe. It makes you realise how important it is to get little things
:19:01. > :19:04.done. It looks like we got to the couple just in time. When somebody
:19:05. > :19:08.put the floorboard down, they have nailed through the live conductor
:19:09. > :19:12.and a nail was live when we lifted the floor. Yes, it could have killed
:19:13. > :19:19.somebody because there was no RCD protection. The RCD is a switch
:19:20. > :19:23.designed to trip when electricity flows out of the house through
:19:24. > :19:28.anything other than the earth wire. Put simply, it is a life-saver. I
:19:29. > :19:42.feel like we have moved into a new house, even though it is the same
:19:43. > :19:48.house. I feel a lot saved. -- safer. In Peterborough, the rogue
:19:49. > :19:54.landlord that Peter is dealing with has failed to sort out the freezing
:19:55. > :19:58.conditions in Martin and Sam's home. The landlord has had his seven days
:19:59. > :20:03.to fix the heating and he has not complied with the legal requirement
:20:04. > :20:06.of the notice. So what I shall be doing is to recommend prosecution
:20:07. > :20:12.proceedings on the basis that he has not complied with a legal notice.
:20:13. > :20:15.Across the UK, 1 million of us say our help has been affected by
:20:16. > :20:23.landlords not carrying out repairs in our homes, -- health. Peter and
:20:24. > :20:29.his colleagues are cracking down on them and taking action to make sure
:20:30. > :20:36.the places we live in our safe. How are you? We are back with a special
:20:37. > :20:39.delivery. The landlord is facing a fine of ?2500 for ignoring the
:20:40. > :20:44.notice served on him and he will still have to sort out a permanent
:20:45. > :20:49.heating solution and paid for the temporary heaters. It is a result
:20:50. > :20:54.for Martin and Sam but Peter's survey of their home turned up more
:20:55. > :20:59.problems that need to be dealt with. What have you found in the kitchen?
:21:00. > :21:06.Anything specific that stands out? The kitchen door has seen better
:21:07. > :21:11.days. It is not very good or secure. This is the only means of securing
:21:12. > :21:16.the door. The original locking system is no longer there. It is
:21:17. > :21:24.almost free access. Upstairs there are other problems. This ceiling is
:21:25. > :21:28.breaking down. It has been breaking down over a long period of time and
:21:29. > :21:33.it gets progressively worse and the ceiling cannot hold any longer and
:21:34. > :21:38.it is breaking down. Look at the pillow. If you were sleeping, that
:21:39. > :21:44.would be in your face. How serious is that? It is breaking down in its
:21:45. > :21:47.integrity. Like Sam and Martin, millions of people rent their homes
:21:48. > :21:51.and have problems with damp and leaking windows but there are a
:21:52. > :21:57.dozen other issues that the landlord has to fixed to make the house fit
:21:58. > :22:01.and save to live in. It is not a lot to ask a landlord to repair a house
:22:02. > :22:06.that he should have repaired in the first place. It is only making
:22:07. > :22:10.somewhere suitable to live in and that is his obligation in the first
:22:11. > :22:14.place. We are not asking for the world. The landlord has been
:22:15. > :22:18.dragging his heels about fixing the other issues in this home, but
:22:19. > :22:22.several weeks after being issued with two more legal notices to fix
:22:23. > :22:27.them, he finally seems to be taking the problem seriously. We are having
:22:28. > :22:34.a meeting with the landlord and Peter here. Basically just to
:22:35. > :22:40.discuss what needs to be done and why it has not been done and when it
:22:41. > :22:44.is going to be done. How are you feeling about it? Quite happy. Since
:22:45. > :22:48.I have been here, the landlord has never been in this house. I don't
:22:49. > :22:53.know if he was before we moved in but I don't think he has ever seen
:22:54. > :22:58.the state of the house. If he is coming in today, I can show him
:22:59. > :23:04.round, show him the problems, so he actually knows what we are living
:23:05. > :23:08.in. So far the landlord has shown very little intention of fixing the
:23:09. > :23:14.issues in Martin and Sam's home and a meeting could start to move things
:23:15. > :23:18.forward. Later in the day, Peter has bad news. The landlord said he will
:23:19. > :23:25.not be coming. He did not explain any more than that, he just said he
:23:26. > :23:30.would not come and that was it. I am really disappointed. Shall I meet
:23:31. > :23:35.you at the house? Fine. This is another blow for Martin and Sam.
:23:36. > :23:39.They just want a safe family home for themselves and their girls. They
:23:40. > :23:44.have put themselves out and he has not bothered to show up. Martin had
:23:45. > :23:48.to cancel a job this morning that he was supposed to do because the
:23:49. > :23:53.landlord was coming. How long has the landlord got before this
:23:54. > :23:57.situation gets more serious? It is already serious. We are at the
:23:58. > :24:03.formal notice stage, taking statutory action. It is already
:24:04. > :24:08.serious. He has seven weeks now to get the work completed. Do you think
:24:09. > :24:13.it will be sorted? I don't think so, not on time. Seven weeks later,
:24:14. > :24:18.Martin was right. The landlord solved very few problems. The
:24:19. > :24:22.council moved in and fixed the back door to make their home safe and
:24:23. > :24:26.secure as well as the damp in the bedroom and the other issues needed
:24:27. > :24:30.to bring the home up to a liveable standard and the landlord is being
:24:31. > :24:36.prosecuted. He will have to foot the bill of ?10,000 for the work they
:24:37. > :24:48.carried out. As well as facing fines of ?7,500.
:24:49. > :24:55.In Leeds, we are on the trail of a builder who walked away from a job
:24:56. > :25:00.leaving Matt and Kali with a seriously hazardous home, and a bill
:25:01. > :25:06.of thousands of pounds to sort out the dangerous mess that he left
:25:07. > :25:10.behind. Just coming up to 6:30am and the good news is that we think we
:25:11. > :25:13.have managed to track down this builder. Obviously we have several
:25:14. > :25:21.questions to ask him. Let's get going. The builder left their home
:25:22. > :25:26.in a terrible condition with a dangerous loft floor, illegal and
:25:27. > :25:31.lethal gasworks, and a county court judgement against them for over
:25:32. > :25:35.?17,000. We are going to confront him and make sure he thinks twice
:25:36. > :25:41.about leaving anyone else's home in such an dangerous condition. We are
:25:42. > :25:47.heading towards his house now and we have had surveillance on the job
:25:48. > :25:53.before today. On that occasion he left home at 8:30am. We just have to
