0:18:35 > 0:18:38And one of the big challenges with dealing with them
0:18:38 > 0:18:44is that their composition can be altered chemically
0:18:44 > 0:18:49ever so slightly, and what happens is that governments are always playing
0:18:49 > 0:18:54catch-up if they try and actually classify them as illegal.
0:18:54 > 0:18:56So people can get round that.
