0:00:02 > 0:00:03'Never before have so many

0:00:03 > 0:00:05'on-the-spot fines been issued in Britain.

0:00:05 > 0:00:08'We're going to be following the men and women who hand out

0:00:08 > 0:00:12'over £30 million worth of tickets every month...'

0:00:12 > 0:00:14Oops.

0:00:14 > 0:00:15Down here, they are an absolute blight.

0:00:15 > 0:00:17- So, I'm up to 104 now.- Wow!

0:00:17 > 0:00:20- That is disgusting.- Just walk away.

0:00:20 > 0:00:23'..for behaviour that's downright dangerous...'

0:00:23 > 0:00:26That was stupid for these conditions, wasn't it?

0:00:26 > 0:00:27'..simply selfish...'

0:00:27 > 0:00:30Look at the mess you've created in the street!

0:00:30 > 0:00:32'..or just, well, plain silly.'

0:00:35 > 0:00:36What a doughnut!

0:00:36 > 0:00:39'We'll be revealing the cost of their bad behaviour...'

0:00:39 > 0:00:41£100 fine.

0:00:41 > 0:00:43Pays £260.

0:00:43 > 0:00:45'..and how this could affect you.'

0:00:45 > 0:00:49- Might give him a punch. - Do you want to see me kick off?

0:00:49 > 0:00:51'The police are on it...'

0:00:51 > 0:00:52What the...?!

0:00:52 > 0:00:54'..the parking wardens are on it...'

0:00:54 > 0:00:56They should be thanking us for being here.

0:00:56 > 0:00:57'..and I'm on it.'

0:00:57 > 0:00:59Careful, it's a 30mph limit here!

0:00:59 > 0:01:01'I'm Dom Littlewood,

0:01:01 > 0:01:03'and I'm on the spot.

0:01:05 > 0:01:09'Today, I'm at the scene of the grime, and it stinks...'

0:01:09 > 0:01:13How do you feel about the fact you're picking up someone's poo,

0:01:13 > 0:01:16rubbish...? I don't even like standing next to it.

0:01:16 > 0:01:19'..we meet a driver who could be heading for more than a fine...'

0:01:19 > 0:01:20- Blow. - AIR HISSES

0:01:20 > 0:01:22Keep going, keep going.

0:01:22 > 0:01:25Yeah, the legal limit's 35, and you've just blown...

0:01:25 > 0:01:28'..and we have trouble keeping up on the M4.'

0:01:28 > 0:01:31Oh, crikey, he's racing, isn't he?

0:01:32 > 0:01:36Disgusting, isn't it? How would you like to live next door to that?

0:01:36 > 0:01:38And the next time you see someone littering,

0:01:38 > 0:01:42bear in mind that in England alone, it costs the council about

0:01:42 > 0:01:45half a billion pounds a year to clear it up.

0:01:45 > 0:01:48But here's a message for you litter louts - the next time you do

0:01:48 > 0:01:53an illegal drop like that, it could end up costing you a lot of money.

0:01:53 > 0:01:56I think it's absolutely disgusting that people just think they can just

0:01:56 > 0:02:00throw their rubbish out and expect other people just to walk round it.

0:02:00 > 0:02:03- Just throw it on the streets, and it's wrong.- Yeah.- Definitely.

0:02:03 > 0:02:06Well, I think the taxpayers' money's wasted

0:02:06 > 0:02:08on the irresponsible people that's doing this,

0:02:08 > 0:02:10and the sooner that they get fined for it - heavy fine -

0:02:10 > 0:02:12it'll mean others don't do it.

0:02:12 > 0:02:15It's not good. It's messing up the whole place.

0:02:18 > 0:02:21Cardiff is a city with a rubbish problem.

0:02:21 > 0:02:24The city's landfill sites are overflowing, and the council

0:02:24 > 0:02:28has got to find somewhere else for all that rubbish to go.

0:02:28 > 0:02:31So they're waging war on waste.

0:02:31 > 0:02:34I'm just going to search through these now to find some evidence,

0:02:34 > 0:02:36see where they've come from.

0:02:37 > 0:02:41This is waste enforcement officer Steph Marnell Jones,

0:02:41 > 0:02:43who loves the challenge.

0:02:43 > 0:02:44SHE LAUGHS

0:02:44 > 0:02:46There's a spider in there!

0:02:46 > 0:02:48Well, most of the time.

0:02:48 > 0:02:53Steph has had a report of some illegally dumped rubbish.

0:02:53 > 0:02:56I think the first fine of the day could be pretty close,

0:02:56 > 0:03:00so the journey out should give me a few moments to get to know

0:03:00 > 0:03:02my co-worker a little bit better.

0:03:02 > 0:03:04I don't know whether it was destiny that I would do this job,

0:03:04 > 0:03:07but even when I was younger, when I was little,

0:03:07 > 0:03:10I wouldn't even put things in public bins, I would take them home!

0:03:10 > 0:03:12SHE LAUGHS

0:03:12 > 0:03:15In case they felt lonely, in case the rubbish felt lonely,

0:03:15 > 0:03:17- I'd put it in my house bin! - SHE LAUGHS

0:03:17 > 0:03:20- Hang on, you felt sorry for the rubbish?- Yeah!

0:03:20 > 0:03:22So it must have been destiny I was going to do this job.

0:03:22 > 0:03:25You need a check-up from the neck up, don't you?

0:03:27 > 0:03:31Steph's mission is to educate the people of Cardiff to chuck

0:03:31 > 0:03:35away their waste correctly and, if that doesn't work, to enforce,

0:03:35 > 0:03:38which means on-the-spot fines.

0:03:38 > 0:03:41And as I'm Dom On The Spot, that's why I'm here.

0:03:42 > 0:03:45See, that's bad. Look at this open food-waste bin there.

0:03:45 > 0:03:46Yeah, that's disgusting.

0:03:46 > 0:03:50So, as a situation now, because the council - and quite rightly, too -

0:03:50 > 0:03:53wants to get people to recycle more of their waste,

0:03:53 > 0:03:56you've now made their general-waste bins smaller.

0:03:56 > 0:03:59Therefore, if they've got too much general waste and

0:03:59 > 0:04:02they put it into different bags, they could be liable for a penalty.

0:04:02 > 0:04:04- Yeah.- I think it's a really, really good idea.

0:04:04 > 0:04:06I could also think it's actually...

0:04:06 > 0:04:09It could get a little bit confusing, cos, to a lot of people, a lot of

0:04:09 > 0:04:13the general public, not people like you working in the industry,

0:04:13 > 0:04:15- there's a point where actually - I- don't know sometimes what is

0:04:15 > 0:04:17- general waste and what is recyclable.- Yeah.

0:04:17 > 0:04:21Some councils can recycle different things.

0:04:21 > 0:04:23That's why, whenever I'm searching a bag, I'm thinking,

0:04:23 > 0:04:26you know, "Have they been spoken to before?"

0:04:26 > 0:04:29You know, when I go back, we'll always check the system first,

0:04:29 > 0:04:31- you know?- Right.

0:04:31 > 0:04:34So we educate the residents, and we give them information and

0:04:34 > 0:04:36leaflets and booklets and we help them all we can.

0:04:36 > 0:04:39But, you know, if they continue to not do it correctly,

0:04:39 > 0:04:41that's when we will give the fixed penalty.

0:04:41 > 0:04:44I'm not just an enforcement officer, I'm an education officer as well

0:04:44 > 0:04:47and we educate first and we enforce next.

0:04:47 > 0:04:50'So, just what form does that enforcement -

0:04:50 > 0:04:53'that's fines to you and me - actually take?'

0:04:53 > 0:04:56What's wrong with the waste is all these items - some of them

0:04:56 > 0:05:00are recyclable, but obviously the nappies can't go in there.

0:05:00 > 0:05:02And food waste in there, as well.

0:05:02 > 0:05:03'I'm pretty sure there's a fine

0:05:03 > 0:05:06'on the cards for this stinking pile.'

0:05:06 > 0:05:09How do you feel about the fact you're picking up someone's poo,

0:05:09 > 0:05:13- rubbish...? There's food in it. I mean, it smells.- Yeah.- All right?

0:05:13 > 0:05:15It's dirty.

0:05:15 > 0:05:19I don't even like standing next to it, and you're handling it.

0:05:19 > 0:05:22OK, you've got gloves on, but this bag's full of poo, isn't it?

0:05:22 > 0:05:25To be honest with you, it's not very nice,

0:05:25 > 0:05:27but I've gotten used to it over the years.

0:05:27 > 0:05:30Some days, it gets to you and you just think, agh!

0:05:30 > 0:05:34'I think Steph could be moving towards a fine for this mess,

0:05:34 > 0:05:38'but a fine needs a villain, and the only way to find out who

0:05:38 > 0:05:41'might have left it here is to riffle through this lot.'

0:05:41 > 0:05:43I'd give you a hand, but I haven't got any gloves.

0:05:43 > 0:05:46'Did I mention that it stinks?

0:05:46 > 0:05:50'But wait, our first clue as to who this horrible mess belongs to.'

0:05:50 > 0:05:54So, we've got a bank statement here, which has the name there.

0:05:54 > 0:05:55Well, actually, can I just have it?

0:05:55 > 0:05:58You've got to be stupid to put a bank statement in a bin, anyhow.

0:05:58 > 0:06:01Not just cos it's got your details on it, the amount in the account,

0:06:01 > 0:06:06it says the sort code, account number, how much you've got, name...

0:06:06 > 0:06:08Yeah, everything there.

0:06:08 > 0:06:11The address is just here, so she lives above the shop here.

0:06:11 > 0:06:12'That's a result.

0:06:12 > 0:06:15'It looks like this litter lout has dumped their rubbish

0:06:15 > 0:06:16'right outside their door.

0:06:16 > 0:06:20'So, are we looking at a £100 fine or just a warning?'

0:06:20 > 0:06:23- I'll probably put her under notice. - That's a warning, isn't it?- Yeah.

0:06:23 > 0:06:26If you put her under that, she doesn't get a penalty,

0:06:26 > 0:06:28she's told, "Do it again and you're going to get smacked,"

0:06:28 > 0:06:31and even more expensive this time - 100 quid.

0:06:31 > 0:06:33- It'd be £100, yeah.- And then she's got no excuse in the world.- No, no.

0:06:33 > 0:06:37OK, but when you knock on that door, if she hasn't got

0:06:37 > 0:06:40a good excuse or her attitude stinks, you know, you'll what?

0:06:40 > 0:06:44- You'll issue a fine, penalty?- Yeah. - Yeah.- Yeah.- And do you know what?

0:06:44 > 0:06:47Everybody who's decent would respect that,

0:06:47 > 0:06:49because bought experience is the best experience.

0:06:49 > 0:06:51Hopefully, that'll stop her.

0:06:51 > 0:06:54'So the ball's very much in this lady's court.

0:06:54 > 0:06:57'It's either a warning or a hefty £100 fine.

0:06:57 > 0:06:58'Which way is it going to go?

0:07:00 > 0:07:03'Good start - someone's in.'

0:07:03 > 0:07:05Hiya. Cardiff Council Waste Enforcement.

0:07:05 > 0:07:08- It's just about some bags I found on the road there.- Yeah.

0:07:08 > 0:07:11'And Steph is cutting straight to the chase.'

0:07:11 > 0:07:13It's just a few things.

0:07:13 > 0:07:17The recycling bags contain nappies, and they can't be recycled...

0:07:17 > 0:07:22So, before we go too far, let's take a look at the evidence.

0:07:22 > 0:07:27Unsorted waste, including human excrement.

0:07:27 > 0:07:32And proof of address tying the rubbish to this property.

0:07:32 > 0:07:36A £100 fine could be on the cards. What will it be?

0:07:36 > 0:07:39If you continue to put the nappies in there, they won't get

0:07:39 > 0:07:41collected and you could be issued with a fixed penalty.

0:07:41 > 0:07:45- All right? Thanks for your time. - Thank you.- Cheers. Ta-ra.

0:07:45 > 0:07:49There it is. I think the nappies might have swung it in her favour.

0:07:49 > 0:07:54Steph has cut this young mum some slack. It's just a caution.

0:07:54 > 0:07:56Although the lady didn't want to be filmed,

0:07:56 > 0:07:59she did invite me in for a quick chat.

0:07:59 > 0:08:02- I've just started to use the food-waste bin yesterday.- All right.

0:08:02 > 0:08:05- Why only yesterday?- Because I seen my bins ripped open

0:08:05 > 0:08:07and I thought, "Ohhh...!"

0:08:07 > 0:08:09- By the foxes and the animals? - Yeah.- Yeah.

0:08:09 > 0:08:12Cos they've been there for literally a week.

0:08:12 > 0:08:14No-one's getting into it again.

0:08:14 > 0:08:16Right.

0:08:16 > 0:08:20- And when she comes back again next time, it's not going to happen?- No.

0:08:20 > 0:08:24No. OK. I think it's been your lucky day there. So, OK.

0:08:24 > 0:08:26Cheerio, lovely. Bye-bye.

0:08:26 > 0:08:30I tell you what, I think that lady has got off very, very lightly.

0:08:30 > 0:08:32Her circumstances in there - I've got to be honest,

0:08:32 > 0:08:34I felt a little bit sorry for her.

0:08:34 > 0:08:37She's a single mum, she's got her hands full with a baby,

0:08:37 > 0:08:40and I could just tell she hasn't got the money. She admitted that.

0:08:40 > 0:08:42She's going to struggle.

0:08:42 > 0:08:45If she'd got an £80 fine, that would've hurt her quite a lot.

0:08:45 > 0:08:48I'd like to think I don't think she'll do it again. All right...

0:08:48 > 0:08:52'Steph was clearly giving her the benefit of the doubt,

0:08:52 > 0:08:54'so no fine this time.'

0:08:55 > 0:08:59Tell you what, that's a lot nicer-looking now, isn't it?

0:08:59 > 0:09:01Job well done, Steph.

0:09:04 > 0:09:08Anyway, you know what I said about giving her the benefit of the doubt?

0:09:08 > 0:09:11A couple of weeks later, and it's time for a spot check.

0:09:11 > 0:09:13And lo and behold, another bag.

0:09:15 > 0:09:17Well, we have...

0:09:20 > 0:09:23..a bit of a cooker. Food waste.

0:09:26 > 0:09:29Hold your horses. I don't believe it.

0:09:29 > 0:09:33It's the actual letter that Steph gave her...

0:09:33 > 0:09:35hidden in the actual litter.

0:09:35 > 0:09:39So, I put her under notice on the 26th, since 26th May,

0:09:39 > 0:09:41and here it is in the bin

0:09:41 > 0:09:44and she's put her waste out incorrectly again,

0:09:44 > 0:09:45so she obviously doesn't care.

0:09:45 > 0:09:48So the warning didn't work.

0:09:48 > 0:09:51I think there's only one option here. What do you think, Steph?

0:09:51 > 0:09:54Erm, so she'll be getting a £100 fixed penalty now.

0:09:54 > 0:10:00Well, there's no second chance, and it's a £100 on-the-spot fine.

0:10:00 > 0:10:02Next, we're in Wiltshire.

0:10:04 > 0:10:06Beautiful, isn't it?

0:10:09 > 0:10:12But commit a motoring offence somewhere on its busy roads,

0:10:12 > 0:10:16and the chances are you could be hit with an on-the-spot fine by

0:10:16 > 0:10:19traffic cop Jay Clifton.

0:10:19 > 0:10:23I'm going to head up onto the M4 motorway to start our day,

0:10:23 > 0:10:24to see what we can find.

0:10:24 > 0:10:28Jay has lots of fancy tech in his car to catch offenders.

0:10:28 > 0:10:30Just look at it!

0:10:30 > 0:10:34But some offences are so blatant they're pretty hard to miss.

0:10:34 > 0:10:37I've just seen this vehicle come down a one-way street

0:10:37 > 0:10:40in completely the opposite direction,

0:10:40 > 0:10:42ahead of oncoming traffic.

0:10:42 > 0:10:45So we're going to get him to go into the estate here and

0:10:45 > 0:10:47we're going to deal with it,

0:10:47 > 0:10:51because that is totally unacceptable and exceptionally dangerous.

0:10:51 > 0:10:54Driving the wrong way down a one-way street?

0:10:54 > 0:10:55Now, I'm no expert,

0:10:55 > 0:10:58but that could be much more than an on-the-spot fine.

0:10:58 > 0:11:01Based on that, I could, if I wanted to,

0:11:01 > 0:11:03put this person in front of a court.

0:11:03 > 0:11:06But let's see what they have to say, in the first instance...

0:11:08 > 0:11:10..and go from there.

0:11:10 > 0:11:12Jay has ordered the driver off the road,

0:11:12 > 0:11:14which is probably a good thing.

0:11:14 > 0:11:16But while the vehicle has stopped,

0:11:16 > 0:11:20the driver's erratic behaviour hasn't.

0:11:20 > 0:11:23I've got a feeling there could be a fine on its way.

0:11:23 > 0:11:27Do you live locally, do you? So you know the roads exceptionally well.

0:11:27 > 0:11:29It's a one-way street!

0:11:29 > 0:11:32The driver claims to have panicked when she saw the flashing light,

0:11:32 > 0:11:36but she was driving dodgily way before Jay put his blues on.

0:11:36 > 0:11:38You'd have been panicking a lot more if something had hit you head on.

0:11:38 > 0:11:41Do you have your licence with you?

0:11:41 > 0:11:43But hang on a minute, could Jay be onto something?

0:11:43 > 0:11:46Have you had anything to drink today at all?

0:11:48 > 0:11:51Jay needs to find out what might be behind this woman's dodgy driving

0:11:51 > 0:11:55and whether she could be looking at worse than a fine.

0:11:55 > 0:11:58She hit my car.

0:11:58 > 0:12:00Uh-oh, maybe he's right.

0:12:00 > 0:12:04- Yeah, look.- Oh, you have hit her car.- She's hit my car.

0:12:04 > 0:12:07This woman's day is getting worse by the minute.

0:12:07 > 0:12:11Turns out she's driven into another parked car - and one owned by

0:12:11 > 0:12:13an off-duty colleague of Jay's.

0:12:13 > 0:12:15I tell you what, let's straighten you up first

0:12:15 > 0:12:18so we can let that young lady get away.

0:12:18 > 0:12:21Did I mention there could be a fine on the way?

0:12:21 > 0:12:24Oh, no, no, no, no, no, no, no.

0:12:24 > 0:12:27No, no, no, no, no, no, no!

0:12:27 > 0:12:30OK, you're going to have to go back and straighten up.

0:12:30 > 0:12:33So don't turn your steering wheel. Keep it exactly as it is.

0:12:33 > 0:12:37Open that window and you'll be able to hear me. Take it nice and steady.

0:12:37 > 0:12:39Don't go back yet.

0:12:39 > 0:12:42OK, nice and steady backwards, then.

0:12:42 > 0:12:44Go on, then, keep going.

0:12:44 > 0:12:46Don't turn the wheel yet.

0:12:46 > 0:12:48Now turn it left all the way.

0:12:48 > 0:12:51Now, you can't get a fine if you need help to reverse,

0:12:51 > 0:12:54which is one bit of good news for this lady.

0:12:54 > 0:12:57That's it, come out as you normally would now.

0:12:57 > 0:12:59Nice and straight.

0:12:59 > 0:13:02OK, you're back now. Keep coming back.

0:13:02 > 0:13:05Yeah, keep coming back, keep nice and...

0:13:05 > 0:13:08Straighten up that wheel, that's it. Now come back straight.

0:13:08 > 0:13:10OK, you've got a parking space behind you.

0:13:12 > 0:13:16Keep coming back, keep coming back. Keep coming back. That'll do.

0:13:16 > 0:13:19Hold it there. OK. You park how you feel comfortable now.

0:13:19 > 0:13:22She'll need more than scratch cover for that.

0:13:23 > 0:13:25With the woman's vehicle now safe,

0:13:25 > 0:13:27Jay can get on with his investigation.

0:13:27 > 0:13:30OK, because you've been involved in a moving-traffic offence,

0:13:30 > 0:13:33I'm going to do a quick breath test on you, which I'm empowered to do

0:13:33 > 0:13:35under the Road Traffic Act of 1988.

0:13:35 > 0:13:37When was the last time you had an alcoholic drink?

0:13:37 > 0:13:41The lady claims to have had a single glass of white wine with her lunch.

0:13:41 > 0:13:44OK, what I need you to do is get a good lungful of air for me,

0:13:44 > 0:13:46make a good seal on the tube on the end.

0:13:46 > 0:13:49- One nice long breath outwards until I tell you to stop.- OK.

0:13:49 > 0:13:51Don't hesitate as you blow.

0:13:51 > 0:13:54Just like blowing up a balloon.

0:13:54 > 0:13:57I'll hold the device. A nice big breath for me.

0:13:58 > 0:14:00Go on, then. Blow.

0:14:00 > 0:14:03Keep going, keep going, keep going. OK, hold on.

0:14:03 > 0:14:05Right, you're blowing it a bit too hard. So...

0:14:05 > 0:14:08HE BLOWS

0:14:08 > 0:14:11A bit too hard. Off you go. Ready? Big lungful of air.

0:14:11 > 0:14:14Blow. No, no, blow.

0:14:14 > 0:14:16Keep going, keep going, keep going, keep going.

0:14:16 > 0:14:18That's it, that's lovely.

0:14:18 > 0:14:20OK, the legal limit's 35.

0:14:20 > 0:14:22If this lady is over the limit,

0:14:22 > 0:14:25this is far more serious than an on-the-spot fine.

0:14:25 > 0:14:28She'll be arrested and taken into custody.

0:14:28 > 0:14:31And you've just blown 54, which is a failure.

0:14:31 > 0:14:34So on that, I'm arresting you on suspicion of driving

0:14:34 > 0:14:36a motor vehicle whilst over the prescribed limited.

0:14:36 > 0:14:40So it's not an on-the-spot fine, but a trip down to the station.

0:14:40 > 0:14:41The van that's just turned up,

0:14:41 > 0:14:44they're going to take the driver away to the police station.

0:14:44 > 0:14:46Once we're there, we'll do some more breath tests,

0:14:46 > 0:14:49then we'll get an exact reading of where the alcohol levels are

0:14:49 > 0:14:52and find out what we've got going on. OK?

0:14:58 > 0:15:01The penalties for drink-driving can be severe.

0:15:01 > 0:15:04Caught over the limit and you could face six months' imprisonment,

0:15:04 > 0:15:09an unlimited fine and a driving ban of at least one year.

0:15:11 > 0:15:14If she's over when we get back to the police station,

0:15:14 > 0:15:16she is looking at disqualification.

0:15:16 > 0:15:17This is kids' kicking-out time.

0:15:17 > 0:15:21There'll be children on the way home from school crossing these roads.

0:15:21 > 0:15:24The children are going to be looking in one direction on a one-way road,

0:15:24 > 0:15:26And that'll be the direction that the cars are coming.

0:15:26 > 0:15:29They're not going to be expecting a vehicle

0:15:29 > 0:15:31coming in the opposite direction.

0:15:31 > 0:15:34It's ridiculous.

0:15:34 > 0:15:38The woman has been searched and taken to the nearest police station.

0:15:38 > 0:15:41So I think it's time to examine the evidence.

0:15:42 > 0:15:47Driving the wrong way down a one-way street.

0:15:47 > 0:15:49Crashing into a parked car.

0:15:49 > 0:15:53A positive breathalyser test at the scene.

0:15:54 > 0:15:56It's not looking good.

0:15:56 > 0:15:59If this driver tests positive at the station,

0:15:59 > 0:16:01she will be in serious trouble.

0:16:01 > 0:16:03Jay has the verdict.

0:16:03 > 0:16:05Both specimens of breath were provided

0:16:05 > 0:16:07and they were under the legal limit.

0:16:07 > 0:16:09So in relations to the drink-drive aspect of it,

0:16:09 > 0:16:12that's now done and dusted and out of the way.

0:16:12 > 0:16:16So what I've then reverted to is I have to look at the original offence

0:16:16 > 0:16:18of contravening a one-way system, which I've dealt with.

0:16:18 > 0:16:21That's been dealt with by the way of a fixed-penalty notice,

0:16:21 > 0:16:25so she now has a £50 fine, which she has 28 days in which to pay.

0:16:25 > 0:16:29She won't be subject to the more serious potential penalties.

0:16:29 > 0:16:31Instead, she's on the receiving end of

0:16:31 > 0:16:35a £50 fine for neglect of traffic regulations.

0:16:35 > 0:16:38The moment we explained that she was under the legal limit,

0:16:38 > 0:16:41a massive outburst of emotion, floods of tears.

0:16:41 > 0:16:43Someone's learnt a lesson in relation to having

0:16:43 > 0:16:45a quick glass of wine with their lunch.

0:16:45 > 0:16:48If you're going to have a drink, don't drive. End of.

0:16:53 > 0:16:55In Pendle in Lancashire...

0:16:58 > 0:17:01..it's high noon for litterlouts.

0:17:01 > 0:17:05The key to success on litter patrol is just have...

0:17:06 > 0:17:08..no compassion, no remorse.

0:17:08 > 0:17:11Meet the no-nonsense sheriff of Litter Town...

0:17:11 > 0:17:14They're all guilty. They're all going to do it.

0:17:14 > 0:17:16..AKA Jonathan,

0:17:16 > 0:17:20Pendle Borough Council's environmental crime officer.

0:17:20 > 0:17:23I'm not looking for innocent people, I'm looking for guilty people.

0:17:23 > 0:17:26The crime? Not keeping Pendle tidy.

0:17:26 > 0:17:29The punishment? A £75 fine.

0:17:29 > 0:17:32Anyone who puts their rubbish in the bin...

0:17:33 > 0:17:37..that's because they've seen me and they don't want to get caught.

0:17:37 > 0:17:39His target? Anyone.

0:17:39 > 0:17:42There are no innocent people. They're all guilty.

0:17:42 > 0:17:46As a Pendle Council environmental crimes officer,

0:17:46 > 0:17:49Jonathan's job is to make sure that the locals aren't littering,

0:17:49 > 0:17:52and if they are, issue them with a fine.

0:17:52 > 0:17:55So it's time to saddle up and ride out.

0:17:55 > 0:17:58The guy walking towards me now on my right shoulder

0:17:58 > 0:18:01has got a cigarette in his hand.

0:18:02 > 0:18:05We'll see what happens.

0:18:08 > 0:18:11And Jonathan's off. You can run, but you can't hide.

0:18:11 > 0:18:14Could this be his first on-the-spot fine?

0:18:17 > 0:18:21The sheriff of Litter Town always gets his man.

0:18:28 > 0:18:31He's gone. Gone.

0:18:31 > 0:18:33Well, almost always.

0:18:33 > 0:18:35The potential offender might have got away,

0:18:35 > 0:18:38but you can see what Jonathan is up against.

0:18:38 > 0:18:42You can see just stood here, look at the amount of cigarette ends.

0:18:42 > 0:18:45Tissue, bits of rubbish. You know, it's just...

0:18:46 > 0:18:49..cut through and just dump your rubbish.

0:18:51 > 0:18:55Back in town, Jonathan spots another possible litterlout.

0:18:55 > 0:18:58Will this be his first on-the-spot fine of the day?

0:18:58 > 0:18:59Hello, mate.

0:18:59 > 0:19:02He thinks this guy might've dumped his coffee cup.

0:19:02 > 0:19:04- I'm from Pendle Borough Council. - Yeah?

0:19:04 > 0:19:07I'm an environmental crime officer. What's that you just put over there?

0:19:07 > 0:19:10It weren't mine. I just put my hand on to go past.

0:19:10 > 0:19:11Right, just come here.

0:19:15 > 0:19:17- It were there already. - There already?- Yeah...

0:19:17 > 0:19:21I've just come round the corner and just seen you put it there.

0:19:21 > 0:19:23I put my arm down to get my breath back.

0:19:23 > 0:19:26- Let me just explain something to you, all right?- Yeah.

0:19:26 > 0:19:28- If you pick up litter...- Yeah?

0:19:28 > 0:19:32..and you then throw it on the floor or you put it down again...

0:19:32 > 0:19:34- Yeah?- ..that's now your litter.

0:19:35 > 0:19:37So, is this going to be a fine?

0:19:40 > 0:19:44Well, I can't verify that I saw you drinking it, and I can't say that

0:19:44 > 0:19:47I saw you put it down, but I'm going to give you a bit of advice now.

0:19:47 > 0:19:49- Yeah?- If you see something and you think it's litter...- Yeah?

0:19:49 > 0:19:52..please don't touch it, because as soon as you touch it,

0:19:52 > 0:19:55- that is now your responsibility. - Yeah.- All right?- Yeah.

0:19:55 > 0:19:58- Does that make sense to you? - Yeah, yeah.- All right, sir.

0:19:58 > 0:20:03I didn't see him walking with it... to do this, and then go,

0:20:03 > 0:20:05"Thanks very much."

0:20:05 > 0:20:07I seen him put his hand on it, to go like this,

0:20:07 > 0:20:10so whether it's his or whether it's not, I don't know.

0:20:10 > 0:20:13Er...isn't that YOUR cup now, Jonathan?

0:20:13 > 0:20:16I've touched it, so I'm going to have to put it in the bin.

0:20:16 > 0:20:19For Jonathan, it's more than a job.

0:20:19 > 0:20:21I try to switch off on my days off,

0:20:21 > 0:20:23but if I see someone dropping a cigarette,

0:20:23 > 0:20:25I just go, "Agh!" You know, I...

0:20:25 > 0:20:27I just want to do something about it.

0:20:27 > 0:20:30Even if I'm not in Pendle, I just see someone having a cigarette

0:20:30 > 0:20:33and they throw it out the car window or something,

0:20:33 > 0:20:36I'm just "Eugh! Why?!" You know.

0:20:36 > 0:20:39"Why the hell are you doing this? What's wrong with you?

0:20:39 > 0:20:42"Have a little bit of pride in the town you live in."

0:20:42 > 0:20:46No-one is safe from this eagle-eyed litter cop.

0:20:46 > 0:20:48I can't pick and choose who I want to stop.

0:20:48 > 0:20:50I've got to see it, I've got to deal with them, and,

0:20:50 > 0:20:53if she's an old lady who is, you know...

0:20:54 > 0:20:57..just struggling to walk or she's... If it's a guy

0:20:57 > 0:21:00who can just clearly pick me up and throw me across the room,

0:21:00 > 0:21:02I've got to stop him - I can't pick and choose.

0:21:02 > 0:21:06So far, it's been a quiet day on the fines front.

0:21:06 > 0:21:08But as the afternoon wears on,

0:21:08 > 0:21:12it's a young mum with a cigarette who appears on Jonathan's radar.

0:21:12 > 0:21:15This has got potential fine written all over it!

0:21:15 > 0:21:19Right, so we look for the telltale signs. One, two...

0:21:19 > 0:21:20There we go. Thrown.

0:21:20 > 0:21:25The moment she walks away, and makes that conscious decision

0:21:25 > 0:21:29to leave the litter on the floor, that's when I do my job.

0:21:29 > 0:21:30She's off!

0:21:32 > 0:21:33And so is Jonathan.

0:21:33 > 0:21:36Hiya, love. Can I have a quick word with you, please?

0:21:36 > 0:21:37I'm from Pendle Borough Council.

0:21:37 > 0:21:39Just while you were waiting for your friend,

0:21:39 > 0:21:42you had a cigarette in your hand, OK? You threw it behind you.

0:21:42 > 0:21:44OK, that's the offence of littering.

0:21:44 > 0:21:47And the case for the prosecution?

0:21:48 > 0:21:50Fag...thrown.

0:21:51 > 0:21:53Smoker...then walks away.

0:21:54 > 0:21:57That's your cue, Jonathan.

0:21:57 > 0:22:00So, what's it going to be? A fine? A warning?

0:22:00 > 0:22:03Or will this one wriggle off the hook?

0:22:03 > 0:22:05Now you've walked away, you've shown me

0:22:05 > 0:22:07you've got no intention of picking up the litter.

0:22:07 > 0:22:09That's why I want to take some details.

0:22:09 > 0:22:11The council will write to you, OK?

0:22:11 > 0:22:13It's going to be a letter from the council.

0:22:13 > 0:22:17That means a £75 fine could be in the pipeline.

0:22:17 > 0:22:20OK, you may receive a fixed penalty notice. You may receive a caution.

0:22:20 > 0:22:22OK? It's not up to me. It's up to the council, OK?

0:22:22 > 0:22:24There are metal bins around here, OK?

0:22:24 > 0:22:27But I don't need to educate you on that. OK.

0:22:27 > 0:22:28Thank you, bye-bye.

0:22:28 > 0:22:31It's not cos I don't like mums, it's just because she littered!

0:22:31 > 0:22:34You know, she just threw her litter on the floor.

0:22:40 > 0:22:42But in Wiltshire, if you're caught speeding...

0:22:42 > 0:22:44Slow down!

0:22:44 > 0:22:48..there's a good chance you could be on the end of at least

0:22:48 > 0:22:52a speeding fine, thanks to Wiltshire Police's Warren Knight.

0:22:53 > 0:22:56It's a rainy evening at the start of the late shift

0:22:56 > 0:22:58and I'm riding shotgun with Warren

0:22:58 > 0:23:01to see just what motoring madness these conditions throw up.

0:23:01 > 0:23:05Warren's pretty sure there is a fine or two out there, somewhere.

0:23:05 > 0:23:08Oh, crikey, he's racing, isn't he? 'And it doesn't take long.'

0:23:08 > 0:23:10We're up to 101mph now.

0:23:10 > 0:23:14You don't need a camera to see he's travelling way too fast.

0:23:14 > 0:23:16Er, weather conditions are poor.

0:23:16 > 0:23:18102mph.

0:23:18 > 0:23:22- Ouch!- Back down to 100. See if he reacts to the vehicle in front.

0:23:22 > 0:23:24Completely inappropriate for the, er...

0:23:24 > 0:23:27Right, we're back down to under 100mph.

0:23:27 > 0:23:28I'll pull this vehicle over,

0:23:28 > 0:23:32because obviously travelling way, way too fast.

0:23:32 > 0:23:34And the blue lights go on.

0:23:36 > 0:23:39Clocked at over a ton, this guy could be looking at

0:23:39 > 0:23:42not just a fine but maybe even a driving ban.

0:23:42 > 0:23:44Right, he's clocked you.

0:23:44 > 0:23:47- That was stupid for these sort of conditions.- Absolutely ridiculous!

0:23:47 > 0:23:50It's wet, slippery. He's doing over 100mph.

0:23:50 > 0:23:54I've got a feeling there could be a fine on its way.

0:23:54 > 0:23:57That was very foolish, wasn't it? Very foolish.

0:23:57 > 0:24:00Um, I'll get you in the back of the car.

0:24:00 > 0:24:02Have you had anything to drink today? Anything at all?

0:24:02 > 0:24:05- Do you have any points on your licence?- No.- No?

0:24:05 > 0:24:08- That might be about to change. - Have a sit in the back of my car.

0:24:08 > 0:24:10This side, this side! Cos you might get knocked over.

0:24:22 > 0:24:25Hello, sir. Um, I must tell you that you don't have to say anything,

0:24:25 > 0:24:28but it may harm your defence if you do not mention, when questioned,

0:24:28 > 0:24:31something you rely on in court and anything you do say may be given in evidence.

0:24:31 > 0:24:33Well, Warren's giving him a caution, but what next?

0:24:33 > 0:24:37Could this be too serious for just an on-the-spot fine?

0:24:37 > 0:24:39Um, is there any reason why you were

0:24:39 > 0:24:42doing nearly 100mph down the motorway in quite bad weather?

0:24:48 > 0:24:50Traffic? There wasn't any traffic in front of us.

0:24:50 > 0:24:53- You can see the road is wet, can't you?- Yes.

0:24:53 > 0:24:56What's going to happen if, all of a sudden, somebody pulls out on you

0:24:56 > 0:25:01and you have to try and react to it at nearly 100mph?

0:25:01 > 0:25:04Potentially risking your life and potentially somebody else's life.

0:25:04 > 0:25:08It's not looking good for this driver. It's a serious offence.

0:25:08 > 0:25:11But what was his excuse?

0:25:11 > 0:25:12Why are you going so fast?

0:25:12 > 0:25:15I've been driving from, um, Bognor. I've been working at the weekends.

0:25:15 > 0:25:18- Yeah?- I was just trying to get home to Bristol.

0:25:18 > 0:25:21I really should have pulled over, had a coffee, yeah.

0:25:21 > 0:25:24I don't think tiredness was the right answer.

0:25:24 > 0:25:27Driving tired, that's not a good combination, you know.

0:25:27 > 0:25:31You're lucky your speed dropped a little bit,

0:25:31 > 0:25:34just under the 100mph mark, because, at some point, you were

0:25:34 > 0:25:38touching 100mph and, usually, that would result in a disqualification.

0:25:38 > 0:25:43So his speed dropped a bit, but was it enough to avoid court?

0:25:43 > 0:25:46- You just need to slow down.- I do, but...- Yeah?- The minute you said

0:25:46 > 0:25:50I was doing 100, you know, there's no defence against that.

0:25:50 > 0:25:52It's... It's idiotic.

0:25:52 > 0:25:57- Do you need your car for work? - Yes, I do.- So, really, you know...

0:25:57 > 0:25:59This chap needs his car for work.

0:25:59 > 0:26:02If he loses his licence, his job could be at risk.

0:26:02 > 0:26:05- Had you had any alcohol today? - No, nothing.

0:26:05 > 0:26:09- When was the last time you had an alcoholic drink?- Um...

0:26:09 > 0:26:13Well, early hours of this morning, probably about one o'clock.

0:26:13 > 0:26:15OK, all right. I will give you a breath test...

0:26:15 > 0:26:18- OK.- ..which I'm empowered to do under the Road Traffic Act,

0:26:18 > 0:26:20cos you've committed a moving road traffic offence.

0:26:20 > 0:26:21BEEPING

0:26:22 > 0:26:25- Magic. - If this breath test is positive,

0:26:25 > 0:26:30his already-bad situation is going to get a whole lot worse.

0:26:31 > 0:26:35OK, I analysed your breath. That's zero. OK, that's good.

0:26:35 > 0:26:37Zero! At least that's something.

0:26:37 > 0:26:40If you take the end off, cos that's got your DNA on it.

0:26:40 > 0:26:41We're not allowed to keep it.

0:26:41 > 0:26:45The combination of your bad driving, cos it IS bad, really... You know,

0:26:45 > 0:26:46that sort of speed and tiredness

0:26:46 > 0:26:50potentially could end only in one way - you having a crash.

0:26:52 > 0:26:54- Have you got family? Kids?- Yes.

0:26:54 > 0:26:57You know, it's a horrible conversation I have to have

0:26:57 > 0:26:59with families about, you know...

0:27:01 > 0:27:04It's time to take a look at the facts.

0:27:04 > 0:27:09Over 100mph, but only for a brief moment.

0:27:09 > 0:27:11Terrible road conditions.

0:27:11 > 0:27:13And a negative breath test.

0:27:13 > 0:27:15What's it going to be?

0:27:15 > 0:27:17Fine?

0:27:17 > 0:27:19Court?

0:27:19 > 0:27:20Or a telling-off?

0:27:20 > 0:27:24But what I intend to do is issue you a fixed penalty ticket, OK?

0:27:24 > 0:27:27All right? Which will be three points and a £100 fine.

0:27:27 > 0:27:30There it is - a fixed-penalty notice!

0:27:30 > 0:27:35But that still means three points on his licence and a £100 fine.

0:27:35 > 0:27:37- Do you have any questions?- No.

0:27:37 > 0:27:40As I said, please, for your own sanity more than anything else...

0:27:40 > 0:27:43- Yeah?- ..and to stop me having to go to collisions where people die,

0:27:43 > 0:27:47- just ease off the speed. Yeah? Is that all right?- Yeah.

0:27:53 > 0:27:56That's all for today. Join me next time and I'll be out

0:27:56 > 0:28:00with the men and women who issue Britain's on-the-spot fines.
