0:00:02 > 0:00:04Policing in the 21st century has come full circle.

0:00:04 > 0:00:06Good evening, all.

0:00:06 > 0:00:09The old romantic notion of the bobby on the beat,

0:00:09 > 0:00:14like Sergeant George Dixon 50 years ago, is very much back in favour.

0:00:14 > 0:00:15See her.

0:00:15 > 0:00:19A new caring force has been created that works in collaboration

0:00:19 > 0:00:23with the community it serves called the Neighbourhood Policing Team.

0:00:23 > 0:00:25You're under arrest, OK, for assault.

0:00:25 > 0:00:29Now the teams are in every local area of the country.

0:00:29 > 0:00:31Get him! We've got a runner.

0:00:31 > 0:00:34Cracking down on anti-social behaviour.

0:00:34 > 0:00:37- Stay here.- Ow!- I've had enough.

0:00:37 > 0:00:39Busting suspected drug dens.

0:00:39 > 0:00:42Come out where I can see you!

0:00:42 > 0:00:44- There's a very, very large grow in this room.- Jackpot.

0:00:44 > 0:00:48- And laying down the law to crooks and criminals.- Do as you're told.

0:00:48 > 0:00:50- I weren't even- BLEEP- driving it!

0:00:50 > 0:00:53In this new series of Neighbourhood Blues, we're following the men

0:00:53 > 0:00:56- and women from the Humberside Police Force.- You're under arrest.

0:00:56 > 0:00:59I'm arresting you for possession of a controlled substance.

0:00:59 > 0:01:02As they strive to make our streets a safer place.

0:01:23 > 0:01:26- Coming up...- I've got him if you want to pat him down.

0:01:26 > 0:01:30..the neighbourhood team catch a gobby phone thief...

0:01:30 > 0:01:32What you got my arms up there for?

0:01:32 > 0:01:33I don't know what else you've got on you.

0:01:33 > 0:01:36Well, you best let go because it's BLEEP hurting!

0:01:36 > 0:01:40..crack down on the growing problem of new media being used

0:01:40 > 0:01:41to cause harassment...

0:01:41 > 0:01:45- Do you understand what I've said to your dad then, Ryan?- Yeah.

0:01:45 > 0:01:46- It needs to stop.- Yeah.- All right?

0:01:46 > 0:01:50..and join forces with Fire and Rescue Services

0:01:50 > 0:01:52to save a couple's live.

0:01:52 > 0:01:55- Oh, my God!- It's all right, don't worry.

0:02:01 > 0:02:03Beating burglars is one of the main priorities

0:02:03 > 0:02:06for Humberside Police's neighbourhood teams.

0:02:06 > 0:02:11They recently launched an intensive crackdown, which last year saw

0:02:11 > 0:02:13burglaries cut by 12%.

0:02:13 > 0:02:17But as a result of their focus on house crime, it appears

0:02:17 > 0:02:22thieves are turning their attention to easier, unoccupied targets.

0:02:25 > 0:02:27It's nine o'clock in the evening

0:02:27 > 0:02:30and Sergeant Carl Sweeting is responding to an incident

0:02:30 > 0:02:34at a remote property just north of Bridlington in East Yorkshire.

0:02:36 > 0:02:39Whisky two zero, I've got the van, I'll make my way up there.

0:02:39 > 0:02:43There's been a burglary and it would appear the car trying to make off

0:02:43 > 0:02:47has collided with another vehicle.

0:02:47 > 0:02:51It appears the burglar's car has crashed while trying to get away.

0:02:52 > 0:02:59Skel is up there at the minute with another local patrol. He's...

0:02:59 > 0:03:01I think he's just talking to them at the minute,

0:03:01 > 0:03:03they've got an injured child.

0:03:05 > 0:03:08The crash has taken place in a quiet country lane

0:03:08 > 0:03:10near a local beauty spot.

0:03:15 > 0:03:17It's been a head-on, the front of the car's totalled.

0:03:17 > 0:03:21- A little kid has gone into the back of the seat.- Is he all right?

0:03:21 > 0:03:23It's a little girl.

0:03:24 > 0:03:29Are you hurt anywhere? Don't nod your head. Just keep nice and still.

0:03:29 > 0:03:30- Where do you hurt?- My nose.

0:03:30 > 0:03:32Your nose? Anywhere else?

0:03:32 > 0:03:36Fortunately, she was wearing a seat belt or her injuries

0:03:36 > 0:03:38could have been far worse.

0:03:40 > 0:03:44Shockingly, she was a passenger in the getaway car, which was hit

0:03:44 > 0:03:47fleeing the scene of the burglary.

0:03:48 > 0:03:50There's a shop around the corner.

0:03:50 > 0:03:53A confectionery shop, which has been entered.

0:03:53 > 0:03:56The vehicle used to get away is this one here, that's all stoved in.

0:03:56 > 0:03:59The son of the owner came the other way, there was a head-on collision.

0:03:59 > 0:04:01Although we have got offences,

0:04:01 > 0:04:03primarily we're just sorting people out for injuries.

0:04:03 > 0:04:06Obviously our main concern at the minute is this little girl

0:04:06 > 0:04:11who's nine years old, has been involved in a head-on collision, quite a hefty impact as well.

0:04:11 > 0:04:14The girl's 12-year-old brother was also in the car

0:04:14 > 0:04:16with their father at the wheel.

0:04:18 > 0:04:21He was in the back of that police car there and his son

0:04:21 > 0:04:24and his daughter have been travelling in this car here.

0:04:24 > 0:04:27- BLEEP- and his son, I believe,

0:04:27 > 0:04:31have broken into a kiosk around the corner.

0:04:31 > 0:04:34They've tried to make good their escape in this vehicle.

0:04:34 > 0:04:37That alarm has gone off and the son of the owner of the shop has

0:04:37 > 0:04:41come round this street and there's been a road traffic collision.

0:04:41 > 0:04:44Graham has then reversed back down here, we've been called,

0:04:44 > 0:04:47and we're just trying to pick up the pieces of what's gone on.

0:04:49 > 0:04:53Carl now heads to the kiosk to talk to its owner.

0:04:53 > 0:04:56Having been burgled before, he'd installed an alarm system

0:04:56 > 0:05:00and CCTV, which captured the whole incident on camera.

0:05:02 > 0:05:05He walked across with the lad, they gave that door a good kicking,

0:05:05 > 0:05:07as you can see. He did.

0:05:08 > 0:05:11They first tried to gain entry by kicking the door in,

0:05:11 > 0:05:13but to no avail.

0:05:13 > 0:05:18Came back again wearing gloves, all hooded up and that.

0:05:18 > 0:05:20And then they opened it up.

0:05:21 > 0:05:24Next, they force open the kiosk's shutters and,

0:05:24 > 0:05:26with security bars on the window,

0:05:26 > 0:05:30the father sends his son in to try and open the door from the inside.

0:05:34 > 0:05:38But the boy can't get the door open, so his father also

0:05:38 > 0:05:42makes his way in through the window and over the security bars.

0:05:45 > 0:05:48The owner has already been alerted by the alarm

0:05:48 > 0:05:52and arrives less than five minutes after the burglars gained entry.

0:05:55 > 0:05:57Realising there was someone inside,

0:05:57 > 0:06:00he grabs a torch from his van to help him see what was going on.

0:06:07 > 0:06:10As soon as the burglars spot the light,

0:06:10 > 0:06:13they make their escape, forcing their way out of the window

0:06:13 > 0:06:17and past the owner, before legging it to their car.

0:06:21 > 0:06:26This old guy has been here a few years, trying to run his own

0:06:26 > 0:06:30business and someone comes and thinks they can just take it away like that.

0:06:30 > 0:06:33And it causes upset obviously to him,

0:06:33 > 0:06:35damage to his property that he's got to repair

0:06:35 > 0:06:38and there's obviously always concern with being so isolated here

0:06:38 > 0:06:42in a beauty spot, people are going to come down and burgle it so...

0:06:44 > 0:06:47The burglar's nine-year-old daughter was injured in the crash.

0:06:47 > 0:06:52An ambulance has arrived to take her to Scarborough Hospital.

0:06:52 > 0:06:55- Right, you first. - Mind your fingers, darling.

0:06:55 > 0:06:57She isn't the only casualty, though.

0:06:57 > 0:07:01The father has just told officers that he is also in pain.

0:07:01 > 0:07:05He's complaining of some neck and back pain at the minute,

0:07:05 > 0:07:09which he wasn't doing to start with, but he's just developed it.

0:07:10 > 0:07:14Ambulance is just going to extract him from our vehicle.

0:07:14 > 0:07:18Luckily from our side, they don't have to take the roof off either.

0:07:22 > 0:07:25Meanwhile, Carl and the kiosk owner assess

0:07:25 > 0:07:27the aftermath of the break-in.

0:07:27 > 0:07:30The burglars have caused several hundred pounds' worth of damage

0:07:30 > 0:07:34getting in. All for the sake of a few bars of chocolate.

0:07:35 > 0:07:37I don't get too emotional about it.

0:07:37 > 0:07:41If it was breaking into my house, it would be a different thing.

0:07:41 > 0:07:47Down here, it just seems to be a war between people who just

0:07:47 > 0:07:50want to break in and pinch a Mars Bar or a chocolate bar,

0:07:50 > 0:07:53that's about all they get. There's nothing of any value.

0:07:53 > 0:07:55But it's damage that they do.

0:07:55 > 0:07:59Mark has made a discovery in one of the bins near the kiosk.

0:07:59 > 0:08:02It looks like a smashed-up fruit machine.

0:08:02 > 0:08:06CCTV captured the pair dumping it in the bin before carrying out

0:08:06 > 0:08:07the break-in.

0:08:12 > 0:08:15We believe this is from a burglary to a licensed premises

0:08:15 > 0:08:16in Bridlington town

0:08:16 > 0:08:20overnight last night, where they've broken in and stolen

0:08:20 > 0:08:22the fruit machine from there.

0:08:22 > 0:08:23I'll do the honours, then.

0:08:23 > 0:08:26Back at the crash scene, Mark is arresting the father

0:08:26 > 0:08:28and his 12-year-old son.

0:08:28 > 0:08:33At this minute in time, you're both locked up on suspicion of burglary.

0:08:33 > 0:08:36It's all come together quite nice, there's a lot more digging to do.

0:08:36 > 0:08:39A lot more work to go on, and hopefully the end result will be

0:08:39 > 0:08:43I charge both of these for at least one burglary, if not two.

0:08:43 > 0:08:46It's not every day 12-year-olds get arrested.

0:08:46 > 0:08:51But, sadly, it's not even the first time this lad's been in trouble.

0:08:51 > 0:08:53He's already on our radar.

0:08:53 > 0:08:58Unfortunately, he's not been helped by the upbringing he's had

0:08:58 > 0:09:03but he's obviously led by his father quite a lot, by the looks of it.

0:09:03 > 0:09:04I'm amazed somebody has come out

0:09:04 > 0:09:07and done a burglary with a child in the vehicle.

0:09:07 > 0:09:09Anyone in their right mind would be shocked by it.

0:09:09 > 0:09:12People get involved in drugs and get desperate and do burglaries

0:09:12 > 0:09:16and things like that, but to take your children along with you...

0:09:16 > 0:09:19Gobsmacked, really. It's just disgusting.

0:09:19 > 0:09:22It'll be taken into account when he goes to court.

0:09:26 > 0:09:31The modern day Fagan and his son are taken to hospital for a checkup

0:09:31 > 0:09:33while his car is seized for evidence.

0:09:36 > 0:09:39Later, having been given the all clear,

0:09:39 > 0:09:43father and son are now facing the music at Bridlington Police Station.

0:09:44 > 0:09:46- That makes you 12, does it?- Yeah.

0:09:53 > 0:09:55It's a shame for him, isn't it?

0:09:55 > 0:09:58There he is, 12 years old, hardly tall enough to see over

0:09:58 > 0:10:02the custody bar and yet here he is in custody.

0:10:02 > 0:10:06Don't get me wrong, if he's committed an offence then

0:10:06 > 0:10:08he needs to be dealt with in interview,

0:10:08 > 0:10:10but with a role model like that -

0:10:10 > 0:10:14when asked what his occupation is he introduced himself as a burglar -

0:10:14 > 0:10:18you question what opportunities he'll have put before him in life.

0:10:22 > 0:10:25The father later pleaded guilty to burglary

0:10:25 > 0:10:27and possession of stolen property.

0:10:27 > 0:10:30He's currently awaiting his day in court.

0:10:30 > 0:10:32His son was given a youth rehabilitation order

0:10:32 > 0:10:35and supervision requirement for six months.

0:10:42 > 0:10:45Sharing information and addressing people's concerns

0:10:45 > 0:10:49about crime are vital for community policing to work.

0:10:49 > 0:10:53Now, Humberside Police, with the username @humberbeat,

0:10:53 > 0:10:57have started using the social networking site Twitter to keep

0:10:57 > 0:11:00the public updated about what they're doing

0:11:00 > 0:11:02and whom they've arrested.

0:11:04 > 0:11:06It's Bank Holiday Monday.

0:11:06 > 0:11:10And while his colleague PC Andy Derbyshire drives the car,

0:11:10 > 0:11:14Special Constable Andy Pashley is tweeting on his phone.

0:11:14 > 0:11:17- I've just sent my first tweet. - Good lad.

0:11:17 > 0:11:20Yeah, I've put "Patrolling of the northern area, glorious day,

0:11:20 > 0:11:22"lots of barbecues and families enjoying the sun.

0:11:22 > 0:11:28"Everything is in order. #specialconstable6882. #sun."

0:11:28 > 0:11:32Humberside Police have a Twitter account.

0:11:32 > 0:11:37Officers have access to this account and we like to tweet general

0:11:37 > 0:11:42day-to-day, on our patrols, et cetera, let the public of Hull know

0:11:42 > 0:11:44what we're getting up to and what's happening in their areas.

0:11:44 > 0:11:48It's all part of an effort to improve the team's relationship

0:11:48 > 0:11:51with the public, which in turn they hope will lead

0:11:51 > 0:11:53to increased crime detection.

0:11:53 > 0:11:58Social media and the police can be used quite effectively,

0:11:58 > 0:12:01we've had a couple of occasions where we've had missing persons

0:12:01 > 0:12:05where details have been put out on Facebook by friends

0:12:05 > 0:12:10and family and who knows, it might lead to that person being found.

0:12:10 > 0:12:14- An urgent call's just come in. - What's that coming in, for assault?

0:12:14 > 0:12:18- All of them.- It's time to do some old-fashioned policing.

0:12:19 > 0:12:22They've been called to back up their colleagues, who have stopped

0:12:22 > 0:12:26three youths suspected of launching an attack on a man at a party

0:12:26 > 0:12:28before stealing his phone.

0:12:28 > 0:12:32I've got him, if you want to pat him down. What's your name, young man?

0:12:32 > 0:12:35- Craig Bailey.- All right. You know why you've been stopped?

0:12:35 > 0:12:39The trio have been accused of assault and theft of the phone,

0:12:39 > 0:12:41but this chap's saying it's the other way around.

0:12:41 > 0:12:44- I've just been kicked in the head by someone for no reason.- OK.

0:12:44 > 0:12:47We'll get to that in a minute. Just bear with us.

0:12:49 > 0:12:53- Good lad.- He's come quietly, unlike one of the others.

0:12:53 > 0:12:57- I didn't say with intent, did I? - You best not be as well! Muppet!

0:12:57 > 0:12:58Wake up. You're the muppet.

0:12:58 > 0:13:00- Who the- BLEEP- do you think you are, - BLEEP?- No.

0:13:00 > 0:13:03- What are you doing?!- You don't need to be like that.- What was that for?

0:13:03 > 0:13:05- That was out of order, wasn't it?- Shut up!

0:13:05 > 0:13:09- That was out of order!- Shut up! - I won't shut up.- You will. - That's bang out of order.

0:13:09 > 0:13:12- What are you doing?- I don't know what else you've got on you.

0:13:12 > 0:13:15I ain't got nothing else on me! Search me, you muppet.

0:13:15 > 0:13:17- BLEEP- search me! Rat!

0:13:17 > 0:13:22The lad's claims of innocence don't seem to have much basis,

0:13:22 > 0:13:24as a search of his pockets has found what looks to be

0:13:24 > 0:13:28- the stolen phone and some cannabis. - Have you got anything else on you?

0:13:28 > 0:13:31No, I haven't! What you got my arms up there for?

0:13:31 > 0:13:32I don't know what else you've got on you, do I?

0:13:32 > 0:13:35- You best let go because it's- BLEEP - hurting!- Calm down, then.

0:13:35 > 0:13:38- Let go then, you muppet! - Calm down, then.- No, I won't let go.

0:13:38 > 0:13:40- I won't calm down. Let me- BLEEP- go.

0:13:40 > 0:13:44- We've got all three on assault and theft now then.- Yeah. All three.

0:13:44 > 0:13:47- Right, OK.- What is this all about? For no reason at all.

0:13:47 > 0:13:50You're getting locked up for robbery, drugs and everything.

0:13:50 > 0:13:53- What do you think I'm doing that for? - What do you mean, drugs? - Jump inside.

0:13:53 > 0:13:57- There. Sit down.- BLEEP! BLEEP!

0:13:57 > 0:13:58Nice(!)

0:13:58 > 0:14:00BLEEP!

0:14:00 > 0:14:03As the noise dies down following the mouthy youth's departure,

0:14:03 > 0:14:08Andy deal is with his detainee, who is still claiming he's been hit.

0:14:08 > 0:14:11Right, what's happening at the moment is, you've been locked up

0:14:11 > 0:14:13under suspicion of assault and robbery.

0:14:13 > 0:14:14So what will my assaulter face, mate?

0:14:14 > 0:14:18It's something we can sort out once we've sorted out this one, OK?

0:14:18 > 0:14:22If you've done nothing wrong, you'll be released with my apologies.

0:14:22 > 0:14:24But at the end of the day, I haven't locked you up,

0:14:24 > 0:14:27- all I'm doing is transporting you. - I know you are.

0:14:27 > 0:14:30All right. So, I haven't got a clue really what's...

0:14:30 > 0:14:33The victim's side of the story will make things a lot clearer,

0:14:33 > 0:14:35as we'll see later.

0:14:39 > 0:14:45Theft from shops costs retailers newly £2 billion a year in the UK.

0:14:45 > 0:14:49But it's not just the stores that bear the brunt of the losses.

0:14:49 > 0:14:51It's reckoned shoplifting costs us

0:14:51 > 0:14:55all an extra £180 a year on our shopping bills.

0:14:55 > 0:14:59It's Saturday afternoon and Sergeant Caroline Andrews and

0:14:59 > 0:15:04PC Nick Deacon are on their way to a supermarket in the north of Hull.

0:15:06 > 0:15:09At the moment we've had reports of a 15-year-old female

0:15:09 > 0:15:15that's been detained after a shop theft of £45 worth of items,

0:15:15 > 0:15:19so we're just going to go down and see what's going on.

0:15:19 > 0:15:22Some shoplifting is carried out by organised gangs,

0:15:22 > 0:15:26but mostly it's petty criminals stealing small items

0:15:26 > 0:15:29and it's the neighbourhood teams that have to deal with them

0:15:29 > 0:15:31on a daily basis.

0:15:33 > 0:15:36I don't think shoplifters get enough punishment

0:15:36 > 0:15:39because they keep coming back and thieving more.

0:15:39 > 0:15:42All that's doing is just putting the shop prices up,

0:15:42 > 0:15:45so it spirals everywhere, it affects us all. You know?

0:15:46 > 0:15:50Caroline and Nick have made their way to a room at the back

0:15:50 > 0:15:54of the supermarket, where the shoplifting suspect is being held.

0:15:54 > 0:15:56We've got a little one as well.

0:15:56 > 0:15:58The girl has got her younger sister with her.

0:15:58 > 0:16:01- How old are you, young lady?- 15.

0:16:01 > 0:16:04She's been caught on camera stealing things.

0:16:04 > 0:16:06We monitored these two on CCTV.

0:16:08 > 0:16:12- She knew she was doing it.- She knew she was doing it? How old are you?

0:16:12 > 0:16:1311.

0:16:13 > 0:16:16I think you're a little bit little to be doing anything...

0:16:16 > 0:16:19And it all comes to £45.98.

0:16:19 > 0:16:23The neighbourhood team take a hard line against shoplifters

0:16:23 > 0:16:25no matter what their age.

0:16:25 > 0:16:27- Are you sisters?- Yes.- Yes?

0:16:27 > 0:16:31She's been crying, but she's shown no remorse whatsoever.

0:16:32 > 0:16:36- How often have you done it before? - Never.- Never?

0:16:36 > 0:16:38What made you do it today then?

0:16:39 > 0:16:40You don't know?

0:16:40 > 0:16:42PC ANDREWS: Is there going to be somebody at home?

0:16:42 > 0:16:44GIRL: Probably.

0:16:44 > 0:16:46Who is going to be at home? Your dad?

0:16:46 > 0:16:49If there is no-one at home, you'll go in a cell.

0:16:49 > 0:16:52So I suggest you change your attitude

0:16:52 > 0:16:54and start thinking what you've done is serious

0:16:54 > 0:16:57and you could be put in a cell for the rest of the day.

0:16:57 > 0:16:59Do you understand that?

0:16:59 > 0:17:00Yeah.

0:17:00 > 0:17:03Right, well, show us if you're bothered. Sit up.

0:17:04 > 0:17:06Because of their ages,

0:17:06 > 0:17:09Caroline and Nick have decided to take the girls home

0:17:09 > 0:17:14and have a word with their parents rather than take them into custody.

0:17:14 > 0:17:18We won't be thanked for taking a 15-year-old into custody who

0:17:18 > 0:17:21has never been in trouble with the police before, she's never

0:17:21 > 0:17:23come to our notice for anything whatsoever,

0:17:23 > 0:17:26so at the end of the day the best policy is, we'll take home,

0:17:26 > 0:17:29speak to her in front of her parents,

0:17:29 > 0:17:32invite her in for interview at a later date, unless she doesn't

0:17:32 > 0:17:35change her attitude, in which case she might go in a police cell

0:17:35 > 0:17:38because she really doesn't seem to be bothered at the moment.

0:17:38 > 0:17:43Even being in the back of a police car doesn't appear to have changed

0:17:43 > 0:17:45the older girl's attitude.

0:17:45 > 0:17:47She's 11 years old, of course she's upset.

0:17:47 > 0:17:50And that's through your doing, so don't be telling her she

0:17:50 > 0:17:53doesn't need to be upset, you need to change your behaviour.

0:17:53 > 0:17:54GIRL: She's not in trouble, is she?

0:17:54 > 0:17:59I'm sure your parents won't be happy with either of you, will they?

0:17:59 > 0:18:03So a little bit of sympathy towards your sister wouldn't go amiss.

0:18:03 > 0:18:06The girls are about to be shamed in front of their mother,

0:18:06 > 0:18:11a tactic Caroline and Nick hope will have an effect on the 15-year-old.

0:18:11 > 0:18:15- Hello, me love.- We've got two things that belong to you.

0:18:15 > 0:18:16Can we come in and have a little chat?

0:18:16 > 0:18:18One little one who knew what was going on,

0:18:18 > 0:18:21and one big one that was thieving.

0:18:21 > 0:18:24Now, I'm not going to be dealing with the little one because

0:18:24 > 0:18:27the little one didn't do anything, although she has guilty knowledge.

0:18:27 > 0:18:29If she was a bit older,

0:18:29 > 0:18:32she would be in trouble the same as big sister would be.

0:18:32 > 0:18:34She's got no remorse for what she's done,

0:18:34 > 0:18:36she doesn't seem to care.

0:18:36 > 0:18:40If you get into trouble, young lady, between now and getting this sorted,

0:18:40 > 0:18:43you really are in trouble because it will go to court.

0:18:43 > 0:18:44Do you understand that?

0:18:44 > 0:18:47Court can put restrictions on where you go,

0:18:47 > 0:18:49what you do and how you behave.

0:18:49 > 0:18:53And if you don't stick to those, you will keep getting arrested

0:18:53 > 0:18:56and put in the cells until you learn to behave yourself.

0:18:56 > 0:18:57Do you understand that?

0:18:57 > 0:19:00You're in trouble with your parents, live with it.

0:19:00 > 0:19:03When you're out and about with your friends,

0:19:03 > 0:19:06we'll be looking for you, simple as, to see what you're up to.

0:19:06 > 0:19:10See what... At the minute, in our eyes, putting it nicely,

0:19:10 > 0:19:14you're a thief, in our eyes. So that puts you on our radar.

0:19:14 > 0:19:17So we'll be paying special attention to you to see what you're up to.

0:19:17 > 0:19:21Nick and Caroline hope their strong words will sink in

0:19:21 > 0:19:25and this will be the girls' first and only brush with the law.

0:19:25 > 0:19:26OK?

0:19:26 > 0:19:28'They need telling.

0:19:28 > 0:19:30'They need telling bluntly that what they're doing is wrong.

0:19:30 > 0:19:32'She had a very poor attitude to start with,

0:19:32 > 0:19:35'she was starting to show a bit more remorse once we were in the house,'

0:19:35 > 0:19:37but you've got to be firm with them.

0:19:37 > 0:19:39They've got to understand what they've done is wrong

0:19:39 > 0:19:43and they're very lucky that they're not sat in a cell for the rest of the afternoon.

0:19:43 > 0:19:47Because that's where, on another day, she would be sat.

0:19:48 > 0:19:52The girl was interviewed at the police station two days later

0:19:52 > 0:19:56along with her mum, and was given a rehabilitation order.

0:20:02 > 0:20:05Neighbourhood officers in Hull have arrested three youths

0:20:05 > 0:20:09who are suspected of attacking a man and stealing his phone.

0:20:09 > 0:20:13One in particular has been very vocal in protesting his innocence.

0:20:13 > 0:20:16What is this all about? For no reason at all!

0:20:16 > 0:20:21Back at the station, the mouthy youth appears to have calmed down.

0:20:21 > 0:20:25- What you got to seize my clothes for?- Just because of the offence.

0:20:25 > 0:20:26But that soon changes.

0:20:26 > 0:20:29The officers need to take his clothes to use

0:20:29 > 0:20:33as evidence in identifying him, and he's not too happy about it.

0:20:34 > 0:20:37- BLEEP- take them!

0:20:39 > 0:20:41- Get the- BLEEP- out of my cell now!

0:20:41 > 0:20:43Get out of my cell and close that door!

0:20:45 > 0:20:50- BLEEP!- What are you doing?- Get on the floor, OK. Now stop being silly.

0:20:50 > 0:20:52- I'm not being silly. - You are being silly.

0:20:52 > 0:20:54Are you going to put your blue suit on or not?

0:20:54 > 0:20:58- Are you going to put your blue suit on?- Go on!

0:20:58 > 0:21:02Yeah, go on, squeeze it a bit harder. Go on. I dare you.

0:21:02 > 0:21:04- Go on, squeeze it.- Mate... - Squeeze it. Squeeze it.

0:21:04 > 0:21:07- Do you want your fingerprints taken or not?- Squeeze it. Squeeze it.

0:21:07 > 0:21:09Stand up.

0:21:10 > 0:21:13HE CONTINUES SWEARING

0:21:15 > 0:21:18Basically he just didn't like the fact that we were going in there

0:21:18 > 0:21:21and seizing his clothing. Just don't like it.

0:21:21 > 0:21:24They think they're not going to get them back ever,

0:21:24 > 0:21:27so sometimes, if it's an ongoing court case, they might not get

0:21:27 > 0:21:30their clothes for a while, so we end up looking after them.

0:21:30 > 0:21:34As the officers bag up the evidence, the man who has allegedly been

0:21:34 > 0:21:38set upon has arrived at the station and he's sporting a few injuries.

0:21:38 > 0:21:42We were at a barbecue and some random people turned up.

0:21:42 > 0:21:44Then started getting into...

0:21:44 > 0:21:48One of the guys started getting in the face of one of the girls.

0:21:48 > 0:21:51And it ended up in, like, a bit of a scrap.

0:21:51 > 0:21:55But, like, he started punching me for no reason.

0:21:55 > 0:21:58Then I lost my phone, they took my phone and that's it,

0:21:58 > 0:22:00basically, in a nutshell.

0:22:00 > 0:22:04Even though the police have found his phone, the man won't be able

0:22:04 > 0:22:08to take it home as it's also being kept as evidence.

0:22:08 > 0:22:10Right, it's wrapped. It's your phone.

0:22:11 > 0:22:16One person who still does have his phone is Andy, who is now back

0:22:16 > 0:22:18on Twitter, letting all his followers know

0:22:18 > 0:22:20what's been going on.

0:22:20 > 0:22:22Obviously now I'm doing my second tweet with regards to a result

0:22:22 > 0:22:24that we've just had.

0:22:24 > 0:22:27I've put on Twitter, "Three males in custody.

0:22:27 > 0:22:30"#6882, #IRT and #result"

0:22:30 > 0:22:35and I've sent that to all the Twitter feeds for Humberside.

0:22:35 > 0:22:38So obviously members of the public can see it

0:22:38 > 0:22:41and obviously celebrate our success.

0:22:41 > 0:22:46- A few minutes later, Andy's message has spread to the higher ranks.- Ah!

0:22:47 > 0:22:50Our Chief Constable has re-tweeted my tweet with regards to the

0:22:50 > 0:22:53three males in custody, and says,

0:22:53 > 0:22:56"The special site for the South Bank."

0:22:56 > 0:22:58It's a good result.

0:22:59 > 0:23:03With three people in custody, and a stolen phone recovered,

0:23:03 > 0:23:05it's been a good day's work.

0:23:07 > 0:23:13One of the men later pleaded guilty to assault and was fined £205.

0:23:14 > 0:23:18The mouthy youth pleaded guilty to theft and cannabis possession

0:23:18 > 0:23:21and was fined £215.

0:23:21 > 0:23:24The third youth was released without charge.

0:23:31 > 0:23:34While new methods of communication can help the police,

0:23:34 > 0:23:36they can also cause problems.

0:23:36 > 0:23:40Harassment via text message or Facebook is now a crime

0:23:40 > 0:23:43and one the neighbourhood teams are coming across

0:23:43 > 0:23:45on an increasingly regular basis.

0:23:49 > 0:23:53The two Andys are on their way to visit a man who has been accused

0:23:53 > 0:23:55of sending abusive texts

0:23:55 > 0:23:59and Facebook messages to his ex-wife and her new partner.

0:23:59 > 0:24:05- Hi, is it Jason? Hi, Jason. You got a minute?- Come on in.- Cheers.

0:24:05 > 0:24:09The man's son is also involved. He's taken his dad's side

0:24:09 > 0:24:12and has been sending similar messages to his mum's partner.

0:24:12 > 0:24:15Do you want to have a quick sit down and we can have a quick chat

0:24:15 > 0:24:19about it, then? So, you know why we're here.

0:24:19 > 0:24:22- I've been expecting you.- OK.

0:24:22 > 0:24:27It's to do with some text messages, Facebook messages,

0:24:27 > 0:24:33and some phone calls that apparently Susan and her husband Michael...

0:24:33 > 0:24:37Is it Michael? Michael, yeah, have been receiving from yourselves.

0:24:37 > 0:24:41Now, we understand that there has been a bit of to'ing and fro'ing.

0:24:41 > 0:24:44You've got messages, they've got messages,

0:24:44 > 0:24:47- they've replied, you've replied. - Mine aren't threatening.

0:24:47 > 0:24:50The mother and her partner have saved some of the messages

0:24:50 > 0:24:52which were sent to them by the son.

0:24:52 > 0:24:56- "All you do is give it over- BLEEP, - now- BLEEP- off you- BLEEP,"

0:24:56 > 0:24:59blah blah blah, and it just goes on and on. OK.

0:24:59 > 0:25:03If anything got said against me, like, saying I've threatened them

0:25:03 > 0:25:06- I can go through all my messages there.- Right.

0:25:06 > 0:25:08And I can prove to you that I didn't threaten them.

0:25:08 > 0:25:11Somebody somewhere, I don't know if it's yourself, Jase,

0:25:11 > 0:25:13or Ryan, has actually sent messages back.

0:25:13 > 0:25:16- Have you sent any threatening...? - I've sent them. I'll admit that.

0:25:16 > 0:25:18- You've sent threatening messages? - Yeah.

0:25:18 > 0:25:21- They give it to me, so I'll give it back to them.- Right, OK.

0:25:21 > 0:25:24- Do you understand what I've said to your dad then, Ryan?- Yeah.

0:25:24 > 0:25:28It needs to stop, all right? Is there some issue regarding Facebook?

0:25:28 > 0:25:32- I've blocked them.- The bane of my life is Facebook, it really is.

0:25:32 > 0:25:36- She's blocked me on Facebook now, so...- They've got me back.- OK.

0:25:36 > 0:25:38What I would suggest is you just delete them.

0:25:38 > 0:25:40I keep trying but they just keep coming back up!

0:25:40 > 0:25:44Because you can message people on Facebook without being friends.

0:25:44 > 0:25:47Right. If you get an account come through that you're not happy with -

0:25:47 > 0:25:50cos I think you have to accept it, don't you - just bin it off.

0:25:50 > 0:25:54If you don't know them or you think it's a bit dodgy,

0:25:54 > 0:25:56then just sack it off, just get rid of it.

0:25:56 > 0:26:01So if they don't stop, the topless texters risk being arrested.

0:26:01 > 0:26:04And the same applies for the other pair involved.

0:26:04 > 0:26:11To protect you and Ryan, I'm going to recommend the same for Michael

0:26:11 > 0:26:14and Susan, I'm going to issue you both with a harassment warning.

0:26:14 > 0:26:18If it continues, you make a complaint, they're liable to arrest.

0:26:18 > 0:26:21They make a complaint, you're liable to arrest.

0:26:21 > 0:26:26So if they don't stop, the topless texters risk being arrested

0:26:26 > 0:26:30- and the same applies for the other couple involved.- All right.

0:26:30 > 0:26:33- So are you happy with that? - I am, yeah.- Super duper.

0:26:33 > 0:26:36Don't communicate, unless you've got something specific,

0:26:36 > 0:26:41whether it's something to do with your family or something, where you need to get in touch with them,

0:26:41 > 0:26:43don't have any correspondence whatsoever.

0:26:46 > 0:26:50- All I'll need is a signature from you there, please.- No problem.

0:26:50 > 0:26:52Sensible policing

0:26:52 > 0:26:56and good advice looked to have led to a positive outcome.

0:26:56 > 0:26:58- You understand everything? - I certainly do.

0:26:58 > 0:27:01- Happy with what we've discussed? - I am.- No problem. Thanks.

0:27:01 > 0:27:03Some people take it good, some people take it bad.

0:27:03 > 0:27:05On this occasion they've took it quite good.

0:27:05 > 0:27:08Sometimes once you give the harassment warning it gives a bit

0:27:08 > 0:27:11of a heads up to the pair to think, "Hang on, it's gone a bit far, this,

0:27:11 > 0:27:13"if the police are involved."

0:27:13 > 0:27:16Sometimes they just pay lip service to it

0:27:16 > 0:27:17and it'll carry on regardless.

0:27:17 > 0:27:20They might even just get another person to do it

0:27:20 > 0:27:24or an unregistered mobile phone, but once we start getting evidence

0:27:24 > 0:27:26like that, we can do a bit of digging

0:27:26 > 0:27:29and if it comes back to the person who has been issued the warning,

0:27:29 > 0:27:32then obviously we can deal with it appropriately.

0:27:36 > 0:27:41Neighbourhood policing teams aren't just there to fight crime.

0:27:41 > 0:27:44Because of their high profile and large numbers,

0:27:44 > 0:27:47they're regularly called in to work alongside their colleagues

0:27:47 > 0:27:50from the other two emergency services.

0:27:52 > 0:27:56Mark Skelton's just had a call about a serious incident

0:27:56 > 0:27:59a few streets away from Bridlington Police Station.

0:27:59 > 0:28:01Report of three...

0:28:01 > 0:28:05I think they said three persons, essentially trapped...

0:28:07 > 0:28:09..in a house fire.

0:28:10 > 0:28:14On arrival, Mark and the other members of his team are immediately

0:28:14 > 0:28:16put to work.

0:28:16 > 0:28:17Police officer,

0:28:17 > 0:28:20can you stop the traffic coming down this road for me, please?

0:28:20 > 0:28:24The fire has taken a hold on the first floor,

0:28:24 > 0:28:26trapping some residents on the top floor.

0:28:26 > 0:28:29Fire Brigade are just working on the fire.

0:28:29 > 0:28:33We're going to put some road closures on. In fact, I'm just going to go

0:28:33 > 0:28:35and block the road with the van.

0:28:35 > 0:28:38Officers are keeping the area around the house clear

0:28:38 > 0:28:42for the firefighters, even though one of its occupants has returned.

0:28:42 > 0:28:44I don't know a lot about it myself

0:28:44 > 0:28:48because I've only just come back from the cafe around the corner

0:28:48 > 0:28:53and I haven't even been in the house. Apparently there's a fire started.

0:28:53 > 0:28:55They suspect it might be my room, so...

0:28:56 > 0:29:00It's a first floor fire and the Fire Brigade are going in now

0:29:00 > 0:29:02to try and get the two out from the top.

0:29:04 > 0:29:07Lads, it's this window here. This window. That apex.

0:29:08 > 0:29:11Two people are trapped in a top-floor flat

0:29:11 > 0:29:15and there's too much smoke for them to get out through the house.

0:29:15 > 0:29:17The only way for the firefighters to rescue them

0:29:17 > 0:29:20is by putting a ladder up to their window.

0:29:20 > 0:29:22Nice and steady, lads, nice and steady.

0:29:22 > 0:29:26Inside the smoke and soot-filled house, the firefighters,

0:29:26 > 0:29:29using breathing apparatus, are searching, room by room,

0:29:29 > 0:29:32for anyone else that may still be trapped inside.

0:29:38 > 0:29:41The only way out for the couple is down the ladder.

0:29:44 > 0:29:47It's something the firefighters practise all the time

0:29:47 > 0:29:49but rarely do for real.

0:29:55 > 0:30:00They are around 25 feet up. The slightest slip could be fatal.

0:30:12 > 0:30:15As the woman makes her way down the ladder,

0:30:15 > 0:30:17the fire really begins to take hold.

0:30:23 > 0:30:26Right, somebody, back up there, bring him down.

0:30:28 > 0:30:32And, approaching the ambulance, a window blows out.

0:30:32 > 0:30:33GLASS SHATTERS Oh, my God!

0:30:33 > 0:30:36It's all right, don't worry.

0:30:36 > 0:30:37It's all right.

0:30:37 > 0:30:40She's terrified her partner is still trapped.

0:30:47 > 0:30:51But, thankfully, the firefighters have managed to rescue him, too.

0:30:51 > 0:30:55Yeah, as you can see, there was a lot of panic at the top there.

0:30:55 > 0:30:58Obviously the quick actions of the neighbour, the quick and efficient

0:30:58 > 0:31:02actions of the fire brigade saved two persons' lives in this situation.

0:31:03 > 0:31:06It's very rare that we get an incident of this magnitude.

0:31:06 > 0:31:10Looking at the fire and the way the window blew out through that,

0:31:10 > 0:31:11very, very lucky indeed.

0:31:11 > 0:31:16It's a miraculous outcome to what could have so easily have been a disaster.

0:31:16 > 0:31:18Well done. You've done ever so well.

0:31:18 > 0:31:21The two casualties that were rescued from the upper floor have

0:31:21 > 0:31:23both inhaled some smoke.

0:31:23 > 0:31:25They were very lucky to get out in the time they did

0:31:25 > 0:31:27due to the efforts of the fire service.

0:31:28 > 0:31:32The way the conditions were in there, the smoke was so accurate,

0:31:32 > 0:31:37a mouthful of that and you'd certainly have enough.

0:31:38 > 0:31:40The couple are rushed to hospital.

0:31:40 > 0:31:44Although they don't appear to be too seriously injured,

0:31:44 > 0:31:46they're not taking any chances.

0:31:46 > 0:31:48They're suffering some smoke inhalation at the moment,

0:31:48 > 0:31:51ambulance have said that that can change rapidly

0:31:51 > 0:31:55and patients with that diagnosis can go downhill very quickly.

0:31:56 > 0:31:59Now the blaze is under control,

0:31:59 > 0:32:01thoughts are turning to what caused the fire.

0:32:01 > 0:32:05The police are cordoning the house off to preserve the scene.

0:32:05 > 0:32:07It's come in as a fire of doubtful origin,

0:32:07 > 0:32:10so we don't know how and why it's started.

0:32:10 > 0:32:12It's going to take a little bit of time to work out

0:32:12 > 0:32:15if it's accidental or it's a deliberate arson.

0:32:16 > 0:32:18Obviously potentially...

0:32:18 > 0:32:20life-changing consequences.

0:32:21 > 0:32:25Fire investigators will have to sift through the remains of the

0:32:25 > 0:32:30burnt-out building before they can confirm exactly what the cause was,

0:32:30 > 0:32:33while the neighbourhood team do their best to keep people

0:32:33 > 0:32:35informed of what's going on.

0:32:35 > 0:32:37We've had a word with a few of the local residents,

0:32:37 > 0:32:39just to reassure the community

0:32:39 > 0:32:43that it's an isolated incident within the premises,

0:32:43 > 0:32:46and as such it will be assessed fully in the morning.

0:32:46 > 0:32:48Just give a bit of community reassurance.

0:32:48 > 0:32:50From a neighbourhood perspective, it's job done.

0:32:50 > 0:32:53The IR will do the scene guard overnight

0:32:53 > 0:32:55and we'll pick it up in the morning.

0:33:00 > 0:33:02The inside has been made safe and Chris,

0:33:02 > 0:33:05the occupant of the room where the fire started,

0:33:05 > 0:33:09has turned up to survey the damage to his home.

0:33:09 > 0:33:12It's not nice. Not nice at all. Erm...

0:33:14 > 0:33:16It's like...

0:33:16 > 0:33:19Emotionally, I don't think I've taken it on board fully yet.

0:33:21 > 0:33:24Chris has lost most of his belongings,

0:33:24 > 0:33:27including one thing which he really held dear.

0:33:27 > 0:33:29My teddy bear.

0:33:29 > 0:33:33My teddy bear was bigger than me when I first had it and...

0:33:33 > 0:33:35now it's...

0:33:35 > 0:33:36It's charcoal.

0:33:36 > 0:33:39Erm... Yeah.

0:33:41 > 0:33:43There is some good news, though.

0:33:43 > 0:33:46The couple who were rescued earlier are fine.

0:33:47 > 0:33:51Fire investigators will return to the house in the morning to

0:33:51 > 0:33:53hopefully establish the cause of the fire.

0:34:00 > 0:34:04Disputes between neighbours have a nasty habit of getting out of hand.

0:34:04 > 0:34:08Often the best way to resolve them quickly is through a third party,

0:34:08 > 0:34:11something the neighbourhood team is quite used to doing.

0:34:14 > 0:34:19Tonight in central Hull, Nick Deacon and Lucy Giles have been called in

0:34:19 > 0:34:24to mediate an argument between a young mother and her neighbour,

0:34:24 > 0:34:26who she says threatened her.

0:34:26 > 0:34:29We've got a dispute with the neighbours over something.

0:34:29 > 0:34:31They are known to us, yes.

0:34:31 > 0:34:34Nick has dealt with the feuding families before

0:34:34 > 0:34:36and knows it's nothing serious.

0:34:36 > 0:34:39Nick's met by the girl who called in and a friend whose house

0:34:39 > 0:34:41she is on the way round to.

0:34:41 > 0:34:45Her mum said that I've got to go to her house cos she doesn't want me...

0:34:45 > 0:34:49- And my mum will make you a brew. - That sounds like a good idea.

0:34:49 > 0:34:50Shirley. You know Shirley.

0:34:50 > 0:34:54I know Shirley. I know who you are, too, so don't panic.

0:34:54 > 0:34:55The girl, Danielle,

0:34:55 > 0:35:00explains the argument concerns her three-month-old baby.

0:35:00 > 0:35:03How it all started was somebody, a few weeks ago,

0:35:03 > 0:35:05rang social services on me.

0:35:05 > 0:35:08Danielle thinks her neighbour has been stirring things up

0:35:08 > 0:35:12by reporting her for mistreating her baby after

0:35:12 > 0:35:15- she put it in a buggy that caused a bruise.- I only did it once

0:35:15 > 0:35:18and she ended up getting a little mark on her shoulder,

0:35:18 > 0:35:21and obviously she ended up finding out across the road.

0:35:21 > 0:35:23- She? Who's she?- Amanda.

0:35:23 > 0:35:27Social services came round to my house and they marked it all up,

0:35:27 > 0:35:30and they said that they even think it's from the buggy.

0:35:30 > 0:35:31They believed...

0:35:31 > 0:35:34It seems there's little love lost between Danielle

0:35:34 > 0:35:36and Amanda from across the street.

0:35:36 > 0:35:39She turned round, started gobbing,

0:35:39 > 0:35:42"If you've got owt to F-ing say, say it to my face."

0:35:42 > 0:35:44And I said to her, I went, "Look, I've got my baby with me."

0:35:44 > 0:35:47My little girl, she's only three months old.

0:35:47 > 0:35:50My little girl was crying and I was like, "Look, just get away.

0:35:50 > 0:35:52- "I've got my baby with me." - So, when did this happen?

0:35:52 > 0:35:53Just five minutes ago.

0:35:53 > 0:35:56Five, ten minutes ago when I was on the way to the shop.

0:35:56 > 0:35:58What do you want me to do today then?

0:35:58 > 0:36:00Well...

0:36:00 > 0:36:04I don't think it's fair that she can have a go at people

0:36:04 > 0:36:07and intimidate people, make them feel scared.

0:36:07 > 0:36:10I'll go across and speak to her, and tell her it's got to stop.

0:36:10 > 0:36:12What you and your neighbours need to do is,

0:36:12 > 0:36:15all your neighbours need to get together with the council,

0:36:15 > 0:36:17and they all need to report her.

0:36:17 > 0:36:20If they breathe at the wrong time the council need to know.

0:36:20 > 0:36:22They'll demote the tenancy and they'll get rid of them,

0:36:22 > 0:36:24and they're quite good at doing it.

0:36:26 > 0:36:30The threat of eviction is a very really incentive for tenants

0:36:30 > 0:36:31to stay out of trouble.

0:36:31 > 0:36:33We'll go across and speak to them.

0:36:33 > 0:36:35We'll come back in a minute and have words with you.

0:36:35 > 0:36:39After Danielle's account, it's time for Nick

0:36:39 > 0:36:41and Lucy to hear the other side of the story...

0:36:42 > 0:36:45..if they can get somebody to answer the door.

0:36:52 > 0:36:55Nick's patience is wearing thin.

0:36:56 > 0:36:59- Sorry.- I've got to say, I'm knocking on the door and nobody's there,

0:36:59 > 0:37:01- so I got a bit... Is it Amanda? - Yeah. Yeah.

0:37:01 > 0:37:04- Can we come in and have a word with you?- Yeah. Yeah.

0:37:04 > 0:37:07- I ain't got a clue. - You sit down.

0:37:07 > 0:37:10They're blaming me for bringing social services...

0:37:10 > 0:37:12I appreciate all that.

0:37:12 > 0:37:14Well, the thing is, I haven't.

0:37:14 > 0:37:18I'll go back... I'll go back and tell them you haven't.

0:37:18 > 0:37:21Amanda's adamant she's done nothing wrong.

0:37:21 > 0:37:24All Nick can do is warn both households to keep

0:37:24 > 0:37:26out of each other's way.

0:37:27 > 0:37:31Ignore them. Find your concern, just ignore them.

0:37:32 > 0:37:34Just ignore them.

0:37:34 > 0:37:36Today it stops.

0:37:37 > 0:37:39See you later.

0:37:39 > 0:37:40We've gone across there.

0:37:40 > 0:37:43It's tit for tat, tittle-tattling and having a go at each other.

0:37:43 > 0:37:46They're never going to get on with each other in a month of Sundays.

0:37:46 > 0:37:49We're never going to resolve it in five minutes.

0:37:49 > 0:37:51We've told her to back off and leave it out.

0:37:51 > 0:37:53We're going to tell her to do the same,

0:37:53 > 0:37:57and just reassure Shirley who lives here that there isn't any

0:37:57 > 0:37:59problem between them. So...

0:37:59 > 0:38:02We'll just go and see how that goes. I've told her it's got to stop now.

0:38:02 > 0:38:06- As of today, whatever's been going on stops.- Yeah.- Full stop.

0:38:06 > 0:38:09Nick's just about got the case wrapped up,

0:38:09 > 0:38:12but all of a sudden there's a problem.

0:38:12 > 0:38:14- My cat! You're sat on my cat. - Get up.

0:38:14 > 0:38:16CAT MEOWS

0:38:16 > 0:38:18Have you killed it? SHE LAUGHS

0:38:18 > 0:38:20Where is it? - I can hear it.

0:38:20 > 0:38:22- I can hear it meowing. - I can hear it.

0:38:22 > 0:38:25- Is she underneath the sofa or the chair?- I don't know.

0:38:25 > 0:38:27Do you think I've crushed her?

0:38:27 > 0:38:29- I think you might have.- Oh, no.

0:38:29 > 0:38:31What if I've killed her?

0:38:31 > 0:38:33Oh, I crushed her!

0:38:33 > 0:38:35- It is. Get out!- Sorry!

0:38:35 > 0:38:38The cat was underneath the sofa

0:38:38 > 0:38:41and has just about escaped being crushed.

0:38:41 > 0:38:44Luckily, she's still got a few lives left.

0:38:44 > 0:38:48"You've sat on the cat." I thought, "I didn't feel anything."

0:38:48 > 0:38:52- The Earth didn't move for me. - It's all right.

0:38:53 > 0:38:56I've told her it's got to stop.

0:38:56 > 0:38:59- Now there's another problem. - Oh, no!

0:38:59 > 0:39:02- Right. Have you just rubbed your eyebrow off?- Yeah.

0:39:02 > 0:39:05SHE LAUGHS

0:39:06 > 0:39:08Can you...?

0:39:08 > 0:39:11Can you make sure that, from now on, just ignore her?

0:39:11 > 0:39:14- If she says hello pleasantly, just say hi back pleasantly.- Yeah.

0:39:14 > 0:39:16Otherwise, as far as you're concerned, she doesn't exist.

0:39:16 > 0:39:20Ignore her. Just keep it quiet and see if we can calm things down.

0:39:20 > 0:39:22CAT MEOWS Hello, flat cat.

0:39:22 > 0:39:25- I know. - I can't believe you sat on the cat.

0:39:25 > 0:39:28You sat on it as well! Come on, then. We're going to go.

0:39:28 > 0:39:30I've got to let Shirley get snuggled in bed.

0:39:30 > 0:39:32I'm not. I'm going to find my cat and check it properly.

0:39:32 > 0:39:36No criminal offence has taken place, so there's no action for Nick

0:39:36 > 0:39:40to take, but he will monitor the situation in the future.

0:39:49 > 0:39:53Earlier, officers attended a fire at a house in Bridlington.

0:39:53 > 0:39:55- Oh, my God!- All right.

0:39:55 > 0:39:58Firefighters rescued two people from an upstairs flat,

0:39:58 > 0:40:02but thankfully no-one was seriously injured.

0:40:03 > 0:40:06It's the morning after the night before

0:40:06 > 0:40:09and PCSO Liam Whittington is in charge of keeping

0:40:09 > 0:40:12the scene secure for fire investigators,

0:40:12 > 0:40:14and letting local people know what's happened.

0:40:14 > 0:40:17It also gives us a chance for local residents in an area,

0:40:17 > 0:40:20who may not be aware of an incident that's taken place.

0:40:20 > 0:40:22They can come and ask questions.

0:40:22 > 0:40:24Sometimes it can be very limited answers that we can give,

0:40:24 > 0:40:27but at least we can alert people, while we're in the area,

0:40:27 > 0:40:30to try and give them some reassurance as well.

0:40:30 > 0:40:34It isn't thought that the fire was started deliberately,

0:40:34 > 0:40:38but fire investigators and police crime scene officers are sifting

0:40:38 > 0:40:41through the ashes to see if they can find any clues.

0:40:42 > 0:40:45While the investigators do their work,

0:40:45 > 0:40:48Liam entertains a group of curious children.

0:40:48 > 0:40:50Bit of a play area, really, isn't it?

0:40:50 > 0:40:52Something like this, it attracts them,

0:40:52 > 0:40:54so I think it's important just

0:40:54 > 0:40:58so that we make sure we give these guys a service that we hold a vigil.

0:40:58 > 0:41:01The investigators think a computer may have been

0:41:01 > 0:41:03the source of the blaze,

0:41:03 > 0:41:06so they're taking it in for a proper examination.

0:41:06 > 0:41:09Once the fire investigators are finished,

0:41:09 > 0:41:12Chris, the former occupant of the room, is allowed in.

0:41:15 > 0:41:19It's the first time he's seen the damage in daylight.

0:41:20 > 0:41:21HE SIGHS

0:41:23 > 0:41:25Well...

0:41:25 > 0:41:26I'm glad that I was out.

0:41:26 > 0:41:31I'm really glad that those upstairs got out by the fire service,

0:41:31 > 0:41:35who seemed very, very prompt and efficient on the matter.

0:41:38 > 0:41:39Emotionally, I think

0:41:39 > 0:41:43this room is a fairly good reflection of how I feel.

0:41:43 > 0:41:47He thinks that a device plugged into his computer caught on fire

0:41:47 > 0:41:49and set the blaze off.

0:41:49 > 0:41:54The battery overheated, fired out, which would have landed here

0:41:54 > 0:41:57cos that's where my computer was approximately.

0:41:57 > 0:42:01And that would have caught onto the bed, which was a plastic bed,

0:42:01 > 0:42:03which sent the fire coming that way.

0:42:03 > 0:42:06There's the drawer of the chimney there,

0:42:06 > 0:42:09which would have brought the flames that way.

0:42:09 > 0:42:12Remarkably, some precious things have survived.

0:42:12 > 0:42:15Puppeteer Chris will be able to carry on working.

0:42:15 > 0:42:17This is Mr Punch.

0:42:17 > 0:42:19- HIGH PITCHED:- Hello, boys and girls.

0:42:19 > 0:42:21Judy. She needs her hat back on.

0:42:21 > 0:42:24- HIGH PITCHED:- It's a bit smoky round here, isn't it, boys and girls?

0:42:26 > 0:42:31I've still got a working puppet show and that's good.

0:42:31 > 0:42:34When they completed their examination of the fire scene,

0:42:34 > 0:42:38the investigators concluded that the cause was an accidental

0:42:38 > 0:42:40ignition by unknown means.

0:42:46 > 0:42:50The war against crime is a relentless challenge,

0:42:50 > 0:42:53but it's one the neighbourhood policing teams have risen to

0:42:53 > 0:42:57and can proudly say they've had a major impact on.

0:42:57 > 0:42:59Join us again next time.
