0:02:01 > 0:02:05each week. And what often gives these green-fingered growers away

0:02:08 > 0:02:12the large amount of heat given off by light used to nurture the plants
0:02:12 > 0:02:15and the extremely strong smell of the cannabis itself.
0:02:17 > 0:02:19It's Friday morning in Hull,
0:02:19 > 0:02:21and PC Matt Jarvis is on his way to visit a house
0:02:21 > 0:02:24where he thinks cannabis is being grown.
0:02:26 > 0:02:29We need to, obviously, do something proactive about it,
0:02:29 > 0:02:31so it's a case of knocking on the door,
0:02:31 > 0:02:32seeing if there's anybody there.
0:02:32 > 0:02:35Normally, if there is a large-scale cannabis grow there,
0:02:35 > 0:02:38you can generally smell it once you're at the address
0:02:38 > 0:02:40which then gives us powers, potentially,
0:02:40 > 0:02:44under Section 32 of PACE, that sort of thing.
0:02:44 > 0:02:47Matt found out about the house because the police helicopter flew
0:02:47 > 0:02:51over it and its infrared camera flagged up a huge hotspot.
0:02:52 > 0:02:57We get helicopter support and they can check for heat sources,
0:02:57 > 0:03:00heat sources in particular that stand out.
0:03:00 > 0:03:03And on this instance that's where part of the information
0:03:03 > 0:03:04has come from,
0:03:04 > 0:03:07that there is a potential cannabis grow at the address.
0:03:07 > 0:03:10I think it's certainly very good when we do drug warrants like this
0:03:10 > 0:03:13and we do things of this nature
0:03:13 > 0:03:15and people down the street see us doing it.
0:03:15 > 0:03:18It shows the way that we are acting positively,
0:03:18 > 0:03:20it shows that that they can trust us to act
0:03:20 > 0:03:23on any information they want to pass to us, more importantly,
0:03:23 > 0:03:26and it bumps public confidence and satisfaction, as well.

0:15:51 > 0:15:54so that's what we're going to do first.

0:15:56 > 0:16:00we tend to target premises where the intelligence suggests that they
0:16:00 > 0:16:04might be illegal immigrants or overstayers.

0:20:47 > 0:20:50at least they're not supposed to have anything in 'em,
0:20:50 > 0:20:51so she said there might be something in here,
0:20:51 > 0:20:53so I've come down and started checking them.
0:20:53 > 0:20:56And his checking has found a suspected stolen car.
0:20:59 > 0:21:02They were probably just used either for joyriding,
0:21:02 > 0:21:05mooching about with, then they'll just keep driving it
0:21:05 > 0:21:10until it runs out of petrol, or they get bored with it
0:21:10 > 0:21:13and they'll just bin it off somewhere, or fire it up.
0:21:13 > 0:21:17It's clipped here, look. Oh, yeah.
0:21:17 > 0:21:18This isn't just luck, though.
0:21:18 > 0:21:20Along with the tower block next to them,
0:21:20 > 0:21:24the garages are due to be demolished in a few months' time.
0:21:24 > 0:21:28And David knows they are often used to hide stolen vehicles.

0:21:32 > 0:21:35in 'em or anything like that, there is no need for them to do it.

0:21:50 > 0:21:54but I remember that there were two stolen from a burglary,

0:21:56 > 0:22:00but I remember there was a white Astra that was still outstanding.

0:26:23 > 0:26:26BLEEP is dealing MCAT from the address.

0:26:29 > 0:26:33The intention is put the door in and see what's inside.
0:26:35 > 0:26:39They're raiding a flat in a block rather than a house.
0:26:39 > 0:26:40Which presents its own problems.

0:29:03 > 0:29:09Found a white crystal substance in a bag which may well be MCAT.
0:29:09 > 0:29:12It will ultimately have to be sent to a laboratory to identify it.
0:29:14 > 0:29:19By looking at it and seeing the circumstances in which we found it we
0:29:19 > 0:29:23suspect it's MCAT and that is enough to give us the power of arrest.
0:29:23 > 0:29:26The raid was carried out because of information that the suspect
0:29:26 > 0:29:31was alleged to be dealing MCAT. Otherwise known as mephedrone.
0:29:31 > 0:29:35A drug that Dave and his colleagues are finding more and more often.
0:29:35 > 0:29:38MCAT itself is a relatively new drug.
0:29:38 > 0:29:42It's a Class B drug and it's a stimulant so when people take
0:29:42 > 0:29:45it it has a similar effect to things like amphetamines.
0:29:45 > 0:29:48It makes people very hyperactive.
0:29:48 > 0:29:52It also has the downside of making some people quite aggressive.
0:29:52 > 0:29:54And paranoid, as well.
0:29:55 > 0:29:58I've spoken to heroin users who say they've tried MCAT
0:29:58 > 0:30:00and would never try it again.
0:30:00 > 0:30:02The side effects of MCAT are quite horrendous.
0:30:04 > 0:30:06It was linked a couple of years ago with
0:30:06 > 0:30:08a couple of deaths of teenagers, as well.
0:30:13 > 0:30:16Raids like today's don't only get drugs off the streets,
0:30:16 > 0:30:19they also have benefits for the wider community.
0:30:19 > 0:30:22Drug users generally have to steal to fund a drug habit.
0:30:22 > 0:30:25Whether that be from shops or committing burglaries
0:30:25 > 0:30:27and robberies and things like that.
0:30:27 > 0:30:30Either way, it's not a nice thing for a community to deal with.
0:30:30 > 0:30:35We will generally notice an upsurge in acquisitive crime in an area
0:30:35 > 0:30:37where drugs are being dealt from.
0:30:37 > 0:30:41Whether it's opportunists thefts of things like a pedal cycle
0:30:41 > 0:30:44that's been left out in the street to the more serious
0:30:44 > 0:30:49offences like burglaries and robberies and shop thefts.
0:30:49 > 0:30:53In locations where drugs are being dealt from there's
0:30:53 > 0:30:57the issue of the antisocial behaviour for neighbours, as well.
0:30:57 > 0:31:01In addition to the suspected MCAT, officers have found some pills
0:31:01 > 0:31:04and some paperwork suggesting drug dealing.
0:31:04 > 0:31:08I recognise a couple of names on the list there.
0:31:08 > 0:31:11But I don't know what the numbers and letters after them mean.
0:31:14 > 0:31:17The occupant of the flat is taken in for questioning.
0:31:17 > 0:31:20But at least he won't have to worry about his broken front door.
0:31:23 > 0:31:26As a team from the council have arrived to fix it.
0:31:28 > 0:31:31We had the council on board quite early on with this so they've
0:31:31 > 0:31:34been able to make a phone call quite early and get the door repaired.
0:31:34 > 0:31:37It didn't need a new door. Left a bit of an imprint.
0:31:37 > 0:31:41The frame just needed making good, which has been done.
0:31:41 > 0:31:46So we'll secure the address and go and do the paperwork.

0:31:52 > 0:31:55and was given a total of eight years in prison.
0:32:03 > 0:32:06The fear of being burgled is the number one concern that local
0:32:06 > 0:32:10residents in Hull expressed to the neighbourhood teams.
0:32:10 > 0:32:13In response, the police recently launched an intensive crackdown.
0:32:13 > 0:32:17And last year burglary numbers were cut by 12%.
0:32:17 > 0:32:20But as a result of their focus on house crime,
0:32:20 > 0:32:24it appears thieves are instead turning their attention to sheds,
0:32:24 > 0:32:27garages and other unoccupied outbuildings.
0:32:27 > 0:32:30Stealing tools, fishing equipment and bikes.
0:32:30 > 0:32:33Items that are easy to sell on.
0:32:33 > 0:32:35It's annoying because it's pointless.
0:32:35 > 0:32:38It's our stuff so what gives them the right to come
0:32:38 > 0:32:41and take it or damage it? It's ours.
0:32:42 > 0:32:46Neighbourhood teams are now urging people to use preventative measures
0:32:46 > 0:32:48to beat the burglars.
