0:00:18 > 0:00:22- The CCTV is gold dust. - Great evidence for the police.

0:00:22 > 0:00:23Got to have him stopped.

0:00:23 > 0:00:26Local councils, shops and businesses are laying some traps of their own.

0:00:26 > 0:00:29The eureka moment, when you get that evidence.

0:00:29 > 0:00:30And the general public too

0:00:30 > 0:00:33can help unsuspecting crooks get their come-uppance.

0:00:33 > 0:00:37- People won't stand by. - I couldn't sit back and do nothing.

0:00:37 > 0:00:39Yes, we've got her.

0:00:39 > 0:00:41So anyone who's up to no good

0:00:41 > 0:00:43had better think twice.

0:00:43 > 0:00:46They might just get caught red-handed.

0:00:51 > 0:00:54Today, a burglar's broken in to a business

0:00:54 > 0:00:57but the owners can see the raid live on their mobile phones.

0:00:57 > 0:01:00I don't know what we need to do. We need to do something.

0:01:00 > 0:01:01They race to the shop,

0:01:01 > 0:01:04but find themselves face-to-face with the burglar.

0:01:04 > 0:01:07As soon as he saw me shouting, he was really panicking.

0:01:09 > 0:01:13Also today, the appalling sight of a truck driver deliberately

0:01:13 > 0:01:18dumping over a tonne of dangerous waste in a street.

0:01:18 > 0:01:19It smelled horrific.

0:01:19 > 0:01:22It is an appalling thing to do, as far as I am concerned.

0:01:22 > 0:01:24'There was asbestos and there was also a toilet

0:01:24 > 0:01:27'and human faecal material contained in the waste.'

0:01:27 > 0:01:28Absolutely disgusting.

0:01:30 > 0:01:34And another scarcely credible crime as a shop lifter tries

0:01:34 > 0:01:38to steal a chainsaw by stuffing it down his shorts.

0:01:38 > 0:01:42This man's definitely not the sharpest tool in the box.

0:01:51 > 0:01:53Derby in the East Midlands.

0:01:53 > 0:01:55It's the early hours of the morning

0:01:55 > 0:01:59and a burglar is raiding a local store.

0:02:00 > 0:02:04What he doesn't know is that the shop's horrified owners are watching

0:02:04 > 0:02:08him live on their smartphones at home as he steals their goods.

0:02:08 > 0:02:10He was inside. Terrifying.

0:02:10 > 0:02:11It's my place.

0:02:11 > 0:02:14Somebody is stealing my stuff. So I got angry.

0:02:14 > 0:02:17But the couple are so shocked by what they're seeing,

0:02:17 > 0:02:19they now make a serious mistake.

0:02:19 > 0:02:21By pressing the wrong button on their phone,

0:02:21 > 0:02:22they cancel the shop's alarm,

0:02:22 > 0:02:25which means the police aren't alerted.

0:02:25 > 0:02:28Realising their error, the couple believe the only way

0:02:28 > 0:02:31to catch the man is to rush to the shop themselves.

0:02:31 > 0:02:33I don't know what we need to do. We need to do something.

0:02:33 > 0:02:36With the thief about to escape with thousands of pounds worth

0:02:36 > 0:02:40of their goods, the chase is on, and it's going to end dramatically.

0:02:47 > 0:02:51The bustling city of Derby was home to one of the world's

0:02:51 > 0:02:55first ever factories, and its fame is built on industry and commerce.

0:02:55 > 0:02:58Husband and wife Samy and Kala

0:02:58 > 0:03:02have run their own business here for the past three years.

0:03:02 > 0:03:05And they've made the city their home.

0:03:05 > 0:03:06We've been married 22 years now

0:03:06 > 0:03:09and we've been living together very happily.

0:03:09 > 0:03:13And we've got a 17-year-old son who is doing A-level now.

0:03:13 > 0:03:18At one end of their business premises, Samy and Kala have

0:03:18 > 0:03:21a convenience store and at the other, they run a restaurant.

0:03:21 > 0:03:26This is my life, actually, for me and my son and my whole family.

0:03:26 > 0:03:29It is the only south Indian restaurant in Derby.

0:03:29 > 0:03:33Most of our customers are British and they love to come

0:03:33 > 0:03:34and have food with us.

0:03:34 > 0:03:36It is quite nice.

0:03:36 > 0:03:38But keeping their two businesses going requires a great

0:03:38 > 0:03:40deal of effort.

0:03:40 > 0:03:44Kala also works as a nurse, while Samy runs both the shop

0:03:44 > 0:03:45and restaurant day-to-day.

0:03:45 > 0:03:48Most of the time my husband goes to bed around one o'clock

0:03:48 > 0:03:51and two o'clock because getting every single penny

0:03:51 > 0:03:52from the shop is not easy.

0:03:52 > 0:03:55He's a very hard worker.

0:03:55 > 0:03:57It's difficult making a living.

0:03:57 > 0:03:59And the threat of crime makes it even harder.

0:03:59 > 0:04:02After suffering two previous break-ins,

0:04:02 > 0:04:05they decided to install an alarm and cameras.

0:04:05 > 0:04:07We've got CCTVs in our home

0:04:07 > 0:04:11and shops that are all connected to our phone.

0:04:11 > 0:04:14They can use their mobile phones to view their shop's

0:04:14 > 0:04:16security camera system any time at home,

0:04:16 > 0:04:20and it will alert them if the shop alarm is ever triggered.

0:04:20 > 0:04:23And one April night, this system proves to be crucial.

0:04:25 > 0:04:29It's just gone half past three in the morning. Samy, Kala

0:04:29 > 0:04:33and their 17-year-old son are asleep at home when their phone rings.

0:04:33 > 0:04:34PHONE RINGS

0:04:34 > 0:04:36I answered it. I was really half asleep.

0:04:36 > 0:04:38It's an unwelcome wake-up call.

0:04:38 > 0:04:42An automated message from their shop's alarm system.

0:04:42 > 0:04:44There's been a break in.

0:04:44 > 0:04:47It says, "Intruder inside in your premises.

0:04:47 > 0:04:51"Do you want to handle it?" If you want to handle it, you press one.

0:04:51 > 0:04:55If you don't want to then it's press two, it goes to the police,

0:04:55 > 0:04:57and I accidentally pressed one.

0:04:57 > 0:05:01Still drowsy and shocked by the call, Kala presses the wrong button

0:05:01 > 0:05:04and actually stops the alert going to the police.

0:05:04 > 0:05:08Literally made me jump. "Oh, my God, I've pressed the wrong button

0:05:08 > 0:05:10"so I have to tackle this."

0:05:10 > 0:05:13Kala desperately shakes husband Samy awake.

0:05:13 > 0:05:16He checks the store cameras on his phone.

0:05:16 > 0:05:18And my husband jumped up saying, "Somebody's inside."

0:05:18 > 0:05:21Samy is horrified by what he sees.

0:05:21 > 0:05:25A burglar is ransacking their shop right in front of his eyes.

0:05:25 > 0:05:29It's my place. Somebody is stealing my stuff, so I got angry.

0:05:29 > 0:05:36It's really... Why are they doing it to us? That's my... Why?

0:05:36 > 0:05:40The burglar's unaware a silent alarm's been triggered.

0:05:40 > 0:05:43He's turned over the restaurant, bust through into the stock room

0:05:43 > 0:05:46and now grabs what he can from behind the shop's counter.

0:05:46 > 0:05:49I don't know what we need to do. We need to do something.

0:05:49 > 0:05:52Knowing the police haven't been called, Samy believes

0:05:52 > 0:05:55it's down to him to rush to the shop and stop the burglar.

0:05:55 > 0:05:57It's only a few minutes' drive away.

0:05:57 > 0:06:01Kala holds back for a moment to make a 999 call to the police.

0:06:01 > 0:06:05I said to them, "I have to go. Can you send the police?

0:06:05 > 0:06:06"I have to put the phone down."

0:06:06 > 0:06:09Kala runs to Samy, who's about to drive off.

0:06:09 > 0:06:11I said, "No, you don't need to come."

0:06:11 > 0:06:15She said, "No, no, I won't allow you alone so I'll come with you."

0:06:15 > 0:06:17The couple set off in the car.

0:06:17 > 0:06:20We've been both talking about what we are going to do.

0:06:20 > 0:06:23I didn't plan anything, just we wanted to go and catch him.

0:06:23 > 0:06:27Meanwhile, at the shop, the cameras show the thief is stuffing

0:06:27 > 0:06:29packs of cigarettes into a bag.

0:06:30 > 0:06:33Hearing a noise outside, he pauses.

0:06:33 > 0:06:35But it's not Kala and Samy he's hearing.

0:06:35 > 0:06:39It's a newspaper delivery driver dropping off the morning papers,

0:06:39 > 0:06:43completely unaware of what's going on inside the building.

0:06:43 > 0:06:47Hearing the noises outside, the burglar decides it's time

0:06:47 > 0:06:51to get out, so grabs the loot, picking up the shop's safe too.

0:06:51 > 0:06:55Knowing there's someone outside, he runs through to the stock room,

0:06:55 > 0:06:59desperate to find another way out of the store.

0:06:59 > 0:07:03It's at this moment Samy and Kala arrive outside.

0:07:03 > 0:07:05They pull up next to the newspaper van.

0:07:07 > 0:07:09My husband said, "It's the newspaper delivery man."

0:07:09 > 0:07:13Kala tells the delivery driver about the burglar inside the shop.

0:07:13 > 0:07:16She begs for his help and she gets it.

0:07:16 > 0:07:20He didn't think second thought or anything. Just instantly said yes.

0:07:20 > 0:07:22Brave man.

0:07:22 > 0:07:25They split up to look for the burglar. The driver runs to

0:07:25 > 0:07:27one side of the building.

0:07:27 > 0:07:30Samy and Kala head off in different directions to cover

0:07:30 > 0:07:31all possible exits.

0:07:31 > 0:07:34Then Kala spots a fire escape door is ajar.

0:07:34 > 0:07:38So I was just putting my feet a bit higher up to see what's

0:07:38 > 0:07:40happening and I was watching the door.

0:07:40 > 0:07:43Suddenly, she comes face-to-face

0:07:43 > 0:07:45with the burglar on the other side of the fence.

0:07:45 > 0:07:47He stood there.

0:07:47 > 0:07:52As soon as he saw me here and shouting, he was really

0:07:52 > 0:07:57panicking and he was so stressed out and he said, "Bloody hell."

0:07:57 > 0:08:00While Kala shouts to tell her husband

0:08:00 > 0:08:02and delivery driver she's spotted the thief,

0:08:02 > 0:08:06the intruder tries to get away by climbing over a wall.

0:08:06 > 0:08:09She shouted, "He is escaping. Help, help."

0:08:09 > 0:08:12Samy realises the burglar's heading to the building next door

0:08:12 > 0:08:14and runs round.

0:08:14 > 0:08:16I ran out. I wanted to catch him.

0:08:16 > 0:08:20He sees the man jumping down from this wall and tries to grab him.

0:08:20 > 0:08:24I started to catch him but I lost my balance,

0:08:24 > 0:08:26so I fell into the floor

0:08:26 > 0:08:31and there was some stones and nails there, so my hand was injured.

0:08:31 > 0:08:34In the meantime, he jumped round the floor

0:08:34 > 0:08:36and started running towards the gate.

0:08:36 > 0:08:39But the burglar's running into trouble, because Kala

0:08:39 > 0:08:42and the newspaper delivery driver are coming round the corner.

0:08:42 > 0:08:45I said, "Can we catch him up, please? Go and catch him. Go and catch him".

0:08:45 > 0:08:47So we literally ran.

0:08:47 > 0:08:49The driver grabs the thief and so does Kala.

0:08:49 > 0:08:51It took a while for us to stop him.

0:08:51 > 0:08:54We both need to force him to sit down on the floor.

0:08:54 > 0:08:58Then I said to him, "Calm down. You can't escape from us."

0:08:58 > 0:09:01Finally, the burglar stops struggling.

0:09:01 > 0:09:06My heart was going like... galloping like a horse.

0:09:06 > 0:09:09In the meantime, the police... Within a minute, they came here.

0:09:09 > 0:09:12A police officer comes over and handcuffs the burglar.

0:09:12 > 0:09:15I said to him, "Thank God you are here."

0:09:15 > 0:09:17But still, I couldn't talk to him

0:09:17 > 0:09:20any further because I was so breathless.

0:09:20 > 0:09:25He took him from us, and arrested and took him to their car.

0:09:25 > 0:09:29The public-spirited newspaper driver gets back to his delivery round

0:09:29 > 0:09:31while police officers check the shop.

0:09:31 > 0:09:34He broke three doors, and a lot of damage he did.

0:09:34 > 0:09:37But they've stopped the thief from getting away

0:09:37 > 0:09:40with £8,000 worth of their goods.

0:09:40 > 0:09:43A stunned Kala and Samy return home,

0:09:43 > 0:09:46back to the bed they left less than an hour ago.

0:09:46 > 0:09:48And what an hour it's been.

0:09:48 > 0:09:52I couldn't believe that's what we did - caught him.

0:09:52 > 0:09:55I literally went up to wake my son to tell him what happened.

0:09:55 > 0:09:57He still was asleep, bless him.

0:10:01 > 0:10:04In court, the burglar is sentenced to 20 months in prison.

0:10:07 > 0:10:12For their actions, the couple were awarded £500 each for bravery,

0:10:12 > 0:10:14as was the delivery driver.

0:10:14 > 0:10:17After everything happened I said to him, "Thank you."

0:10:17 > 0:10:21Samy's particularly impressed by Kala's part in catching the burglar.

0:10:21 > 0:10:24She was running here and there and she was giving instructions,

0:10:24 > 0:10:26so I am proud of her.

0:10:26 > 0:10:30Really amazed myself, how I could I react in a stressful situation.

0:10:30 > 0:10:35Just a few seconds, everything happened and we caught him.

0:10:40 > 0:10:42Confronting a criminal is best avoided,

0:10:42 > 0:10:45but if we're unlucky enough to come face-to-face with

0:10:45 > 0:10:48an intruder in our homes, what should we do?

0:10:48 > 0:10:50The number-one thing is your safety,

0:10:50 > 0:10:55so running away or hiding is absolutely the right thing to do.

0:10:55 > 0:10:58The best thing you can do if an intruder is on the premises

0:10:58 > 0:11:01is think of an escape route. Always think - protecting yourself

0:11:01 > 0:11:02and others that are with you.

0:11:02 > 0:11:06You could call 999 and you don't have to speak. The police

0:11:06 > 0:11:09will still be able to listen to everything that's being said

0:11:09 > 0:11:12and this could be essential evidentially, later on in court.

0:11:12 > 0:11:15The worst thing you can do is corner and offender,

0:11:15 > 0:11:17become aggressive and challenge them.

0:11:17 > 0:11:19Fight or flight is a basic human instinct,

0:11:19 > 0:11:21so that will apply to the criminal as much as you.

0:11:21 > 0:11:24If you remove the flight option, then effectively

0:11:24 > 0:11:26you've got a fight on your hands.

0:11:26 > 0:11:28Try and remain calm. Call for the police.

0:11:28 > 0:11:30We will respond. Don't make the situation any worse

0:11:30 > 0:11:32than it needs to be.

0:11:37 > 0:11:41And now for the most bizarre shoplifting attempt you'll

0:11:41 > 0:11:44ever see. Or should that be SAW?!

0:11:49 > 0:11:54In a garden equipment shop, this man has picked up a big orange chainsaw.

0:11:54 > 0:11:56What he does next is unbelievable.

0:11:57 > 0:12:01Hiding behind the high counter, he stuffs it into his shorts.

0:12:01 > 0:12:04It's just as well the chain guard is on -

0:12:04 > 0:12:07otherwise he'd be sore in all the wrong places.

0:12:07 > 0:12:10Attempting to conceal it under his T-shirt,

0:12:10 > 0:12:13he saunters out of the store.

0:12:13 > 0:12:18Unsurprisingly, the staff saw exactly what he was up to

0:12:18 > 0:12:19and called the police.

0:12:19 > 0:12:21Later arrested,

0:12:21 > 0:12:25the chainsaw thief is told he will have to spend a year in jail.

0:12:25 > 0:12:29So no doubt he'll be feeling rather SAW about the whole thing.

0:12:35 > 0:12:36A pair of bad pennies

0:12:36 > 0:12:39break into a museum and shop

0:12:39 > 0:12:42and steal a treasured collection of antique coins.

0:12:42 > 0:12:45It was years of collecting. I was sickened.

0:12:45 > 0:12:48But then the thieves try to spend the vintage coins

0:12:48 > 0:12:50at a supermarket.

0:12:50 > 0:12:52Not the brightest of couples.

0:12:57 > 0:13:01Most of us dispose of our rubbish carefully.

0:13:01 > 0:13:04But some people's idea of taking care of their waste

0:13:04 > 0:13:06is to tip it outside other people's homes,

0:13:06 > 0:13:09and sometimes on a massive scale.

0:13:14 > 0:13:17Blackpool, Lancashire.

0:13:17 > 0:13:20This back lane runs behind a street of family homes.

0:13:21 > 0:13:23A truck drives down the lane.

0:13:23 > 0:13:27And what happens next is simply beyond belief. The driver

0:13:27 > 0:13:30callously tips a tonne and a half of dirty,

0:13:30 > 0:13:35dangerous waste all over the road. And this is no accident.

0:13:35 > 0:13:37Unbelievable!

0:13:37 > 0:13:40I was absolutely gobsmacked. I've never seen anything like it before.

0:13:40 > 0:13:42It's disgusting for the local residents.

0:13:42 > 0:13:45It's an appalling thing to do, as far as I'm concerned.

0:13:45 > 0:13:47It smelled absolutely horrific.

0:13:49 > 0:13:52And this turns out to be just one in a string of offences

0:13:52 > 0:13:54by a brazen rubbish dumper.

0:13:55 > 0:13:57This is the biggest fly-tipping case ever

0:13:57 > 0:13:59in Blackpool Council's history.

0:13:59 > 0:14:00It's absolutely disgusting.

0:14:08 > 0:14:12Blackpool is famous for the Tower, the Golden Mile, beach,

0:14:12 > 0:14:14and its illuminations.

0:14:14 > 0:14:17But recently, a shadow was being cast over this

0:14:17 > 0:14:21bright, colourful resort by the large-scale dumping of rubbish

0:14:21 > 0:14:23in parts of the town.

0:14:23 > 0:14:26Tim Coglan works for Blackpool Council.

0:14:26 > 0:14:28'There are many different types of fly tipping.'

0:14:28 > 0:14:32There's a small bag of rubbish being dumped in the street, right the way

0:14:32 > 0:14:34through to commercial fly tips.

0:14:34 > 0:14:38Commercial fly tippers are rogue traders who charge customers

0:14:38 > 0:14:40to get rid of rubbish for them.

0:14:40 > 0:14:43But to avoid the costs of proper waste disposal sites,

0:14:43 > 0:14:45they just dump it illegally.

0:14:45 > 0:14:47And the council have to clean it up.

0:14:47 > 0:14:50It is costing over half a million pounds every year,

0:14:50 > 0:14:54when there are so many causes that that money could be used for.

0:14:54 > 0:14:58And Tim believes dumping rubbish causes neighbourhoods to deteriorate.

0:14:58 > 0:15:00There is actually a feeling that

0:15:00 > 0:15:03if an area appears to be unkempt, then people think it's all right

0:15:03 > 0:15:07to commit further criminal offences in that area, so it's also possibly

0:15:07 > 0:15:11increasing crime and people's fear of crime, from those fly tips.

0:15:11 > 0:15:16Blackpool resident Vivian has seen how illegal dumping can

0:15:16 > 0:15:18affect the neighbourhood.

0:15:18 > 0:15:22She and her husband moved here 35 years ago to raise their family.

0:15:22 > 0:15:24Moved in 1st of July, 1980,

0:15:24 > 0:15:29and it was a lovely community at that time.

0:15:29 > 0:15:31'We sort of watch out for each other.'

0:15:31 > 0:15:35If anybody goes on holiday, we keep an eye on things

0:15:35 > 0:15:37for each other and those sort of things.

0:15:37 > 0:15:40Then, a few years ago, waste started to appear

0:15:40 > 0:15:42in the lane behind their house.

0:15:42 > 0:15:49Televisions, sofas, fridges. One of our neighbours, she's on dialysis

0:15:49 > 0:15:52and numerous times it's stopped ambulances

0:15:52 > 0:15:54actually coming down the back

0:15:54 > 0:15:56because of the rubbish that's there.

0:15:56 > 0:16:00Each time the council cleared it up, more rubbish would appear.

0:16:00 > 0:16:03Then Vivian notices that crime starts to rise.

0:16:03 > 0:16:08The community deteriorated over that period of time.

0:16:08 > 0:16:12In 2004, there had been some vandalism on my house.

0:16:12 > 0:16:15My husband was really upset about it

0:16:15 > 0:16:20so he actually had cameras installed both front and back of the house.

0:16:20 > 0:16:25The cameras act as a deterrent and most of the problems stop.

0:16:25 > 0:16:28Now, years later, Vivian's children have moved out

0:16:28 > 0:16:30and her husband has passed away.

0:16:30 > 0:16:34My daughters want me to move, but I've lived here 35 years now.

0:16:34 > 0:16:36There's an awful lot of good memories

0:16:36 > 0:16:39and I don't want to move. I love the house.

0:16:39 > 0:16:43But one day recently, Vivian had a shock when she came out

0:16:43 > 0:16:48to find mattresses and sofas strewn the entire length of her back lane.

0:16:48 > 0:16:52Unfortunately, her cameras didn't offer many clues.

0:16:52 > 0:16:55The black and white camera wasn't working very well

0:16:55 > 0:16:59so I decided, "To heck with it, I'm going to have new ones installed".

0:16:59 > 0:17:02The new cameras soon prove crucial.

0:17:05 > 0:17:08It's a Monday morning, just gone 9:30am.

0:17:08 > 0:17:10Vivian is sitting at her computer.

0:17:10 > 0:17:13I heard this almighty bang, looked through the window

0:17:13 > 0:17:17and saw the lorry flying by.

0:17:17 > 0:17:21She rushes out the back to see the lorry disappearing round the corner.

0:17:21 > 0:17:24And what's left behind on the road is staggering.

0:17:24 > 0:17:26It was absolutely horrendous.

0:17:26 > 0:17:29It started in front of my garage, all the way past my gate,

0:17:29 > 0:17:34all the way up almost to the top of the alleyway.

0:17:34 > 0:17:39And it stunk like sewage out of ditches or whatever.

0:17:39 > 0:17:41Vivian's neighbour also can't believe

0:17:41 > 0:17:43what he's seeing and smelling.

0:17:43 > 0:17:47I said to him, "Don't worry about it. I've caught him on camera."

0:17:47 > 0:17:50And this is what the cameras have captured.

0:17:54 > 0:17:57A driver in a tipper truck drives down the lane.

0:17:57 > 0:17:59Travelling at speed, he raises the back

0:17:59 > 0:18:01and recklessly empties its contents.

0:18:03 > 0:18:07I just find it appalling that anybody could do it to other people.

0:18:07 > 0:18:09I just get angry about it.

0:18:09 > 0:18:12Vivian calls the council right away.

0:18:12 > 0:18:15Obviously officers responded within the hour to get down there

0:18:15 > 0:18:19to seal off the area, to make sure that nothing was going to cause

0:18:19 > 0:18:21any immediate public health issues.

0:18:21 > 0:18:24And there are some big health issues.

0:18:24 > 0:18:27One was the fact that there is asbestos amongst the rubble,

0:18:27 > 0:18:30and there was also a toilet and human faecal material

0:18:30 > 0:18:31contained in the waste.

0:18:31 > 0:18:33Imagine, for instance, if children were deciding

0:18:33 > 0:18:35to play down that back alleyway.

0:18:35 > 0:18:37Absolutely disgusting.

0:18:37 > 0:18:40Determined to catch this fly tipper quickly,

0:18:40 > 0:18:43Tim is grateful for the footage from Vivian's cameras.

0:18:43 > 0:18:45This is manna from heaven when it comes to proving

0:18:45 > 0:18:47the evidence for a prosecution.

0:18:47 > 0:18:50The number plate of the truck is clearly visible.

0:18:50 > 0:18:54The registration mark of that vehicle is checked to ascertain who

0:18:54 > 0:18:56the owner of the vehicle is.

0:18:56 > 0:18:59They get the name of the truck owner and find that he runs

0:18:59 > 0:19:00a waste disposal firm.

0:19:00 > 0:19:03To help build their case,

0:19:03 > 0:19:06before they clear the rubbish from Vivian's back lane, the council

0:19:06 > 0:19:10officers have the horrible task of searching through it for clues.

0:19:10 > 0:19:13It could be invoices, it could be letter headings, anything that

0:19:13 > 0:19:16identifies where the rubbish has come from.

0:19:16 > 0:19:19They find the rubbish is from a building company.

0:19:19 > 0:19:22And they were visited to find out, "Did you dump this rubbish?"

0:19:22 > 0:19:25They reveal they paid a man to dispose of it for them

0:19:25 > 0:19:28and they give his name to Tim's team.

0:19:28 > 0:19:32It turns out he is an associate of the truck's registered owner.

0:19:32 > 0:19:35It so happens that a member of Tim's team has dealt with

0:19:35 > 0:19:39the suspect before, and by coincidence, spotted him

0:19:39 > 0:19:42driving past on the same day of the fly tip.

0:19:42 > 0:19:45One of our officers witnessed this individual wearing this

0:19:45 > 0:19:47striking T-shirt,

0:19:47 > 0:19:50in the same registration-marked van that was on the CCTV coverage.

0:19:50 > 0:19:54Now Tim and his team can prove who dumped the waste,

0:19:54 > 0:19:57they decide to widen their investigation.

0:19:57 > 0:20:00When officers start to analyse previous complaints

0:20:00 > 0:20:03around fly tipping, there is other intelligence

0:20:03 > 0:20:06that links this particular individual

0:20:06 > 0:20:08to other fly-tipping offences.

0:20:08 > 0:20:11They painstakingly unearth evidence that connects the driver to

0:20:11 > 0:20:15nine other cases of fly tipping and the owner of the truck to four.

0:20:15 > 0:20:18He is a serial fly tipper, and this is the biggest

0:20:18 > 0:20:22fly-tipping case that Blackpool Council has ever prosecuted.

0:20:25 > 0:20:29In court, the driver is sentenced to 39 weeks in prison,

0:20:29 > 0:20:31suspended for a year.

0:20:31 > 0:20:35He's also ordered to do unpaid work and pay £1,000 in compensation.

0:20:37 > 0:20:41The owner of the truck receives a suspended jail sentence

0:20:41 > 0:20:43and a community order.

0:20:44 > 0:20:48It's a clear message to would-be fly tippers. You will be

0:20:48 > 0:20:50punished appropriately, so just don't do it.

0:20:50 > 0:20:56Vivian's cameras did their job and there hasn't been any trouble since.

0:20:56 > 0:20:59I was rather pleased with myself, the fact that they caught him,

0:20:59 > 0:21:03pleased that the council was going to do something about it, and

0:21:03 > 0:21:07even more pleased when I heard that he'd been fully prosecuted for it.

0:21:07 > 0:21:12And anybody else that wants to try it, they've got me to contend with.

0:21:16 > 0:21:20These old-fashioned coins might be worth a pretty penny to a collector,

0:21:20 > 0:21:23but you wouldn't be able to use them at your local supermarket.

0:21:23 > 0:21:29And surely no-one would be silly enough to try and spend them nowadays. Or would they?

0:21:33 > 0:21:38In a shopping arcade in Bolton, this coin collector's museum and shop

0:21:38 > 0:21:43has shut its doors for the night. But these two want to open it again.

0:21:43 > 0:21:44They don't use a key.

0:21:44 > 0:21:48As you're about to hear, they just throw a brick through the window...

0:21:48 > 0:21:50THUDDING

0:21:50 > 0:21:55..and lay waste to a man's lifetime collection of rare coins.

0:21:55 > 0:22:00It was years of collecting, and I was sickened.

0:22:00 > 0:22:05But these two try to spend their loot and find crime doesn't pay.

0:22:05 > 0:22:09They're trying to use the large 5ps, the large 10ps

0:22:09 > 0:22:11and the large 50ps.

0:22:11 > 0:22:13Not the brightest of couples.

0:22:13 > 0:22:17Best not to get caught short when you're trying to spend a penny.

0:22:20 > 0:22:23North-west of Manchester, the town of Bolton

0:22:23 > 0:22:25is home to old soldier Stan.

0:22:25 > 0:22:30PennyWise Money Museum and Coin Shop is his passion.

0:22:30 > 0:22:33It's taken him decades to build up a huge collection

0:22:33 > 0:22:35of unusual old coins.

0:22:35 > 0:22:40This is eight reales, which is also known as pieces of eight

0:22:40 > 0:22:43to the old pirates and everything else. They were made in full silver.

0:22:43 > 0:22:47Ten of them was equivalent to a gold doubloon.

0:22:47 > 0:22:50Stan offers advice to fellow enthusiasts,

0:22:50 > 0:22:53as well as buying and selling coins and other collectables.

0:22:53 > 0:22:56- Light Infantry, here. - That's the one.- Yes. That's the one.

0:22:56 > 0:23:01'I enjoy the challenge, you know? "What is this? What is that?"'

0:23:01 > 0:23:03And I'm pretty good at what I do.

0:23:03 > 0:23:06These days, he's surrounded by all sorts of money,

0:23:06 > 0:23:09but Stan's early life was penniless.

0:23:09 > 0:23:14Born in the middle of World War II, by 1946 his family were homeless.

0:23:14 > 0:23:17When I was about four years old,

0:23:17 > 0:23:20me and my brother were found living in a car

0:23:20 > 0:23:26and we both had pneumonia. And my brother died, but I survived.

0:23:26 > 0:23:32And from there they put us in a Dr Barnardo's home.

0:23:33 > 0:23:37Coins were something scarce and exciting for Stan,

0:23:37 > 0:23:40and he grew fascinated by collecting them.

0:23:40 > 0:23:45I obtained some German coins, and they were from the soldiers

0:23:45 > 0:23:47coming back from the Second World War.

0:23:47 > 0:23:50That's where I started my collection.

0:23:50 > 0:23:52At 18 he joined the Royal Engineers, travelled the world

0:23:52 > 0:23:55and started to collect foreign coins.

0:23:55 > 0:23:58And each place I went, these bags of coins were getting bigger

0:23:58 > 0:24:02and bigger, but they had to be something unusual.

0:24:02 > 0:24:04I couldn't stop then. It was a bug.

0:24:04 > 0:24:08While touring the Far East, he met Mai.

0:24:08 > 0:24:13She was just a lovely person. Still is. Kindest person I've ever known.

0:24:13 > 0:24:16But in later life, Mai is diagnosed with Alzheimer's.

0:24:16 > 0:24:19Stan becomes her full-time carer.

0:24:19 > 0:24:22I was always looking after her, because I do everything.

0:24:22 > 0:24:24But it was too much for me.

0:24:24 > 0:24:28Stan organises carers to look after Mai during the day

0:24:28 > 0:24:32and gives some attention to the other great love of his life.

0:24:32 > 0:24:33His passion for coins.

0:24:33 > 0:24:37So he opens the PennyWise Coin Shop and Museum.

0:24:37 > 0:24:41My wife is the most important thing, but it does give me

0:24:41 > 0:24:44great satisfaction to actually have a shop here

0:24:44 > 0:24:48and do something I wanted to do many years ago.

0:24:48 > 0:24:50But recently, Stan's peace was shattered by

0:24:50 > 0:24:53two unwelcome visitors to his shop.

0:24:54 > 0:24:58What happens is recorded on the arcade CCTV.

0:24:59 > 0:25:04It's 5:20 in the afternoon, and as the paying customers leave,

0:25:04 > 0:25:08two men with no intention of paying wait behind.

0:25:08 > 0:25:11They head for Stan's museum.

0:25:11 > 0:25:14One keeps lookout while the man in the hat moves into the alcove

0:25:14 > 0:25:17by the museum door.

0:25:17 > 0:25:20The lookout goes outside to make sure the coast is clear.

0:25:20 > 0:25:22The thieves talk on the phone.

0:25:22 > 0:25:24INDISTINCT CONVERSATION

0:25:24 > 0:25:26There's no-one around.

0:25:26 > 0:25:28CRASH

0:25:28 > 0:25:32The man smashes the window and grabs Stan's treasured collection,

0:25:32 > 0:25:36including sets of mint-condition coins in their original cases.

0:25:37 > 0:25:41The lookout walks off. The man with the hat and the bag of loot

0:25:41 > 0:25:43isn't far behind.

0:25:43 > 0:25:47It's taken the thieves just two minutes to steal

0:25:47 > 0:25:51part of a collection that's taken Stan over 60 years to create.

0:25:52 > 0:25:55Next morning, on his 73rd birthday,

0:25:55 > 0:25:58Stan arrives at the museum to find the shop window smashed.

0:25:58 > 0:26:01It was quite devastating, really,

0:26:01 > 0:26:07because it was years of collecting, and I was sickened.

0:26:07 > 0:26:11The police are called and the arcade's CCTV camera is checked.

0:26:11 > 0:26:13CRASH

0:26:14 > 0:26:18Even now, it's difficult viewing for Stan.

0:26:18 > 0:26:20I think he's raking the stuff through the window.

0:26:20 > 0:26:22Really, really annoyed, you know?

0:26:23 > 0:26:26But while the police are still at the shop,

0:26:26 > 0:26:29they get a call from a nearby supermarket.

0:26:29 > 0:26:33Two men are trying to spend old-fashioned coins.

0:26:33 > 0:26:38They're trying to use coins, but the half-pence is a little thing that went out in '84.

0:26:38 > 0:26:43The large 5ps, the large 10ps, and large 50ps.

0:26:43 > 0:26:45Not the brightest of couples.

0:26:45 > 0:26:48Supermarket staff delay the pair of penny-pinching crooks

0:26:48 > 0:26:50while police rush to the store.

0:26:51 > 0:26:54And they were still at the tills.

0:26:54 > 0:26:57And their pockets were bulging with coins.

0:26:57 > 0:26:58The pair are arrested.

0:26:58 > 0:27:03But Stan's heartbroken to discover his pristine coins

0:27:03 > 0:27:05are no longer in their cases.

0:27:05 > 0:27:11These are mint coins. Unscratched, unhandled by... Unless with gloves.

0:27:11 > 0:27:13And they had scratched every single coin as they took it

0:27:13 > 0:27:15out of the containers.

0:27:15 > 0:27:18They're not worth scrap now.

0:27:18 > 0:27:20Determined to see the men get their comeuppance,

0:27:20 > 0:27:23he decides to go along to the court case.

0:27:23 > 0:27:29And the judge said after a bit, "Well, I find you guilty. Now get them out of here."

0:27:29 > 0:27:32Just like that. She says, "Take them down."

0:27:32 > 0:27:36That's what she said. I thought, "Great."

0:27:38 > 0:27:43After foolishly trying to spend Stan's money, this pair end up

0:27:43 > 0:27:44spending time.

0:27:44 > 0:27:47They are both sentenced to 26 weeks in prison

0:27:47 > 0:27:49and ordered to pay compensation.

0:27:51 > 0:27:54Stan has found a positive side to the theft.

0:27:54 > 0:27:57It's been good advertising in one way, cos people

0:27:57 > 0:28:00do come in and say, "I saw you in the paper."

0:28:00 > 0:28:04And Stan's not ready to give up the shop, and his collection, just yet.

0:28:04 > 0:28:09I will carry on collecting till I more or less pop my clogs.

0:28:09 > 0:28:13I wouldn't let so-and-sos get me down.

0:28:17 > 0:28:18That's it for today.

0:28:18 > 0:28:20Join us next time, when police

0:28:20 > 0:28:23and the public catch more criminals red-handed.
