:00:58. > :01:01.the bandwagon with the green deal. It is becoming a huge issue.
:01:02. > :01:06.How much food do you waste every week? This much? This much or even
:01:07. > :01:16.this much? We will be finding out what goes in your bin.
:01:17. > :01:21.Eye watering bills from NPower. NPower have done nothing about it,
:01:22. > :01:25.and it is beyond a joke really. It is a big business right now. The
:01:26. > :01:28.First Minister's trying to cash in on the Government's green deal. It
:01:29. > :01:35.has been raised at Parliament by the local MP here: He named and shamed
:01:36. > :01:39.one company in particular, Cardiff based Becoming Green. We mentioned
:01:40. > :01:43.them back in the summer, but it seems we only scratched the surface
:01:44. > :01:48.back then. This is the story of a businessman
:01:49. > :01:54.whose previous companies sent convicted prisoners into your homes
:01:55. > :02:02.unsupervised. And employed his drug dealing brother as a manager. And
:02:03. > :02:07.whose latest firm misled scores of X-ray viewers. This is the man in
:02:08. > :02:13.the spotlight. In a minute, I will be trying to get some answers. We
:02:14. > :02:21.first told you about his current business back in May. Becoming Green
:02:22. > :02:25.UK is the firm that charges ?299 to help customers join the Government's
:02:26. > :02:31.green deal even though you can get the ball rolling yourself for free.
:02:32. > :02:35.Lesley was one of the first batch of customers who got in touch with us
:02:36. > :02:40.to say she lost money. The money was safe. The cheque wouldn't be cashed
:02:41. > :02:45.for 14 days. An assessor would be out during that time or within a
:02:46. > :02:47.couple of days he said. He made it sound as though you couldn't lose
:02:48. > :02:52.basically. After that broadcast, we were
:02:53. > :02:58.inundated with scores of complaints from other Becoming Green customers.
:02:59. > :03:05.People like David and his family from Cardiff. It sounded a great
:03:06. > :03:11.deal. You pay up ?300 or ?299 and you had double glasz glazing done
:03:12. > :03:14.and loft insulation and boiler, whatever is necessary to be done.
:03:15. > :03:21.Were you told that you were taking a out a loan? No. Not at our time of
:03:22. > :03:25.life. You don't want to give over that sum of money, no.
:03:26. > :03:29.David was so convinced by the salesman's claims that he signed his
:03:30. > :03:36.daughter up. He paid ?598 and waited almost six months for an assessment.
:03:37. > :03:42.X-ray helped them get their money back. Had I known the full facts, I
:03:43. > :03:47.wouldn't have taken the deal out in the first place. The Green Deal is a
:03:48. > :03:51.legitimate scheme. Offering households a loan up to ?10,000 to
:03:52. > :03:56.pay for energy-saving improvements. The loan is paid back using the
:03:57. > :04:01.savings made on energy bill. Before that, you sign up with an assessor
:04:02. > :04:06.or provider, who you can find yourself for free. But you have been
:04:07. > :04:12.telling us Becoming Green UK limited don't make that clear. Their
:04:13. > :04:15.salespeople don't tell you about that loan. It is not just customers
:04:16. > :04:22.who have been getting in touch because as part of a response to our
:04:23. > :04:26.story, we have heard from people on the inside. I worked as a salesman
:04:27. > :04:35.for Becoming Green UK limited when they started doing the Green Deal.
:04:36. > :04:40.We had little training. We were never told that the Green Deal
:04:41. > :04:44.involved taking a out a loan. The telesales people told people it was
:04:45. > :04:51.a grant. The company was set-up in January
:04:52. > :04:57.this year, but look further into the owner's past and you will find a
:04:58. > :05:02.list of failed firms. Knowing that people are getting sort
:05:03. > :05:07.of, you know, ripped off and the like and vulnerable people, it is
:05:08. > :05:18.not fair. It is not fair. Sue worked for a short time in the HR
:05:19. > :05:24.department of the owner's previous company. Similar names and it seems
:05:25. > :05:28.the old company had the same way of doing business. The focus really was
:05:29. > :05:33.just making money. It was about getting people, calling people,
:05:34. > :05:37.cold-calling and just target and the company making money. I don't think
:05:38. > :05:43.it had anything to do with customer satisfaction, it was about money.
:05:44. > :05:48.Same old story then, but we have heard shocking revelations we
:05:49. > :05:58.weren't expecting. Because it turns out the owner was hiring staff from
:05:59. > :06:02.a surprising source - the prison. Work experience schemes like this
:06:03. > :06:06.are designed to rehabilitate prisoners. The Ministry of Justice
:06:07. > :06:11.told us the prisoners were always supposed to be supervised with spot
:06:12. > :06:16.checks to make sure. But the owner said the scheme allowed Becoming
:06:17. > :06:21.Green Limited to send a small number of inmates out unsupervised to
:06:22. > :06:24.people's homes. The company didn't really know who was where and what
:06:25. > :06:28.people we did have in the business. Nobody knew what was going on. I was
:06:29. > :06:32.aware that prisoners were going out. They were being called surveyors, so
:06:33. > :06:36.they were going out and surveying people's properties. If it was me, I
:06:37. > :06:41.don't think I would like the thought of somebody who I know has been a
:06:42. > :06:44.serving prisoner or is a serving prisoner coming into my home when
:06:45. > :06:47.you don't know what they have done. It is just wrong.
:06:48. > :06:53.It turns out prisoners weren't just sent alone to people's homes to work
:06:54. > :07:01.as surveyors, at least one was given a management job. I was interviewed
:07:02. > :07:08.by the job who I later found out was the owner of Becoming Green and he
:07:09. > :07:14.was a HMP prisonerment He was actually serving an eight
:07:15. > :07:18.year prison sentence for his part in leading a heroin dealing gang, but
:07:19. > :07:23.that the didn't stop the owner employing his brother as Becoming
:07:24. > :07:28.green's Limited commercial and trade manager. Something he says was to
:07:29. > :07:32.rehabilitate him. His current firm, doesn't use prisoners, but that
:07:33. > :07:36.leaves questions for the owner and the businesses. It does make you
:07:37. > :07:40.feel well who is benefiting out of this? It is obviously the person
:07:41. > :07:47.that owns it. Well, the owner has agreed to talk
:07:48. > :07:51.to us. Why did you allow your staff to mislead customers? We never
:07:52. > :07:56.allowed our staff to mislead customers at any point. We had
:07:57. > :08:02.always been, you know, if anybody has known us, we have been
:08:03. > :08:05.compliant, we always had 99.9% customer satisfaction.
:08:06. > :08:10.Your customers didn't realise they were entering into a loan and under
:08:11. > :08:16.the Becoming Green Deal, they could be taking a out a loan of up to
:08:17. > :08:21.?10,000 under the Government's Green Deal. All the presentations that we
:08:22. > :08:24.have had given to our sales guys states that and there is interest
:08:25. > :08:27.going to be charged. We have had people getting in touch
:08:28. > :08:32.who haven't had any of the updates to their house that your company has
:08:33. > :08:35.promised to deliver and they have not had their money back when they
:08:36. > :08:43.have asked. Why haven't they had the money back? There has been 71,000
:08:44. > :08:49.customers in the UK. Only 12 customers have had the insulations.
:08:50. > :08:54.It has been a frustration for ourselves to not have the
:08:55. > :08:58.installations done. Why have you carried on taking a
:08:59. > :09:02.money from customers when you know that you are going to be unable to
:09:03. > :09:06.deliver? Well, no. We did not know. When the Green Deal was set out,
:09:07. > :09:10.nobody knew the installation was going to take eight months and nine
:09:11. > :09:16.months. Nobody knew these things and as soon as we found out which was at
:09:17. > :09:22.the May and beginning of June, we stopped taking a customers on. We
:09:23. > :09:28.are services r servicing the existing customers.
:09:29. > :09:32.Why was your company accepting unsupervised prisoners to people's
:09:33. > :09:36.homes? All prisoners have been given the relevant training. And have, you
:09:37. > :09:44.know, been supervised and shadowed with a civil to work in a customer's
:09:45. > :09:47.house. As soon as they have passed those conditions, they are allowed
:09:48. > :09:51.to work unsupervised and that was something they we had been given
:09:52. > :09:55.permission to do. Your company is the facilitator and
:09:56. > :10:00.if you have not been able to deliver, why can't people have their
:10:01. > :10:05.money back? Well, we are delivering on our promises. Even though it has
:10:06. > :10:09.been delayed and because the delays of industry, within the next four
:10:10. > :10:12.weeks I would say all customers would have their Green Deal
:10:13. > :10:18.assessments. Thank you. Well, later, we will be

:10:23. > :10:26.delivering the Government's green deal need tightening.

:11:25. > :11:28.wasting? A lot of fruit. Packet ham. People buy one get one free and they
:11:29. > :11:33.don't really need it. It is a gimmick. Just to buy it and when
:11:34. > :11:38.they have got it, they waste it. I would say more of the middle one.
:11:39. > :11:42.What sort of things do you waste? Bread and fruit. You tend to buy it,
:11:43. > :11:47.but I find when we are buying it, it is not as fresh as you think it is.
:11:48. > :11:53.Have you tried to make it work and buy less? Yes, we are doing that,
:11:54. > :12:03.but you are shopping every day. Do you fancy a banana? Yes. Thank you

:12:28. > :12:31.and create a shepherd?s pie or something. Is it that we have
:12:32. > :12:36.forgotten how to do these things? It is not that we have forgotten to use
:12:37. > :12:38.things up and make other things, it is that people aren't doing it
:12:39. > :12:42.because they don't have to because there is so much more convenience
:12:43. > :12:48.food there for people. Everyone is short of time. So instead of having
:12:49. > :12:53.to use something up and make something, we will waste it and buy
:12:54. > :12:57.something. With imagination, there are things that we can do? Ya. You
:12:58. > :13:02.don't have to be a trained chef to use stuff up. To make a simple soup
:13:03. > :13:06.is an easy procedure. Again, it is having the time and being bothered
:13:07. > :13:11.to do it. It involves are boiling water and vegetables and a food
:13:12. > :13:18.processor. It is as simple as that, a bit of seasoning and bread and you
:13:19. > :13:23.have got a descent meal. What about buy one get one free? For me, I
:13:24. > :13:27.would rather buy one now and have the best price made available to me
:13:28. > :13:31.by the person selling it by the supermarket or the shop selling it
:13:32. > :13:36.so I know I'm get a quality product at the best price.

:14:08. > :14:13.whopping 300%! When it comes to standing up for her rights, Sian
:14:14. > :14:21.Morgan likes to think she is canny. I expect the company to provide
:14:22. > :14:27.adequate customer services and look after their clients and customers.
:14:28. > :14:33.But that determination has been put to the test by one of Britain's
:14:34. > :14:38.biggest energy companies. Sian has been a customer of NPower for four
:14:39. > :14:45.years and buys her gas and electricity through the firm. Her
:14:46. > :14:50.monthly direct debit come to over ?170. But in July, Sian noticed a
:14:51. > :14:59.huge difference in the payments NPower were taking a from her bank.
:15:00. > :15:05.They shot up to over ?670. I realised this is an awful, awfully
:15:06. > :15:09.huge amount to be paying every month especially when I have been paying
:15:10. > :15:14.it during the summer months as well. When Sian checked, she found NPower
:15:15. > :15:20.had been taking a that amount since April. Stacking up over ?2,000 of
:15:21. > :15:24.her money and she wanted answers. The explanation was that the company
:15:25. > :15:30.had changed the way that they were reading meters so I said, "Well, you
:15:31. > :15:35.have got over ?2,000 of my money, I would like you to sort of work out
:15:36. > :15:43.how much I actually owe and then reimburse me the remaining amount."
:15:44. > :15:47.Refusing to take their excuses at face value, Sian complained to
:15:48. > :15:52.NPower, but their slow response would soon have her reaching boiling
:15:53. > :15:56.point. I contacted them on several occasions and each time they said,
:15:57. > :16:02."We are looking into it. We are dealing with it." They would come
:16:03. > :16:07.back to me within 28 days. But ten weeks later, Sian was still waiting
:16:08. > :16:16.and by this time the firm had taken more than ?3500. Every time I ring
:16:17. > :16:19.them, they say yes, we are sorting this out, but it seems to me how
:16:20. > :16:22.long is this going to take to sort out because I have been talking to
:16:23. > :16:28.them now for over three months and nothing is done about it. It doesn't
:16:29. > :16:33.add up because it is a ridiculous amount of credit? It is tedious and
:16:34. > :16:39.NPower have done nothing about it and it is beyond a joke really.
:16:40. > :16:43.It seems that Sian isn't alone. NPower may have millions of
:16:44. > :16:48.customers, but when it comes to customer satisfaction they have the
:16:49. > :16:57.lowest ratings. Been voted Britain's worst energy supplier for the second
:16:58. > :17:03.year in a row. Richard Murphy from Cardiff and Vale Citizens Advice
:17:04. > :17:07.Bureau spends his day helping people fight their corner against the
:17:08. > :17:11.energy giants. They come to us if they feel they aren't getting
:17:12. > :17:15.anywhere. A miscalculation in the number of kilowatts used. It maybe
:17:16. > :17:20.that the reading has been taken from a wrong meter or from an incorrect
:17:21. > :17:24.property or it has been miscalculated. Sian got to the point
:17:25. > :17:27.where she was banging her head against a brick wall. What can you
:17:28. > :17:33.do when you get to that point? You have to pursue it and pursue it and
:17:34. > :17:37.be persistent and after a he certain time limit, you can take your
:17:38. > :17:40.complaint to the energy ombudsman. We have had some positive responses
:17:41. > :17:44.and results using the energy ombudsman.
:17:45. > :17:51.As Sian found out, standing up to the big boys is not always easy. You
:17:52. > :17:57.never speak to the same person so you have to start again from scratch
:17:58. > :18:01.explaining t situation and they will said, "You need to speak to someone
:18:02. > :18:05.in customer relations." It is always passing the buck and it is
:18:06. > :18:09.frustrating that I've always have to be the person who is making the
:18:10. > :18:14.contact. You are swimming against the tide.
:18:15. > :18:20.What is even worse for Sian, this sorry saga could have been so easily
:18:21. > :18:26.avoided. Because NPower have held up their hands to their mistake and
:18:27. > :18:31.guess what? It is down to a so-called system error. To you and
:18:32. > :18:36.me, that's one of their staff typing the wrong number into a computer
:18:37. > :18:43.somewhere. Here is a typo error really. I mean, it makes me lose
:18:44. > :18:50.faith really. Well, I shall be changing this is ridiculous.
:18:51. > :18:55.I the can't believe that. Not what you would expect from a big company
:18:56. > :19:01.like NPower. But they have now said they are refunding Sian nearly ?35
:19:02. > :19:07.UN and -- ?3500 and they are giving her ?100 as a goodwill gesture. One
:19:08. > :19:13.thing Sian was worried about was her credit rating, but what gives you a
:19:14. > :19:17.good or bad rating? I have been finding out. Chances are if you have
:19:18. > :19:23.applied for a loan, awe new credit card or even a mobile phone
:19:24. > :19:28.contract, you have probably heard those dreaded words. I will just do
:19:29. > :19:32.a credit check. You can get a bad credit rating at the slightest thing
:19:33. > :19:35.today. It does worry me that somebody else can go and check what
:19:36. > :19:40.you have been spending your money on.

:21:11. > :21:15.everything that I have had over the past six years. So how does that
:21:16. > :21:19.data help lepders to make a decision? Well, it can come down to
:21:20. > :21:23.a single number. Lenders will ask to look at your credit rating report
:21:24. > :21:29.and use it to determine their own credit score for you. This score is
:21:30. > :21:32.a points system based on how well you are coping financially, how
:21:33. > :21:38.stable your life appears to be and any history you may have with a
:21:39. > :21:42.lender. Pay off a loan and your score gets better. Have too much
:21:43. > :21:46.debt on too many credit cards and it will get worse. And every time you
:21:47. > :21:49.take out a form of credit, your score will dip. Your risk is
:21:50. > :21:55.increased because you have got more financial pressure on you. So here

:26:13. > :26:16.March. Did you hear anything after that? They came and did the
:26:17. > :26:19.assessment in June after a long time of ringing to ask when they were
:26:20. > :26:22.coming, but we have not heard anything since the end of July and
:26:23. > :26:27.we have called about six or seven times. No one is answering and it is
:26:28. > :26:32.going to voicemail. Or answering machine. No one has rung back.
:26:33. > :26:37.We will be passing on their complaints to Becoming Green UK
:26:38. > :26:41.Limited. Now let's talk to the local MP who has been campaigning on this.
:26:42. > :26:44.How much anger is there over this here? How much of a problem is it?
:26:45. > :26:48.What are people telling you? The anger is growing. I discovered at
:26:49. > :26:51.the when people came to this room to talk to me about the issue which you
:26:52. > :26:55.are dealing with and other people came and I thought something is
:26:56. > :27:01.happening seriously here and having talked to my Welsh colleagues in the
:27:02. > :27:05.House of Commons, I discovered the issue of so-called green companies
:27:06. > :27:09.jumping on the bandwagon of the Green Deal is becoming a huge issue
:27:10. > :27:14.in terms of vulnerability of the people they are dealing with, older
:27:15. > :27:18.people in particular. In this small borough alone, there have been 62
:27:19. > :27:24.complaints about this sort of company. 44 of them dealing with one
:27:25. > :27:27.company, Becoming Green. What do you think needs to be done
:27:28. > :27:32.to stop the companies ripping people off? Well, the first thing is to do
:27:33. > :27:36.what you are doing and that is to publicise it so that more and more
:27:37. > :27:40.older people in Wales are aware that there are companies out there with
