0:01:50 > 0:01:54he's four times more likely to die than if he's hit at 30.

0:05:11 > 0:05:12It's completely changed our lives.

0:05:12 > 0:05:15- Do you think speeding here is out of control?- Absolutely.

0:05:17 > 0:05:20Back to the road, and within seconds,

0:05:20 > 0:05:23the speed gun picks off more offenders.

0:05:23 > 0:05:25Nearly everybody's actually speeding.

0:05:25 > 0:05:28I can see on the back of your gun, some not as bad as others.

0:06:28 > 0:06:31That was his excuse. But...as Rich said earlier,

0:06:31 > 0:06:33he's heard every excuse in the world, and...

0:06:33 > 0:06:36none of them really justify it. I can sort of see what he's saying,

0:06:36 > 0:06:39especially if someone was killed here not that long ago,

0:06:39 > 0:06:41due to speeding.

0:06:41 > 0:06:42But has the excuse worked?

0:06:43 > 0:06:46He's been caught doing 43mph -

0:06:46 > 0:06:50that's still 13mph over the limit on this road.

0:06:50 > 0:06:53I will be dealing with you today by way of a fixed penalty notice.

0:07:15 > 0:07:17Perhaps a bin bag dumped on a street corner?

0:07:17 > 0:07:20Maybe a few more in the undergrowth?

0:07:20 > 0:07:23Perhaps it's the contents of a house clearance in a back alley?

0:07:23 > 0:07:26Or the contents of a skip on an industrial estate?

0:07:26 > 0:07:31So what about a massive, 100m-long pile of soil?

0:07:33 > 0:07:35It beggars belief, doesn't it?

0:07:36 > 0:07:40In fact, it's fly-tipping on a virtually industrial scale.

0:07:42 > 0:07:45And that's exactly what has happened here in Buckinghamshire.

0:07:48 > 0:07:52Fly-tipping is just a case of people trying to make as much money as they

0:07:52 > 0:07:55possibly can for as little expense as they can,

0:07:55 > 0:07:59and ripping people off basically, and letting other people down.

0:08:02 > 0:08:06But never fear, environmental waste officer Chris Smith is on the case.

0:08:10 > 0:08:15This is the A355, it's a road that travels - in this particular case -

0:08:15 > 0:08:19between Beaconsfield and goes north up to Amersham.

0:08:20 > 0:08:22And we're going to visit a lay-by

0:08:22 > 0:08:27that has been completely overrun by fly-tipping.

0:08:27 > 0:08:30To such an extent that it looks like the lay-by's

0:08:30 > 0:08:32going to have to be closed down.

0:08:32 > 0:08:35There's so much waste in there now that it would just cost so much to

0:08:35 > 0:08:38remove it they're thinking of leaving it there.

0:08:41 > 0:08:45A trip out to site reveals just how bad this crime is.

0:08:47 > 0:08:50This is one of the worst cases of fly-tipping

0:08:50 > 0:08:52Chris' department has ever dealt with.

0:08:52 > 0:08:54But the punishment is equally massive -

0:08:54 > 0:08:59serious cases of fly-tipping can incur up to a £50,000 fine,

0:08:59 > 0:09:01and a possible jail sentence of up to 12 months.

0:09:01 > 0:09:05OK, so this is the lay-by on the A355 between Beaconsfield and Amersham.

0:09:05 > 0:09:08If you look down the length of the lay-by from here,

0:09:08 > 0:09:10you can kind of see the difference in the waste.

0:09:10 > 0:09:16About halfway down, it changes from being very large piles of this

0:09:16 > 0:09:18excavation waste,

0:09:18 > 0:09:23to smaller piles of similar waste, but different size.

0:09:32 > 0:09:35In his efforts to make someone pay for this crime,

0:09:35 > 0:09:38he's taking a leaf out of the nature-cameraman book,

0:09:38 > 0:09:40and hidden some cameras in the undergrowth.

0:09:40 > 0:09:45But he's not on the lookout for badgers or foxes - oh, no.

0:09:45 > 0:09:49Chris's secret visitors are more likely to do harm to the local wildlife.

0:09:58 > 0:10:01a review of the footage caught on Chris's surveillance cameras reveals

0:10:01 > 0:10:03the shocking truth.

0:10:03 > 0:10:07Over 24 hours, the camera has picked up five separate offenders.

0:10:07 > 0:10:10One of whom has made multiple dumps.

0:10:10 > 0:10:12Can anyone feel a fine coming on?

0:10:12 > 0:10:15You can see how far he's gone back to unload that lot.

0:10:16 > 0:10:19So if you note the time...

0:10:19 > 0:10:24So they disappear at 12:32, the same vehicle comes back here at 13:17.

0:10:25 > 0:10:27It comes back, and as you can see,

0:10:27 > 0:10:31it can't get back so far now, cos of waste he's dumped previously.

0:10:31 > 0:10:34So he's disappeared again at 13:20 on that day.

0:10:35 > 0:10:37And if we flick through the footage...

0:10:42 > 0:10:45And the lay-by's getting fuller and fuller as they go along.

0:10:45 > 0:10:47They're nearly running the camera over

0:10:47 > 0:10:49as they come in that time.

0:10:49 > 0:10:52We have identified the owner of the vehicle.

0:10:52 > 0:10:54We've had a visit,

0:10:54 > 0:10:58and I'm just doing a bit of background work before I write to him

0:10:58 > 0:11:02and invite him in to give us an explanation about what he was up to.

0:11:04 > 0:11:08We identified a total of five offending vehicles, if you like.

0:11:08 > 0:11:10Using DVLA records,

0:11:10 > 0:11:13Chris has been able to identify one of the truck owners that made

0:11:13 > 0:11:15several trips to the lay-by.

0:11:17 > 0:11:20Chris has asked him to come in for an interview under caution.

0:11:20 > 0:11:22If he can make this evidence stick,

0:11:22 > 0:11:24the owner of this vehicle could be in line

0:11:24 > 0:11:27for a hefty fine of up to £50,000.

0:11:27 > 0:11:31The second suspect of the five we've identified from the lay-by job

0:11:31 > 0:11:34came in earlier this week.

0:11:34 > 0:11:35We interviewed him.

0:11:35 > 0:11:39Again, that was under caution at High Wycombe police station,

0:11:39 > 0:11:43with a colleague of mine. And he initially denied any involvement.

0:11:45 > 0:11:49are you responsible for the dumping of some topsoil in that lay-by

0:11:49 > 0:11:52- on the 7th of April?- No.

0:11:52 > 0:11:54Do you know anything about

0:11:54 > 0:11:56the deposit of waste in that lay-by?

0:11:56 > 0:11:57No.

0:11:57 > 0:12:00He claimed that he'd sold the vehicle that was

0:12:00 > 0:12:03pictured in the lay-by.

0:12:03 > 0:12:06He claimed he'd sold the vehicle in January,

0:12:06 > 0:12:11he said it was a purpose-made tree surgeon's vehicle and he said he was

0:12:11 > 0:12:15on a job one day in January, when he was approached by four guys who

0:12:15 > 0:12:17wanted to buy the vehicle off him.

0:12:17 > 0:12:20Got approached by some fellas and then sold it to them.

0:12:20 > 0:12:22- There and then?- Not there and then.

0:12:22 > 0:12:24OK, so what happened?

0:12:24 > 0:12:27Later on that day, when I was finished at work, I sold it to them.

0:12:27 > 0:12:29So, they came back to your place or...?

0:12:29 > 0:12:32- They came to the job. - They came back to the job?

0:12:32 > 0:12:33Yeah.

0:12:33 > 0:12:36It's near my home, so I got the logbook dropped off.

0:27:18 > 0:27:21seen the junction and thought, you know, "I'm going too fast,

0:27:21 > 0:27:24"I need to ease off and probably make myself a bit more visible," and

0:27:24 > 0:27:27probably would have avoided collision and would probably be

0:27:27 > 0:27:29at home now eating his tea probably.

0:27:29 > 0:27:32As it is, he's in a serious condition on his way to hospital.

0:27:32 > 0:27:37Of course, we don't know if anyone involved in this terrible accident

0:27:37 > 0:27:41was speeding. Some of these on-the-spot penalties can actually be life-savers.

0:27:41 > 0:27:44Yeah, they can. It's about getting the message across to people that,

0:27:44 > 0:27:47if you drive responsibly and carefully and make good decisions,

0:27:47 > 0:27:50you will avoid collisions. You know, sometimes there is just bad luck.
