0:01:35 > 0:01:39where everybody gets along and we feel secure in our homes.

0:01:39 > 0:01:41So when the neighbourhood teams hear about a property

0:01:41 > 0:01:44that has become a hub for anti-social behaviour,

0:01:44 > 0:01:47they act fast to flush out the problem.

0:01:49 > 0:01:53In Weston-super-Mare, Neighbourhood Inspector Sharon Bennett

0:01:53 > 0:01:55has discovered some worrying news

0:01:55 > 0:01:57about the occupants of a local house.

0:01:57 > 0:01:59The community have raised concerns

0:01:59 > 0:02:01that there's been anti-social behaviour from an address,

0:02:01 > 0:02:04and it's really important to us that we take some robust action

0:02:04 > 0:02:08against that so the community trust us and that we raise confidence

0:02:08 > 0:02:11with them that we're about to take action and are able to do something

0:02:11 > 0:02:13about the concerns that they raise.

0:02:13 > 0:02:16From my personal point of view, I wouldn't want to live in a street

0:02:16 > 0:02:18where there's anti-social behaviour going on.

0:02:18 > 0:02:20I don't think it's right that residents

0:02:20 > 0:02:21should have to put up with that.

0:02:21 > 0:02:24The people who live at the property are causing so many problems

0:02:24 > 0:02:27that even the landlord wants them out,

0:02:27 > 0:02:29but he's too afraid to evict them himself.

0:02:29 > 0:02:31So the plan is a simple one -

0:02:31 > 0:02:34raid the property and evict all of the current tenants.

0:02:38 > 0:02:42Heading up today's operation is Sergeant Mark Jenkinson.

0:02:42 > 0:02:44Today we're going to be executing a warrant.

0:02:44 > 0:02:46He's not very pleasant at all towards the police,

0:02:46 > 0:02:49but he won't be too much of a problem to deal with.

0:02:49 > 0:02:54This is the address. We've got Nicky and Chris, we'll ask you guys to go

0:02:57 > 0:03:00I'll be looking to force entry into the address

0:03:04 > 0:03:08With everyone briefed, the team make their way to the address

0:03:08 > 0:03:12and park up around the corner, so as not to alert the suspects

0:03:13 > 0:03:17The individuals that we know are tenants at that address

0:03:17 > 0:03:20have been known previously to cause us a few problems

0:03:20 > 0:03:23and be pretty anti-police.

0:03:23 > 0:03:28But we're trying to cater for pretty much every eventuality.

0:03:28 > 0:03:31Other officers are watching the entrance to the address

0:03:31 > 0:03:33and, as word comes through that the suspects

0:03:33 > 0:03:35- are thought to be inside... - Yep, we're off, off, off.

0:03:39 > 0:03:43The key elements to a raid's success are speed and surprise,

0:03:43 > 0:03:46so the team won't be ringing the doorbell.

0:03:58 > 0:04:02Upstairs, they find three men in one of the bedrooms.

0:04:06 > 0:04:10There ain't no drugs here.

0:04:10 > 0:04:12There ain't no-one else in here.

0:04:12 > 0:04:14Right, swap places with me.

0:04:14 > 0:04:16The suspects are claiming to be alone,

0:04:16 > 0:04:20but, just to be sure, Mark lets himself into the other rooms.

0:04:48 > 0:04:52After a frenetic couple of minutes,

0:04:52 > 0:04:56Mark and his team can now take stock of the situation.

0:04:58 > 0:05:01All the officers are safe, the premises are secure,

0:05:01 > 0:05:06so now it's just a case of a slow time methodical search

0:05:35 > 0:05:39enabling officers to spend less time identifying criminals

0:05:39 > 0:05:42and more time arresting them.

0:05:44 > 0:05:47It's quite a scary thought really.

0:05:47 > 0:05:49It could be a kind of Big Brother scenario.

0:05:49 > 0:05:52I don't think it's a bad thing or an intrusion of privacy

0:05:52 > 0:05:54when it's on public streets.

0:05:54 > 0:05:58I think people understand that it's there for their own safety.

0:05:58 > 0:06:01In Somerset, the council have installed CCTV cameras

0:06:01 > 0:06:03in some of their residential areas,

0:06:03 > 0:06:07including the Bournville Estate in Weston-super-Mare.

0:06:08 > 0:06:13Any camera that we install, we've had to have a reason to put it there.

0:06:13 > 0:06:16The reason why we put cameras onto this particular estate

0:06:16 > 0:06:21was because the anti-social behaviour statistics

0:06:21 > 0:06:24showed that there was more of it there than in other areas,

0:06:24 > 0:06:28so therefore it was disproportionate, so that needed to be tackled.

0:06:30 > 0:06:34The decision to install CCTV on this particular estate

0:06:34 > 0:06:37has already paid off after a situation flared up

0:06:37 > 0:06:40between some of the residents and the neighbourhood team.

0:06:40 > 0:06:43Well, one of the operators was just generally watching the area

0:06:43 > 0:06:46when he received a call from one of the residents there,

0:06:46 > 0:06:50and they reported that these group of people were kicking a rugby ball,

0:06:50 > 0:06:54which was bouncing off cars, people's windows and so forth.

0:06:55 > 0:06:59A patrol car was dispatched to the estate to investigate further.

0:06:59 > 0:07:01Two officers attended.

0:07:01 > 0:07:04On arrival, the rugby ball was kicked at their vehicle.

0:07:04 > 0:07:08It wasn't the reception the PCSOs were expecting.

0:07:08 > 0:07:12Throwing a ball at a police car is a blatant disregard for authority.

0:07:12 > 0:07:16Undeterred, the two PCSOs approached the group

0:07:16 > 0:07:17and tried to defuse the situation,

0:07:17 > 0:07:22but, outnumbered by an increasing number of intimidating youths,

0:07:22 > 0:07:24their words had little effect.

0:07:24 > 0:07:27They subsequently called for backup.

0:07:27 > 0:07:29There was about 30 people there at that stage

0:07:29 > 0:07:32and tensions got very, very high.

0:07:32 > 0:07:35PC Chris Weekes was one of the officers

0:07:35 > 0:07:38who responded to the PCSOs' call for help.

0:07:38 > 0:07:42When we arrived at the location, you could see males

0:07:42 > 0:07:44had been there drinking for some time,

0:07:44 > 0:07:46quite angry and hostile towards us.

0:07:46 > 0:07:48A rugby ball hitting the windscreen is one thing,

0:07:48 > 0:07:52but now some of the group started throwing other projectiles,

0:07:52 > 0:07:54including stones and coins.

0:07:54 > 0:07:56It was time for the officers to intervene,

0:07:56 > 0:07:59although this was easier said than done.

0:08:01 > 0:08:04A coin hit our police vehicle on the windscreen.

0:08:04 > 0:08:07Due to the amount of people there, we couldn't pick out who...

0:08:07 > 0:08:10Identify the person responsible for it.

0:08:10 > 0:08:14As the officers on the ground had a comm-link to the control centre,

0:08:14 > 0:08:18the effectiveness of CCTV became apparent.

0:08:18 > 0:08:21We could describe what we could see.

0:08:21 > 0:08:23We could pass any information that they needed,

0:08:23 > 0:08:27so it would help them immensely when they questioned,

0:08:27 > 0:08:31you know, whoever they thought might have carried out any of the problems.

0:08:33 > 0:08:36Identifying the person responsible was easily done,

0:08:36 > 0:08:40however, arresting him was a different matter altogether.

0:08:40 > 0:08:42As we were trying to remove him from the crowd,

0:08:42 > 0:08:45one other male, who's now also been arrested,

0:08:45 > 0:08:49was trying to hold him back and obstructing us in our duty,

0:08:49 > 0:08:51and, as we then tried to drive off from the location,

0:08:51 > 0:08:53he was opening the car doors.

0:08:53 > 0:08:56By now, there were even more rowdy bystanders,

0:08:56 > 0:08:59so the officers called for further assistance.

0:08:59 > 0:09:03It got quite heated, they were crowded around us.

0:09:03 > 0:09:07Refusing to move, the group swamped the police car.

0:09:07 > 0:09:09The only way out was to use the vehicle

0:09:09 > 0:09:12to nudge their way free from the crowd.

0:09:12 > 0:09:14Although throwing a coin at a police vehicle

0:09:14 > 0:09:16seems quite a trivial and small offence,

0:09:16 > 0:09:19in the wider scale of things, it's important to deal

0:09:19 > 0:09:24with that situation positively to nip it in the bud, so to speak.

0:09:24 > 0:09:26More units had arrived

0:09:26 > 0:09:28and were trying to separate the main troublemakers,

0:09:28 > 0:09:31but with an ever-increasing crowd gathering,

0:09:31 > 0:09:35this was rapidly descending into a heated and hostile situation.

0:09:39 > 0:09:41It only takes one person to say something

0:09:41 > 0:09:46and then you could be set upon by a group of drunk, angry people.

0:09:46 > 0:09:50Very, very... It's scary, I'm not going to lie.

0:09:50 > 0:09:53To be honest, it's a very scary experience.

0:10:11 > 0:10:14the neighbourhood team are carrying out a raid on a house,

0:10:14 > 0:10:17known to be a hub of anti-social behaviour.

0:10:38 > 0:10:40the team bring in a sniffer dog...

0:10:43 > 0:10:46..although he could have a tough time searching this property.

0:10:47 > 0:10:50This isn't the ideal scenario for a dog to search.

0:10:50 > 0:10:52You've got another dog at the address,

0:10:52 > 0:10:54which is a massive distraction.

0:10:55 > 0:11:00As you can see, there's food left around,

0:11:00 > 0:11:03and all these distractions make it very difficult

0:11:03 > 0:11:05for a dog to search effectively.

0:11:08 > 0:11:12His dog has basically done a cursory search, which enables us then

0:11:12 > 0:11:17to now do a physical search, just to make sure there's nothing here

0:11:17 > 0:11:20that would be of any particular interest to us.

0:11:20 > 0:11:24As the team crack on, they find dozens of used syringes

0:11:24 > 0:11:26and prescribed bottles of Methadone,

0:11:26 > 0:11:32which is a legal heroin substitute given to recovering drug users.

0:11:32 > 0:11:33But that isn't all.

0:11:36 > 0:11:38I mean, you can see around the room,

0:11:38 > 0:11:40we've got a knife down on the floor there.

0:11:40 > 0:11:43You see up here, you've got another knife on the wall there.

0:11:43 > 0:11:47Drug paraphernalia all over the place

0:11:47 > 0:11:50and, obviously, this is just the start of it.

0:11:52 > 0:11:56This frightening arsenal of weapons was stashed around the house.

0:11:58 > 0:12:00It's little wonder the landlord and the community

0:12:00 > 0:12:03want the tenants to be evicted.

0:12:03 > 0:12:05As you can see, it's pretty significant

0:12:05 > 0:12:08and they are all pretty nasty bits of kit.

0:12:12 > 0:12:14Unsurprisingly, today's raid

0:12:14 > 0:12:17has generated a lot of concern from the neighbours.

0:12:26 > 0:12:28- and we've got the police dog here as well.- Tip-off?

0:12:29 > 0:12:33Well, it's intelligence from the community, which is what we rely on.

0:12:38 > 0:12:41Back inside, officers are leaving no stone unturned

0:12:41 > 0:12:44as they search for other evidence of anti-social behaviour.

0:12:53 > 0:12:55We believe that to be controlled drugs.

0:12:57 > 0:13:00to determine whether they are in fact illegal drugs.

0:13:03 > 0:13:06to explain their grizzly passion for kitchenware,

0:13:06 > 0:13:08the council can begin the process of making sure

0:13:08 > 0:13:11the suspects can't ever come back.

0:13:22 > 0:13:24that has been linked to the address and, most importantly,

0:13:28 > 0:13:31in conjunction with the local authority.

0:13:31 > 0:13:34The chilling collection of weapons found at the property were seized

0:13:34 > 0:13:38and the powders were later identified as not controlled drugs.

0:13:38 > 0:13:41The three suspects were released,

0:13:41 > 0:13:43although another tenant was subsequently arrested

0:13:43 > 0:13:47and sentenced to 18 weeks in prison for linked offences.

0:13:47 > 0:13:50Most importantly for the community, however,

0:13:50 > 0:13:53is that all of the occupants were evicted,

0:13:53 > 0:13:55bringing an end to the wave of anti-social behaviour

0:13:55 > 0:13:58that was plaguing this neighbourhood.

0:14:05 > 0:14:08In Weston-super-Mare, the neighbourhood team

0:14:08 > 0:14:10are dealing with a volatile situation

0:14:10 > 0:14:12on one of the town's estates.

0:14:12 > 0:14:16It began when two PCSOs responded to a call from locals

0:14:16 > 0:14:20who were complaining about some lads throwing a ball at cars.

0:14:21 > 0:14:25When the PSCOs arrived, the ball was thrown at their car

0:14:25 > 0:14:28and they were quickly surrounded by a group of youths.

0:14:30 > 0:14:33Fearing for their safety, they called for backup,

0:14:33 > 0:14:37but, when it arrived, the youths continued to obstruct the officers,

0:14:37 > 0:14:39which culminated in one of the lads being arrested

0:14:39 > 0:14:41for throwing a coin at a police car.

0:14:43 > 0:14:46So with a growing crowd of rowdy bystanders,

0:14:46 > 0:14:49the neighbourhood team have called in reinforcements.

0:14:51 > 0:14:54Sergeant Colin Batchelor is one of the many officers

0:14:54 > 0:14:56who have been drafted in.

0:14:56 > 0:15:01We've recently arrested a female from the address

0:15:01 > 0:15:05who has been subsequently imprisoned for drug offences.

0:15:05 > 0:15:08The address, unfortunately, then has been occupied by a number of youths

0:15:08 > 0:15:10with a minimum amount of supervision.

0:15:12 > 0:15:15I suggest, as you can see, there's quite a large group there.

0:15:17 > 0:15:19Some kind of disturbance has happened.

0:15:21 > 0:15:24and find out whether we can calm the situation down,

0:16:25 > 0:16:29He's a familiar face on the estate, so he's trying to calm things down

0:16:29 > 0:16:33by explaining exactly why the police have arrested the man,

0:16:33 > 0:16:36but spirits and tensions are still running high.

0:16:55 > 0:16:59leaving a small unit to keep an eye on the boisterous crowd.

0:17:18 > 0:17:22We've turned up with quite a lot of units there,

0:17:22 > 0:17:25simply because of the amount of people that's out on the street.

0:17:25 > 0:17:31So sometimes the best thing to do is to pull away from the situation.

0:17:44 > 0:17:47which eventually died down as the night closed in.

0:17:48 > 0:17:51The lad who threw the coin at the police car

0:17:51 > 0:17:53was released without charge,

0:17:53 > 0:17:55while the young man who thought it would be fun

0:17:55 > 0:18:00to make a nuisance of himself was charged with obstructing the police.

0:18:00 > 0:18:05He pleaded guilty and had to pay over £175 in fines and costs.

0:18:11 > 0:18:15If you are unfortunate enough to be involved in a serious road accident,

0:18:17 > 0:18:21have taken their statements and ensured that everyone is OK.

0:18:35 > 0:18:38about a suspected hit-and-run incident on their patch.

0:18:48 > 0:18:52or an exact extent, and so we'll head over and see what we've got.

0:19:01 > 0:19:04that they are dealing with a serious incident.
