0:00:59 > 0:01:00Get down!

0:01:00 > 0:01:02No way, man, what's going on?

0:01:02 > 0:01:04It is just cos you are a little bit excited with me.

0:01:04 > 0:01:05We have got a warrant

0:01:05 > 0:01:07- to search the residence. - Search my property, mate?!

0:01:07 > 0:01:10Adge investigates a desecrated graveyard.

0:01:10 > 0:01:13So they're using a gravestone to attach his tent.

0:01:13 > 0:01:16And they are using this place, by the looks of it,

0:01:16 > 0:01:18as a sewer, for God's sake.

0:01:18 > 0:01:21And text messages lead officers to a man's front door.

0:01:21 > 0:01:23- Everything you ever sent is on there.- Yeah.- All right?

0:01:23 > 0:01:25So we know exactly what you have been doing.

0:01:25 > 0:01:27That doesn't mean it's true, though.

0:01:31 > 0:01:35Neighbourhood police work tirelessly to keep drugs off our streets.

0:01:35 > 0:01:37Backing them up are specialist units

0:01:37 > 0:01:41who gather intelligence and keep suspects under surveillance.

0:01:48 > 0:01:52It's early morning in Weston-super-Mare. An undercover

0:01:52 > 0:01:55officer is giving a briefing, planning a raid on a property.

0:01:57 > 0:02:00OK, today we are going to execute a Section 23, Misuse of Drugs Act

0:02:00 > 0:02:03warrant. When we are in the address, be aware of needles

0:02:03 > 0:02:05and obviously paraphernalia.

0:02:05 > 0:02:08The police have recently arrested a man with his pockets packed

0:02:08 > 0:02:10full of drugs.

0:02:10 > 0:02:14The recent intelligence - a guy who was arrested two days ago

0:02:14 > 0:02:16was in possession of 44 wraps of heroin and crack cocaine.

0:02:16 > 0:02:21He came from that address. So hence we got the warrant today to execute.

0:02:21 > 0:02:24The arrested man has told the police that there's drugs

0:02:24 > 0:02:26and money in the flat. This may not be true,

0:02:26 > 0:02:29but the police have to check out the claims.

0:02:29 > 0:02:31We got the undercover officers out there,

0:02:31 > 0:02:33sort of keeping an eyeball on the property.

0:02:33 > 0:02:37What they have told us is basically the curtains are drawn

0:02:37 > 0:02:39and that it is a good time to strike,

0:02:39 > 0:02:41so I think they're effectively saying to us,

0:02:41 > 0:02:44as soon as we get to our drop-off location, we are on our tail,

0:02:44 > 0:02:46straight to the door and effect entry.

0:02:50 > 0:02:52The curtains at the flat are still drawn,

0:02:52 > 0:02:56making it easier for the police to make a surprise entrance.

0:03:01 > 0:03:05- Police!- Go, go, go! - Stay where you are!- Go, go!

0:03:05 > 0:03:07Stay where you are!

0:03:07 > 0:03:08Proceed. With dog, with dog.

0:03:08 > 0:03:09I just want to hold him down.

0:03:09 > 0:03:12- That's fine.- Search my house, mate?

0:03:12 > 0:03:14You're all right. I'm not going nowhere.

0:03:14 > 0:03:17- We are going to cuff you up. - What do you mean? I'm all right.

0:03:17 > 0:03:19- Can you just- BLEEP?

0:03:19 > 0:03:21- No way, man, what's going on? - It's just cos you are a little bit

0:03:21 > 0:03:23excited with me. We have got a warrant

0:03:23 > 0:03:26- to search the residence. - Search my property, mate.

0:03:26 > 0:03:28- Just chill out, calm down. - Listen, I'm all right. No worries.

0:03:28 > 0:03:30- You keeping on my missus. - Yeah, she'll be fine.

0:03:30 > 0:03:32We ain't going to do anything to her, are we?

0:03:32 > 0:03:34There is drug use here. I am a heroin addict.

0:03:34 > 0:03:37- I have used. There will be needles and- BLEEP.

0:03:37 > 0:03:40- I appreciate that.- But apart from that, there is nothing here.

0:03:40 > 0:03:41I tell you what...

0:03:41 > 0:03:45The man arrested two days ago claimed there was a big dealer in the flat.

0:03:45 > 0:03:50But as the man looks completely confused, it may have been a lie.

0:03:51 > 0:03:53As well as the heroin addict, there is

0:03:53 > 0:03:55another man and a woman in the property.

0:03:55 > 0:03:57..a while back.

0:03:57 > 0:03:58We have taken control of the situation.

0:03:58 > 0:04:00Forced entry. All persons on the premise,

0:04:00 > 0:04:03they have been detained under the warrant.

0:04:03 > 0:04:05We are now going to divide up into teams.

0:04:05 > 0:04:07We're going to go room by room, methodically.

0:04:07 > 0:04:09And then from there, we'll see what offences we've got,

0:04:09 > 0:04:11deal with it appropriately.

0:04:11 > 0:04:13If you want to start that way and work that way,

0:04:13 > 0:04:14and I'll work this way.

0:04:14 > 0:04:16And we'll meet in the middle.

0:04:16 > 0:04:18The bedroom already looks like it has been turned

0:04:18 > 0:04:21over before the officers start their search.

0:04:27 > 0:04:29With the search underway,

0:04:29 > 0:04:32the heroin addict's girlfriend wants a word with one of the team.

0:04:32 > 0:04:33What is going to happen here?

0:04:33 > 0:04:35Because I have got personal use weed in there.

0:04:35 > 0:04:37Will I be arrested for that?

0:04:37 > 0:04:38Well, I don't know what your previous is.

0:04:38 > 0:04:40I've got previous for weed.

0:04:40 > 0:04:42Right then, possibly you would.

0:04:42 > 0:04:44- We will deal with you as best we can, all right?- Yeah.

0:04:44 > 0:04:46Is there anything around here we need to be aware of,

0:04:46 > 0:04:47except this cannabis?

0:04:47 > 0:04:50No. There might be a fag with pens and that in it.

0:04:50 > 0:04:53But I will say to you, I do not use anything but weed.

0:04:53 > 0:04:55That is all I use.

0:04:55 > 0:04:59There's already a little bit of cannabis on the table,

0:04:59 > 0:05:01which obviously is going to be seized.

0:05:01 > 0:05:05And I believe that the person who is claiming that that is theirs

0:05:05 > 0:05:07has already been arrested previously for it,

0:05:07 > 0:05:09so she'll have to come in and be interviewed.

0:05:10 > 0:05:11Going to have to be.

0:05:11 > 0:05:13She has already been arrested

0:05:13 > 0:05:14for possession of cannabis.

0:05:14 > 0:05:17As the woman has admitted to previous cannabis offences,

0:05:17 > 0:05:20officers will have to arrest her.

0:05:21 > 0:05:25In the bedroom, the team have made another discovery.

0:05:25 > 0:05:28A horrific arsenal of weapons hidden under the bed.

0:05:28 > 0:05:32And the knife is covered in a brown substance.

0:05:32 > 0:05:34Do you think that looks like heroin on there?

0:05:35 > 0:05:37Oh, it is, definitely.

0:05:38 > 0:05:40It does look like it, doesn't it?

0:05:40 > 0:05:41Oh, yeah, I would say.

0:05:41 > 0:05:44There is a brownish sort of substance on the end of the knife.

0:05:44 > 0:05:46It looks like it could be heroin.

0:05:46 > 0:05:50As one of the residents has already admitted injecting heroin,

0:05:50 > 0:05:53the knife and needles are seized for testing.

0:05:53 > 0:05:54Weston. Hate it.

0:05:54 > 0:05:56His girlfriend is worried about her partner's habit.

0:05:56 > 0:05:59- I keep saying to him, - BLEEP,- each time we relapse...

0:05:59 > 0:06:01You've got to realise, it feels like I am being kicked in the teeth.

0:06:01 > 0:06:04Because I did all that hard work with you.

0:06:04 > 0:06:06And now that you've done that, all that hard work he's just

0:06:06 > 0:06:08basically kicked me in the teeth with it, eh?

0:06:08 > 0:06:11You know what I mean? And he's like, "Well, I know, babe,"

0:06:11 > 0:06:13but it needs to be sorted.

0:06:13 > 0:06:15Meanwhile, in the bedroom,

0:06:15 > 0:06:18Carla Collins finds some suspicious looking powder.

0:06:18 > 0:06:20What is this? That.

0:06:21 > 0:06:23- Where was that?- Just in there.

0:06:25 > 0:06:27It looks like, um...

0:06:27 > 0:06:29benzocaine. Doesn't it?

0:06:30 > 0:06:32Where was that, in there?

0:06:32 > 0:06:35- Yeah, right here.- Look at that. Looks like benzocaine.

0:06:35 > 0:06:36- Do you reckon?- What is benzocaine?

0:06:36 > 0:06:39- It's a cutting agent for cocaine. - Oh, yeah.

0:06:39 > 0:06:42Benzocaine is a legal anaesthetic.

0:06:42 > 0:06:44If the man arrested outside with the 44 wraps

0:06:44 > 0:06:46is telling the truth, then it

0:06:46 > 0:06:48could be used to cut drugs,

0:06:48 > 0:06:50as it simulates the numbing effect of cocaine.

0:06:50 > 0:06:52But if he isn't,

0:06:52 > 0:06:56then the residents may just be using it to treat mouth ulcers.

0:06:57 > 0:07:00Despite the evidence of heroin use at the flat,

0:07:00 > 0:07:04the only drugs they find is a bit of cannabis.

0:07:04 > 0:07:05No-one is getting nicked?

0:07:05 > 0:07:07I think my colleague has already explained what

0:07:07 > 0:07:08he is going to do with you.

0:07:08 > 0:07:10The lady is arrested and street bailed,

0:07:10 > 0:07:13meaning she will be called back to the station at a later date.

0:07:13 > 0:07:16- All right, guys, have a good day. - Thank you for being brilliant.

0:07:16 > 0:07:18That's ideal.

0:07:18 > 0:07:20- You're welcome.- Normally... They're horrible normally.

0:07:20 > 0:07:22But all you lot have been brilliant.

0:07:22 > 0:07:26Although the team didn't find any evidence of drug dealing,

0:07:26 > 0:07:29Sergeant Jason Hulbert is confident the raid has sent a strong

0:07:29 > 0:07:31message to the neighbourhood.

0:07:31 > 0:07:33You always want to take drugs off the street.

0:07:33 > 0:07:35Without doubt, it's a major cause of crime.

0:07:35 > 0:07:37The more drugs we can take off the street,

0:07:37 > 0:07:40it's got to be a better thing for the whole community.

0:07:40 > 0:07:41They have seen the police here.

0:07:41 > 0:07:45We are intelligence-led, so hopefully the message gets

0:07:45 > 0:07:49out there that if people do give information,

0:07:49 > 0:07:52then it comes back and it gets acted on.

0:07:52 > 0:07:55And hopefully, the community see the benefits of it.

0:07:56 > 0:07:59It seems the man arrested with 44 wraps of heroin

0:07:59 > 0:08:03and cocaine was just trying to blame the innocent residents.

0:08:06 > 0:08:07It didn't work.

0:08:07 > 0:08:10At court, he pleaded guilty to possession with intent to supply.

0:08:15 > 0:08:17The woman received a caution for the possession of cannabis.

0:08:25 > 0:08:27In Bath, community officer

0:08:27 > 0:08:30Adge Secker is investigating a shocking complaint.

0:08:30 > 0:08:34I have had a local member of the public contact me

0:08:34 > 0:08:36and say that in one of these cemeteries -

0:08:36 > 0:08:39it may be this one or may be the one next to it, I don't know -

0:08:39 > 0:08:43where people are coming here, injecting drugs.

0:08:43 > 0:08:45There is evidence of needles found, apparently,

0:08:45 > 0:08:46according to this person.

0:08:46 > 0:08:50Also, groups of people drinking lots of alcohol and getting drunk

0:08:50 > 0:08:51and just desecrating these graves.

0:08:51 > 0:08:53And I'm not going to have it.

0:08:54 > 0:08:58Cemeteries are meant to be places of quiet contemplation,

0:08:58 > 0:09:01where people hold lasting memories of their loved ones.

0:09:03 > 0:09:06If the claims are true, it's all the more shocking,

0:09:06 > 0:09:09as the graveyard is the final resting place

0:09:09 > 0:09:13for hundreds of soldiers killed in two world wars.

0:09:13 > 0:09:16Hidden at the far end is something distinctly odd.

0:09:18 > 0:09:22So right up there... You see the trees? I can see a couple of tents.

0:09:22 > 0:09:24I'll just call for an officer to come and meet me.

0:09:24 > 0:09:26Just in case there's a few of them there.

0:09:26 > 0:09:29Adge keeps his distance and waits for backup to arrive.

0:09:32 > 0:09:35It's getting dark and he wants to get closer before anyone can

0:09:35 > 0:09:38sneak away in the unlit cemetery.

0:09:39 > 0:09:42Adge still can't believe what these people are doing.

0:09:42 > 0:09:45It is in a cemetery for...sake, John.

0:09:45 > 0:09:48I know, I know. I don't know. I don't know.

0:09:51 > 0:09:52Hello in the camp?

0:09:52 > 0:09:54Hello.

0:10:03 > 0:10:04Hello in the camp?

0:10:10 > 0:10:13- They're all rolled up. - Anybody in there, John?

0:10:14 > 0:10:17- I can't see any from here. - No, it's all rolled up.

0:10:19 > 0:10:21- They've obviously been here.- Huh.

0:10:21 > 0:10:25The ground is littered with super-strength cans of lager

0:10:25 > 0:10:27and hypodermic needle packs.

0:10:27 > 0:10:30Adge suspects the camp is being squatted by some

0:10:30 > 0:10:32of the town's street drinkers.

0:10:34 > 0:10:37Just mind where you put your feet, Jay, because...

0:10:37 > 0:10:39there's no toilet handy, is there?

0:10:42 > 0:10:44It looks like the reports of drinking

0:10:44 > 0:10:48and drug-taking amongst the gravestones are correct.

0:10:48 > 0:10:50But now they know that people are living here,

0:10:50 > 0:10:53the situation is more complicated.

0:10:53 > 0:10:56- Get in touch with the council... - Right.- ..to see if they can...

0:10:56 > 0:10:59Because obviously we can't take it down.

0:10:59 > 0:11:00No, we don't evict people, do we?

0:11:00 > 0:11:02See if they will come and clear it all up.

0:11:02 > 0:11:06The police can't simply tear the tents and tarpaulins down.

0:11:06 > 0:11:09Regardless of this disrespectful behaviour, they have to act

0:11:09 > 0:11:13within the law, and that means applying for an eviction notice.

0:11:13 > 0:11:17- But you see he's using gravestone... - Gravestone.- ..as...

0:11:17 > 0:11:20- What, to attach his... Oh, that's...- Yeah.

0:11:20 > 0:11:23- He's putting that over the top and then using...- Yeah, OK.

0:11:23 > 0:11:27Well, we'll put pressure on the council then to get rid, then.

0:11:27 > 0:11:29All right, OK, guys.

0:11:29 > 0:11:32Eviction can be a lengthy process,

0:11:32 > 0:11:35but this disgusting conduct needs to be tackled quickly.

0:11:41 > 0:11:43John's just found there, in orange bag,

0:11:43 > 0:11:45what we think is human excrement.

0:11:47 > 0:11:50And they're going to wonder why we want them off from here.

0:11:50 > 0:11:54So they're using a gravestone to attach his tent,

0:11:54 > 0:11:57or his tarpaulin to create his tent.

0:11:57 > 0:12:01And they're using this place, by the looks of it, as a sewer,

0:12:01 > 0:12:03for God's sake.

0:12:03 > 0:12:06All right, boys, thanks for coming out. Appreciate it.

0:12:06 > 0:12:10Later, Adge works tirelessly to get the place cleaned up

0:12:10 > 0:12:12and back to its respectful state.

0:12:12 > 0:12:16- I haven't seen them. Not today, anyway.- Right. Where is he now?

0:12:16 > 0:12:17Where is he?

0:12:23 > 0:12:25Neighbourhood teams are on the front line

0:12:25 > 0:12:28when it comes to keeping a lid on drug abuse.

0:12:28 > 0:12:32Drug crimes aren't just restricted to run-down areas.

0:12:32 > 0:12:37Sometimes they happen in the most surprising parts of town.

0:12:39 > 0:12:43In Weston-super-Mare, Russ Millier and Glenn Wheeler

0:12:43 > 0:12:45are on their way to one of the town's leafier suburbs

0:12:45 > 0:12:51to investigate a possible cannabis cultivation, known as a grow.

0:12:51 > 0:12:56We are heading out to an address on our patch to look at some arrests -

0:12:56 > 0:12:58a male and possibly a female -

0:12:58 > 0:13:01in connection with concern in supply of a controlled drug.

0:13:01 > 0:13:06This area isn't necessarily where you'd expect to find a drugs farm,

0:13:06 > 0:13:08but a trail of phone messages from someone

0:13:08 > 0:13:12they've already arrested has led them straight to this house.

0:13:12 > 0:13:14OK.

0:13:14 > 0:13:16So we've got both vehicles there.

0:13:18 > 0:13:19Now is a good time.

0:13:22 > 0:13:24Both occupants are in there.

0:13:24 > 0:13:27Once inside, Glen gets straight down to business.

0:13:27 > 0:13:30OK, so at this time,

0:13:30 > 0:13:31I am arresting you both

0:13:31 > 0:13:33in concern in the supply of a controlled drug.

0:13:33 > 0:13:36You don't have to say anything, but it may harm your defence

0:13:36 > 0:13:39if you do not mention something that you later rely on in court.

0:13:39 > 0:13:41Anything you do say may be given in evidence.

0:13:41 > 0:13:42- OK?- OK.

0:13:42 > 0:13:44- Is there any drugs on the premises? - No.

0:13:44 > 0:13:47Actually, there is maybe a little bit of cannabis in the garage.

0:13:47 > 0:13:51- In the garage.- Yeah.- What are we talking a little bit?- A spliff.

0:13:51 > 0:13:53- A spliff in the garage? - Yeah.- Right, OK.

0:13:53 > 0:13:55Yeah, we got an answer, mate. Two in cuffs here.

0:13:55 > 0:13:58The text messages suggest that there is more than just a little

0:13:58 > 0:14:00bit of cannabis in the house.

0:14:00 > 0:14:03Russ is looking for evidence that drugs are being grown here.

0:14:03 > 0:14:05And that is hard to hide.

0:14:05 > 0:14:09A quick search and it's obvious there's no grow inside.

0:14:09 > 0:14:11But what about outside?

0:14:12 > 0:14:16PCSO Justin Robbie joins Russ to help him search the garage,

0:14:16 > 0:14:20where the man has admitted there might be "some" cannabis.

0:14:20 > 0:14:23Obviously, there's a bit of weed in there, like you said, in the house.

0:14:23 > 0:14:24About a spliff's worth.

0:14:24 > 0:14:26Obviously, we will be seizing that, all right? As evidence.

0:14:26 > 0:14:29Although the garage is incredibly dark,

0:14:29 > 0:14:32the cannabis isn't all that Russ notices.

0:14:32 > 0:14:36He thinks that this was the centre of the drugs growing operation.

0:14:36 > 0:14:38It looks to me, mate, you have shut down the grow.

0:14:38 > 0:14:40- There was a grow in here, wasn't there?- No.

0:14:40 > 0:14:45Well, I have seen enough grows in my time to see that this is a grow.

0:14:45 > 0:14:47You have still got the pots down there.

0:14:49 > 0:14:51You've got the black tape all around the top there.

0:14:53 > 0:14:54Haven't you?

0:14:54 > 0:14:56- Fair enough. Yeah.- Yeah?- Yeah, yeah.

0:14:56 > 0:14:59The man has admitted that there was a grow here.

0:14:59 > 0:15:02You've obviously been given the heads-up, haven't you?

0:15:02 > 0:15:04Russ is suspicious that he's been tipped off.

0:15:04 > 0:15:07No, no, no. This was a long time ago, I can assure you.

0:15:07 > 0:15:12The garage is lined with plasterboard, sealed with black tape.

0:15:12 > 0:15:13And on the floor,

0:15:13 > 0:15:16a bin liner is filled with dismantled hydroponic equipment.

0:15:19 > 0:15:22Um, this is quite a nice example of what we come across,

0:15:22 > 0:15:24a bit of a home-grown

0:15:24 > 0:15:26cannabis set-up, really.

0:15:26 > 0:15:29They have double-skinned the plasterboard walls

0:15:29 > 0:15:31with insulation in between it.

0:15:31 > 0:15:35And as you see from the corners, they have taped all the gaps.

0:15:35 > 0:15:38And what that does is it's their attempt to prevent us

0:15:38 > 0:15:40from using our heat source cameras.

0:15:40 > 0:15:43As far as domestic cultivation of cannabis goes,

0:15:43 > 0:15:46this was quite a sophisticated set-up.

0:15:46 > 0:15:49It also helps them keep the smell in one place.

0:15:49 > 0:15:52Usually... There you go, down there.

0:15:52 > 0:15:54That is where they would vent it.

0:15:54 > 0:15:57You have a sort of four-inch flexi-pipe going out there

0:15:57 > 0:15:58and it would vent the smell.

0:15:58 > 0:16:01Yeah. They would have had a considerable set-up in here.

0:16:01 > 0:16:04- So, where's all this come from? - What?- All this information.

0:16:04 > 0:16:07It has come from phones. From your phone, basically.

0:16:07 > 0:16:10Your phone has been sending text messages to and fro another

0:16:10 > 0:16:14person's phone that we have arrested, OK, over a period of time.

0:16:14 > 0:16:18And your phone has cropped up numerous amounts of times

0:16:18 > 0:16:21in connection with the concern in supply of controlled drugs,

0:16:21 > 0:16:23namely cannabis.

0:16:23 > 0:16:24- OK? So, everything is on there. - Yeah.

0:16:24 > 0:16:26- Everything you ever send is on there.- Yeah.- All right?

0:16:26 > 0:16:28We know exactly what you've been doing.

0:16:28 > 0:16:31- That doesn't mean it's true though, that's the thing.- Well...

0:16:31 > 0:16:34- It is, isn't it?- Well, yeah, but that is circumstantial.

0:16:34 > 0:16:38- It's not... Yeah.- So you know that is why we are here, OK?- Yeah, fine.

0:16:39 > 0:16:42It's hard to convincingly say something is a rumour

0:16:42 > 0:16:44when you are standing next to evidence that at least

0:16:44 > 0:16:47some of the text message information was true.

0:16:47 > 0:16:50He's clearly had a cannabis grow in the garage, all right?

0:16:50 > 0:16:52Which he knows about.

0:16:52 > 0:16:54Um...

0:16:54 > 0:16:56It's one of those things, isn't it?

0:16:56 > 0:16:59If you're going to do that sort of thing, it is going to

0:16:59 > 0:17:00- catch up with you.- Yeah.- All right?

0:17:02 > 0:17:07Russ leaves with the remainder of the hydroponic equipment.

0:17:07 > 0:17:10It will be destroyed back at the station.

0:17:10 > 0:17:12He has had a cannabis grow there before. We've seen that.

0:17:12 > 0:17:15He understands that we won't tolerate it

0:17:15 > 0:17:17and we will be knocking at his door.

0:17:17 > 0:17:19They've been arrested. They're on street bail.

0:17:19 > 0:17:21We'll examine the phones and what have you

0:17:21 > 0:17:24and see what else we have got to come from that.

0:17:24 > 0:17:27The evidence of the grow set-up, the incriminating text messages

0:17:27 > 0:17:30and the drugs found on the property meant that the man

0:17:30 > 0:17:33and his wife were both arrested, and the man was charged with

0:17:33 > 0:17:37possession of cannabis and offering to supply cannabis.

0:17:37 > 0:17:41At court, he pleaded guilty to dealing and received a 12-month

0:17:41 > 0:17:44community order, 120 hours of unpaid work

0:17:44 > 0:17:47and £325 in fines.

0:17:47 > 0:17:50No further action was taken against his wife.

0:17:57 > 0:18:01Back in Bath, Adge is investigating a truly disrespectful crime.

0:18:02 > 0:18:06People have been squatting in a graveyard, drinking,

0:18:06 > 0:18:08taking drugs and using it as a toilet.

0:18:10 > 0:18:14They've even used parts of the gravestones to help build a fire.

0:18:14 > 0:18:18Adge is determined to put a stop to this.

0:18:18 > 0:18:22We've done a few enquiries, we've identified two names of people

0:18:22 > 0:18:26that are camping out just across the way over there.

0:18:26 > 0:18:31Now he knows who it is, Adge hatches a plan to get word to them

0:18:31 > 0:18:32that they need to get out.

0:18:32 > 0:18:35We're going to use new legislation that's been enforced

0:18:35 > 0:18:38not that long, it's called a Community Protection Notice.

0:18:38 > 0:18:42The warning stage is the initial stage where you must stop

0:18:42 > 0:18:45sleeping, camping in the grounds of the cemetery, lighting fire,

0:18:45 > 0:18:48drinking alcohol and injecting yourselves or others

0:18:48 > 0:18:50with substances and what have you.

0:18:50 > 0:18:53As well as Adge's Community Protection Notice,

0:18:53 > 0:18:56the council have posted an eviction order.

0:18:56 > 0:19:00That could take months but tackling the problem from multiple angles

0:19:00 > 0:19:02is more likely to get a result.

0:19:03 > 0:19:05I think people are still here.

0:19:05 > 0:19:10Um, the fire looks fairly fresh, that's new bits of wood.

0:19:10 > 0:19:12Um, there's a new...

0:19:12 > 0:19:16There's more empty beer cans here, so...

0:19:16 > 0:19:17Yeah, they're still here.

0:19:17 > 0:19:20They're known to my colleagues in the city centre team

0:19:20 > 0:19:24and they're known as regular beggars on the streets of Bath.

0:19:24 > 0:19:27And on a beautiful, sunny day like this,

0:19:27 > 0:19:29I suspect that's exactly where they are.

0:19:29 > 0:19:32So, Adge takes to the streets to hunt them down.

0:19:32 > 0:19:35With him is PCSO Julie Durbin.

0:19:35 > 0:19:38This is her daily patch.

0:19:38 > 0:19:40- Is that him?- No.

0:19:40 > 0:19:41- Sure?- Yes.

0:19:41 > 0:19:45- Hello, hello, hello. - Adge is a well-known face about town.

0:19:46 > 0:19:48- Hello.- All right?- Yeah, not bad.

0:19:49 > 0:19:50- How's your luck?- Ugh.

0:19:50 > 0:19:52HE LAUGHS

0:19:52 > 0:19:56Even if Adge can't serve the notice, just getting the word out

0:19:56 > 0:20:00on the street may be enough to force the squatters to leave the graveyard.

0:20:00 > 0:20:04- Do you know where Ben is?- I haven't seen him. Not today, anyway.

0:20:04 > 0:20:05Bath has a small homeless population

0:20:05 > 0:20:07and they all tend to know each other.

0:20:07 > 0:20:11Adge knows that everything he's said will make its way back

0:20:11 > 0:20:13to the graveyard squatters.

0:20:13 > 0:20:16- Hello.- Hello, mate.

0:20:16 > 0:20:20There's no sign of either the man or his girlfriend in town.

0:20:20 > 0:20:23But the word is out on the street and that might be enough.

0:20:26 > 0:20:29Later, Adge returns to the cemetery

0:20:29 > 0:20:32and it looks like his plan has worked.

0:20:32 > 0:20:35The camp and all the mess surrounding it has finally gone.

0:20:36 > 0:20:40At last, the graves are back to their respectful state.

0:20:41 > 0:20:44The combined force of the council

0:20:44 > 0:20:47and the neighbourhood police has been effective.

0:20:47 > 0:20:50I'm not all about, you know, arresting people

0:20:50 > 0:20:52and chucking them in prison, all that kind of stuff.

0:20:52 > 0:20:55We want to achieve what's best for the community

0:20:55 > 0:20:57and what's best for this situation here.

0:20:57 > 0:21:00And that is them not camping here,

0:21:00 > 0:21:02so therefore people can now come back to this graveyard

0:21:02 > 0:21:04and sit in quiet contemplation,

0:21:04 > 0:21:06which is what these places are all about.

0:21:06 > 0:21:07It's not a camping site.

0:21:07 > 0:21:10So that legislation really worked and our pressure on them

0:21:10 > 0:21:13really worked as well and we've achieved what we want to achieve.

0:21:13 > 0:21:15On to the next one.

0:21:24 > 0:21:28It's early evening on the Bournville Estate in Weston-super-Mare.

0:21:28 > 0:21:31Gemma Harper and Alice Durston have received information

0:21:31 > 0:21:34about some suspicious activity.

0:21:34 > 0:21:37Yes, she ran a report of two young lads walking around with

0:21:37 > 0:21:40a telly under their arm, quite a big flatscreen TV.

0:21:40 > 0:21:43Um, so it's probably worth us stopping

0:21:43 > 0:21:46and speaking to them and finding out where they got it from.

0:21:46 > 0:21:48Yeah, control. Is there another unit

0:21:48 > 0:21:50that can come down on to Bournville, please?

0:21:50 > 0:21:55It's not illegal to take a TV out for a walk but it is unusual.

0:21:55 > 0:21:59- And the officers know one of their suspects all too well. - Adam!

0:21:59 > 0:22:01It seems he's not so keen on a catch-up.

0:22:01 > 0:22:05Before the officers turn a corner, the men have scarpered.

0:22:05 > 0:22:08There's a chap who walked down there with a telly.

0:22:08 > 0:22:12The back alleyways of the Bournville are a maze and the two suspects

0:22:12 > 0:22:14have gone off in different directions.

0:22:14 > 0:22:16Gemma and Alice do the same

0:22:16 > 0:22:19but they've got the advantage of being in radio contact.

0:22:19 > 0:22:22Yeah, Gem. I'll come back towards you there, mate.

0:22:22 > 0:22:26They know this patch well and all its usual hiding places.

0:22:28 > 0:22:30Gemma has caught up with one of them.

0:22:30 > 0:22:34The male that was holding the TV. However...

0:22:34 > 0:22:36He doesn't have the TV with him now.

0:22:36 > 0:22:38- All right?- Yeah.

0:22:38 > 0:22:41I shouted at you, you didn't stop. Didn't want to chat?

0:22:41 > 0:22:44Just trying to help someone out, that was all. I ain't doing nothing.

0:22:44 > 0:22:46Who were you with?

0:22:46 > 0:22:48Well, just with a few mates.

0:22:48 > 0:22:50I weren't doing nothing, just helping people out.

0:22:50 > 0:22:52I know, but you walking around the estate with a telly

0:22:52 > 0:22:54under your arm looks a bit suspicious, doesn't it?

0:22:54 > 0:22:57I was only walking from one end of the park to the other.

0:22:57 > 0:22:58There weren't no drama.

0:22:58 > 0:23:00The man's not denying he had a TV

0:23:00 > 0:23:02but that's about all he'll say on the matter.

0:23:02 > 0:23:04I don't want nothing to do with it

0:23:04 > 0:23:05because I don't want to get in trouble.

0:23:05 > 0:23:08- Where's the telly now? - Gone back with its rightful owner.

0:23:08 > 0:23:10If that telly is stolen...

0:23:10 > 0:23:12Obviously, we don't have it to check that,

0:23:12 > 0:23:14but if it is stolen and you were found in possession of it,

0:23:14 > 0:23:17you could have been arrested for that offence, all right? So...

0:23:17 > 0:23:18You can't handle other people's things,

0:23:18 > 0:23:21whether you're doing a favour for them or not, you can't do it.

0:23:21 > 0:23:25Because you're going to get yourself in trouble. All right, fair enough?

0:23:25 > 0:23:28- All right, yeah.- All right, see you later.- See you later.

0:23:28 > 0:23:31This is a case lacking a crime.

0:23:31 > 0:23:35The TV needs to be reported stolen before anything can be done.

0:23:37 > 0:23:40The next morning, an elderly man living in a sheltered housing block

0:23:40 > 0:23:42reports a theft.

0:23:42 > 0:23:45Police send forensics around straightaway

0:23:45 > 0:23:47to see if they can get prints.

0:23:47 > 0:23:51Forensics report a positive match for a fingerprint

0:23:51 > 0:23:53and it isn't the man they stopped yesterday.

0:23:55 > 0:23:57But it is someone known to the police.

0:23:57 > 0:24:00The gentleman around there said he'd seen him

0:24:00 > 0:24:02running round these backstreets there.

0:24:02 > 0:24:04With the suspect's description circulated,

0:24:04 > 0:24:06all eyes are searching for him.

0:24:06 > 0:24:10CCTV operators spot someone they think matches his description

0:24:10 > 0:24:13and Sergeant Colin Batchelor is on his way to check him out.

0:24:13 > 0:24:14We've got CCTV monitoring,

0:24:14 > 0:24:17we've got plainclothes units trying to keep an eye on him.

0:24:17 > 0:24:22So basically, we'll see if we can go and grab him and lock him up for it.

0:24:22 > 0:24:26As they approach the back of the high street, all eyes are on the suspect.

0:24:26 > 0:24:28This man is going nowhere.

0:24:32 > 0:24:34All right, fella? Come with me, you're under arrest, OK?

0:24:34 > 0:24:36- What for?- Put your hands behind your back.

0:24:36 > 0:24:39- You're under arrest for suspicion of burglary.- Suspicion of burglary?

0:24:39 > 0:24:42- Who do you think I am?- Yeah. You're Rob, innit?- No, I'm not, I'm Ben.

0:24:42 > 0:24:43- I'm Ben.- Hey?- Check. - Wait, wait, wait.

0:24:43 > 0:24:46- Look, check with Tony on the radio. Ask if Ben- BLEEP.

0:24:46 > 0:24:50Colin checks the police database and this guy is telling the truth.

0:24:50 > 0:24:53He's not their man.

0:24:53 > 0:24:55It's a case of mistaken identity.

0:24:55 > 0:24:58Hardly surprising as this is the suspect's brother.

0:24:58 > 0:25:01Someone's picked you up... Let me just explain.

0:25:01 > 0:25:03Someone's picked you up, thought you for your brother.

0:25:03 > 0:25:07I need to talk to him about an incident he knows about.

0:25:07 > 0:25:09And obviously, they thought it was you, all right?

0:25:09 > 0:25:12I've never met you before and I've never met your brother before,

0:25:12 > 0:25:15all right? So obviously... Yeah, I think they're happy it's Ben.

0:25:15 > 0:25:19- So, my apologies, all right? I'm big enough to say I'm sorry.- No worries.

0:25:19 > 0:25:21- All right?- I was saying, "Whoa, I ain't done nothing wrong!"

0:25:21 > 0:25:24- All right, thanks anyway.- At least not with burglaries.- All right, OK.

0:25:24 > 0:25:27While that wasn't the right man, the info is he's around here somewhere.

0:25:27 > 0:25:30We're trying to get some information, quick time,

0:25:30 > 0:25:31to find out where he is.

0:25:33 > 0:25:35'Update, on the subject of Ben.

0:25:35 > 0:25:39'Run off down towards the Boulevard direction,

0:25:39 > 0:25:40'off the side of Palmer Street.'

0:25:40 > 0:25:43He's just run off round the back of here somewhere.

0:25:43 > 0:25:46The problem is he'll go to ground now and we'll lose him.

0:25:46 > 0:25:48'We're currently on the Boulevard.'

0:25:48 > 0:25:50After an extensive search,

0:25:50 > 0:25:53Colin has to accept that the man has probably gone to ground.

0:25:53 > 0:25:57So, he collects Kellie Millier and heads round to see the victim.

0:25:57 > 0:25:59Can we see him?

0:26:00 > 0:26:04- What's gone on, then? Obviously, your TV has been stolen.- Yeah.- Yeah?

0:26:04 > 0:26:08- And you went out at 6.30? - Yeah, and I came back at 8.30.

0:26:08 > 0:26:14There was two people seen, I think, around seven o'clock on the night.

0:26:14 > 0:26:16- So you went out about 6.30? - Six, yeah.

0:26:16 > 0:26:18- And one of them was carrying a TV.- Yeah.

0:26:18 > 0:26:22- So when you went out, did you lock up?- No.- No? You didn't lock up?

0:26:22 > 0:26:24I never lock up.

0:26:24 > 0:26:27The man has left his flat door unlocked for weeks on end

0:26:27 > 0:26:30since losing his key, hoping that the lock in the communal door

0:26:30 > 0:26:34to his sheltered housing would provide enough security.

0:26:34 > 0:26:37So they've obviously come in through your front door.

0:26:37 > 0:26:39They've just walked in, haven't they? Cos it's not locked.

0:26:39 > 0:26:41I thought...

0:26:41 > 0:26:45- What am I doing?- It's obviously made it easy for that person.

0:26:45 > 0:26:47But how can they get in?

0:26:47 > 0:26:49In the evening, all it takes is someone else

0:26:49 > 0:26:51to let someone in by mistake or...

0:26:51 > 0:26:53Unfortunately for the man,

0:26:53 > 0:26:56opportunist thieves were quick to take advantage.

0:26:56 > 0:26:59Kellie will make sure it can't happen again.

0:26:59 > 0:27:01- We'll sort out a key for you. - Will you?

0:27:01 > 0:27:02And if we can't get a key,

0:27:02 > 0:27:05we'll get your locks changed for you, all right?

0:27:05 > 0:27:08- Thank God you're working here.- Well, someone's got to, haven't they?

0:27:08 > 0:27:10Yeah, this is it.

0:27:10 > 0:27:14Kellie wants to make sure the man's flat is secured as soon as possible.

0:27:14 > 0:27:17So, next morning, she's back with a locksmith from the man's

0:27:17 > 0:27:20housing provider who changes the locks, free of charge.

0:27:22 > 0:27:25That's obviously just taken a couple of minutes to change the locks

0:27:25 > 0:27:28but it'll can make a massive difference to the victim's safety

0:27:28 > 0:27:29and his life going forward.

0:27:29 > 0:27:33The man's home is secure and Colin received some good news.

0:27:33 > 0:27:36It turns out the suspect was on bail for another offence.

0:27:36 > 0:27:38So, when he had an appointment at the police station,

0:27:38 > 0:27:40he was promptly arrested.

0:27:40 > 0:27:42He's denied the offence.

0:27:42 > 0:27:46However, due to the weight of evidence against him,

0:27:46 > 0:27:48we have charged him with burglary.

0:27:48 > 0:27:51So, he's been remanded, he'll stay in the cells overnight.

0:27:51 > 0:27:54And as I say, the magistrates will decide his future from there.

0:27:54 > 0:27:55So, it's a real result.

0:27:55 > 0:27:57So I just need to let the victim know,

0:27:57 > 0:27:59which I'm sure he'll be really pleased.

0:28:00 > 0:28:03The burglar was later sentenced to 14 months in prison.

0:28:13 > 0:28:14As we've seen today,

0:28:14 > 0:28:18the neighbourhood police work hard getting drugs off our streets

0:28:18 > 0:28:20and tackling antisocial behaviour,

0:28:20 > 0:28:24making our communities safer places to live.
