0:00:02 > 0:00:03Why are you walking away?
0:00:06 > 0:00:07In every corner of Wales...
0:00:10 > 0:00:12..we investigate...
0:00:12 > 0:00:14..scams and rip-offs...
0:00:14 > 0:00:16..bad service and dodgy deals.
0:00:18 > 0:00:21If you've been conned out of your hard-earned cash...
0:00:21 > 0:00:23- ..we're here...- ..on your side...
0:00:23 > 0:00:25..in your corner...
0:00:25 > 0:00:27..fighting for your rights....
0:00:27 > 0:00:29..fighting for you.
0:00:29 > 0:00:31This is X-Ray.
0:00:43 > 0:00:45On tonight's programme...
0:00:45 > 0:00:48How young is too young to get your hair coloured?
0:00:53 > 0:00:56The guidelines say it's not for children.
0:00:56 > 0:00:59We go undercover to put salons to the test.
0:01:06 > 0:01:08Trick or treat?
0:01:08 > 0:01:12Do you know what's in the latest sweets your kids want to eat?
0:01:12 > 0:01:16I've never checked a label on sweets in my life.
0:01:16 > 0:01:17I don't think twice.
0:01:17 > 0:01:19But now I wonder whether I should.
0:01:20 > 0:01:24And what you need to know about keeping safe this Halloween.
0:01:30 > 0:01:31Hello, welcome to the programme.
0:01:31 > 0:01:35Tonight, we're at one of Wales' most haunted homes,
0:01:35 > 0:01:39Newton House, and later in the programme, we're going to be doing
0:01:39 > 0:01:41some trick or treating of our own,
0:01:41 > 0:01:44finding out whether people in nearby Llandeilo
0:01:44 > 0:01:48know the dos and don'ts of keeping safe this Halloween.
0:01:48 > 0:01:51First though, whilst some of us will be going for
0:01:51 > 0:01:53super-bright locks tomorrow, for many people,
0:01:53 > 0:01:57dying their hair is something that happens all year round.
0:01:57 > 0:02:00But as Rachel has been finding out,
0:02:00 > 0:02:02hair dye can have hidden dangers.
0:02:02 > 0:02:05There are some shocking pictures in this report.
0:02:07 > 0:02:10- ARCHIVE:- Her hair sparkles with fresh, radiant colour...
0:02:10 > 0:02:11We've been colouring our hair
0:02:11 > 0:02:14with commercially made dyes for decades.
0:02:17 > 0:02:19And with celebrities leading the way,
0:02:19 > 0:02:23many of us will change hair colour at the drop of a hat.
0:02:24 > 0:02:27But with hair dyeing comes risk.
0:02:27 > 0:02:30These students are learning how to do it properly.
0:02:30 > 0:02:32But whilst all manufacturers say that
0:02:32 > 0:02:35their products are safe to use if the instructions
0:02:35 > 0:02:38are followed, there are dangers.
0:02:39 > 0:02:42Sammi Ford has died her own hair for years.
0:02:42 > 0:02:46She loves experimenting with different colours.
0:02:46 > 0:02:48I've dyed my hair quite a few times before.
0:02:48 > 0:02:50So I've been a green, blue, blonde.
0:02:50 > 0:02:53I've had so many different hair and styles and colours
0:02:53 > 0:02:55and, yeah, I like it. Well, I did.
0:02:57 > 0:03:01In March this year, things went badly wrong.
0:03:01 > 0:03:03I just dyed my hair as normal,
0:03:03 > 0:03:06rinsed it off till the water had ran clear.
0:03:06 > 0:03:08Came back down the stairs and then,
0:03:08 > 0:03:10within half an hour, my head was itching.
0:03:10 > 0:03:12And probably about an hour, two hours after,
0:03:12 > 0:03:18I sort of had a burning, itching at the sides and round here.
0:03:18 > 0:03:20My ears had started to swell up.
0:03:20 > 0:03:22And it just got progressively worse from there.
0:03:24 > 0:03:28It was soon obvious she was having a severe allergic reaction.
0:03:29 > 0:03:31It was really frightening. I was scared.
0:03:31 > 0:03:35I didn't want to look in the mirror. I didn't even recognise myself.
0:03:35 > 0:03:37After the swelling went down, she was left coping with
0:03:37 > 0:03:42painful sores for weeks, before making a full recovery.
0:03:44 > 0:03:49But if Sammi had taken a patch test, it could have been avoided.
0:03:49 > 0:03:53Manufacturers state a patch test must be carried out
0:03:53 > 0:03:5648 hours before hair is dyed.
0:03:56 > 0:03:59This is for home dye kits and dyes used by
0:03:59 > 0:04:02professionals in hair salons.
0:04:02 > 0:04:05The hairdressers' own federation goes further, saying
0:04:05 > 0:04:09allergy testing is a must for every salon.
0:04:11 > 0:04:14In patch tests, a small amount of the product is put onto
0:04:14 > 0:04:17the skin and left for 48 hours.
0:04:17 > 0:04:21It's a strong indication as to whether the user may react or not.
0:04:24 > 0:04:29Donna has been a hairdresser for almost 30 years.
0:04:29 > 0:04:31She always carries out the test,
0:04:31 > 0:04:34but does come under pressure from customers to skip it.
0:04:35 > 0:04:39On a weekly basis, you'll have somebody walk in who wants a colour
0:04:39 > 0:04:41today or tomorrow.
0:04:41 > 0:04:45They haven't got time for a 48-hour patch or skin test
0:04:45 > 0:04:48to check that they're going to be OK.
0:04:48 > 0:04:50And you have to turn them away.
0:04:51 > 0:04:55Worryingly, Donna has also seen a rise in the number of
0:04:55 > 0:04:57customers reacting to the skin test.
0:04:58 > 0:05:03We are used to seeing normally perhaps one reaction a year.
0:05:03 > 0:05:06But certainly since May this year, we've seen three.
0:05:06 > 0:05:09And it's quite scary, it's quite frightening to think that,
0:05:09 > 0:05:11had that service been carried out without
0:05:11 > 0:05:15them having had that skin test, then you can just imagine
0:05:15 > 0:05:17what could have happened to them.
0:05:18 > 0:05:20And if that happens with adults,
0:05:20 > 0:05:24small wonder there's added protection for children.
0:05:24 > 0:05:27The industry's own guidelines say that no salons should
0:05:27 > 0:05:30dye the hair of under-16s.
0:05:30 > 0:05:33Later in the programme we go undercover
0:05:33 > 0:05:36to find out if hairdressers are sticking to the rules
0:05:36 > 0:05:40and why one of the industry's leaders is horrified.
0:05:40 > 0:05:42I cannot tell you how incensed I am.
0:05:42 > 0:05:45I cannot articulate that.
0:05:45 > 0:05:48We are trying to become ambassadors,
0:05:48 > 0:05:51to raise the professionalism of the hair industry,
0:05:51 > 0:05:53and then I get shown this.
0:05:53 > 0:05:54I'm appalled.
0:05:56 > 0:05:59Yes, some shocking revelations to come.
0:05:59 > 0:06:03Now, if you're looking forward to dressing up for Halloween tomorrow,
0:06:03 > 0:06:05and, of course, there's Bonfire Night at the weekend,
0:06:05 > 0:06:09you're going to want to make sure that you and your family are safe.
0:06:11 > 0:06:15In recent years, horror stories about flammable costumes
0:06:15 > 0:06:18have hit the press, and this year there are warnings about the dangers
0:06:18 > 0:06:21of cosmetic contact lenses.
0:06:21 > 0:06:26Time to put visitors here and people in Llandeilo to the test.
0:06:26 > 0:06:29Welcome to our Halloween horrors quiz.
0:06:29 > 0:06:30And our first question...
0:06:36 > 0:06:38- I would hope so. - I would assume so.
0:06:38 > 0:06:40If it had that mark on it.
0:06:40 > 0:06:42Yeah, I would trust that it's safe,
0:06:42 > 0:06:45but I don't actually know what CE stands for.
0:06:45 > 0:06:47The CE marking has been around for a long time so I would
0:06:47 > 0:06:50say it is safe, yeah.
0:06:50 > 0:06:53I don't know what it means, but I would assume it meant it's safe.
0:06:53 > 0:06:54I have seen it.
0:06:55 > 0:06:56Question two...
0:07:02 > 0:07:05If they're made in the UK, and they look like that,
0:07:05 > 0:07:08with the packaging, I would have thought yes.
0:07:08 > 0:07:10I guess...yes?
0:07:10 > 0:07:12Yeah, probably an opticians, but, yeah,
0:07:12 > 0:07:15not in just your joke shops.
0:07:15 > 0:07:18I've seen them for sale in the market in Carmarthen and that, yeah.
0:07:18 > 0:07:21- So you think that's legal?- Yeah.
0:07:21 > 0:07:23And here's the last question...
0:07:30 > 0:07:32Yes, I think...
0:07:32 > 0:07:33Hmm.
0:07:33 > 0:07:37On Bonfire Night, I think it is illegal to set them off.
0:07:38 > 0:07:40I think it still is, yeah.
0:07:40 > 0:07:42- Yes.- It should be, anyway.
0:07:42 > 0:07:44Yes.
0:07:44 > 0:07:46I think you are allowed to set off fireworks.
0:07:46 > 0:07:49- After 11 o'clock? - After 11 clock, possibly.
0:07:49 > 0:07:52- Until what time, do you reckon? - Possibly midnight?
0:07:54 > 0:07:57All will be revealed later in the programme.
0:07:59 > 0:08:00Still to come...
0:08:00 > 0:08:04They chose identical trucks to help them build their business,
0:08:04 > 0:08:08but these partners say their Ford Rangers have let them down.
0:08:08 > 0:08:11We can't do our job without these cars.
0:08:11 > 0:08:13And we just keep getting them back and getting them back
0:08:13 > 0:08:16and they're not right.
0:08:16 > 0:08:17Like it or loathe it,
0:08:17 > 0:08:21trick or treating is a big part of Halloween.
0:08:21 > 0:08:24But how confident can you be that the sweets
0:08:24 > 0:08:27your children collect on the doorstep
0:08:27 > 0:08:30or buy in the shops are safe to eat?
0:08:31 > 0:08:35# I press my nose against the pane
0:08:35 > 0:08:38# Of the little toffee shop. #
0:08:38 > 0:08:42I don't know about you, but I'm a bit of a sweetie monster,
0:08:42 > 0:08:46and seeing treats like these take me right back to my childhood.
0:08:47 > 0:08:50But times have moved on and although traditional,
0:08:50 > 0:08:55locally-made sweets like these are still being enjoyed, more and more
0:08:55 > 0:08:59shops are selling sweets imported from across the Atlantic.
0:08:59 > 0:09:03American sweets are increasingly popular in the UK.
0:09:03 > 0:09:06But to create those eye-catching colours, manufacturers
0:09:06 > 0:09:11sometimes use food colourings we in the UK are quite wary about.
0:09:12 > 0:09:17Six popular food colourings are known as the Southampton Six
0:09:17 > 0:09:21because, back in 2007, scientists at Southampton University
0:09:21 > 0:09:24identified a link between those colours
0:09:24 > 0:09:26and hyperactivity in children.
0:09:28 > 0:09:30Their research hit the headlines
0:09:30 > 0:09:33and there was talk of banning them altogether.
0:09:35 > 0:09:37The appealingly named Sunset Yellow is
0:09:37 > 0:09:40one of three shades of this colour on the naughty list.
0:09:40 > 0:09:43There are also three shades of red with equally
0:09:43 > 0:09:46exotic names like Allura Red.
0:09:48 > 0:09:53Labelling on imported sweets must comply with UK/EU law.
0:09:53 > 0:09:57The American names and numbers for colours just won't do.
0:09:57 > 0:10:01Labelling must use the E number and correct name for the colour.
0:10:01 > 0:10:05And if any of the Southampton Six are present,
0:10:05 > 0:10:07this warning must be used.
0:10:09 > 0:10:13Kids seem to be the biggest fans of the latest trend in imported sweets,
0:10:13 > 0:10:16so I'm meeting up with my son and his friends
0:10:16 > 0:10:17to find out what they like.
0:10:17 > 0:10:20So what are your favourites? Will, what's your favourite?
0:10:20 > 0:10:22- Toxic waste.- Toxic waste!
0:10:22 > 0:10:23That sounds disgusting.
0:10:23 > 0:10:26- Brain blasters. - How often do you have sweeties?
0:10:26 > 0:10:28- I don't know.- You don't know?
0:10:28 > 0:10:30How often would you like to have sweeties?
0:10:30 > 0:10:33- Every ten minutes. - But will Mummy let you?
0:10:33 > 0:10:34- No.- No, I bet.
0:10:34 > 0:10:38So how do you feel after you've had quite a lot of sweets?
0:10:38 > 0:10:40Do they have an effect on you at all, do you think?
0:10:40 > 0:10:42- Yeah, you go hyper.- Do you?
0:10:42 > 0:10:45- Do you run around? - Yeah, probably.
0:10:46 > 0:10:49I wonder if the other mums have concerns.
0:10:49 > 0:10:53Time to catch up with Sara Johnson and Anne Thomas.
0:10:54 > 0:10:57Now, obviously our kids are going to eat sweets from time to time,
0:10:57 > 0:10:59aren't they? Sometimes quite often.
0:11:00 > 0:11:03Does it worry you about the ingredients?
0:11:03 > 0:11:05Do you check the labels?
0:11:05 > 0:11:07No, never.
0:11:07 > 0:11:10I've never checked a label on sweets in my life, actually.
0:11:10 > 0:11:12I don't think twice.
0:11:12 > 0:11:13But now I wonder whether I should.
0:11:13 > 0:11:16I have to say, I'm the same. I very rarely check the labels.
0:11:16 > 0:11:17- Do you?- Well, I do.
0:11:17 > 0:11:21I don't like the boys having blue sweets, because I just think
0:11:21 > 0:11:23that it's synthetic.
0:11:23 > 0:11:25Now, I don't know, I always think that
0:11:25 > 0:11:28it's very much to do with hyperactivity in kids, and I've got
0:11:28 > 0:11:31busy enough kids as it is - I don't want them hyperactive!
0:11:31 > 0:11:34How does it make you feel if I tell you that
0:11:34 > 0:11:37there are some sweets that are on the market being sold
0:11:37 > 0:11:39with illegal labelling?
0:11:39 > 0:11:42It's slightly worrying, isn't it? Let's be honest.
0:11:42 > 0:11:44I'd like to think I know what I'm buying.
0:11:44 > 0:11:48You'd read the label in good faith, wouldn't you?
0:11:48 > 0:11:53We know some children can be affected by certain food colourings,
0:11:53 > 0:11:56and the Discovery Centre in Pontypridd specialises in
0:11:56 > 0:11:59diagnosing children with ADHD.
0:11:59 > 0:12:03ADHD is around focus, concentration, hyperactivity, impulsivity.
0:12:03 > 0:12:05So what does that mean for the parents?
0:12:05 > 0:12:08You've got a busy child who won't sit still,
0:12:08 > 0:12:11who's running around, who may act impulsively.
0:12:11 > 0:12:15How clear is the link between these six food colourings
0:12:15 > 0:12:16and ADHD in children?
0:12:16 > 0:12:20We know that some children are more sensitive to food colourings
0:12:20 > 0:12:23than others, and they may not necessarily have ADHD.
0:12:23 > 0:12:27But what we know - about one in three kids with ADHD have
0:12:27 > 0:12:30some effect, if they have some of the colourings,
0:12:30 > 0:12:31on their behaviour.
0:12:31 > 0:12:33We don't really know why, but we understand
0:12:33 > 0:12:37that they can become more hyperactive and impulsive.
0:12:37 > 0:12:40Well, we've been shopping, and we've bought a selection
0:12:40 > 0:12:44of imported sweets, and there are huge variations on the labelling.
0:12:44 > 0:12:46What about those?
0:12:46 > 0:12:48Well, these are from America so they've got American system,
0:12:48 > 0:12:50which is different, so we don't have E numbers.
0:12:50 > 0:12:53We've got red, yellow, turmeric colour, beeswax...
0:12:53 > 0:12:55It's a completely different labelling system.
0:12:55 > 0:12:57So even though they were bought in the UK,
0:12:57 > 0:13:00if I was to look at these, I would be very confused,
0:13:00 > 0:13:03because it doesn't look like the EU/UK labelling system.
0:13:03 > 0:13:06And it is illegal not to have the correct labelling on a food product.
0:13:06 > 0:13:08It is, which is highly surprising.
0:13:08 > 0:13:11We've got such a variation here, we really do.
0:13:11 > 0:13:14And we've got some that really just say "colour".
0:13:14 > 0:13:16So that doesn't tell me anything.
0:13:16 > 0:13:19- That's going to be no use to parents at all, is it?- Completely.
0:13:19 > 0:13:22And how concerned are you by the variation that we see here?
0:13:22 > 0:13:25I'm amazed, honestly. I really didn't think that the labelling
0:13:25 > 0:13:28would be so variable or no labels or different labels.
0:13:28 > 0:13:30And I didn't think there would be such inconsistency.
0:13:30 > 0:13:32So I'm really surprised.
0:13:32 > 0:13:34So it's up to you.
0:13:34 > 0:13:36If you want to keep an eye on what your kids are eating,
0:13:36 > 0:13:39there's only one thing to do -
0:13:39 > 0:13:42check the labels for the Southampton Six.
0:13:43 > 0:13:47Now, earlier we asked people here at Newton House and in Llandeilo
0:13:47 > 0:13:50how much they knew about Halloween safety.
0:13:50 > 0:13:52Our first question...
0:13:57 > 0:14:00Well, Steve, you're the expert. What's the answer?
0:14:00 > 0:14:03Well, the simple answer to that question, Lucy, is yes.
0:14:03 > 0:14:07If it does have a CE mark it is safe, but only to some extent.
0:14:07 > 0:14:11All fancy dress outfits and Halloween costumes comply with
0:14:11 > 0:14:14European toy safety regulations, which is not quite as stringent as
0:14:14 > 0:14:16with regular children's clothing.
0:14:16 > 0:14:19Some of the manufacturers now are doing additional testing to their
0:14:19 > 0:14:23clothing, which is something I'd always recommend looking out for
0:14:23 > 0:14:25if you are looking for an outfit for a child.
0:14:25 > 0:14:27But it's still important to remember the clothing could still
0:14:27 > 0:14:31catch fire if it was affected by a direct, naked flame.
0:14:31 > 0:14:33So the most important thing to remember with children
0:14:33 > 0:14:36is to keep them away from any naked flame at any time.
0:14:36 > 0:14:37Our next question...
0:14:43 > 0:14:46Here's optometrist Frank Maloney.
0:14:46 > 0:14:48No, contact lenses should only be bought
0:14:48 > 0:14:50from a registered optometrist.
0:14:50 > 0:14:53The reason for this is that it ensures the quality of the product
0:14:53 > 0:14:56you have, but also ensures the advice you're getting
0:14:56 > 0:15:00is sound advice and keeps you safe during the party season,
0:15:00 > 0:15:02as well as just Halloween.
0:15:03 > 0:15:05And our final question...
0:15:12 > 0:15:15- Is it, Steve?- For most nights of the year, Lucy, it would be illegal.
0:15:15 > 0:15:19But Bonfire Night is one of the few exceptions we have during the year.
0:15:19 > 0:15:22The others being New Year, Diwali and Chinese New Year, where you can
0:15:22 > 0:15:25set fireworks until midnight.
0:15:25 > 0:15:28We'd always recommend that people attend professionally run,
0:15:28 > 0:15:31public displays, as generally they're a lot better value for money
0:15:31 > 0:15:32and also a lot safer.
0:15:32 > 0:15:37If you are, however, having a firework party at your home,
0:15:37 > 0:15:39we'd recommend you follow the firework code,
0:15:39 > 0:15:42which should be included in all fireworks purchased.
0:15:42 > 0:15:44We want everybody to have a great time this firework night,
0:15:44 > 0:15:46but we want you to do it safely.
0:15:46 > 0:15:48Great advice, Steve, thank you.
0:15:48 > 0:15:51Next - Omar's been to meet two best friends,
0:15:51 > 0:15:54who are experiencing identical problems.
0:15:57 > 0:16:01Business partners Rob Morris and John Bater from Caerphilly
0:16:01 > 0:16:05met as teenagers and they've been best mates ever since.
0:16:05 > 0:16:08As they both work in construction, setting up a company together
0:16:08 > 0:16:11seemed an obvious choice.
0:16:11 > 0:16:13Putting my skills together and Rob's skills together,
0:16:13 > 0:16:16it was the natural thing to do in the end, I suppose.
0:16:16 > 0:16:19- We've been together, five years, is it?- Yeah.
0:16:19 > 0:16:22And for their tough work, they needed tough vehicles.
0:16:24 > 0:16:26So they set their sights on one of the industry's
0:16:26 > 0:16:29favourite pick-up trucks -
0:16:29 > 0:16:30the Ford Ranger.
0:16:32 > 0:16:35Very spacious, we carry a lot of tools in the back.
0:16:35 > 0:16:39We also use it for towing our plant, small machines, around as well.
0:16:39 > 0:16:41And just weekends away with family,
0:16:41 > 0:16:43they're perfect for us, to be honest.
0:16:46 > 0:16:49Two years ago, the entrepreneurial duo bit the bullet and leased
0:16:49 > 0:16:53two Ford Rangers on non-maintenance business leases.
0:16:53 > 0:16:54At first, they were ideal.
0:16:56 > 0:17:00But last year, John's pick-up developed a problem -
0:17:00 > 0:17:03the engine kept cutting out.
0:17:03 > 0:17:05Approaching a set of traffic lights down in Swansea,
0:17:05 > 0:17:07and the car just cut out.
0:17:07 > 0:17:08First time it's ever happened to me.
0:17:08 > 0:17:12Coming towards traffic lights, the car in front of me.
0:17:12 > 0:17:14- You've got your family in the car, your parents in the car.- Yeah.
0:17:15 > 0:17:19Driving towards the traffic light and then, suddenly, nothing.
0:17:19 > 0:17:21It must have been scary.
0:17:21 > 0:17:24What goes through your mind when that happens?
0:17:24 > 0:17:25Just panic, to be honest.
0:17:25 > 0:17:29If it was ten yards in front, anything could have happened.
0:17:29 > 0:17:31At first, John assumed it was just a one-off.
0:17:31 > 0:17:34The but before long, it was happening almost every time
0:17:34 > 0:17:36he got in his pick-up truck.
0:17:37 > 0:17:40The partners had signed non-maintained car leases
0:17:40 > 0:17:42with Lex Autolease.
0:17:42 > 0:17:45So with no replacement pick-up on offer, John took his Ranger
0:17:45 > 0:17:48to his local Ford dealer, Evans Halshaw in Treforest,
0:17:48 > 0:17:53to see if it could be repaired under his Ford warranty.
0:17:53 > 0:17:55After two weeks, the car was returned to me saying
0:17:55 > 0:17:57they couldn't find a fault.
0:17:57 > 0:17:59And then it just got more persistent.
0:17:59 > 0:18:03Every morning, it'd start for a bit, but it will do it as well,
0:18:03 > 0:18:07just driving along, midday, in the evening, it will stop.
0:18:09 > 0:18:14And, as with so much in life, John wasn't facing this problem alone.
0:18:14 > 0:18:17Shockingly, Rob says the engine in his Ford Ranger
0:18:17 > 0:18:20also starting cutting out unexpectedly.
0:18:20 > 0:18:23You lose almost all of your steering.
0:18:23 > 0:18:26There's no power steering. You're not in control.
0:18:26 > 0:18:28You've got no brakes. It's dangerous.
0:18:29 > 0:18:34John says he's brought his car in here, to Evans Halshaw, five times.
0:18:34 > 0:18:38And each time, they told him the car was absolutely fine.
0:18:38 > 0:18:40Rob says he's brought it in four times,
0:18:40 > 0:18:43and once they did find an engine fault.
0:18:43 > 0:18:46They told him it was fixed, but for both of the guys,
0:18:46 > 0:18:48the problems still continue.
0:18:50 > 0:18:54We asked vehicle safety examiner Gareth to try and detect the fault.
0:18:57 > 0:19:00So, we've got quite a lot of sharp turns there.
0:19:00 > 0:19:02I know that's sometimes when John has a problem with it.
0:19:02 > 0:19:05- How were those turns?- Yeah, fine.
0:19:05 > 0:19:07This seems quite responsive.
0:19:07 > 0:19:10It's operating as I'd expect it to.
0:19:10 > 0:19:12There's a lot of oncoming traffic,
0:19:12 > 0:19:15so this would be quite a worrying time for it to cut out.
0:19:15 > 0:19:16It certainly would.
0:19:16 > 0:19:19It would be quite concerning, that would, wouldn't it?
0:19:19 > 0:19:22But after a hour's driving, the intermittent problem with
0:19:22 > 0:19:24the engine just hasn't happened.
0:19:24 > 0:19:27Nevertheless, Gareth is still very concerned.
0:19:29 > 0:19:32You've reported a number of incidents where this vehicle has
0:19:32 > 0:19:35just been losing its power.
0:19:35 > 0:19:39So that's dangerous, because when it's stopping suddenly,
0:19:39 > 0:19:40you're not putting your foot on the brake,
0:19:40 > 0:19:43hence there's no brake lights, anybody coming behind you,
0:19:43 > 0:19:46they're not getting any warning whatsoever, so there's the chance
0:19:46 > 0:19:49of a collision from behind.
0:19:49 > 0:19:52With the loss of power steering and the foot brake,
0:19:52 > 0:19:56obviously, negotiating corners and roundabouts, that's dangerous.
0:19:57 > 0:20:02With Evans Halshaw seemingly unable to find a fault,
0:20:02 > 0:20:05Gareth recommends that the partners ask Lex Autolease
0:20:05 > 0:20:07for an extended road test.
0:20:07 > 0:20:11That will allow an expert more time to experience the fault.
0:20:12 > 0:20:15For Rob and John, that seems the best solution.
0:20:16 > 0:20:19We can't do our job without these cars.
0:20:19 > 0:20:21We just keep getting them back, getting them back,
0:20:21 > 0:20:23and they're not right.
0:20:24 > 0:20:27Well, a very unhappy situation all round.
0:20:27 > 0:20:31Ford told us that Evans Halshaw tried to replicate the faults
0:20:31 > 0:20:35unsuccessfully on four separate occasions.
0:20:35 > 0:20:37One of the cars should have been tested by the
0:20:37 > 0:20:39national technical team,
0:20:39 > 0:20:42but as it wasn't delivered to the garage, that didn't happen.
0:20:42 > 0:20:46Ford also say that in future, they're happy for John and Rob
0:20:46 > 0:20:50to take their cars to a different Ford dealership.
0:20:50 > 0:20:53And Lex Autolease, well, they point out that
0:20:53 > 0:20:57their lease agreement didn't include maintenance, servicing or repairs,
0:20:57 > 0:21:00but they've arranged for both vehicles to be assessed
0:21:00 > 0:21:02by an independent expert.
0:21:03 > 0:21:08Now, back to our investigation into hairdressers prepared to ignore
0:21:08 > 0:21:10their own industry's guidelines.
0:21:12 > 0:21:15Sammi Ford knows only too well what can happen
0:21:15 > 0:21:18when hair dyeing goes wrong.
0:21:18 > 0:21:21She suffered a severe allergic reaction.
0:21:21 > 0:21:24It was really frightening, I was scared, I didn't
0:21:24 > 0:21:27want to look in the mirror, I didn't even recognise myself.
0:21:27 > 0:21:31Manufacturers all say their hair dyes are safe to use
0:21:31 > 0:21:34if the instructions are followed.
0:21:34 > 0:21:36Which includes carrying out a patch test.
0:21:37 > 0:21:42Those same manufacturers also say that hair dye is not intended
0:21:42 > 0:21:46for use on anyone under the age of 16.
0:21:46 > 0:21:51The European Commission demands this warning is put on all packaging.
0:21:51 > 0:21:54The hairdressers' own federation goes further, saying
0:21:54 > 0:21:59that hair colour products should never be applied to anyone under 16.
0:22:01 > 0:22:05But we've discovered that some hairdressers in Wales seem only too
0:22:05 > 0:22:08happy to ignore the guidance.
0:22:09 > 0:22:13Imogen is 12 and loves having her hair styled.
0:22:13 > 0:22:17She'd also love to have it coloured, but she's too young.
0:22:17 > 0:22:21We took her undercover to salons across South Wales.
0:22:21 > 0:22:24Only one, Burlesque in Newport, did the right thing,
0:22:24 > 0:22:26telling her she was too young.
0:22:36 > 0:22:39- Hi.- Hi, how are you?
0:22:39 > 0:22:44Shirley Davis-Fox represents Wales on the industry's professional body.
0:22:45 > 0:22:47So what we've done is sent a 12-year-old
0:22:47 > 0:22:52into various salons asking to get their hair dyed.
0:22:52 > 0:22:55So it will be very interesting to see what you think of this.
0:22:55 > 0:22:57- 12 years of age?- Yeah, 12.
0:22:58 > 0:23:01At this salon in Pontypridd, there's encouragement.
0:23:18 > 0:23:21So, very clearly stated that she's 12.
0:23:21 > 0:23:23That she's 12.
0:23:23 > 0:23:25She should have said, "No, I'm really sorry."
0:23:25 > 0:23:27Right, I don't know what you're going to make
0:23:27 > 0:23:28of the rest of this then.
0:23:28 > 0:23:30Next, Kadji in Cardiff.
0:23:30 > 0:23:33They seem mainly concerned about the cost.
0:23:57 > 0:24:01Now, what's interesting about that is she is almost,
0:24:01 > 0:24:04the fact that she's a schoolgirl is a benefit here
0:24:04 > 0:24:06because she's going to get a discount.
0:24:06 > 0:24:07That's appalling.
0:24:07 > 0:24:11She is a schoolgirl, she does not look 16.
0:24:11 > 0:24:13In fact, she doesn't even look 14.
0:24:15 > 0:24:19A patch test on the spot was offered by Glam in Pontypridd,
0:24:19 > 0:24:22but that's only appropriate for an adult client.
0:24:32 > 0:24:34Space in Newport were also concerned
0:24:34 > 0:24:37about what kind of colour Imogen wanted.
0:24:50 > 0:24:53Elbow Room in Newport were keen to offer our schoolgirl
0:24:53 > 0:24:56an affordable option.
0:25:07 > 0:25:10And Pebbles in Cardiff were willing to book the appointment too.
0:25:26 > 0:25:30That is awful. That is absolutely appalling.
0:25:32 > 0:25:36And at a branch of LaZarou in Pontypridd,
0:25:36 > 0:25:40the staff clearly realise she's a child.
0:26:02 > 0:26:06That's not true. That is absolutely not true.
0:26:06 > 0:26:10Nobody, no-one can guarantee
0:26:10 > 0:26:15that a lowlight chemical will not touch the scalp.
0:26:15 > 0:26:16Are you all right?
0:26:16 > 0:26:19I feel like this is like red rag to a bull right now.
0:26:19 > 0:26:21Well, it is.
0:26:21 > 0:26:23Everybody, within the industry,
0:26:23 > 0:26:26is trying to professionalise the industry.
0:26:26 > 0:26:33And here we have salons that are actually contemplating colouring -
0:26:33 > 0:26:36doesn't matter whether it's highlights or lowlights -
0:26:36 > 0:26:38colouring a young person's hair.
0:26:39 > 0:26:40No.
0:26:40 > 0:26:43If they did something with this young girl
0:26:43 > 0:26:46and she had an anaphylactic shock,
0:26:46 > 0:26:48she could die.
0:26:48 > 0:26:50That's how serious it is.
0:26:52 > 0:26:56Well, not all the hairdressers we featured were willing to comment,
0:26:56 > 0:27:00but the Hair Centre has apologised and say they've arranged
0:27:00 > 0:27:02further staff training.
0:27:02 > 0:27:04Glam was the only salon that wanted to carry out
0:27:04 > 0:27:07a patch test on the spot.
0:27:07 > 0:27:09However, they say they would still be willing to colour
0:27:09 > 0:27:12our tester's hair, because the highlights she wanted
0:27:12 > 0:27:15wouldn't have touched the scalp.
0:27:15 > 0:27:19Pebbles admit they should have checked our tester's age.
0:27:19 > 0:27:22But say they'll now improve procedures
0:27:22 > 0:27:24to avoid errors in future.
0:27:24 > 0:27:28And LaZarou in Pontypridd acknowledge they made a mistake.
0:27:28 > 0:27:32They say they have strict policies in place and will now put further
0:27:32 > 0:27:35policies and staff training into action
0:27:35 > 0:27:38to stop this ever happening again.
0:27:38 > 0:27:41Well, that's all we've got time for this week.
0:27:41 > 0:27:43Next week - the boiler left in pieces
0:27:43 > 0:27:46and the mum left out of pocket by a plumber.
0:27:46 > 0:27:51I felt really stupid for trusting him and giving him that money.
0:27:51 > 0:27:54The whole thing has been really upsetting.
0:27:54 > 0:27:57And if you'd like us to investigate a tradesman,
0:27:57 > 0:28:00a company that's let you down or an issue that gets you
0:28:00 > 0:28:02hot under the collar, get in touch.
0:28:02 > 0:28:03The number to call is...
0:28:07 > 0:28:08Or you can e-mail...
0:28:10 > 0:28:12We would love to hear from you.
0:28:12 > 0:28:14See you next week, bye-bye.
