:00:19. > :00:23.The tornado that left this woman without a proper phone line for

:00:24. > :00:33.almost a year. And the free solar panels that

:00:34. > :00:45.

:00:45. > :00:49.ended up costing one woman �20,000. Tonight, we are in Llandudno. We

:00:49. > :00:52.have grabbed a little bit of sunshine. The unpredictable Welsh

:00:52. > :00:59.weather is one good reason why some couples have to glamorous foreign

:00:59. > :01:02.locations for their wedding. It rained on our wedding day. You

:01:02. > :01:10.might guarantee the sunshine, but will you get the marriage

:01:10. > :01:15.certificate? More about that later. We get a lot of calls about

:01:15. > :01:19.builders but it is not every day the Church in Wales complained

:01:19. > :01:26.about one. Rachel has been investigating. At their heads of

:01:26. > :01:30.the valleys, the weather is harsh. To build a church strong enough to

:01:30. > :01:38.withstand the wind and rain, you need a hard rock like granite. But

:01:38. > :01:43.the parishioners to build St David's in Abercrave in 1912

:01:43. > :01:48.preferred soft Bath stone. 100 years later, this is crumbling away

:01:48. > :01:55.and the Church of had to call in builders. Enter a church

:01:55. > :02:00.restoration specialist Daniel Hussey. He charged over �35,000.

:02:00. > :02:05.The because says he was promised the repairs would last 30 years.

:02:05. > :02:09.But it was not going to turn out that way. Not only that, the

:02:10. > :02:17.builder brought the church and congregation unerringly into

:02:17. > :02:22.contact in -- with dark forces. -- not knowingly. Alun Brookfield has

:02:22. > :02:29.been vicar for nine years. The repairs were part of a project to

:02:29. > :02:35.build a village community centre. It was huge. In seven years we

:02:35. > :02:40.raised �62,000 from the efforts of local people doing strange and

:02:40. > :02:44.wacky and normal things. We delivered a tube of Smarties to

:02:44. > :02:49.everybody in the village and asked them to fill it with 20 pence

:02:49. > :02:56.pieces. The children held a sponsored teddy bear bungee-jump

:02:56. > :03:04.off the church tower. Alan and his wife Mary carried across to same

:03:04. > :03:07.David's in Pembrokeshire, 85 miles. Everyone got involved because this

:03:07. > :03:13.building is important and also because there is no community

:03:13. > :03:18.facility at this end of the parish. The time frame, what we are looking

:03:18. > :03:23.at? We looked to have it done in time for the centenary on July 15th.

:03:23. > :03:29.That will not happen, it will be put back because of the incompetent

:03:29. > :03:35.workmanship. Daniel Hussey's repairs went up two years ago and

:03:35. > :03:40.six months later, they began to crumble. What Daniel did is

:03:40. > :03:48.cracking. It is parting company with an based all over the church.

:03:48. > :03:53.There is a massive bit, waiting to drop. It is dangerous and why we

:03:53. > :03:57.cannot start to build the community centre. This area is where people

:03:57. > :04:04.would enter the centre. Until we can be sure there is no stonework

:04:04. > :04:11.falling, we cannot start building. What has the builder done wrong?

:04:11. > :04:18.Kevin Tom's -- Kevin Thomas is a regular expert witness avail.

:04:18. > :04:24.Daniel replaced the missing stone with mortar, but Kevin said that he

:04:24. > :04:32.should have used actual stone. What about the way he has done it?

:04:32. > :04:37.contractor has not stuck to his own specification. This is loose. We

:04:37. > :04:43.can see that appears to be copper radiator pipe work, rather than

:04:43. > :04:48.phosphor bronze dowel. Or even stainless-steel mesh, included in

:04:48. > :04:55.his quotation. In addition, looking at the stonework, I do not believe

:04:56. > :05:02.it was stabilised properly before the mortar repair. It would have

:05:02. > :05:07.helped it to bond. He has a case to answer? Definitely. I also think

:05:07. > :05:12.somebody has signed it off. Why did they approve the specification?

:05:12. > :05:16.method of fixing the stonework was drawn up by Daniel Hussey and an

:05:16. > :05:20.architect hired by the church she supervised the work. He said he was

:05:20. > :05:28.happy with what he saw. The plans were approved by the Church in

:05:28. > :05:35.Wales. If that was a mistake, it was an honest mistake and innocent.

:05:35. > :05:40.It appeared to be a feasible option. To be fair, we did our best to

:05:40. > :05:45.supervise the repairs. Making sure they were using the right materials

:05:45. > :05:48.and doing as they were contracted to do. When Daniel Hussey's and

:05:49. > :05:53.water started to crumble, Alun Brookfield started to chase him.

:05:53. > :05:58.The builder said he would return to fix the flaky stare work, first in

:05:58. > :06:04.the spring and then in the summer. -- stonework. But he wanted more

:06:04. > :06:10.money and when he realised he was not getting it, he disappeared.

:06:10. > :06:14.That is when Alun Brookfield called in X-Ray and we checked him out.

:06:14. > :06:18.Daniel's firm Building Conservation UK was already being wound up, the

:06:19. > :06:25.latest in a long line of companies he has run. Three firms still

:06:25. > :06:29.operate, including a new one called Church Restoration UK Ltd. That

:06:29. > :06:37.wasn't all we found because alongside his building was a very

:06:37. > :06:40.different kind of job. Paranormal occult investigator. While Daniel

:06:40. > :06:47.Hussey has been trying to fix churches, the same man has gone

:06:47. > :06:56.under the name Magus Lynius Shadee, a witch. In fact, the builder based

:06:56. > :07:01.he is the king of the witches. Press reports show that he has a

:07:01. > :07:09.history of angering Christians. By announcing plans to open occult

:07:09. > :07:14.shops. In 1989 he came to black wood. Over 1,000 banner-waving

:07:14. > :07:22.Christians marched against his plans to bring a shop there. In

:07:22. > :07:25.1991 he popped up in Aberystwyth, with occult read out on his mind

:07:25. > :07:32.and he challenged churches saying if he could raise up the ghost,

:07:32. > :07:38.they should give him �250,000. If he could not, he would not open a

:07:38. > :07:45.shop there. In April this year he ignited controversy again with a

:07:45. > :07:51.scheme to open another occult shop, this time in Bristol. How do you

:07:51. > :07:55.feel about someone of his beliefs working on churches? There is an

:07:55. > :07:59.apparent contradiction between being involved in the occult and

:07:59. > :08:04.working on churches and that would probably make me ask hard questions

:08:04. > :08:13.than I did ask because I took him at face value without being aware

:08:13. > :08:18.of his beliefs. But regardless of his beliefs, all the Church wants

:08:18. > :08:23.to see is the repairs put right so they can build a community centre.

:08:23. > :08:27.The very disappointed. People would like me to say I was angry, I have

:08:27. > :08:32.never been angry, but I am disappointed because so many people

:08:32. > :08:36.put so many hopes in the project and there were so many

:08:36. > :08:40.possibilities and suddenly we must set back a long way.

:08:40. > :08:44.That is really sad and the congregation work so hard to get

:08:44. > :08:49.the cash and they are back to square one. Daniel Hussey seems to

:08:49. > :08:53.be in no rush to fix the problems. We tracked him to south London but

:08:53. > :09:03.he is refusing to answer our questions. If you have problems he

:09:38. > :09:42.period. There is no cycle track and cyclists mingle with pedestrians.

:09:47. > :09:51.problem? It is safety. We have elderly people who are possibly

:09:51. > :09:57.hard of hearing and young children who run around without seeing

:09:57. > :10:03.things and I think there is an issue. Cycling and pedestrians do

:10:03. > :10:08.not mix. You are from a cyclists Touring Club, what are members

:10:08. > :10:13.think? You are in more danger in ten minutes on Marston Street than

:10:13. > :10:20.you are likely to be on this national cycle route. They are not

:10:37. > :10:41.have thought the promenade is wide enough to cope with cyclists. As

:10:42. > :10:47.long as they are courteous and thoughtful. People like to stroll

:10:47. > :10:50.along and if you have to be aware of cyclists, I would be against it.

:10:51. > :10:57.It is nice driving along the promenade but you must use your

:10:57. > :11:05.common sense, if it is too crowded. It is a beautiful promenade for

:11:05. > :11:12.cyclists. Does it worry you that there are cyclists around? No.

:11:12. > :11:17.long as they are not mad. Strong feelings in Llandudno, but what

:11:17. > :11:23.about way you live? Should cyclists be welcomed in places like this, or

:11:23. > :11:29.should they stick to the roads? Next, couples often dream of luxury

:11:36. > :11:41.A wedding in paradise. Sunshine, beaches and romance make for the

:11:41. > :11:46.dream wedding. That is what appeals to Tina and Adrian from Cardiff.

:12:35. > :12:40.was, the signing of the register. It looks a dream day. You went away

:12:40. > :12:46.as this Morris and came back as Mrs Ford. We thought that would be the

:12:47. > :12:52.case, but not, because we have not received our wedding certificate. I

:12:52. > :12:57.am still miss Morris. It has been two years and October. The wedding

:12:57. > :13:03.certificate has been lost. It has been frustrating. How has it

:13:03. > :13:08.affected you? Lots of things. I cannot change my passport, my

:13:08. > :13:13.driving licence, and I am technically not Mrs Ford. When you

:13:13. > :13:22.get married it is part of the excitement, changing your name. It

:13:22. > :13:27.is not as if we are a married The original marriage certificate

:13:27. > :13:33.was drawn up in the Dominican Republic. But 4,000 miles away in

:13:33. > :13:37.England, it was rejected because Tina's maiden name had been

:13:37. > :13:42.misspelt. Tina and Adrian booked with Thompson and the wedding party

:13:42. > :13:48.spent around �20,000. 20 months on, they still don't have the marriage

:13:48. > :13:53.certificate. Helping to try and sort things out has been Tina's

:13:53. > :13:57.aunt Rosemary. Has it been getting them down do you think? Yes. When

:13:57. > :14:04.you're not getting anywhere, I mean, we've tried so hard. You've been

:14:04. > :14:07.trying to help her, haven't you? Yes. What did you do? I've been

:14:07. > :14:12.into Thompsons I don't know how many times. I've sent e-mails as

:14:12. > :14:16.well in the last few weeks. I've spoken to Thompsons office. You get

:14:17. > :14:22.the same story, you know, we're trying, we're doing our best, but

:14:22. > :14:26.there's not a lot we can do. Tina and Adrian are getting increasingly

:14:26. > :14:30.worried by the delays. They are legally married, but for many

:14:30. > :14:35.things they need to prove it. So they need to get a copy of the

:14:35. > :14:40.certificate sent from the Caribbean, not as seizey as it sounds. In

:14:40. > :14:43.March the couple called in X-Ray. Thompson said they had a lawyer on

:14:43. > :14:49.the case and the certificate should be with them by the end of the

:14:49. > :14:55.month. At this point a member of the wedding support team told X-Ray

:14:55. > :14:58."We're thrilled we've managed to help Mr and Mrs Forward -- Ford

:14:58. > :15:02.speed up the process of getting their certificate. Happy days. How

:15:02. > :15:06.did you feel when they said finally it's on its way? I had the phone

:15:06. > :15:10.call and yeah, I was over the moon, really excited. It just felt like

:15:10. > :15:14.all of it, it would be an end of everything. We could go ahead now

:15:14. > :15:20.and change our names. The children were excited as well. It has

:15:20. > :15:24.affected them as well. # Stop, whoa yes, wait a minute Mr

:15:24. > :15:27.Postman... # Tina waited for the postman, but

:15:27. > :15:31.the certificate never came. assumed it would be a couple of

:15:31. > :15:37.days and it would be with us. A couple of days went by and it still

:15:37. > :15:41.wasn't, than a week and two. And you just feel deflated again.

:15:41. > :15:49.months after the wedding, the marriage certificate finally flew

:15:49. > :15:53.across the Atlantic from the doe minical republic, arriving --

:15:53. > :15:58.Dominican Republic, arriving safely at Thompson HQ. It was on the final

:15:58. > :16:04.leg to Cardiff that the certificate went AWOL. Tina and Adrian are back

:16:04. > :16:07.to square one. Tina, this is where you live. Where was your

:16:07. > :16:12.certificate delivered? Just down the road. No! Can you show me?

:16:12. > :16:21.sure. It turns out that the certificate had been posted to the

:16:21. > :16:26.wrong address. Just here it was delivered. In this block of flats.

:16:26. > :16:32.So literally. Just 30 seconds where were you live. Yeah. Until a few

:16:33. > :16:37.weeks ago these flats were boarded up. Nobody has seen the certificate.

:16:37. > :16:40.What's it going to be like as you come to celebrate your second

:16:41. > :16:45.anniversary? It's still the unknown, will we have our wedding

:16:45. > :16:50.certificate? Will we be Mr and Mrs Ford? We just don't know. It's

:16:50. > :16:57.taken this long, I'm just hoping it won't take another year to come.

:16:57. > :17:02.you think you will get it? I hope so. I hope so, because it feels

:17:02. > :17:07.otherwise as if all of it's, not been for nothing, but as if you

:17:14. > :17:17.and Adrian. Now Thompson have apologised and say they're doing

:17:28. > :17:32.that long. Now last week we were down south in Blaenau Gwent where

:17:32. > :17:37.the Council have handed out fines for littering at �75 each. Loads of

:18:19. > :18:22.opinions. Next, Lucy's on the case. Beryl likes a gnater with friends

:18:22. > :18:32.and family. But a freak storm last year cut her off. Her son Gavin was

:18:34. > :18:38.forced to get in touch. Hi Lucy. My mother's had a terrible problem

:18:49. > :18:52.Last summer the Gwent valleys hit the headlines when a mini tornado

:18:53. > :18:59.swept through its villages. As debris went flying something

:18:59. > :19:02.knocked out Beryl's phone line. A number of properties have been

:19:02. > :19:07.damaged following stormy weather. Roofs of several homes were exposed

:19:07. > :19:11.after tiles were ripped off in both Crumlin and nearby Newbridge.

:19:11. > :19:14.flats roof was blown off a building causing damage to neighbouring

:19:14. > :19:21.properties. It landed on the road. It shot up the road there like a

:19:21. > :19:26.train. Something out of a movie, unbelievable. Now in her 80s, the

:19:26. > :19:30.phone is a life line for Gavin's mum Beryl. But it's been nine

:19:30. > :19:33.months since the storm struck and she's been without a permanent land

:19:33. > :19:39.line since. Do you remember the day that the storm and the tornado hit

:19:39. > :19:48.here? Tell me what it was like. was terrific rain and blowing. I

:19:48. > :19:52.think the full force came up the streets. I didn't even realise my

:19:52. > :19:59.house had been damaged. How due feel then when you realised that

:19:59. > :20:06.you were cut off? Well, I thought it wouldn't be any time before they

:20:06. > :20:10.put it right. But, I truly thought wrong! It must have been a bit of a

:20:10. > :20:17.worry for you when the phone line was down. Were you concerned?

:20:17. > :20:20.was very difficult. We could only make contact by ringing a neighbour

:20:20. > :20:29.and my wife would pop in each day from school and see if everything

:20:29. > :20:36.was OK on the way home. I realise now how isolated I am. It's made me

:20:36. > :20:41.almost more nervous, because I always felt very safe in this house.

:20:41. > :20:45.Gavin bought Beryl a mobile phone. But it was difficult for her to use.

:20:45. > :20:50.Then BT set up a temporary line, but any hint of bad weather would

:20:50. > :20:55.leave it crackling terribly. So where is this telegraph pole that's

:20:55. > :21:00.been causing the problems. That one just there is causing the problems.

:21:00. > :21:04.The problem's been that they can't get permission to get onto Network

:21:04. > :21:08.Rail property because it's on their property. They say they can't get a

:21:08. > :21:12.reply from them to get permission for the line. That's why it's

:21:12. > :21:16.taking all this line. What do you think of the way BT have handled

:21:16. > :21:20.the situation. They say it will be repaired in four weeks. They come

:21:20. > :21:23.and go, another four weeks and we're given another date. Nothing

:21:23. > :21:28.happens then. It's been almost nine months. What would you like me to

:21:28. > :21:33.try and do? Make BT repair the line or give us a new line. I'm on the

:21:33. > :21:38.case. Well, this has been a tough one to

:21:38. > :21:41.solve. We wrote to BT and Network Rail, who said that health and

:21:41. > :21:46.safety rules mean that the telegraph pole couldn't be repaired

:21:46. > :21:51.without the railway line being closed. BT said they'd be asking

:21:51. > :21:56.for permission for months, but Network Rail claimed they'd heard

:21:56. > :22:00.nothing. After we got in contact, a date was set. But we piled on the

:22:00. > :22:03.pressure and BT sent another engineer round to Beryl's house and

:22:03. > :22:08.he simply fixed the phone line up to a neighbouring property, there

:22:08. > :22:12.and then. BT has apologised for the delay.

:22:12. > :22:18.They've also paid out for Beryl's mobile phone and credited her

:22:18. > :22:25.account with six months' line rental, that's �213.40 in total.

:23:43. > :23:47.and could cut your electricity bill by a third. With great energy deals

:23:47. > :23:52.on offer, houses like these ones are becoming a common site, but if

:23:52. > :23:57.you don't have thousands of pounds to buy the panels outright, you can

:23:57. > :24:03.rent your roof out instead. This way, a company will install the

:24:03. > :24:10.panels for free, they'll get paid for the energy and you'll get free

:24:10. > :24:13.electricity in the daytime. Sounds like a win/win situation. Right?

:24:14. > :24:19.Colette Chilcott from Bridgend was featured on X-Ray before when she

:24:19. > :24:23.had problems with a computer. Last year, Collet signed a lease with

:24:23. > :24:27.Homesun limited. Weeks later, 16 solar panels were installed on her

:24:27. > :24:32.roof. She was receiving free electricity during the day and was

:24:32. > :24:35.happy with the deal. But at the same time she signed the lease, her

:24:35. > :24:42.house was up for sale. So any buyers would have to take the lease

:24:42. > :24:49.on. Would they be as keen to rent their roof out? I luckily had a

:24:49. > :24:54.buyer last September. But we hit a few hitches, one being the solar

:24:54. > :25:00.panels. What was the upshot? took us three to four weeks to get

:25:00. > :25:05.the building regs certificate sorted. In the meantime by buyers'

:25:05. > :25:09.buyers couldn't wait any longer and pulled out. Did the first buyers'

:25:09. > :25:15.solicitors have concerns? They did. They asked questions about the

:25:15. > :25:20.solar panels, especially the lease. Collet locked herself into a 25-

:25:20. > :25:25.year lease with dozens of clauses. From now on she would need to ask

:25:25. > :25:29.to carry out repairs on her roof. She had to make sure the flow of

:25:29. > :25:37.sunlight to the panels wasn't obstructed. If she wanted to get

:25:37. > :25:41.out of the lease early she would have to buy the panels outright. In

:25:41. > :25:45.January, the house went back on the market at a reduced price. It

:25:45. > :25:49.wasn't long before it sparked the interest of another house hunter.

:25:49. > :25:53.Collet started to pack up her belongings ready for the move, but

:25:53. > :25:57.once again, the solar panels had her buyers cooling off. I think

:25:57. > :26:02.when her solicitor looked at the lease and everything, that's when

:26:02. > :26:06.things started to go wrong. Then we found out that her lender weren't

:26:06. > :26:12.happy with the lease. What did you have to do really to get her to

:26:12. > :26:16.buy? Basically, what we have to do is buy the solar panels. It's the

:26:16. > :26:21.only way that we can do it so that she can get rid of the lease.

:26:21. > :26:25.much is that costing? It's going to cost just under �20,000 to do that.

:26:25. > :26:31.Is that something that she's footing? No, we're sharing the cost.

:26:31. > :26:34.How do you feel about that idea? I'm absolutely gutted by it. I

:26:34. > :26:42.can't believe how little I'm getting for the house. When I first

:26:42. > :26:46.put it on the market in March 2010 it was �285,000, now I'm down to

:26:46. > :26:50.�173,000. But it's the only way I can move. Homesun say the buy-out

:26:50. > :26:54.clause in their lease is designed to stop any problems during a house

:26:54. > :26:59.sale and that 90% of mortgage lenders do accept their lease.

:26:59. > :27:02.Since getting the panels installed, the value of Collet's house has

:27:02. > :27:10.plummeted. Should home owners think twice before signing up to this

:27:10. > :27:15.type of solar scheme? Chartered sur Tony Filice says it's better to

:27:15. > :27:19.play it safe. I think every owner before they contemplate having

:27:20. > :27:23.solar panels should have their -- do their home work. On taib three
