0:00:55 > 0:00:59Coming up, offices raid a house, cracking down on drugs crime.

0:00:59 > 0:01:01Police, drugs warrant!

0:01:01 > 0:01:05And in Bridgwater, officers find an open-air cannabis farm.

0:01:05 > 0:01:07Yeah, this is quite interesting.

0:01:13 > 0:01:17Life on the Neighbourhood team is hugely varied.

0:01:17 > 0:01:20From helping the elderly or vulnerable to chasing down

0:01:20 > 0:01:22drug dealers and serious offenders,

0:01:22 > 0:01:25offices never quite know what each day will bring.

0:01:27 > 0:01:29In Weston-super-Mare, Jon Phippen

0:01:29 > 0:01:34and Wayne Hughes are on patrol through the town centre.

0:01:34 > 0:01:37And it is not long before they spot a woman that is well known to the

0:01:37 > 0:01:38Neighbourhood team.

0:01:39 > 0:01:43She is wanted for prison recall, I think.

0:01:43 > 0:01:46Well, she was last week, so we are going to speak to her.

0:01:46 > 0:01:48See if she's still wanted, and if she is

0:01:48 > 0:01:51we will be taking her straight to court.

0:01:51 > 0:01:54Hello, how are you, are you all right?

0:01:54 > 0:01:57Over the radio, the team get confirmation that the woman IS still wanted.

0:01:59 > 0:02:01Do you want me to grab your stuff?

0:02:01 > 0:02:04- No, no, not going to get heavy. - Look...- I need to take hold of you, don't I?

0:02:04 > 0:02:08- Where am I going now?- You're probably going to go to... - Straight to court.

0:02:08 > 0:02:10- ..magistrates'.- Straight away.

0:02:10 > 0:02:13The woman is wanted for not following her community punishment,

0:02:13 > 0:02:17- after assaulting a charity worker. - Can you get your hands off me?

0:02:17 > 0:02:21- I'm just going to take hold of you. - Do you want me to take her out the way?

0:02:21 > 0:02:24- Very soft.- Do you want me to get that? Is that a gentle touch?

0:02:24 > 0:02:27Are you happy? Should we hold hands? Come on then.

0:02:27 > 0:02:29Just with hanky.

0:02:29 > 0:02:33- There you go. In you pop.- 'Sharon is well known to the police in Weston.'

0:02:33 > 0:02:36We just spotted her in the town centre. She's been arrested,

0:02:36 > 0:02:39and we're now hopefully going to take her to the magistrates' court.

0:02:40 > 0:02:43But as the reality of her arrest sinks in,

0:02:43 > 0:02:47- the woman's mood rapidly changes. - No, you've ruined my- BLEEP- day.

0:02:47 > 0:02:51Can I have a cigarette or drink, you know? I just want my own way now.

0:02:51 > 0:02:54Coming on five years, I want everything my way

0:02:54 > 0:02:58- and I'm lovely! Treat me like a bloody animal!- Have you got any injuries?- No.

0:02:58 > 0:03:02- No, well, there you are...- Have you?! Because you will have in a minute!

0:03:02 > 0:03:05Joke! Are you sarcastic?

0:03:05 > 0:03:09- Have you got a bit of wit?!- Sharon, we're only taking you to the court.

0:03:09 > 0:03:12I know, but I'm going to go to court, I'm going to prison.

0:03:12 > 0:03:15- I might die in prison!- Why might you go to prison?- I don't know.

0:03:15 > 0:03:19But you still need to go to court because you didn't appear, did you?

0:03:19 > 0:03:22As the woman is wanted for failing to appear in court, the team

0:03:22 > 0:03:27drop her straight to the custody suite at North Somerset Magistrates'.

0:03:27 > 0:03:31- Mind your step, it is a big step, mind.- Just stay away from us.

0:03:33 > 0:03:37Next day, the woman's worst fears were realised when she was sentenced

0:03:37 > 0:03:41to eight weeks in prison for failing to comply with her community order.

0:03:41 > 0:03:43That's it, no. It is not funny!

0:03:48 > 0:03:52After dropping the woman off, the team head to meet Anna Hall,

0:03:52 > 0:03:55who has noticed an overwhelming smell of cannabis filling

0:03:55 > 0:03:58the air on a quiet residential street.

0:03:58 > 0:04:00That is a strong smell, isn't it? It stinks of weed.

0:04:00 > 0:04:02Anna, which one is it?

0:04:04 > 0:04:08Anna has traced the smell to some flats in a terraced house.

0:04:08 > 0:04:10But when they get there...

0:04:11 > 0:04:13..nobody is home.

0:04:13 > 0:04:16Just a smell isn't enough justification for Jon to kick

0:04:16 > 0:04:20the door in, so he calls for some tech that will give him

0:04:20 > 0:04:21the proof he needs.

0:04:21 > 0:04:23Any chance you can come out with the Ti

0:04:23 > 0:04:27and do a check on the downstairs flat for me?

0:04:27 > 0:04:28The road absolutely honks,

0:04:28 > 0:04:30and we think that is where it is coming from.

0:04:30 > 0:04:33The Ti machine is a thermal imaging camera.

0:04:33 > 0:04:36It will spot any unusual heat sources.

0:04:36 > 0:04:39For example, if there are any lamps being used to grow cannabis.

0:04:39 > 0:04:41Just checking the address to see

0:04:41 > 0:04:43if there's any obvious signs of cannabis growing.

0:04:43 > 0:04:46Usually you get telltale signs on the window. Damp,

0:04:46 > 0:04:49and the windows are covered. Sometimes air vents.

0:04:51 > 0:04:53A PCSO arrives with the thermal imaging camera,

0:04:53 > 0:04:55to check out the flat.

0:04:59 > 0:05:02The bottom window is there. We've got a heat source from the frame.

0:05:02 > 0:05:06Compare that up to the top one, we've got bars.

0:05:06 > 0:05:09You haven't got the heat.

0:05:09 > 0:05:11So it is going for one of the two.

0:05:11 > 0:05:14- We've spoken to upstairs. I think it is downstairs.- It is the bottom one.

0:05:14 > 0:05:16The team head round the back to see

0:05:16 > 0:05:19if they can pick up any other irregular sources of heat.

0:05:28 > 0:05:31We've got a similar unusual heat source on the back window as well.

0:05:31 > 0:05:35So I think there is every likelihood there is a cannabis grower at this location.

0:05:35 > 0:05:38So we will probably look to get a warrant and come back to the address.

0:05:40 > 0:05:43The next day, Jon Phippen returns.

0:05:43 > 0:05:45This time, armed with a warrant.

0:05:47 > 0:05:49Do you want to cover the back entrance?

0:05:49 > 0:05:53Two officers head down the alley to cover the back,

0:05:53 > 0:05:55while Jon tries the front door.

0:05:55 > 0:05:57DOORBELL RINGS

0:05:57 > 0:06:00But just like yesterday, there's no movement inside.

0:06:00 > 0:06:02People have gone to the back of the...

0:06:02 > 0:06:04property, with the reason being that obviously

0:06:04 > 0:06:08if someone has seen the police outside, often they will run

0:06:08 > 0:06:12out the back, so by covering that, we discount that straightaway.

0:06:12 > 0:06:13- Hello.- Hiya, are you all right?

0:06:13 > 0:06:16The flats are all behind a communal door, which is

0:06:16 > 0:06:19eventually opened by someone else who lives in the building.

0:06:19 > 0:06:22When John bangs the door of the flat... KNOCKING

0:06:22 > 0:06:26- ..two guys finally answer.- Hello, mate, you all right?- Hello? - How are you?

0:06:26 > 0:06:29Basically, mate, we've got reason to believe there is a cannabis

0:06:29 > 0:06:32- cultivation at the address, OK? - But before Jon can get in,

0:06:32 > 0:06:35an officer watching the back of the flat raises the alarm.

0:06:35 > 0:06:37..cultivating cannabis, all right? So, I'll come in...

0:06:37 > 0:06:40Jon, they've gone out the back and there's something in the lane.

0:06:40 > 0:06:43I'm going to arrest you both on suspicion of cultivating cannabis.

0:06:43 > 0:06:47- Is there anything in here that shouldn't be?- No.- Really? Cos I came through here yesterday,

0:06:47 > 0:06:50- and the house absolutely stank. - How many are in here?

0:06:50 > 0:06:53We smoke a bit of weed, yeah, OK? I admit that. But please don't...

0:06:53 > 0:06:55- If you resist me... - I'm not resisting, just please...

0:06:55 > 0:06:59- Put your hands down. You are tensing up.- Just relax...

0:06:59 > 0:07:02- You are tensing up at me. - I'm not, honestly...

0:07:02 > 0:07:06You're NOT complying with instructions. Just behave yourself.

0:07:06 > 0:07:08It's no wonder the lads are edgy.

0:07:08 > 0:07:12One glance around the room reveals lots of cannabis-related paraphernalia.

0:07:12 > 0:07:14Just going to give you a quick pat-down, mate.

0:07:14 > 0:07:18- You got anything on you you shouldn't have?- No.- I'll get these off you in a second, all right?

0:07:18 > 0:07:21Appreciate you're a bit freaked out by what's going on. All right.

0:07:21 > 0:07:24Why is there such a strong smell coming from your house, then?

0:07:26 > 0:07:28Got any weapons or anything like that on you? No?

0:07:28 > 0:07:30With no drugs found on the lads,

0:07:30 > 0:07:33it's time to find out what happened out the back of the flat.

0:07:33 > 0:07:35My colleagues at the rear of the property,

0:07:35 > 0:07:39while they've been covering it, have seen a male dressed in a green top,

0:07:39 > 0:07:43which would match one of the males we've got in the front, detained,

0:07:43 > 0:07:45erm, chucking something at the back of the house.

0:07:45 > 0:07:50That might explain why they took so long to open the door.

0:07:50 > 0:07:54- So, I believe it's this blue tub. Is that right?- Yeah.

0:07:54 > 0:07:57Outside, why was one of the lads trying to hide this box?

0:07:57 > 0:08:01We've got a blue plastic tub with a towel over the top.

0:08:02 > 0:08:08Erm, and hidden within it is a cannabis flowering head.

0:08:08 > 0:08:11So, we'll be seizing this, taking the two gentlemen to the police station,

0:08:11 > 0:08:14where they will be interviewed about the offence.

0:08:14 > 0:08:18Officers have found a huge haul of freshly harvested cannabis.

0:08:18 > 0:08:20There's a lot of it, as well, isn't there?

0:08:20 > 0:08:23Time to confront the lads with their evidence.

0:08:23 > 0:08:26You've been seen to have dumped this out the back.

0:08:26 > 0:08:29With the flowering head in...

0:08:29 > 0:08:31So, you two are both going to be coming to the police station

0:08:31 > 0:08:34with me for an interview about this. All right?

0:08:34 > 0:08:37If the lads were growing cannabis, it looks like they've recently

0:08:37 > 0:08:41harvested their plants and dismantled equipment.

0:08:41 > 0:08:44This is the...the common...

0:08:44 > 0:08:47one of the fertilisers used to cultivate a grow.

0:08:47 > 0:08:50Erm, we've also got a grow tent. We've got the lights,

0:08:50 > 0:08:54the high-powered bulbs that are used in cannabis set-ups.

0:08:54 > 0:08:57This system would be connected to this tubing, erm, which is

0:08:57 > 0:09:00what they used to air the cannabis out of the house.

0:09:00 > 0:09:02We believe there's the two plastic tubs there on the floor,

0:09:02 > 0:09:05they've got the remnants of the same type of cannabis in.

0:09:05 > 0:09:07So, we believe they were probably full of cannabis.

0:09:07 > 0:09:11They've emptied them in the tub and run out the back to dump them.

0:09:11 > 0:09:15At the end of the search, both lads are taken back to the station to be interviewed.

0:09:17 > 0:09:22The police decided there was no evidence that the men were growing cannabis.

0:09:22 > 0:09:26No further action was taken against the man in the blue hoodie.

0:09:26 > 0:09:28But the man in the green hoodie was convicted with

0:09:28 > 0:09:30possession of cannabis

0:09:30 > 0:09:33and was ordered to pay £280 in costs.

0:09:37 > 0:09:41Having great relationships with local people is one of the most important

0:09:41 > 0:09:44weapons in the fight against crime for the Neighbourhood teams.

0:09:47 > 0:09:50Near Bridgwater, Tex Freeman and Dan Wheller are out in the 4x4,

0:09:50 > 0:09:54which is essential kit when you police a rural patch.

0:09:54 > 0:09:56DOORBELL RINGS

0:09:56 > 0:09:58They've been called out here by a farmer

0:09:58 > 0:10:00who may have found something of interest.

0:10:00 > 0:10:04- I run the field together with my brother.- Yeah.

0:10:04 > 0:10:10- And a local person wanted to keep some bees.- OK.

0:10:10 > 0:10:14And put some hives in my garden. But when he came and looked around, he said,

0:10:14 > 0:10:17"The garden is not an ideal situation.

0:10:17 > 0:10:21"You've got a field out Eastside Lane, that I went to last year.

0:10:21 > 0:10:24"Could I go out and look to see if that is suitable?"

0:10:24 > 0:10:27- And that is when he found the cannabis plants.- Right, OK.

0:10:28 > 0:10:31The man was searching for a suitable land for his beehives,

0:10:31 > 0:10:35when he came across what he thinks might be cannabis plants.

0:10:35 > 0:10:38Tex goes to investigate.

0:10:38 > 0:10:43In the UK, most cannabis is grown indoors in special tents

0:10:43 > 0:10:46but it isn't unheard of for growers to hide plants in the wild.

0:10:48 > 0:10:51They follow the farmer and end up in a single-lane road,

0:10:51 > 0:10:53well off the beaten path.

0:10:54 > 0:10:58Just getting a few bags out to scrunch the plants into.

0:10:59 > 0:11:05As the road is a dead end, Dan suspects the cannabis planters may be locals.

0:11:05 > 0:11:09- Well, there's the first plant there. - OK, yeah.

0:11:10 > 0:11:13- Yeah, fertiliser on the floor with it.- Oh, is there?- Yeah.

0:11:13 > 0:11:15That's what the balls are.

0:11:15 > 0:11:17The first plant they find would have been easy to miss amongst

0:11:17 > 0:11:22the ferns and brush. It looks like the seeds could have been blown here.

0:11:22 > 0:11:24Until they have a good look at the roots.

0:11:24 > 0:11:27These are slow-release fertiliser balls.

0:11:27 > 0:11:31A sure sign that this seedling has been planted.

0:11:35 > 0:11:37Yeah, Oh, yeah. That's the giveaway with cannabis.

0:11:37 > 0:11:41Just down the path, they find another cannabis plant.

0:11:41 > 0:11:43This one is bigger than the last.

0:11:43 > 0:11:45But it looks like they've caught them in time,

0:11:45 > 0:11:48- as these plants aren't harvestable yet.- Yeah, no, they're not ready.

0:11:48 > 0:11:51You've got like a furry bud that comes and that's the bush side of it.

0:11:51 > 0:11:55That's the best part of it, which they use. The buds are strong stuff.

0:11:55 > 0:11:57That's the stuff that...

0:11:57 > 0:12:03Like many people, the landowner is unsure what class of drug cannabis actually is.

0:12:03 > 0:12:07- Is it Class B or C? - Class B.- Class B, yeah.

0:12:07 > 0:12:10What they've done, they declassified it to a C.

0:12:10 > 0:12:14So it's always been illegal but that caused a bit of mix-up with people.

0:12:14 > 0:12:16But what happened is they then looked at it,

0:12:16 > 0:12:19after making that decision, done a bit more research in it

0:12:19 > 0:12:23and decided that, actually, this cannabis -

0:12:23 > 0:12:26which everyone says is all right, and it's fine,

0:12:26 > 0:12:31and it's OK - contributes to 80% of the mental health cases that come into custody units.

0:12:33 > 0:12:37The farmer says that there's some more plants just down the path.

0:12:37 > 0:12:39This is like a nature cannabis trail!

0:12:41 > 0:12:44Usually, when police do find these plants outside,

0:12:44 > 0:12:47it's because they've been planted and left.

0:12:47 > 0:12:49But there are signs here that somebody has been coming back

0:12:49 > 0:12:52- to tend to them. - Usually, they dump them in a field.

0:12:52 > 0:12:55I've gone to that before, where they've dumped them off,

0:12:55 > 0:12:57but never cultivating in a field.

0:12:57 > 0:13:02It'll be interesting to see what sort of set-up they've got, to be honest.

0:13:02 > 0:13:04The farmer wasn't joking.

0:13:04 > 0:13:09Rather than being a couple of stray plants, there are over a dozen,

0:13:09 > 0:13:13fenced off to stop them being eaten by animals.

0:13:15 > 0:13:19Time, effort and planning has gone into this.

0:13:19 > 0:13:21Yeah, this is quite interesting,

0:13:21 > 0:13:24the fact that they've just picked a spot in the middle of nowhere.

0:13:24 > 0:13:27Each plant has to be pulled up, broken

0:13:27 > 0:13:32- and stuffed into evidence backs. - It's like Jack And The Beanstalk.

0:13:32 > 0:13:34The thing is, if they've done this here, the question is,

0:13:34 > 0:13:38how many more have they got on other people's land, scattered about?

0:13:38 > 0:13:40There's just under 20 mature plants here.

0:13:40 > 0:13:44Each with the potential to make hundreds of pounds of drugs per crop.

0:13:44 > 0:13:46Depending on how the plants go, how the bud goes,

0:13:46 > 0:13:48it could be £300 a plant, you know,

0:13:48 > 0:13:51and when you start adding it up, you think, "Well, there's 10,

0:13:51 > 0:13:53"11, 12, 13, 14..." you know, it soon adds up, doesn't it?

0:13:53 > 0:13:58For a legitimate farmer, finding out someone else is using your land

0:13:58 > 0:14:02to harvest their illegal crops is a worrying thought.

0:14:02 > 0:14:04I can't believe someone's growing plants on the land,

0:14:04 > 0:14:07on our land, and of course, I was worried about the implications of me

0:14:07 > 0:14:09and my brother being landowners.

0:14:09 > 0:14:11If he hadn't come down here thinking it was a good spot

0:14:11 > 0:14:14for his mate with the bees, we'd never have known.

0:14:14 > 0:14:16Never have known and they could have cropped them

0:14:16 > 0:14:20and gone on and, you know, made some serious money. So...

0:14:20 > 0:14:25Tex knows the cannabis growers will be back. But when is anybody's guess.

0:14:25 > 0:14:27And once they realise their plants have gone,

0:14:27 > 0:14:31they're unlikely to come anywhere near the area again.

0:14:31 > 0:14:36But even so, Tex and Dan plan to come back again to check they haven't replanted.

0:14:36 > 0:14:40You're on our patch, so we'll come out and have a walk down here every now and again.

0:14:40 > 0:14:43They may never catch whoever did this.

0:14:43 > 0:14:46But it is still a great result for the Neighbourhood team.

0:14:48 > 0:14:51Although they're not ready to crop now, it means

0:14:51 > 0:14:54we can get rid of them and it's another lot of cannabis off the street.

0:14:56 > 0:14:59CAR HORN TOOTS

0:15:05 > 0:15:07When it comes to tackling drugs in our communities,

0:15:07 > 0:15:11Neighbourhood Police are on the front line, fighting the drugs trade.

0:15:13 > 0:15:17As well as taking drugs off the streets, high-profile raids

0:15:17 > 0:15:19send a strong message to the neighbourhood,

0:15:19 > 0:15:24that police take their concerns seriously and won't tolerate drugs.

0:15:24 > 0:15:26SHOUTING

0:15:26 > 0:15:29In Keynsham, Sgt Will Stephens is planning to raid

0:15:29 > 0:15:32a house in a crackdown on drugs in the town.

0:15:32 > 0:15:34Team Five North will have attached to them...

0:15:34 > 0:15:39This is Operation Denby, which is basically an operation that's come off the back of some intelligence.

0:15:39 > 0:15:42It would be fair to say that the last couple of months,

0:15:42 > 0:15:44the supply of them has really, really kicked off.

0:15:44 > 0:15:48Erm, you can pretty much get what you want in the town of Keynsham.

0:15:48 > 0:15:52The team's tactic is to get in quick before anyone can tip them off that they are being raided.

0:15:52 > 0:15:55So, really, once we get in, I want people, I want their phones,

0:15:55 > 0:15:59really. I want to prevent them from briefing their colleagues,

0:15:59 > 0:16:02letting their colleagues know what's going on.

0:16:02 > 0:16:05After Will's briefing, it will be Acting Sergeant Rob Lange's

0:16:05 > 0:16:09responsibility for getting in safely and unseen.

0:16:09 > 0:16:11Let's get kitted up and go, then.

0:16:15 > 0:16:19The plan of action is we're going to go down with the two vehicles.

0:16:19 > 0:16:21If you two guys can take it straight upstairs with me,

0:16:21 > 0:16:24and then the rest will follow in downstairs.

0:16:28 > 0:16:30We're coming up to it now, guys!

0:16:30 > 0:16:35Rob's team race across the estate to get in as quickly as possible.

0:16:35 > 0:16:37And find the door open...

0:16:37 > 0:16:39Police, drugs warrant!

0:16:39 > 0:16:40Police!

0:16:40 > 0:16:42But is there anyone in?

0:16:43 > 0:16:47We've got a Misuse Of Drugs Act Warrant to search these premises.

0:16:47 > 0:16:49That's all right...

0:16:49 > 0:16:52OK, you are going to be detained here for the purpose of the search.

0:16:52 > 0:16:54You're going to be searched, as you are in the address.

0:16:54 > 0:16:57- And also the address itself. All right?- Yeah, no problem.

0:16:57 > 0:17:00- That's the warrant there, fella, OK?- Yeah, that's fine. Yeah, no problem.

0:17:00 > 0:17:03- So, who lives here then? - The man's just visiting this address.

0:17:03 > 0:17:05You just stopping by, then?

0:17:07 > 0:17:08Unfortunately for him,

0:17:08 > 0:17:12there's what looks like a bag of cannabis on the sofa next to him.

0:17:14 > 0:17:17Well, it stinks like there's a grow in here.

0:17:21 > 0:17:24OK, mate, all right.

0:17:24 > 0:17:28Rob updates Will on the team's progress.

0:17:28 > 0:17:31- He doesn't live here, he's saying he's just visiting.- All right.

0:17:31 > 0:17:35But there's nobody else here at all. The door was open. Front and back.

0:17:35 > 0:17:36Ideal.

0:17:36 > 0:17:38So they're not bothered about people

0:17:38 > 0:17:40coming in, OR they need to get in and out quick.

0:17:40 > 0:17:43Time for the drugs dog to dig out any more dope.

0:17:44 > 0:17:47Upstairs in the room's a bit of herbal cannabis upstairs,

0:17:47 > 0:17:51which the gentleman inside has told the officers is his.

0:17:51 > 0:17:53If it is just a little bit of cannabis, he will probably be

0:17:53 > 0:17:57street bailed to come back to the station at a later date.

0:17:57 > 0:18:00Erm, if there is some more Class A, then they'll likely be arrested,

0:18:00 > 0:18:04and anybody else who turns up, and an investigation will go on from there.

0:18:04 > 0:18:08In the kitchen, Mike Easton is conducting a meticulous search of everything

0:18:08 > 0:18:12in the room, including a strange object he's found on the floor.

0:18:14 > 0:18:17- It's a whale! It's a whale?! - HE LAUGHS

0:18:17 > 0:18:19He was tucked underneath the kick board,

0:18:19 > 0:18:21just within a hand distance.

0:18:21 > 0:18:26Mike's also found a suspicious looking ziplock bag on top of a cupboard.

0:18:26 > 0:18:28At first glance, it looks like drugs

0:18:28 > 0:18:32and could have been left as a deliberate distraction.

0:18:32 > 0:18:36For some reason, that was at the top of the...

0:18:36 > 0:18:39At the other side of the... top of the cupboards there.

0:18:39 > 0:18:42Actually, why would anybody put a little bag of sugar up there?

0:18:42 > 0:18:45Straight away, my attention was drawn to that one there.

0:18:45 > 0:18:50But we can point it to the sugar there. It is what it is.

0:18:50 > 0:18:51With nothing in the kitchen,

0:18:51 > 0:18:55upstairs, the drugs dog makes a discovery.

0:18:55 > 0:18:59She's indicating on that tin on the side.

0:18:59 > 0:19:02When she puts her nose back down on there, she'll get her tennis ball.

0:19:02 > 0:19:05There we go. Good girl, Holly!

0:19:05 > 0:19:08Good girl! Good girl!

0:19:08 > 0:19:11INDISTINCT CHATTER

0:19:12 > 0:19:14Such a strong smell, cannabis.

0:19:14 > 0:19:17You know, and the dog's obviously got a better sense of smell than

0:19:17 > 0:19:21we have, so a small amount like that is no problem for her to find.

0:19:21 > 0:19:25Holly! Now she just wants to play with the ball. That's her reward!

0:19:27 > 0:19:31Outside, the heavy police presence is attracting a lot of attention.

0:19:31 > 0:19:34And although they've only found a small amount of drugs,

0:19:34 > 0:19:38Will's pleased with how this raid has gone.

0:19:38 > 0:19:39The person in that property,

0:19:39 > 0:19:41he's been found in possession of drugs anyway.

0:19:41 > 0:19:46So, we'll probably detain him and use our police powers to

0:19:46 > 0:19:49search his home address and see if he's got any gear at his home address.

0:19:49 > 0:19:51So we're just basically topping and tailing that at the moment.

0:19:51 > 0:19:55Making sure that we're not missing any gear that he may or may not have on him.

0:19:55 > 0:19:59It's not the massive quantities of controlled drugs that we were looking for.

0:19:59 > 0:20:02But we have found quantities which necessitate the persons

0:20:02 > 0:20:06being arrested or dealt with, you know, dealt with by us, for it.

0:20:06 > 0:20:08So I'm pretty pleased.

0:20:08 > 0:20:11Because this lad has been caught with cannabis,

0:20:11 > 0:20:15the police have powers, under Section 18, to search his home address.

0:20:17 > 0:20:20It turns out the man lives with his mother.

0:20:20 > 0:20:25Although she's not under suspicion, officers decide to search his room.

0:20:25 > 0:20:27News of the raid is obviously spreading.

0:20:27 > 0:20:32By the time officers arrive, there's a note waiting for them on her door.

0:20:32 > 0:20:37- She's left us a note.- Yeah, "Do not knock my door...of." Of? - Is that what it actually says?

0:20:37 > 0:20:40- "Do not knock my door of." - HE LAUGHS

0:20:42 > 0:20:46- There's not going to be any gear in there, is there? - HE LAUGHS

0:20:46 > 0:20:48The note said, "Do not knock my door of."

0:20:48 > 0:20:51So she obviously knows, so someone has obviously given her a ring

0:20:51 > 0:20:53and told her that we are on our way down.

0:20:53 > 0:20:55Erm, with that in mind, I think

0:20:55 > 0:20:58it's highly unlikely that we're going to find any gear there.

0:20:58 > 0:21:01But I think, really, it's appropriate just to make sure.

0:21:03 > 0:21:05After calling the man's mum, she quickly returns home

0:21:05 > 0:21:07and a search gets underway.

0:21:07 > 0:21:10So that was the note that was left on the door.

0:21:10 > 0:21:12Somebody had informed her that her son had been arrested.

0:21:12 > 0:21:16Which we thought might be the case. She obviously knew we were on our way.

0:21:16 > 0:21:19So it's interesting how quickly information sort of spreads

0:21:19 > 0:21:22when we do execute warrants.

0:21:22 > 0:21:24After an extensive search of the lad's room,

0:21:24 > 0:21:27no further evidence of drugs were found.

0:21:29 > 0:21:35Cracking down hard on drugs is always a top priority for the Neighbourhood Policing Team.

0:21:35 > 0:21:39It was a useful step forward for us, really, in the area.

0:21:39 > 0:21:41We've already had messages back from members of the community,

0:21:41 > 0:21:44basically saying they're really pleased with what we did.

0:21:44 > 0:21:46- Police, drugs warrant!- Police!

0:21:46 > 0:21:49We believe that we've displaced some of the activity that's going on.

0:21:49 > 0:21:52And I think with a little bit more work,

0:21:52 > 0:21:56hopefully we can make a really lasting impact in the area.

0:21:57 > 0:22:01In court, the man in the house pleaded guilty to cannabis possession.

0:22:01 > 0:22:04He was on a suspended sentence for assault.

0:22:04 > 0:22:07This breach meant he was given seven days in prison

0:22:07 > 0:22:10and fines totalling £260.

0:22:17 > 0:22:20Dealing with drunk people takes up huge amounts of police time.

0:22:20 > 0:22:24- Why do you want hands? Why do you want my hands?- Put them like that.

0:22:24 > 0:22:28And when it comes to dealing with persistent street drinkers...

0:22:28 > 0:22:31If I see you back in the city centre you're going to have

0:22:31 > 0:22:33a bed for the night. Now, go away.

0:22:33 > 0:22:36PCSOs are often first on the scene.

0:22:36 > 0:22:38Go! Now.

0:22:39 > 0:22:43Carrying out vital work to keep the public safe.

0:22:43 > 0:22:45Oh, no.

0:22:45 > 0:22:49Leaving front-line officers to fight crime.

0:22:50 > 0:22:54In Bath, PCSOs Howie Wilton and Brian Harris

0:22:54 > 0:22:56are patrolling the city centre.

0:22:56 > 0:23:01The travelling time on foot? I have not got a vehicle.

0:23:02 > 0:23:07The area's an alcohol-free zone but many street drinkers ignore the ban.

0:23:07 > 0:23:12Brian has just spotted a man he sees regularly passed out on the pavement.

0:23:12 > 0:23:14He gets quite well oiled through the day with

0:23:14 > 0:23:16bottles of wine and beer, etc.

0:23:16 > 0:23:19He's just flaked out on the floor

0:23:19 > 0:23:22so we're going to have a chat with him to make sure he's OK.

0:23:22 > 0:23:24You have to get yourself up from here, my old mate.

0:23:24 > 0:23:26Put that leg out.

0:23:26 > 0:23:28- Let's go for it. Ready? - Yes.

0:23:29 > 0:23:30- All right?- Yeah.

0:23:31 > 0:23:35Just come and stand against the wall a minute and get your bearings.

0:23:35 > 0:23:38- Stand yourself against the wall. That's it.- Thank you.

0:23:40 > 0:23:43This guy's happy to take directions

0:23:43 > 0:23:46but not all street drinkers are so easy to move on.

0:23:47 > 0:23:49Charlie Sierra 7126 Echo,

0:23:49 > 0:23:52can I have a quick talk through with my colleague, 8131?

0:23:52 > 0:23:56Less than ten minutes' walk away, Howie is responding to a call

0:23:56 > 0:24:01about some street drinkers causing a disturbance opposite the Bath YMCA.

0:24:02 > 0:24:05It's a regular issue for us in relation to street drinking

0:24:05 > 0:24:07and antisocial behaviour.

0:24:07 > 0:24:10We've had a call, they're more than likely round the corner.

0:24:10 > 0:24:13It'll be words of advice, seizing alcohol,

0:24:13 > 0:24:16dealing with any offences that we come across.

0:24:16 > 0:24:17Let's crack on.

0:24:21 > 0:24:24Gentleman, you can't drink here.

0:24:24 > 0:24:26Two guys in a doorway are openly drinking,

0:24:26 > 0:24:30so Howie confiscates the men's half-drunk beers.

0:24:30 > 0:24:33Right, you're going to have to move on, unfortunately.

0:24:36 > 0:24:39Well, it's your cross to bear, not mine. I can't carry two.

0:24:39 > 0:24:43- My cross to bear?- Yeah, but you can't sit here, all right?- Why not?

0:24:43 > 0:24:45It's an area that courts antisocial behaviour.

0:24:45 > 0:24:48- You're not allowed to sit here. - I've still got my notice.

0:24:48 > 0:24:50That's fine.

0:24:50 > 0:24:52- In my pocket.- OK.

0:24:52 > 0:24:55Pick up your hat and all your change.

0:24:55 > 0:24:58- We'll let you go out that way. - Have you got any change?

0:24:58 > 0:25:00I haven't got any, mate. It's payday tonight.

0:25:00 > 0:25:02I don't get paid till this evening.

0:25:02 > 0:25:03All right?

0:25:03 > 0:25:08Across town, Brian has at least got his sleepy drinker up on his feet

0:25:08 > 0:25:09and ready to move.

0:25:09 > 0:25:13You can't sleep around here, because if you sleep around here

0:25:13 > 0:25:15we're going to get called.

0:25:15 > 0:25:17- Where are you going to go? - I'll sit on the bench.

0:25:17 > 0:25:21- Are you? Where are we going to get you to a bench?- Just up the road.

0:25:22 > 0:25:25Are you going to walk up there all right?

0:25:25 > 0:25:29- Do you want me to walk you to that bench over there?- Yes.

0:25:29 > 0:25:32- Will that be the best one? Do you want me to hang on to you?- Yes.

0:25:32 > 0:25:34- Come on, then.- Thank you.

0:25:34 > 0:25:36Sit yourself in the corner here.

0:25:36 > 0:25:39You've got a high back on this bench so you won't fall backwards.

0:25:42 > 0:25:46I'm going to leave that drink with you now, but if CCTV tell me

0:25:46 > 0:25:49you're drinking it, I'm going to take it off you.

0:25:49 > 0:25:52It's in your interest not to sit here and start drinking it,

0:25:52 > 0:25:54otherwise I'll come and get it off you.

0:25:55 > 0:25:58- Is that water in there or is that gin?- That's water.

0:26:01 > 0:26:05Drink that and get yourself sobered up. Not the other bottle, yeah?

0:26:06 > 0:26:08All right?

0:26:10 > 0:26:14This man's very well behaved and not causing the PCSOs any problems.

0:26:14 > 0:26:16But it is not always this easy.

0:26:16 > 0:26:19- You'll be OK if I leave you? - Yes, sure.

0:26:19 > 0:26:21- OK, all right.- Thank you.

0:26:21 > 0:26:24We're seeing the same people time and time again,

0:26:24 > 0:26:25especially with the alcoholics.

0:26:25 > 0:26:28It's a part of the job that you've got to just get on

0:26:28 > 0:26:32and deal with, really, and you try and deal with them the best you can.

0:26:33 > 0:26:36But across town, Howie is still trying

0:26:36 > 0:26:38to persuade the two men to move on.

0:26:38 > 0:26:40If you leave that way, you haven't got to worry

0:26:40 > 0:26:43about getting thrown down the steps, all right?

0:26:43 > 0:26:44Charlie Sierra 7126 Echo...

0:26:44 > 0:26:47No, you're going to have to move on, mate, come on.

0:26:47 > 0:26:51- Can you help Tone up, mate? - No! Why don't you do it? You're the police officer!

0:26:51 > 0:26:54- Well, you're the gentleman who's bought him here. You know...- Have I?

0:26:54 > 0:26:56Well, he hasn't got here on his own account, has he?

0:26:56 > 0:26:58As one of the guys is apparently blind,

0:26:58 > 0:27:01Howie's concerned about moving them on safely.

0:27:01 > 0:27:02Just go and find somewhere else to sit.

0:27:02 > 0:27:05Don't be coming back here in the near future.

0:27:05 > 0:27:08Go that way, as opposed to down the steep steps, all right?

0:27:08 > 0:27:11- No, I'm not going to take him down the steps.- No, I know.

0:27:11 > 0:27:14No, you're a very caring, sort of sensible person, aren't you?

0:27:14 > 0:27:17But before he moves on, he has something to show Howie.

0:27:17 > 0:27:19Right, come on, chaps!

0:27:19 > 0:27:21Ready! Roooaaarrh!

0:27:21 > 0:27:24Glenn, that's very good, but it's not achieving very much.

0:27:24 > 0:27:26Come on, pick up your cigarette, mate.

0:27:26 > 0:27:28- No, wait for it! No, because... - I'll turn the camera off.

0:27:28 > 0:27:32- Wait, wait!- Glenn! Come on! - No, no, not yet!- Glenn! Come on.

0:27:32 > 0:27:35- I've got things to do, places to go, people to see...- So have I!

0:27:35 > 0:27:39..and you're not one of them at the moment. Come on, then! Tone can't stand there all day.

0:27:39 > 0:27:45Point finally taken, the two men slowly head off on their merry way.

0:27:45 > 0:27:49Cracking down hard on street drinking helps prevent antisocial behaviour

0:27:49 > 0:27:52and other alcohol-fuelled crime.

0:27:52 > 0:27:55We leave these people here to become antisocial, they could start using

0:27:55 > 0:27:59drugs, they could start fighting, start using foul, abusive language.

0:27:59 > 0:28:01It has a direct impact on the YMCA as a business

0:28:01 > 0:28:04and the other businesses around the location as well.

0:28:04 > 0:28:07That's why we do what we do in relation to this area.

0:28:12 > 0:28:14We have seen today how Neighbourhood teams will always go

0:28:14 > 0:28:18that extra mile to keep their community safe.

0:28:18 > 0:28:20See you next time for more Neighbourhood Blues.
