0:00:06 > 0:00:08Good evening, all.

0:00:08 > 0:00:10The new generation of community police officers

0:00:10 > 0:00:13have the power to strike hard...

0:00:14 > 0:00:17- You're under arrest. - ..and tackle crime ahead on.

0:00:17 > 0:00:19- Mandy!- Calm down.

0:00:19 > 0:00:21By engaging with people on the street...

0:00:21 > 0:00:22- Me and you always get on.- Yeah.

0:00:22 > 0:00:24..the teams can identify and crackdown

0:00:24 > 0:00:27on the crimes that are crippling our communities.

0:00:27 > 0:00:29They are clearly violent individuals.

0:00:29 > 0:00:32- In this series of Neighbourhood Blues...- Happy birthday.

0:00:32 > 0:00:35..we're given unprecedented access to Somerset's neighbourhood teams...

0:00:35 > 0:00:37I'm asking you not to street drink.

0:00:37 > 0:00:39- Go somewhere else. - BLEEP

0:00:39 > 0:00:42..as they battle to clear up crime...

0:00:42 > 0:00:43Hold still!

0:00:43 > 0:00:48- Right, you're under arrest for assault.- ..and sweep the criminals clean from our streets.

0:00:48 > 0:00:50Argh!

0:00:50 > 0:00:52BLEEP

0:01:06 > 0:01:11Coming up, an early-morning raid leads to a grisly discovery...

0:01:11 > 0:01:14Underneath the cushion on the sofa, there's a saw blade.

0:01:14 > 0:01:18That could be used on obviously any officers coming through the door.

0:01:18 > 0:01:21..a sickening collision brings Bath city centre to a standstill...

0:01:21 > 0:01:24I don't want anyone overtaking you and going right into it

0:01:24 > 0:01:26cos we have to protect the scene.

0:01:26 > 0:01:29Street wardens for November, Sierra.

0:01:29 > 0:01:31..and CCTV plays a vital role

0:01:31 > 0:01:35as the neighbourhood team deal with a disturbance in Weston-super-Mare.

0:01:35 > 0:01:38There's a fight going on just round the corner.

0:01:44 > 0:01:48For any officer, nothing gets their pulses racing more than a raid.

0:01:48 > 0:01:51When the door goes in and you're first through,

0:01:51 > 0:01:54you have no idea what to expect on the other side.

0:01:55 > 0:01:58Raids also send out a clear, highly visible message

0:01:58 > 0:02:01to the community that crime will not be tolerated

0:02:01 > 0:02:05and if you're up to no good, the police are coming to get you.

0:02:08 > 0:02:09In Weston-super-Mare,

0:02:09 > 0:02:11the neighbourhood team are gearing up for a raid,

0:02:11 > 0:02:14which is being carried out under a drugs warrant.

0:02:15 > 0:02:19Sgt Colin Batchelor is leading the team that will be going in.

0:02:19 > 0:02:21So, we're looking at a rapid entry this morning.

0:02:21 > 0:02:24We're looking at getting into the door, through the window,

0:02:24 > 0:02:25as soon as possible.

0:02:26 > 0:02:30To help the team the gain access, they've called in the support group.

0:02:30 > 0:02:32Plainclothes officers down there at the minute...

0:02:32 > 0:02:34Rapid entry is their speciality.

0:02:36 > 0:02:38This is our hydraulic door-breaker.

0:02:38 > 0:02:40It is placed on the door and...

0:02:43 > 0:02:45It'll push out and then push the door out

0:02:45 > 0:02:47and it'll open most things.

0:02:48 > 0:02:49Let us go.

0:02:53 > 0:02:57Surprise is essential for a successful raid,

0:02:57 > 0:03:00so, as the teams arrive, they stealthily take their positions.

0:03:09 > 0:03:11With the hydraulic piston in place...

0:03:12 > 0:03:14..the guys are ready to go in.

0:03:21 > 0:03:22Police!

0:03:22 > 0:03:23Warrant!

0:03:23 > 0:03:26DOG BARKS

0:03:28 > 0:03:30The team are in so quickly and quietly

0:03:30 > 0:03:32that the occupants are still asleep.

0:03:32 > 0:03:35Give me your hands, all right?

0:03:35 > 0:03:36But not for long.

0:03:36 > 0:03:38Give me your hands.

0:03:40 > 0:03:44It looks as though there's only two people home,

0:03:44 > 0:03:48but just to be sure, every room and even the attic are checked.

0:03:51 > 0:03:53There's a few bicycles up here.

0:03:53 > 0:03:55They haven't found anyone up here,

0:03:55 > 0:03:59but rather bizarrely, it's full of bikes and spare parts.

0:03:59 > 0:04:02I think they might go in police assessment.

0:04:02 > 0:04:04The reason the neighbourhood team is here

0:04:04 > 0:04:08is because of reports of drug use in the property.

0:04:08 > 0:04:11Is there anything here that we're going to find?

0:04:11 > 0:04:13That you're going to tell me about now.

0:04:13 > 0:04:15Bit of personal something.

0:04:17 > 0:04:21One of the suspects has admitted to having some drugs hidden in a shoe.

0:04:22 > 0:04:25Can you send him up? I really want to put the dog in first

0:04:25 > 0:04:27before we start putting our size nines everywhere.

0:04:27 > 0:04:29Dogs on his way, chaps.

0:04:30 > 0:04:32If there are any other drugs in here,

0:04:32 > 0:04:35then Colin is hoping that a police sniffer dog

0:04:35 > 0:04:36will be able to find them,

0:04:36 > 0:04:40but because of the state of the property, there could be a problem.

0:04:41 > 0:04:43Looks like a push-bike shop.

0:04:43 > 0:04:46There's tools, there's sharp objects, there's paint,

0:04:46 > 0:04:48there's things everywhere

0:04:48 > 0:04:53that could possibly cause problems whilst the dog is searching.

0:04:55 > 0:04:59I think the difficulty is when you arrive at a drugs warrant like this,

0:04:59 > 0:05:01you go in and assess it.

0:05:01 > 0:05:05In there, there's dog faeces on the floor, there's food everywhere,

0:05:05 > 0:05:09and in a dog world, it's very difficult to keep the dog focused

0:05:09 > 0:05:10on what it's trained to do,

0:05:10 > 0:05:14which is finding drugs and not, "Mmm, here's a bit of...

0:05:14 > 0:05:16"Here's a free meal for me."

0:05:17 > 0:05:20In the meantime, the two suspects are escorted into vans

0:05:20 > 0:05:23to be taken back to the station for interview.

0:05:28 > 0:05:30Officers have begun to search the flat.

0:05:30 > 0:05:34There's clear evidence that drug use has taken place here.

0:05:34 > 0:05:37Got a little bit of what we believe to be amphetamine in here.

0:05:37 > 0:05:39There's some scales up on the side there.

0:05:39 > 0:05:41We've got a number of mobile phones.

0:05:41 > 0:05:43There's obviously evidence of drug use around,

0:05:43 > 0:05:46with a number of needles and what have you.

0:05:46 > 0:05:47There's a cannabis grinder there.

0:05:47 > 0:05:50A packet of pins here that have obviously all be used.

0:05:50 > 0:05:52There's another mobile phone just down under there.

0:05:52 > 0:05:57However, Harry the sniffer dog isn't having such an easy time.

0:05:57 > 0:05:59It's just far too difficult

0:05:59 > 0:06:01with the hazards that are in there, really.

0:06:01 > 0:06:03And this room has come up a blank,

0:06:03 > 0:06:06so Harry needs a little rest now, I think.

0:06:07 > 0:06:10With the property unsuitable for Harry to search,

0:06:10 > 0:06:12the team will have to do it by hand.

0:06:17 > 0:06:21Tidiness might not have been a priority in this flat,

0:06:21 > 0:06:22but security was.

0:06:23 > 0:06:27The support group made a decision to put the door in,

0:06:27 > 0:06:32which was braced with a metal pole at the rear.

0:06:32 > 0:06:34This is sort of fairly unusual.

0:06:34 > 0:06:36I don't see this very often,

0:06:36 > 0:06:37a brace to this extent.

0:06:39 > 0:06:42So, using hydraulics, they've pushed the door in,

0:06:42 > 0:06:45we've got two arrested at this stage

0:06:45 > 0:06:48on suspicion of possession of Class A.

0:06:48 > 0:06:52The team are now painstakingly searching the entire property by hand.

0:06:52 > 0:06:56Trying to get a sterile area but you're not going to get it in here.

0:06:56 > 0:06:58It's a drawn-out process

0:06:58 > 0:07:01and the officers are already making some worrying discoveries.

0:07:01 > 0:07:03That's just laying around

0:07:03 > 0:07:06and you can easily catch yourself with that, so...

0:07:06 > 0:07:08Just found underneath the cushion on the sofa

0:07:08 > 0:07:11where they were sat when we came in, there's a saw blade.

0:07:11 > 0:07:13- Quite dangerous. - HE LAUGHS

0:07:13 > 0:07:16Little bit concerned that that could be used on, obviously,

0:07:16 > 0:07:19any officers coming through the door or anyone else.

0:07:19 > 0:07:22But if that's bad, in the kitchen, one of the team has found

0:07:22 > 0:07:24every officer's worst nightmare

0:07:24 > 0:07:27when it comes to carrying out a drug search.

0:07:27 > 0:07:28I've just opened a drawer

0:07:28 > 0:07:32and, as you see, there's a load of uncapped needles there

0:07:32 > 0:07:35and there's obviously residue of blood and drugs on it, as well,

0:07:35 > 0:07:38and that's the sort of last thing that you want to catch

0:07:38 > 0:07:39on your finger, you know,

0:07:39 > 0:07:42and I don't know what that's infected with.

0:07:42 > 0:07:44Not good. Not good.

0:07:44 > 0:07:46When the neighbourhood team carry out a raid,

0:07:46 > 0:07:49it can be distressing for other residents...

0:07:50 > 0:07:52..so Susan Venn-Adams is going door-to-door

0:07:52 > 0:07:55making people aware of why the police are here.

0:07:55 > 0:07:56I'm delivering leaflets

0:07:56 > 0:07:58just explaining what we're doing in the area.

0:07:58 > 0:08:01- Oh, right, yeah. - Which I'm sure you're aware but...

0:08:01 > 0:08:02- We are aware, yeah.- Yes. - SHE LAUGHS

0:08:02 > 0:08:05We are basically classed as the face of the community,

0:08:05 > 0:08:08so, therefore, we're used quite a bit to gather intel,

0:08:08 > 0:08:13because people are quite happy to stop and talk to us on the street.

0:08:13 > 0:08:16Apart from the suspected amphetamines when they first arrived

0:08:16 > 0:08:20and some drugs paraphernalia, nothing else has been uncovered.

0:08:20 > 0:08:24Nevertheless, Sgt Colin Batchelor is pleased with the way

0:08:24 > 0:08:26the operation has gone.

0:08:26 > 0:08:28It was a very difficult address to search.

0:08:28 > 0:08:32It was messy, it was dirty and there was potential hazards,

0:08:32 > 0:08:36so the chief inspector's just turned up, so I'm glad we had a result.

0:08:36 > 0:08:38We've gone in there, we've seized the drugs,

0:08:38 > 0:08:43and we've got two arrested, so I think the whole visibility thing,

0:08:43 > 0:08:45the way we've done it, the way we've leafleted,

0:08:45 > 0:08:47we've said, "Yeah, we're not having drugs on this estate

0:08:47 > 0:08:50"and we will put your door in, so take your chances."

0:08:51 > 0:08:52The drugs that were seized in the raid

0:08:52 > 0:08:56were confirmed to be illegal Class B amphetamines.

0:08:56 > 0:08:59In court, the lady confessed to owning them

0:08:59 > 0:09:04and received a 12-month community order, along with £145 in costs.

0:09:11 > 0:09:13Technology plays an important part

0:09:13 > 0:09:15in modern-day neighbourhood policing.

0:09:15 > 0:09:18Mobile phones, the internet and sat nav

0:09:18 > 0:09:20are all tools that officers use every day,

0:09:20 > 0:09:24but one of the most useful innovations has to be CCTV.

0:09:24 > 0:09:26Day and night, these skilled operators keep watch

0:09:26 > 0:09:30over our streets, identifying troublemakers, alerting the police

0:09:30 > 0:09:34and providing vital evidence when it comes to prosecutions.

0:09:35 > 0:09:38It's Saturday night in Weston-super-Mare

0:09:38 > 0:09:40and the neighbourhood team are gearing up for a patrol

0:09:40 > 0:09:41in the town centre.

0:09:41 > 0:09:46Among the officers on duty tonight is Sgt Mark Jenkinson.

0:09:46 > 0:09:49I would suggest the majority of our work this evening

0:09:49 > 0:09:50will be drink related.

0:09:52 > 0:09:55Hopefully, it will just be minor public order matters.

0:09:55 > 0:09:57Fingers crossed, everyone will be behaving themselves

0:09:57 > 0:09:59and will be having a good time.

0:09:59 > 0:10:03Joining Mark on duty is PC Wayne Hughes.

0:10:03 > 0:10:04Heading into the town centre,

0:10:04 > 0:10:07it looks like another busy Weston night.

0:10:08 > 0:10:11The town may be a relatively small seaside resort,

0:10:11 > 0:10:13but it has a thriving pub and club scene

0:10:13 > 0:10:17and the neighbourhood team face exactly the same problems

0:10:17 > 0:10:19as much larger town centres.

0:10:20 > 0:10:24And that means that a high police presence is essential.

0:10:24 > 0:10:27And it isn't just the officers on the ground

0:10:27 > 0:10:29who are keeping a watchful eye.

0:10:29 > 0:10:31Yeah, the males that have left Yates,

0:10:31 > 0:10:34are those the ones over by the arcades? Over.

0:10:34 > 0:10:36In the town's CCTV control room,

0:10:36 > 0:10:40operators are monitoring camera feeds from all over the town.

0:10:40 > 0:10:45So far, the evening's planned out to be a quiet one for Wayne and Mark.

0:10:45 > 0:10:47But it's not long until the peace is shattered

0:10:47 > 0:10:49and the team are called into action.

0:10:49 > 0:10:53CCTV officer Brian Pugh has spotted a fight in progress.

0:10:53 > 0:10:55Street wardens for November, Sierra.

0:10:55 > 0:10:57November, Sierra.

0:10:58 > 0:11:03CCTV have identified that there's a bit of a fight going on

0:11:03 > 0:11:05just round the corner.

0:11:05 > 0:11:06As Mark and Wayne arrive,

0:11:06 > 0:11:09the man suspected of starting the fight has already been arrested.

0:11:12 > 0:11:15Now the team need to try and build a picture of what's happened

0:11:15 > 0:11:17and who's involved.

0:11:17 > 0:11:18He hit a girl, yeah?

0:11:18 > 0:11:21Basically, all that happened, yeah, someone, like...

0:11:21 > 0:11:23I think she asked for a filter

0:11:23 > 0:11:26and he is sort of, like, hit a girl.

0:11:27 > 0:11:29Wayne's speaking to a witness who claims to have seen

0:11:29 > 0:11:31exactly what happened.

0:11:31 > 0:11:34These two Polish lads sat there and they were smoking,

0:11:34 > 0:11:36so I asked them for a roll-up and they gave me a roll-up.

0:11:36 > 0:11:38One of the boys was trying to...

0:11:38 > 0:11:40Like, he was gripping me and pulling me forward.

0:11:40 > 0:11:43- One of the Polish lads?- Yeah. I told my friend and she went over there

0:11:43 > 0:11:45and was like, "Look, you just need to sort of go away."

0:11:45 > 0:11:47Cos he was trying to follow me.

0:11:47 > 0:11:49And then, he swung for the girl,

0:11:49 > 0:11:52and she moved and then he swung for my friend, well, my cousin.

0:11:52 > 0:11:55And then he swung for me, so, obviously, I hit him back

0:11:55 > 0:11:58because he swung for me, and I started hitting him

0:11:58 > 0:12:00and then he ran down here so I chased him,

0:12:00 > 0:12:02cos obviously he tried hitting three girls.

0:12:02 > 0:12:05And then obviously you've got him since then.

0:12:05 > 0:12:08The young lady is saying that the dispute began over a cigarette

0:12:08 > 0:12:10and that the man the team have in custody

0:12:10 > 0:12:14has attempted to hit a number of people, including three girls,

0:12:14 > 0:12:19although, bizarrely, he appears to be the only one with any injuries.

0:12:19 > 0:12:21Mark's now speaking to a young lad.

0:12:21 > 0:12:25His version of events also ties in with what the young girl told Wayne.

0:12:25 > 0:12:27She pushed him away and he swung,

0:12:27 > 0:12:30ended up hitting my mate in the face and that.

0:12:30 > 0:12:32It sounds as though the fight was started

0:12:32 > 0:12:34by the man in the police van.

0:12:35 > 0:12:39But in a situation like this, where alcohol may have had a part to play

0:12:39 > 0:12:41and emotions are running high,

0:12:41 > 0:12:44it can be incredibly difficult for officers on the ground

0:12:44 > 0:12:47to build an accurate picture of what's happened.

0:12:47 > 0:12:50It's looking like an open-and-shut case,

0:12:50 > 0:12:54but find out later what happens when the CCTV is analysed

0:12:54 > 0:12:57and the fight is viewed in a completely different light.

0:13:04 > 0:13:08Shoplifting is a crime that plagues town centres up and down the UK.

0:13:11 > 0:13:16In Taunton, PC Stewart Baird and PCSO Matt Lester...

0:13:16 > 0:13:18Golf, tango, 718.

0:13:18 > 0:13:20..are responding to a call from the security team

0:13:20 > 0:13:23in one of the high street's department stores.

0:13:23 > 0:13:26A woman has been spotted acting suspiciously.

0:13:26 > 0:13:30They think that there's a shoplifter brewing...

0:13:30 > 0:13:33We're just putting the log on, unit's attending.

0:13:33 > 0:13:34Yeah, that's right,

0:13:34 > 0:13:37I'm town-centre team, so I'll head down for that.

0:13:37 > 0:13:38I've got a vehicle.

0:13:50 > 0:13:51Still en route,

0:13:51 > 0:13:55Stewart receives an update from the security guards in the store.

0:13:55 > 0:13:57At the moment, the woman's still in-store

0:13:57 > 0:13:59and she's still selecting stuff,

0:13:59 > 0:14:02so I think this is quite an ambitious one, really.

0:14:05 > 0:14:07The guys have made it to the town centre

0:14:07 > 0:14:09and the suspect is still inside,

0:14:09 > 0:14:11which, as Stewart explains,

0:14:11 > 0:14:14is crucial when it comes to catching shoplifters.

0:14:14 > 0:14:19Until they actually walk out the store and leave the store,

0:14:19 > 0:14:21then they can always put up an argument

0:14:21 > 0:14:23that they were going to go to a till and pay for it.

0:14:23 > 0:14:27So, in practice, we always let them walk out.

0:14:28 > 0:14:29Always.

0:14:29 > 0:14:32We'll see now.

0:14:32 > 0:14:35Over the years, Stewart has dealt with his fair share of shoplifters,

0:14:45 > 0:14:47The lads are looking for a blonde-haired lady

0:14:47 > 0:14:48in a red and white dress.

0:14:51 > 0:14:54And it's not long before they spring into action.

0:14:55 > 0:14:58Having left the store with a bag of items,

0:14:58 > 0:15:01the suspect is stopped by a security guard and PCSO,

0:15:01 > 0:15:03who lead her back inside for questioning.

0:15:05 > 0:15:09OK, shall we list what we think is stolen?

0:15:09 > 0:15:10All right.

0:15:13 > 0:15:15Coming clean, the woman has confessed

0:15:15 > 0:15:17to stealing a number of items

0:15:17 > 0:15:22including shoes and swimming costumes worth around £315.

0:15:22 > 0:15:25There's quite a few bits and bobs here that have been taken

0:15:25 > 0:15:28from the store and you haven't made payment for them, have you?

0:15:28 > 0:15:29All right, OK?

0:15:29 > 0:15:30All right.

0:15:33 > 0:15:34She may be sorry

0:15:34 > 0:15:37but caught red-handed shoplifting means that this lady

0:15:37 > 0:15:40is on her way to the cells at Taunton Police Station.

0:15:43 > 0:15:45Time of arrest, please?

0:15:45 > 0:15:464:30.

0:15:46 > 0:15:47And offence?

0:15:47 > 0:15:51Suspicion of theft by shoplifting

0:15:51 > 0:15:55goods to the value of approximately £354.

0:15:56 > 0:15:58Young lady, do you understand why you're here?

0:15:58 > 0:16:00- Yes.- Would you like to speak to a solicitor?

0:16:00 > 0:16:03Any reason why not? You don't have to give you don't have to get me one

0:16:03 > 0:16:04if you don't want to.

0:16:04 > 0:16:06OK.

0:16:06 > 0:16:08Immaculately presented

0:16:08 > 0:16:11and with several hundred pounds of cash in her purse,

0:16:11 > 0:16:14Stewart's struggling to understand why she did it.

0:16:15 > 0:16:18God only knows why this young woman

0:16:18 > 0:16:20has got involved in this kind of thing

0:16:20 > 0:16:22because, I mean, she's clearly affluent.

0:16:25 > 0:16:28Plenty of money.

0:16:28 > 0:16:30God only knows why. I really don't know.

0:16:31 > 0:16:32Regardless of her motives,

0:16:32 > 0:16:34as it was her first offence,

0:16:34 > 0:16:37the well-presented shoplifter was released with a caution.

0:16:47 > 0:16:50It's a busy Saturday night in a Weston-super-Mare

0:16:50 > 0:16:53and neighbourhood officers Mark Jenkinson and Wayne Hughes

0:16:53 > 0:16:55have been patrolling the town centre.

0:16:55 > 0:16:57They were called to an incident

0:16:57 > 0:17:00where it was thought that a man had assaulted a number of young girls

0:17:00 > 0:17:02in a dispute over a cigarette.

0:17:02 > 0:17:04After reviewing footage of the incident,

0:17:04 > 0:17:07the operators in the town's CCTV control room

0:17:07 > 0:17:11aren't so sure that it happened exactly as the victims are claiming.

0:17:11 > 0:17:13Brian Pugh watched the events unfold.

0:17:13 > 0:17:17The female was saying that she was picked on

0:17:17 > 0:17:19and assaulted,

0:17:19 > 0:17:23and from what we saw, that wasn't really what was going on.

0:17:24 > 0:17:27The footage shows that it was indeed the girl

0:17:27 > 0:17:29who seems to be at the centre of the dispute.

0:17:34 > 0:17:36Her body language is extremely aggressive

0:17:36 > 0:17:38towards the man sat on the wall.

0:17:40 > 0:17:42Her friend pulls her away,

0:17:42 > 0:17:44but it isn't long before she's back,

0:17:44 > 0:17:48and this time, she's giving both men a good talking to.

0:17:48 > 0:17:52For a second time, a friend tries to remove her from the situation.

0:17:52 > 0:17:54But she returns again

0:17:54 > 0:17:57and this time it isn't just a verbal attack that she unleashes...

0:18:00 > 0:18:02..as she lashes out with punches...

0:18:06 > 0:18:09..and a kick to the face of one of the guys.

0:18:09 > 0:18:12Faced with such an onslaught,

0:18:12 > 0:18:14the patience of the lad sitting on the wall snaps

0:18:14 > 0:18:15and he defends himself.

0:18:18 > 0:18:21In a split second, it develops into a full-scale brawl.

0:18:24 > 0:18:27Looks like it's already been reported, over.

0:18:27 > 0:18:29Understandably, he makes a run for it,

0:18:29 > 0:18:31and judging by these images,

0:18:31 > 0:18:34he was lucky that the neighbourhood team were close by.

0:18:34 > 0:18:37They've arrested the bloke for assault.

0:18:37 > 0:18:40Just to make sure, I have made them aware we have got good footage

0:18:40 > 0:18:43of it, so, they'll come over and view it

0:18:43 > 0:18:46and then they'll make the decision what they're going to do.

0:18:46 > 0:18:49As the young girl is claiming she was attacked without provocation,

0:18:49 > 0:18:51it appears that this is a case

0:18:51 > 0:18:53which warrants further investigation,

0:18:53 > 0:18:57although, as Brian explains, CCTV can't tell you everything.

0:18:57 > 0:19:00You know, we don't know exactly the full story,

0:19:00 > 0:19:02but she didn't exactly walk away

0:19:02 > 0:19:05and report it.

0:19:05 > 0:19:07She tried to get justice herself.

0:19:07 > 0:19:11If anything did happen, then two wrongs don't make a right, so...

0:19:12 > 0:19:15Hopefully, the footage will help either way.

0:19:18 > 0:19:22The CCTV evidence made a huge difference to the investigation

0:19:22 > 0:19:25as it allowed the neighbourhood team to take an impartial view

0:19:25 > 0:19:26of the events.

0:19:26 > 0:19:30The police decided not to charge the man who was originally arrested

0:19:30 > 0:19:32or anyone else involved in the fracas.

0:19:40 > 0:19:43Every community has its fair share of known offenders

0:19:43 > 0:19:45and wanted people,

0:19:45 > 0:19:47so whenever the neighbourhood teams are out on patrol,

0:19:47 > 0:19:51they always keep one eye open for those familiar faces.

0:19:53 > 0:19:58Today, PCSO Steve Hill is patrolling the town of Wellington.

0:19:58 > 0:20:00Just seen that somebody that I believe is wanted.

0:20:00 > 0:20:01There she is.

0:20:01 > 0:20:03Beige fur-type coat.

0:20:03 > 0:20:07It probably won't be fur but fluffy-type thing.

0:20:08 > 0:20:11Steve has spotted someone of interest to the police,

0:20:11 > 0:20:14but it would appear that she's also seen him.

0:20:15 > 0:20:16Right.

0:20:16 > 0:20:19Where the bloody hell has she gone?

0:20:19 > 0:20:22In the time it takes to turn the car round, she's disappeared.

0:20:24 > 0:20:26Just got to try and find her now.

0:20:28 > 0:20:30The girl is wanted for failing to answer bail

0:20:30 > 0:20:34as she is suspected of being involved in a burglary.

0:20:34 > 0:20:36Right, boyfriend's gone that way.

0:20:36 > 0:20:39- There's- BLEEP- waiting for her, so she's still around here somewhere.

0:20:41 > 0:20:43The man is also known to Steve

0:20:43 > 0:20:47and the fact that he's here suggests that the girl isn't far away.

0:20:51 > 0:20:53Suspecting that she's hiding,

0:20:53 > 0:20:56Steve's continuing his search on foot.

0:20:56 > 0:21:00You've not seen a young lady wearing like a furry-type coat?

0:21:00 > 0:21:03Looking quite sheepish and trying to hide out away?

0:21:03 > 0:21:05- No?- Not in the last 10 minutes, no. - OK, then. OK, mate.

0:21:05 > 0:21:06Thanks very much.

0:21:09 > 0:21:11Knowing she can't have gone far,

0:21:11 > 0:21:14Steve calls in other units to help with the search.

0:21:14 > 0:21:16She's given us the slip.

0:21:16 > 0:21:17She was on the bridge in Tonedale

0:21:17 > 0:21:20- and she was, yeah, definitely with- BLEEP.

0:21:20 > 0:21:22- But- BLEEP- headed off back to town,

0:21:22 > 0:21:24so she's Tonedale side somewhere.

0:21:26 > 0:21:29With backup en route,

0:21:29 > 0:21:31Steve heads back to where he first saw the girl.

0:21:33 > 0:21:34Where is she?

0:21:37 > 0:21:41It looks as though his decision to return has paid off.

0:21:41 > 0:21:42She's been spotted.

0:21:43 > 0:21:44Yeah.

0:21:45 > 0:21:48- Down which way?- Down there.

0:21:48 > 0:21:49- In there?- Yeah.

0:21:53 > 0:21:58The witness has said that she ran into this industrial warehouse

0:21:58 > 0:22:00and he isn't the only one who saw her come in here.

0:22:02 > 0:22:04- Ran in there.- Ran in there?- Yeah.

0:22:04 > 0:22:06Steve may have her cornered

0:22:06 > 0:22:10but finding her in this massive warehouse might not be so easy.

0:22:13 > 0:22:14It's too big to search

0:22:14 > 0:22:16and it sounds as though she's sneaked out

0:22:16 > 0:22:19through one of the fire exits.

0:22:19 > 0:22:22So, Steve heads back out onto the streets.

0:22:22 > 0:22:24She obviously knows she's wanted.

0:22:24 > 0:22:25It's one of those things, unfortunately,

0:22:25 > 0:22:28they get away, they get away. But they'll always come again.

0:22:28 > 0:22:30So, just keep an eye out for her through the day

0:22:30 > 0:22:32and hopefully get her in.

0:22:39 > 0:22:42And sure enough, just 45 minutes later,

0:22:42 > 0:22:44as the neighbourhood team are continuing their search,

0:22:44 > 0:22:48Steve radios in to say he's got her stopped on the street.

0:22:48 > 0:22:52PC Rob Wood is on his way to place her under arrest.

0:22:55 > 0:22:58Steve has found her with her boyfriend

0:22:58 > 0:23:00and has detained her until Rob arrives.

0:23:01 > 0:23:03OK, so we're going to arrest you

0:23:03 > 0:23:05on suspicion of breaching your police bail.

0:23:05 > 0:23:07What's going to happen to us?

0:23:07 > 0:23:08Golf, whisky, 034.

0:23:08 > 0:23:10You want the last swig of that?

0:23:13 > 0:23:15Can you see if I can have a space for an adult female

0:23:15 > 0:23:16for breach of bail, please?

0:23:16 > 0:23:17A space?

0:23:19 > 0:23:22Put it in the bin and come straight over. All right?

0:23:22 > 0:23:24Don't follow me round.

0:23:27 > 0:23:29When she appeared in court,

0:23:29 > 0:23:31the original burglary charge was dropped,

0:23:31 > 0:23:33however, she was sentenced to 6 weeks in prison

0:23:33 > 0:23:37for failing to answer her bail and three other theft offences.

0:23:41 > 0:23:44Policing isn't just about dealing with residential areas.

0:23:44 > 0:23:48It also tackles community issues in towns and city centres as well.

0:23:48 > 0:23:52Here in Bath, the neighbourhood team face the added challenge

0:23:52 > 0:23:54of policing a historic city

0:23:54 > 0:23:58that sees thousands of visitors every single day.

0:23:58 > 0:24:00It's Saturday morning in Bath city centre,

0:24:00 > 0:24:01the shops are just opening

0:24:01 > 0:24:03and neighbourhood officer Roger Parker

0:24:03 > 0:24:07already has a rather large problem to deal with.

0:24:07 > 0:24:11Yeah, hi, can we have PCSOs or another police unit

0:24:11 > 0:24:13down at Cheap Street. They've got a large crane

0:24:13 > 0:24:14wedged on Westgate Street.

0:24:14 > 0:24:19We need to shut the road at the top by Cheap Street, by the abbey.

0:24:19 > 0:24:23A giant mobile crane has tried to reverse into a new development,

0:24:23 > 0:24:25but it's managed to get stuck in the process.

0:24:25 > 0:24:28We've got another unit on the way to keep crowds back.

0:24:28 > 0:24:31People tend to want to look at things. Obviously, there's a health and safety issue.

0:24:31 > 0:24:34- We're going to need to keep people back.- Roger needs to get it shifted soon

0:24:34 > 0:24:38to avoid bringing the city's traffic to a standstill.

0:24:38 > 0:24:40But more importantly, he needs to ensure

0:24:40 > 0:24:43none of the surrounding historic buildings are damaged.

0:24:45 > 0:24:48This is going to require some expert driving.

0:24:48 > 0:24:51What they're going to do is try and do the biggest three-point turn

0:24:51 > 0:24:54we've seen for many years.

0:24:54 > 0:24:56After some delicate manoeuvring...

0:24:56 > 0:24:58Whoa, whoa, whoa, whoa, whoa, whoa, whoa,

0:24:58 > 0:25:00whoa! Whoa, whoa!

0:25:02 > 0:25:05..and just a tiny little scrape with the building opposite...

0:25:08 > 0:25:12..eventually, the crane is free and on its way,

0:25:12 > 0:25:14much to the delight of the gathered onlookers.

0:25:14 > 0:25:17THEY CHEER

0:25:19 > 0:25:21Get that crane back!

0:25:21 > 0:25:24That was extraordinarily close and shows the skill of these people.

0:25:24 > 0:25:27We've got three or four projects which have been going of late.

0:25:27 > 0:25:29It's not the first time, it probably won't be the last.

0:25:31 > 0:25:35Roger managed to avoid a nasty coming-together with the crane,

0:25:35 > 0:25:39but as the sun casts its rays over the historic spa city,

0:25:39 > 0:25:42his next close encounter hasn't been so fortunate.

0:25:42 > 0:25:43Yeah, that's all noted.

0:25:43 > 0:25:45On my way. We've now got to go out to an RTC

0:25:45 > 0:25:48at the top to a potentially serious incident.

0:25:50 > 0:25:53The report is of a crash between a taxi and a moped.

0:25:53 > 0:25:56The incident was captured on CCTV

0:25:56 > 0:25:58and looks as though it could be extremely serious.

0:26:02 > 0:26:06As the silver taxi moves across the road to make a right-hand turn,

0:26:06 > 0:26:09it blocks the path of an oncoming pizza-delivery bike...

0:26:11 > 0:26:13..leaving it with nowhere to go

0:26:13 > 0:26:15other than straight into the side of the car.

0:26:23 > 0:26:25As Roger arrives,

0:26:25 > 0:26:27paramedics are working on the injured motorcyclist.

0:26:30 > 0:26:35Right now, the officer's primary concern is to keep everybody safe.

0:26:35 > 0:26:39Yeah, I tell you what, if you could just move it a little bit, so it's blocking it, that'd be happy days.

0:26:39 > 0:26:42I don't want anyone overtaking you and going right into it

0:26:42 > 0:26:43cos we have to protect the scene.

0:26:43 > 0:26:45All right?

0:26:45 > 0:26:47Our priority now is to protect the scene

0:26:47 > 0:26:50and we need to get this area now cordoned off,

0:26:50 > 0:26:53so we're going to get "road closed" signs and we're using the bus.

0:26:53 > 0:26:55It's providing a natural sort of break in the traffic

0:26:55 > 0:26:57because I don't want people to overtake him

0:26:57 > 0:26:59and go into a sterile scene.

0:26:59 > 0:27:03The drive of the taxi is lucky to have walked away unscathed.

0:27:03 > 0:27:05But with nasty cuts to his face

0:27:05 > 0:27:07and the possibility of internal injuries,

0:27:07 > 0:27:10the biker needs to be moved very carefully.

0:27:14 > 0:27:17The casualty is now ready to be taken to hospital,

0:27:17 > 0:27:20but the accident has had a knock-on effect on the city's traffic,

0:27:20 > 0:27:24so Roger's next task is to get the roads flowing again.

0:27:24 > 0:27:27Straight on, please, yeah.

0:27:27 > 0:27:28- If you go here...- Go where?

0:27:28 > 0:27:30Go in this one here.

0:27:34 > 0:27:38It's unpleasant, but Roger's final job is to wash away the blood

0:27:38 > 0:27:40from the motorcyclist's injuries.

0:27:42 > 0:27:45The traffic officer has been here, photographs have been taken

0:27:45 > 0:27:47and we're now, thankfully, about to open the road again.

0:27:49 > 0:27:52Considering the speed of the collision,

0:27:52 > 0:27:55the motorcyclist was incredibly lucky to have escaped

0:27:55 > 0:27:58with only a dislocated shoulder and cuts to the face.

0:28:01 > 0:28:05No further action was taken against either party.

0:28:11 > 0:28:13If you need to contact your neighbourhood team,

0:28:13 > 0:28:17then dial the police non-emergency phone number - 101.

0:28:17 > 0:28:19See you next time.
