0:00:02 > 0:00:05Tonight, the traffic cops are chasing auto-burglars,

0:00:05 > 0:00:06who'll stop for nothing.

0:00:08 > 0:00:10- What's your name, mate?- James.

0:00:10 > 0:00:12Dealing with breakdowns...

0:00:12 > 0:00:15HE SOBS OK, I will phone an interpreter.

0:00:15 > 0:00:17..and break-ups.

0:00:17 > 0:00:20The worst first date I have ever had in my life!

0:00:20 > 0:00:22Running after people who've been drinking...

0:00:22 > 0:00:24Let's go!

0:00:24 > 0:00:25..or using knives.

0:00:25 > 0:00:27That's a big knife.

0:00:27 > 0:00:29And hunting for a killer on the loose.

0:00:29 > 0:00:31The puzzle deepens.

0:00:31 > 0:00:35We didn't know whether we were investigating what could possibly have been a murder.

0:01:00 > 0:01:02Just north of London, in Hertfordshire,

0:01:02 > 0:01:05reports are coming in that an expensive Mini Cooper

0:01:05 > 0:01:06has just been stolen.

0:01:06 > 0:01:11Luckily, traffic cops Chris Payne and Nathan Cattley are not far away.

0:01:19 > 0:01:20Oh! That's where we are.

0:01:20 > 0:01:24It's becoming increasingly rare to have your car stolen,

0:01:24 > 0:01:26thanks to recent technological advances

0:01:26 > 0:01:29that have made it virtually impossible for criminals

0:01:29 > 0:01:31to get into them and start them.

0:01:31 > 0:01:34Instead, they need to steal the keys first.

0:01:37 > 0:01:393 Whisky 7. We're en route on the 602.

0:01:39 > 0:01:43What's it that makes them think it's stolen?

0:01:43 > 0:01:46Oh, it's their own?

0:01:47 > 0:01:51The people who reported the Mini being stolen are doing their best to get it back.

0:01:53 > 0:01:56A stolen vehicle was being followed

0:01:56 > 0:02:01by two friends of the person who had had the vehicle stolen.

0:02:04 > 0:02:08Whenever there's a pursuit over the radio, everyone wants to get in on the act.

0:02:10 > 0:02:12Ross Clark is no exception.

0:02:12 > 0:02:15The road that it was being pursued along,

0:02:15 > 0:02:20sort of comes out no more than a quarter of a mile from the motorway junction.

0:02:20 > 0:02:23And as we were coming off, I was thinking to myself,

0:02:23 > 0:02:26we're either going to get on the back of this pursuit

0:02:26 > 0:02:27or we're going to be able to get there,

0:02:27 > 0:02:29get a stinger out and sting it.

0:02:29 > 0:02:31Patrolling in his unmarked police car,

0:02:31 > 0:02:34Jim Norton was able to get behind the Mini

0:02:34 > 0:02:35by pure chance.

0:02:35 > 0:02:39As I came up to the Datchworth turn-off, the B197 at Woolmer Green,

0:02:39 > 0:02:42a Mini pops out the junction, across my path.

0:02:42 > 0:02:44I'll never forget it.

0:02:44 > 0:02:47Brake discs were glowing red, orange-hot.

0:02:47 > 0:02:50I thought it had one of these snazzy set of wheels that glow in the dark,

0:02:50 > 0:02:54but it was because the brake discs were literally burning so hot, they were glowing.

0:02:57 > 0:02:59For some reason, the driver's got his foot on the brake

0:02:59 > 0:03:01while he's driving along.

0:03:01 > 0:03:05I'm thinking...stolen Mini. This has got to be one of our auto-burglaries

0:03:05 > 0:03:06that we suffer.

0:03:06 > 0:03:11So, this is going to be some real professional criminals out there,

0:03:11 > 0:03:13stealing cars overnight from addresses by means of burglary.

0:03:13 > 0:03:17The way the car's being driven, the chances of an accident are great.

0:03:17 > 0:03:20Especially now as he's suddenly discovered how to drive

0:03:20 > 0:03:22without his foot on the brake.

0:03:24 > 0:03:27Your heart jumps up into your mouth.

0:03:27 > 0:03:29You think, "It's really the wrong time to accelerate."

0:03:29 > 0:03:31You can see what'll happen.

0:03:36 > 0:03:38He hit a tree, and into a bus shelter.

0:03:38 > 0:03:41You're thinking, "This person's going to be probably really badly hurt."

0:03:41 > 0:03:44But somehow, he isn't.

0:03:46 > 0:03:50You could tell he's under the influence of something, whether drink or drugs.

0:03:51 > 0:03:54The car thief doesn't have any obvious injuries at all.

0:03:56 > 0:03:58Criminals have this irritating ability of escaping

0:03:58 > 0:04:02any harm for what they do. I quite often liken them

0:04:02 > 0:04:06to cockroaches. They can get blown up or go through car crashes,

0:04:06 > 0:04:08yet they're just indestructible.

0:04:08 > 0:04:11They'll be back next week stealing cars and taking drugs.

0:04:11 > 0:04:14Does it hurt anywhere in particular? Are you bleeding at all anywhere?

0:04:14 > 0:04:16I don't really know, mate.

0:04:16 > 0:04:18First thing I knew, I hit that thing...

0:04:18 > 0:04:21then all of a sudden, you were...

0:04:21 > 0:04:24- That's all I...- You understand you're under arrest?

0:04:24 > 0:04:27- I know, I'm...- You understand, for theft of a motor vehicle?

0:04:27 > 0:04:28- Yeah, yeah, yeah.- OK, fella.

0:04:28 > 0:04:35And he's then come clean. He says, "I've consumed 20 cans of Foster's," I think it was,

0:04:35 > 0:04:38"and taken some spliffs - cannabis -

0:04:38 > 0:04:42"and I'm on this anti-depressive medication as well."

0:04:42 > 0:04:45The Mini's absolutely wrecked as well.

0:04:47 > 0:04:50I'm thinking, "This thing looks like it's going to catch fire."

0:04:50 > 0:04:52It's gone into the side of a bus stop.

0:04:52 > 0:04:54Hello, guys.

0:04:54 > 0:04:58It's proper smoking. I won't be surprised if that goes up in a moment.

0:04:58 > 0:05:02I take it you've called Trumpton for this? It is smoking quite heavily.

0:05:04 > 0:05:06RADIO: 'I'll give them a call.'

0:05:06 > 0:05:07Thank you.

0:05:07 > 0:05:09If that had been sort of...

0:05:09 > 0:05:11three o'clock in the afternoon,

0:05:11 > 0:05:14he's done 50mph into a bus stop.

0:05:14 > 0:05:16That would have just been horrendous.

0:05:16 > 0:05:19Sierra 6 have arrived.

0:05:19 > 0:05:22Not overly concerned at the level of injuries at this point.

0:05:22 > 0:05:25Obviously, I'll wait for an update.

0:05:25 > 0:05:28He was complaining of pains to his neck and back,

0:05:28 > 0:05:31due to the impact of the collision.

0:05:31 > 0:05:33So we immobilised him,

0:05:33 > 0:05:35basically by taking control of his head,

0:05:35 > 0:05:40C-spine immobilisation. So if there was any cervical or spine injuries, they were basically protected.

0:05:40 > 0:05:41Which leg am I touching?

0:05:41 > 0:05:43Eh?

0:05:43 > 0:05:46Which leg am I touching?

0:05:46 > 0:05:51Even though he's committed these offences, our first role is to provide first aid and trauma care.

0:05:51 > 0:05:53- We'll leave you to it. - Cheers, thanks a lot. Take care.

0:05:53 > 0:05:57It looked like his brakes were actually locked on, or jammed on.

0:05:57 > 0:05:59A lot of the time as he was coming along the road,

0:05:59 > 0:06:02you could see a lot of smoke coming from the wheels themselves.

0:06:02 > 0:06:06So when it had turned right, you could see the brake discs were glowing red-hot.

0:06:06 > 0:06:09He's accelerated as he's come down over the hill,

0:06:09 > 0:06:12and it's basically gone out of control, clipped the kerb down here,

0:06:12 > 0:06:15bounced, and smashed into the bus stop there.

0:06:15 > 0:06:19He's come round too fast, and you can see the skid marks where the back end's slid across the road,

0:06:19 > 0:06:23and he's hit the kerb. And that's bounced him up the kerb, into the bus shelter.

0:06:23 > 0:06:27The smashed Mini belongs to a girlfriend of the lads who were following it,

0:06:27 > 0:06:29who'd had her car keys stolen.

0:06:29 > 0:06:34- So you knew it had been pinched out of her handbag, and you set off in your motor?- Yeah.

0:06:34 > 0:06:36She had her handbag stolen,

0:06:36 > 0:06:41and they've assumed her car keys are in that handbag,

0:06:41 > 0:06:43and they've put two and two together

0:06:43 > 0:06:47and thought whoever's stolen her handbag is probably going to come and look for her car.

0:06:47 > 0:06:51And when they're on their way back to where she'd had her car parked,

0:06:51 > 0:06:53they saw it coming out.

0:06:53 > 0:06:55So we chased him, and...

0:06:55 > 0:06:59we're on the phone to the police at the same time, giving them directions,

0:06:59 > 0:07:00and then this is what happened.

0:07:00 > 0:07:04Luckily, one of them's a racing driver as well! So he's managed to keep up with it quite well.

0:07:04 > 0:07:07They've given a really good commentary over the phone to the control room,

0:07:07 > 0:07:10so they've managed to catch up with the vehicle.

0:07:10 > 0:07:12Apparently, it had no lights on at one point.

0:07:12 > 0:07:16Certainly, without their assistance, we'd never probably have found that vehicle that night.

0:07:16 > 0:07:21We've found a few things in the jacket pocket of the driver.

0:07:21 > 0:07:25We've found a couple of mobile phones, one of which is a BlackBerry,

0:07:25 > 0:07:29which we believe to have belonged to the owner of the Mini.

0:07:29 > 0:07:32The cops need to find out exactly who the auto-burglar is.

0:07:32 > 0:07:35Obviously, we can't do mobile ID, cos he's being treated.

0:07:35 > 0:07:39So we've basically used his PDA here

0:07:39 > 0:07:44to assist us in confirming his identity.

0:07:46 > 0:07:47So I'm looking at the...

0:07:47 > 0:07:49picture there.

0:07:49 > 0:07:50The man is James Bevan,

0:07:50 > 0:07:53and he's failed the roadside breathalyser.

0:07:53 > 0:07:55He blew well over,

0:07:55 > 0:07:58and then, obviously to get an evidential sample from him,

0:07:58 > 0:08:00we can't take him back to the police station,

0:08:00 > 0:08:04stand him up next to the Intoximeter to get an evidential sample from him,

0:08:04 > 0:08:07because he's injured and he needs medical treatment.

0:08:07 > 0:08:10So the next step is to get a doctor out

0:08:10 > 0:08:13and request a sample of blood for analysis.

0:08:13 > 0:08:15Yeah, you can see it from here.

0:08:15 > 0:08:16Yeah, the tip of...

0:08:16 > 0:08:18Yeah, keep that shining on it.

0:08:18 > 0:08:22The traffic cops just need one or two measurements for their report,

0:08:22 > 0:08:24and then the road can be reopened.

0:08:24 > 0:08:25He's completely smashed.

0:08:25 > 0:08:27He says he's had 20 cans of Foster's,

0:08:27 > 0:08:29he's had cannabis about four hours ago,

0:08:29 > 0:08:33- he's had all these other...- Heroin as well.- He says he's had heroin now? - Yeah.

0:08:34 > 0:08:36He says he's had Valium and everything else.

0:08:36 > 0:08:39They offered him gas and air. It wasn't strong enough.

0:08:39 > 0:08:41- Not going to hit the spot!- No.

0:08:41 > 0:08:43I doubt it, with all he's had.

0:08:44 > 0:08:47He's been charged with eight offences, which are

0:08:47 > 0:08:49aggravated vehicle taking,

0:08:49 > 0:08:52failing to stop for police, dangerous driving,

0:08:52 > 0:08:53using a vehicle with no insurance,

0:08:53 > 0:08:56driving otherwise than in accordance with a licence...

0:08:56 > 0:08:59I think there's even some malicious telecommunication offences,

0:08:59 > 0:09:04cos there's been a couple of fake 999 calls from a drunk man in Hertford town centre,

0:09:04 > 0:09:06which was him also.

0:09:06 > 0:09:08Yeah, bit of a silly boy, really.

0:09:09 > 0:09:14In the 1990s, car crime amounted to more than 20% of all crime.

0:09:14 > 0:09:17Nowadays, that figure has dropped to less than 10%.

0:09:20 > 0:09:25Even so, stolen cars are still high on tonight's priority list for Ross.

0:09:25 > 0:09:28Night shifts is the time of the auto-burglar.

0:09:28 > 0:09:32He's on the lookout for them with Mike McCoy.

0:09:32 > 0:09:35So we're driving round the ring road at Watford,

0:09:35 > 0:09:38and I see this really nice Porsche Cayenne.

0:09:38 > 0:09:40And I'm thinking...

0:09:40 > 0:09:42"Yeah...

0:09:42 > 0:09:46"That kind of fits the bill of the kind of car that's going to get stolen at this time of night."

0:09:47 > 0:09:50Whisky 3, can I have a vehicle check, please, quickly?

0:09:51 > 0:09:55Then suddenly it starts being driven like an absolute loon -

0:09:55 > 0:09:57really erratically and at loads of speed.

0:09:57 > 0:10:01And I'm like, "Right! We're on here. This is definitely stolen.

0:10:01 > 0:10:05"This is definitely going to be an auto-burglar. We'll have a pursuit here."

0:10:05 > 0:10:07So I get all excited, and Mike gets a bit excited,

0:10:07 > 0:10:09and I start calling it in.

0:10:09 > 0:10:12OK, we're just following this vehicle at speed.

0:10:12 > 0:10:13We're...

0:10:14 > 0:10:17At Wiggenhall Road, down towards the dump.

0:10:17 > 0:10:18We're going for a stop shortly.

0:10:19 > 0:10:22They go like stink, those Cayennes, don't they?

0:10:23 > 0:10:26It's not only auto-burglars that set the alarm bells ringing.

0:10:28 > 0:10:30In Watford and round our area,

0:10:30 > 0:10:33we have a lot of drug dealers.

0:10:33 > 0:10:36Those guys often hire a really nice car -

0:10:36 > 0:10:40it'll be like a Range Rover Vogue, or a Porsche Cayenne,

0:10:40 > 0:10:43or an Audi Q8 or something like that.

0:10:43 > 0:10:48And they'll hire it on a short-term lease, and they'll go and do all their drug-dealing and so on.

0:10:48 > 0:10:51Perhaps it's some kind of status symbol with them.

0:10:51 > 0:10:54And that was the other thing that was running through my mind.

0:10:54 > 0:10:57Sadly for Ross, it's not the case this time.

0:10:59 > 0:11:02OK, just pop yourself out the car for me a second.

0:11:02 > 0:11:07A very well-dressed Asian lady and her elderly mother sitting next to her and a load of kids in the back.

0:11:07 > 0:11:09It was just like...

0:11:10 > 0:11:12I was not expecting that at all.

0:11:12 > 0:11:15But she may not be driving legally.

0:11:15 > 0:11:18She says she's got a provisional driving licence.

0:11:18 > 0:11:19Provisional?!

0:11:22 > 0:11:24Just step over here so you're not in the...

0:11:24 > 0:11:27I can't... I can't quite put...

0:11:27 > 0:11:30the car, the way you were driving,

0:11:30 > 0:11:33and the occupants of the car

0:11:33 > 0:11:36being children and yourself and that.

0:11:38 > 0:11:41- What kind of driving licence do you have?- An international one at the moment.

0:11:41 > 0:11:43- It's in the process of getting changed.- OK.

0:11:43 > 0:11:46- And a provisional UK licence?- Yes. - What country are you from?

0:11:46 > 0:11:48- Kenya.- You're from Kenya.

0:11:48 > 0:11:52- And how long have you been in England?- Um, well I've just come back on Wednesday.

0:11:52 > 0:11:54OK. How long have you been living in England?

0:11:54 > 0:11:57Um, about four months or so.

0:11:57 > 0:11:59Right.

0:11:59 > 0:12:02So how come you've got a UK provisional licence? When did you apply for that?

0:12:02 > 0:12:07Because I wanted to change it. I've been in and out of the country for a long time.

0:12:07 > 0:12:12And so I have applied for it, but I just haven't been here long enough to have sat the test.

0:12:12 > 0:12:14Right. What's your immigration status?

0:12:14 > 0:12:17- You're a British citizen?- Yes. I was born here.

0:12:18 > 0:12:23So if you were born here, why have you got an international licence?

0:12:23 > 0:12:25Because I never lived here.

0:12:26 > 0:12:29Right. Do you have any ID at all on you?

0:12:29 > 0:12:31I have a bank card, if that's enough.

0:12:31 > 0:12:33A credit card and debit card.

0:12:34 > 0:12:36Go and grab those bits for us. That'd be cool.

0:12:40 > 0:12:44- I'm not believing this for a minute. Are you?- It's a bit weird.

0:12:44 > 0:12:48An international licence is only valid for a year after first entering the UK.

0:12:48 > 0:12:52And, if on a provisional, the woman needs L-plates.

0:12:52 > 0:12:54You obviously have got a foreign licence.

0:12:54 > 0:12:59Because at some point in time, you've acquired points in the UK,

0:12:59 > 0:13:01probably driving on that licence.

0:13:01 > 0:13:03Does that sound about true?

0:13:03 > 0:13:07Cos what we do is we create a record for you to put points on it,

0:13:07 > 0:13:10and then you can accumulate them that way.

0:13:10 > 0:13:12They did say to me that when I change it, they will roll over.

0:13:12 > 0:13:16Right. Well, what they've actually done is that you've got two records in England.

0:13:16 > 0:13:20The first one being you're a non-licence holder,

0:13:20 > 0:13:23which is the one where you applied points on your foreign licence,

0:13:23 > 0:13:26and then, obviously, you've got a provisional licence,

0:13:26 > 0:13:30- which you got on the 1st of November 2008, which is...- 8?

0:13:30 > 0:13:32Yeah. 2008.

0:13:32 > 0:13:35And now she's going to get some more points.

0:13:37 > 0:13:39But the points on her provisional licence

0:13:39 > 0:13:41and a £60 fine are the least of her problems.

0:13:41 > 0:13:44She's also having her prized Porsche seized.

0:13:44 > 0:13:47We're not going to allow you to drive any further.

0:13:47 > 0:13:50- OK.- Because you're not allowed, basically.

0:13:50 > 0:13:52You've only got a provisional licence in the UK.

0:13:52 > 0:13:54The only time you can drive is with L-plates

0:13:54 > 0:13:57- and someone...- Who's got a driving licence.- Well, yeah,

0:13:57 > 0:14:02a UK driver's licence for more than three years and is over the age of 21.

0:14:02 > 0:14:03- OK.- Yeah?

0:14:03 > 0:14:04Um...

0:14:04 > 0:14:05I'll be honest with you.

0:14:05 > 0:14:10If we had been checking your speed on Beechen Grove

0:14:10 > 0:14:12and we could get an accurate reading on that,

0:14:12 > 0:14:15then you would also get a speeding fine as well.

0:14:17 > 0:14:20When I walked round to the front of that car and saw you in there,

0:14:20 > 0:14:22rather than, like, four gangsters or whatever,

0:14:22 > 0:14:24the way you were driving in that kind of car,

0:14:24 > 0:14:28I was just like, "What's going on?" Children in the back.

0:14:28 > 0:14:31- It was a bit of a shock.- We'd just done a big Tesco shop.

0:14:31 > 0:14:32Right.

0:14:32 > 0:14:37- So how do I get my car back home? - Shopping?!- Yeah, because we're on holiday.

0:14:37 > 0:14:41Anyway, do I get my husband to come pick up the car, or do I...?

0:14:41 > 0:14:44No. Unfortunately, the situation is

0:14:44 > 0:14:47the vehicle gets recovered to one of our compounds...

0:14:47 > 0:14:51She called up a taxi and we waited with her.

0:14:51 > 0:14:53It was quite late at night, with kids, and so on,

0:14:53 > 0:14:56so we would have waited with her until the taxi turned up.

0:15:03 > 0:15:04That's quite good, innit?

0:15:05 > 0:15:07A little less right foot, eh?

0:15:09 > 0:15:11OK. Thank you very much.

0:15:11 > 0:15:12- Bye-bye.- Take care.

0:15:12 > 0:15:13Bye.

0:15:13 > 0:15:14The lap of luxury inside.

0:15:14 > 0:15:17- Can't even afford to tax it.- How much is the tax?

0:15:17 > 0:15:20455 sheets!

0:15:20 > 0:15:22455 quid to tax it?!

0:15:22 > 0:15:27Mate, that's like... That's my spending money for the month.

0:15:27 > 0:15:28Busy night, eh?

0:15:28 > 0:15:32Yeah, there's bits and bobs going on, definitely.

0:15:33 > 0:15:36It's turning out to be a busy night for suspected vehicle crime.

0:15:36 > 0:15:40A roadside number-plate-reading camera near Stevenage

0:15:40 > 0:15:43has picked out another stolen car.

0:15:43 > 0:15:45There was an ANPR hit on the vehicle.

0:15:45 > 0:15:47Straight away flagged up as being a stolen vehicle.

0:15:47 > 0:15:53So we've all gone to where the vehicle has hit the camera

0:15:53 > 0:15:54and started to search for it.

0:15:54 > 0:15:58Jim's been joined in the hunt by his colleagues Nathan and Chris.

0:15:58 > 0:16:03I'm just trying to get through to someone to find out if we've got any more details,

0:16:03 > 0:16:05cos it's an overdue hire one.

0:16:05 > 0:16:08Stealing cars after hiring them is certainly one way

0:16:08 > 0:16:11to avoid the difficulty of getting hold of the keys.

0:16:15 > 0:16:17Jim has found the car -

0:16:17 > 0:16:19a Renault Clio - in an Asda car park.

0:16:24 > 0:16:27Luckily, he was in an unmarked car,

0:16:27 > 0:16:30so he was able to sit up at a point

0:16:30 > 0:16:32fairly in the shadows

0:16:32 > 0:16:37and wait, hopefully for people to return to the car.

0:16:37 > 0:16:40We've come in the delivery entrance way...

0:16:41 > 0:16:43..off of London Road.

0:16:44 > 0:16:47Just trying to see... I think we can get through

0:16:47 > 0:16:49to the front.

0:16:49 > 0:16:51So we're out of view.

0:16:51 > 0:16:55A plan had been put together that the vehicle would be recovered.

0:16:55 > 0:16:58But in the meantime, we would sit there, continue to observe the vehicle,

0:16:58 > 0:17:03and hopefully the offenders might return to it before we recovered the vehicle.

0:17:06 > 0:17:08It could be a long wait.

0:17:08 > 0:17:13We're all at various points round the entrance to Asda.

0:17:13 > 0:17:17At times like this, you find out who your friends are.

0:17:17 > 0:17:21You learn a lot about people in that time.

0:17:21 > 0:17:24A bit of mickey-taking's quite normal.

0:17:24 > 0:17:29And it sometimes involves Nathan and his resemblance to a certain well-known footballer.

0:17:29 > 0:17:32He's got a picture of Frank Lampard on his locker.

0:17:32 > 0:17:38He loves the fact he's compared to someone so high-profile.

0:17:38 > 0:17:40There's worse people to look like, I suppose!

0:17:42 > 0:17:44While the Asda stakeout continues,

0:17:44 > 0:17:47in Bedford, Tanveer Hussain and Chris Norton

0:17:47 > 0:17:49are lingering at another car park

0:17:49 > 0:17:51for a man they suspect is a drunk driver.

0:17:53 > 0:17:56It was an anonymous tip-off that a person...

0:17:56 > 0:17:58regularly drinks at the Half Moon pub,

0:17:58 > 0:18:02and he drives this van, and this is the registration.

0:18:02 > 0:18:06Tan has no qualms about going after people who have been snitched on.

0:18:06 > 0:18:09If you choose to go to a pub in your car and drink,

0:18:09 > 0:18:12expect to have a police officer waiting round the corner when you leave.

0:18:13 > 0:18:14Simple as that.

0:18:14 > 0:18:16We had some intelligence previously,

0:18:16 > 0:18:20suggesting he was also drinking at the Duke public house,

0:18:20 > 0:18:22which was just up the street.

0:18:22 > 0:18:24Chris and Tan are going on a pub crawl.

0:18:26 > 0:18:28As we drove into the pub,

0:18:28 > 0:18:32Chris noticed a male walking across the road.

0:18:32 > 0:18:34Painter's trousers.

0:18:34 > 0:18:36Decorator's van - it's got to be our man.

0:18:37 > 0:18:39I don't think he clocked us.

0:18:39 > 0:18:41- Did he clock us?- No.

0:18:41 > 0:18:43The way he was walking across,

0:18:43 > 0:18:46you could tell he was drunk straight away.

0:18:48 > 0:18:50Tan, you won't be able to see the car park if we park here.

0:18:50 > 0:18:52I know he's got to come right...

0:18:52 > 0:18:56Once again, the cops want to catch their prey in the act.

0:18:56 > 0:18:57This lay-by here.

0:18:59 > 0:19:02Now, for some unknown reason, and he's never done it before,

0:19:02 > 0:19:05he got out the car and says, "I'm going to have a look."

0:19:12 > 0:19:14As the male crossed the road, he went out of view,

0:19:14 > 0:19:18so I just wanted to be sure that he went into the pub car park and not walked further up the road,

0:19:18 > 0:19:21or we'd be sitting there for half an hour and nothing would happen.

0:19:25 > 0:19:27As I got closer, I just heard the sound of an engine.

0:19:27 > 0:19:29Let's go, let's go!

0:19:29 > 0:19:31'I immediately realised it was him.'

0:19:31 > 0:19:34And the next thing I hear is the slap of feet

0:19:34 > 0:19:37and the huffing...the panting of breath.

0:19:37 > 0:19:40And Tan runs back - "It's him, it's him!"

0:19:40 > 0:19:42You're a naughty boy!

0:19:42 > 0:19:44Pick up the van.

0:19:48 > 0:19:50I found Mr Drunk, walking back towards the pub.

0:19:50 > 0:19:53And I just got in his way.

0:19:53 > 0:19:54SIREN BLARES

0:19:54 > 0:19:58The white van man's in no hurry to pull over.

0:20:01 > 0:20:03That is funny!

0:20:03 > 0:20:06The police computer says the man's name is Wayne -

0:20:06 > 0:20:08Wayne Hughes.

0:20:09 > 0:20:11He took his time. I got out.

0:20:11 > 0:20:14And, as normal, just nice and polite, "Thank you for stopping."

0:20:17 > 0:20:19Wayne, though, is far from happy.

0:20:19 > 0:20:21- BLEEP- knobs!

0:20:21 > 0:20:24He was actively resistant towards us.

0:20:24 > 0:20:27All right, don't be cross. Don't be cross.

0:20:28 > 0:20:30What's your name?

0:20:30 > 0:20:31- Bert.- Bert?

0:20:31 > 0:20:33Right.

0:20:33 > 0:20:36If you're going to go down that route, Bert, you're under arrest.

0:20:36 > 0:20:38He was just being...

0:20:38 > 0:20:41obstreperous towards us, and I just thought,

0:20:41 > 0:20:43I'm not going to play your game.

0:20:43 > 0:20:46If you're going to lie to me or treat me like a fool,

0:20:46 > 0:20:49my patience wears very thin very quickly.

0:20:49 > 0:20:51- Sorry?- You say it's my driving?

0:20:51 > 0:20:54I can tell by the smell of the alcohol on your breath...

0:20:54 > 0:20:57- But that's not why you pulled me over...- BLEEP.

0:20:57 > 0:20:58OK. lovely.

0:20:58 > 0:21:03We saw you walking around, then you went to the pub and then jumped in your car.

0:21:03 > 0:21:05You were very unsteady on your feet.

0:21:05 > 0:21:09If the police have enough suspicion somebody has been drinking and driving,

0:21:09 > 0:21:11they don't have to use a breathalyser.

0:21:11 > 0:21:14We can just arrest them, Section 4.

0:21:14 > 0:21:16That's what Chris did.

0:21:17 > 0:21:20It's late-night shopping back at Asda.

0:21:20 > 0:21:22But at last, something's happening.

0:21:22 > 0:21:26Jim's spotted two people coming towards the stolen hire car.

0:21:34 > 0:21:37Nathan and Chris need to move fast,

0:21:37 > 0:21:40so there's no chance of the car or the occupants getting away.

0:21:40 > 0:21:43It's very important, from an evidential point of view,

0:21:43 > 0:21:45to get them in that vehicle.

0:21:45 > 0:21:50The problem we then have is that we don't want that to then turn into a pursuit.

0:21:50 > 0:21:51Contrary to popular belief,

0:21:51 > 0:21:54we don't want pursuits.

0:21:58 > 0:22:00Whisky 7, are we going in?

0:22:05 > 0:22:06Yeah, we're in there now.

0:22:08 > 0:22:09OK, yeah. Got it.

0:22:13 > 0:22:16We came in, all lights blazing.

0:22:16 > 0:22:17Cut the vehicle off

0:22:17 > 0:22:21so that he couldn't go forwards or backwards.

0:22:21 > 0:22:24You're under arrest on suspicion of the theft of a motor vehicle.

0:22:24 > 0:22:26- You don't have to say anything... - What?!

0:22:26 > 0:22:29You don't have to say anything, but it may harm your defence

0:22:29 > 0:22:33- if you fail to mention when questioned anything you later rely on in court. Understand?- For what?

0:22:33 > 0:22:37This vehicle is showing as being outstanding stolen from Avis rental cars. OK?

0:22:37 > 0:22:39Oh, my days!

0:22:39 > 0:22:41What's your name, fella?

0:22:41 > 0:22:46Courtney... Oh, my days! Officer, listen to me. Let me explain something...

0:22:46 > 0:22:49The male driver is very, very heavily built,

0:22:49 > 0:22:52so my concern was to gain control of him straight away.

0:22:52 > 0:22:55On my mother's life, you're arresting me for no reason.

0:22:55 > 0:22:57The car's showing as outstanding stolen.

0:22:57 > 0:23:00He made mention there had been problems with payment,

0:23:00 > 0:23:03but really didn't give a great account as to why.

0:23:03 > 0:23:07- You understand?- Now you want to put me in a cell for hours...

0:23:07 > 0:23:10We're going to speak to you, make some enquiries about it, but at the moment,

0:23:10 > 0:23:15because you were in that vehicle and you've driven off, it's reported stolen and you've been arrested.

0:23:16 > 0:23:21Nathan had gone to the passenger side and was dealing with the female passenger,

0:23:21 > 0:23:23which allowed me to conduct a search of the vehicle.

0:23:27 > 0:23:31You need to understand that whoever owns this car, which isn't him,

0:23:31 > 0:23:32has reported it stolen.

0:23:32 > 0:23:34WOMAN: How do you know it's not his?

0:23:34 > 0:23:36Well, I know it isn't his car,

0:23:36 > 0:23:40because I know who the registered owner of it is. And it's not him.

0:23:40 > 0:23:43- Have you got any identification on you?- No, sorry.

0:23:43 > 0:23:45The man's into sport...

0:23:45 > 0:23:47or serious self-defence.

0:23:47 > 0:23:49Couple of baseball bats.

0:23:49 > 0:23:51He plays baseball, does he?

0:23:51 > 0:23:53He does sports with kids.

0:23:53 > 0:23:58No, seriously, he plays with kids and stuff like that.

0:23:58 > 0:24:00All sports-related.

0:24:00 > 0:24:04As there's a baseball in here as well, I'm guessing you play baseball?

0:24:04 > 0:24:09- INDISTINCT RESPONSE - Well, that's it, then, isn't it? I didn't say anything to you.

0:24:11 > 0:24:15He had a perfectly legal reason to have those.

0:24:15 > 0:24:20But you have to remain calm and establish the facts before...

0:24:20 > 0:24:22you react.

0:24:22 > 0:24:24Some paperwork in the boot might show

0:24:24 > 0:24:29if he's got a perfectly legal reason for having the car as well.

0:24:31 > 0:24:33What's he said about why he's got the vehicle?

0:24:33 > 0:24:37- He said there were payment issues. - Pardon?- He promises it's all to do with the payment.

0:24:37 > 0:24:39So whatever that is.

0:24:41 > 0:24:45'We often get hire vehicles that we stop.

0:24:45 > 0:24:47'And...in those vehicles...

0:24:47 > 0:24:52'You'll find a number of pieces of documentation'

0:24:52 > 0:24:55relating to the hire of several vehicles

0:24:55 > 0:24:57over a very short period of time.

0:24:57 > 0:24:59Rental cars, rental cars, rental cars.

0:25:04 > 0:25:06'So you have to ask questions

0:25:06 > 0:25:09'as to why a person is hiring several different vehicles

0:25:09 > 0:25:12'over a short amount of time.

0:25:12 > 0:25:14'What is their reasons for doing that?'

0:25:14 > 0:25:16You can draw your own conclusions from it.

0:25:16 > 0:25:19But you've got to

0:25:19 > 0:25:21remain impartial to a certain extent,

0:25:21 > 0:25:26and you need to look at the evidence you have in front of you.

0:25:26 > 0:25:30The reason you're in this situation is because you're in a vehicle that's been reported stolen.

0:25:30 > 0:25:34It's because you saw two black people and you felt the need to pull them over.

0:25:34 > 0:25:38- Well, if you think that, I'm sorry you think that.- It's racism to the highest degree.

0:25:38 > 0:25:41- That's what it is.- OK.- Always is with police officers.

0:25:41 > 0:25:44They just see black people and think they're doing wrong.

0:25:44 > 0:25:47Guess what? He works with kids. Guess what? I work.

0:25:47 > 0:25:51We pay our taxes. It doesn't mean we're criminals just because we're black.

0:25:51 > 0:25:53Jesus!

0:25:53 > 0:25:54But you're in a stolen vehicle.

0:25:54 > 0:25:57- In a stolen vehicle?!- The fact remains.

0:25:57 > 0:25:59That I knew nothing about!

0:25:59 > 0:26:02'The reason they were stopped had nothing to do with their backgrounds.'

0:26:02 > 0:26:06Had it been a...middle-class white person in that car,

0:26:06 > 0:26:08it would have still got stopped.

0:26:08 > 0:26:13To make matters worse for them, the pair are going to be searched and taken to the nick.

0:26:13 > 0:26:17- INDISTINCT COMMENT - Yes.

0:26:17 > 0:26:22You need to be spoken to by the officers who are going to be investigating this offence.

0:26:22 > 0:26:26The girl's name is Scarlett, and, unfortunately for her,

0:26:26 > 0:26:28she's out with a man on a first date

0:26:28 > 0:26:30that's not turning out so well.

0:26:30 > 0:26:34You don't understand. You wasn't even here. Don't come here and start hearing half the story...

0:26:34 > 0:26:36I'm doing my job.

0:26:36 > 0:26:39I'm searching you before you go in the car.

0:26:39 > 0:26:42- Doing your job?!- I'm searching you before you go in the car. That's why I'm here.

0:26:45 > 0:26:47This is just absolutely ridiculous.

0:26:47 > 0:26:49'I think she got a bit more than she bargained for.'

0:26:49 > 0:26:51Are you happy that I've got nothing on me?

0:26:51 > 0:26:52Happy?

0:26:52 > 0:26:55It's not for me to be happy, it's for this officer to be happy.

0:26:55 > 0:26:59You know what, I've got things to do, and I don't have time to be talking to you.

0:26:59 > 0:27:02Can you just hurry up, get this over and done with so you can let me go?

0:27:02 > 0:27:04- Would you like this?- Yes, please.

0:27:04 > 0:27:08This is literally an £800 bag. Can you make sure nothing happens to it?

0:27:08 > 0:27:13When we get to the police station, it'll be put in a locker and nobody else will touch it.

0:27:13 > 0:27:16- Not on the floor!- Can you put your sunglasses in?- Those are £250 glasses.

0:27:16 > 0:27:18Throw them, then.

0:27:18 > 0:27:21I really don't appreciate that sarcasm.

0:27:21 > 0:27:23'The decision's been made by our Oscar 1,'

0:27:23 > 0:27:27the inspector, and he said, "We'll get the vehicle recovered.

0:27:27 > 0:27:30"There's always forensic opportunities in the vehicle that we can use."

0:27:30 > 0:27:35Come on, you as a woman should know I'm not going to run off in four-inch heels!

0:27:35 > 0:27:37I can't say I've ever seen you in four-inch heels.

0:27:41 > 0:27:45'Obviously, being stopped by the police when you're on your first date - not ideal, I suppose!'

0:27:45 > 0:27:48She was planning on a candlelit dinner somewhere.

0:27:49 > 0:27:50Not...

0:27:51 > 0:27:54..custard doughnuts as Asda!

0:27:55 > 0:27:58While the couple get transported to the police station

0:27:58 > 0:28:00and their car gets taken away from Asda,

0:28:00 > 0:28:03the white van man caught drinking and driving in Bedford

0:28:03 > 0:28:07is already being booked in for a night in the cells.

0:28:08 > 0:28:10Listen, like I said in the car, let's talk this out.

0:28:10 > 0:28:15You're here for a reason. You've got yourself in this mess. The custody sergeant will deal with you.

0:28:15 > 0:28:17- We're going to get you out as soon as possible.- OK.

0:28:17 > 0:28:22Wayne is still fuming that he didn't get the chance to blow into the roadside breathalyser.

0:28:22 > 0:28:23Why didn't you ask for a breath test?

0:28:23 > 0:28:27Because he's explaining to you about your demeanour.

0:28:27 > 0:28:28He's not explaining. You are.

0:28:28 > 0:28:32- You keep talking over me.- Well, I'm sorry, I don't mean to.

0:28:32 > 0:28:34If your attitude...

0:28:34 > 0:28:35I don't want to...

0:28:35 > 0:28:40'He thought we were picking on him, when we weren't. We were just doing our job.'

0:28:40 > 0:28:44I can understand why the traffic officer has decided...

0:28:44 > 0:28:47How can you tell that from me walking across the street?

0:28:47 > 0:28:52- Sir, I've tried my best...- How can he tell by me walking across the road?

0:28:53 > 0:28:56He's pulled me over, opened my van door, pulled me out and arrested me.

0:28:56 > 0:28:58He's not asked for a breath test.

0:28:58 > 0:29:03- Your first words out of your mouth, which I remember, were- "BLEEP- sake!"

0:29:03 > 0:29:06- Then you've got out of your car and I've invited you into the back of my car.- Yeah.

0:29:06 > 0:29:09- I got into the front while you sat in the back...- I agree.

0:29:09 > 0:29:11I moved my chair forward to give you legroom.

0:29:11 > 0:29:14And you were already in a bit of a huff.

0:29:14 > 0:29:16And I said to you, "What's your name?"

0:29:16 > 0:29:17And you went, "Bert."

0:29:17 > 0:29:20And you did it in such a way

0:29:20 > 0:29:22that I believed you were going to be obstructive to me.

0:29:22 > 0:29:24If I was your size,

0:29:24 > 0:29:26would you have, um...

0:29:26 > 0:29:28would you have dealt with me differently?

0:29:28 > 0:29:31- It's got nothing to do with your size.- OK, then.

0:29:31 > 0:29:32That's good to know.

0:29:32 > 0:29:35Chris didn't really get off to a good start with him.

0:29:35 > 0:29:39And by looking at his demeanour and the way he was, I decided to stay quiet.

0:29:39 > 0:29:41It wasn't until we got to custody

0:29:41 > 0:29:45that I got a bit involved, because I knew I would be putting him on the Intoxilyser machine.

0:29:45 > 0:29:50Keep going, keep going, keep going, keep going, keep going, keep going, keep going, keep going,

0:29:50 > 0:29:51keep going, keep going, keep going.

0:29:51 > 0:29:54- When you hear the beep... Keep going... - BEEP

0:29:56 > 0:29:58Now, he's blown over.

0:29:58 > 0:30:0077 and 76.

0:30:00 > 0:30:03So that's over 50. We'll take the lower out of the two, which is 76.

0:30:03 > 0:30:06It's going to be a straightforward charge.

0:30:06 > 0:30:09Wayne's more than double the legal drink drive limit.

0:30:09 > 0:30:12He's facing a lengthy ban, and will need to watch his back in the future.

0:30:12 > 0:30:16'If somebody gets disqualified as a result of drink driving,

0:30:16 > 0:30:20'then we're going to try and get him disqualified again for driving whilst disqualified.'

0:30:22 > 0:30:26I think it's only fair that we use the intelligence system

0:30:26 > 0:30:28the best way we can.

0:30:28 > 0:30:32And if intelligence suggests somebody is driving whilst disqualified,

0:30:32 > 0:30:34then we're going to be around the corner.

0:30:35 > 0:30:39Back in Stevenage, the two occupants of the hired Clio

0:30:57 > 0:30:58That I didn't know was stolen!

0:30:58 > 0:31:02If you'd been carried in a stolen motor vehicle that you didn't know was stolen,

0:31:02 > 0:31:04then maybe you'd have that too...

0:31:04 > 0:31:06Having never been in that situation...

0:31:06 > 0:31:09Oh, well, not all of us are goody two-shoes like you.

0:31:09 > 0:31:14Not all of us have the privileged white way of life.

0:31:14 > 0:31:16He just said they'd...

0:31:32 > 0:31:34Right, so...

0:31:34 > 0:31:37Do you want me to take off my bra and panties too, or is that too much?

0:31:37 > 0:31:40The bra...it's up to the custody sergeant.

0:31:42 > 0:31:44Next time any guy asks me out,

0:31:49 > 0:31:51Ask for proof that they own the car.

0:31:52 > 0:31:56- But how would you know?- You want to see the V5.- What's the V5?

0:31:56 > 0:31:59The registration document that proves you own the car.

0:31:59 > 0:32:01You're such a romantic, Nathan.

0:32:19 > 0:32:21Love you. Bye.

0:32:21 > 0:32:25- She said she's going back. - That's a good idea.

0:32:32 > 0:32:34And he won't be getting a ring back.

0:32:34 > 0:32:36Definitely not!

0:32:36 > 0:32:39As far as dates goes, I wouldn't...

0:32:39 > 0:32:43I could not believe how bad it's gone!

0:33:16 > 0:33:20He showed a little remorse. Not much.

0:33:20 > 0:33:26I don't think there was much mentioned about the poor owner of this car.

0:33:26 > 0:33:29I'm alive. Didn't kill no-one, so...

0:33:31 > 0:33:32I suppose...

0:33:32 > 0:33:36'I find it very difficult sometimes to sit there and listen

0:33:36 > 0:33:39'to someone go on and on and on'

0:33:39 > 0:33:43when I've seen the damage and the hurt that they've caused.

0:33:43 > 0:33:46Oh, I've got, um...

0:34:12 > 0:34:16'I have very little time for people like that.'

0:34:17 > 0:34:21The only remorse they have is the fact they got caught, I find.

0:34:23 > 0:34:27Catching car thieves and picking up the pieces is only part of the job.

0:34:27 > 0:34:30Beds and Herts traffic cops must go beyond that.

0:34:30 > 0:34:32Come on, Mr Poland. Out the way.

0:34:32 > 0:34:33Thank you.

0:34:35 > 0:34:38People with knives are now an everyday occurrence for them.

0:34:41 > 0:34:44Officers from the Highways Agency have put in an emergency call

0:34:44 > 0:34:48about a man waving one around on the side of the busy M25.

0:34:48 > 0:34:50Highways officers, HATOs,

0:34:50 > 0:34:53had asked a foreign heavy goods vehicle driver

0:34:53 > 0:34:56to leave the hard shoulder, because he was parked on there,

0:34:56 > 0:34:59and they described him as becoming very irate

0:34:59 > 0:35:01and threatening them with a knife.

0:35:02 > 0:35:06Traffic on the four lanes has backed up after an earlier accident,

0:35:06 > 0:35:09and is probably why the driver decided

0:35:09 > 0:35:11to stop illegally on the hard shoulder.

0:35:13 > 0:35:16'His driver's hours were running out.

0:35:16 > 0:35:19'Every heavy goods vehicle driver can only drive

0:35:19 > 0:35:22'for a certain number of hours with a tachograph,'

0:35:22 > 0:35:24before he must stop driving,

0:35:24 > 0:35:26because he'll be over his hours and committing an offence,

0:35:26 > 0:35:28to stop them falling asleep at the wheel.

0:35:28 > 0:35:31He said, "No, no, I no move," blah, blah,

0:35:31 > 0:35:32so I told him about the EU bit,

0:35:32 > 0:35:34saying write on the back of your tacho, find a safe place...

0:35:34 > 0:35:36Yeah, yeah.

0:35:36 > 0:35:39He's got a little peeling knife. He's like this with it. Oh!

0:35:39 > 0:35:42The lorry driver's only been using the knife

0:35:42 > 0:35:44to peel potatoes for his supper.

0:35:44 > 0:35:47He's just got excited and just been waving it around.

0:35:47 > 0:35:50It's not like he's threatened them with it or anything like that.

0:35:50 > 0:35:53He's from Poland, the kingdom of the potato,

0:35:53 > 0:35:56and not the only lorry driver on the hard shoulder.

0:35:56 > 0:35:58So he's there making himself some dinner,

0:35:58 > 0:36:01and he is rudely interrupted by the Highways officers saying,

0:36:01 > 0:36:03"You can't park here. You need to go,"

0:36:03 > 0:36:06so he's become very irate and ranted at them in Polish

0:36:06 > 0:36:08whilst waving his knife around

0:36:08 > 0:36:10that he was peeling his potatoes with.

0:36:10 > 0:36:12- Polish?- Yeah.- Polish.

0:36:12 > 0:36:14- Tell him your Polish.- What's that?

0:36:14 > 0:36:16You know two words, don't you?

0:36:16 > 0:36:18I do know two words in Polish.

0:36:18 > 0:36:21None of them are going to help us in this situation, unfortunately.

0:36:21 > 0:36:23Did you wave that...

0:36:23 > 0:36:24Yes.

0:36:24 > 0:36:25..at them?

0:36:27 > 0:36:29You sitting in here...

0:36:30 > 0:36:33They told you to move. Yes?

0:36:34 > 0:36:38- I no understand.- Come with me.

0:36:38 > 0:36:40The job is a hot potato.

0:36:40 > 0:36:43He needs to be given a ticket for parking on the hard shoulder,

0:36:43 > 0:36:47and then he needs to be told to go away and find somewhere else to park.

0:36:47 > 0:36:49Where is your insurance?

0:36:49 > 0:36:51- Why, why, why?! - Because you stopped here!

0:36:51 > 0:36:53Stop crying at me.

0:36:53 > 0:36:54HE WAILS

0:36:54 > 0:36:58- Out!- I don't understand English rules!- Follow me.

0:36:58 > 0:37:01I am not a problem!

0:37:01 > 0:37:04Here is one, two, three, no problem!

0:37:04 > 0:37:05I am problem?

0:37:05 > 0:37:07Where I am problem?

0:37:07 > 0:37:10The driver's convinced he's being picked on.

0:37:10 > 0:37:13And it was a complete nightmare. He just didn't want to know.

0:37:13 > 0:37:16He felt he was really hard done by, I think.

0:37:16 > 0:37:17Why, where is problem?

0:37:17 > 0:37:20Come with me. I will phone an interpreter.

0:37:20 > 0:37:22Where is problem? Please! Look!

0:37:22 > 0:37:24One, two... look!

0:37:26 > 0:37:27The man's got evidence -

0:37:27 > 0:37:30pictures of other lorries that were parked up too.

0:37:30 > 0:37:32Where is problem?!

0:37:32 > 0:37:33Calm down!

0:37:33 > 0:37:36Where is problem?

0:37:36 > 0:37:3940 minutes, what's the problem?

0:37:39 > 0:37:41Come with me.

0:37:41 > 0:37:43HE WAILS

0:37:43 > 0:37:47No! I problem! 40 minutes!

0:37:47 > 0:37:49Fella! Fella! Calm down.

0:37:49 > 0:37:51Please! Please, no!

0:37:51 > 0:37:53Just walk.

0:37:53 > 0:37:55Just walk! Oi!

0:37:55 > 0:37:57HE WAILS

0:37:57 > 0:38:00What seemed a simple job is going horribly wrong.

0:38:01 > 0:38:02Oi!

0:38:02 > 0:38:05HE WAILS

0:38:05 > 0:38:07- Fella!- I can just arrest him.

0:38:07 > 0:38:10The HATOs have just made him cry.

0:38:10 > 0:38:13Come on! Come on!

0:38:15 > 0:38:17Horrible HATOs made you cry.

0:38:17 > 0:38:19He's all right. He's just...

0:38:19 > 0:38:21- He's just very upset. - 'We couldn't get through to him,'

0:38:21 > 0:38:23so we thought we'd take him to the car,

0:38:23 > 0:38:27get a Polish interpreter and tell him what was going to happen.

0:38:27 > 0:38:29He is starting to cry and have a temper tantrum,

0:38:29 > 0:38:31like a kid, basically.

0:38:31 > 0:38:34He's really got his knickers in a twist.

0:38:34 > 0:38:38'They were just some really baggy sort of trousers.'

0:38:38 > 0:38:41Yeah, they just fell down, which was...

0:38:41 > 0:38:43..a bit weird.

0:38:43 > 0:38:47The traffic cops are quite used to breakdowns, but not this kind.

0:38:47 > 0:38:48Calm down!

0:38:48 > 0:38:50HE SOBS

0:38:50 > 0:38:52Calm down, all right?

0:38:52 > 0:38:54I no problem!

0:38:54 > 0:38:56OK. Chill out!

0:38:56 > 0:38:59He was quite a good actor, or he was very, very upset.

0:38:59 > 0:39:01He's mad, quite frankly.

0:39:02 > 0:39:06He's with the police, and we need to sort out why he's stopped

0:39:06 > 0:39:07on the hard shoulder of the motorway.

0:39:07 > 0:39:11Can you just tell him that? He's not going to get hurt.

0:39:11 > 0:39:14If he listens to us, he'll be fine.

0:39:15 > 0:39:19INTERPRETER SPEAKS POLISH ON RADIO

0:39:19 > 0:39:21He was one of three lorries.

0:39:21 > 0:39:23There was a lorry in front of him that had stopped

0:39:23 > 0:39:26but had since gone when the HATOs told him to move on,

0:39:26 > 0:39:30and there was a Turkish chap behind him.

0:39:30 > 0:39:33We were going to give the Turk a graduated fixed penalty

0:39:33 > 0:39:35- for stopping on the hard shoulder. - OK, so that's that one.

0:39:35 > 0:39:38- So he's the blue one, yeah? - Yeah, yeah.

0:39:38 > 0:39:40- Does he speak English?- No.

0:39:41 > 0:39:45'Woodsy gave the Turkish chap a £30 fine and told him to leave.'

0:39:45 > 0:39:49We can take money off people at the roadside, so...

0:39:49 > 0:39:51Thank you.

0:39:51 > 0:39:53OK. All right. Drive carefully.

0:39:53 > 0:39:55- OK.- Bye bye.- Bye bye.

0:39:55 > 0:39:57'Once I spoke to him with the interpreter,

0:39:57 > 0:40:00'he tried to say that he had a problem with his tacho.'

0:40:00 > 0:40:04The reason why they're dealing with him in this way is

0:40:04 > 0:40:06because all the other ones left when they were told to,

0:40:06 > 0:40:08and he stayed at the side of the motorway.

0:40:08 > 0:40:12That's why we've been called, and he was peeling potatoes

0:40:12 > 0:40:17and eating his dinner, not fiddling with his tachograph.

0:40:17 > 0:40:19His problem is, he doesn't really understand what's going on.

0:40:19 > 0:40:22He's going to be charged £30, basically, for stopping

0:40:22 > 0:40:23on the hard shoulder of the motorway,

0:40:23 > 0:40:26which he's obviously not allowed to do. His company have said

0:40:26 > 0:40:29that if he hasn't got the £30, they will pay that money for him.

0:40:29 > 0:40:31I think once that had dawned on him

0:40:31 > 0:40:34that it's not as serious as potentially being locked up

0:40:34 > 0:40:37and taken away for the night, he calmed right down.

0:40:38 > 0:40:39There are no more tears,

0:40:39 > 0:40:43but the potato peeler has still got a chip on his shoulder.

0:40:43 > 0:40:4620 years driver. 20 years.

0:40:46 > 0:40:50No problem. Russia. Turtsia.

0:40:50 > 0:40:53Complete Europe, and no problem.

0:40:53 > 0:40:54- England, problem.- OK.

0:40:54 > 0:40:56No problem complete Europe.

0:40:56 > 0:40:58You know what they do, don't you?

0:40:58 > 0:41:01I... no problem. 40 minute, go.

0:41:01 > 0:41:03Go on, that way.

0:41:03 > 0:41:05Luckily, the traffic cops have now got an easy way

0:41:05 > 0:41:07to deal with foreign drivers.

0:41:07 > 0:41:10The graduated fixed penalty ticket's something that is quite new.

0:41:10 > 0:41:13It's something that I think the French police

0:41:13 > 0:41:14have been doing for a long time.

0:41:14 > 0:41:17It basically says if the person doesn't have an address

0:41:17 > 0:41:20you can summons them to or they're foreign,

0:41:20 > 0:41:23they're not from England, they don't live in England,

0:41:23 > 0:41:27they don't have a residence, then you can give them the ticket

0:41:27 > 0:41:30and take money from them to pay for the ticket.

0:41:30 > 0:41:32Next minute, he was handing me the £30.

0:41:32 > 0:41:35That was the end of the matter, really. Then he shook our hands.

0:41:35 > 0:41:38- Happy? Big smile.- Right, OK.

0:41:38 > 0:41:39- Sorry.- All right.- Sorry.

0:41:39 > 0:41:41- OK?- Bye.

0:41:44 > 0:41:46He may have been a bit bananas,

0:41:46 > 0:41:48but he's not leaving without his potatoes.

0:41:48 > 0:41:50Yeah.

0:41:52 > 0:41:54'Dave dealt with it very well.

0:41:55 > 0:41:58'And you have to. You're a police officer.

0:41:58 > 0:42:01'You represent the law and order in England and Wales,

0:42:01 > 0:42:04'so you have to deal, no matter how ridiculous someone's being,

0:42:04 > 0:42:07'you need to say, you know, be professional with them,

0:42:07 > 0:42:09'but really, as a member of the public,'

0:42:09 > 0:42:12you just want to say, "Grow up.

0:42:12 > 0:42:17"Stop behaving in such a stupid manner and just man up, will you?"

0:42:18 > 0:42:21You're getting a £30 fine for stopping a vehicle

0:42:21 > 0:42:24on the hard shoulder and peeling potatoes. That's it.

0:42:30 > 0:42:34While the Polish knifeman heads off to finally get a bite to eat,

0:42:34 > 0:42:37reports are coming in of another sighting of someone with a knife

0:42:37 > 0:42:3920 miles north in Bedford.

0:42:46 > 0:42:48At least Chris and Tan won't be

0:42:48 > 0:42:50tackling this risky job on an empty stomach.

0:42:50 > 0:42:52RADIO BEEPS

0:42:52 > 0:42:53Yes? Pass details, please?

0:42:54 > 0:42:57- RADIO:- 'Thank you very much. We just had a call reporting

0:42:57 > 0:43:00'that there's two Eastern European males

0:43:00 > 0:43:02'camped under the bridge.

0:43:03 > 0:43:06'Informant's asked them to move on Sunday and Monday,

0:43:06 > 0:43:09'but found them again the next day.

0:43:09 > 0:43:12'He is concerned, because he's noticed a machete.'

0:43:14 > 0:43:15Nice.

0:43:15 > 0:43:17The situation's been logged, apparently.

0:43:17 > 0:43:20'They've not caused a problem, but concern due to the machete.'

0:43:20 > 0:43:22We've got a problem with knife culture in this country,

0:43:22 > 0:43:25and the general public are brilliant.

0:43:25 > 0:43:29They report anybody with a knife or an imitation firearm,

0:43:29 > 0:43:32or they believe it's a firearm, or a hammer,

0:43:32 > 0:43:34or even a screwdriver,

0:43:34 > 0:43:38because those items can kill or seriously maim or hurt people,

0:43:38 > 0:43:41so they call us quite readily.

0:43:41 > 0:43:45Two men are roughing it beneath the bridge over the river.

0:43:45 > 0:43:47They've been asked to move on previously,

0:43:47 > 0:43:49and they've refused to do so.

0:43:49 > 0:43:52We are going to a location with tasers

0:43:52 > 0:43:54just to see what's going on, to try and speak to these individuals.

0:43:54 > 0:43:57It's not advisable to approach anybody with a knife,

0:43:57 > 0:44:04and although taser is a very effective tool against knife crime,

0:44:04 > 0:44:07you don't really want to face anybody with a blade.

0:44:07 > 0:44:11Chris and Tan are meeting a local beat bobby already in the area.

0:44:11 > 0:44:12There they are.

0:44:12 > 0:44:15The land all belongs to the local borough council.

0:44:17 > 0:44:20You are not allowed to camp or hunt or fish there

0:44:20 > 0:44:23without permission, with a licence for fishing.

0:44:23 > 0:44:26So it's going to be... it is along here, isn't it? Towpath.

0:44:26 > 0:44:27The weir's literally just here.

0:44:27 > 0:44:30'The actual informant says there was...

0:44:30 > 0:44:32'a sheath near to the machete,

0:44:32 > 0:44:35'but it was too small for the machete to get in.

0:44:35 > 0:44:37It's just a matter now of finding the men.

0:44:37 > 0:44:40'It was very vague. It was one of those,

0:44:40 > 0:44:43'"I've seen somebody by the river here-ish."

0:44:43 > 0:44:46'I remember hearing the Benny Hill music,

0:44:46 > 0:44:47'because we walked up and down'

0:44:47 > 0:44:50that embankment or towpath several times,

0:44:50 > 0:44:52'just trying to locate these people.'

0:44:53 > 0:44:55Tan has finally got scent of them.

0:44:55 > 0:44:56Hi, guys.

0:44:57 > 0:44:59How are you? You're OK, yeah?

0:45:01 > 0:45:04- Do you speak English?- Yeah.- OK.

0:45:04 > 0:45:06How many days have you been here?

0:45:07 > 0:45:09- Er... five days.- Five days.

0:45:09 > 0:45:11The men are homeless and Polish as well.

0:45:11 > 0:45:14They were living off the grid.

0:45:14 > 0:45:17They didn't seem to have any fixed abode.

0:45:17 > 0:45:19Have you been spoken to today by anybody?

0:45:19 > 0:45:22Yeah, there's been a guy from the marina about...

0:45:22 > 0:45:23- Yeah.- One hour ago.

0:45:23 > 0:45:25He just tell us that we...

0:45:25 > 0:45:27You have to leave, yeah.

0:45:27 > 0:45:30- So I just picked it up.- OK.

0:45:30 > 0:45:31The machete is here.

0:45:31 > 0:45:32That's a big knife.

0:45:34 > 0:45:35Say that once again?

0:45:35 > 0:45:37You're not allowed that.

0:45:39 > 0:45:42- Is that all you have? Do you have anything else?- No.

0:45:43 > 0:45:47- Nothing else? - Maybe a small knife somewhere.

0:45:47 > 0:45:49OK, tell me where. Where?

0:45:49 > 0:45:52Somewhere in there. On this side.

0:45:52 > 0:45:53Can I have a look in your bag?

0:45:53 > 0:45:56OK. Just stand there for two minutes, please.

0:45:57 > 0:45:58Empty your pockets.

0:46:05 > 0:46:07OK.

0:46:08 > 0:46:10Have you not got no home?

0:46:10 > 0:46:14The men are surviving on fish they catch in the river...

0:46:14 > 0:46:15Fish gut...

0:46:15 > 0:46:17..as well as some stimulants.

0:46:17 > 0:46:19Do you use heroin?

0:46:19 > 0:46:21No. Amphetamines.

0:46:21 > 0:46:22- No? Sorry?- Amphetamines.

0:46:22 > 0:46:24Amphetamines. Do you have any here?

0:46:24 > 0:46:27- No.- Are you sure?- Yeah.

0:46:28 > 0:46:30- RADIO:- 'Lovely. Thanks very much.'

0:46:33 > 0:46:37- What name did he give you? Was it Martin? First name.- Yeah.

0:46:37 > 0:46:38Another one.

0:46:41 > 0:46:44Yeah. Relation to what we found under the circumstances. Seize them.

0:46:44 > 0:46:46- Get them booked in.- Yeah.- Advice.

0:46:46 > 0:46:48I think that's the most appropriate action, as opposed to...

0:46:48 > 0:46:50You do chummy, I'll do this chap.

0:46:50 > 0:46:52We're going to take both of those knives

0:46:52 > 0:46:54and we're going to book them into Property. OK?

0:46:54 > 0:46:56You're very lucky under the circumstances

0:46:56 > 0:47:00as to how we found them, we're not arresting you. OK?

0:47:00 > 0:47:01- All right.- You can't...

0:47:01 > 0:47:03if you're walking the street with those knives,

0:47:03 > 0:47:05straight away you'll be arrested, my friend.

0:47:05 > 0:47:07- All right.- You can't do it.

0:47:07 > 0:47:10- So we're going to book them in, and they'll be disposed of. OK?- OK.

0:47:10 > 0:47:12- Do you understand?- Yes.

0:47:12 > 0:47:15On the streets, you're not allowed to have a locking blade

0:47:15 > 0:47:18or a locked blade, and that's so commonplace for us.

0:47:18 > 0:47:21As patrolmen, we come across it daily.

0:47:22 > 0:47:25No fish? You've taken them all, that's why!

0:47:25 > 0:47:27As citizens of the EU,

0:47:27 > 0:47:30there's no question of the men being in the country illegally.

0:47:30 > 0:47:33They are just not used to our laws on camping out and machetes,

0:47:33 > 0:47:36being POLES apart from theirs.

0:47:36 > 0:47:38They were using it for...

0:47:38 > 0:47:41To survive. They were camping and they were using it

0:47:41 > 0:47:42in the camping environment,

0:47:42 > 0:47:44and they were not using them in anger,

0:47:44 > 0:47:48so I think the actions that we took were right.

0:47:48 > 0:47:50- Let's go.- Sorted.

0:47:50 > 0:47:52One hour, chaps. One hour.

0:47:52 > 0:47:54Are you OK? Yeah, if you don't mind.

0:47:54 > 0:47:57If you take them back to Greyfriars and book them in for disposal,

0:47:57 > 0:47:59- that would be brilliant. - Cheers, boys.

0:48:00 > 0:48:03Investigating the aftermath of serious accidents

0:48:03 > 0:48:06is part and parcel of a traffic cop's job.

0:48:09 > 0:48:11They are the experts with all the tools,

0:48:11 > 0:48:13but every now and again,

0:48:13 > 0:48:16extraordinary incidents happen that completely fox them.

0:48:20 > 0:48:23Colin Ainsworth and his colleague Neil Crosier

0:48:23 > 0:48:25have been called to one such case.

0:48:31 > 0:48:32A man's body has been found

0:48:32 > 0:48:35lying beside the road on the outskirts of Hertford.

0:48:37 > 0:48:41There wasn't any vehicle, which was quite odd at the time,

0:48:41 > 0:48:44because it had come across that it was an RTC.

0:48:45 > 0:48:49You know, we're looking at a fatal, and the offending driver's made off.

0:48:49 > 0:48:51A passing cyclist discovered the body,

0:48:51 > 0:48:54but it's not clear how it got there.

0:48:54 > 0:48:56'The gentleman was cycling home...

0:48:57 > 0:48:59'..or to work, one or other,'

0:48:59 > 0:49:02and had seen a wallet lying at the side of the road,

0:49:02 > 0:49:03so found the wallet, picked it up,

0:49:03 > 0:49:06and as he picked it up, he saw the foot on the fence

0:49:06 > 0:49:08and decided to call the police.

0:49:18 > 0:49:20We'll throw some kit out...

0:49:20 > 0:49:23RADIO DROWNS OUT SPEECH

0:49:23 > 0:49:25As far as I know, there is some vehicle involved

0:49:25 > 0:49:28and a deceased male within the vehicle.

0:49:28 > 0:49:30We've mentioned the skid marks.

0:49:30 > 0:49:32They're just down assessing the scene at the moment,

0:49:32 > 0:49:37to see whether it's a road traffic collision.

0:49:37 > 0:49:38In which case, then obviously,

0:49:38 > 0:49:41we've got the road closed already, which is good.

0:49:41 > 0:49:44- There's no car down there. - There's no car?

0:49:44 > 0:49:47So just possibly a vehicle involved, we don't know at the moment.

0:49:47 > 0:49:51The local inspector is taking charge because at the moment, it's a body.

0:49:51 > 0:49:54If he decides that it's likely to be an RTC, then we'll take over,

0:49:54 > 0:49:55but until then, it's their job.

0:49:55 > 0:49:59Traffic Sergeant Neil Emmerson attends all fatal collisions

0:49:59 > 0:50:03in the area, but is hedging his bets on the cause of this one.

0:50:04 > 0:50:06We didn't know whether we were investigating

0:50:06 > 0:50:08what could possibly be a murder.

0:50:08 > 0:50:12I obviously went and liased with the Inspector there,

0:50:12 > 0:50:15I deployed my units, and then basically,

0:50:15 > 0:50:18we then called out the Major Crimes Task Force officers,

0:50:18 > 0:50:20because it is being treated as a crime.

0:50:20 > 0:50:24Oddly, the man's wallet and keys were not on his person,

0:50:24 > 0:50:27but lying neatly at the side of the road.

0:50:27 > 0:50:31A witness saw and found the wallet first, stopped, went to pick it up,

0:50:31 > 0:50:35so I think he's had his hands up and lifted it...

0:50:35 > 0:50:37Has he got glasses there as well?

0:50:37 > 0:50:40There are skidmarks on the road,

0:50:40 > 0:50:43but we need to rule out other things,

0:50:43 > 0:50:44like deliberate acts.

0:50:44 > 0:50:48Hopefully, it is a collision, so then our boys can get involved in it.

0:50:48 > 0:50:53The body is one side of the fence,

0:50:53 > 0:50:55with its foot sort of caught between two wooden posts.

0:50:55 > 0:51:00He's either had an impact which placed him there,

0:51:00 > 0:51:04or he's had an impact and been placed there immediately after.

0:51:04 > 0:51:08He's not very big at all. You could quite easily just fireman's lift him

0:51:08 > 0:51:10and then just throw him over the thing.

0:51:10 > 0:51:13Even though he wasn't a big man,

0:51:13 > 0:51:16the distance from where he might have been struck on the road

0:51:16 > 0:51:18to where he was found is considerable.

0:51:20 > 0:51:24My initial thoughts was that

0:51:24 > 0:51:26this person had been hit

0:51:26 > 0:51:30and then he was deliberately put the other side of that fence.

0:51:30 > 0:51:34The SOCOs have videoed it and they are showing the video to MCTF,

0:51:34 > 0:51:35so they can try and work out

0:51:35 > 0:51:39- what they want done with the scene. - Right, OK.

0:51:39 > 0:51:41What is quickly becoming apparent

0:51:41 > 0:51:44is that there is very little hard evidence to go on,

0:51:44 > 0:51:45either on the ground...

0:51:45 > 0:51:49- There's nothing to suggest there's any blood trails going in...- No.

0:51:49 > 0:51:50..or on the body.

0:51:50 > 0:51:54'I've dealt with plenty of collisions

0:51:54 > 0:51:56'and I did A-levels in Physics.

0:51:56 > 0:51:58'Although I'm not a collision investigator,'

0:51:58 > 0:52:02it gives you an idea of how some of the mechanics of it would work.

0:52:02 > 0:52:06The skid marks appear, to me, that they were too wide apart

0:52:06 > 0:52:08to be a fairly small vehicle,

0:52:08 > 0:52:11and if it is a larger vehicle,

0:52:11 > 0:52:14they tend to have a flat front and if people are hit by them,

0:52:14 > 0:52:16they tend to go downwards, rather than upwards,

0:52:16 > 0:52:19which would suggest he wouldn't get thrown over a fence.

0:52:19 > 0:52:22And if it had been a smaller vehicle, whether it be

0:52:22 > 0:52:24a Transit van, or something smaller

0:52:24 > 0:52:26that would throw the person in the air,

0:52:26 > 0:52:29the skid marks on the road would have been narrower.

0:52:29 > 0:52:31And so the two didn't add up.

0:52:31 > 0:52:34Shall we arrange to get...

0:52:34 > 0:52:37The man has been identified from what is in his wallet

0:52:37 > 0:52:40as a 66-year-old local man named David Alderson.

0:52:42 > 0:52:44He was married with three sons

0:52:44 > 0:52:47and he had two daughters by a previous marriage as well.

0:52:47 > 0:52:50A police doctor is examining the body.

0:52:50 > 0:52:52- Rigor mortis is setting in.- Yeah.

0:52:52 > 0:52:54I mean, you're talking about...

0:52:54 > 0:52:58He is looking for any clues to how, or when, the man might have died.

0:53:01 > 0:53:03What's the time period for that to start setting in?

0:53:03 > 0:53:06- After about seven hours. - After about seven hours?

0:53:06 > 0:53:10But in order to get him that height, to be hit,

0:53:10 > 0:53:15- you must have injuries on the pelvis or chest.- And there's nothing?

0:53:15 > 0:53:19- You know?- Yes, yes.- A force to lift him. There's no obvious marks.

0:53:19 > 0:53:22All the injuries were superficial,

0:53:22 > 0:53:28except for a slight cut on his upper lip, injuries were all superficial.

0:53:28 > 0:53:33No obvious injuries or bruising to his trunk, his back,

0:53:33 > 0:53:35his pelvis, his legs,

0:53:35 > 0:53:40so my immediate thought was that he couldn't have been hit by a car.

0:53:40 > 0:53:44All the evidence there is at the scene is being collected.

0:53:44 > 0:53:46Whenever two things come into contact,

0:53:46 > 0:53:48there is transfer from one to the other.

0:53:48 > 0:53:52So any of the items that you have on the outside -

0:53:52 > 0:53:55jacket, jumper, trousers,

0:53:55 > 0:54:00in this case, gloves, hat, shoes - were seized

0:54:00 > 0:54:01as exhibits, bagged up,

0:54:01 > 0:54:04so they could be analysed in a laboratory later on.

0:54:04 > 0:54:08I think that might be a glove print, or something.

0:54:08 > 0:54:11You've got a bit of blood on the inside.

0:54:11 > 0:54:14Something that may ultimately be crucial in cracking the case

0:54:14 > 0:54:16has been found.

0:54:16 > 0:54:18On the glasses here, we've got some traces of blood

0:54:18 > 0:54:19on the inside part of the lens,

0:54:19 > 0:54:22so what we are trying to establish is,

0:54:22 > 0:54:27how did these items get placed, or located, at the side of the road?

0:54:27 > 0:54:31Would they have just fallen out of his pocket on impact?

0:54:31 > 0:54:35Was it a case that an impact has taken place

0:54:35 > 0:54:40and a third party has then pushed the body, or lifted the body and put it

0:54:40 > 0:54:44over the side of the fence and placed those items at the side of the road?

0:54:44 > 0:54:49It's still too early to say at the current time, but the puzzle deepens.

0:54:49 > 0:54:54Either way, somebody somewhere knows the answer to the puzzle.

0:54:54 > 0:54:57It makes you wonder about some people in society.

0:54:57 > 0:55:00The fact that somebody could leave somebody's father, husband,

0:55:00 > 0:55:03somebody who has got a family

0:55:03 > 0:55:06and people will want to know what's gone on.

0:55:06 > 0:55:09If it wasn't for that cyclist, he could still be there now,

0:55:09 > 0:55:11without anyone knowing.

0:55:11 > 0:55:13He could have been there for a long time. And so...

0:55:13 > 0:55:16it makes you wonder about how people can do that kind of thing.

0:55:18 > 0:55:21A post-mortem examination of the body showed that there were

0:55:21 > 0:55:25internal injuries, consistent with being struck by a large vehicle.

0:55:27 > 0:55:29And at his inquest, the coroner's verdict was that

0:55:29 > 0:55:32he did die as a result of a road traffic incident,

0:55:32 > 0:55:35but he wasn't able to say whether it was accidental or not.

0:55:38 > 0:55:41Today, Family Liaison Officer Clare Sprint

0:55:41 > 0:55:44is still unable to bring David's widow, Minnie,

0:55:44 > 0:55:45any good news about the case.

0:55:48 > 0:55:52After a full investigation, the police are no nearer to solving it.

0:55:59 > 0:56:03- No.- OK.- Still trying to come to terms with everything that's happened.

0:56:08 > 0:56:12Dave wouldn't just sit around, he had to be doing something.

0:56:12 > 0:56:14He'd go out in all weathers - rain, snow -

0:56:14 > 0:56:19just so he could get out and about and look for pennies.

0:56:19 > 0:56:22And whatever he picked up, he'd bring home,

0:56:22 > 0:56:26put in a jar and he'd save them and give them to his religious group

0:56:26 > 0:56:27that he used to be in.

0:56:27 > 0:56:31But Minnie is convinced there is more to her husband's death

0:56:31 > 0:56:33than meets the eye.

0:57:20 > 0:57:23We all reckon he was put there.

0:57:29 > 0:57:31non more so than this one.
