0:00:02 > 0:00:05Policing in the 21st century has come full circle.

0:00:05 > 0:00:07Good evening, all.

0:00:07 > 0:00:09The old, romantic notion of the bobby on the beat,

0:00:09 > 0:00:15like George Dixon 50 years ago, is very much back in favour.

0:00:15 > 0:00:16It's here.

0:00:16 > 0:00:20A new, caring force has been created that works in collaboration

0:00:20 > 0:00:23with the community it serves, called the Neighbourhood Policing Team.

0:00:23 > 0:00:26You're under arrest, OK, for assault.

0:00:26 > 0:00:29Now, the teams are in e very local area of the country...

0:00:29 > 0:00:31Get him! We've got a runner.

0:00:31 > 0:00:35..cracking down on anti-social behaviour...

0:00:35 > 0:00:37- Stay here.- Ow!- I've had enough.

0:00:37 > 0:00:40..busting suspected drug dens...

0:00:40 > 0:00:42POLICE SHOUT

0:00:42 > 0:00:45There's a very, very large grow in this room. Jackpot.

0:00:45 > 0:00:47..and laying down the law to crooks and criminals.

0:00:47 > 0:00:50- Do as you're told. - I weren't even- BLEEP.

0:00:50 > 0:00:53In this new series of Neighbourhood Blues,

0:00:53 > 0:00:56we're following the men and women from the Humberside Police Force...

0:00:56 > 0:01:00- You're under arrest.- I'm arresting you for being in possession of a controlled substance.

0:01:00 > 0:01:02..as they strive to make our streets a safer place.

0:01:23 > 0:01:25Coming up...

0:01:25 > 0:01:27The neighbourhood team go through the roof...

0:01:27 > 0:01:30Sarge, decent factory set-up, appears very professional.

0:01:32 > 0:01:35..a suspect animal is taken off the streets...

0:01:35 > 0:01:37DOG BARKS

0:01:39 > 0:01:42..and a suspected bike thief takes to his heels.

0:01:43 > 0:01:45Oh, come on!

0:01:50 > 0:01:54Every day, neighbourhood teams up and down the country get calls

0:01:54 > 0:01:57and complaints about people using or dealing drugs.

0:01:57 > 0:02:00As it's one of the main causes of crime and nuisance behaviour,

0:02:00 > 0:02:03it's one of the public's most pressing concerns.

0:02:04 > 0:02:07Cannabis growing at home has become one of the main sources

0:02:07 > 0:02:10of drugs found on the streets.

0:02:10 > 0:02:13It's a criminal activity the police are determined to try

0:02:13 > 0:02:15and put an end to.

0:02:15 > 0:02:18They've taken to using their force helicopters to root out

0:02:18 > 0:02:20the drug factories.

0:02:20 > 0:02:23Their thermal-imaging cameras can detect the heat given off

0:02:23 > 0:02:27by the powerful lamps used to help grow the cannabis plants.

0:02:29 > 0:02:31Morning, troops.

0:02:33 > 0:02:37Sergeant Colin Jarrett is briefing his team, in preparation

0:02:37 > 0:02:40for a raid on a suspected cannabis farm that has been found

0:02:40 > 0:02:42by one of the neighbourhood team.

0:02:42 > 0:02:46We're going to be executing a warrant under the Misuse Of Drugs Act

0:02:46 > 0:02:49in relation to Class B drugs, cannabis.

0:02:49 > 0:02:50Neighbourhood policing officers,

0:02:50 > 0:02:53with their close links with local residents,

0:02:53 > 0:02:55find more than their fair share of the farms,

0:02:55 > 0:02:59often just by using their noses.

0:02:59 > 0:03:04Some PCSOs have attended an address to carry out a vehicle check.

0:03:04 > 0:03:06When they've attended at the keeper's address,

0:03:06 > 0:03:09they've smelt cannabis, quite a strong smell, as well,

0:03:09 > 0:03:11and it's been confirmed, as well,

0:03:11 > 0:03:13that there's a heat source from the address.

0:03:13 > 0:03:18The heat source was confirmed by a flyover by the police helicopter.

0:03:18 > 0:03:21We take responsibility for arranging the warrant in the first place,

0:03:21 > 0:03:23because usually the warrants...

0:03:23 > 0:03:25The drugs in the addresses have an effect on the community.

0:03:25 > 0:03:29A lot of our information comes from members of the community or other sources of intelligence, as well.

0:03:29 > 0:03:33We manage it, because it makes the community happy if we get a result.

0:03:33 > 0:03:37OSS come in, effect the warrant for us and we deal with the aftermath -

0:03:37 > 0:03:40the prisoners and update the community with the results we've got.

0:03:45 > 0:03:49The OSS officers are specially-trained support officers

0:03:49 > 0:03:52who get called in when doors need to be broken down.

0:03:57 > 0:04:00There's a couple of different tactics we can use.

0:04:00 > 0:04:05We can obviously go in and we can force entry to the address.

0:04:05 > 0:04:09With it being cannabis, it's less likely that people are going

0:04:09 > 0:04:13to be able to get rid of the evidence within a short time span

0:04:13 > 0:04:16and then we'll go in, if we've got a warrant.

0:04:16 > 0:04:19Or the other one is, if we've got limited information,

0:04:19 > 0:04:22we'll go and knock on the door

0:04:22 > 0:04:27and try and get the occupants to allow us to go in

0:04:27 > 0:04:31and search voluntarily, which is a lot less intrusive, really.

0:04:33 > 0:04:36It's 9.00am and the team have arrived at the address,

0:04:36 > 0:04:38hoping to catch the occupants at home.

0:04:39 > 0:04:42The OSS officers have brought an assortment of tools

0:04:42 > 0:04:44to get into the house.

0:04:45 > 0:04:49They include what they call the Big Red Key.

0:04:58 > 0:05:02KNOCKING ON DOOR

0:05:02 > 0:05:05It's the police. Do you want to come and open the door?

0:05:07 > 0:05:09Police officers, do you want to come and open the door?

0:05:09 > 0:05:11We have a warrant to search these premises.

0:05:11 > 0:05:14If you don't open the door, we'll force entry.

0:05:17 > 0:05:19Yeah, it's had a good enough knock.

0:05:21 > 0:05:24Oh, hang on, hang on, he's coming down.

0:05:24 > 0:05:27Someone is in. The key might not be needed.

0:05:27 > 0:05:29Do you want to come down now?

0:05:30 > 0:05:34Now, then, straight away. Otherwise, the door's going on.

0:05:38 > 0:05:40Now, then.

0:05:40 > 0:05:43Police officers, mate, we've got a warrant to search the premises

0:05:43 > 0:05:44under the Misuse Of Drugs Act.

0:05:45 > 0:05:49INDISTINCT CHATTER

0:05:49 > 0:05:53Just take a seat, we'll get something sorted in a second.

0:05:53 > 0:05:55Just stay here, Mr BLEEP.

0:05:55 > 0:05:58- Have you got any drugs in the premises?- Yeah, I'm growing some.

0:05:58 > 0:06:00You're growing some. Whereabouts?

0:06:00 > 0:06:03HE SPEAKS INDISTINCTLY In a false roof.

0:06:03 > 0:06:06It looks like the intelligence was right.

0:06:06 > 0:06:09INDISTINCT CHATTER

0:06:09 > 0:06:12The male's been detained at this time, so he's been secured.

0:06:12 > 0:06:15We're just doing a quick check downstairs, make sure there's

0:06:15 > 0:06:19no-one else downstairs that's likely to try and leave the premises,

0:06:19 > 0:06:22and we're just going to pop upstairs and have a look.

0:06:22 > 0:06:24The gentleman's already been spoken to and he's told us

0:06:24 > 0:06:26that he's growing some plants upstairs,

0:06:26 > 0:06:29so we'll just go upstairs and just see what they have.

0:06:29 > 0:06:31I dare say, they'll be cannabis from the smell

0:06:31 > 0:06:33that's coming from the house.

0:06:33 > 0:06:37With the pungent smell of cannabis wafting in the air,

0:06:37 > 0:06:41Colin is heralding the raid a success already.

0:06:41 > 0:06:44But just how big is the operation up in the loft?

0:06:53 > 0:06:57Every year, the NHS spends £3 million treating injuries

0:06:57 > 0:06:59caused by dog bites.

0:06:59 > 0:07:01It's thought that dogs are responsible for more

0:07:01 > 0:07:05than 200,000 attacks annually in the UK,

0:07:05 > 0:07:08including some that are fatal.

0:07:08 > 0:07:10Dogs should be the responsibility of the owner,

0:07:10 > 0:07:12they should be kept under control

0:07:12 > 0:07:15and, in public places, possibly on leashes.

0:07:15 > 0:07:19If the dogs are likely to be aggressive,

0:07:19 > 0:07:22then they should probably have a halti or muzzle on them.

0:07:22 > 0:07:25As a dog owner myself, I take responsibility for them.

0:07:28 > 0:07:33Sgt Dave Jenkins is Humberside Police's Dog Legislation Officer.

0:07:33 > 0:07:37He's preparing to seize a dog today that was seen on CCTV,

0:07:37 > 0:07:40with its owner, behaving aggressively outside

0:07:40 > 0:07:43a nightclub in Bridlington, north of Hull.

0:07:43 > 0:07:45Under the Dangerous Dogs Act,

0:07:45 > 0:07:48the police can seize any dog that is deemed to be dangerously

0:07:48 > 0:07:53out of control, as well as certain types which are illegal to own.

0:07:53 > 0:07:59The CCTV clearly just shows the gentleman walking his dog

0:07:59 > 0:08:04up the esplanade and then, as he, sort of, basically confronts

0:08:04 > 0:08:08the door staff at the nightclub.

0:08:10 > 0:08:13The dog's clearly straining on its lead

0:08:13 > 0:08:16and, at one point, actually escapes from his control

0:08:16 > 0:08:20and goes straight at the door staff.

0:08:20 > 0:08:23Dave has seized many dangerous dogs before

0:08:23 > 0:08:27and knows a safety-first approach is vital.

0:08:27 > 0:08:32A 50,000 volt Taser stun gun is his ultimate defence.

0:08:32 > 0:08:35I carry a Taser, anyway, as a matter of control.

0:08:35 > 0:08:40It's usually a precaution, and really as a last resort

0:08:40 > 0:08:43maybe if it does attack us.

0:08:43 > 0:08:47But he does have some more traditional tricks up his sleeve.

0:08:47 > 0:08:52The best option is quite often, even an aggressive dog,

0:08:52 > 0:08:55you say, "Come on, we're off for a walk,"

0:08:55 > 0:08:57then it suddenly changes the attitude.

0:09:00 > 0:09:03Plan B is a pocketful of doggie treats.

0:09:04 > 0:09:07Plan C is...

0:09:07 > 0:09:11Well, we'll worry about Plan C, if we need it.

0:09:13 > 0:09:15Dave's not going in alone.

0:09:15 > 0:09:20He's got some support officers armed with some more stunning weapons.

0:09:20 > 0:09:23There's a dog shield, in all its glory.

0:09:25 > 0:09:28It's obviously a good bit of protection to get in the way

0:09:28 > 0:09:31as the dogs come towards you. Then when we spark it up...

0:09:31 > 0:09:34ELECTRICITY BUZZES

0:09:34 > 0:09:35It's similar to a Taser.

0:09:35 > 0:09:37Apparently, the dogs don't like the sound of it

0:09:37 > 0:09:40or the taste that comes into the air with it.

0:09:40 > 0:09:41So that's what scares them away from it.

0:09:41 > 0:09:44Just in case of dog bites, if the dog was to say sidestep

0:09:44 > 0:09:47the shield... Some dogs, I know police dogs,

0:09:47 > 0:09:51they have something like 90lbs of pressure per square inch,

0:09:51 > 0:09:52I believe, on a bite.

0:09:52 > 0:09:57So, the pads mitigate injuries to my limbs,

0:09:57 > 0:09:59so that's what they're there for.

0:09:59 > 0:10:03The dog they're planning to seize is believed to be of a pit bull terrier

0:10:03 > 0:10:06type which is illegal in the UK.

0:10:06 > 0:10:11With so much crossbreeding, positive identification isn't easy.

0:10:11 > 0:10:13It'll be down to Dave to determine

0:10:13 > 0:10:17if the characteristics substantially match those of the illegal type.

0:10:18 > 0:10:26The jaws, strong muscles around the jaws, the powerful legs,

0:10:26 > 0:10:29the length of the neck. You know, the whole purpose of a pit bull...

0:10:29 > 0:10:33It's been developed and bred over the years, hundreds of years,

0:10:33 > 0:10:37to be the ultimate fighting dog, dog-fighting dog.

0:10:37 > 0:10:41A lot of people out there have, you know,

0:10:41 > 0:10:45possibly got a pit-type dog, without even realising what they've got.

0:10:45 > 0:10:48As they arrive at the dog owner's house,

0:10:48 > 0:10:52there's one last chance for Dave and his team to check their armour.

0:10:52 > 0:10:55Hoping all this equipment won't be necessary, but obviously

0:10:55 > 0:10:59it's a precaution for the type of dog that we're dealing with.

0:10:59 > 0:11:03It's already shown aggression, so it's not worth taking any risks.

0:11:10 > 0:11:15- Hello?- Hi, Dennis?- Who is it? - It's police.- What's up?- Hiya.

0:11:15 > 0:11:20The occupant is in, so is his dog.

0:11:20 > 0:11:23Come here. Come here!

0:11:23 > 0:11:26Thankfully, he's shutting it in his bathroom.

0:11:29 > 0:11:30What's up?

0:11:30 > 0:11:34It's about the dog. You know the dog incident that we're sorting out.

0:11:34 > 0:11:38I'm the force Dog Legislation Officer and I've got basically concerns

0:11:38 > 0:11:42and issues that your dog is possibly a pit bull.

0:11:42 > 0:11:44- All right, yeah.- All right?

0:11:44 > 0:11:48Because of that, I'm going to have to take the dog for examination.

0:11:48 > 0:11:51- What's it called?- Tank.- Tank. And is he...- It's a she.- She.

0:11:52 > 0:11:55She called Tank?

0:11:55 > 0:11:58Predictably, the dog is built like a small tank.

0:12:04 > 0:12:09TANK BARKS

0:12:09 > 0:12:10Oi, Tank.

0:12:10 > 0:12:13It's time for the owner to say his goodbyes.

0:12:14 > 0:12:18TANK BARKS

0:12:24 > 0:12:27TANK BARKS

0:12:42 > 0:12:45Luckily, there was no need for the Taser,

0:12:45 > 0:12:49but Dave's still pretty sure Tank is an illegal dog.

0:12:50 > 0:12:52First impression...

0:12:52 > 0:12:54TANK BARKS

0:12:54 > 0:13:01..is she is by description what he said, she's a, what did he call it?

0:13:01 > 0:13:05A Staffie, Mastiff, Bull cross.

0:13:05 > 0:13:07There's a right mish-mash of dogs in there.

0:13:09 > 0:13:13Obviously, a lot of that will meet a lot of the criteria for a pit bull.

0:13:14 > 0:13:16But we'll have to see.

0:13:16 > 0:13:20Dave is taking Tank to a police kennels at a secret location,

0:13:20 > 0:13:23where owners can't attempt to steal their dogs back

0:13:23 > 0:13:26and where he can examine it more closely.

0:13:26 > 0:13:29The importance for me is the dog's welfare,

0:13:29 > 0:13:33is to get this whole thing processed.

0:13:33 > 0:13:35Either to get the dog back to the owner

0:13:35 > 0:13:39or certainly get the dog to court and the court to make a decision.

0:13:41 > 0:13:44DOGS BARK

0:13:48 > 0:13:50The next step is to let her settle in,

0:13:50 > 0:13:54cos obviously she's agitated. The kennels are full of dogs.

0:13:54 > 0:13:57Too much... I don't really want to examine her

0:13:57 > 0:13:58under these circumstances.

0:13:58 > 0:14:01So, we'll probably let her settle in for a couple of days

0:14:01 > 0:14:03and then we'll come back to the kennels

0:14:03 > 0:14:05and do a thorough examination.

0:14:06 > 0:14:09Dave's examination later uncovers something else -

0:14:09 > 0:14:14evidence that Tank might have been used for fighting other dogs.

0:14:22 > 0:14:26Back in Cleethorpes, the Neighbourhood Policing Team

0:14:26 > 0:14:29and operational support officers have raided a house

0:14:29 > 0:14:32suspected of being used to grow cannabis plants on a large scale.

0:14:34 > 0:14:38They're on the scent of something in the loft.

0:14:38 > 0:14:42There's some ventilation tubing that's up there for extraction,

0:14:42 > 0:14:48there's also some cabinets that have been made up out of the black material.

0:14:48 > 0:14:53I can't see what's in there cos the back of the cabinet is actually facing towards me.

0:14:53 > 0:14:56As you can see from the size of the hole,

0:14:56 > 0:14:58it's not an easy and safe place for us to get into,

0:14:58 > 0:15:01so we're just going to get some more ladders.

0:15:01 > 0:15:03That's going to make it a little bit easier for us

0:15:03 > 0:15:05to get in and out of the attic.

0:15:05 > 0:15:08We're going to have to go up there and obviously

0:15:08 > 0:15:10photograph what we've got...

0:15:12 > 0:15:14..and remove all of it.

0:15:20 > 0:15:23Dave, there's a decent factory set-up up here.

0:15:25 > 0:15:27Someone has been busy.

0:15:27 > 0:15:30They've built a lab to be able to grow the cannabis

0:15:30 > 0:15:32with artificial light -

0:15:32 > 0:15:35what the police helicopter's thermal imaging camera picked up.

0:15:35 > 0:15:37Yeah, it's well set up in here.

0:15:37 > 0:15:40You've got the water, you've got ventilation, you've got lighting.

0:15:40 > 0:15:43Obviously, he's cultivating a fair few plants.

0:15:45 > 0:15:46There's about 20 in there.

0:15:46 > 0:15:51And then there's another room here which seems to be a...room for...

0:15:53 > 0:15:55..drying the cannabis out.

0:15:55 > 0:15:59Oh, so he's cut it. It's quite unusual, that.

0:15:59 > 0:16:02There's a fan here, keep the right temperature.

0:16:02 > 0:16:06That's harvested, that's ready to chop up and use,

0:16:06 > 0:16:08sell and distribute.

0:16:10 > 0:16:12I'll just update the sarge.

0:16:13 > 0:16:17Sarge? A decent factory set-up up here. There's about 20 plants.

0:16:19 > 0:16:24Early growth. Probably about four to six centimetres.

0:16:24 > 0:16:26But it's a good set-up, very professional.

0:16:26 > 0:16:30There's another room, like a drying room, where he's got some that he's harvested.

0:16:30 > 0:16:35He's cut it off and it's all hung up drying out, ready to distribute, I would guess.

0:16:35 > 0:16:38It's more than enough evidence to arrest their suspect.

0:16:38 > 0:16:41From what's been found in the address, you're going to be under arrest.

0:16:41 > 0:16:42The time now is 9:35.

0:16:42 > 0:16:46I'm arresting you on suspicion of possession of a controlled drug with intent to supply.

0:16:46 > 0:16:50You do not have to say anything, but it may harm your defence if you do not mention something

0:16:50 > 0:16:54you later rely on in court. Anything you do say may be given as evidence. Do you understand?

0:16:54 > 0:16:57So, as the officers have come in, they've had a look around.

0:16:57 > 0:17:01And they've popped open the lid and you'll tell as soon as you...

0:17:01 > 0:17:05You can see the remnants there of a previous grow.

0:17:06 > 0:17:09But the smell hits you as soon as you lift that lid off.

0:17:09 > 0:17:12Really strong smell, so that's possibly skunk, that.

0:17:14 > 0:17:19There's obviously saves and money laying around. There's some scales...

0:17:20 > 0:17:23..in there, with bags, as well, which are possibly dealing bags,

0:17:23 > 0:17:26so that's the reason why he's been arrested on suspicion

0:17:26 > 0:17:29of possession with intent to supply.

0:17:29 > 0:17:32It's certainly a good set-up.

0:17:32 > 0:17:36Some people will have 20 plants and claim that it's for personal use,

0:17:36 > 0:17:40but 20 plants is a lot of plants to have for personal use.

0:17:40 > 0:17:45You know, one or two for personal use is, sort of, to be expected.

0:17:45 > 0:17:47Going into the 20s, 30s, 40s,

0:17:47 > 0:17:50then, you know, you've got to justify what it is

0:17:50 > 0:17:55and they've got to be able to, sort of, tell us what they're doing with that, how much they're smoking.

0:17:55 > 0:17:59The upsurge in cannabis-growing is attributed to the recent

0:17:59 > 0:18:02credit crunch and the lure of easy money.

0:18:03 > 0:18:06It's estimated that just 30 or 40 plants could be worth

0:18:06 > 0:18:12as much as £5,000 each time they flower, every eight weeks.

0:18:13 > 0:18:17I think, cos of the size of the hole we've got to move everything from

0:18:17 > 0:18:21and the volume of it, we're just going to have to dismantle it piece by piece,

0:18:21 > 0:18:25which is a bit time-consuming but we'll get it done eventually.

0:18:25 > 0:18:28The council's going to come and collect all of this.

0:18:28 > 0:18:31They won't be collecting the cannabis plants, though.

0:18:31 > 0:18:35Anything evidential, we seize and take back to the police station.

0:18:35 > 0:18:38Everything else is disposed of, through a Community Pride Team assisting us.

0:18:38 > 0:18:42They're here now. All the cannabis is retained by us, even the offcuts,

0:18:42 > 0:18:45just so we can keep control of anything that we believe to be a controlled substance.

0:18:47 > 0:18:51The man is facing charges of producing and supplying cannabis.

0:18:56 > 0:18:58Still to come,

0:18:58 > 0:19:01the neighbourhood team are giving a suspected bike thief

0:19:01 > 0:19:02a run for his money.

0:19:04 > 0:19:08We've got a runner! Cleethorpes towards Rampton.

0:19:08 > 0:19:10Sighting of him going over back fences.

0:19:17 > 0:19:20The success of community policing relies heavily

0:19:20 > 0:19:23on local neighbourhood officers getting to know the people who live

0:19:23 > 0:19:24and work on their beat.

0:19:24 > 0:19:27They can be a set of eyes and ears on the ground

0:19:27 > 0:19:31and a crucial source of information to help stamp out crime.

0:19:32 > 0:19:35After a wave of burglaries in Cleethorpes,

0:19:35 > 0:19:38it's been reported by a member of the public

0:19:38 > 0:19:41that a neighbour may have some stolen property at his house.

0:19:41 > 0:19:44Just going to give you a quick briefing in relation

0:19:44 > 0:19:47to a warrant that's been obtained from the Intelligence branch.

0:19:47 > 0:19:52Colin Jarrett and his neighbourhood team are preparing to pay the man a surprise visit,

0:19:52 > 0:19:55in the hope of recovering the stolen goods.

0:19:55 > 0:19:59But it's often the case that the most unexpected things can turn up.

0:19:59 > 0:20:03We can and do have the power to use force to gain entry, if needs be,

0:20:03 > 0:20:06but we'll hopefully be able to get in there

0:20:06 > 0:20:08through knocking on the door and getting them to answer.

0:20:08 > 0:20:11Chris McVeigh has got more information about the tip-off.

0:20:13 > 0:20:17These are stolen go-karts and a stolen

0:20:17 > 0:20:21pedal cycle, quite a high-valued one, I believe,

0:20:21 > 0:20:24at an address of a male who's known to us.

0:20:24 > 0:20:29So we've obtained a warrant this morning and we're going

0:20:29 > 0:20:35to go down there and, hopefully, gain entry and carry out...

0:20:35 > 0:20:39Serve the warrant and carry out a search for those stolen items.

0:20:39 > 0:20:43A warrant is the authorisation signed by a magistrate

0:20:43 > 0:20:47the police need to be able to search inside somebody's house.

0:20:48 > 0:20:50Josh is coming to the door.

0:20:55 > 0:20:57- The dog...- Now, then, Josh. How are you doing?

0:20:57 > 0:21:01- We've got a warrant to come in and search the premises, mate. - Warrant for what?

0:21:01 > 0:21:05- Under the Theft Act.- Theft?- Yeah. - Put your hands behind your back, OK.

0:21:06 > 0:21:10Josh and his girlfriend are not too pleased to see the police...

0:21:10 > 0:21:12I'll explain everything.

0:21:12 > 0:21:14..but someone in the house is.

0:21:15 > 0:21:17Once he's said his hellos to pooch,

0:21:17 > 0:21:20Colin can look outside for any stolen property.

0:21:22 > 0:21:24There's no sign of the go-kart,

0:21:24 > 0:21:28but there is a quad bike that Colin is suspicious of.

0:21:28 > 0:21:32There's obviously this quad bike out in the backyard, so we'll do some enquiries

0:21:32 > 0:21:35in relation to that and do some checks on the bike

0:21:35 > 0:21:38and the little motorbike that's inside the house,

0:21:38 > 0:21:40and see if any of those come back as being stolen.

0:21:40 > 0:21:43I ain't got no go-kart, nothing. I've got the keys to my shed there,

0:21:43 > 0:21:48- you can check everything, mate.- OK. - Check everything.- All right. Just stay cool, then, buddy.

0:21:48 > 0:21:51Josh doesn't know anything about the stolen go-kart.

0:21:51 > 0:21:55And everything else, he maintains, is legit.

0:21:55 > 0:21:58So, what I'm looking at there is for the VIN of the vehicle, but,

0:21:58 > 0:22:05as you'll see from here, it's quite worn and quite difficult to read.

0:22:05 > 0:22:09It looks like it's had some spray over it over a period of time, too.

0:22:09 > 0:22:12PNC are coming back saying they can't find anything on that number.

0:22:14 > 0:22:18There are more bikes in the shed, but there's no indication

0:22:18 > 0:22:19that any of them are stolen.

0:22:22 > 0:22:27Upstairs, though, one of the team HAS made an incriminating discovery.

0:22:29 > 0:22:32- Some cannabis plants. - Discovered in the...

0:22:32 > 0:22:35upstairs room - looks like it's where the little boy sleeps, as well.

0:22:35 > 0:22:37That's just the beginnings of a very, very small...

0:22:38 > 0:22:40..cannabis set-up.

0:22:40 > 0:22:44You see a lot of things as a community police officer,

0:22:44 > 0:22:48but the location of this cannabis farm, in a child's bedroom,

0:22:48 > 0:22:49has still come as a shock.

0:22:49 > 0:22:55It's only five plants, but not the ideal place for anyone to be...

0:22:55 > 0:22:59growing cannabis plants, in the child's bedroom.

0:23:00 > 0:23:03And there's remnants of cannabis.

0:23:06 > 0:23:09And there's more weed and drug stuff in the kitchen.

0:23:09 > 0:23:12Bags and things consistent with, maybe, other drug use

0:23:12 > 0:23:15but there aren't any other actual drugs in that drawer.

0:23:15 > 0:23:18It's time to confront Josh.

0:23:18 > 0:23:20You know what's coming, don't you?

0:23:20 > 0:23:23We've discovered a small grow upstairs, haven't we?

0:23:23 > 0:23:25I put them in there when I seen you coming.

0:23:25 > 0:23:27All right, OK. So, as a result of that, OK,

0:23:27 > 0:23:31you're currently under arrest for cultivation of cannabis.

0:23:31 > 0:23:34- She don't know nowt about that. - OK.- That's me. That's me, that.

0:23:34 > 0:23:38I'll just caution you. You do not have to say anything, but it may harm your defence if you don't

0:23:38 > 0:23:41mention, when questioned, something which you later rely on in court.

0:23:41 > 0:23:44Anything you do so may be given in evidence. Do you understand that?

0:23:44 > 0:23:47I've moved that, literally. I seen you coming and I moved that.

0:23:47 > 0:23:50So, she don't know nothing about that.

0:23:50 > 0:23:53I moved it thinking you wouldn't go in that room, but...

0:23:53 > 0:23:56you obviously did, so, fair play.

0:23:56 > 0:23:58They've collared their suspect,

0:23:58 > 0:24:01but his dog is proving to be a harder catch.

0:24:05 > 0:24:08But with a little bit of help from the neighbours,

0:24:08 > 0:24:10John manages to get him home

0:24:10 > 0:24:14just in time to wave bye-bye to the cannabis plants.

0:24:15 > 0:24:19They are being taken to the station, as evidence, before being destroyed.

0:24:19 > 0:24:22We weren't looking for these...

0:24:22 > 0:24:23but, you know, it's...

0:24:24 > 0:24:26It is a bonus, really,

0:24:26 > 0:24:30because that's someone we have had on our radar for a while.

0:24:33 > 0:24:35Right, we're going to take him in, then, Joe.

0:24:35 > 0:24:38I'm just on a warrant at the minute, Nicola.

0:24:39 > 0:24:43Josh has been arrested but, as a keen gardener,

0:24:43 > 0:24:46it was the state of his plants that mattered most to him.

0:24:46 > 0:24:49I wasn't doing it in there all the time. I just moved it when these come in.

0:24:49 > 0:24:53If I'd chucked them in there without the light on they'd have got stressed and died, so...

0:24:53 > 0:24:55A water or anything, mate?

0:24:55 > 0:24:57- Yeah, a glass of water, mate. Nice one.- I'll get you one.

0:24:57 > 0:25:01The neighbourhood team didn't find anything at all that was stolen at Josh's,

0:25:01 > 0:25:04but it's still been a successful operation.

0:25:04 > 0:25:09It was unexpected, you know, the cannabis side of it.

0:25:09 > 0:25:13But it does send a message home that, you know,

0:25:13 > 0:25:18it won't be accepted on our patch,

0:25:18 > 0:25:20so don't grow it at home, guys.

0:25:20 > 0:25:23Green-fingered Josh pleaded guilty in court

0:25:23 > 0:25:28to cultivating a controlled drug, and was fined a total of £205.

0:25:35 > 0:25:39Neighbourhood policing relies heavily on information coming in from the public.

0:25:39 > 0:25:42And that means building a relationship with the community

0:25:42 > 0:25:44and creating an atmosphere in which people will willingly

0:25:44 > 0:25:46co-operate with the police.

0:25:46 > 0:25:50Being actively involved in local community projects

0:25:50 > 0:25:55is one important way the neighbourhood team is doing this.

0:25:55 > 0:25:58Today, PCSOs Lucy Griffin and Lucy Giles

0:25:58 > 0:26:01are visiting a community centre in North Hull,

0:26:01 > 0:26:05where a free dog-chipping session has been set up.

0:26:05 > 0:26:09Soon, all dogs in England, by law, will have to be micro-chipped

0:26:09 > 0:26:14to cut the number of strays and make owners more responsible for their animals.

0:26:14 > 0:26:19Last year alone, we had 35 dogs in the force area reported missing

0:26:19 > 0:26:20to us, as the police,

0:26:20 > 0:26:23and it just helps us with dealing with that issue.

0:26:23 > 0:26:26He likes his legs stroking, don't you, Bobby?

0:26:26 > 0:26:31Injecting the microchip, the size of a grain of rice, is painless.

0:26:31 > 0:26:34It seems to scare the owners more than the dogs themselves!

0:26:34 > 0:26:39There's a good boy! He's done really well.

0:26:39 > 0:26:42I'd have thought he'd have yelped, but he didn't.

0:26:42 > 0:26:45There's more to today than just dog-tagging.

0:26:45 > 0:26:47It's an opportunity for the neighbourhood team

0:26:47 > 0:26:51to meet the people on their beat and find out about their problems.

0:26:51 > 0:26:54It's been really good for myself, cos I got the opportunity

0:26:54 > 0:26:57to sit and speak to people, cos I was filling out the forms with them.

0:26:57 > 0:27:02So you get to have a chat with them and see what their concerns are

0:27:02 > 0:27:06and just sort of get to know people out and about in the community.

0:27:06 > 0:27:11- Who have we got here? - Rango.- Rango?- R-A-N-G-O.

0:27:12 > 0:27:18- Male?- Male.- Anything distinguishing. He's got back spots on his legs.

0:27:18 > 0:27:23- I suppose the distinguishing feature is that he's going to be big! - He's massive!

0:27:23 > 0:27:26Well, if he was stolen, we'd all be heartbroken.

0:27:26 > 0:27:30The kids would be devastated if owt happened to him.

0:27:30 > 0:27:34Has he got any distinguishing features, apart from a wrinkly face?

0:27:34 > 0:27:36No.

0:27:37 > 0:27:38Brilliant, right.

0:27:38 > 0:27:42For dog-lover Lucy Griffin, it's a great day at work.

0:27:42 > 0:27:45I've got a dog at home. All the dogs here today are adorable.

0:27:45 > 0:27:49I'd love to take most of them home with me, but I don't know how my partner would feel about that!

0:27:49 > 0:27:51We just, kind of, try to speak to people,

0:27:51 > 0:27:53get to know a few people on the area

0:27:53 > 0:27:57and speak to the dog owners about being responsible with their dogs.

0:27:57 > 0:27:59We've also given out bags to people,

0:27:59 > 0:28:02so that they can actually clean up after their dogs.

0:28:02 > 0:28:05And just, basically, talking to the local community

0:28:05 > 0:28:07and getting to know what their issues are.

0:28:07 > 0:28:11Dog welfare is clearly one of their concerns.

0:28:11 > 0:28:13According to government figures,

0:28:13 > 0:28:17more than 100,000 dogs are lost or abandoned every year.

0:28:17 > 0:28:21Today's chipping session should help bring those numbers down.

0:28:31 > 0:28:35Cycling is enjoying a huge surge in popularity,

0:28:35 > 0:28:39but more bikes on the road means more bikes being stolen.

0:28:39 > 0:28:42I locked my bike up in the centre of town

0:28:42 > 0:28:45and I, kind of, did leave it there overnight,

0:28:45 > 0:28:47which was probably a mistake, but it was a good lock

0:28:47 > 0:28:52and wasn't an expensive bike, it was just quite a cute fold-up bike.

0:28:52 > 0:28:54And, yeah, it was gone.

0:28:54 > 0:28:58In Grimsby in north-east Lincolnshire, reports are

0:28:58 > 0:29:01coming in that a pair of suspected bicycle thieves have just struck.

0:29:01 > 0:29:04Yeah, received. We're at Albion Street now.

0:29:04 > 0:29:08PCs Chris McVeigh and John Doyle are on the lookout for them.

0:29:08 > 0:29:11There's a male following two suspects who have just

0:29:11 > 0:29:14stolen his bike, apparently. He has been following them.

0:29:14 > 0:29:17They don't know he's following them.

0:29:17 > 0:29:21And he is now near to the local market, Freeman Street market,

0:29:21 > 0:29:23but he's temporarily lost sight of the two suspects,

0:29:23 > 0:29:25so we're just going to see if we can find him

0:29:25 > 0:29:28and possibly locate them with the bike.

0:29:28 > 0:29:31Nearly 2,000 bikes were reported stolen or lost

0:29:31 > 0:29:33in Hull alone last year.

0:29:33 > 0:29:35It's every day we get bikes stolen.

0:29:35 > 0:29:39It never used to be something we'd look at as a priority

0:29:39 > 0:29:43but there are now a lot of good, high-quality, expensive bikes

0:29:43 > 0:29:48on the market and they seem to be going on a regular basis.

0:29:48 > 0:29:51There is obviously an illegal market up there for them.

0:29:52 > 0:29:55There's still no sign of the suspects,

0:29:55 > 0:29:57but some more information is coming in.

0:29:57 > 0:30:00We've had a further sighting of two males

0:30:00 > 0:30:04fitting the description from earlier just up onto the main road here.

0:30:05 > 0:30:07Walking away with a bike.

0:30:07 > 0:30:11There's one on foot, with a black bag, and there is one on a push bike.

0:30:11 > 0:30:14Chris and John know these streets well

0:30:14 > 0:30:18and have a good idea where the suspected bike thieves are heading.

0:30:19 > 0:30:21So are they going straight on or...?

0:30:23 > 0:30:25There, on the right.

0:30:27 > 0:30:29Let them cross.

0:30:30 > 0:30:33The two men seem to fit the description -

0:30:33 > 0:30:36one with a black bag and the other with a bike.

0:30:39 > 0:30:43Chris and John needs to employ an element of surprise, approaching

0:30:43 > 0:30:47quickly from behind to make sure the suspects can't make a run for it.

0:30:51 > 0:30:53Hang on, fellas.

0:30:53 > 0:30:56- Stand here a second.- Let's find out where this bike is from, shall we?

0:30:56 > 0:30:58- What? What do you mean? - Whose bike is that?

0:30:58 > 0:31:00- Where have you just been?- What?

0:31:00 > 0:31:03- Where have you just been? - Where have I just been?

0:31:03 > 0:31:05Where did the bike come from?

0:31:05 > 0:31:08- BLEEP- has just lent me the bike to ride down here on it.

0:31:08 > 0:31:09Someone's just gave you that bike?

0:31:09 > 0:31:11He just lent me it. He just lent me the bike.

0:31:11 > 0:31:13He said he'd lend me the bike.

0:31:13 > 0:31:17- And who's your mate?- I don't know his name.- You don't know his name.

0:31:17 > 0:31:18- OK.- I ain't nicked the bike.

0:31:18 > 0:31:21What's his name, who lent us the bike?

0:31:21 > 0:31:23You don't even know whose bike it is.

0:31:23 > 0:31:26The man's story that he's been lent the bike by someone

0:31:26 > 0:31:29he doesn't even know seems odd,

0:31:29 > 0:31:31especially as he wasn't even riding it.

0:31:31 > 0:31:35But Chris is going to check it out before he arrests him.

0:31:35 > 0:31:37That's fair enough.

0:31:39 > 0:31:40Oh, come on.

0:31:40 > 0:31:42The man's off. A bolt from the blue.

0:31:42 > 0:31:46Get him! We've got a runner.

0:31:46 > 0:31:48Cleethorpes Road towards Ramsdens.

0:31:56 > 0:32:01He runs off into a residential area, linked by a maze of back alleys.

0:32:04 > 0:32:06More officers from the neighbourhood team

0:32:06 > 0:32:08have arrived to help with the search.

0:32:11 > 0:32:13Sighting of him going over back fences.

0:32:13 > 0:32:15The runner is nowhere to be seen.

0:32:15 > 0:32:18The question is,

0:32:18 > 0:32:21if he was so sure he'd been lent the bike, why did he run?

0:32:28 > 0:32:32There's been a spate of incidents involving dogs in Lucy Giles's

0:32:32 > 0:32:36neighbourhood patrol area recently, which is no surprise as nearly

0:32:36 > 0:32:41every other person on her patch seems to own a dog.

0:32:41 > 0:32:42This afternoon,

0:32:42 > 0:32:45she is about to pay a visit to the victim of a dog attack.

0:32:45 > 0:32:48Just going to pop in just to see the victim, initially,

0:32:48 > 0:32:50and see what's happened.

0:32:50 > 0:32:54The victim, in this case, is a Staffordshire bull terrier,

0:32:54 > 0:32:59one that isn't an illegal type, though.

0:32:59 > 0:33:00If its injuries are serious,

0:33:00 > 0:33:04and the dog that attacked it was dangerously out of control,

0:33:04 > 0:33:07Lucy could make a case for it to be seized.

0:33:09 > 0:33:14Apparently, his dog's been attacked by another dog down the street.

0:33:15 > 0:33:18Just to see what's happened, where it's happened.

0:33:22 > 0:33:26- Hello, are you- BLEEP?- Yeah. - All right? What's happened then?

0:33:26 > 0:33:28There is a guy that lives up the street

0:33:28 > 0:33:32and he's walked his dog down and he's gone to the fence to sniff him

0:33:32 > 0:33:35and before he's even had a chance to even have a sniff,

0:33:35 > 0:33:37the other dog's gripped his face.

0:33:37 > 0:33:39His dog put his head through the fence to grab him.

0:33:39 > 0:33:42- So, all your gates were shut? WOMAN:- Yeah. That's why I went out.

0:33:44 > 0:33:47- So yours weren't on the lead, but they were in a secure garden.- Yeah.

0:33:47 > 0:33:53- Has the dog got any injuries? - Yeah. On his nose, here, look.

0:33:53 > 0:33:55- And his mouth.- On his mouth.

0:33:56 > 0:33:58It was all hanging down this morning.

0:33:58 > 0:34:02- It's a bit better now, but... - He had his full jaw in his mouth.

0:34:04 > 0:34:05He's been given antibiotics.

0:34:05 > 0:34:06I let him back out today

0:34:06 > 0:34:12and every time he sneezes there is blood going all over the place.

0:34:12 > 0:34:16The way this thing works with the dogs and the legislation

0:34:16 > 0:34:20and that, because your dogs are on private land and his dog was

0:34:20 > 0:34:26on a lead out on the street, there's no actual clear offence, is there?

0:34:26 > 0:34:31Cos if yours were out on the street and his wasn't on a lead

0:34:31 > 0:34:36and he attacked him then, yeah, we've got a clear-cut offence there.

0:34:36 > 0:34:39But I'm certainly going to speak to my PC

0:34:39 > 0:34:41and see what we can do about it.

0:34:43 > 0:34:46A bill is currently going through Parliament that will replace

0:34:46 > 0:34:50the 1991 Dangerous Dogs Act.

0:34:50 > 0:34:52It is going to give police greater powers to investigate

0:34:52 > 0:34:54attacks on private property.

0:34:54 > 0:34:58He looked like he had a slight cut to his face where the other dog

0:34:58 > 0:35:00had, sort of, gripped on.

0:35:00 > 0:35:02Once they grip on, it takes a lot to pull them apart.

0:35:02 > 0:35:04They are fighters, so that's what they'll do.

0:35:04 > 0:35:08In the meantime, Lucy will be giving the other owner

0:35:08 > 0:35:11some words of advice on keeping his dog out of trouble.

0:35:19 > 0:35:22Earlier, Dave Jenkins seized a dog that IS in trouble,

0:35:22 > 0:35:27called Tank, which he believed to be of an illegal pit bull terrier type.

0:35:28 > 0:35:33Now, he's returned to the kennels to carry out an assessment on it.

0:35:33 > 0:35:36Hello. Hello. Remember me?

0:35:37 > 0:35:39The dog is a crossbreed,

0:35:39 > 0:35:43but if it has enough characteristics relating to a pit bull terrier

0:35:43 > 0:35:46or if it's proved it was used for illegal activity,

0:35:46 > 0:35:49it could be a death sentence for the dog.

0:35:49 > 0:35:52Well, she's got quite a few scars, haven't you?

0:35:52 > 0:35:55You've got a few scars here.

0:35:55 > 0:35:59On your leg here. In fact, they look like they've been stitched.

0:35:59 > 0:36:01Tank has been in the wars.

0:36:01 > 0:36:04Quite a few marks on your nose and face, haven't you?

0:36:06 > 0:36:08The ears are torn.

0:36:08 > 0:36:10The dog could have been used in fighting

0:36:10 > 0:36:14and maybe we'll look at welfare issues.

0:36:14 > 0:36:18I'm now having a look at the teeth, just to check for any

0:36:18 > 0:36:21damage to the teeth. As you can see,

0:36:21 > 0:36:24she's got a fantastically powerful back end on her.

0:36:24 > 0:36:29She has a nice, wide loin there. So there's a couple of characteristics.

0:36:29 > 0:36:36Good, strong shoulders. And jaw muscles. The masseter muscles here.

0:36:38 > 0:36:42They're what basically pull jaws together,

0:36:42 > 0:36:46so they give it that power and strength in the bite.

0:36:48 > 0:36:51Good girl. That's it.

0:36:51 > 0:36:58What you wouldn't have on a pit bull are these jowls.

0:36:58 > 0:37:00Cos potentially, in a dog fight,

0:37:00 > 0:37:03another dog is going to be able to get hold of those so,

0:37:03 > 0:37:07so, on a pit bull, you find they're not very lippy.

0:37:08 > 0:37:12What we call lippy. That's called lippy, which is the mastiff...

0:37:12 > 0:37:14There's a bit of mastiff in her.

0:37:18 > 0:37:22There's a lot of pit characteristics there.

0:37:22 > 0:37:28If you took away the fact that she's a very lippy dog, mastiff-looking

0:37:28 > 0:37:34face, she's got quite a few characteristics of a pit-type dog.

0:37:34 > 0:37:39I do have strong concerns that she's been used for fighting other dogs.

0:37:39 > 0:37:42Whether it has been by this owner or other owners.

0:37:44 > 0:37:48David later decided that the dog did have enough characteristics

0:37:48 > 0:37:50to be classed as a pit bull.

0:37:50 > 0:37:53Its owner was charged with possessing a banned dog

0:37:53 > 0:37:58and allowing it to be dangerously out of control in a public place.

0:37:58 > 0:38:00He is currently awaiting trial.

0:38:00 > 0:38:03Tank is being kept at the kennels until the outcome of the trial

0:38:03 > 0:38:07is known, when a decision will be made on what to do with her.

0:38:15 > 0:38:18Back in Grimsby, the neighbourhood policing team are still

0:38:18 > 0:38:21hunting for the suspected bike thief who did a runner.

0:38:21 > 0:38:22Oh, come on.

0:38:23 > 0:38:28He's gone to ground in a residential area, but the net is closing in.

0:38:28 > 0:38:31He's in this block here.

0:38:31 > 0:38:32You do Duke Street.

0:38:38 > 0:38:41PCSO Ollie Genery has heard something.

0:38:50 > 0:38:53Colleagues have found the man.

0:38:53 > 0:38:55This time, they aren't letting him go.

0:38:56 > 0:38:58It's his bike.

0:38:58 > 0:39:02For John, it was a case of you can run, but you can't hide.

0:39:04 > 0:39:07PCSO has collared him, basically. Ground him down.

0:39:07 > 0:39:12He had nowhere else to go... whilst an ageing bobby paced himself.

0:39:12 > 0:39:15- He was the rabbit, I was the... What's the other one?- Hare.- Hare.

0:39:15 > 0:39:17That's it. Thank you very much.

0:39:17 > 0:39:18That's the key, often,

0:39:18 > 0:39:21to have enough people in the area very quickly.

0:39:21 > 0:39:24You need to close off space and, obviously, the fewer

0:39:24 > 0:39:27there are of you, the bigger the space has to be eventually,

0:39:27 > 0:39:30but because we had regular sightings, as well,

0:39:30 > 0:39:32we were able to home in on one location.

0:39:32 > 0:39:35I think, yeah, everyone likes a good run for the first 100 yards

0:39:35 > 0:39:37and then everyone gets a little tired.

0:39:37 > 0:39:40But he's not going to be the most athletic of dudes,

0:39:40 > 0:39:45so he wasn't too much of a challenge for our elite team.

0:39:45 > 0:39:48It's a great result for the elite neighbourhood team.

0:39:48 > 0:39:52Jump in. At the moment, you're under arrest on suspicion of theft.

0:39:52 > 0:39:55You do not have to say anything but it may harm your defence if you do

0:39:55 > 0:39:58not mention when questioned something which you later rely on in court.

0:39:58 > 0:40:01Anything you do say may be given in evidence.

0:40:01 > 0:40:06The man, despite bolting from the law, maintains he is innocent.

0:40:06 > 0:40:09Sometimes you try to give people the benefit of the doubt, to keep

0:40:09 > 0:40:14them calm whilst you try and confirm and check the story or the alibi

0:40:14 > 0:40:16they're trying to give you.

0:40:16 > 0:40:18At that point, he wasn't under arrest.

0:40:18 > 0:40:21He wasn't handcuffed or contained.

0:40:21 > 0:40:23He was being compliant and then he's suddenly decided to leg it.

0:40:23 > 0:40:26He is now saying he still hadn't stolen the bike -

0:40:26 > 0:40:28he's run off because he thinks there is a warrant

0:40:28 > 0:40:33out for him for something else, so we need to check on that now.

0:40:33 > 0:40:36The man's well known to the police that patrol this beat.

0:40:36 > 0:40:38Paul. Wotcher.

0:40:40 > 0:40:41BLEEP

0:40:43 > 0:40:47More than 100,000 bicycles are reported stolen

0:40:47 > 0:40:48every year in the UK.

0:40:48 > 0:40:53Of those, only one in 20 is ever reunited with its owner.

0:40:54 > 0:40:57In this case, it looks as though the man

0:40:57 > 0:41:01ran for nothing as the owner is just happy to have gotten his bike back.

0:41:01 > 0:41:05The bike, initially, was reported stolen.

0:41:05 > 0:41:08However, the owner of the bike doesn't wish to pursue a complaint.

0:41:08 > 0:41:12The chap we found with the bike said that he was loaned it,

0:41:12 > 0:41:15so there's conflicting stories there.

0:41:15 > 0:41:17I don't think we'll ever get to the bottom of it.

0:41:17 > 0:41:19It also turned out that the man

0:41:19 > 0:41:22didn't have any outstanding warrants.

0:41:22 > 0:41:24He wasn't wanted for anything.

0:41:24 > 0:41:27When we think we've got him with a stolen bike and he runs off,

0:41:27 > 0:41:31then our suspicious nature tends to suggest that he's guilty,

0:41:31 > 0:41:32which is why we chased him.

0:41:32 > 0:41:34But it's unfortunate there's no complaint.

0:41:34 > 0:41:36Right, let's lead you out, then. Let's get on.

0:41:43 > 0:41:47As we've seen today, whether it's shutting down a drugs factory

0:41:47 > 0:41:50or just reuniting an owner with a lost bike,

0:41:50 > 0:41:53the neighbourhood police teams are dedicated

0:41:53 > 0:41:55to making our streets safer.

0:41:55 > 0:41:57Join us again next time.
