:00:47. > :00:55.Over the last few weeks you've certainly let us know how you feel

:00:55. > :00:58.about paying 5p for your carrier bags. It's been over a month now

:00:58. > :01:01.since the charge came in and from the phone calls and e-mails we've

:01:01. > :01:09.had, Tesco's decision to stop awarding green Clubcard points to

:01:09. > :01:12.shoppers who use their own bags has made a lot of you very cross. Glyn

:01:12. > :01:16.Williams from Flintshire wants to know if the promise of green points

:01:16. > :01:21.printed on his reusable bag from Tesco forms the basis of a contract.

:01:21. > :01:24.Nina Ward from Penarth says she thinks Tesco deserved a good slap.

:01:24. > :01:27.And Rachel Dickson from Aberdare thinks it's extremely unfair that

:01:27. > :01:30.she's not getting green points any more and she was horrified that her

:01:30. > :01:37.Tesco home delivery driver asked for her carrier bags back, even

:01:37. > :01:47.though she'd paid for them! here in Llanelli there are some

:01:47. > :01:49.

:01:49. > :01:53.pretty strong opinions too... Tesco. We shot the same as they do

:01:53. > :01:58.in England. We have to pay for the carrier bags, we should get the

:01:58. > :02:05.points. A everybody should be treated the same. Tesco and will

:02:05. > :02:15.not tell us how many green points they give away. On their website we

:02:15. > :02:17.found this statement. Tesco customers in Wales have saved

:02:17. > :02:21.over 500 million bags in the last five years.

:02:21. > :02:24.We've done some maths based on that claim and if we assume that Welsh

:02:24. > :02:27.customers have sayed 100 million bags per year, in theory that's a

:02:27. > :02:30.100 million Green clubcard points that Tesco won't be giving out any

:02:30. > :02:33.more. And at a penny a point that could save them �1 million.

:02:33. > :02:43.So why does marketing expert Paul Buckley think Tesco's have done

:02:43. > :02:43.

:02:43. > :02:52.this? They had just seen it as part of their promotional saving. They

:02:52. > :02:58.probably think the customer will not notice. I suppose you could say

:02:58. > :03:02.every little helps, but Tesco a little bit more than the customers.

:03:02. > :03:05.Interesting. So what have Tesco's got to say? Well once again they

:03:05. > :03:08.have turned down our offer of an interview. But they say:

:03:08. > :03:12.They see Green Clubcard points as an incentive, not a loyalty reward,

:03:12. > :03:15.and with the new regulations the incentive to reuse bags is now to

:03:15. > :03:17.avoid paying for new ones. They don't think this means that Welsh

:03:17. > :03:20.customers are missing out. More on that carrier bag charge

:03:20. > :03:23.later. Now, over the past couple of years changes to diesel cars mean

:03:23. > :03:29.they have become greener. But that's not without it's problems,

:03:29. > :03:33.as Lucy's been finding out. The Mazda 6 - advertised as a very

:03:33. > :03:39.exclusive car and can cost more than 20 grand. It's not for

:03:39. > :03:46.everyone. And it definitely wasn't for the

:03:46. > :03:50.guy who bought this one. Chris Nichols fell in love with the

:03:50. > :03:57.Mazda 6 and travelled all the way to Shires Mazda in Taunton to buy a

:03:57. > :03:59.second hand model. We'd had some inheritance through

:03:59. > :04:03.my grandmother passing away last January. We'd been having slight

:04:03. > :04:06.problems with our previous car, so we decided that it was a good idea

:04:06. > :04:11.to upgrade the car to something a little bit bigger that would give

:04:11. > :04:18.us a little more space. He paid over �14,000 for a 2.2

:04:18. > :04:22.litre diese, but it was back in the garage three months later.

:04:22. > :04:25.I was doing a routine check of the car and discovered that the oil

:04:25. > :04:28.level in the engine was starting to rise. I rang both the Mazda

:04:28. > :04:31.dealership in Cardiff and the Mazda dealership that I purchased the car

:04:31. > :04:36.from. Both dealerships stated that if I did not change the oil then I

:04:36. > :04:41.would invalidate the warranty. But you'd only had the car a few

:04:41. > :04:46.months. How did you feel about having to get the oil changed?

:04:46. > :04:50.Gutted, frankly. I was very very very disappointed. $$NEWLINEChris

:04:50. > :04:53.was told his car was struggling to cope with urban driving conditions.

:04:53. > :04:56.He'd stumbled on a major problem with modern diesel cars.

:04:56. > :05:03.For the last two years almost all diesel cars have had to be fitted

:05:03. > :05:07.with filters like this which cut emissions of soot. But these

:05:07. > :05:11.filters aren't simple things. They have to clean themselves of trapped

:05:11. > :05:15.soot - a process called regeneration. If the cleaning

:05:15. > :05:22.process is interrupted then diesel can end up in the oil. And that is

:05:22. > :05:27.why Chris's oil level keeps rising. That's because the car needs to be

:05:27. > :05:30.driven hard for a continuous period for the filter to regenerate. The

:05:30. > :05:33.engine need to be at over 2,000 revs for between ten and 15 minutes.

:05:33. > :05:36.But Chris is a city commuter, so there's no chance of constant revs

:05:36. > :05:46.on that commute. But his wife drives to Pencoed near Brigend once

:05:46. > :05:49.

:05:49. > :05:52.a week - a 15 mile trip. Will that regenerate the filter?

:05:52. > :05:57.So what we're looking for now is between ten and 15 mins at 2,000

:05:57. > :06:03.revs. How are we doing at the moment?

:06:03. > :06:06.Well, we're doing just about 65mph and about 2,200 revs. But whilst

:06:06. > :06:12.driving along the motorway I am actually in fifth gear, not sixth

:06:12. > :06:17.gear. If I was to try and do 2,000 revs in sixth gear I would actually

:06:17. > :06:20.be breaking the national speed limit.

:06:20. > :06:27.So what strikes me is that you are actually having to think about a

:06:27. > :06:31.lot of things, monitoring your rev counter the whole time.

:06:31. > :06:37.So we're coming up to the Pencoed exit now and we've done about seven

:06:37. > :06:44.minutes I would say? Yeah, if that.

:06:44. > :06:47.And have we maintained the revs? Only for five or six minutes.

:06:47. > :06:51.Not nearly enough to make sure the car's diesel filter cleans itself

:06:51. > :06:57.properly. So every weekend Chris has to drive as far as Pyle just to

:06:57. > :07:06.avoid the costly business of replacing the filter. How do you

:07:06. > :07:09.feel about this issue with the vehicle now?

:07:09. > :07:15.There is just no enjoyment left with owning the car and driving it.

:07:15. > :07:17.It's become a chore to use, a chore to regenerate.

:07:17. > :07:20.But X-Ray's discovered that the problem Chris is experiencing could

:07:20. > :07:25.have far more serious consequences. At Romford in Essex Mehdi Raifai

:07:25. > :07:28.has a horror story to tell. It was a nice sunny day, I had the

:07:28. > :07:32.radio on windows down. All of a sudden I noticed a huge increase in

:07:32. > :07:39.the revs. You could hear it and looking behind me I seen big clouds

:07:39. > :07:42.of white smoke. As the revs hit maximum, Mehdi was

:07:42. > :07:47.fast approaching a roundabout. He says his car was out of control and

:07:47. > :07:54.he switched the engine off. I hit 110mph I actually did feel

:07:54. > :08:01.like my life was in danger. I had to swerve over with the engine off

:08:01. > :08:05.and literally stopping just before a ditch in a layby.

:08:05. > :08:08.But what could have caused this terrifying incident?

:08:08. > :08:11.Mechanic came down and the first thing after explaining to me what

:08:11. > :08:15.happened, the first thing he done was open the bonnet. He took the

:08:15. > :08:18.dipstick out and he said he's never seen a car with oil levels this

:08:18. > :08:22.high before. He straight away mentioned the huge amound of diesel.

:08:22. > :08:25.I mean, you could smell it. Mehdi believes the high oil level

:08:25. > :08:28.was caused by the diesel filter failing to regenerate. Mazda say

:08:28. > :08:31.the oil level was too high however inbuilt safety systems are in place

:08:31. > :08:33.prevent this kind of incident. They've not yet established exactly

:08:33. > :08:40.what caused Medhi's frightening experience but say drivers DO need

:08:40. > :08:46.to check their oil levels. Chris is now a worried man, stuck

:08:46. > :08:49.with a car he bought from Shires Mazda for �14,600.

:08:49. > :08:54.He says the company didn't warn him that this diesel engine was not

:08:54. > :08:57.suitable for every driver. The company say that because Chris had

:08:57. > :09:01.researched the car on the internet they assumed he knew about the

:09:01. > :09:04.pitfalls. But that would have been a big ask.

:09:04. > :09:09.There's nothing in the Mazda 6 brochures or the whole Mazda

:09:09. > :09:13.website which mentions these problems.

:09:13. > :09:18.The only place we found any official written information about

:09:18. > :09:24.the diesel filter was in the handbook. And you only get that

:09:24. > :09:27.when you buy the car. Which does seem a little bit late.

:09:27. > :09:32.Mazda say dealers are trained to check customers driving habits when

:09:32. > :09:37.selling a diesel model. The garage denies there is anything wrong with

:09:37. > :09:46.the car. But they will buy it back for �5,000 less than Chris paid for

:09:46. > :09:49.�14,000 is a lot of money in anybody's book and I was very lucky

:09:50. > :09:58.I had that money as inheritance. And I'm massively disapointed that

:09:58. > :10:03.the money is effectively going down the drain.

:10:03. > :10:06.So Chris is disappointed with his Mazda. Now I'm joined by Tim

:10:06. > :10:13.Shallcross, from the Institue of Advanced Motorists. Tim, does this

:10:13. > :10:16.problem only relate to Mazdas? No it doesn't. This filter is

:10:16. > :10:19.somethng that's fitted to almost every diesel car made today. It has

:10:19. > :10:27.to be here so cars pass modern emissions regulations, and that's

:10:27. > :10:29.important so they don't damage us. So does this mean all diesel cars

:10:29. > :10:34.bought within the last few years aren't really suitable as a

:10:34. > :10:38.runaround for town? It does. I must emphasise here that

:10:38. > :10:41.the majority of owners will have no problem at all with diesel cars.

:10:41. > :10:45.They can buy them with confidence. But if you only intend to use the

:10:45. > :10:48.car as a runabout in town, and it's going to stick to 30 mph streets

:10:48. > :10:53.and crawling traffic jams, you are liable to end up with problems with

:10:53. > :10:56.this filter. I bet this is going to come as

:10:56. > :11:01.quite a shock to people who have bought a diesel car in recent years.

:11:01. > :11:04.Why aren't people being told about This is where it's quite ridiculous

:11:04. > :11:06.to be honest. The dealers and the manufacturers need to be more

:11:06. > :11:10.honest with people about the potential drawbacks of technology

:11:10. > :11:13.as well as the advantages. They need to ask a few more questions of

:11:13. > :11:17.people so if someone's out shopping for a small car in a dealership,

:11:17. > :11:20.they should be asking what are you going to use the car for? How are

:11:20. > :11:23.you going to use it? It's not a question of losing a sale - there

:11:23. > :11:27.are perfectly good small peterol alternatives. That won't give any

:11:27. > :11:31.problems in town. Tim, thank you.

:11:41. > :11:51.from Swansea were keen to act quickly when they found one that

:11:51. > :11:51.

:11:51. > :11:54.The campervan - an iconic vehicle loved by festival goers, surfers

:11:54. > :12:01.and fans of the open road. Last September, Colin McFadden from

:12:02. > :12:05.Swansea started dreaming about buying his very own classic van.

:12:05. > :12:08.We was in Brighton at one time and we was walking along looking in

:12:08. > :12:13.them. All different colours shapes and sizes and they all looked so

:12:13. > :12:18.pretty, I thought how about buying one of them?

:12:18. > :12:23.I thought yes. Now the children are grown up, it's our time now our

:12:23. > :12:26.adventure. So, as Colin's wife Maria also

:12:26. > :12:29.liked the idea the couple started searching for a campervan online.

:12:29. > :12:38.On eBay they came across what they thought was a genuine advert for a

:12:39. > :12:42.1979 Devon Bay window camper. One of us got excited. Oh, come and

:12:42. > :12:46.look at this. Look at the colour of this because it was like sky blue

:12:46. > :12:49.and Maria always fancied a sky blue one with a white top.

:12:49. > :12:52.They couldn't believe their luck. Straight away they messaged the

:12:52. > :12:55.seller who clarified it was still for sale and forwarded some

:12:56. > :12:59.photographs. That was it, I was hooked. I

:12:59. > :13:03.couldn't resist her. So I said, yeah, where is it. I'll have it. He

:13:03. > :13:07.said I'm up in Scotland, but for a quick sale you can have it for

:13:07. > :13:10.�4,500 and I'll deliver it free of charge.

:13:10. > :13:14.It seemed a bargain and compared to the going rate for campervans it

:13:14. > :13:17.certainly was. Colin might have expected to pay

:13:17. > :13:27.ten to �15,000 or a lot extra for something of the quality of this

:13:27. > :13:30.one rather than �4,500. So how could he not be tempted?

:13:30. > :13:36.Anxious to get their hands on the vehicle they made a suggestion to

:13:36. > :13:40.push the process along. We wanted to physically see it

:13:40. > :13:44.really, so I said why don't we come up on the train and pick it up and

:13:44. > :13:50.I could drive it back? Oh, no, no, no. Work commitments, it's not

:13:50. > :13:53.suitable, he replied. Delivery is best option for me.

:13:53. > :13:56.Not wanting to lose out, they agreed and pushed ahead with the

:13:56. > :13:59.sale. The seller emailed Colin back and gave him instructions on how to

:13:59. > :14:06.pay, telling him that he would be using a secure eBay payment

:14:06. > :14:09.protection method. He sent me a page that I thought

:14:09. > :14:12.came from eBay. It said payment protection page. All the rules and

:14:12. > :14:16.regulations about how they keep the money for three days till you're

:14:16. > :14:19.happy with the camper and if you're happy with it then they send the

:14:19. > :14:25.money to him. He'd given me the account number to transfer the

:14:25. > :14:30.money into and I thought right, that's it. I'll transfer the money

:14:30. > :14:33.over to who I thought was eBay and that was it.

:14:33. > :14:37.Happy the van was theirs, they started to dream about the trips

:14:37. > :14:41.they would share together, until the day of delivery arrived.

:14:41. > :14:44.Every time I heard what I thought was a lorry or something, I'd come

:14:44. > :14:49.round the side quick. Oh, here comes the camper! Getting my phone

:14:49. > :14:52.ready to take a photo of it on the back of the trailer or whatever.

:14:52. > :14:54.I started questioning Colin how many hours did it take to get down

:14:54. > :14:59.from Scotland to South Wales, you know

:14:59. > :15:04.At what point then did the penny drop?

:15:04. > :15:08.By seven that evening. It wasn't going to come.

:15:08. > :15:12.By that time my young son was here. He said, what time's it supposed to

:15:12. > :15:16.be here, Dad? I said it's supposed to be between two and four. He said,

:15:16. > :15:20.I reckon you've been scammed. Searching for answers, they looked

:15:20. > :15:23.back through all the e-mails and the realisation hit them.

:15:23. > :15:26.He said, you pay through Paypal anyway Dad. Of course the penny

:15:26. > :15:31.dropped. Of course you do. You don't pay through eBay, you pay

:15:31. > :15:36.through Paypal. So how did you feel at that point?

:15:36. > :15:45.I felt sick. Opened a can a beer to steady me down a bit. I thought

:15:45. > :15:48.this is ridiculous. I've been So how were Colin and Maria duped?

:15:48. > :15:51.Get Safe Online is the initiative that provides computer users with

:15:51. > :15:54.free advice on how to use the internet securely. This scam works

:15:54. > :15:57.because they are advertising on a well known website. They're putting

:15:57. > :16:00.the price of the item they are selling slightly cheaper and then

:16:00. > :16:03.they know how the system works. They talk about we'll make sure how

:16:03. > :16:07.you pay us is a guaranteed method, you won't have to lose your money

:16:07. > :16:10.unless you get the van. These are the type of things that start to

:16:10. > :16:17.ring bells with people that this is genuine and I'm being looked after.

:16:17. > :16:19.What you've got to make sure is you do your own checking. For Colin and

:16:19. > :16:23.Maria, it's been an expensive lesson. But they haven't abandoned

:16:23. > :16:29.their dream completely. They've now found another van but it's going to

:16:29. > :16:34.take them quite some time to do it up. The moral of the story is don't

:16:34. > :16:38.pay for it until it's actually on the drive. Cash on delivery. Good

:16:38. > :16:43.advice. We've been in touch with Colin's bank, Lloyds TSB, but they

:16:43. > :16:46.won't provide a refund as he had authorised the payment. We've also

:16:47. > :16:51.spoken to eBay. They say they warn people to guard against fraudsters

:16:51. > :16:54.impersonating companies. Their advice is that a reputable seller

:16:54. > :17:00.will only ask you to pay via one of eBay's accepted payment methods,

:17:00. > :17:10.Paypal, Credit Card and paying when you accept the goods. Next, time

:17:10. > :17:19.

:17:19. > :17:22.for Lucy to tackle one of your Ken Evans from Neath thought his

:17:22. > :17:29.Apple iMac would be built to last, but just four years after buying it,

:17:29. > :17:34.a problem has appeared. I'm on the case. I spent hundreds of pounds on

:17:34. > :17:41.an iMac. Now the screen's gone faulty and Apple won't help me.

:17:41. > :17:48.dear, time for a trip to Neath. In March 2007, Ken decided to splash

:17:48. > :17:52.out on an Apple iMac for the whole family to enjoy. We went with the

:17:52. > :17:57.Mac because it's a premier product. It had all the facilities on it we

:17:57. > :18:00.needed. Apple was a well known make and we thought any problems that

:18:00. > :18:03.might arise from it would have been solved. And what do you use it for?

:18:03. > :18:07.Photography mainly, my wife is interested in photography. We've

:18:07. > :18:11.just been on a holiday and we're doing a DVD from video snaps I took

:18:11. > :18:17.photographs my wife took. My wife also uses it to run the website for

:18:17. > :18:21.the local church. It has the iweb facility and it's easy to use. It's

:18:21. > :18:26.absolutely brilliant. But in August this year, the iMac developed a

:18:26. > :18:32.very visible problem. A little line developed about three inches in

:18:32. > :18:35.from the screen. Thought nothing of it until about a week later. A one

:18:35. > :18:38.and a quarter inch bar appeared again just in from the screen and I

:18:38. > :18:41.thought right this isn't very good and I did little bit of

:18:41. > :18:44.investigation on the internet and discovered that it was a

:18:44. > :18:54.manufacturer's problem with the screens of the batch of late 2006

:18:54. > :18:55.

:18:55. > :18:59.iMacs that ours was a part of. contacted Applecare who gave him a

:18:59. > :19:05.reference number for a free repair. But when he went to the Apple store

:19:05. > :19:08.he was told that number was wrong. So back to Applecare. I was then

:19:08. > :19:11.put through to a supervisor after some considerable time. The

:19:11. > :19:16.supervisor explained to me there was nothing they could do for me

:19:16. > :19:20.because Apple had written off the problem on May 26 this year.

:19:20. > :19:24.you think it was odd that they offered you a free repair only to

:19:24. > :19:29.take it back the next day? It did a little bit, yes. I thought

:19:29. > :19:34.something was going on here. It was obvious at some point they had been

:19:34. > :19:38.giving free repairs. And this was a product you bought hoping to use it

:19:38. > :19:42.for many more years than you have? Yes, I realise that things become

:19:42. > :19:48.redundant as our old PC did but I thought a Mac would last a bit more

:19:48. > :19:53.than four years. So, Ken what would you like me to try and do? I would

:19:53. > :20:01.like you to try and get Apple to fix the screen. Ken, I'm on the

:20:01. > :20:04.It seems that Ken did everything right. And looking at the number of

:20:04. > :20:10.complaints on the internet, it seems he's not the only person to

:20:10. > :20:13.experience problems with the 2006 model of the Apple iMac. If you

:20:13. > :20:16.have bought a product and believe that there could be a known fault

:20:16. > :20:20.with that model, it's always worth contacting the retailer to find out

:20:20. > :20:23.what help they will provide you with. Under the Sale of Goods Act,

:20:23. > :20:28.retailers are responsible for faulty goods for up to six years

:20:28. > :20:31.after purchase. So if something goes wrong with your item in that

:20:31. > :20:38.timescale, then they should either provide a repair or a refund for

:20:38. > :20:41.the product, minus the value of the usage you've had. As Ken bought the

:20:41. > :20:44.iMac from an Apple retailer he was right to go straight to the company

:20:45. > :20:48.when the fault appeared on the screen. But it still doesn't

:20:48. > :20:58.explain why he was told he would have a free repair only for the

:20:58. > :21:01.

:21:01. > :21:04.offer to be withdrawn the next day. Well, they've got back to us and

:21:04. > :21:08.they're not saying much at all, They've simply said that they don't

:21:08. > :21:12.comment on individual customer cases. However, after we contacted

:21:12. > :21:21.them, they did get hold of Ken and told him they would repair his iMac

:21:21. > :21:24.screen for free. Now we have the iMac back. The screen is repaired.

:21:24. > :21:29.The whole family can start using it again. And that's another case

:21:29. > :21:32.Now, judging from the emails and phone calls we've been getting over

:21:32. > :21:36.the past few weeks, the introduction of carrier bag charges

:21:36. > :21:44.has been pretty confusing. So we sent Rachel on a mission to get

:21:44. > :21:47.some answers for your most In the last month, we've been

:21:47. > :21:53.inundated with emails and phone calls from our viewers asking when

:21:53. > :21:57.you should and shouldn't have to pay for carrier bags. So we've

:21:57. > :22:03.decided to give you the definitive guide on when and where you'll need

:22:03. > :22:07.to pay that 5p charge. We'll be hearing how the new law has

:22:07. > :22:09.affected some of our viewers. And I'll be putting some of your

:22:09. > :22:13.questions and concerns to the Environment Minister, John

:22:14. > :22:19.Griffiths. And trying to find out the answers to some of your

:22:19. > :22:22.questions. Like Caroline Camplin's from Maesycymmer. My issue is that

:22:22. > :22:27.supermarkets are no longer providing a bag on a roll at the

:22:27. > :22:29.checkouts for items such as meat products. I resent the fact that

:22:29. > :22:36.you are expected to put pre- packaged meat into your bags

:22:36. > :22:39.alongside things such as fruit and veg. So I went out to find out what

:22:39. > :22:42.they're supposed to be doing. Now, according to our research, there

:22:42. > :22:49.should be no charge for a small plastic bag placed around packages

:22:49. > :22:52.of meat to avoid contamination. Even if it's already in a pack like

:22:52. > :23:01.this one, but, it must be a small plastic bag not a standard sized

:23:01. > :23:04.And we've checked with the four major supermarkets. Tesco, Asda and

:23:04. > :23:07.Morrisons say their staff should still be giving out these smaller

:23:07. > :23:14.plastic bags for free for items such as meat but Sainsbury's no

:23:14. > :23:18.longer do. So, time to put the first of your questions to the

:23:18. > :23:23.Environment Minister, John Griffiths. Lots of confusion about

:23:23. > :23:26.what bag should be charged for, particularly small bags. I think

:23:26. > :23:31.people are thinking about meat products. They don't want things

:23:31. > :23:35.contaminated. Is it a bit confusing for everybody. Well, I think it

:23:35. > :23:38.takes time for any change to bed in. There was a lot of concern that

:23:38. > :23:46.there might be confusion around the imposition of the charge but the

:23:46. > :23:49.actual experience has been very positive indeed. Perhaps there is

:23:49. > :23:53.just a question mark then about when the smaller bags should be

:23:53. > :23:57.charged for? Well, you know there will always be questions about the

:23:57. > :24:03.detail. We do take account of issues like food hygiene and all of

:24:03. > :24:06.that was considered in working out And many more of you have also been

:25:10. > :25:12.biodegradable. Well, the production process for paper bags is equally

:25:13. > :25:18.if not more environmentally damaging than that involved with

:25:18. > :25:22.plastic bags. But the key message is about behavioural change, and we

:25:22. > :25:28.need a consistent message. That consistent message is take your own

:25:28. > :25:34.bags with you to re-use because of the environmental benefit. That

:25:34. > :25:36.avoids litter from both plastic bags and paper bags. Now, we've

:25:36. > :25:40.heard about some of the environmental issues surrounding

:25:40. > :25:45.the new law, but what about the charge itself, and where the money

:25:45. > :25:50.goes to? At the moment, it's not a legal requirement for shops to give

:25:50. > :25:54.the 5p to charity. We know which charities some of the bigger shops

:25:54. > :25:59.are giving to. For example, Tesco are giving to the RSPB, John Lewis

:25:59. > :26:04.to Keep Wales Tidy and Morrisons to Save the Children. But what about

:26:04. > :26:07.some of the smaller shops? We sent our researchers around the shops on

:26:07. > :26:12.this street in Cardiff to find out what they were doing with their 5p

:26:12. > :26:16.charge. And there was certainly some confusion about what and how

:26:16. > :26:23.they should be charging. Over half of the 15 shops we asked didn't

:26:23. > :26:26.know what they should be doing with We just made it up, put our 5

:26:26. > :26:30.pences in, when they were on about making charges for carrier bags, we

:26:30. > :26:36.just thought we'd do it ourselves. We don't know exactly what to do

:26:36. > :26:39.with the 5ps. Are they going to charity or are they going somewhere

:26:39. > :26:43.else? Nobody turned up to tell us exactly what to do with the money.

:26:43. > :26:46.I don't think it really matters how they charge as long as they do

:26:46. > :26:49.charge. So there is no one single right way. But surely there should

:26:49. > :26:52.be some system so they know that money was carrier bag money.

:26:52. > :26:55.they have more than ten employees, they are required to record the

:26:55. > :27:01.amount of money that they received from the plastic bag charge and

:27:01. > :27:04.indeed account for the use of that money. Almost two thirds of the

:27:04. > :27:08.shops didn't know which charity their money was going to, now if

:27:08. > :27:12.it's not against the law to keep that money, how is that going to be

:27:12. > :27:16.enforced? Through pressure from customers. People do actually ask

:27:17. > :27:21.what's happening to this money and you know they expect answers.

:27:21. > :27:24.will you take the comments on board that you've heard today? Absolutely.

:27:24. > :27:28.We're very keen to understand issues as they arise and work

:27:28. > :27:34.through them. We don't want to see people making these payments. We

:27:34. > :27:37.want to see people helping the environment and re-using their bags.

:27:37. > :27:41.Time will tell. And we'll be keeping an eye on the situation
