0:00:09 > 0:00:13Its 6,000 miles of roads are some of the most dangerous in the UK.

0:00:13 > 0:00:15- Sorry, I could have killed somebody! - HE CRIES

0:00:15 > 0:00:19OK, that's OK. Well, you haven't killed anybody, have you?

0:00:19 > 0:00:22For three of winter's toughest months,

0:00:22 > 0:00:26our cameras filmed with this force 24/7.

0:00:26 > 0:00:28Good afternoon, North Yorkshire Police.

0:00:28 > 0:00:32This is an access all areas guide to policing North Yorkshire.

0:00:32 > 0:00:35- Open the window, open the door now! - SIREN WAILS

0:00:35 > 0:00:38In 2013, 43 people died

0:00:38 > 0:00:42and more than 390 were seriously hurt on the county's roads.

0:00:42 > 0:00:45Most were simply caused by bad driving.

0:00:45 > 0:00:47For North Yorkshire's traffic officers,

0:00:47 > 0:00:49it's a major challenge.

0:00:49 > 0:00:54They have to track down drivers who pose a risk behind the wheel...

0:00:54 > 0:00:57And I can prove that you entered a right-hand blind bend...

0:00:59 > 0:01:01..a metre and a half on the wrong side of the road,

0:01:01 > 0:01:04which is shocking driving.

0:01:04 > 0:01:06..catch those who shouldn't be driving at all...

0:01:06 > 0:01:09'A lot of people now think it's a God-given right'.

0:01:09 > 0:01:12"I can drive, I can get behind the wheel of a car and I can drive".

0:01:12 > 0:01:15Actually, it's a privilege. You have to earn that privilege.

0:01:15 > 0:01:19..and get the most dangerous drivers off the road and behind bars.

0:01:19 > 0:01:22It's maybe only a matter of time before he kills somebody.

0:01:32 > 0:01:33SIREN WAILS

0:01:33 > 0:01:38In Harrogate, it's 4:30pm on Friday afternoon.

0:01:39 > 0:01:41Rush hour.

0:01:41 > 0:01:43But tonight, the roads are gridlocked.

0:01:45 > 0:01:47A collision on one of the busiest roads out of town

0:01:47 > 0:01:50has brought traffic to a standstill.

0:01:50 > 0:01:52It's already causing a massive tailback.

0:01:54 > 0:01:59First officer on the scene is traffic constable Steve Gardner.

0:01:59 > 0:02:00It's at the top, on the hill over there.

0:02:00 > 0:02:01SIREN WAILS

0:02:02 > 0:02:04'We could just tell'

0:02:04 > 0:02:06by the tailbacks on our approach

0:02:06 > 0:02:09that it was having a major effect already, within minutes.

0:02:11 > 0:02:14It looks like multiple vehicles are involved.

0:02:14 > 0:02:16Look at the damage to that last one.

0:02:18 > 0:02:20We've got damage on the road.

0:02:20 > 0:02:21Right.

0:02:23 > 0:02:24DOOR SHUTS

0:02:24 > 0:02:28Steve's number one priority is to check for injuries.

0:02:28 > 0:02:32'I could tell that most of the people from this accident

0:02:32 > 0:02:34'were not injured.

0:02:34 > 0:02:35'But I did notice that'

0:02:35 > 0:02:39there was one driver still sat within the driver's seat

0:02:39 > 0:02:41and also very quiet.

0:02:41 > 0:02:43And it's the quiet ones that we need to worry about.

0:02:43 > 0:02:45- Hi, there.- Hello.

0:02:45 > 0:02:47What's your injuries, please?

0:02:49 > 0:02:51You've hurt your head?

0:02:51 > 0:02:52OK.

0:02:52 > 0:02:55In all, four cars are involved in the collision.

0:02:55 > 0:02:57Is there anyone else injured?

0:02:58 > 0:03:01- You don't feel very good? - No.- Which car you from, please?

0:03:01 > 0:03:03- The white one down there.- OK. Well, we don't want you falling over

0:03:03 > 0:03:04or anything like that.

0:03:04 > 0:03:06Yeah, that's fine.

0:03:06 > 0:03:09Although Steve needs to identify the cause of the crash,

0:03:09 > 0:03:14and if anyone's to blame, caring for the injured comes first.

0:03:14 > 0:03:15'You know, the priority is'

0:03:15 > 0:03:17to get the casualties sorted by the paramedics

0:03:17 > 0:03:21and, often, that requires the use of the Fire Brigade.

0:03:21 > 0:03:24Our role is to mop it all up afterwards.

0:03:24 > 0:03:25SIREN WAILS, HORN BEEPS

0:03:25 > 0:03:29An ambulance fights through the traffic to reach the injured woman.

0:03:32 > 0:03:34- Are you able to put it off the road? - Yep.

0:03:34 > 0:03:35That would be brilliant.

0:03:35 > 0:03:38It's the lady in this vehicle, the red car here, that's...

0:03:38 > 0:03:40She looks like she's got whiplash or something like that.

0:03:40 > 0:03:43Steve's concerned she may have hurt her spine,

0:03:43 > 0:03:46so, as a precaution, the lady will need to be cut out of her car

0:03:46 > 0:03:49by the Fire Service, who are also now at the scene.

0:03:49 > 0:03:53She had some sort of medical background

0:03:53 > 0:03:56and she knew herself that she shouldn't be moved

0:03:56 > 0:03:58and she was able to tell me that.

0:03:58 > 0:04:01We didn't know how serious that was and was best to leave her

0:04:01 > 0:04:02exactly where she was

0:04:02 > 0:04:04until the medical professional could take over.

0:04:04 > 0:04:06With the road blocked in both directions,

0:04:06 > 0:04:09the rush-hour tailbacks are growing by the minute.

0:04:09 > 0:04:12- How many cars were involved? - There's four cars involved.

0:04:12 > 0:04:14That's the only one we've got injuries in.

0:04:14 > 0:04:18Steve tries to get the traffic moving while the firemen go to work.

0:04:18 > 0:04:21- But I want to try to keep the inbound flowing.- OK.

0:04:21 > 0:04:23What we'll try and do is keep it there,

0:04:23 > 0:04:25- as long as you can guarantee... - I can guarantee it.

0:04:25 > 0:04:26- We can put a line of cones out. - All right.

0:04:26 > 0:04:29If we get one lane closed, that would be absolutely brilliant.

0:04:29 > 0:04:31Yeah, we've got rush-hour Friday, eh?

0:04:31 > 0:04:34My concern is the knock-on effect to other accidents.

0:04:34 > 0:04:38It's quite common for secondary accidents to occur in the tailbacks.

0:04:38 > 0:04:42I want the road open, I want to clear the scene as quickly as I can.

0:04:47 > 0:04:52Most accidents in the UK are caused by driver error.

0:04:52 > 0:04:55North Yorkshire's winding rural roads can be unforgiving

0:04:55 > 0:04:57of motorists who lose their concentration.

0:05:00 > 0:05:0150 miles from Harrogate,

0:05:01 > 0:05:04on the edge of the North Yorkshire Moors,

0:05:04 > 0:05:06TC Dan Hughes is hunting for a vehicle

0:05:06 > 0:05:09that has fled the scene of a violent incident at high speed.

0:05:09 > 0:05:11SIREN WAILS

0:05:11 > 0:05:14Dan wants to stop the car before he causes another accident

0:05:14 > 0:05:15and endangers others.

0:05:15 > 0:05:16POLICE RADIO CHATTER

0:05:16 > 0:05:18'The driver was believed to have been involved'

0:05:18 > 0:05:20in some sort of domestic incident

0:05:20 > 0:05:21in the Humberside force area,

0:05:21 > 0:05:25where he'd caused some substantial amount of damage.

0:05:25 > 0:05:28'There was a belief that he may have consumed some alcohol'

0:05:28 > 0:05:30rand he lives in the Cleveland force area,

0:05:30 > 0:05:33so he was travelling through us, presumably on his way home.

0:05:36 > 0:05:40Using a network of automatic number plate recognition cameras,

0:05:40 > 0:05:43the police are tracking the driver's movements.

0:05:45 > 0:05:47The vehicle hails from the Middlesbrough area.

0:05:47 > 0:05:50It subsequently hit another camera, which has given us a route

0:05:50 > 0:05:52that it's possibly travelling.

0:05:52 > 0:05:55So we are making onto the Pickering road

0:05:55 > 0:05:57to see if we can catch up with the vehicle.

0:06:02 > 0:06:04But before Dan can close the gap,

0:06:04 > 0:06:06a new report comes in.

0:06:06 > 0:06:07POLICE RADIO:

0:06:16 > 0:06:19There's been a crash in a village just ahead of Dan.

0:06:21 > 0:06:23It's the one Dan was looking for.

0:06:23 > 0:06:25The driver is injured, but conscious.

0:06:25 > 0:06:28Now Dan has to try and establish what happened.

0:06:32 > 0:06:33Where are we hurting?

0:06:33 > 0:06:35'This chap's laid on his back,'

0:06:35 > 0:06:38his legs are in the car, his body's out and people are attending to him.

0:06:38 > 0:06:40On the surface, it looks like he could potentially be

0:06:40 > 0:06:43in quite a bad way, the car's obviously rolled over.

0:06:43 > 0:06:45Has he been ejected from the vehicle

0:06:45 > 0:06:47and found himself in that state?

0:06:47 > 0:06:49Or is that him trying to crawl his way out?

0:06:50 > 0:06:52Can you tell me your name, lovie?

0:06:52 > 0:06:53HE MUMBLES

0:06:53 > 0:06:55OK.

0:06:56 > 0:07:01Two parked cars have been hit in the crash, one seriously.

0:07:01 > 0:07:04Its owner was at home close by when the crash occurred.

0:07:04 > 0:07:06It just shouldn't happen.

0:07:06 > 0:07:08That's why I'm really angry.

0:07:09 > 0:07:11But my kids weren't in the car,

0:07:11 > 0:07:12nobody was hurt.

0:07:15 > 0:07:17This is the main road through the village.

0:07:17 > 0:07:20But none of the residents saw the accident happen.

0:07:20 > 0:07:23No, I just heard something. We thought it was like an explosion.

0:07:23 > 0:07:26And my husband looked out the window and was like, "There's a car".

0:07:26 > 0:07:28And I came out, cos I'm a nurse,

0:07:28 > 0:07:30so I...sort of came and...

0:07:30 > 0:07:32And then the doctor, so...

0:07:32 > 0:07:33Yeah, I just live up the road

0:07:33 > 0:07:35and somebody came and knocked on the door,

0:07:35 > 0:07:38cos they must have figured out that I'm a GP, so, yeah...

0:07:40 > 0:07:43How fast do you think you might have been going when this happened?

0:07:43 > 0:07:44- MUMBLING:- I don't know.

0:07:44 > 0:07:46I'm just ambulance service, mate.

0:07:46 > 0:07:48So we get a rough idea of what might or might not be occurring.

0:07:48 > 0:07:51- Don't know.- You don't know?

0:07:51 > 0:07:52Do you remember it happening?

0:07:53 > 0:07:55- Not really.- No?

0:07:55 > 0:07:58With the driver himself unclear about what happened,

0:07:58 > 0:08:01Dan will struggle to prove he's committed an offence.

0:08:01 > 0:08:03'We've not got any independent witnesses there.'

0:08:03 > 0:08:06Nobody can tell us that, yes, the car was coming down the road,

0:08:06 > 0:08:07it was doing 50, 60mph.

0:08:07 > 0:08:11He's not really willing to divulge to us what he's done,

0:08:11 > 0:08:13what's caused him to lose control.

0:08:17 > 0:08:1950 miles away, outside Harrogate,

0:08:19 > 0:08:22Steve Gardner is dealing with the four-car collision

0:08:22 > 0:08:24that's left one driver badly injured

0:08:24 > 0:08:26and created rush-hour chaos.

0:08:28 > 0:08:30Slow, slow, slow.

0:08:31 > 0:08:34As the injured driver's cut out of her car,

0:08:34 > 0:08:37Steve gets one lane open and traffic begins to flow.

0:08:37 > 0:08:40Harrogate, unfortunately,

0:08:40 > 0:08:42and anyone that lives around here will know that

0:08:42 > 0:08:45it suffers from not having a bypass.

0:08:45 > 0:08:48So we've got sort of four, maybe five, major routes

0:08:48 > 0:08:50in and out of Harrogate,

0:08:50 > 0:08:54which get very severely clogged up at rush hours.

0:08:54 > 0:08:57If we've got a collision on one of those roads,

0:08:57 > 0:09:00then it has a major knock-on effect on the rest of the town.

0:09:02 > 0:09:05- ALL TALK - Whoa, whoa, whoa, whoa.

0:09:05 > 0:09:07As fire crews reach the casualty,

0:09:07 > 0:09:11Steve turns his attention to the cause of the crash.

0:09:11 > 0:09:13Ooh, that looks like the offending vehicle to me.

0:09:13 > 0:09:15This accident was on a straight piece of road.

0:09:15 > 0:09:18There were no junctions anywhere near the accident

0:09:18 > 0:09:20and all the vehicles involved were facing in the same direction,

0:09:20 > 0:09:23so the one at the back hits the one in front,

0:09:23 > 0:09:26and then it hits somebody else, and then it hits somebody else.

0:09:27 > 0:09:29Is this your car, sir?

0:09:29 > 0:09:31What's happened then?

0:09:31 > 0:09:34- There was a car turning round in that farm drive there.- Yeah.

0:09:34 > 0:09:36- He was sticking out into the road.- OK.

0:09:36 > 0:09:40Almost like he was going to go and then he stopped and...

0:09:40 > 0:09:41- I was looking at him.- Right.

0:09:41 > 0:09:44- I didn't see the traffic in front of me had stopped.- Stopped, right.

0:09:44 > 0:09:45And I slammed all on.

0:09:45 > 0:09:47- I tr...- OK.- I tr... - HE PANTS

0:09:47 > 0:09:48I tr...

0:09:48 > 0:09:50- Sorry, I could have killed somebody. - HE CRIES

0:09:50 > 0:09:52Yeah, yeah. OK. It's OK.

0:09:52 > 0:09:55- Well, you haven't killed anybody, have you?- No, I haven't, but...

0:09:55 > 0:09:58- There's no good thinking "what if", OK?- But...

0:09:58 > 0:10:01- But you were the rear car of four. - I just slammed into the back

0:10:01 > 0:10:03- of the car, I couldn't help it. - OK. Sure, OK. That's fine.

0:10:03 > 0:10:05'There was a lot of force involved'

0:10:05 > 0:10:08to concertina four vehicles together,

0:10:08 > 0:10:12so there's some massive power and energy involved in this accident.

0:10:12 > 0:10:16And this chap, he was shocked

0:10:16 > 0:10:18as to the damage that he had caused.

0:10:19 > 0:10:22The driver at fault has admitted his mistake

0:10:22 > 0:10:24and witnesses have confirmed his story.

0:10:24 > 0:10:28He wasn't drunk or reckless, but, in the eyes of the law,

0:10:28 > 0:10:31he was careless, which can be an offence.

0:10:31 > 0:10:32He's in a bit of bother, yeah.

0:10:32 > 0:10:35We're looking at driving without due care and attention.

0:10:35 > 0:10:36It's a minor road traffic offence,

0:10:36 > 0:10:40but still we will be interviewing him at a later date.

0:10:40 > 0:10:42You could be the best driver in the world,

0:10:42 > 0:10:44but that doesn't account for the complacent driver

0:10:44 > 0:10:46coming in the opposite direction.

0:10:46 > 0:10:49And that's...that's the sad part of my job,

0:10:49 > 0:10:52that I deal with a lot of injured people at an accident,

0:10:52 > 0:10:53but they're completely innocent,

0:10:53 > 0:10:56because of somebody that is not paying attention,

0:10:56 > 0:10:58or has done something wrong coming the other way.

0:11:03 > 0:11:06With the scene of the accident finally cleared,

0:11:06 > 0:11:08Steve gets back on the road.

0:11:08 > 0:11:11He's about to take a break for some food

0:11:11 > 0:11:14when another call comes in with details of yet another crash.

0:11:18 > 0:11:19POLICE RADIO:

0:11:20 > 0:11:21Yep.

0:11:24 > 0:11:25Dinner will have to wait.

0:11:26 > 0:11:28Hiya, it's Steve Gardner from the police.

0:11:28 > 0:11:31We've just ordered two chicken grills.

0:11:31 > 0:11:32POLICE RADIO CHATTER

0:11:32 > 0:11:34Yeah, can you delay them just a bit?

0:11:34 > 0:11:36We've just been sent to an accident.

0:11:37 > 0:11:39Thank you very much. Bye.

0:11:39 > 0:11:43Steve is specially trained in crash scene investigation.

0:11:43 > 0:11:45This collision has been reported

0:11:45 > 0:11:49on a quiet but twisty country road near Harrogate.

0:11:49 > 0:11:50We're close to the scene now.

0:11:50 > 0:11:54Heading for the scene, Steve starts to assess what might have caused

0:11:54 > 0:11:57a driver to lose control on this stretch of road.

0:11:57 > 0:11:59There's a couple of really bad bends on this road

0:11:59 > 0:12:01that easily catch you out.

0:12:02 > 0:12:05Yeah, this looks like it here. Here we go.

0:12:05 > 0:12:06OK.

0:12:06 > 0:12:09There's only one vehicle involved.

0:12:09 > 0:12:12It has left the road, hit a wall and flipped onto its side.

0:12:14 > 0:12:17Can we start recovery now, please? It'll be a Cat 2.

0:12:17 > 0:12:19It'll drag onto its wheels, over.

0:12:19 > 0:12:22The driver who crashed is sheltering in another car.

0:12:22 > 0:12:24Hello, is it your car?

0:12:24 > 0:12:25OK. Are you injured?

0:12:28 > 0:12:29Your right side hurts?

0:12:29 > 0:12:31Do you need the ambulance here to check you out?

0:12:31 > 0:12:33INAUDIBLE

0:12:33 > 0:12:35That's absolutely fine. We'll get one sorted now.

0:12:35 > 0:12:38It's my job, turning up to this scene,

0:12:38 > 0:12:40to see if anyone had done anything wrong.

0:12:40 > 0:12:45If an accident occurs, normally, it's down to driver error.

0:12:45 > 0:12:48Now, if someone's done something wrong,

0:12:48 > 0:12:50then they've committed an offence.

0:12:50 > 0:12:53I'm looking at a scene now with a car on its side.

0:12:53 > 0:12:56It's an expensive, brand-new car.

0:12:56 > 0:13:01There's unlikelihood that there's going to be a fault with the car.

0:13:01 > 0:13:04So it's going to be a fault with a driver.

0:13:04 > 0:13:06Can you tell me what happened, please?

0:13:08 > 0:13:09Mm-hm.

0:13:18 > 0:13:19Mm-hm.

0:13:30 > 0:13:33The only account of the crash is from the driver herself.

0:13:33 > 0:13:36I'm just seeing if she's left the road way back here.

0:13:36 > 0:13:40Her version of what happened may or may not be accurate.

0:13:40 > 0:13:43Erm, we've come back here about 50 metres, 100 metres

0:13:43 > 0:13:44and it's still...

0:13:44 > 0:13:48There's no signs of the vehicle leaving the road here,

0:13:48 > 0:13:51so I'm guessing it's more nearer the bend.

0:13:51 > 0:13:53Steve's training has taught him to spot the clues that will

0:13:53 > 0:13:57either confirm or contradict someone's story.

0:13:57 > 0:14:01I had just come off a course about the more technical sides

0:14:01 > 0:14:04of collision investigation and that sort of made me

0:14:04 > 0:14:07start looking at it a little more in-depth.

0:14:09 > 0:14:11Yeah, there's the tyre marks there.

0:14:11 > 0:14:13She's on the wrong side of the road.

0:14:15 > 0:14:16We can see them clearly now.

0:14:19 > 0:14:23The tyre marks leave the... Cross the centre line here.

0:14:23 > 0:14:25They go across on the opposite side of the road

0:14:25 > 0:14:28and then straight off the road, just in front of my car.

0:14:28 > 0:14:30We're going to follow those tracks now

0:14:30 > 0:14:32and see if they lead to her vehicle.

0:14:33 > 0:14:36The driver made no mention of having crossed the double white line.

0:14:36 > 0:14:39Yet the tracks appear to show that she did,

0:14:39 > 0:14:43which could make her guilty of careless driving.

0:14:43 > 0:14:44Very distinctive just there.

0:14:48 > 0:14:51Our responder's parked right on top of them.

0:14:59 > 0:15:01The car's left the road here.

0:15:05 > 0:15:08Marks on the grass tell an even clearer story.

0:15:08 > 0:15:11We can tell you that the car's been travelling in the direction

0:15:11 > 0:15:15to my right, because of the way the grass has been folded over.

0:15:15 > 0:15:16The grass is frozen.

0:15:18 > 0:15:19So it's laid flat.

0:15:21 > 0:15:24The car's not braking at the time,

0:15:24 > 0:15:26cos, if the car was braking through here,

0:15:26 > 0:15:28then it would have torn the grass.

0:15:28 > 0:15:30So the car's still rolling.

0:15:32 > 0:15:34But then it rejoins the road here.

0:15:35 > 0:15:38This evidence contradicts the driver's story.

0:15:38 > 0:15:41She says she swerved to avoid an oncoming car

0:15:41 > 0:15:43that was on the wrong side of the road.

0:15:43 > 0:15:46- But it looks as though - she- was the one in the wrong.

0:15:46 > 0:15:48I think it is a case of poor driving,

0:15:48 > 0:15:51because of these marks that we've found on the road,

0:15:51 > 0:15:53which are fresh cos, if they weren't fresh,

0:15:53 > 0:15:56they would have been rubbed out by now by the passing traffic.

0:15:56 > 0:16:01She's approached that bend either too quick or without concentrating

0:16:01 > 0:16:05and has crossed the centre line, losing control on the grass here.

0:16:05 > 0:16:07And she will need to be spoken to about that.

0:16:09 > 0:16:11For traffic officers like Steve,

0:16:11 > 0:16:15prosecuting careless, dangerous or illegal driving

0:16:15 > 0:16:19is key to making the roads safer for everyone.

0:16:19 > 0:16:22But the true cause of a collision is often hard to prove.

0:16:26 > 0:16:2950 miles away at the crash scene in the village,

0:16:29 > 0:16:31Dan Hughes is investigating what caused this car

0:16:31 > 0:16:34to flip onto its roof.

0:16:34 > 0:16:37He needs to work out if the driver should be charged with an offence.

0:16:37 > 0:16:40And this collision could easily have been fatal.

0:16:40 > 0:16:41THEY TALK

0:16:41 > 0:16:44'It's a busy village. There's a chip shop just up the road.

0:16:44 > 0:16:46'People are coming and going. It's quite a busy road.

0:16:46 > 0:16:48'He's been very lucky that he hasn't hit

0:16:48 > 0:16:50'an oncoming vehicle, a pedestrian,'

0:16:50 > 0:16:52or done anything where he's caused

0:16:52 > 0:16:54anybody else some significant injury or harm.

0:16:54 > 0:16:56- Open your eyes a minute. - Open your eyes.

0:16:56 > 0:16:58I'll shine a light into them.

0:16:58 > 0:17:00With the driver the only person involved in the incident

0:17:00 > 0:17:05and no witnesses, Dan tries to discover why he lost control.

0:17:05 > 0:17:07One of the things we deal with at collisions is always

0:17:07 > 0:17:09whether alcohol is a factor and breath testing people.

0:17:09 > 0:17:12Obviously, the sooner we can get in there, we can breathalyse somebody,

0:17:12 > 0:17:15the sooner we can easily get that evidence, or negate it.

0:17:15 > 0:17:18Is there any chance we can do a quick breath test with him,

0:17:18 > 0:17:20just to establish it from our point of view?

0:17:20 > 0:17:23- Are you willing to do a breath test, darling?- Yeah.- Yeah, OK.- Yeah?

0:17:23 > 0:17:25Take a deep breath for me and blow through that tube.

0:17:25 > 0:17:27- Blow. Keep going, keep going. - MACHINE BEEPS

0:17:27 > 0:17:29Keep going, keep going.

0:17:29 > 0:17:31That'll do. Lovely.

0:17:31 > 0:17:32MACHINE BEEPS

0:17:32 > 0:17:34OK, it's showing a reading of 20 there, which is a pass.

0:17:34 > 0:17:37Showing that there is some alcohol in your system,

0:17:37 > 0:17:39but not enough to be over the limit at the time. OK, mate?

0:17:41 > 0:17:42Good on ya.

0:17:43 > 0:17:47- Can you smoke a fag? Absolutely not. No, sorry.- Why?

0:17:47 > 0:17:48'In the grand scheme of a crash,

0:17:48 > 0:17:51'it's a car that's hit a parked car and rolled over.'

0:17:51 > 0:17:53We've breathalysed the chap and he's under,

0:17:53 > 0:17:56so that negates anything, from our point of view.

0:17:56 > 0:17:58It's just trying to find out what's happened.

0:17:58 > 0:17:59What Dan does know

0:17:59 > 0:18:01is that the driver was being tracked by police

0:18:01 > 0:18:04after leaving the scene of a violent incident.

0:18:04 > 0:18:06What you've got to think of

0:18:06 > 0:18:08is...what's potentially going through his mind.

0:18:08 > 0:18:10You know, he's...

0:18:10 > 0:18:12'He's been involved in some sort of domestic incident.

0:18:12 > 0:18:14'He's then fled that scene'

0:18:14 > 0:18:18so his adrenaline's going to be pumping.

0:18:18 > 0:18:21He's presumably fleeing the scene, cos he doesn't want to be caught,

0:18:21 > 0:18:22he doesn't want to be arrested.

0:18:22 > 0:18:25From that, you can maybe presume that he was driving too quickly

0:18:25 > 0:18:28and perhaps beyond his capabilities,

0:18:28 > 0:18:31beyond the speed limits and the road conditions.

0:18:31 > 0:18:33She's going to look after your head. All right?

0:18:33 > 0:18:38As we start to move you, if it hurts at all, you need to let us know.

0:18:38 > 0:18:41All right? Right, ready, steady, slide.

0:18:41 > 0:18:44- HE GROANS - OK, no.

0:18:44 > 0:18:45Where was that hurting?

0:18:45 > 0:18:48- My back.- OK, I have a look at your back.- Yep.

0:18:48 > 0:18:49HE GROANS

0:18:49 > 0:18:51- That's it.- OK, you're out.

0:18:51 > 0:18:53This crash has left one car on its roof,

0:18:53 > 0:18:57another written off and the driver hospitalised.

0:18:57 > 0:18:59But, if the police can't prove he was driving dangerously,

0:18:59 > 0:19:02he'll only be charged with a minor offence

0:19:02 > 0:19:04and will be able to keep his licence.

0:19:04 > 0:19:06He's not really willing

0:19:06 > 0:19:08to divulge to us what he's done.

0:19:08 > 0:19:11You've certainly got an element of careless driving there,

0:19:11 > 0:19:15without any sort of independent witnesses to say

0:19:15 > 0:19:17the car was doing this, this and this.

0:19:17 > 0:19:21You know, you're going to struggle to prove any more dangerous aspect.

0:19:23 > 0:19:26Drivers involved in collisions will often deny

0:19:26 > 0:19:28that they've done anything wrong.

0:19:28 > 0:19:29SQUEAKING

0:19:29 > 0:19:32While Dan tries to piece together enough physical evidence

0:19:32 > 0:19:34to prosecute the driver...

0:19:37 > 0:19:40..50 miles away, just outside Harrogate,

0:19:40 > 0:19:43Steve Gardner has made a discovery.

0:19:43 > 0:19:46Tyre markings seem to contradict the account given to him

0:19:46 > 0:19:48by a driver who crashed on this country road.

0:19:48 > 0:19:51It's time to ask a few more searching questions.

0:19:51 > 0:19:53Erm, can you come just...?

0:19:53 > 0:19:57Come down the road with me, just for a few minutes, please, if that's OK.

0:19:59 > 0:20:01If you come this way a little bit more.

0:20:06 > 0:20:09The tyre marks here, crossing the centre line here.

0:20:09 > 0:20:12Can you see those marks there? The white marks there?

0:20:12 > 0:20:14Can you follow them round the bend?

0:20:14 > 0:20:16- Just here.- Yeah. - Can you see those marks?- Mm-hm.

0:20:16 > 0:20:18They come from your vehicle.

0:20:18 > 0:20:21So that's putting you on the wrong side of the road,

0:20:21 > 0:20:22prior to this bend.

0:20:32 > 0:20:33I understand that, but you're actually...

0:20:33 > 0:20:37Your car is here, on the wrong side of the road.

0:20:37 > 0:20:39Not the white Audi.

0:20:39 > 0:20:41These are your tyre marks here.

0:20:41 > 0:20:42Not here.

0:20:42 > 0:20:44Or not here.

0:20:44 > 0:20:45OK, they're right across there.

0:20:47 > 0:20:49I'm not saying you don't drive on the road regularly.

0:20:49 > 0:20:52What I'm saying, what happened tonight, and what's caused you

0:20:52 > 0:20:55to have an accident, is that you've left the road over there.

0:20:55 > 0:20:58So, unfortunately, I've got to investigate you

0:20:58 > 0:21:00for driving without due care and attention,

0:21:00 > 0:21:03because your story about the Audi coming towards you

0:21:03 > 0:21:05on the wrong side of the road doesn't stack up

0:21:05 > 0:21:08- with where your tyre tracks are. - But that's how...

0:21:09 > 0:21:12There's nothing worse than turning up to a scene

0:21:12 > 0:21:15where somebody comes up with a plausible excuse,

0:21:15 > 0:21:18but it can't be proven either way.

0:21:18 > 0:21:22On this case, I was able to look at the road,

0:21:22 > 0:21:24see some evidence on the road

0:21:24 > 0:21:28and that proved what this driver was saying was wrong.

0:21:28 > 0:21:31Before the tyre marks are rubbed away by traffic,

0:21:31 > 0:21:35Steve measures them as evidence of the driver's negligence.

0:21:35 > 0:21:37Just got to watch out for traffic here.

0:21:44 > 0:21:46One and a half metres.

0:21:48 > 0:21:50One and a half metres on the wrong side of the road.

0:21:50 > 0:21:54You wouldn't want to meet that coming the other way, would you?

0:21:57 > 0:22:01The majority of collisions on Britain's roads, even fatal ones,

0:22:01 > 0:22:05are caused by the careless driving of normally law-abiding people.

0:22:07 > 0:22:09But there's no shortage of drivers

0:22:09 > 0:22:12who are knowingly committing an offence.

0:22:13 > 0:22:16Those who are driving while disqualified or uninsured.

0:22:17 > 0:22:21For the traffic officers, getting these offenders off the road

0:22:21 > 0:22:24before they cause an accident is a high priority.

0:22:27 > 0:22:33What I see more and more is vehicles being driven without insurance,

0:22:33 > 0:22:36and that's becoming a daily occurrence.

0:22:36 > 0:22:42Maybe five years ago I may have stopped two, three, four cars a year

0:22:42 > 0:22:44that came back as uninsured.

0:22:44 > 0:22:47Now, we can be doing that on a daily basis.

0:22:51 > 0:22:53It is 9am on the North Yorkshire Moors.

0:22:55 > 0:22:59Police have received a tip-off that a Helmsley man has been

0:22:59 > 0:23:03driving his car illegally, without a full licence or insurance.

0:23:05 > 0:23:08TC Mark Gonella is looking for the offending vehicle.

0:23:10 > 0:23:13The intelligence that we got relating to that was that

0:23:13 > 0:23:15he regularly drove.

0:23:15 > 0:23:19He would drive from his home address to a farm, do a bit of work

0:23:19 > 0:23:22and then I think what was upsetting whoever it was was that

0:23:22 > 0:23:25he would then nip home, have his breakfast

0:23:25 > 0:23:28and then go back to work again and he was using this vehicle

0:23:28 > 0:23:31without a driving licence and without insurance.

0:23:31 > 0:23:34So the aim was to go and deal with him.

0:23:34 > 0:23:37I am hoping that is the only way you can get in.

0:23:37 > 0:23:40I'm hoping there's not a back road out of the pig farm

0:23:40 > 0:23:42that he can come the other end.

0:23:42 > 0:23:45Mark waits for the driver's usual route to work,

0:23:45 > 0:23:47ready to stop him as he passes.

0:23:47 > 0:23:51I want to catch him behind the wheel of the car, committing that offence.

0:23:51 > 0:23:53He just nips out of there, doesn't he?

0:23:53 > 0:23:57Up there and within two minutes he is at work.

0:23:57 > 0:24:00After a half-hour wait, the offending vehicle appears

0:24:00 > 0:24:01and Mark makes his move.

0:24:10 > 0:24:14The driver pulls over as soon as he sees Mark's lights.

0:24:19 > 0:24:22Hiya. Reason for stopping you...

0:24:22 > 0:24:25- Huh?- No belt.- No seatbelt?- Yeah.

0:24:25 > 0:24:28- Number one. What is the second reason, any idea?- No.

0:24:28 > 0:24:31- Are you on the insurance?- Yeah. - Are you?- Yeah.

0:24:31 > 0:24:36You could see the look on his face, and you see it so often.

0:24:36 > 0:24:42And it's difficult to explain, but it's that look of, "Do I lie?"

0:24:42 > 0:24:45The little millisecond of, "Shall I lie?"

0:24:45 > 0:24:47and then it was, "I have been caught."

0:24:47 > 0:24:50- Are you listed on the insurance? - No, I'm not, no.

0:24:50 > 0:24:52- So you are not insured. - No, I am not insured.

0:24:52 > 0:24:55- OK, all right. Have you got a licence?- No.

0:24:55 > 0:24:57- So why are you driving? - Stupidness.

0:24:57 > 0:25:03People don't realise the impact that having no insurance has.

0:25:03 > 0:25:05You put yourself and everyone else at risk, didn't you?

0:25:05 > 0:25:07I am going to have to deal with you.

0:25:07 > 0:25:10You have got to ensure your vehicle to be legally on the road,

0:25:10 > 0:25:12that's the first thing. The law says you have got to be insured.

0:25:12 > 0:25:17Secondly, if you were involved in a collision, a crash with

0:25:17 > 0:25:19anybody else and people were injured,

0:25:19 > 0:25:21you need that insurance.

0:25:21 > 0:25:24People that try and claim off of you can't claim off of you

0:25:24 > 0:25:26because you're uninsured.

0:25:26 > 0:25:28- Whose car is it?- Mine.

0:25:28 > 0:25:30Well, it's my girlfriend's - she is on the insurance.

0:25:30 > 0:25:33She is just there.

0:25:33 > 0:25:34- She's at home?- Yeah.

0:25:34 > 0:25:37I will tell you what it was, I got up at 7.55, I am meant to

0:25:37 > 0:25:41be at work at eight o'clock and I thought, "I'm going to be late."

0:25:41 > 0:25:44- I don't know why I did it, I just jumped in it and went up.- OK.

0:25:44 > 0:25:47- Stupidness, that's it.- I appreciate your honesty, all right?

0:25:47 > 0:25:51- Sorry, I can't tell you nowt else, can I?- You can't, can you?

0:25:51 > 0:25:52Have a seat in my car

0:25:52 > 0:25:56- because we are going to have to go through some paperwork.- Yeah, fine.

0:25:56 > 0:25:57Actually, sit in the front there, mate,

0:25:57 > 0:26:00because there is too much on the back of here.

0:26:02 > 0:26:05- That's pigs as in... - Yeah, I work on a pig farm.

0:26:05 > 0:26:08As long as there's not a wry smile on your face when you say that.

0:26:13 > 0:26:14- My... Oh, dear.- I know.

0:26:14 > 0:26:17When you say smelling of pigs, you smell...

0:26:17 > 0:26:22I work on a... I have only just started, to be fair, last month.

0:26:22 > 0:26:26- How far away...?- It's not even far, it's like half a mile.

0:26:26 > 0:26:29- So why blooming drive? - I never do it, I never do it,

0:26:29 > 0:26:32and I don't know... I don't know why I did it this morning.

0:26:32 > 0:26:33When you say you've never done it,

0:26:33 > 0:26:36have you been stopped before for driving?

0:26:36 > 0:26:38Yeah, once before and I stopped altogether.

0:26:38 > 0:26:39So when you say never...

0:26:39 > 0:26:42- Well, not never. - You have done it before.

0:26:42 > 0:26:46I get that feeling that his thoughts were, "Do you know what?

0:26:46 > 0:26:49"I've not really hurt anyone, I'm only nipping up to the farm,

0:26:49 > 0:26:53"it's not causing anybody any problems, what's wrong with it?"

0:26:53 > 0:26:57Yes, it's only a short distance, but something could happen in that

0:26:57 > 0:27:00short distance, something serious could happen.

0:27:00 > 0:27:02What is to say that he is coming down that road

0:27:02 > 0:27:03and he hits a pedestrian?

0:27:03 > 0:27:05He knocks a child over?

0:27:05 > 0:27:06I don't even know why I did it

0:27:06 > 0:27:08because four of my friends in Doncaster,

0:27:08 > 0:27:10you might have heard about it on the news,

0:27:10 > 0:27:11they all died in a car crash.

0:27:11 > 0:27:13Another one of my mates on A170...

0:27:13 > 0:27:16I don't know if it was last night or the night before,

0:27:16 > 0:27:17he rolled his car.

0:27:17 > 0:27:21He has made comments to losing friends of his own,

0:27:21 > 0:27:25and maybe you have to try and work on that feeling with him,

0:27:25 > 0:27:27and you've got to try and get it across as best as you can

0:27:27 > 0:27:30to these people that yes, I'm friendly, yes, I'm nice,

0:27:30 > 0:27:33but these are the consequences and you cannot do it.

0:27:33 > 0:27:36You run so many risks, mate, and you're young.

0:27:36 > 0:27:39If you crash that car now, like you say your mates...

0:27:39 > 0:27:41- You are uninsured.- I know.

0:27:41 > 0:27:43If you kill someone, death by uninsured,

0:27:43 > 0:27:46- you are looking at seven years in prison.- Mmm.

0:27:46 > 0:27:47You are honest with me, mate,

0:27:47 > 0:27:51we are laughing and joking and we are messing around, all right?

0:27:51 > 0:27:53- But that the end of the day... - It is serious. I know it is.

0:27:53 > 0:27:55It is serious. I will tell you for now, OK?

0:27:55 > 0:27:59What will happen is that I will put a file in saying that

0:27:59 > 0:28:02you should be prosecuted for these offences, all right?

0:28:02 > 0:28:05You are looking at, at least, nine penalty points

0:28:05 > 0:28:06going on your licence.

0:28:06 > 0:28:09You make one speeding offence, you make one stupid mistake,

0:28:09 > 0:28:10that's your licence gone.

0:28:10 > 0:28:13You have lost it, you are a banned driver.

0:28:13 > 0:28:17He said to us, "I was warned three years ago by a policeman."

0:28:17 > 0:28:20If he was warned three years ago, he was doing it then.

0:28:21 > 0:28:26He is going to have been doing it since then and he has run the risk.

0:28:26 > 0:28:28This is the first time he has been caught

0:28:28 > 0:28:30and I hope that catching him will make him

0:28:30 > 0:28:34realise the implications that it will have on him.

0:28:34 > 0:28:36He is there, he is on the radar

0:28:36 > 0:28:40and there's a good chance we may come to meet each other again,

0:28:40 > 0:28:42but I hope not - you never know.

0:28:50 > 0:28:54Uninsured drivers aren't the only ones who shouldn't be on the road.

0:28:55 > 0:28:57Sometimes a medical condition can make a person

0:28:57 > 0:29:00unfit to be behind the wheel,

0:29:00 > 0:29:04and under medical advice a licence can be revoked by the DVLA.

0:29:07 > 0:29:11At 9:20am in the control room in York...

0:29:11 > 0:29:13Good afternoon, Force Control Room. How can I help?

0:29:13 > 0:29:17A concerned member of the public calls in to report someone

0:29:17 > 0:29:18driving without a licence.

0:29:28 > 0:29:29Just pass her reg again.

0:29:30 > 0:29:34Dan Hughes has been called to intercept the disqualified driver.

0:29:34 > 0:29:37She is being tracked on ANPR cameras.

0:29:37 > 0:29:40On his way towards her most recent location,

0:29:40 > 0:29:42Dan spots her coming towards him.

0:29:42 > 0:29:43There she is.

0:29:54 > 0:29:57It doesn't take Dan long to catch up.

0:29:57 > 0:29:59SIRENS WAIL

0:29:59 > 0:30:03But getting the driver to pull over is another matter.

0:30:04 > 0:30:074-3, this Corsa is failing to stop at the moment.

0:30:07 > 0:30:10Code compliant, but she is making no attempt

0:30:10 > 0:30:12to look behind her or respond to me.

0:30:12 > 0:30:15In a residential area like this one, erratic driving,

0:30:15 > 0:30:18even at low speeds, is a danger.

0:30:18 > 0:30:21Dan calls for another car to assist him.

0:30:21 > 0:30:25The aim is to stop the driver as quickly and safely as possible.

0:30:25 > 0:30:28Yeah, she is trying to get past 681. Stand by.

0:30:28 > 0:30:33Whilst she's not your, you know, speeding boy racer,

0:30:33 > 0:30:37a criminal in a stolen vehicle that's dangerously doing

0:30:37 > 0:30:40things to avoid capture and putting people at risk,

0:30:40 > 0:30:41these people are capable

0:30:41 > 0:30:44of potentially making an irrational decision.

0:30:44 > 0:30:48You have got to remember you are behind a two-tonne killing machine,

0:30:48 > 0:30:50essentially, you know,

0:30:50 > 0:30:52that is capable of doing three-figure speeds.

0:30:58 > 0:31:03The police cars box the driver in and an officer seizes her keys.

0:31:03 > 0:31:05But she seems to be having trouble understanding the situation.

0:31:05 > 0:31:08- You'll kill me.- Do you want to jump out the car and come

0:31:08 > 0:31:10and take a seat in my car, please,

0:31:10 > 0:31:12- so that my colleague can move your car?- No, no!

0:31:12 > 0:31:15- I've got things in the back. - Well, we will sort it out.

0:31:15 > 0:31:17I've got to get home.

0:31:17 > 0:31:18- Is it Mrs- BLEEP?

0:31:18 > 0:31:21Jump out the car for me, please, my love.

0:31:21 > 0:31:24- I can't deal with this, I'm sorry. - Jump out, come on. Listen...

0:31:24 > 0:31:30I wrote to DVLA and I told them I am driving the car at top level.

0:31:30 > 0:31:34- OK.- And I am assessing things all the time.- All right.

0:31:34 > 0:31:37I am going to give you one more chance,

0:31:37 > 0:31:39otherwise I am going to arrest you.

0:31:39 > 0:31:42I don't want to start rolling around with a 70-year-old lady

0:31:42 > 0:31:45at the side of the road, however, I have still got a job to do.

0:31:45 > 0:31:48The DVLA have taken your licence off you and told you you can't drive.

0:31:48 > 0:31:50- I drive carefully at top level. - You can't.

0:31:50 > 0:31:53She shouldn't have been driving and, you know,

0:31:53 > 0:31:58she has to be answerable to that, the same way as a 25-year-old does.

0:31:58 > 0:32:03Your licence has been revoked so you have got no driving licence.

0:32:03 > 0:32:05I take ginkgo biloba, which helps my brain to work well.

0:32:05 > 0:32:08But the doctors have said you are not allowed to drive your car.

0:32:08 > 0:32:10I need my car at home.

0:32:10 > 0:32:13Well, you can't drive it any further at the moment, OK?

0:32:13 > 0:32:15I need my car to get out and do things

0:32:15 > 0:32:17because I have got a very lonely life.

0:32:17 > 0:32:20OK, and I want to deal with you in the best manner that I can.

0:32:20 > 0:32:22We're going to do everything we can to look after you,

0:32:22 > 0:32:25but at this moment I need to ask you to come and sit in my police car.

0:32:25 > 0:32:27- I could have been dead. - Come and sit in my police car.

0:32:27 > 0:32:29It must be taken to my house.

0:32:29 > 0:32:32Well, we will sort out what is happening to your car.

0:32:32 > 0:32:33It must be taken to my house.

0:32:33 > 0:32:36But at the moment, you can't drive it.

0:32:36 > 0:32:38Come and sit in the front of my police car here.

0:32:38 > 0:32:40OK.

0:32:40 > 0:32:41- It's killing my life.- All right.

0:32:41 > 0:32:44- Front.- I'll have sickness and diarrhoea tonight.

0:32:44 > 0:32:46You have a seat in the front of my car...

0:32:46 > 0:32:47You are going to kill me.

0:32:47 > 0:32:50My colleague will just move yours into the lay-by.

0:32:50 > 0:32:51You are going to kill me.

0:32:51 > 0:32:54Steve, will you just pull Pete's Volvo forward?

0:32:55 > 0:32:57There is obviously some medical reasons

0:32:57 > 0:32:58why you are not allowed to drive.

0:32:58 > 0:33:00I am driving excellently.

0:33:00 > 0:33:03Well, you will have to look at other means. Obviously...

0:33:03 > 0:33:05I've got to go to Morrisons.

0:33:05 > 0:33:09'I would imagine, from her point of view, she will be frightened there.

0:33:12 > 0:33:14'Trying to make sense of what's going on.

0:33:14 > 0:33:17'We are telling her she can't drive, we are taking her car off her.

0:33:17 > 0:33:18'That is a big thing that is happening there

0:33:18 > 0:33:21'and she is having to deal with that on her own.'

0:33:23 > 0:33:25I'm going to take her home.

0:33:25 > 0:33:27She says there is nothing in the car that she wants.

0:33:29 > 0:33:31'It is a real sad story.

0:33:34 > 0:33:37'That independence has been taken away from her.

0:33:39 > 0:33:42'In her mind, it is the end of the world.'

0:33:47 > 0:33:50I am very worried about this bloody thing. It is killing me now.

0:33:51 > 0:33:54Because it is fabulous when I drive the car out,

0:33:54 > 0:33:56it helps me to relax a great deal.

0:34:03 > 0:34:04It is killing my life.

0:34:06 > 0:34:09Inside the house, Dan finds the letter from the DVLA

0:34:09 > 0:34:13revoking the driver's licence on medical grounds.

0:34:13 > 0:34:16That is the doctor telling you that they have had a discussion with

0:34:16 > 0:34:19the DVLA and they have confirmed that you shouldn't be driving.

0:34:22 > 0:34:26The ruling is clear - the lady can no longer legally drive a car.

0:34:27 > 0:34:32'The DVLA have taken that decision that the lady shouldn't be driving.

0:34:32 > 0:34:35'They will make that decision based on the facts put in front of them

0:34:35 > 0:34:39'from doctors, mental health teams, police, in some cases.'

0:34:39 > 0:34:42We will have a word with your doctor, then.

0:34:42 > 0:34:44Why can't I drive it back to myself?

0:34:44 > 0:34:48Because DVLA have taken your licence from you.

0:34:48 > 0:34:51They have told you can't drive any more at the moment.

0:34:51 > 0:34:53'It is a decision that people don't often agree with.

0:34:53 > 0:34:57'Nobody likes to admit that they can no longer do

0:34:57 > 0:34:59'something that they have been potentially doing

0:34:59 > 0:35:05'for all of their life and it is a difficult thing to accept.'

0:35:05 > 0:35:08Because your driving licence is not valid,

0:35:08 > 0:35:12we can't let you carry on driving on the road, OK?

0:35:12 > 0:35:14So the car has been recovered to the garage

0:35:14 > 0:35:17to stop you driving it any further.

0:35:17 > 0:35:19But we are not just going to take your car off you.

0:35:19 > 0:35:23It's your car, you are entitled to have it back.

0:35:23 > 0:35:25When can I pick the car up?

0:35:25 > 0:35:29You can go straight away, but it has to be collected by somebody

0:35:29 > 0:35:31that has got a driving licence.

0:35:31 > 0:35:33OK?

0:35:33 > 0:35:34Oh.

0:35:34 > 0:35:37Because my brain has gone down a bit regarding words,

0:35:37 > 0:35:39I can't remember words very well.

0:35:39 > 0:35:41Well, it's all written down on here.

0:35:41 > 0:35:44But you are not allowed to drive.

0:35:44 > 0:35:48Whilst they are not, you know, maliciously dangerous,

0:35:48 > 0:35:52they are still potentially not capable of making

0:35:52 > 0:35:55the reasonable decisions that you or I would be making

0:35:55 > 0:35:56whilst we are behind the wheel.

0:35:56 > 0:35:59And I wasn't causing anybody problems at all.

0:35:59 > 0:36:01I know, but you are not allowed to drive...

0:36:01 > 0:36:04I was assessing things very carefully on the road.

0:36:04 > 0:36:07The DVLA have said you are not allowed to drive the car.

0:36:08 > 0:36:13- They shouldn't be doing that. - Well, they have, they have, OK?

0:36:13 > 0:36:17- Yeah, but I am driving it very carefully all the time.- All right.

0:36:17 > 0:36:20- And I am assessing things very carefully.- OK.

0:36:22 > 0:36:23I am going to leave now.

0:36:26 > 0:36:27All the best, Valerie.

0:36:30 > 0:36:32She was quite defiant, bless her.

0:36:32 > 0:36:34It is better that we take the car away from her,

0:36:34 > 0:36:37albeit it is inconvenient.

0:36:37 > 0:36:39But at least it keeps everybody safe.

0:36:46 > 0:36:48At Harrogate Police Station...

0:36:48 > 0:36:52Do you want to come through, please? Thanks for coming in today.

0:36:52 > 0:36:54..the driver who crashed after straying

0:36:54 > 0:36:58onto the wrong side of the road has arrived to be interviewed.

0:36:58 > 0:37:01Steve Gardner, who investigated the scene,

0:37:01 > 0:37:03will be taking her statement.

0:37:03 > 0:37:06What I hope to achieve by having walked her through the scene

0:37:06 > 0:37:09and those marks that were left at the scene,

0:37:09 > 0:37:11that she will admit to the fact that she has got it wrong.

0:37:11 > 0:37:15If she admits to the fact that she has got something slightly wrong

0:37:15 > 0:37:18at the time, then we can offer a driver improvement scheme.

0:37:18 > 0:37:19If she is going to deny all wrongdoing,

0:37:19 > 0:37:23then we can prove the fact that she was on the wrong side of the road

0:37:23 > 0:37:25and then she will be taken to court.

0:37:30 > 0:37:33Right, so, starting time is 17.29.

0:37:37 > 0:37:39Do you remember me walking you through some marks

0:37:39 > 0:37:41- left at the scene?- Yeah.

0:37:43 > 0:37:46Well, I remember you showing me the markings and telling me that

0:37:46 > 0:37:51my car was on the slight right of the cat's eyes

0:37:51 > 0:37:52in the middle of the road.

0:37:52 > 0:37:55Like I said before, the dark lighting,

0:37:55 > 0:37:58- and I was using my headlights as usual, and...- Can I just...?

0:37:58 > 0:38:01I am just going to stop writing for a second.

0:38:01 > 0:38:04I don't want to go down the lines of, "It was dark",

0:38:04 > 0:38:07because the fact that there is no street lighting there

0:38:07 > 0:38:11has nothing to do with what we are talking about, OK?

0:38:11 > 0:38:13I have got to be very careful when I interview a driver.

0:38:13 > 0:38:15I can't tell the person that,

0:38:15 > 0:38:18"Look, if you cough it, you will get a driver improvement scheme.

0:38:18 > 0:38:20"If you don't, you are going to court" -

0:38:20 > 0:38:21it doesn't work like that.

0:38:21 > 0:38:24I have got to get the honest truth out of them, what they are thinking.

0:38:24 > 0:38:28You have said that the white Audi was on the wrong side of the road...

0:38:31 > 0:38:33..where I can actually prove that your car

0:38:33 > 0:38:36was on the wrong side of the road prior to that corner.

0:38:37 > 0:38:41By over a metre. I think it was a metre and a half, I measured it.

0:38:41 > 0:38:44So I will put it a little bit more bluntly -

0:38:44 > 0:38:46whose fault is this accident?

0:38:52 > 0:38:55Are you looking for a definite answer?

0:38:59 > 0:39:01Do you think you have done anything wrong or not?

0:39:03 > 0:39:04No.

0:39:12 > 0:39:13I do.

0:39:14 > 0:39:18I think you have got it all wrong and I can prove that you entered

0:39:18 > 0:39:21a right-hand blind bend

0:39:21 > 0:39:24a metre and a half on the wrong side of the road.

0:39:26 > 0:39:28Which is shocking driving.

0:39:29 > 0:39:33And that is the only reason that this accident has occurred.

0:39:33 > 0:39:35And yet you are having to say to me in reply here,

0:39:35 > 0:39:37"I have done nothing wrong."

0:39:39 > 0:39:40You...

0:39:40 > 0:39:42No, I know I am wrong in the sense where...

0:39:42 > 0:39:46Well, you need to start thinking about your replies here

0:39:46 > 0:39:49because at the moment, this is not going so well, OK?

0:39:49 > 0:39:53You do need to think about what I'm saying to you

0:39:53 > 0:39:56and answer the questions truthfully.

0:39:56 > 0:39:59Cruel to be kind. It was...

0:39:59 > 0:40:03It was hard but she found it very, very difficult to say,

0:40:03 > 0:40:04"It was my fault",

0:40:04 > 0:40:07and so therefore I had to sort of put the ante up a little bit,

0:40:07 > 0:40:10put the pressure on her and just say,

0:40:10 > 0:40:12"Well, who else's fault was it, then?"

0:40:12 > 0:40:16So, if you think that you did nothing wrong,

0:40:16 > 0:40:18who caused this accident?

0:40:19 > 0:40:21Well, having discussed what we've just discussed now,

0:40:21 > 0:40:24and in reference to your previous question...

0:40:25 > 0:40:26..me.

0:40:29 > 0:40:32Yeah, she didn't make it easy on herself, did the poor lass,

0:40:32 > 0:40:35but eventually, we got through to her that the marks on the road

0:40:35 > 0:40:38told the story and they did very clearly.

0:40:38 > 0:40:41Steve's gut instinct has proved correct.

0:40:43 > 0:40:45The woman had been driving dangerously

0:40:45 > 0:40:47and caused the collision herself.

0:40:49 > 0:40:51Her mistake was reckless

0:40:51 > 0:40:54and could have resulted in a very serious accident.

0:40:55 > 0:40:59Spotting and stopping dangerous drivers before they cause a crash

0:40:59 > 0:41:02is a key part of the traffic police's job.

0:41:07 > 0:41:09It is 3am on Sunday morning.

0:41:10 > 0:41:12Steve is on patrol in Harrogate.

0:41:13 > 0:41:17The pubs and clubs are closing and people are heading home.

0:41:17 > 0:41:20Acting on a hunch, Steve decides to follow one car

0:41:20 > 0:41:25to assess how it is being driven and if there is any cause for concern.

0:41:25 > 0:41:30Cars that start up in the town centre at that time of night -

0:41:30 > 0:41:33we are talking three o'clock in the morning -

0:41:33 > 0:41:36can involve alcohol.

0:41:36 > 0:41:39So I thought, "We will just see what this car does."

0:41:39 > 0:41:41See if it can stay in a straight line.

0:41:41 > 0:41:43See if the driver's been drinking.

0:41:51 > 0:41:54It took a left and a left and a left again and it seemed to be going

0:41:54 > 0:41:59round in circles so my suspicions were aroused straightaway,

0:41:59 > 0:42:03thinking, "There is something not quite up with this driver."

0:42:03 > 0:42:07The instinct was that he doesn't want to be around

0:42:07 > 0:42:09with a police car behind him.

0:42:11 > 0:42:13Right, time to stop him now.

0:42:14 > 0:42:16Playing silly...

0:42:16 > 0:42:18Having circled the town centre a couple of times,

0:42:18 > 0:42:20the car turns into a car park.

0:42:20 > 0:42:22This is a dead end.

0:42:24 > 0:42:27Suddenly, Steve's hunch looks like it might be correct.

0:42:27 > 0:42:28CAR HORN TOOTS

0:42:31 > 0:42:33I've got a runner.

0:42:35 > 0:42:39Send one of your runners towards Prison Gardens.

0:42:52 > 0:42:54- That way?- Yeah, he went down there.

0:43:04 > 0:43:05With no sign of the driver,

0:43:05 > 0:43:09Steve calls for other units in the town centre to help.

0:43:09 > 0:43:11He is near the Hales Bar somewhere.

0:43:22 > 0:43:27As Steve reaches a dead end, a call comes in over the radio.

0:43:27 > 0:43:29You've got what?

0:43:29 > 0:43:31RADIO COMMUNICATION

0:43:33 > 0:43:35Yeah, where is he?

0:43:35 > 0:43:36I am running.

0:43:36 > 0:43:39Another officer has caught the driver.

0:43:43 > 0:43:45Why are you running from me?

0:43:45 > 0:43:47- I've had two pints.- Oh, right.

0:43:47 > 0:43:51- Yeah.- That is a silly thing to do, isn't it?- Yeah. At least I've got...

0:43:51 > 0:43:53All right, fella, we'll take you back to my car,

0:43:53 > 0:43:55- we'll give you a breath test. - Yeah, fair enough.

0:43:55 > 0:43:56Right, this is the guy.

0:43:56 > 0:44:00- So this is your car, is it? - Yeah, it's my car.

0:44:00 > 0:44:02I require you to provide me a breath sample.

0:44:02 > 0:44:05- Yeah, not a problem. - OK, good stuff.

0:44:05 > 0:44:09Just take a seat here for me. Just like that. Great stuff.

0:44:09 > 0:44:11- What is the limit? - 35.

0:44:13 > 0:44:16- How many did you say you've had to drink?- Two pints, mate.

0:44:16 > 0:44:17He seemed fine.

0:44:17 > 0:44:21He wasn't stumbling all over the place or...

0:44:21 > 0:44:25He wasn't mumbling his words or anything like that but he knew

0:44:25 > 0:44:28that what he had taken was probably close to his limit.

0:44:28 > 0:44:30- How old are you, please?- I'm 19.

0:44:30 > 0:44:32You don't need to blow overly hard.

0:44:32 > 0:44:36- Keep blowing until I say stop. - MACHINE BEEPS

0:44:36 > 0:44:37Stop.

0:44:37 > 0:44:39MACHINE BEEPS

0:44:39 > 0:44:40- It's 51.- Yeah, fair enough.

0:44:40 > 0:44:44OK, so you are under arrest for drink-driving.

0:44:44 > 0:44:46There's three limits with drink-driving.

0:44:46 > 0:44:48One is breath

0:44:48 > 0:44:50which is 35 micrograms.

0:44:51 > 0:44:55And then there's blood which is 80 milligrams

0:44:55 > 0:44:59and then there is urine, which is 107 milligrams of alcohol

0:44:59 > 0:45:01in 100ml of urine.

0:45:01 > 0:45:04At the roadside,

0:45:04 > 0:45:09the breath test that we do currently is not evidential

0:45:09 > 0:45:13and it is just an indicator that we have to take matters further.

0:45:14 > 0:45:17Yeah, probably be better that way.

0:45:17 > 0:45:19I'm going to put you in this van over here.

0:45:19 > 0:45:22The driver will be taken to the police station

0:45:22 > 0:45:24but despite his positive breath test,

0:45:24 > 0:45:26there is still no guarantee

0:45:26 > 0:45:28that he will be charged with drink-driving.

0:45:28 > 0:45:31He'll be given another test on a more accurate machine,

0:45:31 > 0:45:35by which time, some of the alcohol may have cleared his system.

0:45:35 > 0:45:37He is borderline. By the time we get up there

0:45:37 > 0:45:40and get him on the machine, we don't...

0:45:40 > 0:45:42We've got to go to blood at 50,

0:45:42 > 0:45:45so it is not going to be a short process,

0:45:45 > 0:45:47I don't think, on the breathalyser.

0:45:47 > 0:45:49Eventually, we are going to end up

0:45:49 > 0:45:52with a roadside evidential breath test.

0:45:52 > 0:45:55That means you are not arrested and taken to the police station -

0:45:55 > 0:45:58the offence is detected immediately at the roadside

0:45:58 > 0:46:02and this young man would have been convicted on that.

0:46:02 > 0:46:04- MACHINE BEEPS - Keep going, keep going.

0:46:04 > 0:46:05Long way to go. Keep going.

0:46:07 > 0:46:08Stop.

0:46:15 > 0:46:16Both readings are 50.

0:46:18 > 0:46:21As the specimen with the lower proportion of alcohol

0:46:21 > 0:46:25contains no more than 50 micrograms of alcohol, you may claim

0:46:25 > 0:46:29that it should be replaced by a specimen for a laboratory test.

0:46:29 > 0:46:34Do you wish to provide a specimen for laboratory alcohol analysis?

0:46:34 > 0:46:35Yeah.

0:46:36 > 0:46:41Legislation passed in April 2015, repealing this statutory option

0:46:41 > 0:46:43for drivers just above the legal limit...

0:46:43 > 0:46:45Make a really big fist like that.

0:46:45 > 0:46:48..means the date of his arrest may just have kept the young man

0:46:48 > 0:46:50on the right side of the law.

0:46:50 > 0:46:54A problem taking his blood delays the process further.

0:46:57 > 0:47:01- I'm not going to go with blood, I just can't get a vein up.- OK.

0:47:01 > 0:47:04- Going to have to go with urine. - OK, thank you.

0:47:04 > 0:47:06- Sorry about that.- It's no trouble.

0:47:06 > 0:47:07Thanks for trying.

0:47:07 > 0:47:10Steve is left with one final option.

0:47:12 > 0:47:13A urine test.

0:47:18 > 0:47:19I hate this bit.

0:47:19 > 0:47:21I haven't gone to urine for years.

0:47:21 > 0:47:23- No?- No.

0:47:28 > 0:47:30Yeah, good, fella. OK, ta.

0:47:30 > 0:47:33Almost three hours after arresting the driver,

0:47:33 > 0:47:35Steve finally has a test that could stand up in court,

0:47:35 > 0:47:38but he will have to wait for the results.

0:47:40 > 0:47:43I won't have two pints next time, I'll have one.

0:47:43 > 0:47:46Well, a lot of my friends drive, to be fair and to be honest,

0:47:46 > 0:47:48I'm not a big fan of driving anyway so if we go anywhere,

0:47:48 > 0:47:50my mates normally drive.

0:47:50 > 0:47:52I live with my mum and dad and they've got a car each.

0:47:52 > 0:47:55My grandma lives next door, so if I want to go anywhere,

0:47:55 > 0:47:56I just ask them for a lift.

0:47:58 > 0:48:00Two months after his arrest,

0:48:00 > 0:48:03the results of the young man's urine sample confirmed

0:48:03 > 0:48:06he was one point under the legal drink drive limit...

0:48:06 > 0:48:07OK, catch you later.

0:48:10 > 0:48:15..and therefore, no further action was taken against him.

0:48:15 > 0:48:16He wasn't thinking straight.

0:48:16 > 0:48:18He didn't think about the other ramifications.

0:48:18 > 0:48:22He just thought, he is young and invincible and it is worth

0:48:22 > 0:48:25taking the risk but he hadn't thought it through properly.

0:48:26 > 0:48:30For the traffic officers, getting drink drivers off the road

0:48:30 > 0:48:33is a big part of reducing traffic casualties.

0:48:33 > 0:48:37But 85% of accidents have nothing to do with alcohol.

0:48:37 > 0:48:41And some of the most serious are caused by deliberate recklessness

0:48:41 > 0:48:44by drivers who continue to drive illegally,

0:48:44 > 0:48:47even after multiple collisions and convictions.

0:48:48 > 0:48:52It is these drivers who often pose the greatest danger

0:48:52 > 0:48:55to themselves, their passengers and other road users.

0:48:56 > 0:48:58They are also often the hardest to stop.

0:49:00 > 0:49:03At Scarborough police station, it is 10pm.

0:49:03 > 0:49:06A young driver has spent the previous night in the cells,

0:49:06 > 0:49:10having been arrested after a high-speed pursuit with the police.

0:49:10 > 0:49:14He is also a banned driver and should not have been driving at all.

0:49:16 > 0:49:18It is now 22 hours since he was arrested

0:49:18 > 0:49:21and if officers don't charge him in the next couple of hours,

0:49:21 > 0:49:23he'll be bailed and released.

0:49:25 > 0:49:27Dan Hughes wants to keep him in custody

0:49:27 > 0:49:30and get him before the court in the morning.

0:49:33 > 0:49:36OK, I'm just reviewing a file in relation to a chap

0:49:36 > 0:49:37that's in custody at the moment.

0:49:37 > 0:49:41He was involved in a pursuit with the police last night.

0:49:41 > 0:49:45- POLICE RADIO:- Speed, and it seems to continue.

0:49:46 > 0:49:49SIRENS BLARE

0:49:53 > 0:49:55He is disqualified already,

0:49:55 > 0:49:58having been previously convicted for dangerous driving.

0:49:58 > 0:50:01There is an allegation that the vehicle he was driving at the time

0:50:01 > 0:50:04belonged to his girlfriend and he has taken that without consent.

0:50:04 > 0:50:08TC Paul Moon was in the pursuing vehicle.

0:50:08 > 0:50:10You're never expecting a pursuit, it just happens.

0:50:10 > 0:50:12I didn't know who the car belonged to

0:50:12 > 0:50:15cos I couldn't read the numberplate. Hence the reason

0:50:15 > 0:50:17we were going to stop him to find out exactly

0:50:17 > 0:50:19what the correct registration number was and who it belonged to,

0:50:19 > 0:50:21but some people react differently

0:50:21 > 0:50:23when they see blue lights.

0:50:23 > 0:50:25His account of the driver's behaviour will form

0:50:25 > 0:50:28the basis of the charges.

0:50:28 > 0:50:31Paul is in no doubt. This wasn't careless driving -

0:50:31 > 0:50:33it was deliberately dangerous.

0:50:35 > 0:50:38He is putting everybody else's life in danger.

0:50:38 > 0:50:41God knows what the driver of the coach thought when he saw

0:50:41 > 0:50:45this car coming hurtling towards him on the wrong side of the road.

0:50:45 > 0:50:47- POLICE RADIO:- We are still heading,

0:50:47 > 0:50:50I think it's in the direction of...Suffield

0:50:50 > 0:50:52Speed is 670.

0:50:52 > 0:50:54Stand by, we are going right, right, right.

0:50:54 > 0:50:55Stand by for direction.

0:51:03 > 0:51:05Left here.

0:51:06 > 0:51:08He has crashed, he has crashed.

0:51:15 > 0:51:19When we got there, I could hear a female screaming.

0:51:19 > 0:51:21I didn't expect for there to be a female in the vehicle

0:51:21 > 0:51:25so I had to smash the window to get her out.

0:51:25 > 0:51:29But to my amazement, the male in the car

0:51:29 > 0:51:31clambered over her and got out first

0:51:31 > 0:51:33and he actually was...

0:51:33 > 0:51:36He was on the floor, blamed her for driving.

0:51:36 > 0:51:37And he said, "I told you to stop."

0:51:37 > 0:51:41And he wasn't concerned about her in the slightest.

0:51:41 > 0:51:44Can we have an ambulance, please, to the location?

0:51:45 > 0:51:48She's received some quite serious injuries.

0:51:48 > 0:51:52She has got some broken ribs and I think either a dislocated

0:51:52 > 0:51:55or a fractured shoulder, along with some cuts and bruises.

0:51:55 > 0:51:57She is currently in hospital at Middlesbrough.

0:51:57 > 0:52:00A pursuit like this one, involving a banned driver,

0:52:00 > 0:52:05failure to stop and a crash resulting in serious injury

0:52:05 > 0:52:07usually see the offender immediately detained.

0:52:09 > 0:52:10Tyler.

0:52:10 > 0:52:13Having reviewed the report, Dan will now formally charge

0:52:13 > 0:52:16this driver with a total of five serious driving offences.

0:52:16 > 0:52:18I've had dealings with Tyler

0:52:18 > 0:52:22since he was a spotty teenager.

0:52:22 > 0:52:27But once he got his driving licence and was let out on the road,

0:52:27 > 0:52:29the complaints were never-ending.

0:52:31 > 0:52:34The charges are so serious that Dan asks the custody sergeant

0:52:34 > 0:52:38to keep him under lock and key until his court hearing tomorrow.

0:52:40 > 0:52:43Because it is a serious offence, because you might go to prison...

0:52:43 > 0:52:44I am going to prison.

0:52:44 > 0:52:48..because you might try and contact Natasha when you shouldn't,

0:52:48 > 0:52:51and try and get her to change what she says.

0:52:51 > 0:52:55- I don't want to change what she says cos it's all me.- OK.

0:52:55 > 0:52:58It's good that you are taking it on the chin...

0:52:58 > 0:53:01- I don't want nothing...- Yeah. - ..to come of it for her.

0:53:01 > 0:53:04Tyler needs to be kept in. He's committed serious offences,

0:53:04 > 0:53:07he's been involved in a high-speed police pursuit, driving dangerously,

0:53:07 > 0:53:10he's caused serious injury as a result of dangerous driving

0:53:10 > 0:53:14and he's disqualified driving as well so we clearly needs to be

0:53:14 > 0:53:17somewhere we can keep an eye on him until we get him into the court.

0:53:17 > 0:53:21Facing another night in custody and a probable prison sentence,

0:53:21 > 0:53:22the driver has one request.

0:53:22 > 0:53:25- Who do you want to ring? - Natasha's mum.

0:53:25 > 0:53:27- Have we got any objections to him ringing Natasha's mum?- Please.

0:53:27 > 0:53:31- Just bear with us because I need to get to the bottom of that.- Please.

0:53:31 > 0:53:34That all I want, I just want to explain how sorry I am.

0:53:34 > 0:53:36If you want me to contact her mum, I'll ring her.

0:53:36 > 0:53:39I'll ring her myself and let her know that you are making representations

0:53:39 > 0:53:41that you want to speak to her and apologise

0:53:41 > 0:53:45but at the moment, I don't think it's appropriate that you speak to her whilst you're here.

0:53:45 > 0:53:47- This is my only chance.- OK.

0:53:47 > 0:53:50As a repeat offender with a previous conviction for dangerous driving,

0:53:50 > 0:53:52which saw him lose his licence,

0:53:52 > 0:53:54this driver should never have been on the road.

0:53:54 > 0:53:56Because, as I say, I've dealt with Tyler

0:53:56 > 0:53:58since he was 15 or 16 years old,

0:53:58 > 0:54:02and he's always been a smarmy little...

0:54:04 > 0:54:06...child, really,

0:54:06 > 0:54:11he doesn't have any respect for the police and what we stand for

0:54:11 > 0:54:14and clearly, he doesn't have any respect for the rules

0:54:14 > 0:54:17and regulations with regards to driving on a road.

0:54:17 > 0:54:19You don't have to make a reply to any of those

0:54:19 > 0:54:21but do want to make a reply to any of the charges?

0:54:21 > 0:54:23Just how sorry I am.

0:54:23 > 0:54:28I think that sorrow, that sort of pitiful attitude,

0:54:28 > 0:54:31I don't think is so much directed at the wrongdoing

0:54:31 > 0:54:35and the pity for his girlfriend who's laid in the hospital bed,

0:54:35 > 0:54:38I think that is pity for himself because he has been caught

0:54:38 > 0:54:39and he is now facing the consequences.

0:54:39 > 0:54:43Yeah, I was stupid.

0:54:43 > 0:54:46- INTERVIEWER:- Can you tell me how you are feeling now?

0:54:47 > 0:54:50Very remorseful.

0:54:51 > 0:54:54So, what was it that made you do it?

0:54:54 > 0:54:56I was just scared at the time cos I knew I didn't hold

0:54:56 > 0:55:00a driving licence so I just took my chances in getting away.

0:55:04 > 0:55:07No good. No good.

0:55:07 > 0:55:09Is this going to make you stop being daft?

0:55:09 > 0:55:10I don't want to drive...

0:55:10 > 0:55:12You need to have a good think, don't you?

0:55:12 > 0:55:14I don't want to drive again.

0:55:14 > 0:55:16Natasha is in hospital, isn't she?

0:55:16 > 0:55:18- You could be laid next to her, couldn't you?- Yeah.

0:55:18 > 0:55:20- All right.- I couldn't care what happens to me,

0:55:20 > 0:55:24- I just want to know she's all right. - All right, then.

0:55:24 > 0:55:27Do you want to hop back in your cell, Tyler? All right.

0:55:32 > 0:55:34My concern now is that he will continue to drive

0:55:34 > 0:55:36and he will be more desperate...

0:55:36 > 0:55:39If he is stopped by police again, he'll be more desperate to get away

0:55:39 > 0:55:41and he will put more people at risk.

0:55:41 > 0:55:44The moment he is out of prison, he will be back to his mates,

0:55:44 > 0:55:46back behind the wheel of a car.

0:55:46 > 0:55:48If he comes out of prison, and he proves me wrong,

0:55:48 > 0:55:51and he doesn't drive and he sees the error of his ways, you know,

0:55:51 > 0:55:54good luck to him and fair play,

0:55:54 > 0:55:58but I take that with an absolute pinch of salt.

0:56:02 > 0:56:06With more than 35 million drivers on Britain's roads,

0:56:06 > 0:56:09it is inevitable that accidents will happen,

0:56:09 > 0:56:12but the vast majority are caused either by driver error

0:56:12 > 0:56:15or deliberate recklessness and could have been avoided.

0:56:15 > 0:56:18Casualties are on the decline.

0:56:18 > 0:56:232013 saw the lowest numbers of road deaths since records began

0:56:23 > 0:56:27but there were still 1,713 people killed

0:56:27 > 0:56:30and more than 20,000 seriously injured on Britain's roads

0:56:30 > 0:56:32in that year alone.

0:56:33 > 0:56:36The thing is, I think people are sort of fairly blase

0:56:36 > 0:56:38with regards to driving, it's one of those things

0:56:38 > 0:56:42that is almost done as a second-nature task.

0:56:42 > 0:56:45They don't really concentrate on the task of driving.

0:56:45 > 0:56:47People's focus is on where they're going,

0:56:47 > 0:56:51what music to listen to, who they're on the phone to,

0:56:51 > 0:56:53what the kids in the back of the car are doing.

0:56:55 > 0:57:00It only takes a second's lapse in concentration to get it wrong

0:57:00 > 0:57:02or to cause somebody some injury.

0:57:09 > 0:57:12There was no action taken against the driver responsible

0:57:12 > 0:57:15for the four-car shunt, after the police decided

0:57:15 > 0:57:17there were mitigating circumstances,

0:57:17 > 0:57:20due to an untraced car turning into a farm entrance,

0:57:20 > 0:57:24causing the driver's momentary lapse of concentration.

0:57:24 > 0:57:27No action was taken against the man who rolled his car
