0:00:02 > 0:00:05Tonight, an armed murder suspect is up to his neck in trouble.

0:00:05 > 0:00:07You're arrested on suspicion of murder.

0:00:07 > 0:00:09Can you do me a favour, can you just spit your gum out?

0:00:09 > 0:00:13A lying driver has the traffic cops breathing down his neck.

0:00:13 > 0:00:14- Nothing at all? - I've had a little bit.

0:00:14 > 0:00:19A brass-necked swan brings the rush hour to a standstill.

0:00:19 > 0:00:22These things are so powerful, they'll break your arm.

0:00:22 > 0:00:27And crash for cash fraudsters are leading a whiplash epidemic.

0:00:27 > 0:00:30Saw some flashing lights and they all jumped back in and...

0:00:30 > 0:00:33A pain in the neck for everybody.

0:00:33 > 0:00:35A front seat passenger's saying he's got stiff neck.

0:00:35 > 0:00:37It's so common nowadays.

0:00:37 > 0:00:39For many people out there,

0:00:39 > 0:00:43they see whiplash as an opportunity to make some easy money.

0:01:06 > 0:01:09There are 34 million vehicles on Britain's roads.

0:01:09 > 0:01:12At times it seems as though they're all on the M1.

0:01:13 > 0:01:14Especially when you're travelling

0:01:14 > 0:01:16through the roadworks in Bedfordshire.

0:01:17 > 0:01:20Whenever there's an accident on this stretch,

0:01:20 > 0:01:22traffic on the motorway is brought to a standstill.

0:01:22 > 0:01:26Fire engine is blocking the carriageway.

0:01:26 > 0:01:30Today it's Keith Nicholson and Andy Scales' job to get it going again.

0:01:32 > 0:01:34We got dispatched to what was described

0:01:34 > 0:01:37as a two-vehicle collision in the contraflow

0:01:37 > 0:01:38somewhere near Toddington.

0:01:38 > 0:01:42The contraflow is a way of managing traffic with lanes

0:01:42 > 0:01:45going in opposite directions to normal.

0:01:45 > 0:01:48The timing of the roadworks was such that they were down

0:01:48 > 0:01:51to one contraflow and one other running lane.

0:01:51 > 0:01:53Yeah, copy that, do we know if they're trapped and injured,

0:01:53 > 0:01:55or just physically...

0:01:55 > 0:02:00There was very, very little room for manoeuvre for the general public,

0:02:00 > 0:02:03let alone fire engines and ambulances and us, even.

0:02:03 > 0:02:05It's only a bit of a rear ender,

0:02:05 > 0:02:09but the occupants of the two cars involved, all nine of them,

0:02:09 > 0:02:11are arguing over who's to blame.

0:02:11 > 0:02:14They seemed to be having a few heated words amongst themselves.

0:02:14 > 0:02:16There were no fisticuffs or anything of that nature,

0:02:16 > 0:02:19but they were certainly displeased with each other.

0:02:20 > 0:02:23Now the cops are here, they've all got back into their cars,

0:02:23 > 0:02:25feeling the effects of the crash.

0:02:26 > 0:02:28No-one had any obvious injuries,

0:02:28 > 0:02:32certainly no-one was pouring with blood or screaming in pain.

0:02:32 > 0:02:37The people in the car with the Asian family,

0:02:37 > 0:02:42a few of them were complaining of soreness to their necks.

0:02:42 > 0:02:45Nothing that would give me any great cause for concern.

0:02:45 > 0:02:49But an air ambulance has been called for just in case.

0:02:49 > 0:02:51Any suspected spinal injury

0:02:51 > 0:02:54is treated as if it could be life-threatening.

0:02:54 > 0:02:58A fractured neck cannot be ruled out until an X-ray is taken.

0:02:59 > 0:03:03If you are involved in an accident and you're complaining of neck pain

0:03:03 > 0:03:05or back pain, somebody gets in the car,

0:03:05 > 0:03:08they hold onto your jaw bone, stop you from moving your neck

0:03:08 > 0:03:11in case you're going to strain your spinal column

0:03:11 > 0:03:13and then the fire service, God bless them,

0:03:13 > 0:03:15they like to take the roofs off every car they come to with anybody

0:03:15 > 0:03:18like that because that's the best way to extract somebody for a car.

0:03:18 > 0:03:23To make matters worse, another incident has just taken place.

0:03:24 > 0:03:28A further collision was reported probably 400 yards up the road

0:03:28 > 0:03:32and so we were able to dispatch Chris and Tan to help us out

0:03:32 > 0:03:33with the one further up the road.

0:03:33 > 0:03:37It's another pretty minor shunt caused by rubberneckers

0:03:37 > 0:03:39slowing down to see what was going on

0:03:39 > 0:03:41across the road in the contraflow.

0:03:41 > 0:03:43Is it just a one vehicle here?

0:03:43 > 0:03:46- It's just these two vehicles involved?- These two.- OK.

0:03:47 > 0:03:51A Polish female had collided into the back of another vehicle.

0:03:51 > 0:03:53Do you mind coming with me to my car?

0:03:53 > 0:03:56We'll just have a quick chat. Go ahead.

0:03:56 > 0:03:59They were driving back to Poland, so they were on their day to Dover.

0:03:59 > 0:04:02So the female was quite upset as to what had happened.

0:04:03 > 0:04:08But I think it was a result of the first accident that this occurred.

0:04:08 > 0:04:12Don't worry. You've not done anything wrong.

0:04:12 > 0:04:14OK?

0:04:14 > 0:04:17Do you know what type of injuries they've got?

0:04:17 > 0:04:19My wife got injured in back.

0:04:19 > 0:04:23A female passenger in the car that was struck from behind

0:04:23 > 0:04:25has been taken to hospital with a back injury.

0:04:25 > 0:04:28Her husband is sure who was to blame.

0:04:28 > 0:04:33I was driving in my car and that car hit me.

0:04:33 > 0:04:36There was no car before me.

0:04:36 > 0:04:39Right, you can go. All right?

0:04:39 > 0:04:40We're going to recover you to...

0:04:40 > 0:04:42Can I stay with them?

0:04:42 > 0:04:44Yes, yes. Don't panic.

0:04:44 > 0:04:47From what the gentleman said he was travelling at 45 miles an hour

0:04:47 > 0:04:49and there was no traffic in front of him.

0:04:49 > 0:04:52And all of a sudden this woman collided into the back of him,

0:04:52 > 0:04:56so unfortunately, as you know, witnesses don't hang about

0:04:56 > 0:04:58on the motorway, they tend to disappear

0:04:58 > 0:05:01so it's a bit difficult to get an account of exactly what's happened.

0:05:01 > 0:05:04The hardest thing to remember about any accident,

0:05:04 > 0:05:07it's normally caused by a momentary lapse of concentration.

0:05:07 > 0:05:09You should stay in your car, guys, always.

0:05:09 > 0:05:12The two crashes have caused chaos which isn't being helped

0:05:12 > 0:05:16by some gawkers that weren't involved getting in the way.

0:05:17 > 0:05:19These idiots have decided to come out

0:05:19 > 0:05:21and have a look at what's going on.

0:05:21 > 0:05:23And now what's happening,

0:05:23 > 0:05:25the vehicles in the contraflow are reversing back

0:05:25 > 0:05:28to join the main carriageway because they won't get through.

0:05:28 > 0:05:31As these guys have decided to walk down and see what's going on

0:05:31 > 0:05:34and what all the fuss is about, the vehicles have started

0:05:34 > 0:05:37to reverse back, so the vehicle they're in is somewhere back there,

0:05:37 > 0:05:39hopefully making his way back here.

0:05:39 > 0:05:41And now they're left standing at the side of the road.

0:05:41 > 0:05:43Like a pair of numpties.

0:05:43 > 0:05:45After a brush with the law, the law with a brush.

0:05:48 > 0:05:52Once the vehicles had been recovered we were happy that it was all clear,

0:05:52 > 0:05:56we went to see if we could offer any assistance for the first one.

0:05:56 > 0:05:59After having got back into their cars,

0:05:59 > 0:06:02the fire brigade have now had to cut the roofs off

0:06:02 > 0:06:05to get all the occupants out again.

0:06:05 > 0:06:07They couldn't take any risks with the injuries

0:06:07 > 0:06:10- they were claiming to have suffered. - It's overkill.

0:06:10 > 0:06:12They've seen flashing lights in the distance,

0:06:12 > 0:06:13they've jumped back in the car.

0:06:13 > 0:06:16As far as I'm concerned, they're only after compensation.

0:06:16 > 0:06:20The cops suspect they're making the most of the situation.

0:06:20 > 0:06:22They've even got a name for this kind of behaviour.

0:06:25 > 0:06:27We think it's a bit of bash cash.

0:06:27 > 0:06:28Which is our technical term for

0:06:28 > 0:06:31"let's get as much money out of this as possible".

0:06:31 > 0:06:34What annoys us, and gets on our nerves more than anything,

0:06:34 > 0:06:37is the inconvenience to every innocent person passing

0:06:37 > 0:06:41and also the cost of three emergency services

0:06:41 > 0:06:45plus a helicopter plus the Highways Agency

0:06:45 > 0:06:48plus everything else that's in for a recovery,

0:06:48 > 0:06:52all that we have to pay for just for a bit of compo.

0:06:52 > 0:06:56Unfortunately, it's virtually impossible, even for a doctor,

0:06:56 > 0:06:59to diagnose or disprove whiplash.

0:06:59 > 0:07:01Which car was she in?

0:07:01 > 0:07:02The front one, here.

0:07:02 > 0:07:04OK. Can I take her details, please?

0:07:04 > 0:07:07I've got no doubt that it was a pure accident.

0:07:07 > 0:07:11However, once that's happened, they've seen the pound signs

0:07:11 > 0:07:15flash in front of their eyes and managed to make the most of it.

0:07:15 > 0:07:18Because of hospital capacity,

0:07:18 > 0:07:22the scene commander has tried to organise where all these people

0:07:22 > 0:07:25are going to and, at the moment, we've got three people

0:07:25 > 0:07:28from the same family going to different hospitals.

0:07:30 > 0:07:33They've got c-spine, bash cash neck and abdominal pain.

0:07:33 > 0:07:36- So they're all at the LND. - They're all at the LND.

0:07:38 > 0:07:40It's preposterous.

0:07:40 > 0:07:44A waste of time and society needs to change.

0:07:44 > 0:07:47It needs to change this injury claims

0:07:47 > 0:07:52"I'm going to get one up on you, everything I do is going to pay out"

0:07:52 > 0:07:56because you don't pay out, you end up paying more for the insurance.

0:07:56 > 0:07:58I've never seen anything like it,

0:07:58 > 0:08:00where a whole family is trying it on.

0:08:00 > 0:08:03- Chris, are we going?- Yeah, we're going. See you later.- Thanks, mate.

0:08:03 > 0:08:09Andy knows better than most what the real effects of whiplash are.

0:08:09 > 0:08:15There was a pursuit in Luton where the guy was driving

0:08:15 > 0:08:19so dangerously that I thought it necessary to force him off the road.

0:08:19 > 0:08:23That involved contact between our two vehicles.

0:08:25 > 0:08:27What could be considered a reasonably high speed,

0:08:27 > 0:08:30we were sort of doing about 25, 30 mile an hour at the time,

0:08:30 > 0:08:33which doesn't sound a great deal, but when we ended up embedded

0:08:33 > 0:08:37into a brick wall it suddenly became very, very fast indeed.

0:08:37 > 0:08:43And it was from that, that I sustained a bit of whiplash.

0:08:43 > 0:08:44It lasted a day or two,

0:08:44 > 0:08:49but there was nothing more than a couple of paracetamol didn't cure.

0:08:49 > 0:08:52I had a day off work.

0:08:52 > 0:08:56It didn't necessitate any compensation at all.

0:08:56 > 0:08:58It was one of those things and you just get on with it.

0:08:59 > 0:09:03Thankfully, pursuits are becoming much more rare these days.

0:09:03 > 0:09:07When they do happen, what sparks them off can be quite unpredictable.

0:09:07 > 0:09:11As Pat Reynolds recently found out after he pulled a speeder over

0:09:11 > 0:09:12back on the M1.

0:09:13 > 0:09:16Call my girlfriend, please.

0:09:16 > 0:09:19Pat has got the man in the back of his car for questioning.

0:09:19 > 0:09:22But he's feeling a little claustrophobic.

0:09:24 > 0:09:25Open the door!

0:09:25 > 0:09:27Open the door!

0:09:27 > 0:09:29Can you open the door?

0:09:32 > 0:09:35The female passenger was outside the car.

0:09:35 > 0:09:39She was trying to open the back door to allow him to get out.

0:09:39 > 0:09:40I was waiting for the nearest unit.

0:09:40 > 0:09:42I was hoping they were going to turn up.

0:09:42 > 0:09:44Open the door!

0:09:50 > 0:09:54He's making his escape through the unlocked driver's door.

0:09:54 > 0:09:57Standing with my back to the live carriageway, with the door open.

0:09:57 > 0:10:00If he'd pushed me, I would have gone flying into the carriageway

0:10:00 > 0:10:03and I didn't know what was coming, there could be HGVs or anything.

0:10:03 > 0:10:07Being single-crewed, Pat can't do much to stop the man from leaving.

0:10:07 > 0:10:09I tried to reason with him and talk to him

0:10:09 > 0:10:12and tell him not to get back in his car, but he just didn't listen.

0:10:13 > 0:10:17The driver had overtaken Pat doing more than 100 miles an hour.

0:10:19 > 0:10:22He's from Manchester and still seems to be in a hurry to get home.

0:10:24 > 0:10:28Then I called the control room to let them know what was going on.

0:10:50 > 0:10:51His driving was dangerous.

0:10:51 > 0:10:55He didn't have any consideration for the other road users.

0:10:55 > 0:10:57The car was fish-tailing.

0:10:57 > 0:11:00The man's trying his chances off the motorway.

0:11:04 > 0:11:06Luckily there wasn't much traffic

0:11:06 > 0:11:08this time of night, it was about 12 or 1am.

0:11:08 > 0:11:11A traffic vehicle going the other way was trying to join me.

0:11:22 > 0:11:25What the man doesn't know is that he's heading straight

0:11:25 > 0:11:27for the scene of a possibly fatal accident.

0:11:27 > 0:11:32Traffic units had closed the road and were investigating the scene.

0:11:32 > 0:11:35And I was aware he was heading straight towards that scene.

0:11:39 > 0:11:43I was giving the control room the commentary about where he was going

0:11:43 > 0:11:45and the way he was driving and to warn the officers

0:11:45 > 0:11:48at the scene of the accident that he was coming their way.

0:11:51 > 0:11:54There could easily be another disaster.

0:11:54 > 0:11:56Luckily the officers had heard my commentary

0:11:56 > 0:12:00and were aware he was coming, so they had all got off the carriageway.

0:12:00 > 0:12:03And they've left behind a stinger on the road surface.

0:12:06 > 0:12:08It was just his luck to come this way.

0:12:08 > 0:12:12Another traffic cop has deployed another stinger.

0:12:12 > 0:12:13And he's running on rims.

0:12:17 > 0:12:19He's travelling on the wrong side of the road now

0:12:19 > 0:12:23and there's a car coming towards him on the right side of the road.

0:12:23 > 0:12:25A marked traffic car takes over.

0:12:25 > 0:12:28The stinger has slowed the man down.

0:12:28 > 0:12:30Now the cops are going to stop him.

0:12:35 > 0:12:37I think he was conscious that this car

0:12:37 > 0:12:39would collide with the oncoming traffic,

0:12:39 > 0:12:42so decided to make some tactical contact to bring it to a stop.

0:12:46 > 0:12:50He was charged with driving whilst disqualified,

0:12:50 > 0:12:53dangerous driving and failing to stop for police

0:12:53 > 0:12:55and for driving with no insurance.

0:12:57 > 0:12:59Just north of London, in Watford,

0:12:59 > 0:13:02traffic officers Ross Clark and Dave Marshall

0:13:02 > 0:13:05have spotted some suspicious late-night activity.

0:13:05 > 0:13:08There was a large group of males,

0:13:08 > 0:13:11all stood round a couple of cars.

0:13:11 > 0:13:13And there looked like there was a heated discussion

0:13:13 > 0:13:15going on that may turn into a fight.

0:13:15 > 0:13:18So, better than just let them get on with it,

0:13:18 > 0:13:20we drove round there just to see what was going on

0:13:20 > 0:13:23and see if we can disperse it.

0:13:23 > 0:13:25Some of the men have left in a Renault Clio.

0:13:25 > 0:13:27The rest are in a brand new Jaguar.

0:13:27 > 0:13:29I could just tell that something wasn't right.

0:13:29 > 0:13:32They all got back into this Jag,

0:13:32 > 0:13:35and then he attempted to do a U turn

0:13:35 > 0:13:38and go the wrong way on a one-way street.

0:13:39 > 0:13:43- You can't.- Do you think this geezer's got a driving licence?

0:13:43 > 0:13:46We thought we better have a bit of a discussion with him

0:13:46 > 0:13:49and make sure he is who he's telling us he is and...

0:13:49 > 0:13:51- Want to speak to him?- Yeah.

0:13:53 > 0:13:56Whose car's that? It's a hire vehicle.

0:13:56 > 0:13:59- Do you have a driving licence? - Oh yes.

0:13:59 > 0:14:01You do. Do you have any ID at all on you?

0:14:01 > 0:14:03Not at the moment.

0:14:03 > 0:14:04Ross smells a rat.

0:14:04 > 0:14:09It was a bit strange. Like they were trying to hide something.

0:14:09 > 0:14:10Pop yourself out.

0:14:10 > 0:14:13Chaps, you stay in the car, I'll speak to this gentlemen.

0:14:13 > 0:14:15Just pop in. Come here.

0:14:16 > 0:14:18Have you ever been nicked before?

0:14:18 > 0:14:20- Have you been drinking at all? - No.

0:14:20 > 0:14:22'The driver was a big old lad.'

0:14:22 > 0:14:26OK. We're going to have a bit of a problem if I can't identify you

0:14:26 > 0:14:28and you've got no ID.

0:14:28 > 0:14:29'He must have been about six foot two.'

0:14:29 > 0:14:32And he was just really kind of sullen.

0:14:32 > 0:14:34Your name?

0:14:34 > 0:14:35Imrul Hussain.

0:14:35 > 0:14:37- Sorry?- Imrul. - How do you spell that?

0:14:39 > 0:14:42Imrul.

0:14:42 > 0:14:44Hussain?

0:14:44 > 0:14:46'Always suspicious when people chew gum.'

0:14:46 > 0:14:48Can you do me a favour, just spit your gum out?

0:14:48 > 0:14:50Blow towards me.

0:14:52 > 0:14:53Nothing at all?

0:14:53 > 0:14:55I've had a little bit, but a long time ago.

0:14:55 > 0:14:59He had to bend quite far down to blow into my face

0:14:59 > 0:15:00and he smelled of alcohol.

0:15:00 > 0:15:02Got any points on that licence?

0:15:04 > 0:15:06- A couple.- Two points?

0:15:06 > 0:15:09- A couple of points. - What was that for?

0:15:12 > 0:15:13OK.

0:15:13 > 0:15:15Cos of the manoeuvre you performed there...

0:15:15 > 0:15:17Manoeuvre?

0:15:17 > 0:15:19Doing a U turn to go the wrong way down a one way street

0:15:19 > 0:15:21and you've admitted having alcohol.

0:15:21 > 0:15:22No, I didn't know which way to go.

0:15:22 > 0:15:25I need you to blow into that for me. Take a deep breath and blow in.

0:15:25 > 0:15:28Keep going, keep going, that's it. Pull the end off of that.

0:15:28 > 0:15:31Alpha India November, first name is India Mike Romeo...

0:15:31 > 0:15:33What does that say?

0:15:33 > 0:15:34- You've failed, mate.- Failed?

0:15:34 > 0:15:37You've blown 44 which is over the roadside limit.

0:15:37 > 0:15:39Is that a U or an L? Imrul?

0:15:39 > 0:15:40- U.- U.

0:15:40 > 0:15:42Ah.

0:15:42 > 0:15:44You are known to us a lot.

0:15:44 > 0:15:46- Just... - Can you do me a favour?

0:15:46 > 0:15:49Can you just put them in your pocket, just go to custody and...

0:15:49 > 0:15:52- What's that? On me? - No, no, no it's H's jewellery.

0:15:52 > 0:15:54Yeah, give me the jewellery.

0:15:56 > 0:15:59- Give it to him.- Officer, can I take the jewellery.- Yeah.

0:15:59 > 0:16:02Ross and Dave have got themselves a drink driver,

0:16:02 > 0:16:05but are pretty sure there's something else going on.

0:16:05 > 0:16:07Just stand here and talk to me.

0:16:07 > 0:16:11You've got a really expensive Jag there, that's a hire car.

0:16:11 > 0:16:13Where does that come into it?

0:16:13 > 0:16:16And then there was all that swapping over of jewellery

0:16:16 > 0:16:18and stuff like that.

0:16:18 > 0:16:19Thank you, thank you.

0:16:19 > 0:16:23Dave has discovered a small bag of cannabis...

0:16:23 > 0:16:26- What's that?- Right, you're also under arrest for possession...

0:16:26 > 0:16:29- ..Much to the man's amazement. - Have you got any more on you?

0:16:29 > 0:16:32As if I'd just planted it on him or something.

0:16:32 > 0:16:34I don't know what he was thinking there.

0:16:34 > 0:16:37And then he says, "This is your jacket to his friend,"

0:16:37 > 0:16:41and his friend very quickly says, "But that's not my drugs."

0:16:41 > 0:16:43Right, this was in that jacket.

0:16:43 > 0:16:45- No, it's not mine. - It's yours then, innit?

0:16:45 > 0:16:47This wasn't my jacket.

0:16:47 > 0:16:50THEY SPEAK A DIFFERENT LANGUAGE

0:16:50 > 0:16:52Imrul is going to be taken to the nick.

0:16:52 > 0:16:56His friends, a pretty mixed bunch, are still riding for a fall.

0:16:56 > 0:17:01'And there was a little lad who was probably only about 18 years old.

0:17:01 > 0:17:03'And there was a guy in a suit

0:17:03 > 0:17:08'who was really smartly dressed

0:17:08 > 0:17:10'and then this chap in shorts and sort of casual wear.'

0:17:10 > 0:17:13One looked like he'd been to a wedding,

0:17:13 > 0:17:15the other one looked like he'd been to a barbecue.

0:17:15 > 0:17:18What's going on?

0:17:18 > 0:17:19Are you Shia Ahmed?

0:17:19 > 0:17:21Shia Ahmed, that's my friend here.

0:17:21 > 0:17:23So he's not insured to drive that then?

0:17:23 > 0:17:25- Sorry, who?- This guy, in the back of the car here,

0:17:25 > 0:17:27isn't insured to drive that car, is he?

0:17:27 > 0:17:29As far as I know yeah, he is.

0:17:29 > 0:17:32And an additional driver of Ashrak Ali. Who's Ashrak?

0:17:34 > 0:17:36He's one of my friend's uncle.

0:17:36 > 0:17:38So this bloke's not either of those two people, is he?

0:17:38 > 0:17:40Sorry?

0:17:40 > 0:17:44The guy in the back of this car here is not listed on that policy, is he?

0:17:44 > 0:17:46So he shouldn't be driving it, should he?

0:17:46 > 0:17:47He's not insured to drive it.

0:17:49 > 0:17:51It was just a nightmare because I was trying to deal with them

0:17:51 > 0:17:54and they were all just talking at me at once.

0:17:54 > 0:17:56Why are you taking the car?

0:17:56 > 0:17:58Because none of you lot are allowed to drive it,

0:17:58 > 0:18:00he's been driving it and he shouldn't be.

0:18:00 > 0:18:02- Let him come, I'll call him. He'll come now.- Yeah.

0:18:02 > 0:18:05Where's your keys then, he needs the keys to drive it.

0:18:05 > 0:18:08If he's playing silly buggers and whatever he's done with the keys...

0:18:08 > 0:18:10Who's a silly bug anyway?!

0:18:10 > 0:18:12They're trying anything not to lose their Jag.

0:18:12 > 0:18:15- But they're getting nowhere fast. - He's under arrest now, mate.

0:18:15 > 0:18:18One of them had the keys and they were just messing around.

0:18:18 > 0:18:20They wouldn't give us the keys.

0:18:20 > 0:18:22If you want.

0:18:22 > 0:18:25Just watch him for a second. I'll go and check...

0:18:25 > 0:18:28Get a local unit down and sit with that. Recover it.

0:18:33 > 0:18:35Please, if you can just...

0:18:35 > 0:18:36You drove off.

0:18:36 > 0:18:39The driver is insisting that he wasn't driving the car,

0:18:39 > 0:18:42but that one of his friends was.

0:18:42 > 0:18:45And the friend has got the proof that he's legal to drive it.

0:18:45 > 0:18:46I've got my counterpart.

0:18:46 > 0:18:49You've got your counterpart and your bank card.

0:18:49 > 0:18:51But there's a problem...

0:18:51 > 0:18:54My licence has been confiscated and I need to go collect it.

0:18:54 > 0:18:56It's been confiscated?

0:18:56 > 0:18:58Yeah, because my nephew took it without my permission.

0:18:58 > 0:19:00Right, and...?

0:19:00 > 0:19:04- He tried getting into a club.- Right.

0:19:04 > 0:19:07So how are you going to prove to me you're the person you say you are?

0:19:07 > 0:19:09Basically, officer, if you don't believe me...

0:19:09 > 0:19:13Seriously. I ain't got a problem with it, you can take me home.

0:19:13 > 0:19:15Seriously, if you take me home, my mum will confirm it.

0:19:15 > 0:19:18- I don't want to take you home. - My mum will confirm it. Seriously.

0:19:18 > 0:19:21'He was clearly no older than 18. He looked so young.'

0:19:21 > 0:19:25Buddy, I don't really believe that you are who you say you are.

0:19:25 > 0:19:27- You don't? - No, I don't.- Take him home.

0:19:27 > 0:19:33He was trying to convince me that he was 33. No way.

0:19:33 > 0:19:36No way. Whatever he's been taking, I want some of it.

0:19:36 > 0:19:40- Give me the car keys.- You want to... Take him home, take him home.

0:19:40 > 0:19:42- I don't want to take him home. - Why not?- He's under arrest.

0:19:42 > 0:19:45I'm not going to be taking you home, am I?

0:19:45 > 0:19:47'Coincidentally the photo card part just wasn't there.

0:19:49 > 0:19:51'I didn't believe him for a minute.

0:19:51 > 0:19:53'No, he wasn't getting the car.'

0:19:53 > 0:19:55Are we going to get this 165a'd?

0:19:55 > 0:19:58Well, can we prove who the owner of that is at the moment,

0:19:58 > 0:20:00who's been registered to that car?

0:20:00 > 0:20:01Fella. You're beginning to grate on me.

0:20:01 > 0:20:04Open my door again and you will really upset me.

0:20:04 > 0:20:08Go over there, stand there and get out of my face.

0:20:08 > 0:20:11You understand me?

0:20:11 > 0:20:14Right, where was I?

0:20:14 > 0:20:16You were telling me who's got this car.

0:20:16 > 0:20:19Yeah, this little fella there reckons he's the bloke

0:20:19 > 0:20:21- on the hire agreement.- Yeah.

0:20:21 > 0:20:25But he hasn't produced me any good ID, so I don't believe him.

0:20:25 > 0:20:27By all accounts he's older than me, and look at him.

0:20:27 > 0:20:30He looks the youngest out of all of them, doesn't he?

0:20:34 > 0:20:35So where's the bloke...?

0:20:44 > 0:20:47The man's spilling the beans through gritted teeth.

0:20:47 > 0:20:51I cannot do anything. I cannot mess around with these people.

0:20:51 > 0:20:55When you lot came around and when you gave directions....

0:20:55 > 0:20:57He was a bit like a ventriloquist's dummy.

0:20:57 > 0:21:00He was sat in the back of the car, just talking like this.

0:21:00 > 0:21:03And he goes, "I can't let them know I'm talking to you."

0:21:03 > 0:21:05And I was sort of, what are you doing?

0:21:05 > 0:21:09You're not phoning that in. If I say anything,

0:21:09 > 0:21:11if anything happens I'll get dumped in a holder.

0:21:11 > 0:21:14He's going, "They'll beat me up if they know I'm talking to you."

0:21:14 > 0:21:18You think to yourself, why? They don't know what you're saying to me.

0:21:18 > 0:21:20They can't be the world's best lip readers.

0:21:20 > 0:21:24It's 5am and backup's arrived to supervise

0:21:24 > 0:21:27the recovery of the Jag and to disperse the young men.

0:21:27 > 0:21:31Their dumb friend, meanwhile, is going to custody.

0:21:31 > 0:21:34The only route out of that situation was him going to a police station,

0:21:34 > 0:21:35whether he liked it or not.

0:21:35 > 0:21:37And he could tell me everything under the sun,

0:21:37 > 0:21:39but he was going to that police station

0:21:39 > 0:21:42to do another breath test and to find out who he really was.

0:21:45 > 0:21:48OK, it's come up 44 and 46.

0:21:48 > 0:21:50'We take the lowest reading, which was 44.'

0:21:50 > 0:21:54And then we get what's called a statutory option if it's 40 to 50,

0:21:54 > 0:21:57where he can go for a blood sample instead of the breath test.

0:21:57 > 0:21:59And he chose to do that.

0:21:59 > 0:22:00I'll pop you in the cell here.

0:22:00 > 0:22:03A doctor will come out and take blood from you shortly.

0:22:10 > 0:22:13The man's got a problem with the sleeping arrangements.

0:22:13 > 0:22:16For some reason there was a mattress in his cell

0:22:16 > 0:22:19which was a thin one, and he had to have a thick one.

0:22:23 > 0:22:26I wouldn't want you to not have a comfortable night's sleep.

0:22:26 > 0:22:28I'd been on for nearly 10 hours, 11 hours,

0:22:28 > 0:22:32and I just wanted to go home, and the easiest way to go home

0:22:32 > 0:22:34was just to give him the mattress he wants.

0:22:36 > 0:22:39Right, see you in a bit.

0:22:39 > 0:22:41Upstairs, after getting the results back

0:22:41 > 0:22:45from the man's fingerprint check, Ross has got some food for thought.

0:22:46 > 0:22:50He's been telling pork pies about who he is. He's a disqualified driver.

0:22:50 > 0:22:54And this is the second time he's been caught disqual driving.

0:22:56 > 0:22:57Yeah.

0:23:01 > 0:23:04And the third time drink driving, I think. Beautiful.

0:23:12 > 0:23:14When we found out who he was, his history was just as colourful

0:23:14 > 0:23:17as the other person that he said he was.

0:23:17 > 0:23:20- Right, have you got a big rose on your back?- A big rose?- Rose.- Yeah.

0:23:20 > 0:23:23Right, yeah, that's it.

0:23:23 > 0:23:26Then we went into the cell to say the game's up, we know who you are,

0:23:26 > 0:23:29your fingerprints have come back and you're disqualified.

0:23:29 > 0:23:31It's spelt Raz on there.

0:23:31 > 0:23:33- You're a disqualified driver?- Yes.

0:23:33 > 0:23:36You're further under arrest for disqualified driving.

0:23:36 > 0:23:38Didn't even bother getting out of bed.

0:23:38 > 0:23:41He was just with the blanket pulled up, and he's like,

0:23:41 > 0:23:43"Yeah, OK, that's me."

0:23:44 > 0:23:47With the early morning rush hour well underway,

0:23:47 > 0:23:50the M1 north of London and the surrounding area

0:23:50 > 0:23:52is not a place for the faint-hearted.

0:23:53 > 0:23:56To make matters worse today,

0:23:56 > 0:23:58the control centre have spotted a problem.

0:23:59 > 0:24:01Sorry, go again with that.

0:24:01 > 0:24:03A very unusual job has come in.

0:24:08 > 0:24:13Traffic cop Chris Payne is going to take care of the situation.

0:24:13 > 0:24:16Whereabouts? We've got GPS in our cars.

0:24:16 > 0:24:21Control can see where we are and at that moment unfortunately

0:24:21 > 0:24:23I was the closest unit and unfortunately

0:24:23 > 0:24:24the rest of my colleagues

0:24:24 > 0:24:27were scattered about further afield,

0:24:27 > 0:24:29so I drew the short straw.

0:24:29 > 0:24:33Chris has a view on swans. He's used to dealing with troublemakers.

0:24:33 > 0:24:36They are violent little things.

0:24:38 > 0:24:42Zero six, he's sitting on the central grass verge.

0:24:42 > 0:24:45I'm just putting a rolling block on.

0:24:45 > 0:24:48A rolling block is a way of backing up all the traffic

0:24:48 > 0:24:51behind the patrol car and bringing it slowly to a halt.

0:24:51 > 0:24:54That then creates a sterile area in which you can work

0:24:54 > 0:24:58to deal with whatever incident you're going to.

0:24:58 > 0:25:02Experience means nothing with these things. Oh, look.

0:25:02 > 0:25:04Here you go. It's saying hello.

0:25:04 > 0:25:07You think of swans as those lovely animals

0:25:07 > 0:25:12that you're feeding on a Sunday morning with the kids.

0:25:12 > 0:25:13They're not.

0:25:13 > 0:25:16They're violent. They really are.

0:25:16 > 0:25:19Being caught up in heavy traffic,

0:25:19 > 0:25:21it's no wonder this one looks a little cross.

0:25:28 > 0:25:31We have heard of incidents in the past where

0:25:31 > 0:25:34a swan flapping out when somebody's trying to grab hold of it

0:25:34 > 0:25:37has broken people's arms.

0:25:37 > 0:25:40They are so strong. They don't look it.

0:25:40 > 0:25:43It's turning into a bit of a wild goose chase for Chris.

0:25:43 > 0:25:45'You don't know what they're going to do,

0:25:45 > 0:25:48'and they can do anything without any warning.'

0:25:57 > 0:26:02'He went to take off, but he headed towards the central barrier.'

0:26:02 > 0:26:03My heart stopped.

0:26:03 > 0:26:08I'm hoping he don't fly straight into that oncoming traffic.

0:26:08 > 0:26:10I'm very worried that this thing's going to jump

0:26:10 > 0:26:14straight into the path of oncoming traffic on that side, over.

0:26:14 > 0:26:18- 'I'll see what I can do for you.' - Thank you.

0:26:18 > 0:26:20RADIO CRACKLES

0:26:20 > 0:26:22'Tango, Alpha, you'll get to this quicker,

0:26:22 > 0:26:25'can you go on an immediate to the A44 at Hatfield?

0:26:28 > 0:26:29'We've found a swan.'

0:26:29 > 0:26:33'It is quite funny to watch, but it does have a serious point'

0:26:33 > 0:26:37and any second, it could have gone horribly, horribly wrong.

0:26:44 > 0:26:48Unfortunately, my applause is not helping him get up off the ground.

0:26:48 > 0:26:52It's a lame duck as far as this morning's commuters are concerned.

0:26:52 > 0:26:55I'm going to have to open up this for a bit,

0:26:55 > 0:26:58because Uniform 6 is on their way, but they're going to be some time

0:26:58 > 0:27:01so I can't keep this blocked for the entire time.

0:27:01 > 0:27:03It's going to make a lot of people unhappy.

0:27:03 > 0:27:06So I'll stick the car on the verge.

0:27:06 > 0:27:09As long as he stays still, then we'll just leave it at that for now

0:27:09 > 0:27:11until the other unit gets to that end

0:27:11 > 0:27:14and then we can get a total block on and try and get him off.

0:27:17 > 0:27:18While Chris struggles

0:27:18 > 0:27:21to get his feathered friend to stretch his wings,

0:27:21 > 0:27:25a few miles away, Ross and Tim Hill

0:27:25 > 0:27:28have got an altogether more menacing job coming in.

0:27:32 > 0:27:35Whisky three, we're in South Mimms village now.

0:27:35 > 0:27:39A car connected with a major crime has been spotted nearby.

0:27:41 > 0:27:42It's a high-ac report.

0:27:45 > 0:27:46Just running it through now.

0:27:46 > 0:27:50120 silver, male keeper from Plymouth,

0:27:50 > 0:27:52a high-monitor crime,

0:27:52 > 0:27:56substantiated intelligence that this male may carry a firearm

0:27:56 > 0:28:00so monitor only, monitor only.

0:28:00 > 0:28:04We received a call on the radio to say that a vehicle

0:28:04 > 0:28:07had activated the ANPR camera.

0:28:07 > 0:28:10The ANPR camera is one of thousands

0:28:10 > 0:28:13of fixed roadside number-plate reading cameras in a network

0:28:13 > 0:28:17spread across the country that is virtually inescapable.

0:28:18 > 0:28:21Came across and said there was

0:28:21 > 0:28:25very good credible intelligence by Avon and Somerset police

0:28:25 > 0:28:28that the chap who owns and drives this vehicle

0:28:28 > 0:28:30is involved in gun crime

0:28:30 > 0:28:33and will have a gun, will have a firearm on him.

0:28:33 > 0:28:37To their horror, Tim and Ross have found the BMW like a shot.

0:28:37 > 0:28:39Oh, (BLEEP) me, that's it.

0:28:39 > 0:28:41Tango one whisky three, can I come in?

0:28:42 > 0:28:44So at that point I was like,

0:28:44 > 0:28:48"Yeah, I don't really want to be stopping this, I'm quite nervous."

0:28:48 > 0:28:51The car is heading down the A1 into London, and unfamiliar territory.

0:28:52 > 0:28:54'Go on, Whisky three.'

0:28:54 > 0:28:57Yeah, we're behind that vehicle with the firearms marker.

0:28:57 > 0:28:59We are approaching Apex corner.

0:28:59 > 0:29:03The controller has got some rather chilling news about the suspect.

0:29:08 > 0:29:11Ah, OK. Little more serious. OK.

0:29:11 > 0:29:14At that point, knowing what offence it had been involved in,

0:29:14 > 0:29:15we were feeling quite twitchy.

0:29:17 > 0:29:21Whisky three, vehicle lane one of two. Four zero.

0:29:23 > 0:29:25We're still behind it. Appears to be one male occupant.

0:29:25 > 0:29:28I can't see whether he's black or white.

0:29:28 > 0:29:30We're approaching Mill Hill and Broadway roundabout.

0:29:30 > 0:29:33You couldn't see as the headrest was in the way.

0:29:33 > 0:29:36You also couldn't see through the mirrors because they were tinted.

0:29:36 > 0:29:39So we really didn't know what we'd got at that point.

0:29:39 > 0:29:41Big gap in case he gets out with a gun.

0:29:41 > 0:29:44I suspect the Met will get one of their Trojan units

0:29:44 > 0:29:48or a couple of their Trojan units to do some kind of a hard stop on him.

0:29:48 > 0:29:50The problem is us patching through to them,

0:29:50 > 0:29:53getting through to them and then them getting to us.

0:29:53 > 0:29:55You know, it could be another 10, 15 minutes.

0:29:55 > 0:30:00If he comes to a stop before the Met get here, what are we going to do?

0:30:00 > 0:30:03Because if the male suspect is being wanted for murder

0:30:03 > 0:30:05and he's, you know, carrying a gun,

0:30:05 > 0:30:08then I don't really fancy spraying him with Pava.

0:30:08 > 0:30:12The potential of a firearm in that vehicle is quite a scary thing.

0:30:13 > 0:30:15So we treat it with extreme caution.

0:30:15 > 0:30:19It's a watching and waiting game for Tim and Ross.

0:30:19 > 0:30:21Only the Met Police's firearms teams

0:30:21 > 0:30:24will be able to apprehend the BMW driver.

0:30:24 > 0:30:27It's the "not knowing what's going to happen next" scenario.

0:30:27 > 0:30:29The whole gun thing unnerves me a little bit.

0:30:31 > 0:30:33Think that's a Trojan unit on the way.

0:30:33 > 0:30:37'When I heard their Trojan vehicles, their armed response vehicles,'

0:30:37 > 0:30:39when I heard the Trojan call signs call up,

0:30:39 > 0:30:41I was, "Thank God for that. How far away are they?"

0:30:41 > 0:30:44'There's an marked ARB coming towards you.

0:30:44 > 0:30:46'As you see it in your rear-view mirror,

0:30:46 > 0:30:48'just pull to the left-hand side and let it pass, please.

0:30:48 > 0:30:52'Then if you can put a road block in sort of about 20-30 metres behind us

0:30:52 > 0:30:56'just to allow us to conduct the stop, over.'

0:30:56 > 0:30:57That's all received, we will do.

0:30:57 > 0:31:00It's the vehicle directly in front of us.

0:31:00 > 0:31:02I'm happy now people are here with guns.

0:31:02 > 0:31:04The Met Police are taking over.

0:31:04 > 0:31:06Their country cousins from Hertfordshire

0:31:06 > 0:31:09can breathe easy again.

0:31:10 > 0:31:12'It was quite a relief

0:31:12 > 0:31:15'when they said they were on Willesden High Road

0:31:15 > 0:31:19'and then they said, "So we can come in," so we sort of backed off.'

0:31:20 > 0:31:23'And then they came in and put a stop.

0:31:23 > 0:31:24'The chap just got out

0:31:24 > 0:31:27'and they took him away from the vehicle and searched him.'

0:31:27 > 0:31:30And it appears the information about the man was right.

0:31:30 > 0:31:32He is armed.

0:31:32 > 0:31:36'In a carrier bag in the boot was a handgun.'

0:31:36 > 0:31:40Tango one whisky three, there is a firearm in the vehicle.

0:31:40 > 0:31:43Buddy, I'm telling you, you're being arrested on suspicion of murder.

0:31:43 > 0:31:47Also under arrest on suspicion of possession of a firearm. OK?

0:31:47 > 0:31:49- Come with me, bud. - Are you being serious?

0:31:49 > 0:31:52- Do I look like I'm being serious? - Murder?- Absolutely.

0:31:52 > 0:31:54He's been searched for weapons.

0:31:54 > 0:31:56The gun is a replica.

0:31:56 > 0:31:59But still a very convincing-looking one.

0:31:59 > 0:32:02You've got the wrong person, innit? It's a mistake.

0:32:02 > 0:32:03It's not an offence to have it

0:32:03 > 0:32:07as long as he's got a legitimate reason.

0:32:07 > 0:32:10He was cool, he was calm, almost arrogant.

0:32:10 > 0:32:14'He's adamant he's got nothing to do with any fatal shooting at all.

0:32:14 > 0:32:17'So as if to say, "You prove I was involved."'

0:32:17 > 0:32:20On my way to the barber's shop to get a haircut

0:32:20 > 0:32:22and look at the harassment I'm getting.

0:32:22 > 0:32:26He had a smirk on his face. He was laughing on the way back to custody.

0:32:27 > 0:32:30Meanwhile, back on the dual carriageway in Hertfordshire,

0:32:30 > 0:32:32Chris isn't laughing.

0:32:32 > 0:32:36The traffic has resumed, but he's still got the bird to bag.

0:32:36 > 0:32:39I really don't think this thing's going to move of its own accord.

0:32:39 > 0:32:42RSPCA are only about 15 minutes away

0:32:42 > 0:32:45so hopefully they'll be able to come out, shift it off for us

0:32:45 > 0:32:47and yeah, drop it home.

0:32:47 > 0:32:50Chris has got a name for his new friend.

0:32:50 > 0:32:51I called him Keith.

0:32:51 > 0:32:53Last one I dealt with was called Bob.

0:32:55 > 0:32:57So yeah, Keith and Bob.

0:32:57 > 0:33:00I had half the shift turn up in the end. More people kept turning up.

0:33:00 > 0:33:03Don't want to stay here and babysit a swan, do you?

0:33:03 > 0:33:05Three police cars there at one point.

0:33:05 > 0:33:08About five officers there dealing with a swan.

0:33:08 > 0:33:11More importantly, the expert from the RSPCA has arrived.

0:33:12 > 0:33:17'She got out her weapon of choice, which didn't look nice.

0:33:17 > 0:33:21'From the looks of it, the swan has dealt with that before.

0:33:21 > 0:33:23'He knew exactly what was going to happen.'

0:33:23 > 0:33:26But coy Keith is having none of it.

0:33:26 > 0:33:29Go on, son. Go on, Keith.

0:33:31 > 0:33:34It was like watching a 737 take off.

0:33:36 > 0:33:39The term "swan song" comes from a legend

0:33:39 > 0:33:43that while mute all their lives, swans sing just before they die.

0:33:45 > 0:33:48Thankfully, Keith hasn't started singing just yet.

0:33:51 > 0:33:55The man arrested in London isn't singing at all either.

0:33:55 > 0:33:57He's adamant the cops have got the wrong man.

0:33:57 > 0:34:02His story was that he'd been involved in the gang scene

0:34:02 > 0:34:04and he had been around firearms,

0:34:04 > 0:34:08been arrested for firearms and stuff like that

0:34:08 > 0:34:10and he had turned a leaf over in a book

0:34:10 > 0:34:14and now he was promoting youngsters getting out of gangs.

0:34:14 > 0:34:17That replica firearm was a prop.

0:34:17 > 0:34:20The gentleman here has been arrested for the offence of murder.

0:34:20 > 0:34:23'Coincidentally, Avon and Somerset police

0:34:23 > 0:34:26'were already at Wembley police station

0:34:26 > 0:34:28'dealing with another offender from the same incident.'

0:34:28 > 0:34:31So we were able to liaise with them

0:34:31 > 0:34:35and ultimately they came across and they dealt with the offender

0:34:35 > 0:34:39and so it was more a case of us then putting him in the cell,

0:34:39 > 0:34:41seizing his clothing for evidential purposes,

0:34:41 > 0:34:45writing out reports, which took some time,

0:34:45 > 0:34:47and then hand the whole job over.

0:34:47 > 0:34:50The ANPR camera network is all very well

0:34:50 > 0:34:52for picking out dodgy vehicles

0:34:52 > 0:34:55that have been put on the police's computer database.

0:34:55 > 0:34:59But only cops in cars can spot road users committing everyday offences

0:34:59 > 0:35:02like those in this oncoming van.

0:35:05 > 0:35:06No seatbelts on any of them.

0:35:06 > 0:35:08PCs Chris Thompson and Neil Crosier

0:35:08 > 0:35:10have got well-trained eyes for the job.

0:35:10 > 0:35:13You could clearly see that the driver

0:35:13 > 0:35:16and the passenger nearest the passenger side door

0:35:16 > 0:35:18didn't have their seat belt on.

0:35:18 > 0:35:21People do different things when they're not wearing their seat belt,

0:35:21 > 0:35:24for some reason. They seem to highlight it to you,

0:35:24 > 0:35:27as opposed to just driving like they normally would and not wearing it.

0:35:27 > 0:35:31They'll lean to one side or they'll have an arm there

0:35:31 > 0:35:33or they'll start scratching here,

0:35:33 > 0:35:37just to try and mask the fact that that belt's not across.

0:35:38 > 0:35:40Tango one. Whisky seven for vehicle check, please.

0:35:40 > 0:35:43The van's looking a trifle overloaded as well,

0:35:43 > 0:35:45with all sorts of stuff.

0:35:47 > 0:35:49Wardrobes,

0:35:49 > 0:35:51just general scrap, really.

0:35:54 > 0:35:57Neil's got good reason to believe what he saw at first sight.

0:35:57 > 0:36:00'You know, generally, seat belts are black.

0:36:00 > 0:36:03'It's quite obvious if you haven't got it on.

0:36:03 > 0:36:06'You know, I'd rather someone just hold their hands up'

0:36:06 > 0:36:08and say, "I'm sorry, I haven't been wearing it."

0:36:08 > 0:36:12Instead of us standing there having to have some sort of argument

0:36:12 > 0:36:14for the fact that I know they haven't got it on

0:36:14 > 0:36:16and they try to convince me they have.

0:36:16 > 0:36:18I had my seat belt on, but it's a bit broke.

0:36:18 > 0:36:20No, you didn't, because you've got a nice orange shirt on,

0:36:20 > 0:36:23I could clearly see as you went past you didn't have a seat belt on.

0:36:23 > 0:36:26- You can't do me for that, can you? - Yeah.- No seat belt?- Yes.

0:36:26 > 0:36:29Basically, we're trying to cut down on the amount of road deaths

0:36:29 > 0:36:32happening in Hertfordshire, right? Already this year

0:36:32 > 0:36:35- we're coming up to our yearly total in a six-month period.- Yeah.

0:36:35 > 0:36:39Obviously, your front passenger ain't got a seatbelt on either.

0:36:39 > 0:36:42'So, to my mind, people who don't wear seat belts are stupid.'

0:36:42 > 0:36:44End of the day, it's there to save your life.

0:36:44 > 0:36:47In one week, I had three seat belts on, believe it or not.

0:36:47 > 0:36:49- So what's that mean to you?- What?

0:36:49 > 0:36:50Wear your seat belt.

0:36:51 > 0:36:52If it's broken...

0:36:52 > 0:36:56It ain't broken, I just...to be honest with you, I can't wear one.

0:36:56 > 0:36:59- Why's that, then? - I just can't wear one. Too fat!

0:36:59 > 0:37:01'There are people out there who say that.'

0:37:01 > 0:37:04"Oh, yeah, I had one last week, you know, I should wear it."

0:37:04 > 0:37:06It's two weeks today, isn't it?

0:37:06 > 0:37:0828 days, mate. Four weeks.

0:37:08 > 0:37:11Four weeks. I'll pay it in two weeks.

0:37:11 > 0:37:13The £60 fines are adding up

0:37:13 > 0:37:16for the scrap dealer, who can't have very deep pockets.

0:37:16 > 0:37:18Where are you taking all this, then?

0:37:18 > 0:37:20Just taking it to the scrap yard, mate.

0:37:20 > 0:37:24There's definitely not enough scrap loaded on the back of that lorry

0:37:24 > 0:37:26that's going to pay for two fines of £60.

0:37:26 > 0:37:29There's only...I bet there's not 30 quid on there, mate.

0:37:29 > 0:37:32One, two, three. Pays for a pint, though, don't it?

0:37:32 > 0:37:34I won't keep you a second.

0:37:34 > 0:37:36'They were obviously wide boys,'

0:37:36 > 0:37:39basically, you know, been doing the scrap dealing for a little while.

0:37:39 > 0:37:42'So, you know, they were decent enough chaps.'

0:37:42 > 0:37:45Seat belt, women, beer.

0:37:45 > 0:37:48Just lost £120 because we've stopped them.

0:37:48 > 0:37:50So it's going to be probably a very long day for them

0:37:50 > 0:37:52when they've got to find some more stuff

0:37:52 > 0:37:56to go back and pay for their seat belt tickets.

0:37:56 > 0:37:59'98% of the people out there are very nice to us.

0:37:59 > 0:38:02'It's only the, you know, the odd 2%

0:38:02 > 0:38:05think we've better things to do with our time, the old cliche. You know,

0:38:05 > 0:38:08"Why aren't you out catching burglars, murderers, robbers?"

0:38:08 > 0:38:11Moments after dealing with the scrap men,

0:38:11 > 0:38:15Chris and Neil have all of a sudden got something better to do.

0:38:15 > 0:38:18Catch a speeding van driver.

0:38:18 > 0:38:21CHRIS HUMS

0:38:21 > 0:38:24'A blur, he was literally,

0:38:24 > 0:38:27as we came up to the roundabout, he emerged from our right-hand side

0:38:27 > 0:38:30and has gone round the roundabout like a bat out of hell.

0:38:30 > 0:38:34So myself and Neil decided that we'd have a little chat with this chap.

0:38:34 > 0:38:37His driving leaves a little to be desired, to say the least.

0:38:37 > 0:38:38Oh!

0:38:38 > 0:38:41'Crossing the white chevrons, undertaking people.

0:38:41 > 0:38:44'He overtook another car, then slammed his brakes on

0:38:44 > 0:38:46'and did a left turn, right in front of this car.

0:38:49 > 0:38:51'It wasn't too hard to get behind him.

0:38:51 > 0:38:54'Obviously, there was a car in our way, but as he's gone down the lane,

0:38:54 > 0:38:56'we managed to use our blue lights and two-tones

0:38:56 > 0:38:59'and that pulled over for us and we managed to stop him.'

0:38:59 > 0:39:01Vehicle check, please.

0:39:03 > 0:39:06Sierra 954, Foxtrot Bravo Whisky,

0:39:06 > 0:39:08Sierra 954, Foxtrot Bravo Whisky.

0:39:10 > 0:39:13Didn't seem too happy that he'd been stopped.

0:39:13 > 0:39:15Why you think we want to talk to you?

0:39:16 > 0:39:18I was going too fast round there.

0:39:18 > 0:39:21Too fast? OK.

0:39:21 > 0:39:23At one point you nearly lost it.

0:39:23 > 0:39:26Undertaking, going across white lines

0:39:26 > 0:39:29and then braking heavily and turning in front of people.

0:39:29 > 0:39:33Do you find that an acceptable standard of driving?

0:39:33 > 0:39:35I don't, no.

0:39:35 > 0:39:38No. A lot of people would class that as dangerous driving.

0:39:38 > 0:39:40The most dangerous thing, basically, in my mind,

0:39:40 > 0:39:43was when he's undercut the other motorist

0:39:43 > 0:39:46and pulled straight in front of him and immediately turned to the left.

0:39:46 > 0:39:48Have you got your driving licence on you?

0:39:48 > 0:39:51- I haven't, no.- You haven't. Have you actually got one?

0:39:51 > 0:39:53Yeah.

0:39:53 > 0:39:54- You got any ID on you?- No.

0:39:56 > 0:40:00No. So I've got to trust the details you're going to give to me.

0:40:03 > 0:40:05- What's your surname?- Turner.

0:40:05 > 0:40:07- Turner. And your first name?- Max.

0:40:07 > 0:40:11He gave me his details, which we checked,

0:40:11 > 0:40:12which all came back in order.

0:40:12 > 0:40:14OK, and whose van is it?

0:40:14 > 0:40:16My work partner's van.

0:40:16 > 0:40:20It's your work partner's van. OK. Why haven't you got any tax in it?

0:40:22 > 0:40:25- Dunno. It ain't been taxed since he had it, I don't think.- OK.

0:40:25 > 0:40:27The alarm bells are beginning to ring.

0:40:27 > 0:40:29Has it got an MOT?

0:40:30 > 0:40:33- Yeah.- It has. OK, have you got that on you?

0:40:35 > 0:40:37The digging is getting to Mr Turner.

0:40:37 > 0:40:39Tango one whisky seven...

0:40:39 > 0:40:42He's not Mr Turner after all.

0:40:44 > 0:40:45All right, OK.

0:40:46 > 0:40:48Do you want my licence?

0:40:48 > 0:40:52'He gave Neil a false name.

0:40:52 > 0:40:54'Which at first we didn't realise.'

0:40:54 > 0:40:57It was only as I've gone round into the vehicle, into the near side

0:40:57 > 0:41:00to take out his tax that I've noticed he's got badges,

0:41:00 > 0:41:02ID badges hanging from his gear stick.

0:41:02 > 0:41:06At that point I noticed a nice little picture of him on there

0:41:06 > 0:41:07with his proper name on it.

0:41:07 > 0:41:10So at that point, he's decided, "I'll come clean."

0:41:10 > 0:41:12Ben Weston, is that you?

0:41:12 > 0:41:14It is, yeah. Been revoked for six months.

0:41:14 > 0:41:17- Sorry?- It's been revoked for six months.- Your licence?

0:41:17 > 0:41:21Mr Weston's a disqualified driver, and in big trouble.

0:41:21 > 0:41:24I'm going to point out a number of offences to you.

0:41:24 > 0:41:26First one's going to be dangerous driving.

0:41:26 > 0:41:29Because in my view, the driving that I've seen, OK,

0:41:29 > 0:41:34falls well below that of a competent driver. OK?

0:41:34 > 0:41:39Second one is obviously using the vehicle without a valid tax disk.

0:41:39 > 0:41:42The third one depends on what comes back on the driving licence.

0:41:42 > 0:41:45If you're right, you're driving not according to the licence.

0:41:45 > 0:41:47Why are you using the van?

0:41:47 > 0:41:50To be fair, I've just had the biggest row with my missus.

0:41:50 > 0:41:55- I'm going to my mate's house to try and chill out.- Right.

0:41:55 > 0:41:59But I know that ain't no excuse. At the end of the day, I shouldn't...

0:41:59 > 0:42:01If you'd been driving like everyone else,

0:42:01 > 0:42:04we wouldn't be having this conversation now.

0:42:04 > 0:42:07OK, cos you obviously worked yourself up.

0:42:07 > 0:42:09That's culminated in your driving, OK?

0:42:09 > 0:42:11It could have ended up being a lot worse.

0:42:11 > 0:42:14You have a little bit of sympathy for him cos of the domestic side.

0:42:14 > 0:42:17But from the other side, he's not supposed to be on the road.

0:42:17 > 0:42:18He's driving like an idiot.

0:42:18 > 0:42:21- I know I've done wrong.- OK.

0:42:22 > 0:42:25The man's van is going to be seized

0:42:25 > 0:42:28under section 165 of the Road Traffic Act.

0:42:28 > 0:42:30Why are these people driving

0:42:30 > 0:42:32when they fully know that they haven't got a licence?

0:42:32 > 0:42:35And the consequences will be slightly harder now for him.

0:42:35 > 0:42:39The cops have got a brand new way of processing disqualified drivers.

0:42:39 > 0:42:41With disqual driving now,

0:42:41 > 0:42:45we don't have to arrest the person and take them into custody.

0:42:45 > 0:42:48OK. Once upon a time, any disqual drivers get arrested,

0:42:48 > 0:42:50they go down to the police station,

0:42:50 > 0:42:52we have to do an interview, all the custody process.

0:42:52 > 0:42:54- Right.- So if you've ever been in custody,

0:42:54 > 0:42:56that's the process we go through.

0:42:56 > 0:42:59Now, what we do is, we'll do an interview here

0:42:59 > 0:43:01because I've physically got the camera here.

0:43:01 > 0:43:04I think he thought he was going to get arrested,

0:43:04 > 0:43:09and when I told him we were going to deal with it there and then,

0:43:09 > 0:43:11in a way he was quite relieved

0:43:11 > 0:43:14and he was quite happy to talk to me about what had gone on.

0:43:14 > 0:43:16And how do you feel about what's happened?

0:43:18 > 0:43:21I'm gutted, really, you know. I shouldn't have done it.

0:43:21 > 0:43:24- It's my own fault, innit?- OK.

0:43:24 > 0:43:27Stupid things will have stupid consequences, so.

0:43:27 > 0:43:32Have you got any questions that you want to ask me about any of those?

0:43:33 > 0:43:34- Not really, no.- No.

0:43:34 > 0:43:37I'd like to apologise, obviously, you know.

0:43:37 > 0:43:42I just need to go through the procedure form for the van,

0:43:42 > 0:43:44which my colleague's going to fill out for you.

0:43:47 > 0:43:49If he'd driven normally,

0:43:49 > 0:43:51we probably wouldn't have stopped him.

0:43:51 > 0:43:54And that stuff you got in the back?

0:43:54 > 0:43:56All my work tools and work equipment.

0:43:56 > 0:44:00The man's an aerial installer, and he's well kitted out for the job.

0:44:00 > 0:44:02How much of that do you need?

0:44:02 > 0:44:06The van was absolutely loaded with stuff.

0:44:09 > 0:44:12He must have spent five or ten minutes

0:44:12 > 0:44:15literally stripping the back of the vehicle out.

0:44:16 > 0:44:20Never actually seen anyone ever take so much stuff out of a vehicle

0:44:20 > 0:44:23to take with them.

0:44:23 > 0:44:25MUSIC: "Bad Day" by Daniel Powter

0:44:34 > 0:44:36I feel gutted, really.

0:44:36 > 0:44:39That's all my work stuff you can see there next to me.

0:44:39 > 0:44:42I've obviously now got to find another vehicle for Monday morning,

0:44:42 > 0:44:48get it insured all legit for my mate to use to get us to work, so...

0:44:48 > 0:44:50pretty gutted, considering the row was over money

0:44:50 > 0:44:53because we've got none at the minute. It's...yeah.

0:44:55 > 0:44:57They're doing their job.

0:44:57 > 0:44:59I was wrong to drive without a licence,

0:44:59 > 0:45:01I was driving erratically,

0:45:01 > 0:45:05so...what comes to me, I expect.

0:45:05 > 0:45:09You know, I did wrong, you've got to expect to pay for them consequences,

0:45:09 > 0:45:12but obviously, my mate is now suffering

0:45:12 > 0:45:14and, you know, I think that's a bit unfair.

0:45:14 > 0:45:16They could have let him come and pick the van up,

0:45:16 > 0:45:18- considering he's legal in it.- Yes.

0:45:20 > 0:45:22But yeah, I don't really know what's going to happen now.

0:45:22 > 0:45:25Unfortunately, what is happening

0:45:25 > 0:45:29is that his illegal van is being taken away to the pound.

0:45:42 > 0:45:44Whilst the Traffic Cops

0:45:44 > 0:45:46are constantly looking out for bad drivers,

0:45:46 > 0:45:49they're also always on hand to rush to emergencies.

0:45:49 > 0:45:50SIREN WAILS

0:45:50 > 0:45:54In Bedford, a report of an accident has just come in.

0:45:54 > 0:45:58PCs Chris Norton and Tanveer Hussain have taken the call.

0:45:58 > 0:46:02Two-vehicle injury. RTC, Cardiff Road.

0:46:04 > 0:46:06They've asked for a traffic unit to come along.

0:46:06 > 0:46:09Two special constables attended the scene first

0:46:09 > 0:46:12and started to get details. Then it transpired

0:46:12 > 0:46:15the female who was in the vehicle was complaining of neck pain

0:46:15 > 0:46:19and there was talk of having her cut out of the vehicle.

0:46:19 > 0:46:22So when that information came to light, we decided to head down

0:46:22 > 0:46:23and see what was going on.

0:46:25 > 0:46:28It's in a nearby Tesco's car park.

0:46:28 > 0:46:30Not the kind of place you'd expect a serious crash.

0:46:32 > 0:46:35It's here, car park entrance.

0:46:35 > 0:46:37It was on the approach to the petrol station

0:46:37 > 0:46:39and the exit of the car park.

0:46:39 > 0:46:42- Hello, mate. - How you doing, all right?

0:46:42 > 0:46:44She smashed into that taxi there...

0:46:44 > 0:46:46'It was quite clear as to what had happened.

0:46:46 > 0:46:50'Taxi vehicle was looking to pull onto the forecourt'

0:46:50 > 0:46:51to fill up with some petrol.

0:46:51 > 0:46:55Unfortunately, the lady who was approaching the give way

0:46:55 > 0:46:58had most probably come out and T-boned the taxi driver.

0:46:58 > 0:47:00Your colleagues have the information.

0:47:00 > 0:47:01It's a case of what can happen

0:47:01 > 0:47:03when someone doesn't put on their seat belt.

0:47:03 > 0:47:06She's gone forward, nutted the steering wheel,

0:47:06 > 0:47:08- head pain, neck pain.- OK.

0:47:08 > 0:47:11Has she then reversed back at some point or do we not know that?

0:47:11 > 0:47:13I haven't been told that she moved.

0:47:13 > 0:47:15I think she hit him, then bounced back.

0:47:15 > 0:47:19- When I got there, handbrake was off. - I was going to say, yeah, OK.

0:47:19 > 0:47:22- So I applied the handbrake. - Fair enough.

0:47:22 > 0:47:24- I think it's automatic as well. - Oh, is it? OK.

0:47:24 > 0:47:28It's quite apparent who was at fault.

0:47:28 > 0:47:31The driver of the taxi didn't have any injuries at all

0:47:31 > 0:47:35because it was just an impact upon his nearside front wing.

0:47:37 > 0:47:39The girl, she wasn't wearing her seat belt.

0:47:39 > 0:47:44She banged her head on the steering wheel and then travelled far back

0:47:44 > 0:47:46and she was complaining of neck pain.

0:47:46 > 0:47:48The injured girl's father has turned up.

0:47:48 > 0:47:52You're her father? OK. Have you given him all her details yet?

0:47:52 > 0:47:54He seems to know the taxi driver.

0:47:54 > 0:47:56I'm trying to make sure they take care of him.

0:47:56 > 0:47:58- It's OK, I know him very well. - Do you?

0:47:58 > 0:47:59The handbrake's been down.

0:47:59 > 0:48:03She's hit that car and it's a bit of a gradient

0:48:03 > 0:48:05and her car rolled back nice and slow and it's come to a stop.

0:48:05 > 0:48:08- That's what's happened.- The girl's brother has arrived as well,

0:48:08 > 0:48:11to add his weight to the argument.

0:48:11 > 0:48:14It can be two ways. It can be that she pulled out but he didn't stop.

0:48:14 > 0:48:17- Hey, hey, hey!- No, listen, mate... - Don't get cross, don't get cross.

0:48:17 > 0:48:20- Every little helps. - Don't try and defend your sister.

0:48:20 > 0:48:24Don't try and defend your sister, cos you weren't there.

0:48:24 > 0:48:26But he wasn't there too. The police officer wasn't there.

0:48:26 > 0:48:29I wasn't, you're right. All I'm saying is, from experience...

0:48:29 > 0:48:32- But he's talking from experience. - You can't just say that.

0:48:32 > 0:48:34I've had experience, I've had an accident before.

0:48:34 > 0:48:37- You can't say from experience. - Listen, do us a favour.

0:48:37 > 0:48:39It's best if we don't talk to you for five, ten minutes.

0:48:39 > 0:48:41Job done, cos your opinion is different to ours.

0:48:41 > 0:48:44Do you want to have a word with your son?

0:48:44 > 0:48:48He's ear-wigging to what Tan was explaining what was happening

0:48:48 > 0:48:51and then he tried to put his two pennyworth in

0:48:51 > 0:48:53and say what happened, though he wasn't there.

0:48:53 > 0:48:54Chris has spotted something

0:48:54 > 0:48:57that might have contributed to the accident.

0:48:57 > 0:49:00You can understand why she's probably pulled out

0:49:00 > 0:49:04and pulled into the path of the car because the hedge is quite high

0:49:04 > 0:49:07compared to her eyeline, and if she puts her seat back too far,

0:49:07 > 0:49:10she's obviously not going to be in the correct driving position.

0:49:10 > 0:49:12She looks quite slumped down already.

0:49:12 > 0:49:15That's the importance of having your seat upright

0:49:15 > 0:49:18so you maintain maximum height when in the car.

0:49:18 > 0:49:21Fire Service are doing the usual.

0:49:21 > 0:49:24I think it's merely precaution more than anything.

0:49:24 > 0:49:28It's going to be whiplash and dented pride more than anything.

0:49:28 > 0:49:31Worst thing you can do is move somebody who's got a neck ache

0:49:31 > 0:49:34out of a car, and then they've got a broken back,

0:49:34 > 0:49:38because the vertebrae are quite delicate

0:49:38 > 0:49:42and you're going to be in the line of fire if later on down the road,

0:49:42 > 0:49:45they've had a broken back and they're looking for compensation.

0:49:45 > 0:49:47The paramedic attending the scene

0:49:47 > 0:49:50is an expert in these kinds of injuries.

0:49:50 > 0:49:53I come to a lot of accidents and I see this a lot,

0:49:53 > 0:49:55but I don't thoroughly understand why.

0:49:55 > 0:49:58If we miss a possible fracture,

0:49:58 > 0:50:02there's a greater risk that actually, we could kill the patient.

0:50:02 > 0:50:04OK, and how would that happen?

0:50:04 > 0:50:07Because the controls for the heart and lungs, nerve pathways,

0:50:07 > 0:50:09come out through vertebrae numbers three, four and five

0:50:09 > 0:50:11in the back of your neck.

0:50:11 > 0:50:13- All right. - That will stop you breathing.

0:50:13 > 0:50:15And it'll stop your heart working.

0:50:15 > 0:50:17Can you demonstrate how that would happen?

0:50:17 > 0:50:19No! I'm not going to kill myself!

0:50:19 > 0:50:22So theoretically, she's thrown her head forward,

0:50:22 > 0:50:26thrown her head backwards, so she might have damaged those three bones

0:50:26 > 0:50:27within the back of the neck.

0:50:27 > 0:50:31Yeah, and if they sever the spinal cord at that point, they're dead.

0:50:31 > 0:50:33So how would you sever the...

0:50:33 > 0:50:36- Why do you immobilise the neck? - You can either have a sheer rotation,

0:50:36 > 0:50:39so they snap over each other or they twist round

0:50:39 > 0:50:41- and they cut the... - So if I look left or right...

0:50:41 > 0:50:44Yeah, or up and down to an excessive degree,

0:50:44 > 0:50:47you can actually cause the bones to break and separate

0:50:47 > 0:50:49and that would cut like a knife through butter.

0:50:49 > 0:50:52- And that's it, you're dead. - And once they've gone,

0:50:52 > 0:50:55potentially they're dead. And that's why we worry about the neck.

0:50:55 > 0:50:58Roof comes off cos we then have a greater area to work on

0:50:58 > 0:51:04for putting boards in or getting the casualties out in a smoother manner.

0:51:04 > 0:51:08Changed my appreciation for the injuries that could be involved.

0:51:10 > 0:51:12It's easy to see why such care is taken

0:51:12 > 0:51:15with suspected whiplash sufferers

0:51:15 > 0:51:17when the stakes involved are so high.

0:51:17 > 0:51:20However, despite falling numbers of car crashes,

0:51:20 > 0:51:24insurance claims for whiplash are rising.

0:51:24 > 0:51:26One is made every minute of every hour of every day.

0:51:27 > 0:51:29Most claims are genuine, but a lot aren't.

0:51:29 > 0:51:33Because of the difficulty of proving or disproving whiplash,

0:51:33 > 0:51:36it's fast becoming the fraud of choice

0:51:36 > 0:51:38for an increasing number of people.

0:51:38 > 0:51:41We have a problem with staged accidents in this country

0:51:41 > 0:51:44where people are actually staging an accident.

0:51:44 > 0:51:48These are often organised by highly efficient effective criminal gangs

0:51:48 > 0:51:51who put in a claim for damage to a vehicle

0:51:51 > 0:51:54and included in that will be claims for whiplash.

0:51:54 > 0:51:58And because whiplash is notoriously difficult to prove or disprove,

0:51:58 > 0:52:00it's an area that's rife for exploitation.

0:52:01 > 0:52:05The fraudsters choreograph this kind of accident so cleverly

0:52:05 > 0:52:09that it's virtually impossible to detect any wrong doing.

0:52:09 > 0:52:13Their favourite locations are the approaches to roundabouts

0:52:13 > 0:52:16or as PC Neil Crosier is discovering this afternoon,

0:52:16 > 0:52:18it can be the slip road onto a motorway.

0:52:18 > 0:52:21'A vehicle had gone into the back of another one

0:52:21 > 0:52:23'as they were joining the main carriageway.

0:52:23 > 0:52:26'Peter Jackson spoke to the driver.'

0:52:27 > 0:52:30- Is that the only thing you remember, the car in front was blue?- Yeah.

0:52:30 > 0:52:33What was it, a saloon, was it a small car, big car?

0:52:33 > 0:52:36- Small car.- Want me to speak to the other one?- Yes, please.

0:52:36 > 0:52:40The driver is claiming a vehicle, which has now disappeared,

0:52:40 > 0:52:43stopped in front of him, causing him to slam his brakes on.

0:52:43 > 0:52:47A hapless female driver then ran into the back of him.

0:52:47 > 0:52:51PC Moody spoke to the female driver of the Honda

0:52:51 > 0:52:55and I was talking to the gentleman in the back seat of the Vectra.

0:52:55 > 0:52:57You're going like that.

0:52:57 > 0:52:59No, I no go to hospital. I go home.

0:53:01 > 0:53:04Have you got any neck pain?

0:53:04 > 0:53:06OK, no, there's no pain.

0:53:06 > 0:53:10You're hesitating when I'm asking you. You either have or you haven't.

0:53:10 > 0:53:12The female that had made the call

0:53:12 > 0:53:16and she's a bit concerned about the nature of the accident itself

0:53:16 > 0:53:20cos in her eyes, she viewed it as being a little bit suspicious.

0:53:20 > 0:53:23I was coming up along the slip road onto the motorway

0:53:23 > 0:53:26and there were two cars in front of me

0:53:26 > 0:53:28and the motorway was quite clear

0:53:28 > 0:53:33and the car, the first car just seemed to stop all of a sudden

0:53:33 > 0:53:35and the car behind it stopped.

0:53:35 > 0:53:38I saw his brake lights come on straightaway,

0:53:38 > 0:53:40but he didn't go into the car

0:53:40 > 0:53:43and obviously I was accelerating to pull onto the motorway,

0:53:43 > 0:53:46cos it was clear, and I put my brakes on as soon as I saw his

0:53:46 > 0:53:49and I couldn't do anything, I just smashed into the back of him.

0:53:49 > 0:53:54The accident bears the hallmarks of a classic case of bash cash.

0:53:54 > 0:53:56And as she's moved over to the hard shoulder,

0:53:56 > 0:54:01the Corsa at the very front has driven off and hasn't stopped

0:54:01 > 0:54:04and in her opinion, it would have been

0:54:04 > 0:54:07of the understanding that an accident had occurred.

0:54:07 > 0:54:10I'm moving forward, and up there at the front,

0:54:10 > 0:54:12we don't know what really happened.

0:54:12 > 0:54:16HE CONTINUES INAUDIBLY

0:54:16 > 0:54:19I brake as well, and that's when we heard some collision at the back.

0:54:19 > 0:54:21The car's, you know, just vanished into thin air.

0:54:21 > 0:54:25And then the guys in the middle car got out

0:54:25 > 0:54:27and one of them came towards me.

0:54:27 > 0:54:29He didn't threaten me, but he was quite aggressive.

0:54:29 > 0:54:31I was obviously very shocked and he swore at me

0:54:31 > 0:54:34and asked me what I was doing.

0:54:34 > 0:54:36Um, and then he came out clutching his head

0:54:36 > 0:54:39and the other guy came out clutching his back.

0:54:39 > 0:54:42You've got back pain, you've been advised to see your doctor.

0:54:42 > 0:54:45At least then, it covers you and details what you say, sir.

0:54:45 > 0:54:48The driver came up and said, "I've phoned the police already,

0:54:48 > 0:54:51"but I've told the ambulance not to come cos nobody's been hurt

0:54:51 > 0:54:55"and I told the police not to come because we're all OK, aren't we?"

0:54:55 > 0:54:57And he said, "Who are you on the phone to?"

0:54:57 > 0:54:59And I said, "Oh, nobody, I'm just having a look at it.

0:54:59 > 0:55:03But the operator kept the line live as I was a bit concerned.

0:55:03 > 0:55:06Front seat passenger says they've been coming up the slip road,

0:55:06 > 0:55:07a small blue vehicle

0:55:07 > 0:55:10has just randomly jammed the yanks on in front of them.

0:55:10 > 0:55:12He said he doesn't know where it's come from,

0:55:12 > 0:55:15just suddenly appeared, his mate slammed the brakes on as well

0:55:15 > 0:55:19and they've had a shunt from behind. So...

0:55:19 > 0:55:21Is that both passengers have said that?

0:55:21 > 0:55:23No, just the one from the front seat,
