0:02:02 > 0:02:05Over a period of more than a year, we filmed them

0:02:05 > 0:02:08as they tracked down fugitives who thought they could escape the law.

0:05:55 > 0:05:58..a dangerous gangster with a reputation for violence.

0:06:01 > 0:06:04He was one of Britain's most wanted,

0:06:04 > 0:06:07and for 13 years no-one could find him.

0:06:08 > 0:06:11He managed to stay one step ahead of us and he was obviously

0:06:11 > 0:06:14very well-resourced, he was obviously very well-prepared,

0:06:14 > 0:06:16and he was determined to stay hidden.

0:06:18 > 0:06:22The investigation into Lilley began all the way back in 1998,

0:06:22 > 0:06:27when the north-west Regional Crime Squad launched a covert operation

0:06:27 > 0:06:30to take down Merseyside's biggest drug dealers.

0:06:33 > 0:06:37One of the officers on that job still works in surveillance,

0:06:37 > 0:06:39so we can't reveal his identity.

0:06:41 > 0:06:44Mark Lilley was well-known within the St Helens area

0:06:44 > 0:06:46to be a bit of a bully.

0:06:46 > 0:06:51His core business was making a lot of money from drugs importation

0:06:51 > 0:06:55and distribution. He was a major player within quite a large group

0:06:55 > 0:06:58of drug dealers, him being at the top,

0:06:58 > 0:07:02and he did instruct and intimidate people to do his bidding.

0:07:05 > 0:07:09The police operation filmed Lilley's every move and installed secret

0:07:09 > 0:07:13microphones to gather the evidence they needed to bring him in.

0:07:20 > 0:07:27We decided that we would have audio placed within his flat,

0:07:27 > 0:07:31and cameras outside, which proved a great asset for us

0:07:31 > 0:07:36in relation to intelligence that we were gathering from that flat.

0:07:36 > 0:07:41There was a lot of drug users and drug dealers that were arriving

0:07:41 > 0:07:43at that flat on a daily basis.

0:07:49 > 0:07:52The impression I got of him, he was a big guy.

0:07:52 > 0:07:55Could be quite intimidating, a bit of a show-off,

0:07:55 > 0:08:00and liked to brag quite a bit about what he was doing.

0:08:01 > 0:08:05The surveillance operation had Lilley banged to rights.

0:08:05 > 0:08:09Police raided his houses, uncovering his cache of drugs and firearms

0:08:09 > 0:08:12and the gangster was arrested.

0:08:15 > 0:08:17He was in bed at the time.

0:08:17 > 0:08:19Got out of bed, went down on his knees,

0:08:19 > 0:08:21put his hands behind his head.

0:08:21 > 0:08:24He was quite cool, calm and collected...

0:08:24 > 0:08:29and in a joking mood, cracking jokes with the searching officers.

0:08:30 > 0:08:33Lilley clearly believed he would have the last laugh.

0:08:35 > 0:08:37He was out on bail when he went to trial

0:08:37 > 0:08:40and, before the verdict was reached, he did a runner.

0:08:40 > 0:08:44Lilley attended the majority of his trial and then absconded

0:08:44 > 0:08:45as it was coming to an end.

0:08:45 > 0:08:49The trial continued in his absence and he was given a conviction,

0:08:49 > 0:08:51so he knew that when he was on the run, if he was arrested,

0:08:51 > 0:08:54he would be coming back to serve a 23-year sentence.

0:08:55 > 0:08:58Lilley stayed hidden for years,

0:08:58 > 0:09:00but sightings of him trickled in

0:09:00 > 0:09:03and the trail seemed to lead to one country in particular.

0:09:05 > 0:09:08We had indications that Lilley was in Spain.

0:09:08 > 0:09:10We had him linked to several other countries, as well,

0:09:10 > 0:09:11but Spain was always the main one

0:09:11 > 0:09:14and that was where we were focused on, really.

0:09:14 > 0:09:15It was then just a case of

0:09:15 > 0:09:17actually narrowing down exactly where he was.

0:09:17 > 0:09:20But for a period of time he managed to stay one step of ahead of us

0:09:20 > 0:09:23and he was probably moving quite regularly, at that point,

0:09:23 > 0:09:24to evade detection.

0:09:24 > 0:09:28In the years since Lilley fled, cooperation between British

0:09:28 > 0:09:31and Spanish law enforcement had increased considerably.

0:09:31 > 0:09:35By the time Inspector Olga Lizana took over

0:09:35 > 0:09:38as head of the Spanish National Police's Fugitives Unit,

0:09:38 > 0:09:42Lilley had already been on the run for more than a decade.

0:09:42 > 0:09:46Well, at the beginning I thought we were not going to find this guy,

0:09:46 > 0:09:50because he was in Spain for, at that time, for around ten years.

0:09:50 > 0:09:53So it's like there's...

0:09:53 > 0:09:57a fugitive can change a lot.

0:09:57 > 0:09:59But then, a breakthrough.

0:27:36 > 0:27:40you perhaps wouldn't necessarily know they were the same individual.

0:27:40 > 0:27:43But Olga knew she'd got her man.

0:27:43 > 0:27:46She hopes Lilley's arrest will act as a warning

0:27:46 > 0:27:49to any other British criminals thinking of going on the run.

0:27:51 > 0:27:54This is not a safe place for British fugitives any more.
