:01:01. > :01:06.but Daniel says his experience has been shocking.

:01:07. > :01:09.When I had it serviced there was a live wire touching my metal frame.

:01:10. > :01:13.And the Swansea shop owner jailed for selling not so legal highs.

:01:14. > :01:15.He was told how people ended up in hospital.

:01:16. > :01:24.First tonight, Rachel's been investigating a music teacher

:01:25. > :01:35.from right here in Swansea who's conned dozens of young students.

:01:36. > :01:37.When your child learns a musical instrument like the piano,

:01:38. > :01:40.you hope they're being taught by someone that they can look up to

:01:41. > :01:48.And if that teacher decides to test their skills through examinations it

:01:49. > :01:53.can be a proud moment for children and their parents.

:01:54. > :01:59.But what if you discovered that your kids had failed to make

:02:00. > :02:05.the grade because their tests had turned out to be fake?

:02:06. > :02:14.That's what's happened to pupils of a Swansea music teacher, Nadine May.

:02:15. > :02:16.Back in 2011, she started teaching Keith Hopcyn's son Marcus.

:02:17. > :02:19.And at first she seemed to hit the right note with the family.

:02:20. > :02:23.And I thought she was a very competent teacher.

:02:24. > :02:30.And he liked his teacher and everything went well.

:02:31. > :02:32.In March last year, Keith paid Nadine May ?50 to enter

:02:33. > :02:39.Prior to his Grade 2 examination, she told us that Marcus was very

:02:40. > :02:41.nervous but it wasn't a problem, she would make a recording

:02:42. > :02:52.of his performance and send it on to the examination board.

:02:53. > :02:56.We heard a week later that he'd passed and we were very pleased.

:02:57. > :03:00.But Marcus's certificate never arrived.

:03:01. > :03:06.My wife continually asked Mrs May for the certificate and there were

:03:07. > :03:14.Despite the missing certificate, a year later, Nadine encouraged

:03:15. > :03:22.Once again she recorded his performance and said she'd send

:03:23. > :03:26.But when the certificate didn't arrive again,

:03:27. > :03:33.Keith's wife called the exam board to find out what was going on.

:03:34. > :03:35.The examination board informed her there had been no examinations,

:03:36. > :03:45.Keith had handed over ?100 for the fake tests and felt Nadine

:03:46. > :03:53.And the news had a devastating effect on his son Marcus.

:03:54. > :03:59.We realised we had to tell him he had neither had Grade 2 or Grade 3.

:04:00. > :04:12.We've spoken to another of Nadine's pupils who - like Marcus -

:04:13. > :04:14.thought she'd passed an exam with the Associated Board

:04:15. > :04:19.But they told us their exams would always be carried

:04:20. > :04:27.out by an official examiner and they do not accept recordings.

:04:28. > :04:31.And the scale of Nadine's deception goes back further still.

:04:32. > :04:33.In 2010, this music school was rocked by

:04:34. > :04:39.a scandal, when more than 40 pupils paid examination fees to Nadine May

:04:40. > :04:47.Beverley Morgan is head of the Brynhyfryd Music Studios in Swansea,

:04:48. > :04:56.And when Beverley fell ill, Nadine stepped in.

:04:57. > :04:58.She was excellent when I was taken ill.

:04:59. > :05:01.She actually sort of helped to run the business.

:05:02. > :05:03.I trusted her implicitly, yes, she was a cousin,

:05:04. > :05:09.a distant cousin and I never had any reason to distrust her.

:05:10. > :05:15.Pupils handed over up to ?75 each to Nadine, who said she'd be entering

:05:16. > :05:23.them for examinations with the London College of Music.

:05:24. > :05:26.But when the big day arrived, Nadine called the students to say

:05:27. > :05:34.The reason - the examiner had fallen off the train.

:05:35. > :05:36.I believed her because she gave me the name

:05:37. > :05:40.of the actual examiner who had fallen off a train in Cardiff, so I

:05:41. > :05:48.Nadine phoned the parents to say the examination was postponed.

:05:49. > :05:52.But on the second exam date, disaster struck again.

:05:53. > :05:55.This time, Nadine claimed the examiner had broken down

:05:56. > :06:05.These examiners seem incredibly unlucky.

:06:06. > :06:10.The second time it was cancelled, I was really suspicious,

:06:11. > :06:12.apart from the story that the examiner supposedly has broken down

:06:13. > :06:18.on the motorway, usually examiners will travel down the night before.

:06:19. > :06:23.Parent Beverley Whitehead had taken her 13-year-old daughter out

:06:24. > :06:29.We were there for hours and hours just waiting

:06:30. > :06:39.She was walking around like she was on the phone all the time and just

:06:40. > :06:42.telling us, "Oh, he's on his way, he's wating for a tow truck.

:06:43. > :06:48.In the end, she called the London College of Music for an explanation.

:06:49. > :06:50.They didn't have any idea what we were talking about.

:06:51. > :06:55.They said that no exam had been booked.

:06:56. > :07:03.The parents confronted Nadine about the bogus exam bookings, and even

:07:04. > :07:11.She said the London College of Music were telling lies,

:07:12. > :07:18.or one of their cleaners had stolen the money that she'd sent to them.

:07:19. > :07:20.And she really expected you to believe that?

:07:21. > :07:25.Yes, she really expected everybody to believe that.

:07:26. > :07:27.After the school reported the incident to the police,

:07:28. > :07:33.The London College of Music was furious and offered free exams

:07:34. > :07:40.For the head of Brynhyfryd Teaching Studios Beverley

:07:41. > :07:46.Morgan, re-building the reputation of her music school has been tough.

:07:47. > :07:48.It was very stressful, and extremely stressful for those

:07:49. > :07:57.She is wrecking people's lives, and she must be stopped.

:07:58. > :08:00.Sounds like Nadine May is a bit of a player!

:08:01. > :08:02.All she's said in response to the allegations we've

:08:03. > :08:07.She's got some very difficult questions to answer.

:08:08. > :08:12.I think it's time we paid Nadine May a visit.

:08:13. > :08:21.We've spotted Nadine in her car but she's not in a talkative mood.

:08:22. > :08:28.An hour later she returned to the house, but when she saw us,

:08:29. > :08:34.Nadine May, why do you let so many children down?

:08:35. > :08:38.Why have you taken money for exams that you then didn't arrange?

:08:39. > :08:45.These children placed their trust in you.

:08:46. > :08:52.Don't you think they deserve an explanation?

:08:53. > :08:55.So, Nadine May clearly doesn't want to face the music,

:08:56. > :08:58.but unlike her students she will be getting a certificate.

:08:59. > :09:09.Because she is outstanding at arranging fake exams.

:09:39. > :09:46.These products are not legal, are not safe and the effects that

:09:47. > :09:49.these products can have on them and on their families is

:09:50. > :09:57.Next, I've been to Caerphilly, where the owner of a brand new scooter

:09:58. > :10:13.There are more than a million of them on the road.

:10:14. > :10:15.And there are plenty of companies out there looking to

:10:16. > :10:24.Bikes like this may seem like the perfect - and relatively

:10:25. > :10:37.But we've been looking into scooter company where what you see...

:10:38. > :10:41.Direct Bikes Limited is an online scooter and motorbike company based

:10:42. > :10:44.in London, and it claims to be the UK's number one scooter brand.

:10:45. > :10:47.It boasts a string of celebrity customers including

:10:48. > :10:55.Direct Bikes doesn't have glossy showrooms like this -

:10:56. > :10:59.and it says that's the reason it can keep its prices low.

:11:00. > :11:04.So, it's easy to see why wannabe bikers would be tempted.

:11:05. > :11:07.It certainly appealed to Daniel Austin from Caerphilly.

:11:08. > :11:13.He found a scooter on the Direct Bikes website for just under ?900.

:11:14. > :11:17.So, Daniel, what made you decide that you wanted to get a scooter?

:11:18. > :11:22.It would be easier for me because I could use it for work.

:11:23. > :11:25.And how did you come across Direct Bikes?

:11:26. > :11:32.It was pretty cheap to buy the bike off it.

:11:33. > :11:37.So, one bike I liked, I fancied, which I bought off them.

:11:38. > :11:51.You must have been really chuffed were you when it first arrived?

:11:52. > :11:59.Daniel was reassured by the fact that

:12:00. > :12:02.the scooter came with a 12 month warranty - but safe to say he wasn't

:12:03. > :12:15.quite geared up for all the terms and conditions that came with it.

:12:16. > :12:17.The Buyer acknowledges that all nuts and bolts need to be

:12:18. > :12:23.Goods need to be regularly serviced at three months, six months,

:12:24. > :12:25.12 months and every six months subsequently.

:12:26. > :12:27.But Daniel couldn't get on the road straight away.

:12:28. > :12:30.After waiting almost two months for the DVLA to register his bike,

:12:31. > :12:33.he took it for a spin, and that's when things started to go wrong.

:12:34. > :12:36.Daniel, just talk me through some of the problems you've been having

:12:37. > :12:41.Driving to work, my back box snapped off.

:12:42. > :12:44.And my petrol gauge then, which it don't work tidy,

:12:45. > :12:48.I have to use a dipstick into the petrol tank to have

:12:49. > :12:53.Every time you fill up, you've got to use a dipstick?

:12:54. > :12:57.Daniel's bike was still under warranty, so he felt sure

:12:58. > :13:07.I tried to get hold of them on the phone and couldn't get anywhere.

:13:08. > :13:10.They told me to e-mail them, so I e-mailed them and they e-mailed me

:13:11. > :13:18.Direct Bikes told Daniel that they couldn't repair his bike

:13:19. > :13:20.because he had damaged it - something he denies.

:13:21. > :13:23.But on closer inspection of the warranty, it appeared many of

:13:24. > :13:30.Parts that require maintenance are excluded from the warranty.

:13:31. > :13:33.These parts include brakes, cables, kick starts, fairings, stands,

:13:34. > :13:40.exhaust, mirrors, drive belts, bulbs, wheels, top boxes and tyres.

:13:41. > :13:43.But it was when Daniel took his bike for its first service that

:13:44. > :13:49.When I had it serviced, the mechanic come to me and said that it was a

:13:50. > :13:59.We asked independent vehicle inspector, Gareth Rees, what he made

:14:00. > :14:05.of that - and the other problems Daniel's had with his bike.

:14:06. > :14:08.That's potentially a fire hazard, and again,

:14:09. > :14:14.the back box that's become loose, it could have caused an accident.

:14:15. > :14:16.And what about the terms and conditions that are attached to

:14:17. > :14:21.I mean, there isn't actually much that is covered, is there?

:14:22. > :14:25.I mean, at the end of the day, Daniel's entitled to the bike being

:14:26. > :14:27.in satisfactory quality, fit for the purpose and safe.

:14:28. > :14:33.And as far as I can see, the bike doesn't meet any of those.

:14:34. > :14:36.Direct Bikes claimed Daniel had breached the terms

:14:37. > :14:40.of his warranty by not having it serviced twice within six months.

:14:41. > :14:47.Daniel's bought a new bike he'd expect good service from it and the

:14:48. > :14:50.catalogue of defects that Daniel's experienced on this you just

:14:51. > :14:56.Daniel certainly hasn't been impressed with

:14:57. > :15:00.his scooter or with the service he's received from Direct Bikes.

:15:01. > :15:03.So we checked out what other people are saying about them

:15:04. > :15:10.and it seems there's a long line of unhappy customers.

:15:11. > :15:14.On the Direct Bikes Twitter page, it appears more than three quarters

:15:15. > :15:20.of tweets sent to the company this year are customer

:15:21. > :15:25.complaints. I wonder if Katie Price had this much trouble with hers?

:15:26. > :15:27.Daniel has now paid for some of the defects to be fixed

:15:28. > :15:36.I feel annoyed about it because I nearly spent nearly ?900 on a bike

:15:37. > :15:45.Well, Direct Bikes are adamant that they haven't done anything wrong

:15:46. > :15:49.and insist that any damage to Daniel's scooter has been caused

:15:50. > :15:54.by him, including the loose wire and the broken back box.

:15:55. > :15:57.They say he didn't follow the user manual correctly

:15:58. > :16:01.and failed to service his bike every three months, as required

:16:02. > :16:07.When Daniel complained, Direct Bikes say he didn't provide

:16:08. > :16:12.them with the information they asked for, which Daniel denies.

:16:13. > :16:15.They also say their expert has examined photos

:16:16. > :16:20.of the bike and disagrees with all of Gareth Rees's comments.

:16:21. > :16:24.So they won't be paying out towards his repairs.

:16:25. > :16:27.Now, are you a fan of preparing meals from scratch?

:16:28. > :16:32.Or do you prefer to take a few shortcuts?

:16:33. > :16:38.Rhod's been counting the cost of convenience in Rhos on Sea.

:17:09. > :17:17.But the mark up can be huge, especially on fruit and veg.

:17:22. > :17:24.OK, I'd have to chop it up myself but I'd get five times more

:17:25. > :17:32.These sporty students at Coleg Llandrillo in Rhos-on-Sea have

:17:33. > :17:37.They want to chow down quickly and cheaply!

:17:38. > :17:43.Meet rugby Players George, Josh and Jacob, and netballers Amy,

:17:44. > :17:51.So we're pitting the teams against each other, in a challenge

:17:52. > :17:56.to compare the cost of convenience foods against the time they save us.

:17:57. > :17:58.Right, is everybody ready for a little bit of cooking now?

:17:59. > :18:03.Now they say breakfast is the most important meal of the day and

:18:04. > :18:08.Now girls you can be Team Time Savers,

:18:09. > :18:13.that means you're in charge of pre-portioned convenience products.

:18:14. > :18:16.And boys, you are Team Money Savers - you'll

:18:17. > :18:21.be using the same basic ingredients but you'll have to do it yourself.

:18:22. > :18:27.The girls are using pre-portioned sachets, which cost 18p each.

:18:28. > :18:30.And the boys are using the same amount of loose oats,

:18:31. > :18:42.I found it quite difficult to get the right measurements.

:18:43. > :18:49.But the boys are having serious problems.

:18:50. > :19:05.Ok, team money savers, you'll be making scrambled eggs the

:19:06. > :19:13.And team time savers, you'll be making them the modern way.

:19:14. > :19:19.But it should be eggs-tremely exciting and also very tasty!

:21:58. > :22:01.join earlier this month, he found the supporters club has now closed

:22:02. > :22:07.Now he is not happy - and is pinning his hope on getting

:22:08. > :22:12.And it seems that this is only happening in Wales -

:22:13. > :22:16.in England fans can still join their supporters clubs.

:22:17. > :22:20.Now the Football Association of Wales told us they have more

:22:21. > :22:24.than 14,000 loyal members and want to give them priority

:22:40. > :23:03.With the brightly coloured packaging, they may look harmless

:23:04. > :23:12.but they are anything but. Just like buying sweets. Simple as that. The

:23:13. > :23:18.law around legal highs is convex. As soon as one substance is tested and

:23:19. > :23:21.band, another takes its place. New laws could soon ban the sale

:23:22. > :23:30.completed. But in Swansea, the authorities are not prepared to

:23:31. > :23:35.wait. Our investigation is ground-breaking. It is the first

:23:36. > :23:40.scale investigation to legal highs saying that that product is

:23:41. > :23:45.dangerous. It is already illegal to sell to under 18 's so when a

:23:46. > :23:50.16-year-old boy from Swansea ended up in a, after taking a eco-called

:23:51. > :23:58.Exodus, a major investigation was launched. The police traced the sail

:23:59. > :24:01.back to this shop. They were already aware of problems with anti-social

:24:02. > :24:10.behaviour outside the premises as well as reports of people buying

:24:11. > :24:14.these legal highs. This Swansea trading standards officer helped

:24:15. > :24:17.lead the investigation. We had family members complaining about

:24:18. > :24:22.their relatives taking it, we have had complaints from the local school

:24:23. > :24:27.of it a chilly getting into the school and the school having to take

:24:28. > :24:32.it off children. Trading Standards and police carried out a series of

:24:33. > :24:39.raids at premises and by this mild. He went to extraordinary lengths to

:24:40. > :24:43.keep his stock out of view. This is the inside of the shop behind the

:24:44. > :24:47.counter you can see there is a hole in the counter which the panel

:24:48. > :24:51.clipped off and there was stuff hidden in there. When we were at the

:24:52. > :24:55.house, we were finding large quantities of money hidden in the

:24:56. > :24:59.beanbags. We also have city cheer of the car and when he opened the boat,

:25:00. > :25:06.you can see all these boxes, all containing packs of legal highs. It

:25:07. > :25:09.looks packed, isn't it? All this was found on a street around the corner.

:25:10. > :25:12.There is no doubt he knew we would be going back there. It is trying to

:25:13. > :25:20.prevent it from finding out where they are. Drink the last race, 1,500

:25:21. > :25:22.packets of these products received by Trading Standards. When they were

:25:23. > :25:29.tested, some of the contents were anything but a call. Investigators

:25:30. > :25:36.were shocked to discover hundreds of packets contained illegal class B

:25:37. > :25:40.drugs. Consumers just do not have a clue and I cannot stress enough that

:25:41. > :25:42.they do not know what is in the product even if they read the

:25:43. > :25:47.ingredients based on the back, they don't know what is in there. It was

:25:48. > :25:50.the evidence police and Reading standards needed to prosecute the

:25:51. > :25:56.mild for drug and product safety offences. Problems with legal highs

:25:57. > :26:04.are happening all over the country. In March, this 14-year-old took a

:26:05. > :26:08.legal high but from a shop in Neath. Within ten seconds I collapsed and

:26:09. > :26:12.it is the floor and started fitting. As soon as I am healed it, it went

:26:13. > :26:17.through my cheeks, to my ears, to the top of my head and then it shot

:26:18. > :26:22.down my body to my tools. He suffered a seizure and fell

:26:23. > :26:25.unconscious. He made a full recovery but 68 deaths have been linked to

:26:26. > :26:29.legal highs and many more people have been hospitalised. Drugs

:26:30. > :26:36.charities are concerned by what they feel is a worrying loophole. At

:26:37. > :26:41.present the substances are sold not for human consumption so therefore

:26:42. > :26:44.it bypasses the medicines act and just to aid it to get around the

:26:45. > :26:52.law, that are labelled as a plant food, research chemicals, the list

:26:53. > :26:56.goes on. Until the law is changed, legal highs will continue to be

:26:57. > :27:02.sold. But one shop owners this regard for customer safety has

:27:03. > :27:06.finally caught up with him. He was told how people ended up in

:27:07. > :27:09.hospital. He continued to sell the product. I think it was greed and he

:27:10. > :27:16.didn't really care what the result of selling these products where. He

:27:17. > :27:20.was charged with ten drug offences and 49 consumer offences including

:27:21. > :27:23.selling unsafe products. He pleaded guilty to all charges and on Friday

:27:24. > :27:34.he was sentenced to 3.5 years in jail. One of his Swansea stores has

:27:35. > :27:37.closed down now and the other no longer sells eco-. The authorities

:27:38. > :27:38.hope it will send out a warning to others involved in this dangerous

:27:39. > :27:42.trade. here in Swansea. And that's all
