0:02:14 > 0:02:18he's threatened the victims with Airsoft gun and tear gas,
0:02:18 > 0:02:22and used violence on them to steal money.

0:02:23 > 0:02:26violent armed robber Bernard Kulewicz
0:02:26 > 0:02:29was sentenced to three years in prison,
0:02:29 > 0:02:30and has a year still to serve.

0:04:46 > 0:04:48Spain has a great lure for fugitives,
0:04:48 > 0:04:51because of how easily
0:04:51 > 0:04:54they can replicate their British life in Spain,
0:04:54 > 0:04:57so they can access English-speaking schools, the weather's good.
0:04:57 > 0:05:00They can still get things like Sky Sports.
0:05:00 > 0:05:02It sounds silly, but it's those little things
0:05:02 > 0:05:06that make life comfortable and gives them a reason to set up home there.
0:05:06 > 0:05:11One shady character who thought he could escape to the sunshine was
0:05:11 > 0:05:15Manchester-born con artist Tony Murphy.
0:05:16 > 0:05:21A fraudster with a taste for exotic and expensive foreign trips,
0:05:21 > 0:05:24Murphy liked to live the high life,
0:05:24 > 0:05:27and had the holiday snaps to prove it.
0:05:27 > 0:05:29Tony Murphy's offending was,
0:05:29 > 0:05:32he was heavily involved in a lot of fraudulent activity.
0:05:32 > 0:05:34Things like overstating his income,
0:05:34 > 0:05:37his employment on credit card applications,
0:05:37 > 0:05:39so fraudulently obtaining credit.
0:05:39 > 0:05:43Murphy got his hands on hundreds of thousands of pounds of cash
0:05:43 > 0:05:48and assets by lying through his teeth when applying for loans.
0:05:49 > 0:05:53He soon came to the attention of Greater Manchester Police.
0:05:53 > 0:05:55When you looked at the patterns
0:05:55 > 0:05:57around his finances,
0:05:57 > 0:05:59and how he lived his life,
0:05:59 > 0:06:02it appeared that he was living a cash lifestyle.
0:06:02 > 0:06:06He was living well beyond any known legitimate means.
0:06:08 > 0:06:12Despite evidence to the contrary, Murphy claimed to be unemployed,
0:06:12 > 0:06:17and said he'd only earned £2,000 in six years.
0:06:17 > 0:06:20But detectives knew he owned two houses,
0:06:20 > 0:06:23one of them on this street in Manchester.
0:06:23 > 0:06:29We could see from even the initial stages of a financial investigation,
0:06:29 > 0:06:32that he was what the police would term "asset rich".
0:06:32 > 0:06:35There followed a painstaking investigation,
0:06:35 > 0:06:39but police were missing the vital evidence they needed
0:06:39 > 0:06:41to prove their case.
0:06:45 > 0:06:48The idea was to expose the lies
0:06:48 > 0:06:52that were told in obtaining the mortgages,
0:06:52 > 0:06:55the credit card agreements, the credit agreements,
0:06:55 > 0:06:59that he had obtained over a series of years, really.
0:06:59 > 0:07:04In coordinated raids, officers swooped on Murphy's properties.
0:07:04 > 0:07:08We executed search warrants,
0:07:08 > 0:07:11we did that at both of his addresses that he owned.
0:07:11 > 0:07:15We actually found him here, on this road, in one of the houses here,
0:07:15 > 0:07:18which is where he was living at the time.
0:07:21 > 0:07:24Murphy was arrested and eventually pleaded guilty
0:07:24 > 0:07:27to several counts of fraud.
0:07:28 > 0:07:31But rather than face time behind bars,
0:07:31 > 0:07:35Murphy packed his bags and went on the run.
0:07:35 > 0:07:38He was now a fugitive.
0:07:38 > 0:07:41But, it didn't take long for the National Crime Agency
0:07:41 > 0:07:43to find out where he'd gone.
0:07:46 > 0:07:50We had some pretty good intelligence from the off that he was in Spain.
0:07:50 > 0:07:53We had some further intelligence, some financial intelligence,
0:07:53 > 0:07:55that suggested his partner in the UK
0:07:55 > 0:07:58had some financial transactions in Spain,
0:07:58 > 0:08:03which confirmed to us what we thought, that he was out there.
0:08:03 > 0:08:06His partner was travelling out to see him regularly,
0:08:06 > 0:08:10so we obviously had an overview of where she was going and when,
0:08:10 > 0:08:13which helped us to narrow it down to the Alicante region,
0:08:13 > 0:08:15so a very popular region with fugitives.
0:08:15 > 0:08:21With the NCA tracking Murphy's family, the net began to close.
0:08:21 > 0:08:25Now the case was in the hands of this woman, Olga Lizana,
0:08:25 > 0:08:30who for five years ran the Spanish national police's fugitives unit.
0:08:31 > 0:08:34Though Tony Murphy didn't know it,
0:08:34 > 0:08:38he was now on her list of wanted fugitives to hunt down.
0:08:38 > 0:08:41I don't think Tony Murphy was stupid,
0:08:41 > 0:08:45but he never realised we were also investigating his family to get him.
0:08:51 > 0:08:55Fugitives on the run might think they've escaped justice
0:08:55 > 0:08:57when they cross the border,
0:08:57 > 0:08:59but they'd be wrong.
0:08:59 > 0:09:02Police officers like to arrest people who have fled
0:09:02 > 0:09:04and who are fugitives.
0:09:04 > 0:09:05It's part of why you join.
0:09:05 > 0:09:08It's the job of the National Crime Agency
0:09:08 > 0:09:12to track down foreign criminals who've fled to the UK.
0:09:12 > 0:09:18These individuals have committed crimes somewhere in Europe,
0:09:18 > 0:09:20have fled and are wanted.
0:09:20 > 0:09:24They may continue to commit crime when they're in the UK.
0:09:24 > 0:09:28So it's in the UK's interest for us to deal with these people
0:09:28 > 0:09:31and to send them back to where they're wanted.
0:09:31 > 0:09:35Although the UK's relationship with the EU is changing,
0:09:35 > 0:09:37one of the most powerful tools
0:09:37 > 0:09:41at the NCA's disposal remains the European Arrest Warrant.
0:09:41 > 0:09:47We receive 18,000 new European Arrest Warrants every single year.
0:09:47 > 0:09:51So hundreds a week. We put them on the Police National Computer
0:09:51 > 0:09:53and from that point onwards,
0:09:53 > 0:09:57any police officer within the United Kingdom
0:09:57 > 0:10:00can arrest that individual for the European Arrest Warrant.
0:10:00 > 0:10:05Any fugitive named on a European Arrest Warrant will find themselves
0:10:05 > 0:10:08instantly wanted across 32 countries.
0:10:08 > 0:10:12At the click of a button, it is Europe wide,
0:10:12 > 0:10:14within milliseconds,
0:10:14 > 0:10:16so any police officer on the street,
0:10:16 > 0:10:19if they happen to stop that individual,
0:10:19 > 0:10:21they will know there and then
0:10:21 > 0:10:24that they are wanted and be able to arrest them.
0:10:24 > 0:10:26And the system works both ways.
0:10:26 > 0:10:30The National Crime Agency also leads the hunt for British criminals
0:10:30 > 0:10:33who've gone on the run.
0:10:33 > 0:10:36There are essentially two types of European Arrest Warrant.
0:10:36 > 0:10:39You have incoming, from Europe to the UK,
0:10:39 > 0:10:43and outgoing, from the UK to Europe.
0:10:43 > 0:10:44We don't send very many.
0:10:44 > 0:10:47About 170 or so a year.
0:10:47 > 0:10:51We are looking at people who have committed serious robberies,
0:10:51 > 0:10:56drug dealing, serious child sexual exploitation offences.
0:10:56 > 0:10:58Murder, rape, etc.
0:10:58 > 0:11:01The more serious end of the scale of criminality.
0:11:01 > 0:11:03And I think it's right that the UK does that.
0:11:03 > 0:11:08Irrespective of whether European Arrest Warrants continue to operate
0:11:08 > 0:11:12in the same way, the message for fugitives is clear.

0:19:35 > 0:19:38He thought he was settled and up and running in this country and,
0:19:38 > 0:19:43unfortunately, on that morning, we've changed his life for a while.
0:19:51 > 0:19:53Back in October 2012,
0:19:53 > 0:19:57Tony Murphy, a fraudster with a taste for adventure,
0:19:57 > 0:20:00went on the run.
0:20:00 > 0:20:03He pleaded guilty to charges of fraud and money-laundering
0:20:03 > 0:20:06worth hundreds of thousands of pounds.
0:20:06 > 0:20:09But instead of returning to court to be sentenced,
0:20:09 > 0:20:12he did a runner and headed for Spain.
0:20:12 > 0:20:15What we find in Spain a lot of the time is that's their end goal.
0:20:15 > 0:20:17That's their end destination,
0:20:17 > 0:20:19so a lot of them want to move there and set up their life there.
