0:10:17 > 0:10:20And that's exactly what has happened here in Buckinghamshire.
0:10:23 > 0:10:27Fly-tipping is just a case of people trying to make as much money as they
0:10:27 > 0:10:30possibly can for as little expense as they can,
0:10:30 > 0:10:34and ripping people off basically, and letting other people down.
0:10:37 > 0:10:41But never fear, environmental waste officer Chris Smith is on the case.
0:10:44 > 0:10:50This is the A355, it's a road that travels - in this particular case -
0:10:50 > 0:10:53between Beaconsfield and goes north up to Amersham.
0:10:55 > 0:10:57And we're going to visit a lay-by
0:10:57 > 0:11:02that has been completely overrun by fly-tipping.
0:11:02 > 0:11:05To such an extent that it looks like the lay-by's
0:11:05 > 0:11:07going to have to be closed down.
0:11:07 > 0:11:10There's so much waste in there now that it would just cost so much to
0:11:10 > 0:11:13remove it they're thinking of leaving it there.
0:11:16 > 0:11:20A trip out to site reveals just how bad this crime is.
0:11:22 > 0:11:24This is one of the worst cases of fly-tipping
0:11:24 > 0:11:27Chris' department has ever dealt with.
0:11:27 > 0:11:29But the punishment is equally massive -
0:11:29 > 0:11:33serious cases of fly-tipping can incur up to a ?50,000 fine,
0:11:33 > 0:11:36and a possible jail sentence of up to 12 months.
0:11:36 > 0:11:40OK, so this is the lay-by on the A355 between Beaconsfield and Amersham.
0:11:40 > 0:11:43If you look down the length of the lay-by from here,
0:11:43 > 0:11:45you can kind of see the difference in the waste.
0:11:45 > 0:11:51About halfway down, it changes from being very large piles of this
0:11:51 > 0:11:53excavation waste,
0:11:53 > 0:11:58to smaller piles of similar waste, but different size.
