:01:15. > :01:17.Tonight, we're in Bridgend - and this new housing estate
:01:18. > :01:21.in Brynmenyn on the outskirts of town may seem like a perfect
:01:22. > :01:25.place for families and young couples to set up home, but one local
:01:26. > :01:35.businessman just saw it as an opportunity to rip people off.
:01:36. > :01:38.Finding a new place to live can be an exciting time -
:01:39. > :01:47.Back in June, Liam Swain and Chloe Stone from Bridgend
:01:48. > :01:51.decided to take the plunge and move in together.
:01:52. > :01:56.We decided to move in because it was our own place, own freedom.
:01:57. > :01:59.At the time I was at my mum's house in a one-bedroom flat.
:02:00. > :02:08.So when they spotted an advert for a property they liked
:02:09. > :02:11.on the Gumtree website, Liam phoned the landlord -
:02:12. > :02:18.He sent me photos over, it did look really nice
:02:19. > :02:20.and yeah, we said we'll meet at the property,
:02:21. > :02:24.have a look round, obviously excited.
:02:25. > :02:30.The flat they came to see was on a prestigious Redrow development
:02:31. > :02:36.The property seemed to be just what they were looking for.
:02:37. > :02:46.And the landlord only too keen to show them around.
:02:47. > :02:50.Shook Liam's hand, came in and gave us a hug.
:02:51. > :03:02.It was really modern - open plan, massive bedroom for us both.
:03:03. > :03:05.We requested we pay first month's rent and the bond for the property.
:03:06. > :03:12.So we obviously gave it to him in cash.
:03:13. > :03:19.He gave us the keys and said that was ours, you know.
:03:20. > :03:21.But the next day, as they started to move in, they made
:03:22. > :03:29.It was a letter addressed to a Mr D Sparey -
:03:30. > :03:32.demanding payment of rent arrears to the housing association
:03:33. > :03:37.So if they were the landlords, who had Chloe and Liam
:03:38. > :03:43.So I rung him, and he was like, Hello, Dale
:03:44. > :03:46.speaking." I was like, Dale?
:03:47. > :03:52.'Shane' was actually this man - a local businessman called
:03:53. > :03:56.Dale Sparey, who was the tenant of the flat.
:03:57. > :04:02.What did you think when you found out he'd used a different name?
:04:03. > :04:13.Liam said, I want our money back now straight away.
:04:14. > :04:16.You haven't been gone long, come back and give our money back,
:04:17. > :04:20.When the couple threatened to call the police, Dale gave them
:04:21. > :04:24.But they've still been chasing him for the rest.
:04:25. > :04:29.In total he's given us ?350 - not quite ?900.
:04:30. > :04:35.We spoke to the real landlord - Valleys to Coast
:04:36. > :04:41.They confirmed that Dale Sparey 'illegally' sublet the flat
:04:42. > :04:46.and when they found out they took action to evict him.
:04:47. > :04:52.But the slippery Mr Sparey isn't just a lying, fake landlord.
:04:53. > :04:55.In the last four years, he's been behind five failed
:04:56. > :05:03.Last summer, he ran an insurance claims company, Protect Smart Ltd,
:05:04. > :05:11.And it seems Dale wasn't very 'smart' when it came
:05:12. > :05:19.The landlord told us he left owing ?1,000 in rent.
:05:20. > :05:23.Three of his employees told us Dale never paid their wages -
:05:24. > :05:27.one says she nearly lost her home because of it.
:05:28. > :05:31.And the list of Dale's debts doesn't end there.
:05:32. > :05:37.You only have to cross the road to find more victims!
:05:38. > :05:39.Last summer, Dale stayed at the Villa Guest House
:05:40. > :05:46.Owners Clive and Delyth thought he seemed genuine.
:05:47. > :05:49.He was a nice man, didn't see any harm at all.
:05:50. > :05:53.He paid cash for the first two nights, and then we came
:05:54. > :05:56.to a deal that he would pay at the end of the week,
:05:57. > :06:00.But when Clive tried to bank the first cheque,
:06:01. > :06:07.It was sent back because the cheque had bounced.
:06:08. > :06:09.He said his it was an error on his accountant's part
:06:10. > :06:13.and he said he'd pay cash, but he never ever paid any cash.
:06:14. > :06:20.In total he owed Clive and Delyth almost ?1,000.
:06:21. > :06:26.And other people were chasing him too.
:06:27. > :06:32.They came knocking for him, 7am one morning and we were informed
:06:33. > :06:39.Dale had also used the guest house address and a fake name -
:06:40. > :06:47.Dale Conway - to join the local gym, but didn't pay them either.
:06:48. > :06:50.He is a liar a born liar, the biggest liar I've ever met
:06:51. > :06:54.in my life, and I think people should be very careful
:06:55. > :06:58.about any dealings with him, because unless the system
:06:59. > :07:03.stops him he will do it over and over, it is appalling.
:07:04. > :07:08.So, lots of people wanting answers - and their money back.
:07:09. > :07:11.Dale Sparey knows we're looking for him, but he's ignored
:07:12. > :07:17.We hear he's left town - he's not answering any
:07:18. > :07:32.Seems he's very happy to talk to people when he wants their money
:07:33. > :07:35.but very slippery to get hold of when you want to ask
:07:36. > :07:41.If you know where he is, do let us know.
:07:42. > :07:46.There is some good news though - because Liam and Chloe have now

:07:55. > :07:57.when they have absolutely no right to?
:07:58. > :07:59.We do sometimes come across this situation.
:08:00. > :08:02.It's not very common but it is a risk.
:08:03. > :08:04.So something that we advise people to do if you've
:08:05. > :08:07.got any doubt at all, you can go online go
:08:08. > :08:10.to the land registry website and you can do a search.
:08:11. > :08:13.It costs about ?4 and then you can find out if the person
:08:14. > :08:18.that owns that property is who they say they are.
:08:19. > :08:20.Now, Dale Sparey was a fake landlord,
:08:21. > :08:24.landlords who aren't up to scratch too, aren't there?
:08:25. > :08:26.That's true, there are a lot of good landlords out
:08:27. > :08:28.there but unfortunately there are still a small number
:08:29. > :08:32.of rogues and they give the whole sector a bad name and they keep us
:08:33. > :08:38.Private sector work is about a third of our casework which is
:08:39. > :08:41.There are new regulations coming in though, aren't there,
:08:42. > :08:44.Jennie, that we hope might improve things?
:08:45. > :08:48.Yes, so from 23rd November, Rent Smart Wales is coming online
:08:49. > :08:50.and this is a real game changer, because what it means
:08:51. > :08:54.is for the first time, all landlords and letting agents
:08:55. > :09:00.They have to pass a fit and proper person test and they have to do
:09:01. > :09:03.basic training on how to be a landlord, so from 23rd November
:09:04. > :09:07.we would strongly advise tenants if you're looking for somewhere
:09:08. > :09:11.to live, don't sign anything, don't hand over any money until you've
:09:12. > :09:13.gone on to the Rent Smart Wales website and checked
:09:14. > :09:19.If you find that they're not licensed, don't let them
:09:20. > :09:22.in and in fact if you find that your existing landlord isn't
:09:23. > :09:25.on the list, you might want to let Rent Smart Wales know about that.

:10:45. > :10:50.Now we thought we'd brought peace to that particular patch
:10:51. > :10:55.of troublesome tarmac, but, we were wrong.
:10:56. > :11:00.Local taxi driver Steven O'Connell has always enjoyed his job -
:11:01. > :11:04.but recently life has got more stressful - thanks to these!
:11:05. > :11:09.It appears they've clocked me going in, they don't seem
:11:10. > :11:12.to clock me going out that particular time.
:11:13. > :11:15.And then when I've gone in at a later time of the day then,
:11:16. > :11:18.they seem to clock me back out as if I've been parked
:11:19. > :11:23.In total, Steven's had three parking charge notices, - just
:11:24. > :11:29.Because he hasn't paid, the costs have now spiralled
:11:30. > :11:36.But Steven says his diary proves he's played by the rules.
:11:37. > :11:39.So you write all of this down now then?
:11:40. > :11:46.So you've got 5.24 in, 5.25 out, so that tallies and then you've got
:11:47. > :11:51.6.20 in and 6.25 out so yeah, you've made two trips in that time

:13:18. > :13:21.which is a non-DVLA approved format which car park cameras can
:13:22. > :13:24.sometimes struggle to read, but that's come as a bit
:13:25. > :13:27.of a surprise to Steven who's had it for ten years and says he's never
:13:28. > :13:33.But there is good news - one of the charges has now been
:13:34. > :13:37.dropped completely, the other two on hold until Excel can look again
:13:38. > :13:43.So, fingers crossed he won't have to pay up but he might have
:13:44. > :13:48.Now, here on X-Ray, lots of you tell us about problems you've

:14:42. > :14:44.But Shahida Khan's the one having to live with it.
:14:45. > :14:49.We were trying to organise my daughter's engagement party
:14:50. > :14:53.and we wanted to do it at home because it's the kind of thing
:14:54. > :14:56.we normally would do with very close friends and family so,
:14:57. > :14:59.I thought it would be nice to have the conservatory done
:15:00. > :15:08.I ordered a cooker and he was the delivery guy
:15:09. > :15:17.And he said that he's done loft conversions and he can do
:15:18. > :15:22.all the conservatory work, so basically he told me that he can
:15:23. > :15:25.do everything and he's qualified to do it as well.
:15:26. > :15:28.Well, Tim, Shahida trusted everything that builder told her.
:15:29. > :15:34.Yeah, it's a common mistake Lucy, trusting somebody,
:15:35. > :15:40.The best thing to do is get a personal recommendation
:15:41. > :15:43.from a friend, a colleague who knows the history and has had a good
:15:44. > :15:45.experience of a builder like that in the past.
:15:46. > :15:51.I'm not a great fan of them if I'm honest with you,
:15:52. > :15:54.mainly because you can write your own review and you can
:15:55. > :15:59.give yourself a glowing reference. OK, should we keep watching?
:16:00. > :16:04.As I showed him the conservatory that was there, he said
:16:05. > :16:08.he could rebuild it for me for under ?1,200 and I thought that's the kind
:16:09. > :16:11.of amount maybe I can afford and I thought we'll
:16:12. > :16:18.He would keep asking for more money because he would make
:16:19. > :16:22.mistakes and then he would have to redo the job.
:16:23. > :16:26.So I sat down to work out how much we actually paid him so far
:16:27. > :16:30.and I was shocked when I it worked out over ?3,000.
:16:31. > :16:34.I had to keep paying him the money that he was asking
:16:35. > :16:37.for because I was desperate to get the job done.
:16:38. > :16:41.Hmm, so Shahida just had a verbal agreement on the cost
:16:42. > :16:45.of the conservatory - seems like that's left her vulnerable.
:16:46. > :16:49.Yeah, it has, I mean really she should've had
:16:50. > :16:52.something in writing, preferably a quotation -
:16:53. > :16:56.because a quotation is a fixed price, an estimate can vary.
:16:57. > :16:59.With a quotation the builder is bound to do the work
:17:00. > :17:01.for the price he's quoted, unless you instruct
:17:02. > :17:06.What about a contract, Tim?
:17:07. > :17:11.You can download them from the internet -
:17:12. > :17:14.standard contract for domestic building work, both parties sign
:17:15. > :17:17.them and you've got a written agreement about what will be done
:17:18. > :17:20.for how much and what sort of timescale, so yes,
:17:21. > :17:25.This was a really cheap price for the conservatory, wasn't it,
:17:26. > :17:27.Tim, and you can see why Shahida would've been tempted,
:17:28. > :17:32.You're not going to get a lot for the amount she was quoted.
:17:33. > :17:35.That sort of money would buy you a couple of French doors maybe
:17:36. > :17:37.and some roof lights, certainly not a lean-to
:17:38. > :17:39.conservatory, so yes, alarm bells should definitely have

:18:33. > :18:35.The work is truly appalling. She's had a really bad job.

:22:44. > :22:50.According to one charity, the price of a basic funeral has
:22:51. > :22:54.almost doubled in the last ten years and low income households
:22:55. > :23:02.We have to get away from the squeamishness which stops
:23:03. > :23:06.us from seeing this as any other than a consumer issue.
:23:07. > :23:10.You know buying a funeral, it's the fourth most expensive thing
:23:11. > :23:13.that we're going to buy after a house, car and wedding.
:23:14. > :23:16.So people often make very rash decisions at that point.
:23:17. > :23:20.You know, they go to payday lenders, they put it on the credit card,
:23:21. > :23:26.Angela Bates from Cardiff knows all about funeral poverty.
:23:27. > :23:30.In July her brother Peter died suddenly in Reading.
:23:31. > :23:36.She couldn't even afford to bring his body back to Wales.
:23:37. > :23:39.Lots of tears, panic, worry. Peter died with no money.
:23:40. > :23:44.I've got no money. I've got nothing to sell.
:23:45. > :23:47.And I kept thinking, God, is he going to go
:23:48. > :23:53.But Peter's work colleagues came to the rescue.
:23:54. > :23:56.They set up a page on a crowdfunding website to help Angela raise
:23:57. > :24:06.My brother had amazing, amazing friends and I kept saying
:24:07. > :24:16.We can bury him now, we can bring him home from Reading.
:24:17. > :24:21.To be honest, he had the most amazing, fantastic send-off.
:24:22. > :24:26.If you'd have paid ?10,000 it couldn't have been any better,
:24:27. > :24:34.Death can be unexpected - but it's also inevitable.
:24:35. > :24:37.And when it comes to funeral fees we don't always feel comfortable
:24:38. > :24:43.But here's the thing - if I wanted to spend
:24:44. > :24:47.a few grand on a car - not one of these, a normal car -
:24:48. > :24:50.the first thing I'd do is go online, I'd shop around, I'd make sure
:24:51. > :24:57.Now that is exactly what you should be doing with a funeral director.
:24:58. > :25:00.There are websites that list the different prices charged
:25:01. > :25:07.And that's pretty useful, because not all funeral firms put
:25:08. > :25:13.And don't be afraid to challenge your Funeral Director
:25:14. > :25:16.on their prices, because you don't always have to pay as much
:25:17. > :25:22.If I wanted to do it on a shoestring, what's
:25:23. > :25:29.You can have all sorts of materials, from very simple veneer
:25:30. > :25:34.timber coffins to natural products, recycled cardboard.
:25:35. > :25:39.Very popular nowadays are the wicker and natural fibre type coffins.
:25:40. > :25:43.They start at a few hundred pounds, very often used for green burial,
:25:44. > :25:53.So you can have something that's dignified, suitable, inexpensively.
:25:54. > :25:57.Celebrities have also influenced how many of us plan our send off.
:25:58. > :26:08.There was no funeral service and no fuss.
:26:09. > :26:12.Direct cremations are whereby somebody can arrange
:26:13. > :26:15.a cremation, typically with a direct cremation provider.
:26:16. > :26:20.Direct cremations are not attended by mourners.
:26:21. > :26:25.They will arrange for the collection of the deceased from
:26:26. > :26:29.a point and conveyanced to a crematorium of their choice.
:26:30. > :26:36.Remember - a cheaper funeral doesn't mean a bad one,
:26:37. > :26:40.just as spending thousands of pounds doesn't guarantee
:26:41. > :26:48.And there are plenty of ways to keep those costs down.
:26:49. > :26:51.There are things like leading the service.
:26:52. > :26:55.We don't need to pay for a minister or a celebrant to lead the service,
:26:56. > :26:58.that's something that a friend or member of the family can do.
:26:59. > :27:01.And that's a way of saving costs and also kind of taking control
:27:02. > :27:05.and making it a really kind of personal service.
:27:06. > :27:09.Many crematoria will have an early morning slot that's more affordable,
:27:10. > :27:14.so if you're happy to have your service at around 9.30am
:27:15. > :27:18.in the morning you could save yourself a good few hundred pounds.
:27:19. > :27:22.So although funeral costs are rising, so too are the different
:27:23. > :27:25.options available to keep those costs down.
:27:26. > :27:29.At the end of the day, the size of the bill has
:27:30. > :27:32.nothing to do with how much you love your dearly departed.
:27:33. > :27:35.The most important thing you can do is have that conversation
:27:36. > :27:38.with your loved ones, so at least they know what kind
:27:39. > :27:43.So that way, you can address the elephant in the room,
