:01:08. > :01:13.summer solstice but not all of the revellers are keeping the peace.
:01:13. > :01:17.Police want to find the men who posed as police officers, to gain
:01:17. > :01:20.entry to a pensioner's home. We've been travelling the country
:01:20. > :01:23.for the past two weeks, investigating crime where you are.
:01:23. > :01:29.And we're kicking off our third week on the road in Wiltshire. Dave,
:01:29. > :01:33.where exactly are you? Hi, Rav. We're in Salisbury, with
:01:33. > :01:36.this lovely group of pioneering ladies. They've decided to take
:01:36. > :01:43.their battle against anti-social crime into their own hands here, on
:01:43. > :01:46.the Bemerton Heath housing estate. More on that later.
:01:46. > :01:51.Joining me today is BBC South West's Alex Lovell. Good to have
:01:51. > :01:54.you on board, Alex. Thanks, Dave. My day job is
:01:54. > :01:58.normally presenting the BBC news programme in this area. This has
:01:58. > :02:01.been my patch for seven years, but I have never actually been at
:02:01. > :02:08.Stonehenge for the summer solstice. Last week, I was there, right in
:02:08. > :02:12.the thick of it, seeing how the police handle such a massive event.
:02:12. > :02:16.Thanks, Alex. Now, our first appeal. Seeing
:02:16. > :02:19.someone in a police uniform does usually fill you with reassurance.
:02:19. > :02:22.But there are criminals out there who are willing to take advantage,
:02:22. > :02:25.and betray that trust. Wiltshire Police are asking for information
:02:25. > :02:35.about two men who pretended to be police officers to steal from an
:02:35. > :02:37.
:02:37. > :02:42.elderly man. Hello, we're the police. It is
:02:42. > :02:49.sickening. If they do it to me, they will do it to other people.
:02:49. > :02:54.Can we come in and have a look? Police officers wear their uniform
:02:54. > :03:02.with pride. For these people to use it to get into people's houses, it
:03:02. > :03:09.is horrible. Retired bus conductor Ivan has
:03:09. > :03:13.lived here since 1968. He lives alone since he lost his wife. With
:03:13. > :03:19.only his dog for company. A couple of times a week, Abbey comes to
:03:19. > :03:25.help out and has got to know him well. Generally speaking, he
:03:25. > :03:32.muddles along, he is a very nice, kind hearted, friendly man. It is a
:03:32. > :03:39.shame something so awful has happened to him.
:03:39. > :03:46.It was Tuesday 20 it may, 82-year- old Ivan was suffering with his
:03:46. > :03:53.titters here condition. I suffer badly from tinnitus, and it started
:03:53. > :03:58.whistling. Ivan took his medication and was sleeping. At 645, there was
:03:58. > :04:03.a sudden knock at the door. answered the door to be presented
:04:03. > :04:07.with a gentleman wearing what looked like a police uniform.
:04:07. > :04:12.man was dressed in a full police uniform. The other was wearing
:04:12. > :04:22.casual clothing. They claimed they were investigating a theft. He a
:04:22. > :04:24.
:04:24. > :04:29.few door-to-door inquiries, do mind if we come in to take a look.
:04:29. > :04:32.was in a complete police uniform. They claimed to be on the right
:04:32. > :04:39.side of the law but nothing could have been further from the truth.
:04:39. > :04:48.The gentleman followed Ivan into the kitchen at the back of the
:04:48. > :04:53.house. Because he was in uniform, he had identity, everything.
:04:53. > :04:57.Ivan was distracted by the bogus policeman, the plain-clothed
:04:57. > :05:01.accomplice went in search of valuables. He thinks they were in
:05:01. > :05:09.the house for 10 minutes. The other one went through his jacket and
:05:09. > :05:15.removed items. Thank you for your time. After the impostors left, I
:05:15. > :05:23.then felt uneasy and went to check his wallet was still in his jacket.
:05:23. > :05:27.When I came back in here, I had a look at my jacket. It had gone.
:05:27. > :05:33.When he hurried back to the door, there was no sign of the police
:05:33. > :05:36.meant either. The is what we would class as a distraction burglary.
:05:37. > :05:46.Interesting gentleman has let them in thinking they were police. A
:05:47. > :05:50.
:05:50. > :05:57.horrible thing to have happened. soon as it happened, I rang. I then
:05:57. > :06:01.rang the police non emergency contact number. We know there were
:06:01. > :06:05.least four other instances in Hampshire on the same day, where
:06:05. > :06:12.two gentle men have gone to addresses and similar things have
:06:12. > :06:17.happened. I don't was able to give a good description of the two con
:06:17. > :06:25.men who are now wanted by the police.
:06:25. > :06:30.Since it happened, Ivan has been on age. He has been nervous. I have
:06:30. > :06:38.been popping in to see him more frequently to see if he is all
:06:38. > :06:45.right. We feel that possibly he has become a target.
:06:45. > :06:49.Poor Ivan. What a cruel thing to do. Now, this happened just three weeks
:06:49. > :06:52.ago, and could be fresh in people's minds. PC Sarah Chaplin is with me
:06:53. > :06:57.now. She's investigating this case. Ivan is not the only victim of the
:06:57. > :07:03.these two men, is he? There were four other cases on the same day in
:07:03. > :07:11.Hampshire, and we believe they are all linked. It happened all in one
:07:11. > :07:21.evening. These areas are all very close
:07:21. > :07:22.
:07:22. > :07:27.together. They have covered quite a bit of ground. They are saying
:07:27. > :07:31.every time they are police officers. They are dressing as a police
:07:32. > :07:38.officer, the other one is in casual clothing. In Salisbury, he was
:07:38. > :07:47.wearing a policeman's helmet. have an effect. The gentlemen
:07:47. > :07:57.wearing the helmet, smooth faced, round face. The other gentlemen, he
:07:57. > :07:59.
:07:59. > :08:05.has a square jaw. Police officers do not turn up at your door and
:08:05. > :08:09.asked to come in. If they're doing house to house inquiries, they may
:08:09. > :08:14.not on your door but one never ask to come in. They will only come if
:08:14. > :08:24.you have reported an incident took and they need to speak to. Genuine
:08:24. > :08:29.
:08:30. > :08:34.police officers never mind you checking out their credentials.
:08:34. > :08:37.Now it's time for our first Wanted Faces of the week. First up is this
:08:37. > :08:39.man Christopher Thornton Blake. He's been wanted by detectives in
:08:39. > :08:42.Cleveland for questioning since 1994, in connection with rape and
:08:42. > :08:45.indecent assault allegations. He has connections to the London area
:08:45. > :08:48.and, at the time of his disappearance, had a moustache and
:08:48. > :08:51.was overweight. But, of course, his appearance will now have changed.
:08:51. > :08:54.But where is he now? Next, Jason Patrick Humble. He's
:08:54. > :08:58.wanted by officers in South Wales, in connection with an attempted
:08:58. > :09:01.murder back in 2006. He's also known to use the name Jason
:09:01. > :09:04.O'Connor. He's a former rally driver, and police think he still
:09:04. > :09:07.attends rally events across the country. He has connections to the
:09:07. > :09:10.South Wales Valleys, London and the Farnborough area of Hampshire. If
:09:10. > :09:13.you've got any information about him, police want to know.
:09:13. > :09:15.Next is this man, Daniel John Griffiths. He's wanted by
:09:15. > :09:18.detectives in Surrey, in connection with serious sexual offences. He
:09:18. > :09:21.has connections to the Devon and Cornwall areas, and has previously
:09:21. > :09:27.worked as a cleaner. Do you know where he is?
:09:27. > :09:30.And finally, is this man. Detectives in London want to speak
:09:30. > :09:34.to him in connection with a sexual assault on an 18-year-old girl. He
:09:34. > :09:37.practices as a Pandit, or spiritual healer, and has connections to the
:09:37. > :09:40.east of London, Forest Gate and Wembley areas, but could be
:09:40. > :09:44.anywhere in the country, or even abroad. If you know where he, or

:10:08. > :10:18.are the oldest police force in the country. This year, they're
:10:18. > :10:20.
:10:20. > :10:24.celebrating 173 years of fighting crime in this area.
:10:24. > :10:29.And with its urban areas like London and large areas of
:10:29. > :10:32.countryside, the 1,200 police officers face a dynamic range of
:10:32. > :10:37.crime across the county. There are some major events keeping
:10:37. > :10:41.them busy. This is one of the biggest policing operations of the
:10:41. > :10:47.year, with thousands of visitors to Stonehenge. The police are working
:10:47. > :10:51.hard to keep people safe, and crime to a minimum. We have the pop
:10:51. > :10:57.festival which takes place in the north of the county, a number of
:10:57. > :11:04.other fairly significant events in the year. Wiltshire tops the table
:11:04. > :11:08.when it comes to tackling violent crime. With the M4 corridor cutting
:11:08. > :11:14.through the county, there are concerns other criminals may be
:11:14. > :11:22.moving in. Quite if you see Wiltshire as a soft touch but we
:11:22. > :11:26.are not. When we get information, we deal with it firmly. Wiltshire
:11:26. > :11:30.Police carried out regular raids to stamp out the manufacture and
:11:30. > :11:36.distribution of illegal drugs. But they are facing substantial cuts in
:11:36. > :11:42.their budget. Over a four Year period we will lose something like
:11:42. > :11:45.20% of our budget. I think this police force is up to it.
:11:46. > :11:53.One of the innovative schemes that Wiltshire Police are encouraging is
:11:53. > :12:00.Streetwatch. It's cut by half anti- social crime in this area. So this
:12:00. > :12:04.is how it all began. After working 48 years as a nurse,
:12:04. > :12:13.Sheila thought she was in forehead quite good, but that changed just
:12:13. > :12:22.before Christmas in 2010. I was watching TV, and my front door was
:12:22. > :12:27.smashed in by you this unknown. Which was pretty frightening. Three
:12:27. > :12:35.weeks later, my porch was smashed in as well. It started from there
:12:36. > :12:39.really. That was the end of my quiet life. These are the ladies of
:12:39. > :12:45.the Streetwatch scheme in Bemerton Heath helping police to crack down
:12:45. > :12:49.on anti-social crime in their area. Streetwatch is like the next step
:12:49. > :12:55.on from Neighbourhood Watch, volunteers go out on patrol in
:12:55. > :12:58.pairs or more, and talk to people who they see on the street, and
:12:58. > :13:06.generally promote good citizenship throughout the neighbourhood and
:13:06. > :13:13.community. Whether it is keeping a friendly eye on the local kids. To
:13:13. > :13:17.reporting on taxed cars. She has found that the two -- the tax is
:13:17. > :13:23.two months out of date and this will be passed on to the police.
:13:23. > :13:28.And dealing with parking problems. There is no excuse. The Streetwatch
:13:28. > :13:32.team are the new eyes and ears of the police. How it has worked, we
:13:32. > :13:40.don't know, but when the crime statistics came out, and they had
:13:40. > :13:44.dropped by 50%, then something obviously has worked. It is a
:13:44. > :13:49.scheme which all of us really believe in. And I honestly believe
:13:49. > :13:54.every police force in this country should picketer. They are a
:13:54. > :13:58.remarkable group of individuals and we think they are a real asset to
:13:58. > :14:04.Bemerton Heath and the neighbourhood policing team. We are
:14:04. > :14:08.very grateful for their support. And I have the ladies from Bemerton

:15:27. > :15:33.community. What do you get out of this? Community spirit. People tell
:15:33. > :15:37.us their problems and what is wrong and we pass it on, if necessary.

:15:45. > :15:50.we needed help, the police are not the other end of the phone because
:15:50. > :15:56.it is on the computer and they know where we are. We are never afraid.

:16:42. > :16:46.have the time to go and chat with children and young people on the
:16:46. > :16:53.estate. They can just get down to their level and give them half an
:16:53. > :17:03.hour just chatting and building up that relationship. It is obviously

:23:19. > :23:23.lucky to have a neighbour of that calibre. George and Irene moved

:24:18. > :24:25.the taxi, the neighbour that lives near where we had the car parked
:24:26. > :24:30.came out and came along with us and he set that she had been showing
:24:31. > :24:34.somebody around our bungalow while you're away. We were wondering if
:24:34. > :24:43.she will showing her friends or showing people what a nice place we
:24:43. > :24:47.have got. Why would she do that?! We were at a loss. In fact, their
:24:47. > :24:50.neighbour had been trying to rent out their home. Her intention was
:24:50. > :24:56.to take deposits money from prospective tenants and pocket the
:24:56. > :25:06.cash. She was bringing in tenants to have a look to read the kiss out
:25:06. > :25:10.too. People were very interested. If we came here and the door had a
:25:10. > :25:16.different lock, and there where people here, it was not their fault.
:25:16. > :25:23.Not content with one property, or bogus landed the advertised her
:25:23. > :25:28.housing association flat as well. - - landlady. This woman arranged to
:25:28. > :25:34.see it. She was a lovely woman to begin with. I thought she was just
:25:34. > :25:38.normal. And she was being genuine. And then everything went wrong. I
:25:38. > :25:43.met her in a bungalow, I thought it was all about all the furniture was
:25:43. > :25:51.still in there. She said it would be gone by the weekend. It was
:25:51. > :25:57.spacious. Just my ideal size. For me and my boys. Heidi sector hard
:25:57. > :26:05.on the flat and was eager to move in. -- set her heart on the Flat.
:26:05. > :26:11.had to meet up with my deposit money. �750. She originally only
:26:11. > :26:17.one to �700 but then put up the deposit. And then she was like,
:26:17. > :26:24.thank you, I will be out on such a budget to bring you an agreement
:26:24. > :26:28.and keys. Heidi thought she would soon move into her new home.
:26:28. > :26:32.night that she was due to come out, she never turned up and that is
:26:32. > :26:38.when I find out about what had happened. I was devastated,
:26:38. > :26:44.horrible. My oldest, he would not stop crying, he said, we're moving?
:26:44. > :26:47.No, we're not. Heidi never saw her money again. The rental scam was
:26:47. > :26:54.not the only illegal activity George and Irene's neighbour was up
:26:54. > :26:59.to. There was worse to come. suddenly thought that I had left
:26:59. > :27:03.one of my credit cards in the draw, near my computer. I thought, no,
:27:03. > :27:10.she would not be going down there to look for that. I open the drawer
:27:10. > :27:16.and it was gone. Her worst fears were confirmed. She spent just over
:27:16. > :27:24.�2,000 on my card. She booked a flight tickets, ferry tickets,
:27:24. > :27:32.hotels. And also she had opened a catalogue account in my name. It
:27:32. > :27:35.broke my heart, my children's hearts. Trying to explain to
:27:35. > :27:43.children, we are not moving because this person has run off with your
:27:43. > :27:51.money. They were looking forward to it. I just do not know. I felt
:27:51. > :27:56.violated. Six. She has broken something in us that we thought was
:27:56. > :28:02.not there. Because of what she has done. But only to us but other
:28:02. > :28:07.people, who has suffered and she should be locked up. Of course,
:28:07. > :28:14.NOMA, we want you to give us names but in this case, you can tell us
:28:14. > :28:21.who we are looking for? Lorraine Banham, 55, from north London.
:28:21. > :28:27.Descried her? She is a large build, 55 and she had long had the last

:28:51. > :28:58.across the south of the country. If there are further victims, we want

:29:03. > :29:10.the names that she uses? One of the reasons it has taken us so long is

:33:53. > :33:58.to the review officer who looks at the evidence and decides whether we
:33:58. > :34:03.can deal with that person byway of St caution or cannabis warning.
:34:03. > :34:10.This man is found to have no illegal substances and is free to
:34:10. > :34:14.go. Just been through this search process, how did you feel?
:34:14. > :34:19.worries whatsoever. I wasn't carrying anything other was a would

:35:11. > :35:15.sun has come up, and although there were moments where it was busy for
:35:15. > :35:21.the police, on the whole, it seems to have been fairly peaceful and
:35:21. > :35:26.harmonious. People are enjoying themselves. As we move through the
:35:26. > :35:30.morning, the police will move towards getting everyone safely off
:35:30. > :35:34.site. We've got a piece of kit here that
:35:34. > :35:37.was used by police that night at Stonehenge. Joining me now is crime
:35:37. > :35:44.prevention officer Amanda Clark to tell us more. It was a huge
:35:44. > :35:47.operation. Playing a part in the operation was this machine. It's
:35:47. > :35:50.called the Ion Track Itemiser, or the Itemiser, for short. It can
:35:51. > :35:54.check whether drugs are present on swabs we take from various surfaces.
:35:54. > :35:59.On the night, we randomly swabbed vehicles to test for evidence of
:35:59. > :36:04.drugs. Can we see how it works? take the swab like this. Made of
:36:04. > :36:11.Kevlar. Making sure it's not contaminated, by wearing rubber
:36:11. > :36:14.gloves. We have put traces of drugs that could be detected here, so
:36:14. > :36:18.hopefully the machine will find something. Once done, we put this
:36:18. > :36:26.swab into the Itemiser. Let's see if it's found anything. You put it
:36:26. > :36:29.in here. The Itemiser tests by burning all bacteria, and leaves
:36:29. > :36:33.the core drug substance, which is what we test for. That shows that
:36:33. > :36:43.drugs have been found? This will test for all Class A to Class C
:36:43. > :36:48.
:36:48. > :36:51.drugs. There you see it. Why is this so useful for the police? It's
:36:51. > :36:58.a very quick way of confirming someone has drugs in their
:36:58. > :37:03.possession, without needing dogs or lab testing. We use it at licensed
:37:03. > :37:13.premises. And at public events. To supply -- to stop the supply of
:37:13. > :37:15.
:37:15. > :37:21.drugs going on in those events. What when you have done before? --
:37:21. > :37:27.what would you have done before? detects minuscule particles, we
:37:27. > :37:35.wouldn't have known they were there before. We have been using this for

:38:40. > :38:44.shopping centre in Stratford, east London. This man is helping himself
:38:45. > :38:50.to some clothes. Bold as brass, he strolls out before making a run for

:39:18. > :39:21.out an Apple laptop was nipped under everyone's noses. Make sure
:39:21. > :39:25.this thief is caught before he ends up on a table near you.

:39:57. > :40:04.in this area in March this year. What happened? An 89-year-old woman
:40:04. > :40:07.was walking near Kyngeston Court in Warminster. A small black car
:40:08. > :40:13.pulled up, and a man asked her for directions. Nothing too unusual in
:40:13. > :40:17.that. But what happened next? pulled out a map, and asked for
:40:17. > :40:20.directions nearby. The elderly woman also noticed there was a
:40:20. > :40:25.woman sitting in the car when it happened. She gave him directions,
:40:25. > :40:28.and the man got back in his car and drove off. When did she realise
:40:28. > :40:31.something had happened? When she got home, she discovered that her
:40:31. > :40:37.purse containing cards and cash was missing, and that her card had been
:40:37. > :40:47.used to fraudulently obtain over �1,000. Poor woman. So how do you
:40:47. > :40:49.
:40:49. > :40:56.think it happened? It is possible that the PIN number was written
:40:56. > :41:01.down somewhere. What is the advice to people in this situation? Most
:41:01. > :41:05.people asking for directions are genuine. However, if you have
:41:05. > :41:15.personal property, you need to make sure it is in front you and you can
:41:15. > :41:16.
:41:16. > :41:25.see it at all times. This image was taken when the
:41:25. > :41:29.�1,000 was taken out of her account. From the CCTV, a man and a woman
:41:29. > :41:34.were identified at more than one location at the time of those
:41:34. > :41:39.withdrawals. Wiltshire Police are keen to speak with those
:41:39. > :41:45.individuals. This is a really mean crime against a trusting elderly
:41:45. > :41:52.person. This particular lady is ill, it has caused an awful lot of
