0:00:02 > 0:00:04Neighbourhood policing has come a long way

0:00:04 > 0:00:06since the days of Dixon Of Dock Green.

0:00:06 > 0:00:08Good evening, all.

0:00:08 > 0:00:11The new generation of community police officers have the

0:00:11 > 0:00:13power to strike hard...

0:00:13 > 0:00:14Police! Search warrant!

0:00:14 > 0:00:16You're under arrest.

0:00:16 > 0:00:17..and tackle crime head-on...

0:00:17 > 0:00:19- SHOUTING INCOHERENTLY - Calm down!

0:00:19 > 0:00:21..by engaging with people on the street...

0:00:21 > 0:00:23- And me and you always get on. - Yep.

0:00:23 > 0:00:25..the teams can identify and crack down on the crimes that are

0:00:25 > 0:00:27crippling our communities.

0:00:27 > 0:00:29They are clearly violent individuals.

0:00:29 > 0:00:31In this series of Neighbourhood Blues...

0:00:31 > 0:00:32Happy birthday.

0:00:32 > 0:00:35..we're given unprecedented access to Somerset's neighbourhood teams...

0:00:35 > 0:00:38I'm asking you not to street drink. Go somewhere else.

0:00:38 > 0:00:39BLEEP

0:00:39 > 0:00:42..as they battle to clear up crime...

0:00:42 > 0:00:45- Stand still!- Right, you're under arrest for assault.

0:00:45 > 0:00:48..and sweep the criminals clean from our streets.

0:00:48 > 0:00:50What?

0:00:50 > 0:00:52BLEEP

0:01:07 > 0:01:10Coming up - it's showtime in Taunton...

0:01:10 > 0:01:13- We love the police!- Love the police! Go, police!- And Rod Stewart! Whoo!

0:01:13 > 0:01:16..when a musical legend comes to town.

0:01:16 > 0:01:20And the neighbourhood team in Bath find more than they bargained for.

0:01:20 > 0:01:24You never know what goes on behind closed doors.

0:01:24 > 0:01:25It's incredible.

0:01:30 > 0:01:35In an effort to entice customers, some unscrupulous shopkeepers have

0:01:35 > 0:01:38taken to selling counterfeit cigarettes and alcohol

0:01:38 > 0:01:40at low prices. To the untrained eye,

0:01:40 > 0:01:45these fakes look identical to the real thing, but tests have found

0:01:45 > 0:01:49they can contain seriously harmful ingredients.

0:01:49 > 0:01:53Trading Standards want to protect the community from these dangerous

0:01:53 > 0:01:57goods, and the neighbourhood team are only too pleased to help.

0:01:57 > 0:02:00Today, Weston-super-Mare's neighbourhood team are

0:02:00 > 0:02:03joining forces with officers from Trading Standards and

0:02:03 > 0:02:07Her Majesty's Revenue And Customs to carry out several raids.

0:02:08 > 0:02:11The culmination of a 12-month investigation,

0:02:11 > 0:02:15this multi-agency operation aims to crack down on the alleged sale of

0:02:15 > 0:02:20counterfeit and illegally imported goods in some of the town's shops.

0:02:20 > 0:02:2330 officers will be split into three teams.

0:02:23 > 0:02:28Following an early morning briefing, the taskforce prepares to move out.

0:02:28 > 0:02:33Gemma Harper is the lead police officer in today's operation.

0:02:33 > 0:02:36So today, we're hoping to find counterfeit tobacco and

0:02:36 > 0:02:38counterfeit alcohol.

0:02:38 > 0:02:41It's dangerous, and we need to get it off the streets,

0:02:41 > 0:02:44and Trading Standards are trying to do that by doing all their

0:02:44 > 0:02:48undercover purchases, and that's what we're helping them with today.

0:02:48 > 0:02:52It's thought that some of the shop staff speak Polish,

0:02:52 > 0:02:56so the neighbourhood team have drafted in PCSO Jakub Pietroczuk to

0:02:56 > 0:02:58make sure they know what's being said.

0:02:58 > 0:03:02Me being there if they decide to speak Polish all of a sudden,

0:03:02 > 0:03:03I might be the person to catch it out.

0:03:03 > 0:03:06To prevent the suspects from speaking to each other,

0:03:06 > 0:03:08or disposing of any evidence,

0:03:08 > 0:03:12the first two raids are going to be carried out simultaneously.

0:03:12 > 0:03:14Gemma's team is in position.

0:03:14 > 0:03:17All they need now is the nod from Inspector Sharon Bennett's

0:03:17 > 0:03:19team to say that they're also ready to go in.

0:03:20 > 0:03:23Lovely. We are going, then. Thank you.

0:03:23 > 0:03:24Let's go.

0:03:25 > 0:03:28With word coming through that the other team are in position,

0:03:28 > 0:03:30it's time to move in.

0:03:31 > 0:03:34Hello there. I'm with North Somerset Trading Standards.

0:03:34 > 0:03:35Where?

0:03:35 > 0:03:38These are my colleagues, obviously, from Avon and Somerset Police,

0:03:38 > 0:03:41and also from Revenue and Customs.

0:03:41 > 0:03:45- Can I ask you, are you in charge of the premises?- No.- You're not.

0:03:45 > 0:03:48- No, no.- Right, OK, let me just take a few details.

0:03:48 > 0:03:50And you say that you just work here, do you?

0:03:50 > 0:03:52Yeah, I just help sometimes.

0:03:52 > 0:03:55Right, well, that's the name we've got there,

0:03:55 > 0:03:57but at a different address.

0:03:57 > 0:03:59Gemma's team are at a local newsagent.

0:03:59 > 0:04:02The woman behind the till matches the description they have for

0:04:02 > 0:04:04one of their prime suspects.

0:04:04 > 0:04:08However, the name she's giving is completely different.

0:04:08 > 0:04:11The address is not known in our system at all, so I don't know if...

0:04:11 > 0:04:12I don't believe there is a 16A.

0:04:12 > 0:04:16Checks on the woman's details reveal that she's given them a false name.

0:04:16 > 0:04:18If I'm honest with you, I don't think you're giving

0:04:18 > 0:04:22me your correct details, cos the home address isn't coming up.

0:04:22 > 0:04:24- Are you- BLEEP? - Yeah.

0:04:24 > 0:04:28I'm going to arrest you on suspicion of being involved

0:04:28 > 0:04:30in the selling of counterfeit goods.

0:04:30 > 0:04:32- All right? Conspiracy to sell.- What?

0:04:32 > 0:04:34Because there have been counterfeit tobacco products

0:04:34 > 0:04:35sold from this shop.

0:04:35 > 0:04:39OK? And you're linked to it, so I'm arresting you for that.

0:04:39 > 0:04:42- Why are you arresting me? - I just said why.

0:04:42 > 0:04:45Based on the fact that we've had sales of counterfeit tobacco

0:04:45 > 0:04:47products from these premises,

0:04:47 > 0:04:50we're going to carry out an inspection of the premises.

0:04:50 > 0:04:53- Yeah, we have to seize your mobile phone,- BLEEP.

0:04:53 > 0:04:55Debbie?

0:04:55 > 0:04:59With the woman under arrest, the search begins,

0:04:59 > 0:05:02although the officers from Customs and Trading Standards don't

0:05:02 > 0:05:05have to look far, before they find what they're looking for.

0:05:05 > 0:05:07These are likely to be counterfeit.

0:05:09 > 0:05:12- The health warning is actually in Dutch.- Yeah.

0:05:12 > 0:05:16It's either going to be counterfeit or an import, but it's illegal

0:05:16 > 0:05:20to sell in this country, because the health warnings aren't in English.

0:05:20 > 0:05:23They've certainly not paid the UK duty on them, so yes,

0:05:23 > 0:05:25they're not legal.

0:05:25 > 0:05:27This is going to be a lengthy search.

0:05:27 > 0:05:31The suspected fake cigarettes can be identified by irregularities in

0:05:31 > 0:05:35their packaging, but alcohol has to be inspected with a special light.

0:05:35 > 0:05:37It's an ultraviolet torch.

0:05:37 > 0:05:41The duty stamp should fluoresce under ultraviolet light.

0:05:42 > 0:05:45One of the issues with fake cigarettes is that they can

0:05:45 > 0:05:47have higher tar and nicotine levels,

0:05:47 > 0:05:51which makes them even more dangerous than the real thing, so the team

0:05:51 > 0:05:55are leaving no stone unturned, and they've even found a hidden stash.

0:05:55 > 0:05:56Oh, very nice.

0:05:56 > 0:05:58Above the tiles in the false ceiling, and we

0:05:58 > 0:06:02found 200 Jin Ling hiding up there, so we're having those as well.

0:06:02 > 0:06:05This particular brand of black market cigarette is thought

0:06:05 > 0:06:08to be twice as strong as legal brands,

0:06:08 > 0:06:13and packs seized in the past have even been found to contain asbestos.

0:06:13 > 0:06:16With the evidence bagged up, it's taken away for analysis.

0:06:18 > 0:06:21- Hi. Have you been in the back rooms? - No, we've not checked there yet...

0:06:21 > 0:06:23Meanwhile, at the other raid,

0:06:23 > 0:06:25Sharon's team have hit a language barrier.

0:06:27 > 0:06:29So, I'm just going to get one of my Polish PCSOs here.

0:06:29 > 0:06:31Although she can just about understand what we're saying,

0:06:31 > 0:06:34it'd be easier if we can explain in Polish what's going on.

0:06:34 > 0:06:37Since there's a lot of us here, it can be quite intimidating, really,

0:06:37 > 0:06:40can't it? So, if we can explain that it's nothing to worry about,

0:06:40 > 0:06:41then we'll do that.

0:06:41 > 0:06:43BOTH SPEAKING POLISH

0:06:43 > 0:06:45This Polish shop assistant speaks very little English,

0:06:45 > 0:06:48but with Jakub acting as an interpreter,

0:06:48 > 0:06:51the team are able to eliminate her from their enquiries.

0:06:51 > 0:06:53BOTH SPEAKING POLISH

0:06:59 > 0:07:02I've just asked the lady if, because of the fact that there are

0:07:02 > 0:07:05so many people in the shop, shocked her.

0:07:05 > 0:07:08She said yes, then asked her if the fact that I was here,

0:07:08 > 0:07:11being able to speak Polish reassured her,

0:07:11 > 0:07:14if that was OK with her, and she said, "Yeah, fine."

0:07:16 > 0:07:18Phoebe the spaniel has been trained to sniff out tobacco,

0:07:18 > 0:07:21and is being sent in to help with the search.

0:07:24 > 0:07:26She's had the two points of interest on the various floors.

0:07:26 > 0:07:30You could see the amount of stuff that was there, and it's so intense.

0:07:30 > 0:07:32But then, when she came back down into the shop floor area,

0:07:32 > 0:07:35where the cigarettes are stored,

0:07:35 > 0:07:37she's ignored the cigarettes that are on display,

0:07:37 > 0:07:41and then she's indicated then at another location behind the counter.

0:07:41 > 0:07:46Phoebe might not have had any luck finding hidden tobacco products,

0:07:46 > 0:07:49but officers from Customs and Trading Standards have seized

0:07:49 > 0:07:52several thousand cigarettes from the shelves.

0:07:52 > 0:07:56A large quantity of packaged cigarettes.

0:07:56 > 0:07:59Find out later what happens when the teams'

0:07:59 > 0:08:02next wave of raids reveal the biggest haul of the day.

0:08:07 > 0:08:11In Bath, a drugs raid has taken place just outside the city centre.

0:08:13 > 0:08:17It's now Kevin Williams' job to keep locals in the loop as to

0:08:17 > 0:08:20what's going on in their neighbourhood, so he'll be

0:08:20 > 0:08:22paying a visit to the estate where the raid was carried out.

0:08:22 > 0:08:24Out of courtesy,

0:08:24 > 0:08:26we let the neighbours know exactly what's going on.

0:08:26 > 0:08:29Brings to their attention what's been found.

0:08:29 > 0:08:32Going to print this off now, and we'll do a leaflet drop.

0:08:35 > 0:08:38To get himself up to speed, Kevin's first port of call is the

0:08:38 > 0:08:41property that was raided earlier this morning.

0:08:41 > 0:08:45Martin Holliwell is one of the officers looking after the scene.

0:08:45 > 0:08:48We forced entry into this property here,

0:08:48 > 0:08:50under the auspices of the warrant.

0:08:50 > 0:08:52If you follow me, you can see.

0:08:52 > 0:08:55The occupant of the flat came to the front door.

0:08:55 > 0:08:58He was obviously quite shocked. We'd just woken him up.

0:08:58 > 0:09:00When the team entered the flat,

0:09:00 > 0:09:03it didn't take them long to find what they were looking for.

0:09:03 > 0:09:06When we pulled the curtains away from his airing cupboard,

0:09:06 > 0:09:10we were confronted by a sight that we see, I'm afraid, all too often.

0:09:10 > 0:09:13We found that he had a whole little production line going.

0:09:13 > 0:09:16We've got plants that are ready for harvest.

0:09:16 > 0:09:18They go for the buds at the top of the plant.

0:09:18 > 0:09:20We've got 27 plants at the moment.

0:09:20 > 0:09:24It's quite a haul, but that isn't all the team has discovered.

0:09:26 > 0:09:29To maintain the correct environment for growing cannabis requires

0:09:29 > 0:09:33a lot of power, and officers suspect that the person who lives here

0:09:33 > 0:09:35has been helping himself to electricity.

0:09:35 > 0:09:38A wire has been fitted to bypass the meter.

0:09:38 > 0:09:40We're awaiting the electricity board

0:09:40 > 0:09:44to come out to make the area safe, and then we have

0:09:44 > 0:09:48colleagues of ours that are going to come away and take the plants.

0:09:48 > 0:09:51He's been arrested, taken away to the station.

0:09:51 > 0:09:54Growers of cannabis go to great lengths to conceal what

0:09:54 > 0:09:58they're doing, but there's one thing that isn't so easy to hide.

0:09:58 > 0:10:00So, the smell can give you away.

0:10:00 > 0:10:04In this instance, it did, so people will install vents.

0:10:04 > 0:10:07Unfortunately, the vent opens out over the front door,

0:10:07 > 0:10:08so it was a bit of a clue.

0:10:08 > 0:10:12Neighbourhood teams rely on intelligence from locals,

0:10:12 > 0:10:15and without it, this raid might never have happened.

0:10:15 > 0:10:19You never know what goes on behind closed doors. It's incredible.

0:10:21 > 0:10:24A man later pleaded guilty to producing cannabis.

0:10:24 > 0:10:27He was ordered to carry out 80 hours of unpaid work.

0:10:27 > 0:10:30The local community can rest assured, knowing that

0:10:30 > 0:10:33the neighbourhood teams are fast to respond when criminals are

0:10:33 > 0:10:35operating in their area.

0:10:40 > 0:10:42In Weston-super-Mare, the neighbourhood team has

0:10:42 > 0:10:45joined forces with officers from Trading Standards,

0:10:45 > 0:10:48and Her Majesty's Revenue and Customs, to clamp down on the sale

0:10:48 > 0:10:51of counterfeit and illegally imported goods

0:10:51 > 0:10:52in some of the town's shops.

0:10:52 > 0:10:54Hello? It's the police.

0:10:54 > 0:10:56It's absolutely tons and tons of booze.

0:10:56 > 0:11:00Not only are these products known to be dangerous, but their low prices

0:11:00 > 0:11:03mean they're also forcing honest shopkeepers out of the market.

0:11:03 > 0:11:04Very nice.

0:11:04 > 0:11:07So far, the team have already raided two shops, and seized hundreds

0:11:07 > 0:11:11of packets of what they believe are fake cigarettes and tobacco.

0:11:14 > 0:11:17Officers are now at the home address of one of the key suspects,

0:11:17 > 0:11:20where they have made yet more discoveries.

0:11:20 > 0:11:23Wayne Hughes is part of the team who carried out the search.

0:11:23 > 0:11:25A large quantity of cash,

0:11:25 > 0:11:29which has been seized from the house behind us. We...

0:11:29 > 0:11:32It's been seized because it's believed to have been

0:11:32 > 0:11:35proceeds of crime, and then here in this large bag,

0:11:35 > 0:11:39we have what we believe to be counterfeit cigarettes.

0:11:39 > 0:11:42Because they're counterfeit they've usually got

0:11:42 > 0:11:44unknown substances in them, which can be harmful.

0:11:44 > 0:11:48The owner of one of the shops that was raided earlier has arrived,

0:11:48 > 0:11:52and is being brought up to speed on the allegations that he's facing.

0:11:56 > 0:12:00Actually, it's my first business, and so I don't know much about that.

0:12:07 > 0:12:09You can answer all these questions...

0:12:09 > 0:12:12- If you come with me, we can go back to the police station.- OK.

0:12:13 > 0:12:16Meanwhile, Wayne and his colleague, Jack Roth,

0:12:16 > 0:12:19have been called to the final location of today's raid.

0:12:19 > 0:12:20We're off to a shop in town...

0:12:20 > 0:12:23It's only me. I've just got to go on an arrest...

0:12:23 > 0:12:27..and that's in relation to Trading Standards officers found what

0:12:27 > 0:12:31I believe to be a quantity of counterfeit tobacco or cigarettes.

0:12:34 > 0:12:35As Wayne and Jack arrive,

0:12:35 > 0:12:38it turns out that this could be the biggest haul of the day.

0:12:42 > 0:12:43As you can see,

0:12:43 > 0:12:49we've got a large quantity of packaged cigarettes in boxes,

0:12:49 > 0:12:51which have been found at the rear of the shop.

0:12:51 > 0:12:53If you compare it to an actual genuine one,

0:12:53 > 0:12:55as we did this morning at the previous premises,

0:12:55 > 0:12:58the actual design on the box is just subtly different,

0:12:58 > 0:13:01and there's certain little bits of writing on there that are

0:13:01 > 0:13:03missing, which shows that they're counterfeit.

0:13:03 > 0:13:05I'm arresting you for being in possession of...

0:13:05 > 0:13:08- Oh, yeah?- ..counterfeit goods.

0:13:08 > 0:13:12How much money's worth is there here, then? In the boxes. Roughly.

0:13:12 > 0:13:14About 23,000 cigarettes, we believe,

0:13:14 > 0:13:17and two and a quarter kilos of rolling tobacco.

0:13:19 > 0:13:22So, with the sort of tax and the cost of the product,

0:13:22 > 0:13:25how much are we looking at? Sort of retail value.

0:13:25 > 0:13:28Probably round about £6,000 to £7,000 in revenue.

0:13:30 > 0:13:34With another suspect arrested and thousands more cigarettes seized,

0:13:34 > 0:13:36today's operation is complete.

0:13:36 > 0:13:39The majority of the cigarettes that were seized have been

0:13:39 > 0:13:42confirmed as counterfeit, or illegally imported.

0:13:42 > 0:13:44The woman pleaded guilty to four labelling offences,

0:13:44 > 0:13:46and was fined £93.

0:13:47 > 0:13:50The owner of the property where the counterfeit cigarettes were seized

0:13:50 > 0:13:54pleaded to eight offences, and was given a 12-month community

0:13:54 > 0:13:58order, and ordered to pay more than £500 in costs.

0:13:59 > 0:14:02The owner of the second shop pleaded guilty to five customs offences,

0:14:02 > 0:14:07and was given a community order, and ordered to pay more than £2,000.

0:14:07 > 0:14:10No action was taken against the man in the shop.

0:14:15 > 0:14:18The flexible nature of modern neighbourhood policing means

0:14:18 > 0:14:21that the team have to be prepared for anything.

0:14:21 > 0:14:23Along with their community duties,

0:14:23 > 0:14:26they are sometimes called upon to help patrol events like large

0:14:26 > 0:14:30football games and protests, where tempers may fray,

0:14:30 > 0:14:33and hostile situations can erupt.

0:14:33 > 0:14:36Today, Jack Roth and Inspector Sharon Bennett will be embarking on

0:14:36 > 0:14:39the rigorous four-day course that is essential in becoming

0:14:39 > 0:14:41a public order trained officer.

0:14:41 > 0:14:44The training is to sort of allow us to deal effectively with

0:14:44 > 0:14:48public order situations such as football matches, protests,

0:14:48 > 0:14:49large violent disorders,

0:14:49 > 0:14:51which thankfully doesn't happen all the time,

0:14:51 > 0:14:53but just in case it does, obviously,

0:14:53 > 0:14:56we need to be prepared and trained for those types of situations.

0:14:56 > 0:14:59Policing large crowds wearing heavy protective clothing is

0:14:59 > 0:15:02physically demanding work.

0:15:02 > 0:15:04Before the day's training begins,

0:15:04 > 0:15:08the officers face a gruelling make or break fitness test.

0:15:08 > 0:15:10It's not very challenging. Everyone should pass.

0:15:10 > 0:15:11Sharon may be confident,

0:15:11 > 0:15:15but the mood is tense as the team line up for the first test.

0:15:15 > 0:15:19Any officer who fails to make the grade will be sent home.

0:15:22 > 0:15:24Known as the bleep test... MACHINE BLEEPS

0:15:24 > 0:15:27..the officers will have to run progressively faster to keep

0:15:27 > 0:15:29pace with the clock.

0:15:33 > 0:15:35..so, yeah, not too testing.

0:15:35 > 0:15:38Whilst the inspector has barely broken a sweat,

0:15:38 > 0:15:41Jack has found the test a little more demanding.

0:15:42 > 0:15:44- Well done, Jack, you did it. - Yeah, all right.

0:15:44 > 0:15:47- Yeah, we didn't think you would. - No,- I- didn't think I would.

0:15:47 > 0:15:49I've got to get fitter.

0:15:49 > 0:15:52Having passed the physical, Sharon and Jack head over to the

0:15:52 > 0:15:55classroom, but not everyone was so fortunate.

0:15:55 > 0:15:58Well done on the fitness test, first of all.

0:15:58 > 0:16:03Those that didn't pass the mark have been sent away.

0:16:03 > 0:16:05The session kicks off with a reminder of the potential

0:16:05 > 0:16:08situations the officers could face.

0:16:09 > 0:16:11The London riots saw situations

0:16:11 > 0:16:14where the police came under attack from missiles.

0:16:14 > 0:16:16Rioters were taking whatever came to hand,

0:16:16 > 0:16:19and hurling it at officers, so the team are learning how to

0:16:19 > 0:16:23remain focused, while being pelted from above.

0:16:23 > 0:16:25Stay safe under your roof. Going in.

0:16:26 > 0:16:28Once through the door of the barricaded building,

0:16:28 > 0:16:32their next challenge is an aggressor with a baseball bat.

0:16:32 > 0:16:33You know how it works.

0:16:33 > 0:16:35We've got to come in and speak to you, haven't we?

0:16:35 > 0:16:38When it comes to battling big blokes with bats,

0:16:38 > 0:16:41first through the door Sharon can definitely hold her own.

0:16:45 > 0:16:48By making the training as realistic as possible,

0:16:48 > 0:16:51officers know full well what to expect,

0:16:51 > 0:16:54should they ever need to use these skills on the street.

0:16:54 > 0:16:57- You need to calm yourself down, all right?- I am calm.

0:17:01 > 0:17:04WHISTLE BLASTS

0:17:04 > 0:17:06Oh, sweaty mess.

0:17:06 > 0:17:09He was hitting those shields as hard as he could, bless him, but,

0:17:09 > 0:17:12yeah, as soon as we got all linked together and we were able to

0:17:12 > 0:17:14squish him into the corner, then it was a lot...

0:17:14 > 0:17:15Felt a lot better.

0:17:15 > 0:17:17There's no time to cool off.

0:17:17 > 0:17:19These are the personal fire extinguishers.

0:17:19 > 0:17:22In fact, things are about to get a whole lot warmer.

0:17:22 > 0:17:25We're just about to have some petrol bombs thrown at us.

0:17:27 > 0:17:28Forward.

0:17:29 > 0:17:31Good.

0:17:32 > 0:17:35Even though the officers are wearing fire retardant gloves and

0:17:35 > 0:17:40balaclavas, this is still a very dangerous exercise...

0:17:41 > 0:17:44..but it's one that is essential to their training.

0:17:44 > 0:17:48At the moment, we're exposing the officers to petrol reception,

0:17:48 > 0:17:50which is for two reasons, really.

0:17:50 > 0:17:53The first one is to simulate what they may come up against

0:17:53 > 0:17:57in the event of disorder where petrol bombs are used.

0:17:57 > 0:18:00The other one is to give the officers confidence in the

0:18:00 > 0:18:01kit that they're using.

0:18:01 > 0:18:04And I think, when you actually experience it for yourself...

0:18:04 > 0:18:08- Petrol bomber! - ..you do gain that confidence.

0:18:08 > 0:18:10Today's been hard work, but really good fun, all in all.

0:18:10 > 0:18:12A lot harder physically than I thought it was going to be.

0:18:12 > 0:18:15The instructors have been really good, giving clear

0:18:15 > 0:18:17instructions as we've gone along. I've understood it all.

0:18:17 > 0:18:19Yeah, it's good fun. Really good fun.

0:18:19 > 0:18:21Obviously, it won't be good fun in a real situation.

0:18:21 > 0:18:24No-one wants petrol bombs thrown at them, do they?

0:18:24 > 0:18:27No-one wants to be hit with baseball bats and what have you, so, yeah.

0:18:27 > 0:18:29At the end of the day, we just want to go home to our families

0:18:29 > 0:18:33and get home safely, and for everyone else to be safe.

0:18:33 > 0:18:36It's been a hard day, but the team have had a real taste of what

0:18:36 > 0:18:40they could expect to face when dealing with a hostile crowd.

0:18:40 > 0:18:43But, for now, it's back to their neighbourhood beats.

0:18:49 > 0:18:50In Weston-super-Mare,

0:18:50 > 0:18:55both PCSO Nicola Barton and PC Jim Murray are responding to

0:18:55 > 0:18:58different welfare calls about elderly members of the community.

0:19:00 > 0:19:02Nicola is visiting the house of an elderly lady.

0:19:02 > 0:19:05We've had a concern for welfare about

0:19:05 > 0:19:09a 74-year-old lady that is not answering her phone,

0:19:09 > 0:19:14and hasn't been seen, so we're going to knock on the door,

0:19:14 > 0:19:15see if she's OK.

0:19:16 > 0:19:19Her daughter has been trying to contact her for 24 hours,

0:19:19 > 0:19:21but has been unable to get through.

0:19:22 > 0:19:25It's always a bit nerve-racking going to these kind of jobs,

0:19:25 > 0:19:28because sometimes you... Sometimes these things do happen,

0:19:28 > 0:19:30and you come across sudden deaths,

0:19:31 > 0:19:35which are not very nice for anybody, really.

0:19:35 > 0:19:37Especially if you're first on the scene.

0:19:37 > 0:19:42Nicola is trained to deal with every eventuality, good or bad.

0:19:42 > 0:19:45Arriving at the address, her priority is to discover why the

0:19:45 > 0:19:48elderly lady has stopped answering her daughter's phone calls.

0:19:48 > 0:19:52This is the lady's house, who... She hasn't been seen.

0:19:52 > 0:19:55DOORBELL CHIMES

0:19:55 > 0:19:57There's nobody in the lounge area.

0:19:57 > 0:20:01With no sign of the lady, Nicola might have to call for assistance.

0:20:04 > 0:20:08In a different part of town, Jim Murray is responding to another call

0:20:08 > 0:20:10from a concerned member of the community.

0:20:10 > 0:20:13Well, there's a lady down there that's reported to be

0:20:13 > 0:20:17a little confused, so we're just going to pop down there and

0:20:17 > 0:20:20see if we can locate the lady, and see if she needs any help.

0:20:20 > 0:20:24Weston-super-Mare has over 50 residential care homes for

0:20:24 > 0:20:27the elderly, and it's not uncommon for a resident to become

0:20:27 > 0:20:32disorientated, and wander away from their familiar surroundings.

0:20:32 > 0:20:35And... Oh, there's a lady down there. That could be her.

0:20:37 > 0:20:39Afternoon.

0:20:39 > 0:20:40Hello, then. How are you?

0:20:41 > 0:20:45- And whereabouts are you living at the moment?- Er, Weston-super-Mare.

0:20:45 > 0:20:46Yeah, not a problem.

0:20:46 > 0:20:49Jim quickly establishes that the lady is indeed from one of

0:20:49 > 0:20:51the local care homes. BLEEP

0:20:51 > 0:20:53I can take you back there, yeah, if you want.

0:20:53 > 0:20:55- I've only got 40... - I'm not going to charge you.

0:20:55 > 0:20:58I'm not going to charge you any money, I'm not a taxi,

0:20:58 > 0:21:01but I'll take you back there, just to make sure you get back safely.

0:21:01 > 0:21:03It seems that this lady may have lived near here at some point

0:21:03 > 0:21:07in her life, and she has wandered back to take a look around.

0:21:10 > 0:21:12- Well, you've been out a while, then. - SHE LAUGHS

0:21:12 > 0:21:13- Are they missing you, do you know?- No.

0:21:13 > 0:21:15But you've missed lunch, haven't you?

0:21:21 > 0:21:24Come on, then. I'll take you back, then.

0:21:24 > 0:21:28Experienced at dealing with these delicate situations, Jim knows

0:21:28 > 0:21:32that the best thing for this woman is a chauffeur-driven ride home.

0:21:32 > 0:21:34Just mind your skirt there, right?

0:21:37 > 0:21:39- Is this the right place? - Yeah.

0:21:39 > 0:21:42Let me go and speak to your staff, make sure you get home safely.

0:21:43 > 0:21:45Come on, then.

0:21:45 > 0:21:47Take care, now. Bye.

0:21:47 > 0:21:49Every now and then, we do get residents that will wander off,

0:21:49 > 0:21:51and perhaps go back to their original homes,

0:21:51 > 0:21:53where they're from,

0:21:53 > 0:21:55or try and make their way back to their original homes, where they

0:21:55 > 0:22:00think they still live, you know, just due to the confusion, really.

0:22:00 > 0:22:03But, luckily, this one's got back safe and sound.

0:22:03 > 0:22:06That was a great result for Jim, but Nicola is still trying to

0:22:06 > 0:22:10discover why a 74-year-old lady isn't answering her phone.

0:22:10 > 0:22:12There's nobody in the lounge area.

0:22:22 > 0:22:24- Hello, are you Helen? - Yes.

0:22:24 > 0:22:27Oh, your relative has just been wondering where you were,

0:22:27 > 0:22:29because she hasn't heard from you.

0:22:29 > 0:22:32- Which relative is this? - Your daughter.- Oh, right.

0:22:32 > 0:22:34As far as I know, she hasn't tried to phone me.

0:22:34 > 0:22:37Do you want to make sure your phone is...?

0:22:37 > 0:22:39- Yeah, that's a good idea. - ..not off the hook?

0:22:39 > 0:22:41See if you can get a ringtone.

0:22:41 > 0:22:43- And then we'll go from there. - I'll do that.

0:22:43 > 0:22:46Nicola couldn't have wished for a better outcome.

0:22:46 > 0:22:48The lady appears to be fine...

0:22:48 > 0:22:51Look, there's an intermittent sound.

0:22:51 > 0:22:54..which is more than can be said for her telephone.

0:22:54 > 0:22:57You've got five new messages.

0:22:57 > 0:22:59The phone appears to have been playing up,

0:22:59 > 0:23:02and she's been missing her daughter's frantic calls.

0:23:02 > 0:23:05It's high time that the girl's mind was put at ease.

0:23:05 > 0:23:06Hello.

0:23:08 > 0:23:11I gather you've been trying to get hold of me.

0:23:11 > 0:23:14Since when?

0:23:14 > 0:23:16Right. OK, then. Bye.

0:23:18 > 0:23:20Happy that the lady is safe and sound,

0:23:20 > 0:23:23Nicola can get back on patrol.

0:23:23 > 0:23:25And you're going to phone BT to get the phone sorted?

0:23:25 > 0:23:27- Cos I think there's something wrong with it.- Yeah, I think so.

0:23:27 > 0:23:29- Well, it's lovely to meet you. - And you, yes.

0:23:29 > 0:23:32- All right, you take care.- Yes. - That was really nice, meeting Helen.

0:23:32 > 0:23:34It was really lovely for her to open the door,

0:23:34 > 0:23:36and for me to find her all in order.

0:23:42 > 0:23:45Today, the neighbourhood team in Taunton are facing

0:23:45 > 0:23:48a slightly different task to the usual challenges of community

0:23:48 > 0:23:52policing, because the world-famous singer, Rod Stewart,

0:23:52 > 0:23:56is playing a concert at Somerset County cricket ground.

0:23:56 > 0:23:59Although, as excited fans begin to arrive,

0:23:59 > 0:24:01it would appear that Rod may have some competition.

0:24:01 > 0:24:05- We love the police!- Love the police, go, police!- And Rod Stewart! Whoo!

0:24:05 > 0:24:08One of the officers on duty today is Tony Wearmouth.

0:24:09 > 0:24:1218,000 - just over - people attending the event.

0:24:12 > 0:24:17Absolutely superb. Everybody is just in a fantastic mood.

0:24:17 > 0:24:19This is all about community policing.

0:24:19 > 0:24:21Can't wait for the music to start, personally.

0:24:21 > 0:24:25Today is a huge event for Taunton, and the surrounding areas,

0:24:25 > 0:24:26but for the neighbourhood team,

0:24:26 > 0:24:30today isn't just about the concert, as in addition to policing

0:24:30 > 0:24:34the event, they also have to deal with their usual duties.

0:24:35 > 0:24:38There are a lot of police staff and PCSOs on duty at the time.

0:24:38 > 0:24:42We're all doing roving patrols, looking out for Mr Criminal.

0:24:44 > 0:24:46But the reality is that, on a day like today,

0:24:46 > 0:24:48with so many of the neighbourhood team's

0:24:48 > 0:24:50resources tied up at the concert,

0:24:50 > 0:24:54opportunistic thieves may see it as a chance to help themselves.

0:24:54 > 0:24:56Yeah, we've just heard on the radio that there's

0:24:56 > 0:24:58a theft in progress close by to our location.

0:24:58 > 0:25:00We're just going to walk down and see if we can get any more

0:25:00 > 0:25:03details, or possibly, hopefully...

0:25:04 > 0:25:07Somebody's... Just coming through on the radio now.

0:25:07 > 0:25:08Somebody's stealing lead off a roof,

0:25:08 > 0:25:12so we're going to go down and hopefully try and catch somebody.

0:25:12 > 0:25:15A short walk later, Tony finds the address...

0:25:18 > 0:25:20..and he may have arrived in the nick of time.

0:25:23 > 0:25:25- Have you been up on the roof at all? - No.

0:25:25 > 0:25:28- Eh?- No.- Yeah?- No.- Oh, right.

0:25:33 > 0:25:34We've got, erm...

0:25:36 > 0:25:39These guys here, we don't know if this is the right area...

0:25:39 > 0:25:42There's obviously some lead missing from up there,

0:25:42 > 0:25:44but these guys were just...

0:25:49 > 0:25:50..as you can see.

0:25:50 > 0:25:53The lad's a tenant, but claims he has no idea how the protective

0:25:53 > 0:25:55metal from the roof has disappeared.

0:25:55 > 0:25:57This certainly isn't the first time that Tony

0:25:57 > 0:26:00has had to deal with lead being taken from people's roofs.

0:26:00 > 0:26:04Stealing lead is a crime, because of its high value, and the

0:26:04 > 0:26:09weight of it, they take it to scrap merchants, and things like that,

0:26:09 > 0:26:11weigh it in, and they get shed loads of money for it.

0:26:11 > 0:26:12Looking at the property,

0:26:12 > 0:26:15it's clear to see where the lead has been removed.

0:26:15 > 0:26:17If you see where the, erm...

0:26:17 > 0:26:21About a brick and a half up from the edge of the roof and the wall,

0:26:21 > 0:26:23you can just see a bit of lead sticking out there,

0:26:23 > 0:26:26and there should be a groove and lead all the way along there,

0:26:26 > 0:26:29to keep the water from going through the roof into the building below.

0:26:29 > 0:26:32Obviously, it looks like it's missing,

0:26:32 > 0:26:35and also down the ridge there, or the gulley there, as well.

0:26:35 > 0:26:39An allegation is one thing, but for a watertight case,

0:26:39 > 0:26:42the neighbourhood team will need some evidence.

0:26:42 > 0:26:45Around the back of the garden area,

0:26:45 > 0:26:49we just found this box of lead, which, as you can see, is shaped

0:26:49 > 0:26:53in the shape of the gulley that it's potentially been stolen from,

0:26:53 > 0:26:56but looks like we've got our lead, and looks like we may

0:26:56 > 0:27:00potentially have our man as well, so another good job done.

0:27:02 > 0:27:05With all the evidence suggesting that this lad stole the lead, he's

0:27:05 > 0:27:08placed under arrest and taken back to the station,

0:27:08 > 0:27:11where he was charged with theft of lead.

0:27:11 > 0:27:15When he appeared before magistrates, he was given a community order,

0:27:15 > 0:27:19and ordered to pay £250 compensation to the owner of the property.

0:27:23 > 0:27:26Job done, Tony and the team head back to the cricket ground,

0:27:26 > 0:27:30where the concert is now in full swing.

0:27:30 > 0:27:32# 19 years old and as sweet as she could be. #

0:27:32 > 0:27:35Not everyone has been able to get tickets for the show,

0:27:35 > 0:27:38so an added concern for the team are the numbers of fans who've

0:27:38 > 0:27:41congregated on the riverbank next to the cricket ground,

0:27:41 > 0:27:44where they can still hear the concert, and get into the groove.

0:27:44 > 0:27:46Hello, ladies.

0:27:46 > 0:27:48We're just surveying the riverside.

0:27:48 > 0:27:50There's quite a few people down on the riverside.

0:27:50 > 0:27:52We're just making sure that there are

0:27:52 > 0:27:54no issues in relation to health and safety.

0:27:56 > 0:28:00As a firework display brings the concert to a close,

0:28:00 > 0:28:02today has been a success for the neighbourhood team.

0:28:02 > 0:28:05We've had loads of thank yous from the public for our support,

0:28:05 > 0:28:07so all in all, a very good night.

0:28:07 > 0:28:09And as the fans emerge,

0:28:09 > 0:28:12it appears that a good time has been had by all.

0:28:12 > 0:28:20# We are sailing, stormy waters. #

0:28:24 > 0:28:26And if you need to speak to your neighbourhood team,

0:28:26 > 0:28:30then dial the police non-emergency phone number, 101.

0:28:30 > 0:28:31See you next time.
