:00:12. > :00:16.In recent years in Hull, crime has been falling at a record rate.

:00:16. > :00:22.don't hear it with your eyes, do you? Thanks, in part, to a crack

:00:22. > :00:27.crime squad that's slamming the brakes on car thieves. Get out!

:00:27. > :00:34.Turn it off! And reigning in dangerous drug dealers. This is

:00:34. > :00:38.quite a big haul of ecstasy tablets will stop It's a risky business.

:00:38. > :00:43.think he's deliberately tried to knock us over. But the traffic cops

:00:43. > :00:49.are determined to get through to youngsters. Why don't you play

:00:49. > :00:59.football? Before the wheels fall off. Inevitably, some people will

:00:59. > :01:15.

:01:15. > :01:22.just want to fight with you Apart from the iconic Humber Bridge,

:01:22. > :01:27.Kingston Upon Hull's prominent landmark is its sea port. It's one

:01:28. > :01:33.of Britain's busiest. It handles freight to and from the continent

:01:33. > :01:36.and more than a million passengers pass through it a year. The docks

:01:36. > :01:45.are on the east side of Hull. An area that's like home to traffic

:01:46. > :01:51.cop PC Claire Large. Having worked in Hull for the last six years and

:01:51. > :01:56.been predominantly on the eastern side of the city, I still linger

:01:56. > :02:00.around the east side of the city because I know it better, and you

:02:00. > :02:03.get to know where the hot spots are, where you're most likely to find

:02:03. > :02:13.people committing offences. This afternoon, eastern promise is not

:02:13. > :02:15.

:02:15. > :02:18.going unfulfilled. A red transit flatbed passed us as we were sat at

:02:18. > :02:24.traffic lights. The driver looked too young for the vehicle he was

:02:24. > :02:30.sitting in. We decided to find out what Licensee had for it. As we

:02:30. > :02:35.went around, to go after him, he turned off the road we were on,

:02:35. > :02:41.down a dead-end street. Having worked in the area long enough, we

:02:42. > :02:49.know it leads on to a travellers' site. And that might be bad news

:02:49. > :02:54.for the cops. We would have a third of to have stopped it before it

:02:54. > :02:59.reached the travel site, mainly because what usually happens once

:02:59. > :03:06.the police car is seen within the site, everybody likes to come out

:03:06. > :03:10.and have a look. You certainly know that you're going to be confronted.

:03:11. > :03:17.Nine times out of 10. Not only by the person you're dealing with, but,

:03:17. > :03:23.potentially, dozens more. So far so good. The young van driver has come

:03:23. > :03:33.quietly and has even admitted he shouldn't be driving. I am

:03:33. > :03:36.

:03:36. > :03:40.He offered information to was there was no insurance on the van, he

:03:40. > :03:44.didn't have a licence to drive it. He knew he was going to be

:03:44. > :03:50.prosecuted for it. It was like he'd been through it all before, dare I

:03:50. > :03:56.say. Have you got the keys? Curiously, despite just parking up,

:03:56. > :04:06.the keys have gone astray. about small kid over there to get

:04:06. > :04:10.

:04:10. > :04:15.the keys. Which one? The little Can you go and get the keys to the

:04:15. > :04:23.ban for me? Because the driver's not insured, the police are going

:04:23. > :04:32.to have the vehicle seized. Whose van is it? My dad. Where is your

:04:32. > :04:39.dad? He doesn't know you have got it? All right? Does your dad had

:04:39. > :04:45.insurance on it? Yes. The vehicle came back saying it had recently

:04:45. > :04:55.been bought and they haven't fulfilled the logbook, yet. Or it

:04:55. > :04:56.

:04:56. > :05:04.is in trade at some point. His dad doesn't know he has got it. Do you

:05:04. > :05:09.want me to get the keys for you? that point, I let my colleague no

:05:09. > :05:12.that he had said his Dad didn't know he had the vehicle. That means,

:05:12. > :05:18.he can also be charged with TWOC. Taking the vehicle without the

:05:18. > :05:23.owner's consent. What have you got him for? I'm his mam. Basically,

:05:23. > :05:29.he's driving a vehicle with no insurance. We are trying to

:05:29. > :05:39.establish whose vehicle it is. dad is on his way back now.

:05:39. > :05:43.

:05:43. > :05:50.owns the vehicle? His dad. mother has dobbed him right in it.

:05:50. > :05:56.Right, I'm locking you up for theft. It's my lorry. You're getting

:05:56. > :06:05.arrested now for theft! You are getting be arrested for theft! Is

:06:05. > :06:11.it my lorry? Tell them it's mine! Just tell them it's my lorry!

:06:11. > :06:17.Thanks a lot, Sharon. Thanks a lot. It is his lorry. He's taking

:06:17. > :06:21.lessons. Things started to get heated and I called on the radio.

:06:21. > :06:31.It's always nice to have two or three people standing by, just in

:06:31. > :06:52.

:06:52. > :06:57.Get off him! Get off him! Can we I was scared. We were two officers

:06:57. > :07:01.on a site that I had been on previously and I know people are

:07:01. > :07:07.not a skid to get involved or assault police officers. -- not

:07:07. > :07:14.skid to get involved. They were intent on getting us and getting

:07:14. > :07:20.him a free. -- scared. Six years in the 4th, and that the first time I

:07:20. > :07:25.used my back on. -- in the force. I realise we don't either have a good

:07:25. > :07:34.kicking, and they were intent on hitting us. Or they were going to

:07:34. > :07:37.get him a free. Get off him! rid of that camera. Tipping off her

:07:37. > :07:40.colleagues has paid off for PC Large. Just 30 seconds after

:07:40. > :07:50.pressing the panic button on her radio, help's arrived. Fortunately,

:07:50. > :08:08.

:08:08. > :08:12.as they pulled down the street, When an assistant call goes out,

:08:12. > :08:22.everybody drops everything and goes. It's the one time everybody does

:08:22. > :08:24.

:08:25. > :08:34.that. PC Caroll has bitten off more than he can chew. I think it is my

:08:35. > :08:47.

:08:47. > :08:53.tooth. He was a strong kid. He I never saw how he managed to head

:08:53. > :09:02.but her mother. He had blood on the side of his mouth. That's when I

:09:02. > :09:07.found out he was losing his teeth. I have got a loose tooth. I leave

:09:07. > :09:14.you alone for two minutes, don't I? It can be daunting going on to a

:09:14. > :09:22.travellers' site. It is a daunting place. We are not animals, you know.

:09:23. > :09:26.They kicked my daughter. Members of his family continued to throw abuse.

:09:26. > :09:34.It's a hierarchical situation. They want to show they are not afraid of

:09:34. > :09:40.us. And they will have their say, come what may. It's time for the

:09:40. > :09:44.young man to go west. The quickest solution for us was to get that

:09:44. > :09:47.vehicle off site and for us to leave them to it.

:09:47. > :09:54.Hull's maritime links make it an ideal gateway for shipping cars in

:09:54. > :09:57.and out of the country. Legal and illegal ones. PC Andy Stainton is

:09:57. > :10:04.part of a crack team, the road crime squad, that's helped reduce

:10:04. > :10:11.vehicle crime by 20%. They are constantly on the look out for

:10:11. > :10:14.organised criminals stealing high value cars to export abroad. Can I

:10:14. > :10:19.have a moving vehicle check, please? That means checking up on

:10:19. > :10:26.any exotic cars they might come across. It is a very nice motor. A

:10:26. > :10:31.Lamborghini. A lot of high powered vehicles get stolen to order and

:10:31. > :10:35.end up in shipping containers to other destinations in the world.

:10:35. > :10:38.PNC facility, so we'll give it a pull. With no computer to check on

:10:38. > :10:48.the Lamborghini's details, it will have to be stopped instead. If he

:10:48. > :10:51.

:10:51. > :10:54.decides to go for the open road. He We followed him for three-quarters

:10:54. > :11:01.of a mile through the city streets and he failed to stop for as which

:11:01. > :11:03.makes us wary of what he has got to hide. With a top speed of over 200

:11:03. > :11:07.miles per hour, the Lamborghini Murcielago's built for speed.

:11:07. > :11:17.Luckily, the driver's not letting it off its leash. But then he's not

:11:17. > :11:38.

:11:38. > :11:45.He's not going to stop for us, is It was a giant dead end surrounded

:11:45. > :11:51.by 30 ft brick walls. Why didn't he stop? Has he got weapons in here,

:11:51. > :11:56.other people who will come out and jump on us? You are lucky I did not

:11:56. > :12:04.stick this inside the car. Give me your keys. Get out. We have been

:12:04. > :12:13.trying to stop you since English did. Get out, please. Get out. Is

:12:13. > :12:21.there no interior mirror? You don't here with your eyes, don't you?

:12:21. > :12:25.Our blue lights are very, very visible and you can hear the siren

:12:25. > :12:33.even above the roar of the engine. You can see the blue lights. You

:12:33. > :12:40.should have stopped. Listen to me... Do you understand that? We make the

:12:40. > :12:43.rules on the road. Not you. Do you understand that? Yes, I do. He was

:12:43. > :12:47.shouted at and I told him what I wanted from him in no uncertain

:12:47. > :12:51.terms. The car isn't stolen but it has got an illegal number plate.

:12:51. > :12:54.The absence of a manufacturer's mark gives it away. For whatever

:12:54. > :12:58.reason, he's got the wrong number plate on it. So it's a little bit

:12:58. > :13:00.strange at the minute. But it's a nice car. We don't see many of

:13:00. > :13:05.these around. There's something very funny about the number plate.

:13:05. > :13:15.It says it's not a Lamborghini Murcielago at all. It's a Peugeot

:13:15. > :13:17.

:13:18. > :13:22.406. It has got the Lamborghini bodyshell on Nov. -- now. He says

:13:22. > :13:28.he is just driven it back from the show. He said whoever was at the

:13:28. > :13:31.show, put the number plates on. No, no, he's had it a while.

:13:31. > :13:34.Stainton believes the car hasn't been stolen to order but he's less

:13:34. > :13:38.than convinced about the owner's reason for using false plates. And

:13:38. > :13:42.has got his own theory about them. I think he's done it to evade speed

:13:42. > :13:47.cameras probably. But I'll have a chat with him. He seems to have

:13:47. > :13:57.calmed down. Most of the time it's done to evade prosecution, I have

:13:57. > :14:00.no doubt. He is trying to avoid prosecution. However, every dog has

:14:00. > :14:05.its day. We will stop those vehicles and we will find out the

:14:05. > :14:10.truth. And then, whatever prosecution comes their way, comes

:14:10. > :14:17.their way. What's coming the Murcielago owner's way is a ticket.

:14:17. > :14:21.For his incorrect plate. established the identity of the car.

:14:22. > :14:26.He invited me in and we had a cup of tea. It worked out well in the

:14:26. > :14:30.end. Sadly, the man's hospitality doesn't include a spin in his nice

:14:30. > :14:40.motor. I would like to have a go in his vehicle but looking at the size

:14:40. > :14:42.of me, I probably wouldn't have With no sign of hospitality at the

:14:42. > :14:52.travellers' site, the tricky task of extricating the uninsured van is

:14:52. > :14:54.

:14:54. > :15:03.being hampered. It belongs to my dad. I am pregnant. Without the

:15:03. > :15:09.keys, the cops are going to have to wait for a tow truck. Regardless of

:15:09. > :15:16.what was happening, we were taking that vehicle. Throughout the whole

:15:16. > :15:26.time we were there, it remained quite volatile. Shouting, swearing,

:15:26. > :15:28.

:15:28. > :15:38.spitting, throwing eggs. Caroll's teeth are still on edge.

:15:38. > :15:40.

:15:40. > :15:45.He lost three teeth in all. Up to 15 police officers were on the site.

:15:45. > :15:50.We are not there for other calls. If we can get out of that situation

:15:50. > :15:54.as quickly as possible, the majority of those officers are

:15:54. > :16:04.released to go to the general members of public who are crying

:16:04. > :16:08.out for our help. After midnight, there's a different sort of

:16:08. > :16:13.pressure for the cops. It's a time when crime increases as

:16:13. > :16:15.opportunists take advantage of the dark, quiet streets. Fortunately,

:16:15. > :16:25.for PCs Dave Stevenson and Alex Weekes, the night's been

:16:25. > :16:32.uncharacteristically quiet, so far. Getting into the wee small hours.

:16:32. > :16:42.It has been quite a strange night. Not a lot has been happening. We

:16:42. > :16:43.

:16:43. > :16:47.are at a low ebb. Then a call came in. The caller has been burgled,

:16:47. > :16:50.and not only have his car keys been stolen, but he's been relieved of

:16:51. > :16:59.his car as well. The vehicle had been stolen as part of what we call

:16:59. > :17:05.a hanoi burglary. It is a two in one burglary where someone goes

:17:05. > :17:12.into the house and takes the car keys and start the car. It's been

:17:12. > :17:20.taken from very nearby, by someone the owner knows. We were looking

:17:20. > :17:27.for a blue Peugeot which had been taken by a kid. He was

:17:27. > :17:36.predominantly known for working in and around the east of the city.

:17:36. > :17:42.Can you see if there are any dog handlers available? Because of the

:17:42. > :17:48.nature of the job be put in some requests for pursuit management

:17:48. > :17:58.authority to see if there were a dog handlers in the air and sea

:17:58. > :18:05.

:18:05. > :18:09.about the helicopter should we get At the moment on the South Bank.

:18:09. > :18:19.have somebody ring in almost instantly after the offence has

:18:19. > :18:21.

:18:21. > :18:30.happened, you know you have to beat on a winner. What is that? And the

:18:30. > :18:34.cops have suddenly got that winning feeling. We are there. We are on

:18:34. > :18:44.the front foot. He is not expecting us to be coming down the road

:18:44. > :18:55.

:18:55. > :19:05.towards him like we were. He has failed to stop. 352. We have got to

:19:05. > :19:06.

:19:07. > :19:12.DIS camp. Alex jumped out of the car. We were not aware of another

:19:12. > :19:17.person until a second person got out of the passenger side. You feel

:19:17. > :19:23.like it is almost slow-motion. You know what is coming. I thought the

:19:24. > :19:28.driver was going to get himself run over because he left himself

:19:28. > :19:35.rolling. The passenger has not quickly gone out of the cart and

:19:35. > :19:44.gone, he delays a couple of seconds. The car rolls further before it

:19:44. > :19:52.comes to a stop. I am in a position to stop it, get out and go after

:19:52. > :19:58.him. The driver hurdles a 4.5 foot fence. He is a way, like a whippet

:19:58. > :20:08.down the drain bank. I have a foot chase was somebody who is hurdling

:20:08. > :20:09.

:20:09. > :20:14.fences. I hobble over the fence and go after him. He darts to the

:20:14. > :20:19.right.. But there's only the drain to the right, and it's the size of

:20:19. > :20:25.a small river. And he's jumped right into it. I lost the passenger

:20:26. > :20:31.because I stopped to see what was going on. He cannot get out.

:20:31. > :20:41.kid tried to turn and run back in the opposite direction. He went

:20:41. > :20:48.straight into the water. Stay with him. I am talking to the Mail. We

:20:48. > :20:54.are returning to our vehicle to get a lifeline. He cannot get up. The

:20:54. > :21:02.banks are too high. I tried to get a sighting of him. Are you all

:21:02. > :21:10.right? Keep talking to me. He goes completely silent. Left, directly

:21:10. > :21:20.down in front of you. I will talk to him. The male in the water is

:21:20. > :21:37.

:21:37. > :21:40.Myself and Mark Green, we pulled I will update them that we got him

:21:40. > :21:43.out. The lad's been rescued from drowning in the drain but what he

:21:43. > :21:47.was doing in there in the first place is a complete mystery. He's

:21:47. > :21:56.denying he had anything to do with the stolen Peugeot. It was quite

:21:56. > :22:00.funny. You have seen him run from the car, go into the water, the

:22:00. > :22:02.ticket out of the water and he is still saying it is not him. With

:22:02. > :22:12.the driver safely detained, the crew of the police helicopter

:22:12. > :22:18.overhead are setting about finding his passenger. We have a mail

:22:18. > :22:23.coming out of the avenue. Things played into our hands. There were

:22:23. > :22:26.no buildings in the way. We had a clear shot of where he came out.

:22:26. > :22:34.Most car thieves know they can't outrun the eye in the sky,

:22:34. > :22:40.certainly not on foot, but this one's giving it a try anyway.

:22:40. > :22:46.he heard the engines, that is when he tried to hide from us. The

:22:46. > :22:54.camera locked on to him. He is in a bush. With thermal imaging you

:22:54. > :23:04.could see he was hiding in the bushes. There was a taster officer

:23:04. > :23:09.

:23:10. > :23:16.as well. He ran past the top of the avenue. Because we had offloaded

:23:16. > :23:23.the drive up into the van, we were in a position to conveying the

:23:23. > :23:26.passenger. -- driver. There's less risk being a passenger in a stolen

:23:26. > :23:33.car. They will usually get off more lightly than a driver. They are

:23:33. > :23:38.still a catch well worth suffering a bit of nettle rash for, though.

:23:38. > :23:44.Both my legs were stinging. The bottom part of my forearm were

:23:44. > :23:49.covered in an red rash for the next 24 hours. We heard about those

:23:49. > :23:54.nettle stings for the rest of the night. I have heard about them

:23:54. > :24:03.since that time! Unlike his pal, the passenger's singing. This young

:24:03. > :24:09.lad just wanted to talk. He kept saying things like, I was in bed. I

:24:09. > :24:19.did not know it was stolen. I was sleeping. Primate said he had the

:24:19. > :24:20.

:24:20. > :24:30.car for 300 quid. -- my mate. someone had said that to me, I

:24:30. > :24:31.

:24:31. > :24:35.would have slammed the door in his face. He failed to stop after

:24:35. > :24:42.running from the vehicle. driver was someone who had just

:24:42. > :24:48.been released from prison. In his mind he has come out. He has

:24:48. > :24:53.nothing to lose. He does not have a licence or a job. These young lads

:24:53. > :24:57.will continue to come until they grow up or do something so serious

:24:57. > :25:07.they injure somebody else or kill somebody and end up getting sent to

:25:07. > :25:07.

:25:07. > :25:09.The biggest risk for car thieves is being spotted by the cops, so, to

:25:09. > :25:13.deflect attention away from themselves, they will often put

:25:13. > :25:22.false plates on and try and look like a normal driver in a normal

:25:22. > :25:28.vehicle. But it doesn't always work. Papa 479. Young lad in it. Two

:25:28. > :25:31.females. And we just didn't like the look of it. Picking out the

:25:31. > :25:41.suspicious looking from the normal is second nature to PC Stainton.

:25:41. > :25:45.We've done various checks. It has come back as a vehicle which did

:25:45. > :25:55.not corroborate with the vehicle we were following so that suggested it

:25:55. > :25:56.

:25:56. > :26:06.may be false plates. There are three occupants. We are monitoring

:26:06. > :26:13.

:26:13. > :26:18.his progress along the A 18. There is a lay-by just up here. As it has

:26:18. > :26:21.turned right into a country road, we beckoned for it to stop. It's

:26:22. > :26:31.moved to the centre of the road. The driver's had enough of being

:26:32. > :26:41.

:26:41. > :26:48.It reversed some 25 metres, 30 metres. Simon is in reverse,

:26:48. > :26:58.reversing away from it. It is like Keystone cops. The BMW has remained

:26:58. > :27:01.

:27:01. > :27:03.where it is. He has engaged first The A18 runs right past

:27:03. > :27:13.Humberside's international airport, which, as it just so happens, is
