:00:46. > :01:18.this is Crimewatch. Good evening, and welcome to

:01:19. > :01:25.Crimewatch. Tonight we are investigating crime on our roads.

:01:26. > :01:26.So we've brought our Mobile Incident Unit

:01:27. > :01:28.to the Millbrook Proving Ground in Bedfordshire.

:01:29. > :01:30.It's where vehicles are put through their paces and subjected

:01:31. > :01:33.to all manner of safety and capability checks on the 70

:01:34. > :01:36.It's also used as a location for film shoots, including

:01:37. > :01:39.the record-breaking Aston Martin car roll stunt in Casino Royale.

:01:40. > :01:42.But, no matter how safe our cars have become, over 90% of accidents

:01:43. > :01:46.Many of these crashes result in serious injury and death

:01:47. > :01:51.New legislation has just come in to force doubling the penalties

:01:52. > :01:54.for drivers using their phones at the wheel.

:01:55. > :01:57.So later, we'll be putting Jeremy to the test to show just how

:01:58. > :02:05.dangerous texting whilst driving is.

:02:06. > :02:08.But we begin with a crime which, though a serious problem in many

:02:09. > :02:12.countries, is still relatively rare in the UK.

:02:13. > :02:17.Carjacking is the violent theft of a vehicle from its owner.

:02:18. > :02:20.It's dangerous and terrifying for any victim.

:02:21. > :02:22.Hard to believe, then, that a couple of weeks ago someone

:02:23. > :02:30.would attempt to do this to disabled former boxer Michael Watson.

:02:31. > :02:35.Former boxer Michael Watson is no stranger to adversity.

:02:36. > :02:39.He made headlines in 1989 when, at the height of his career, he won

:02:40. > :02:48.by knockout against Commonwealth champion Nigel Benn.

:02:49. > :02:54.The underdog has won, and he's done it in style!

:02:55. > :02:56.But just two years later, a fight against Chris

:02:57. > :02:59.Michael sustained a serious brain injury, which required six

:03:00. > :03:03.operations and ended his boxing career.

:03:04. > :03:11.My biggest fight was the fight of survival.

:03:12. > :03:16.Over the following 26 years, Michael made an extraordinary recovery.

:03:17. > :03:19.Despite limited movement on his left side, he went on to become

:03:20. > :03:31.But, less than three weeks ago, Michael's safety was back

:03:32. > :03:38.in the balance, when he became the target of a terrifying attack.

:03:39. > :03:41.That day, Michael was with his lifelong friend

:03:42. > :03:51.I grew up with Michael from the age of about 14,

:03:52. > :03:55.and I've always been close friends with him.

:03:56. > :04:01.I regard him as more than just a friend to me.

:04:02. > :04:06.We went to a restaurant, had a little meal, took a light walk,

:04:07. > :04:22.As they were driving, a white Mercedes pulled up behind them.

:04:23. > :04:25.We were just waiting in the traffic, and I just felt a little bang

:04:26. > :04:52.The driver sprayed ammonia into Lennard's eyes.

:04:53. > :05:01.Then both men attacked him and beat him to the ground.

:05:02. > :05:04.I landed on my knees, and I was still swinging,

:05:05. > :05:10.and they were just squirting more at me, kicking at me.

:05:11. > :05:12.One attacker leapt into the car where Michael was waiting,

:05:13. > :05:19.That's when I tried to escape out the car.

:05:20. > :05:25.The seat belt was still tangled round my shoulders

:05:26. > :05:39.I couldn't believe this was actually happening.

:05:40. > :05:45.It felt like my skin was peeling off.

:05:46. > :05:58.Lennard watched, helpless, as Michael was dragged several

:05:59. > :06:03.hundred meters along the road, before the driver stopped and fled.

:06:04. > :06:11.We got a message back saying that he's in

:06:12. > :06:19.The relief that just run down me, and the happiness that

:06:20. > :06:25.run back up, you know, is, it was unbelievable.

:06:26. > :06:32.Amazingly, Michael escaped without major injury.

:06:33. > :06:34.No bones were broken, thank God, especially that my

:06:35. > :06:37.I just came through with bumps and grazes.

:06:38. > :06:46.Somebody that does something like this has no respect for humanity.

:06:47. > :07:04.Well, we can speak to the lead officer on this case now.

:07:05. > :07:07.Superintendent Paul Clements, thank you very much for joining us.

:07:08. > :07:19.It is a shocking attack, in broad daylight, on a busy road, in Waltham

:07:20. > :07:23.Forest, a safe borrow. Michael and Lennard are still shaken and they

:07:24. > :07:27.have significant physical injuries and emotional from the trauma as

:07:28. > :07:31.well, that will take time to heal. You have heard from some witnesses,

:07:32. > :07:36.I know. But you are appealing for more? That's right. I would like to

:07:37. > :07:41.hear from anybody who was in the area of the Ridgeway in Chingford on

:07:42. > :07:47.the 16th of February at around 5pm, that's just a couple of weeks ago.

:07:48. > :07:53.The men squirted Michael and Lennard in the face with what we believe is

:07:54. > :07:57.only. I am dismayed at this level of violence and cowardice -- is only. I

:07:58. > :08:01.would like to say thank you and paste a short tribute to Michael and

:08:02. > :08:07.Leonard, who are reliving this now for the purpose of this appeal --

:08:08. > :08:15.they were sprayed with ammonia. You can see this white Mercedes, which

:08:16. > :08:22.originally was in front of Michael's distinctive Golf, it is a blue Golf

:08:23. > :08:27.with silver wing mirrors. On this particular shot, it is behind

:08:28. > :08:40.Michael's Golf. We would like to hear from the occupants of that car.

:08:41. > :08:44.It's a White C or E Class Mercedes with tinted windows.

:08:56. > :08:58.Tonight's roundup of criminals caught on camera now beginning

:08:59. > :08:59.with the disturbing stabbing of a have-a-go hero.

:09:00. > :09:04.These two friends or in a shop in Bournemouth late on a Sunday night.

:09:05. > :09:09.An argument breaks out with the shopkeeper when they tried to buy

:09:10. > :09:15.alcohol. They are not happy, but eventually they leave. Once outside,

:09:16. > :09:19.though, things turned nasty. One produces a knife and threatens the

:09:20. > :09:25.shopkeeper. A passer-by steps in and tries to disarm the knifeman. The

:09:26. > :09:30.blade. The floor, and is picked up by the other friend, who, moments

:09:31. > :09:35.later, stabs the innocent have a go hero in the back. He has been

:09:36. > :09:39.sentenced to six years in prison, and the victim has made a full

:09:40. > :09:47.recovery. But he'll is his accomplice? Police need his name

:09:48. > :09:51.tonight. -- who is his accomplice. Look carefully at the top left of

:09:52. > :09:56.your screen. A motorbike is idling in the road in Peckham, south

:09:57. > :10:01.London. But what are they waiting for? Another camera reveals all. The

:10:02. > :10:06.robber in the high viz jacket calmly walks across the road. And then

:10:07. > :10:11.strikes. Rugby tackling a security guard as he leaves a post office

:10:12. > :10:15.with the takings. His friend on the bike is ready, and they ride off at

:10:16. > :10:24.speed with the cash box, leaving the security guard lying in the road.

:10:25. > :10:26.They fled with over three in cash, a stolen bike was later found

:10:27. > :10:35.abandoned. They may have hidden their identities, but somebody knows

:10:36. > :10:39.who these bandit bikers. A garage forecourt in Barnsley, and a lorry

:10:40. > :10:46.driver is making a delivery. But he is being watched very closely. As he

:10:47. > :10:51.goes inside, the thieves strike, taking cigarettes from the back of

:10:52. > :10:55.the lorry. Look at the top of your screen. The delivery driver spots

:10:56. > :11:00.them in their car and confronts them. And as he climbs into take

:11:01. > :11:04.back the loot, they speed off, leaving him hanging out of the door.

:11:05. > :11:10.They make their getaway with the petrified worker still hanging on.

:11:11. > :11:15.He finally escaped when the car stopped in a side street. But with

:11:16. > :11:19.him stranded, the thieves see another opportunity, returning to

:11:20. > :11:22.the garage and stealing yet more cigarettes. Who is the callous

:11:23. > :11:32.driver? Police need a name tonight. This man bought a district line

:11:33. > :11:38.train on the London underground on Wednesday evening. -- he boards the

:11:39. > :11:43.train. He takes a seat and talks to the people around him. Suddenly,

:11:44. > :11:47.without warning, he jumps up and punches and unsuspecting stranger in

:11:48. > :11:59.the face, breaking his jaw. Take a close look at him, who is he?

:12:00. > :12:06.It's well after last orders, and this pub in a small fishing village

:12:07. > :12:11.in Devon. So what are these men up to? As the landlord and his family

:12:12. > :12:15.sleep upstairs, the thieves make their way through the rooms

:12:16. > :12:22.downstairs. They don't seem to be in any rush, though. Going from room to

:12:23. > :12:27.room, before helping themselves. Police say almost ?4000 in cash was

:12:28. > :12:31.taken from the pub, and an adjoining small post office. It has left a

:12:32. > :12:36.family business devastated. Names please.

:12:56. > :12:57.Last week, new legislation came into force doubling the penalties

:12:58. > :13:00.for drivers caught using a phone at the wheel to six

:13:01. > :13:07.The new tougher punishments are aimed at reducing the numbers

:13:08. > :13:09.of fatalities and serious injuries caused by drivers

:13:10. > :13:16.So we've taken a look at the devastating impact this

:13:17. > :13:25.and other road crimes can have on people's lives.

:13:26. > :13:27.Cutting-edge technology means the cars we drive are now

:13:28. > :13:36.But it seems our behaviour behind the wheel hasn't kept up.

:13:37. > :13:41.In fact, road crime has gone up a gear.

:13:42. > :13:44.For the first time in years, parts of the UK have seen incidents

:13:45. > :13:53.Cases of hit-and-run involving casualties have risen.

:13:54. > :13:56.And CCTV and dashcams regularly capture the rage of road

:13:57. > :14:11.So, what's going on with Britain's drivers?

:14:12. > :14:13.One of the remarkable things about the psychology of driving

:14:14. > :14:15.is that law-abiding people, who would never consider breaking

:14:16. > :14:17.the law in any other area, will break the law

:14:18. > :14:22.In fact, a recent police crackdown caught almost 8000 of us

:14:23. > :14:31.Research shows that younger drivers are most likely

:14:32. > :14:34.to text while driving, so we spoke to some students

:14:35. > :14:40.I'm definitely not a danger on the road.

:14:41. > :14:48.What they don't realise is that watching them

:14:49. > :14:51.Last year, her life changed following a crash caused

:14:52. > :14:59.I've been in a vehicle where people are on their phone,

:15:00. > :15:01.maybe they are driving and they just quickly check a text.

:15:02. > :15:08.It's almost like it's not scary, because they are in control.

:15:09. > :15:11.I have Bluetooth, so I only really use it to change a song.

:15:12. > :15:26.Kate decides it's time to tell them what happened to her family.

:15:27. > :15:27.They were coming back from a holiday.

:15:28. > :15:31.This picture was taken on the way home.

:15:32. > :15:34.Kate's daughter Aimee was travelling with family members Tracey Houghton

:15:35. > :15:43.Whilst they were waiting in a line of traffic, a lorry driver,

:15:44. > :15:46.who was using his phone to play music as you were just saying,

:15:47. > :15:52.He was so focussed on his phone that he didn't see

:15:53. > :16:03.He was doing 50 mph, and they were killed instantly.

:16:04. > :16:06.Footage taken from the lorry caught the distracted driver

:16:07. > :16:18.People don't really think that skipping the next song can

:16:19. > :16:23.It can completely change someone's life.

:16:24. > :16:26.That's heartbreaking to hear, and you don't think about it

:16:27. > :16:33.You don't think you could injure or kill someone.

:16:34. > :16:35.Before this happened, I used my phone.

:16:36. > :16:47.Such a simple thing, just don't look at your phone.

:16:48. > :16:49.And the Government is listening to people like Kate,

:16:50. > :16:57.with new tougher penalties implemented just last week.

:16:58. > :16:59.Officers from the Road Crime Team at Staffordshire Police confront

:17:00. > :17:05.From the 1st of March this year, it's a ?200 fine and six

:17:06. > :17:15.And the option for an educational course is being removed.

:17:16. > :17:18.It shows that the Government is proactively targeting the offence

:17:19. > :17:20.and telling people how serious the offence is.

:17:21. > :17:28.It's not long before they catch someone in the act.

:17:29. > :17:31.I've come along and seen a phone in her left hand,

:17:32. > :17:34.and she's talking either talking to herself or somebody on the phone.

:17:35. > :17:40.Do you want to pull in somewhere safe for me?

:17:41. > :17:55.You need your phone on a handfree-type thing

:17:56. > :18:03.Maybe something that is linked into your speakers.

:18:04. > :18:08.There is no point just increasing the penalty, people have to

:18:09. > :18:09.understand why it has been increased and they have to want to change

:18:10. > :18:14.their behaviour. Dr Chapman uses a simulator

:18:15. > :18:16.at the University of Nottingham to study just how dangerous

:18:17. > :18:19.distractions at the wheel can be. The kind of thing you can spot

:18:20. > :18:22.really easily in the simulator is where people's attention

:18:23. > :18:24.is while they are driving. You can monitor their eye

:18:25. > :18:26.movements, you can measure You can see just how long

:18:27. > :18:35.they are doing something else, how hard their brain in is working

:18:36. > :18:38.on the other tasks they are doing The problem is if they look away

:18:39. > :18:42.and look back two seconds later, the whole road situation

:18:43. > :18:44.could have changed. In the real world, it's a constant

:18:45. > :18:46.issue for the police. People aren't concentrating

:18:47. > :18:48.on their driving - they're on their phones,

:18:49. > :18:50.updating Facebook, paying bills, It just becomes an extension

:18:51. > :18:54.of people now, mobile phones, and that's being transferred

:18:55. > :18:58.into the driving seat, They should be definitely

:18:59. > :19:06.kept separate. We followed you for

:19:07. > :19:10.quite a distance. You're holding the mobile phone

:19:11. > :19:15.in your hand, so would you have done But it isn't just distraction

:19:16. > :19:25.that can make people One of the surprises of being

:19:26. > :19:31.in a car is the degree of anonymity. You think you can do stuff

:19:32. > :19:34.you wouldn't do in normal life. One of the surprises from research

:19:35. > :19:41.is that normally mild-mannered people are prepared to be

:19:42. > :19:43.aggressive behind the wheel. Everyday issues can quickly

:19:44. > :19:45.become serious incidents. The driver of this car swerved

:19:46. > :19:47.to avoid these pedestrians as they crossed the road

:19:48. > :19:52.in Scunthorpe last year. A heated discussion followed

:19:53. > :19:55.but instead of driving off, he reversed and then purposely lined

:19:56. > :19:57.up his car to drive They were left with

:19:58. > :20:04.life-changing injuries. The driver, Mohammed Abdullah,

:20:05. > :20:06.has since been convicted of GBH and sentenced

:20:07. > :20:13.to six years imprisonment. In a road-rage situation,

:20:14. > :20:15.the perpetrator has got so involved in the driving situation that

:20:16. > :20:18.they've lost all perspective. Unfortunately, they are

:20:19. > :20:23.using two tonnes of metal But even when collisions

:20:24. > :20:31.are accidental, it seems that some Police believe that the driver

:20:32. > :20:38.of this dark car lost control before crashing into a 17-year-old girl,

:20:39. > :20:40.then drove off without stopping, leaving her

:20:41. > :20:48.with serious head injuries. The law requires you to stop

:20:49. > :20:51.if you've been involved in a road accident, however most people

:20:52. > :20:57.are not really aware of that. At the time of a road

:20:58. > :20:59.accident, that's not They're terrified, they want this

:21:00. > :21:02.not to have happened. They want to get away

:21:03. > :21:04.from the situation. Police are appealling for anyone

:21:05. > :21:07.with information to come forward. And unfortunately, such

:21:08. > :21:10.crimes aren't rare. In London alone, there were almost

:21:11. > :21:21.5000 hit-and-run casualties in 2015. Last year, Chanelle Higgins' life

:21:22. > :21:25.was changed beyond recognition when she headed home from a night

:21:26. > :21:28.out in South London. Shocking CCTV footage

:21:29. > :21:33.captured what happened. A grey BMW mounted the curb,

:21:34. > :21:37.sped along the pavement and knocked The last thing I remember

:21:38. > :21:46.was going in the ambulance and screaming about my legs hurting,

:21:47. > :21:51.my legs hurting, and trying to reach for my legs,

:21:52. > :21:54.and then blacking out, and waking up in a hospital bed

:21:55. > :21:58.with all tubes in my mouth, my neck, my nose, and they told me that

:21:59. > :22:01.I was paralysed and I had very If I'm honest, I just wanted

:22:02. > :22:10.to die there and then. I couldn't imagine myself

:22:11. > :22:17.without my legs and hands. And being confined to a wheelchair

:22:18. > :22:20.the rest of my life was just it was heartbreaking,

:22:21. > :22:23.especially as I have two kids. Police are still working to bring

:22:24. > :22:32.the driver to justice. If he had stopped and to check

:22:33. > :22:35.on me and my friend, a bit more respect for him,

:22:36. > :22:38.but as he didn't, There's a real paradox

:22:39. > :22:47.at the heart of modern driving. Cars are getting safer all the time,

:22:48. > :22:51.but we still have crashes at similar levels, and of course that's

:22:52. > :22:55.because of the driver. And with the human cost of road

:22:56. > :22:58.crimes so high, this is something Well, with me now is Kate Goldsmith,

:22:59. > :23:13.as we saw in our film. Along with the Assistant Chief

:23:14. > :23:15.Constable of the local Tri-Force Area - Simon Hawkins

:23:16. > :23:17.and the AA's Edmund King. Of course it must be

:23:18. > :23:20.incredibly difficult to talk about what happened to Aimee

:23:21. > :23:23.but you are determined to change this culture

:23:24. > :23:35.of using phones at the wheel? I am. It is just the heartbreak that

:23:36. > :23:39.my family are going through. There has to be some good that comes out

:23:40. > :23:47.of this, we have to change the way people behave in their cars. They're

:23:48. > :23:51.distracting paraphernalia around them. We mentioned increased

:23:52. > :23:55.penalties but you have to catch them and police are catching fewer than

:23:56. > :23:59.they did a few years ago. We have got our challenges but we have to

:24:00. > :24:04.protect the public and we will pursue people who use their phones

:24:05. > :24:08.on the road. Have you got the manpower to do that? We will look at

:24:09. > :24:12.things we can do, we encourage the public to use a dash cam and we will

:24:13. > :24:19.use every opportunity we can to make sure we stop people using their

:24:20. > :24:24.phones. The AA has put together an advert which compares the texting

:24:25. > :24:29.driver with the drunk driver and suggests the texting driver is maybe

:24:30. > :24:33.even more dangerous. It is quite shocking really but the facts show

:24:34. > :24:37.that if you are texting and driving you are twice as likely to have a

:24:38. > :24:42.crush as you are drink-driving, and the advert says you wouldn't

:24:43. > :24:46.drink-drive, don't text and drive so it's basically playing on those 20

:24:47. > :24:51.years or so of good drink-drive adverts that have changed attitudes

:24:52. > :24:56.and made drink-driving socially unacceptable. We need to do the same

:24:57. > :25:03.with texting and driving because it kills. So education is the thing for

:25:04. > :25:07.you? Combined with enforcement and the new penalties, I think the six

:25:08. > :25:11.penalty points, particularly for new drivers means they will lose their

:25:12. > :25:16.licence and have to retake their test so I think it's a combination.

:25:17. > :25:19.If you look at drink-driving and seat belts, all of the campaigns

:25:20. > :25:25.have had the real opponents and you need three elements to change

:25:26. > :25:29.attitudes. Kate, what is the answer? Quite frankly I think we should all

:25:30. > :25:33.be taking responsibility as drivers for our own actions, I don't think

:25:34. > :25:38.we should be relying on the police to stop us if we break the law, we

:25:39. > :25:44.need to stop doing it. Don't use your phone when you are driving a

:25:45. > :25:48.vehicle, simple as that. Simon, if a member of the public takes a picture

:25:49. > :25:54.of another driver on their phone, can you make use of that? Shouldn't

:25:55. > :25:59.they send it to you? Definitely. There are ways we can use that

:26:00. > :26:06.information and we can prosecute. So people should start taking pictures

:26:07. > :26:10.of each other? It is something we have done and we are starting to do

:26:11. > :26:15.now. It seems desperate, it is running away from you, isn't it? We

:26:16. > :26:19.are trying to re-educate people that mobile phone use is not acceptable

:26:20. > :26:24.and will take time but we will protect the public, that is what we

:26:25. > :26:29.are here for. Maybe the problem is people having phones in the car at

:26:30. > :26:34.all. Once you are in the car the best advice is to turn the phone

:26:35. > :26:40.off, put it into the glove compartment, and then you get rid of

:26:41. > :26:45.the risk, the temptation of the text or tweet. Thank you for joining us

:30:32. > :30:52.you've got minutes to live. It sounds cliched, but it was just

:30:53. > :31:05.the thought of helping people. You build a rapport, and they do end

:31:06. > :31:11.up knowing you by name. That night, I'd been showing

:31:12. > :31:25.a new officer around, seeing where certain things

:31:26. > :31:27.were and just getting We'd been to a few calls,

:31:28. > :31:31.but they weren't anything While the officers patrolled,

:31:32. > :31:39.CCTV captured a red Audi A4 estate At around 7pm, it was seen

:31:40. > :31:47.again on Flax Street, We'd been out for a few hours,

:31:48. > :32:07.and we decided to get a cup The officers pulled up

:32:08. > :32:16.in an unmarked car. Across the street, in a disused car

:32:17. > :32:26.park, they were being watched. I realised that I didn't know

:32:27. > :32:29.how my colleague took his coffee. The gunman opened fire,

:32:30. > :32:45.spraying the petrol station I looked down, and saw the bone

:32:46. > :32:53.was hanging out of my arm. I didn't feel any pain,

:32:54. > :32:59.but I ran for cover. I thought I was going

:33:00. > :33:18.to die on that forecourt. The red Audi was later found

:33:19. > :33:21.abandoned in the Andersonstown I've kind of dealt with

:33:22. > :33:43.the physical side of things. The mental side

:33:44. > :33:46.of things haven't really hit me yet, There will be a time when it

:33:47. > :33:52.hits me, definitely. I'm joined by Detective

:33:53. > :34:02.Superintendent Kevin Geddes from the Police Service

:34:03. > :34:04.of Northern Ireland, who's Kevin, what do we know

:34:05. > :34:16.about who carried out this attack? That attack was carried out by a

:34:17. > :34:22.group who call themselves the New IRA. They are small in numbers, but

:34:23. > :34:25.they are dangerous. They have absolutely no community support, and

:34:26. > :34:34.in this particular attack there are at least as bike individuals

:34:35. > :34:39.involved. -- two individuals. The public are seeing this CCTV for the

:34:40. > :34:43.first time tonight. You can see the police officer running across the

:34:44. > :34:47.court as the bullets rein in. You can see from the CCTV and number of

:34:48. > :34:51.people filling up their cars with petrol, very reckless. It is

:34:52. > :34:56.incredible he survived and nobody is was hurt. A very powerful weapon was

:34:57. > :35:01.used. What can you tell us about the gun was yellow it was an AK-47 type

:35:02. > :35:06.of gun, similar to the one on the screen. We know this weapon has been

:35:07. > :35:07.used at least once previously to attack police in Belfast.

:35:08. > :35:10.Remind us of the timings, particularly of the red Audi?

:35:11. > :35:22.The Audi car was in the Ardoyne area of north Belfast at around about

:35:23. > :35:27.5:30pm on the Sunday. At 7pm and parks in Flax Street. After the

:35:28. > :35:31.shooting, it is used to drive the gunman away and is burned out in

:35:32. > :35:33.West well fast in Caldwell Gardens. We've got a picture of the burnt out

:35:34. > :35:43.Audi now. It is a red Audi estate car, 15

:35:44. > :35:47.years old. It only had one headlight at the time. Also in relation to

:35:48. > :35:51.this I can tell you there was a box of matches found behind the car.

:35:52. > :35:56.These matches are very unique, they are only sold in one garage,

:35:57. > :35:59.Maguires garage in the Falls Road. I believe that somebody bought those

:36:00. > :36:04.matches along with filling up a can of petrol. How was the offers are

:36:05. > :36:11.doing now? The officer is doing well. It's important to remember

:36:12. > :36:13.that this is not just an attack on a uniform, it is an attack on a
