0:00:02 > 0:00:04Never before have so many on-the-spot fines been issued

0:00:04 > 0:00:06in Britain.

0:00:06 > 0:00:09We're going to be following the men and women who hand out

0:00:09 > 0:00:12over £30 millions' worth of tickets every month...

0:00:12 > 0:00:15- Oops!- Round here, they're an absolute blight.

0:00:15 > 0:00:19- I'm at 104 now.- Wow! That is disgusting!

0:00:19 > 0:00:21Just walk away.

0:00:21 > 0:00:23..for behaviour that's downright dangerous...

0:00:23 > 0:00:26That was stupid for these sorts of conditions, wasn't it?

0:00:26 > 0:00:27..simply selfish...

0:00:27 > 0:00:29Look at the mess you've created in this street!

0:00:29 > 0:00:31- How was that our fault? - ..or just...

0:00:31 > 0:00:35- What is he doing? - ..well, plain silly.

0:00:35 > 0:00:37What a doughnut!

0:00:37 > 0:00:39We'll be revealing the cost of their bad behaviour...

0:00:39 > 0:00:44- £100 fine.- Pays £260 fine.- Ouch!

0:00:44 > 0:00:46..and how this could affect YOU!

0:00:46 > 0:00:49- I'll give him a punch. - Do you want to see me kick off?

0:00:49 > 0:00:52- The police are on it. - What the...? Sir!

0:00:52 > 0:00:54The parking wardens are on it.

0:00:54 > 0:00:56They should be thanking us for being here.

0:00:56 > 0:00:59- And I'm on it. - There's a 35mph limit here!

0:00:59 > 0:01:02I'm Dom Littlewood and I'm On The Spot.

0:01:05 > 0:01:09This time, bad memories could lead to more than just a fine.

0:01:09 > 0:01:11What I will say is I can't stand here all day.

0:01:11 > 0:01:15If you can't get it in 30 minutes I'm going to seize the vehicle.

0:01:15 > 0:01:17Things are getting tough for the litter police.

0:01:17 > 0:01:20Let me do my job here and then you start swinging punches.

0:01:20 > 0:01:21Listen, you're not doing your job.

0:01:21 > 0:01:24- CHUCKLES - GRR!

0:01:24 > 0:01:28And I'm on the spot with a parking patrol.

0:01:28 > 0:01:31- Go away. - I think YOU need to go away.

0:01:31 > 0:01:33I'm going away, cos you're rude.

0:01:37 > 0:01:40Let's head over to Wiltshire,

0:01:40 > 0:01:43where traffic cop Jay Clifton

0:01:43 > 0:01:46is heading west on a busy stretch of the M4.

0:01:48 > 0:01:51In his pursuit of a host of motoring offences,

0:01:51 > 0:01:55Jay can call on some state-of-the-art technology.

0:01:55 > 0:01:58The automatic number plate recognition links him to

0:01:58 > 0:02:02a range of vehicle databases which means Jay can spot who is legal,

0:02:02 > 0:02:07but anyone who isn't could be hit with a range of on-the-spot fines.

0:02:07 > 0:02:10Just had a vehicle go past the police car

0:02:10 > 0:02:13and it's activated the onboard APR camera.

0:02:13 > 0:02:16And with all that tech on board, Jay might just know more about

0:02:16 > 0:02:20your vehicle than you do, so what will this be?

0:02:20 > 0:02:22It's come up with a marker suggesting that the vehicle

0:02:22 > 0:02:26may not have insurance, so I've done a quick check on it and our

0:02:26 > 0:02:30systems are showing that it doesn't have any insurance.

0:02:32 > 0:02:36Possibly MOT expired and possibly even the tax has expired.

0:02:36 > 0:02:39So this could add up to a long list of fines.

0:02:39 > 0:02:41Driving without the right paperwork for your vehicle

0:02:41 > 0:02:44could be pretty costly.

0:02:44 > 0:02:47No MOT is a £100 fine.

0:02:47 > 0:02:53No insurance means a £300 fine and six points on your licence.

0:02:53 > 0:02:57Whilst no tax could mean a £1,000 fine and, even worse,

0:02:57 > 0:03:00you could end up with your vehicle seized.

0:03:02 > 0:03:04The reason I've stopped you is, as you've come past me,

0:03:04 > 0:03:07my automatic number plate reader has read your number plate and it

0:03:07 > 0:03:09gives me some information about the vehicle.

0:03:09 > 0:03:11It's telling me that there's no insurance on the vehicle

0:03:11 > 0:03:14and it's also telling me that the MOT expired yesterday and it's also

0:03:14 > 0:03:17telling me there's no tax on the vehicle.

0:03:17 > 0:03:19- There's no insurance?- Yeah. How long have you owned the vehicle for, sir?

0:03:19 > 0:03:21Two and a half years.

0:03:21 > 0:03:23It turns out the occupants are a young couple who have just

0:03:23 > 0:03:25returned from holiday.

0:03:25 > 0:03:27Anything you can tell me about the tax or MOT?

0:03:27 > 0:03:31- We have been in France the last three and a half months.- Right.

0:03:31 > 0:03:33I was pretty certain I had tax.

0:03:33 > 0:03:36I know I paid for an insurance policy.

0:03:36 > 0:03:39- I can get the documents on my e-mail.- OK.

0:03:39 > 0:03:42I'm going to do some checks to double check on the MOT and on tax.

0:03:42 > 0:03:45In that time, do you want to have a quick look on your account

0:03:45 > 0:03:48to see if that payment's come out?

0:03:48 > 0:03:50You never know. If that payment's been stopped...

0:03:50 > 0:03:54If the databases and the insurance company confirms Jay's suspicion,

0:03:54 > 0:03:57this pair could be in line for some hefty penalties

0:03:57 > 0:04:01and possibly even have their van seized for no tax.

0:04:01 > 0:04:04Not a nice surprise when you've just come back from your holidays.

0:04:04 > 0:04:07I've gone on to a government website which any member of the

0:04:07 > 0:04:10public can access which tells us information about the vehicle

0:04:10 > 0:04:16and tax and MOT, and this is telling me that the MOT expired yesterday

0:04:16 > 0:04:20and the vehicle's been untaxed since 1st February,

0:04:20 > 0:04:22so got that to look at, as well.

0:04:22 > 0:04:25Jay has also got through to his insurance company

0:04:25 > 0:04:29and it's not looking good.

0:04:29 > 0:04:33It turns out the policy was cancelled two months ago.

0:04:33 > 0:04:35It's a hat-trick of missing paperwork.

0:04:35 > 0:04:39The issue that you've got here is this vehicle is now uninsured,

0:04:39 > 0:04:41unMOT'd and untaxed.

0:04:41 > 0:04:43It shouldn't be on a road.

0:04:43 > 0:04:45It has no tax and has no insurance,

0:04:45 > 0:04:48so it DEFINITELY shouldn't be on the road.

0:04:48 > 0:04:52So, what kind of damage are we looking at?

0:04:52 > 0:04:57They face a possible £100 fine for no MOT.

0:04:57 > 0:05:02There's a £300 and six points on the driver's licence for no insurance.

0:05:03 > 0:05:08And there could also be a hefty fine from the DVLA for no road tax,

0:05:08 > 0:05:11but what will Jay decide?

0:05:11 > 0:05:14- You are going to get points and a fine, OK?- No, no.

0:05:14 > 0:05:16There's no other way I can deal with this.

0:05:16 > 0:05:19I can put you in front of a court should you wish to contest it.

0:05:19 > 0:05:21However, if you're found guilty in a court,

0:05:21 > 0:05:23- you're still looking at points and a fine.- Of course.

0:05:23 > 0:05:26But then you're looking at court costs and everything else

0:05:26 > 0:05:28that goes on top of this.

0:05:28 > 0:05:31Oh, dear. Hope they've got some holiday money left.

0:05:31 > 0:05:35But all is not lost. Jay has got some room to manoeuvre.

0:05:35 > 0:05:41What you can do is pre-book an MOT test, so you could say,

0:05:41 > 0:05:43"I'm going to phone up a company..."

0:05:43 > 0:05:45wherever it is you're going to and say,

0:05:45 > 0:05:49"Can I get my vehicle in for MOT now, today, later on today?"

0:05:49 > 0:05:51And then the journey that you do from here to there is

0:05:51 > 0:05:56- a lawful journey cos you're going to get it MOT'd.- OK.

0:05:56 > 0:05:59Normally on these occasions we would seize the vehicle from you

0:05:59 > 0:06:03- and you'd then have to go and get it back.- Right, OK.

0:06:03 > 0:06:06We'll have a discussion about that. Come to the car.

0:06:06 > 0:06:09We need to fill out some paperwork.

0:06:09 > 0:06:13Jay has let the lack of MOT go as they were only one day over

0:06:13 > 0:06:16as long as they get it into a test centre today.

0:06:16 > 0:06:19But they could still be looking at having their van seized immediately.

0:06:19 > 0:06:21The rules are, with the Wiltshire Police, that when we get

0:06:21 > 0:06:24a vehicle that's uninsured, that we should have the vehicle

0:06:24 > 0:06:27seized to prevent any further driving of that vehicle.

0:06:27 > 0:06:31If she's sorting the insurance out now, I think what you need to do

0:06:31 > 0:06:36is get on to a garage now,

0:06:36 > 0:06:39while I'm filling out this documentation.

0:06:39 > 0:06:40Make a phone call.

0:06:40 > 0:06:43That gives you three hours 45 minutes before five o'clock

0:06:43 > 0:06:46in which to get to a garage and get this sorted out.

0:06:46 > 0:06:50So they've got a chance but time's against them.

0:06:50 > 0:06:53So we have to get the car insured, MOT'd and taxed.

0:06:53 > 0:06:58We can, he was explaining, get the car taxed after we've had it MOT'd.

0:06:58 > 0:07:02It's impossible to tax a vehicle without a valid MOT so we're

0:07:02 > 0:07:08going to take the car now to the nearest MOT centre I can find.

0:07:08 > 0:07:12- MOT booked for 3.45 in Chippenham just down the road.- In Chippenham?

0:07:12 > 0:07:14- Yeah.- OK, excellent. I'm happy with that.

0:07:14 > 0:07:17He's been very clear. He's been very good.

0:07:17 > 0:07:24It's, er...a good lesson to us to stay on top of all of the

0:07:24 > 0:07:26little things in life.

0:07:26 > 0:07:30They've managed to book an MOT but still haven't insured the van

0:07:30 > 0:07:33and Jay is running out of time and patience.

0:07:33 > 0:07:35What I will say is I can't stand here all day.

0:07:35 > 0:07:38If you can't get it done in 30 minutes I'm going to seize

0:07:38 > 0:07:41- the vehicle.- OK. Let's just do it.

0:07:41 > 0:07:44I've only given them 30 minutes because we have other things

0:07:44 > 0:07:48to do and we'll go from there, so we'll see what happens.

0:07:48 > 0:07:52He promised me it would come through straightaway, the e-mail.

0:07:52 > 0:07:55E-mails take time.

0:07:55 > 0:07:57Just before the 30-minute deadline...

0:08:00 > 0:08:01..the van is insured.

0:08:01 > 0:08:04Happy that your insurance is there now. That's done and dusted.

0:08:04 > 0:08:05You've got a pre-booked MOT test,

0:08:05 > 0:08:08so it's a straight line from here to there.

0:08:08 > 0:08:12As long as the vehicle is on its way to an MOT, then I'm happy with that.

0:08:12 > 0:08:15At the moment, we're going to issue six points and

0:08:15 > 0:08:19a £300 fine for driving with no insurance.

0:08:19 > 0:08:21The forms are going to go in for the tax.

0:08:21 > 0:08:24The DVLA are well within their rights to put some very,

0:08:24 > 0:08:25very hefty fines on.

0:08:27 > 0:08:30Yeah, this could run into the thousands if I'm completely

0:08:30 > 0:08:32honest, but that's down to them.

0:08:32 > 0:08:36It's been a pretty expensive stop at the service station for this couple.

0:08:38 > 0:08:43No penalty for the MOT but £300 and six points for the insurance.

0:08:44 > 0:08:47Plus up to £1,000 for the tax.

0:08:47 > 0:08:49Right, we'll leave you to it. Have a better journey.

0:08:49 > 0:08:52- No, thank you so much for your patience.- No, no problem at all.

0:08:52 > 0:08:55- Hugely appreciated. - Please take care.

0:08:55 > 0:08:58(Oh, dear...)

0:08:58 > 0:09:01But, hey ho, at least the van hasn't been seized.

0:09:08 > 0:09:11It's time to head to Pendle in Lancashire and catch up with

0:09:11 > 0:09:14a no-nonsense sheriff of litter town!

0:09:16 > 0:09:19AKA Jon Yurek - environmental crime officer...

0:09:21 > 0:09:23..and a man on a mission...

0:09:23 > 0:09:26They all know who I am.

0:09:27 > 0:09:29They're all going to gang up on me.

0:09:31 > 0:09:33..to keep the streets of Pendle clean.

0:09:33 > 0:09:39Armed with the power to issue a £75 fine for littering,

0:09:39 > 0:09:42Jon isn't always that popular with the public.

0:09:42 > 0:09:44But as a dedicated public servant,

0:09:44 > 0:09:47he's always got his eyes peeled for a spot of littering.

0:09:49 > 0:09:52Jon is patrolling his patch when he thinks he has spotted

0:09:52 > 0:09:56a woman dropping a cigarette butt and then entering the bookies.

0:09:56 > 0:10:00A woman's got a cigarette in her hand, so...

0:10:00 > 0:10:03If he can get a name and address for the culprit,

0:10:03 > 0:10:05then there could be a £75 fine on the way.

0:10:05 > 0:10:07OK, Jon, that's your cue.

0:10:07 > 0:10:11From Pendle Borough Council. You see the cigarette outside?

0:10:11 > 0:10:14What did you do with your cigarette? Come outside with me.

0:10:15 > 0:10:18Before Jon can even issue the fine,

0:10:18 > 0:10:21- he's got to break down the language barrier.- You're Romanian?

0:10:21 > 0:10:26OK. Do you have your ID card on you, like a passport, any ID on you?

0:10:27 > 0:10:29I do not speak English.

0:10:29 > 0:10:32You're speaking good enough English right now, OK? That's fine.

0:10:32 > 0:10:34If I can, just round the corner here, get some details off you,

0:10:34 > 0:10:36OK, for littering.

0:10:36 > 0:10:38Come here. The reason I've stopped here today

0:10:38 > 0:10:40is because as you were stood here with a cigarette,

0:10:40 > 0:10:42you threw your cigarette on the floor,

0:10:42 > 0:10:45you stood in your cigarette and you went inside, OK?

0:10:45 > 0:10:47That's the offence of littering. Do you understand that?

0:10:47 > 0:10:50Yes? OK.

0:10:50 > 0:10:53For that reason, what I'm going to do is get some details off you,

0:10:53 > 0:10:55OK, so the council can write to you.

0:10:55 > 0:10:56OK?

0:10:57 > 0:10:58OK, madam.

0:10:58 > 0:11:00What is your name?

0:11:02 > 0:11:05I know you're saying you don't speak English,

0:11:05 > 0:11:06but you must know your name.

0:11:08 > 0:11:10Right, and you've got no ID on you?

0:11:11 > 0:11:16You're Romanian, you've got no ID? No passport, library card?

0:11:16 > 0:11:18INDISTINCT

0:11:18 > 0:11:21To make sure the message has got through,

0:11:21 > 0:11:23Jon tries to rope in a translator.

0:11:23 > 0:11:25Are you Romanian, sir?

0:11:25 > 0:11:27INDISTINCT

0:11:27 > 0:11:30- OK, can you come here, mate? Can you come here?- No, me not speak English.

0:11:30 > 0:11:34OK, fine, you don't speak English, OK. All right.

0:11:34 > 0:11:37Unfortunately for Jon, the council's decision to fine people

0:11:37 > 0:11:42for dropping fags isn't that popular with all the locals.

0:11:42 > 0:11:45- You're a bully.- Right... - And I'll tell you you're a bully.

0:11:45 > 0:11:47- Can you go away, please, sir? - No, I won't go away.

0:11:47 > 0:11:49Hey, do you work for the council?

0:11:49 > 0:11:51- I didn't say it.- Well, I pay my... - BLEEP

0:11:51 > 0:11:54Right, you can gang up on me, you can gang up on me all you like.

0:11:54 > 0:11:57- It's a fag-butt showdown. - Just walk away.

0:11:57 > 0:12:00- All right.- Can't do nowt if you just walk away. Just walk away.

0:12:00 > 0:12:01If she understands that, sir,

0:12:01 > 0:12:03then you've just implicated that she can speak English.

0:12:03 > 0:12:05- She can walk away. - Thank you very much, sir.

0:12:05 > 0:12:07- She can walk away, can't she? - All right, all right.

0:12:07 > 0:12:09- Just walk away. - What's your date of birth?

0:12:09 > 0:12:12All right, let me do my job here and then you can start swinging punches.

0:12:12 > 0:12:15The pressure from the locals is mounting.

0:12:15 > 0:12:17You're not doing your job.

0:12:17 > 0:12:19Let me do this and then you can start kicking off.

0:12:19 > 0:12:20No, you can't do your job...

0:12:20 > 0:12:21BLEEP

0:12:23 > 0:12:25So, is this going to be a fine?

0:12:26 > 0:12:28So, let's take a look at Jon's options.

0:12:28 > 0:12:31He could chalk this one up to experience, or he can keep

0:12:31 > 0:12:35trying to get this woman's details in order to issue that fine.

0:12:35 > 0:12:38You don't know your name and address,

0:12:38 > 0:12:41- you don't know your date of birth, you don't know anything.- Sorry.

0:12:41 > 0:12:43It's OK, don't worry about it.

0:12:43 > 0:12:46In the face of mounting hassle and a few language problems,

0:12:46 > 0:12:49Jon has decided he'll have to let this one go.

0:12:49 > 0:12:51No fine.

0:12:53 > 0:12:54JON LAUGHS

0:12:54 > 0:12:56GRR!

0:12:56 > 0:12:59Never mind, Jon. Some you win, some you lose.

0:13:01 > 0:13:03It's very frustrating. Erm...

0:13:03 > 0:13:09It's a multicultural country we live in now and you have...

0:13:09 > 0:13:12people who...can't speak English.

0:13:12 > 0:13:14I can't speak Romanian, you know,

0:13:14 > 0:13:17so it's very frustrating and I'm sure

0:13:17 > 0:13:20on a normal day, yeah,

0:13:20 > 0:13:22if I asked her her name and date of birth,

0:13:22 > 0:13:25she'd probably be able to write the lot of it, but today,

0:13:25 > 0:13:28she's forgotten, so it's just one of them things.

0:13:28 > 0:13:32But the Sheriff of Litter Town never gives up the trail.

0:13:35 > 0:13:39Now, did you know, close to 5 million parking tickets are dished

0:13:39 > 0:13:42out to London's drivers every year.

0:13:42 > 0:13:44But if you want to challenge that ticket,

0:13:44 > 0:13:46then this is the place to come.

0:13:46 > 0:13:48The appeals process has been fair

0:13:48 > 0:13:50because I got a chance to have my say.

0:13:50 > 0:13:53Lambeth Council had a chance to have their say and here we are at

0:13:53 > 0:13:57an independent adjudicator to prove that I wasn't in the wrong.

0:13:57 > 0:14:00This is London's Chancery Exchange where the capital's

0:14:00 > 0:14:03environment and traffic adjudications are heard.

0:14:03 > 0:14:06Now, amongst the most persuasive excuses,

0:14:06 > 0:14:10I imagine having a pregnant woman in the car is one of the best.

0:14:10 > 0:14:14At least that is what minicab driver Mario Boston is hoping.

0:14:14 > 0:14:16He pulled over somewhere he shouldn't have

0:14:16 > 0:14:19when his pregnant wife began to feel unwell.

0:14:19 > 0:14:23Caught on camera, he now faces a fine of £130.

0:14:23 > 0:14:26The laws, they're not sometimes with the reality.

0:14:26 > 0:14:30And there was just that maybe difference between

0:14:30 > 0:14:32feeling ill and emergency.

0:14:32 > 0:14:35Maybe emergency just when you're close to die.

0:14:37 > 0:14:40He's come with his family to argue his case.

0:14:42 > 0:14:44- KNOCK ON THE DOOR - Come in.

0:14:45 > 0:14:49Thank you. Hello, come in, sir. Hello, madam, have a seat.

0:14:50 > 0:14:53Now, is it just me or could bringing a cute kid

0:14:53 > 0:14:57into the hearing help swing things in your favour?

0:14:58 > 0:15:02I think it might be better if your wife took your child outside.

0:15:05 > 0:15:06Maybe not.

0:15:06 > 0:15:10It looks like Mario's secret weapon might have unnerved Caroline.

0:15:12 > 0:15:16We're here regarding an appeal that you've lodged against a decision

0:15:16 > 0:15:19- of the enforcement authority of the London Borough of Brent.- Yes.

0:15:19 > 0:15:25And they alleged that on 7th July and it's dated back to 2014...

0:15:25 > 0:15:29- They said that your vehicle was seen parked with wheels on the footway.- Yes.

0:15:29 > 0:15:32And they say that parking on the footway is not permitted.

0:15:32 > 0:15:35And they say it's not permitted at any time

0:15:35 > 0:15:37and they're right about that.

0:15:37 > 0:15:38Footway parking is prohibited.

0:15:38 > 0:15:42You're not allowed to park on the footway in London or Greater London.

0:15:42 > 0:15:46Mario feels like he didn't have much choice.

0:15:46 > 0:15:49But let's have a look at the facts.

0:15:49 > 0:15:51He pulled his car up onto the pavement

0:15:51 > 0:15:53because his pregnant wife was being sick.

0:15:55 > 0:15:58He then left the car there for ten minutes while she went to get

0:15:58 > 0:16:00some fresh air.

0:16:00 > 0:16:05And by not paying the fine immediately, he now owes £130.

0:16:05 > 0:16:08100% I'm wrong. I parked in the footpath.

0:16:08 > 0:16:12But they never consider someone was ill.

0:16:12 > 0:16:14But is a wife with bad morning sickness

0:16:14 > 0:16:17enough of a reason for Caroline to let him off?

0:16:17 > 0:16:20When it comes to an appeal, you have to satisfy me

0:16:20 > 0:16:24that essentially a medical emergency arose.

0:16:26 > 0:16:27A medical emergency,

0:16:27 > 0:16:30the level that you would have to reach is such

0:16:30 > 0:16:33that the prohibition on footway

0:16:33 > 0:16:37parking was cancelled because it was an emergency.

0:16:37 > 0:16:39It's not looking good, Mario.

0:16:39 > 0:16:41And from what you've told me,

0:16:41 > 0:16:43you haven't reached that level.

0:16:45 > 0:16:46When they cancel tickets,

0:16:46 > 0:16:50it would be for a medical emergency rather than for the

0:16:50 > 0:16:53level of illness that you have recounted to them.

0:16:53 > 0:16:55So, what's it going to be?

0:16:55 > 0:16:57So, at this stage,

0:16:57 > 0:17:00the penalty is the full penalty amount which is £130.

0:17:03 > 0:17:06Oh, dear. Fine upheld.

0:17:06 > 0:17:07£130.

0:17:07 > 0:17:10That's not what he was hoping to hear.

0:17:10 > 0:17:13I quite understand why you're here.

0:17:13 > 0:17:15And, obviously, when your wife was unwell,

0:17:15 > 0:17:19you felt anxious and you just wanted to make sure that she was safe.

0:17:19 > 0:17:22Having said that, you're not entitled to drive on the footway.

0:17:22 > 0:17:25You can't park in that way.

0:17:25 > 0:17:28I understand that your wife was unwell but as the council

0:17:28 > 0:17:31has explained to you, and they're right in what they say,

0:17:31 > 0:17:34unless it's a real medical emergency,

0:17:34 > 0:17:36the parking restrictions apply.

0:17:36 > 0:17:38So the reasons that you've put

0:17:38 > 0:17:42forward, whilst I understand them and accept that they are truthful

0:17:42 > 0:17:45and honest, they don't mean that you don't have to pay the penalty.

0:17:45 > 0:17:48You haven't got a ground of appeal.

0:17:48 > 0:17:51Bad luck, Mario. I hope the family don't take it too hard.

0:17:51 > 0:17:53BABY CRIES

0:17:53 > 0:17:57It doesn't look like she's too pleased with the news.

0:17:57 > 0:17:59I have to pay now £130.

0:17:59 > 0:18:02Completely, it's not fair because pregnant woman,

0:18:02 > 0:18:05when you feel ill, when you start vomiting

0:18:05 > 0:18:06when she was just vomiting once,

0:18:06 > 0:18:09next bag, next bag, two, three times.

0:18:09 > 0:18:12In five, ten minutes, and so that's...

0:18:12 > 0:18:14That... That's it.

0:18:20 > 0:18:23I'm back on the beat with the Wiltshire police force.

0:18:23 > 0:18:27I'm on the spot with PC Jay Clifton.

0:18:27 > 0:18:30We're on the M4, on the tail of a white van man.

0:18:34 > 0:18:36Oh, white... Which one now?

0:18:36 > 0:18:37The white van.

0:18:39 > 0:18:44I'm pretty sure his light cluster is hanging off and he looks overweight.

0:18:45 > 0:18:47You don't miss a trick, you, do you?

0:18:47 > 0:18:50I like to think I can keep an eye on it.

0:18:50 > 0:18:52'And, as we get closer,

0:18:52 > 0:18:56'it's pretty obvious that this van's got a problem.'

0:18:56 > 0:19:00Cor! I can see that light hanging off now, on the near side.

0:19:00 > 0:19:02Yeah, there we go.

0:19:02 > 0:19:04I thought I saw something bouncing around.

0:19:04 > 0:19:06'There's a fine for broken lights,

0:19:06 > 0:19:09'so this driver could be in line for a £50 penalty.'

0:19:09 > 0:19:11That's ridiculous, to try and get away with

0:19:11 > 0:19:14- a light like that, isn't it?- Yeah. - It's hanging on by a wire.

0:19:14 > 0:19:15In fact, if that falls off now,

0:19:15 > 0:19:17it's going to come through your windscreen, isn't it?

0:19:17 > 0:19:20It will certainly bounce on the windscreen, but it could...

0:19:20 > 0:19:22For someone else, that could be enough to make them...

0:19:22 > 0:19:25- swerve.- Swerve, yeah.

0:19:25 > 0:19:28'With Jay turning on his lights to make himself known,

0:19:28 > 0:19:30'there's a chance that this could be a fine.'

0:19:30 > 0:19:32I'll put on the "follow me" sign.

0:19:34 > 0:19:35It's a bit funny how,

0:19:35 > 0:19:38when you've got the message flashing up on the back screen,

0:19:38 > 0:19:41everyone's going past you at a sensible speed now, all of a sudden.

0:19:41 > 0:19:42Yeah. Oh, yeah, yeah.

0:19:42 > 0:19:47'Jay's told the van driver to follow him to a vehicle testing station.'

0:19:47 > 0:19:50It's a really good place for us to have this. It's so useful.

0:19:50 > 0:19:53We can bring any sized vehicle in here safely.

0:19:53 > 0:19:56We can work on it safely. We can weigh the vehicle.

0:19:56 > 0:19:59- And have a good look around it without risking your life.- Exactly.

0:19:59 > 0:20:01- It's very, very good. - Plus, it's got a lavvy.

0:20:01 > 0:20:04- That must help when you're out on the road all day.- Oh, yes!

0:20:12 > 0:20:14Any surprise he got pulled?

0:20:16 > 0:20:18'With the van's backside in such a state...'

0:20:18 > 0:20:19Indicate right.

0:20:19 > 0:20:21Indicate left.

0:20:21 > 0:20:23'..Jay does a full health check to see if the rest

0:20:23 > 0:20:24'is in good working order.'

0:20:24 > 0:20:26Footbrake.

0:20:26 > 0:20:28Handbrake... Oh, brake.

0:20:28 > 0:20:30Take your foot off the brake.

0:20:30 > 0:20:32Can you turn your lights on for me?

0:20:32 > 0:20:34Can you turn your fog light on for me?

0:20:34 > 0:20:36Yeah, that's fine.

0:20:36 > 0:20:38The rest of your lights are fine.

0:20:38 > 0:20:41Have you had a look at why we stopped you?

0:20:41 > 0:20:43The van driver doesn't want to be on camera,

0:20:43 > 0:20:46but he told me that he knew the light was loose

0:20:46 > 0:20:48because he'd knocked it with his tailgate.

0:20:48 > 0:20:50But he didn't realise it was hanging off.

0:20:50 > 0:20:51At the moment,

0:20:51 > 0:20:54we're missing indicators, we're missing reverse lights.

0:20:54 > 0:20:57Missing brake lights, we're missing normal lights.

0:20:57 > 0:20:59You need to get that fixed immediately.

0:21:00 > 0:21:01But there's a problem.

0:21:01 > 0:21:04The driver's got another hour's travelling to do,

0:21:04 > 0:21:06and Jay isn't happy with him carrying on.

0:21:06 > 0:21:09To have him drive all the way up to where he wants to go,

0:21:09 > 0:21:10that's just far too dangerous.

0:21:10 > 0:21:13And, as you've pointed out, all it takes is for that to flick off

0:21:13 > 0:21:15and to go into someone else's windscreen,

0:21:15 > 0:21:18and that would cause them to swerve, and that could cause a collision.

0:21:18 > 0:21:19And so, we need to stop that.

0:21:19 > 0:21:21- So I'm going to go and get it sorted out.- OK.

0:21:21 > 0:21:23In some ways, you've got to feel a bit sorry for the driver.

0:21:23 > 0:21:25Because what he said there,

0:21:25 > 0:21:27he dropped the tailgate down, it ripped the lights off.

0:21:27 > 0:21:30It was out of his control and it's just happened.

0:21:30 > 0:21:34Now he's got a whole load of inconvenience.

0:21:35 > 0:21:38Sometimes you sort of feel, "That was tough,

0:21:38 > 0:21:40"but would you want to be behind that?"

0:21:40 > 0:21:42But is the driver about to get an on-the-spot fine?

0:21:42 > 0:21:44Let's take stock.

0:21:45 > 0:21:47The van was clocked on the motorway

0:21:47 > 0:21:50with its rear light flapping dangerously in the wind.

0:21:50 > 0:21:52The driver knew it was loose,

0:21:52 > 0:21:55but claims he didn't know it was hanging off.

0:21:55 > 0:21:57But will Jay give him the benefit of the doubt

0:21:57 > 0:21:59and let him off with a warning?

0:21:59 > 0:22:01So, this is only going to be a £50 fine,

0:22:01 > 0:22:04which is failing to maintain obligatory lamps.

0:22:04 > 0:22:05Maybe not.

0:22:05 > 0:22:06Right, no points?

0:22:06 > 0:22:09No points, it's just a monetary fine.

0:22:09 > 0:22:11No, it's a fine.

0:22:11 > 0:22:14And he can't drive the van until the light's repaired.

0:22:14 > 0:22:18Which means that driver has now got to wait probably two to three hours.

0:22:18 > 0:22:21There's going to be a huge expense and bill for somebody

0:22:21 > 0:22:25at the end of it, all for the sake of that light hanging off.

0:22:25 > 0:22:28It could have been sorted out so much easier.

0:22:28 > 0:22:30And cheaper.

0:22:30 > 0:22:31Sadly, for this driver,

0:22:31 > 0:22:34there's a long wait ahead for the tow truck.

0:22:35 > 0:22:37But it's another good day for Jay,

0:22:37 > 0:22:40making the roads of Wiltshire a safer place.

0:22:43 > 0:22:45I'm in Havering, north-east London.

0:22:47 > 0:22:51I'm on the spot with long-suffering parking officer Kam.

0:22:51 > 0:22:54Kam has just issued this moped a ticket

0:22:54 > 0:22:56for being parked on the pavement.

0:22:56 > 0:23:00That's a £130 on-the-spot fine.

0:23:00 > 0:23:01What this guy done wrong?

0:23:01 > 0:23:03He's on the footway path.

0:23:03 > 0:23:04'Uh-oh, hang on.

0:23:04 > 0:23:06'The owner's just rocked up and he's not a happy chappie.'

0:23:06 > 0:23:09I literally just walked in there two seconds ago,

0:23:09 > 0:23:11- and come back out here. - BLEEP

0:23:11 > 0:23:14He's on there. He's there! He ain't got a ticket.

0:23:14 > 0:23:15You see this path?

0:23:15 > 0:23:16This poor guy's just come back.

0:23:16 > 0:23:19He's parked his bike on the pavement, he shouldn't have done.

0:23:19 > 0:23:21He's obviously not very happy about the ticket.

0:23:21 > 0:23:23At the moment, he's just arguing his case.

0:23:23 > 0:23:25I'll see if I can have a chat with him in a second.

0:23:25 > 0:23:26He doesn't look very happy.

0:23:26 > 0:23:29I literally just walked into where I work and you've given me...

0:23:29 > 0:23:31- If you come here every day... - 130 quid?!

0:23:31 > 0:23:34Well, it will be half that if you pay it within 14 days.

0:23:34 > 0:23:36- I'm not paying this. There you go. - RIPPING

0:23:36 > 0:23:37That's fine, that's not a problem.

0:23:37 > 0:23:41Looks like this guy's decided he's not going to accept the fine.

0:23:41 > 0:23:45At the moment, it's a £65 discounted fine.

0:23:45 > 0:23:47But if he chucks it away, then he won't be able to pay promptly,

0:23:47 > 0:23:50and could end up facing a double whammy of £130.

0:23:50 > 0:23:51It's a lot of money.

0:23:51 > 0:23:54Obviously, it's 65 if you pay it earlier than that, of course.

0:23:54 > 0:23:56You've got two weeks to do that and you have the right to appeal it.

0:23:56 > 0:23:58You've ripped up and thrown it on the floor,

0:23:58 > 0:24:00you might be better off picking it up.

0:24:00 > 0:24:02I know it's the heat of the moment, but you're probably better off

0:24:02 > 0:24:05having it and then work out what you're going to do.

0:24:05 > 0:24:06I'm only giving you a bit of advice.

0:24:06 > 0:24:09All right, I understand. Where's it gone? It's blown away.

0:24:09 > 0:24:12- I don't know where it... That's the packet.- It's over there.

0:24:12 > 0:24:13It's worth picking up, mate.

0:24:17 > 0:24:19Sensible lad. He'll probably be glad of that in the end.

0:24:19 > 0:24:21BLEEP

0:24:21 > 0:24:24For every ten tickets you issue,

0:24:24 > 0:24:28how many people that you meet from those ten will have a go at you?

0:24:28 > 0:24:30The majority of the time,

0:24:30 > 0:24:32all of the ones that do come back will have a go at you.

0:24:32 > 0:24:34Or at least nine out of ten of them.

0:24:34 > 0:24:38One might be a bit more calm and understanding about what we've done.

0:24:38 > 0:24:43So your job is just a job of aggravation, moans, groans, abuse?

0:24:43 > 0:24:46- A whole load of nasty things said.- Yeah.

0:24:46 > 0:24:49I'm not surprised you carry around paracetamols in your pocket.

0:24:49 > 0:24:52I think I'd be having them with every coffee break I had!

0:24:53 > 0:24:55Kam's been tipped off by a member of the public

0:24:55 > 0:24:58about a car parked in a loading spot.

0:24:58 > 0:25:00She's already given it a warning,

0:25:00 > 0:25:03but an hour later it's still there, and no-one's loading.

0:25:03 > 0:25:06This car here was parked here about...hour,

0:25:06 > 0:25:08hour and half ago, something like that.

0:25:08 > 0:25:12And, obviously, Kam had a quick word with them. They said they're just unloading.

0:25:12 > 0:25:15It appears what they might have done is just left the boot open

0:25:15 > 0:25:16and think they can get away with it,

0:25:16 > 0:25:19cos it's still there and no-one seems to be loading or unloading.

0:25:19 > 0:25:20She said he's just picking up a box.

0:25:20 > 0:25:23They've just got a ticket. No second chance!

0:25:23 > 0:25:26'This isn't looking good for the driver.'

0:25:26 > 0:25:27The driver's come back now anyway.

0:25:27 > 0:25:29Let me just...

0:25:29 > 0:25:32Let's take a look at the facts of this parking problem.

0:25:32 > 0:25:36He's been parked outside his shop for so long

0:25:36 > 0:25:39that a member of the public even called the council to complain.

0:25:39 > 0:25:42This could be a £130 instant fine.

0:25:42 > 0:25:44Loading is like ten, 20 minutes.

0:25:45 > 0:25:47- Not for like an hour, two hours. - No problem, darling.

0:25:47 > 0:25:50And you can't deny it because the vehicle was videoed.

0:25:51 > 0:25:54Kam must be feeling very lenient today indeed.

0:25:54 > 0:25:56She gives him another friendly warning.

0:25:56 > 0:25:58You do know you've just got off

0:25:58 > 0:26:00there with a second warning of the day.

0:26:00 > 0:26:01I think you're very lucky.

0:26:01 > 0:26:04- Can I explain something now?- Yeah.

0:26:04 > 0:26:07There's nowhere for me to unload or load here.
