0:00:02 > 0:00:04Neighbourhood policing has come a long way since the days

0:00:04 > 0:00:07- of Dixon of Dock Green. - Evening, all.

0:00:07 > 0:00:09From inner-city estates to suburbia, this new

0:00:09 > 0:00:13generation of community police officers are on the front line.

0:00:15 > 0:00:18Their aim is to develop a stronger bond with the community,

0:00:18 > 0:00:22crack down on the crimes taking place on your doorstep...

0:00:22 > 0:00:26and formulate fast action plans to take down the criminals.

0:00:26 > 0:00:27- I said no!- I said yes.

0:00:28 > 0:00:31In this new series of Neighbourhood Blues,

0:00:31 > 0:00:33we go to the Humberside police region

0:00:33 > 0:00:37and get exclusive access to 12 teams of neighbourhood police officers

0:00:37 > 0:00:41as they tackle the problems blighting local people.

0:00:41 > 0:00:43- I don't care!- Eh, eh!

0:00:45 > 0:00:49..and rise to the challenge of making the streets a safer place.

0:01:14 > 0:01:17Ollie gets in the thick of the action as he tackles a lad

0:01:17 > 0:01:18wanted for assault.

0:01:20 > 0:01:24A raid on a suspected dealing den turns up a suspicious

0:01:24 > 0:01:27stash of drugs and a hoard of deadly-looking weapons.

0:01:27 > 0:01:29Not the nicest thing to be coming up against.

0:01:29 > 0:01:33And there's a final warning for this resident to open up.

0:01:33 > 0:01:34You need to open the door,

0:01:34 > 0:01:37else we're going to have to put it through - we know you're in there.

0:01:41 > 0:01:46For neighbourhood policing to work, the public must be completely onside.

0:01:46 > 0:01:49One of the best ways of achieving this is for the police to have

0:01:49 > 0:01:53a very strong street presence and encourage locals to come up to them

0:01:53 > 0:01:57to talk about the crimes they feel are blighting the place they live in.

0:01:57 > 0:01:59But how much of the talk leads to action?

0:01:59 > 0:02:03And how satisfied are people with the results achieved?

0:02:03 > 0:02:04We're about to find out.

0:02:05 > 0:02:09The neighbourhood teams make regular foot and car patrols on their patch.

0:02:09 > 0:02:13It keeps them in close contact with the community, but also means

0:02:13 > 0:02:16they're on hand to respond to any call for help, should it arise.

0:02:16 > 0:02:20PCSOs Ollie Genery and Ben Harbottle were driving through Grimsby

0:02:20 > 0:02:22when word comes in over the wire -

0:02:22 > 0:02:27an assault has apparently taken place on the south side of town.

0:02:27 > 0:02:30They race to the location, but as the team draw closer,

0:02:30 > 0:02:34they can see the assault isn't over - it's still in progress.

0:02:34 > 0:02:37We've got an ongoing assault at the junction of...

0:02:43 > 0:02:45Swiftly out of the car,

0:02:45 > 0:02:48Ben gives chase to one man who's raced away up the street.

0:02:51 > 0:02:53Ollie tries to detain the other person,

0:02:53 > 0:02:55but finds himself under attack.

0:02:57 > 0:02:59He uses all of his training

0:02:59 > 0:03:02and expertise to neutralise the threat posed by this lad.

0:03:02 > 0:03:03BLEEP!

0:03:05 > 0:03:09Calling for backup, Ollie knows he has to stay alert.

0:03:09 > 0:03:12On the floor, he's just assaulted me, punched me in the face.

0:03:12 > 0:03:14- Stay down!- Ahhh!

0:03:14 > 0:03:15Ahhh!

0:03:15 > 0:03:19The lad screams to a friend to come and rescue him.

0:03:19 > 0:03:23A man responds and an already tense situation looks like it might

0:03:23 > 0:03:24reach flashpoint.

0:03:27 > 0:03:28You BLEEP!

0:03:28 > 0:03:31What did I say? I said no!

0:03:31 > 0:03:32- Back off.- I said no!

0:03:32 > 0:03:34What did you do? You BLEEP!

0:03:34 > 0:03:38BLEEP! don't call me any more. BLEEP!

0:03:39 > 0:03:41You're an idiot.

0:03:41 > 0:03:43Idiot, the lot of you, you're mugs.

0:03:43 > 0:03:46But, it turns out the man's friend has disowned him.

0:03:48 > 0:03:51And as this replay of the assault highlights,

0:03:51 > 0:03:55he's actually tried to stop the attack on the scooter rider.

0:03:55 > 0:03:59All alone, the suspect waits on the ground with the sound of police

0:03:59 > 0:04:01sirens ringing in his ears.

0:04:01 > 0:04:03As the police van arrives,

0:04:03 > 0:04:05a witness to the assault finally offers up some

0:04:05 > 0:04:08information about exactly what led to the attack.

0:04:08 > 0:04:12He said give me your pad, and with that, just punched him, that's it.

0:04:12 > 0:04:14There was a lot more of them.

0:04:14 > 0:04:17- Who else?- There was a lot more, but they've all disappeared.

0:04:17 > 0:04:20The assault was born out of the attempted theft of a moped.

0:04:20 > 0:04:23As the police work to gather more information,

0:04:23 > 0:04:24attention shifts to the victim.

0:04:24 > 0:04:28Can we get an ambulance to this passenger, please?

0:04:28 > 0:04:31As the man waits for an ambulance to arrive, suddenly...

0:04:32 > 0:04:35..It's action stations again, as Ollie spots one of the other

0:04:35 > 0:04:38suspects who may have been involved in the assault.

0:04:41 > 0:04:43The suspect is nowhere to be seen,

0:04:43 > 0:04:46so the police spread out in an attempt to find him.

0:04:47 > 0:04:49One of them spots him heading into a house.

0:04:49 > 0:04:51Stevie...

0:04:52 > 0:04:53Steve, come out, mate.

0:04:57 > 0:05:00Ollie knocks on the door and calls for the suspect to come out.

0:05:00 > 0:05:01Steve!

0:05:01 > 0:05:04Just chased him round the corner and he's run straight into this house.

0:05:04 > 0:05:07I don't know if he's nipped out the back way or not.

0:05:07 > 0:05:09Officers in that car over there have chased somebody,

0:05:09 > 0:05:11similar sort of clothing, in that direction.

0:05:11 > 0:05:13KNOCKING ON INTERNAL DOOR

0:05:13 > 0:05:15WOMAN: Steven, answer your door!

0:05:15 > 0:05:17Guys, can someone come to the door?

0:05:17 > 0:05:19He's not in.

0:05:19 > 0:05:21- He's run in, so where is he? - Where has he gone?

0:05:21 > 0:05:23I've seen him run in. I was right behind him.

0:05:23 > 0:05:26- You'll have to wait then, won't you?- He's not here!

0:05:26 > 0:05:30- We've seen him run in here. - He's not here now.

0:05:30 > 0:05:33Chased him in here, he's not come out the front door.

0:05:33 > 0:05:35Whether he's gone out the back door...

0:05:35 > 0:05:39- I think there's an alleyway which runs between these two streets. - Is there anyone in there?

0:05:39 > 0:05:41With the occupants of the home denying it,

0:05:41 > 0:05:45it's left to the police to decide to execute a quick search.

0:05:46 > 0:05:48BLEEP!

0:05:48 > 0:05:50I want you to get out.

0:05:50 > 0:05:54But attention once again shifts to the surrounding streets

0:05:54 > 0:05:56and the back alley.

0:05:57 > 0:06:01Within moments, another police officer captures the suspect,

0:06:01 > 0:06:03who was trying to escape by the rear gates.

0:06:03 > 0:06:07The lad who was outstanding has now been picked up in his rear garden.

0:06:11 > 0:06:14Returning to the scene of the assault,

0:06:14 > 0:06:16and the team can now begin to question witnesses

0:06:16 > 0:06:21and try to locate CCTV in a bid to build a body of evidence that

0:06:21 > 0:06:23may be used to prosecute any of the offenders.

0:06:23 > 0:06:26Could we have a look at that camera you're looking at now

0:06:26 > 0:06:28and the one around the side of the building, please?

0:06:28 > 0:06:33Find out later if CCTV does provide the key to determine what

0:06:33 > 0:06:37happened and if the perpetrators of the violent attack get sent to jail.

0:06:45 > 0:06:48The neighbourhood team employ all the resources at their disposal

0:06:48 > 0:06:50to deal with any problem,

0:06:50 > 0:06:56but being on call 24/7 means they never know what to expect next.

0:06:57 > 0:07:00The ongoing battle against drug dealers has seen the Humberside

0:07:00 > 0:07:04police team score some impressive results.

0:07:04 > 0:07:07By taking dealers off the streets, they've helped restore previously

0:07:07 > 0:07:12troubled residential areas to safer, happier places to call home.

0:07:12 > 0:07:15Today, over at Clough Road police station, the ongoing

0:07:15 > 0:07:20operation to strike at the heart of the drugs trade is picking up pace.

0:07:20 > 0:07:22And once again, Sergeant Mick Stevenson

0:07:22 > 0:07:25and his team are taking the lead.

0:07:25 > 0:07:28The target property is a suspected drugs den,

0:07:28 > 0:07:30but there's an added danger.

0:07:30 > 0:07:33Intel suggests the occupant has been previously

0:07:33 > 0:07:36convicted of possessing dangerous weapons.

0:07:36 > 0:07:39For their own safety, it's important the team know the details.

0:07:39 > 0:07:43He's got warnings BLEEP for violence,

0:07:43 > 0:07:44firearms,

0:07:44 > 0:07:48possessing stun guns, CS and a machete.

0:07:48 > 0:07:50But that goes back several years.

0:07:50 > 0:07:51So...

0:07:51 > 0:07:53We can only hope.

0:07:53 > 0:07:56There's also another reason for striking the property fast.

0:07:56 > 0:07:58It may be housing stolen goods.

0:07:58 > 0:08:00The reason there is an urgency around this job is

0:08:00 > 0:08:04a suggestion that a couple of days ago, they had some stolen property

0:08:04 > 0:08:08there, not least a push-bike, that we need to try and recover.

0:08:10 > 0:08:14With the search warrant in hand, Mick musters the team.

0:08:18 > 0:08:21Suited up, they head to the destination in convoy.

0:08:21 > 0:08:23All right, that's great - thanks, mate.

0:08:27 > 0:08:29Yes, coming down Clough Road as we speak.

0:08:32 > 0:08:35Yes, just before that No Entry sign.

0:08:39 > 0:08:42Class A drugs are notoriously easy to flush away down toilets or

0:08:42 > 0:08:45sinks, so there's no warning knock or call today.

0:08:45 > 0:08:47It's straight in with the door.

0:08:49 > 0:08:52Police, stay where you are!

0:08:54 > 0:08:56The team sweep through the house.

0:08:58 > 0:09:00Clear!

0:09:01 > 0:09:03The suspect is quickly found in the living room

0:09:03 > 0:09:05and immediately detained and cuffed.

0:09:05 > 0:09:09- Executing a drug search warrant, mate, all right?- All right.

0:09:09 > 0:09:11- What's your name?- BLEEP!

0:09:11 > 0:09:14we're going to detain you until we get everything secured.

0:09:14 > 0:09:17- You got anything in your pockets at the minute?- No.

0:09:17 > 0:09:20Stand up for us, then. Just give you a quick pat-down.

0:09:20 > 0:09:22Can I put that in the ashtray, please?

0:09:27 > 0:09:29I wondered what was going on!

0:09:29 > 0:09:30The man may be in shock,

0:09:30 > 0:09:34but it's no surprise as Mick delivers the news - he's been busted.

0:09:34 > 0:09:37Mate, this is a warrant, OK...

0:09:37 > 0:09:41The first stage of any search is gauging how cooperative a suspect is.

0:09:41 > 0:09:45- Is there anything in the house you want to make us aware of?- BLEEP!

0:09:45 > 0:09:48- I've got a bit of weed.- Right. What, just a bit of personal?

0:09:48 > 0:09:51And in this case, the answer is "very".

0:09:51 > 0:09:56- I've got some hypodermics upstairs what are my own.- OK. Are they used?

0:09:56 > 0:09:58- Yes.- Where are they?

0:09:58 > 0:10:00They're at the side of my bed.

0:10:03 > 0:10:06PC Chantelle Gardam has already found a number of suspicious

0:10:06 > 0:10:08items in the property.

0:10:08 > 0:10:11What he said is that there's that tray there, which is

0:10:11 > 0:10:13a small amount, there's, er...

0:10:14 > 0:10:16Tablets, diazepam,

0:10:16 > 0:10:19in there and there's some amphet in the freezer in the kitchen.

0:10:19 > 0:10:22Their presence alone is enough for the suspect to be delivered

0:10:22 > 0:10:24the body blow.

0:10:24 > 0:10:26Possession, intent to supply class B

0:10:26 > 0:10:28and also suspicion of theft of a pedal cycle, all right?

0:10:28 > 0:10:32You don't have to say anything, but it may harm your defence if you don't mention, when questioned,

0:10:32 > 0:10:36something which you later rely on in court. Anything you do say may be given in evidence.

0:10:36 > 0:10:40The suspect is taken away for questioning back at the station.

0:10:44 > 0:10:49Back inside the house, the search for illegal drugs continues.

0:10:49 > 0:10:52In the kitchen, Mick isn't playing MasterChef,

0:10:52 > 0:10:54he's playing master cop.

0:10:54 > 0:10:56You can smell it as soon as you come in, can't you?

0:10:56 > 0:11:00A real vanilla-y smell.

0:11:00 > 0:11:02The fridge-freezer has his attention, and for a good reason.

0:11:02 > 0:11:06Experience tells him it's a common place for dealers to hide their stash.

0:11:06 > 0:11:09I wouldn't be surprised if actually...

0:11:09 > 0:11:11from what I can smell in here,

0:11:11 > 0:11:14if we found some more somewhere in here, but that's...

0:11:15 > 0:11:18..amphetamine in there.

0:11:18 > 0:11:22And we know that because, basically, from what we can see,

0:11:22 > 0:11:27but also the fact that the guy that's now in custody has told us it's actually in there.

0:11:27 > 0:11:30The suspicious-looking white powder, which the team suspect

0:11:30 > 0:11:34could be amphetamine, will be sent to the lab for further examination.

0:11:34 > 0:11:38- It's pretty clean-looking, isn't it?- It does look clean.

0:11:38 > 0:11:40Outside the house,

0:11:40 > 0:11:44Mick's been called to inspect a bicycle to find out if it's legit.

0:11:46 > 0:11:4900006.

0:11:49 > 0:11:50The serial number will be matched

0:11:50 > 0:11:53with bikes on the stolen property register

0:11:53 > 0:11:56to determine if it has in fact been stolen.

0:11:56 > 0:12:00Returning to the house, the search has turned up what appears to be

0:12:00 > 0:12:04widespread evidence of drug use, and possible dealing activity.

0:12:04 > 0:12:06We've got a box of what was glucose there, look,

0:12:06 > 0:12:10and some remnants of some amphet on that wrap.

0:12:10 > 0:12:12The gloves are all covered in it as well.

0:12:12 > 0:12:16That's all been shoved in there with the empty glucose wrapper.

0:12:16 > 0:12:20Some freezer bags, spoon up there that's got white powder on it,

0:12:20 > 0:12:22and a box of gloves.

0:12:22 > 0:12:25You don't need a sniffer dog with Mick's nose for trouble.

0:12:25 > 0:12:28As the overwhelming smell of drugs in the house means he's

0:12:28 > 0:12:32convinced that there's more being hidden.

0:12:32 > 0:12:34And a discovery that Chantelle makes suggests that

0:12:34 > 0:12:37Mick's suspicions are being proven right.

0:12:44 > 0:12:45Mick.

0:12:47 > 0:12:49Oh, yeah.

0:12:51 > 0:12:54- Is this remnants?- There's a bit in there, look.- Hmm.

0:12:58 > 0:13:00Next to the glucose box.

0:13:00 > 0:13:04Whilst glucose is not illegal and can be bought as a food supplement,

0:13:04 > 0:13:06dealers often use the white powder

0:13:06 > 0:13:09to cut with illegal drugs to bulk them up before selling on.

0:13:11 > 0:13:14Scales. Oh, yes.

0:13:14 > 0:13:17And in the living room Dave is gathering more evidence,

0:13:17 > 0:13:21including monitoring activity on a mobile phone that he

0:13:21 > 0:13:23believes could be a hotline into the dealer.

0:13:23 > 0:13:27It's been active since we've been here. Nonstop, really.

0:13:27 > 0:13:30Ringing left, right and centre, plus text messages.

0:13:30 > 0:13:33There's also some illegal pharmaceuticals to examine,

0:13:33 > 0:13:34which could be sleeping pills.

0:13:34 > 0:13:41Pill bottle, filled to the brim of blue tablets which are probably diazepam.

0:13:41 > 0:13:44Blue pills found in a camouflage jacket under the stairs.

0:13:44 > 0:13:47- Is it the same as that pill we recovered earlier?- Yeah, it looks that way.

0:13:47 > 0:13:48- Are they unmarked?- Yeah.

0:13:48 > 0:13:50They're Manos, them.

0:13:50 > 0:13:54Not actual diazepams, but Manos, which are the same.

0:13:54 > 0:13:59And there's the small matter of the potentially dangerous weapons to take care of.

0:13:59 > 0:14:02This was one of his nice...

0:14:02 > 0:14:04At the side of his bed upstairs.

0:14:04 > 0:14:07Obviously not the sort of thing we like people to be having,

0:14:07 > 0:14:11especially when people are aware we're going to be coming through their front doors.

0:14:11 > 0:14:13It's a bag full of dirty needles.

0:14:13 > 0:14:16A further discovery of more drug-taking paraphernalia upstairs

0:14:16 > 0:14:19means the team have to take extra caution

0:14:19 > 0:14:23because there's a series of loaded and lined up syringes.

0:14:24 > 0:14:26They'll be amphet, I would've thought.

0:14:26 > 0:14:29It could even be heroin, to be honest.

0:14:29 > 0:14:33What we've got upstairs is four or five needles that appear to be

0:14:33 > 0:14:38already loaded, shall we say, ready for someone to inject.

0:14:38 > 0:14:45The problem with those is the liquid inside is clear, in part,

0:14:45 > 0:14:49and it's tainted with what appears to be blood.

0:14:49 > 0:14:53So we don't really want to be doing anything with those,

0:14:53 > 0:14:56except for seizing them, putting them in a sharps container, making sure

0:14:56 > 0:15:00it's properly sealed so they can't contaminate in any way, shape or form.

0:15:00 > 0:15:03What we can't afford to do is just leave them here.

0:15:03 > 0:15:06The results of the search means Mick has a bounty of work to carry out

0:15:06 > 0:15:09when he gets back to the station.

0:15:09 > 0:15:12All that will be put together and then it'll go to the

0:15:12 > 0:15:16Priority Crime Team or one of the crime teams anyway, to be investigated.

0:15:16 > 0:15:19And during the course of the evening that guy's going to get interviewed,

0:15:19 > 0:15:21he'll have to say,

0:15:21 > 0:15:24and thereafter they'll look at what's going to happen to him,

0:15:24 > 0:15:26and a decision will be made.

0:15:26 > 0:15:28When the man appeared before the judge,

0:15:28 > 0:15:32he was sentenced to 15 months in jail for dealing amphetamine

0:15:32 > 0:15:36and three extra months for dealing diazepam.

0:15:36 > 0:15:38The theft charge was discontinued.

0:15:43 > 0:15:47Over in Grimsby, the team responds to reports a man was violently attacked

0:15:47 > 0:15:51as two thieves tried to steal his moped.

0:15:51 > 0:15:55On arriving at the scene, PCSO Ollie Genery had to fend off blows

0:15:55 > 0:15:59from one of the suspects, before wrestling him to the ground.

0:15:59 > 0:16:04Another man was arrested after being caught escaping through a nearby back garden.

0:16:04 > 0:16:08Police are now speaking to witnesses to gather a picture of exactly what happened.

0:16:08 > 0:16:11And Ollie is back at the crime scene reflecting.

0:16:11 > 0:16:13As we've drove up to the junction,

0:16:13 > 0:16:17across from the junction just here, we've seen the males we were

0:16:17 > 0:16:20looking for were stamping on a chap's head who's on the floor.

0:16:20 > 0:16:23The guy fortunately had a motorcycle helmet on,

0:16:23 > 0:16:27and they were leaping all over him, literally stamping on his head.

0:16:27 > 0:16:31We're going to take the witness and the victim back to the station.

0:16:31 > 0:16:34- Are we happy we've got everything? - Yeah, yeah.

0:16:34 > 0:16:36Eyewitnesses are not the only important

0:16:36 > 0:16:39source of information for the police.

0:16:39 > 0:16:41There's also the CCTV camera that this local shop has.

0:16:41 > 0:16:45We're hoping this store has some extra CCTV footage of what's gone on.

0:16:45 > 0:16:46Hi, buddy.

0:16:46 > 0:16:48Ollie looks on at the CCTV.

0:16:48 > 0:16:51Could we have a look at that camera you're looking at now?

0:16:51 > 0:16:54The whole incident unfolds before his eyes.

0:16:54 > 0:16:57The victim drives down the road on his scooter, pulls up at the

0:16:57 > 0:17:01traffic lights, which, unfortunately, obscures part of our view of events.

0:17:01 > 0:17:02But look on,

0:17:02 > 0:17:04as suspect number one races down the road

0:17:04 > 0:17:08and can be seen rushing at the victim on his stationary scooter.

0:17:08 > 0:17:13Then, another group of men can be seen racing to the scene.

0:17:13 > 0:17:16With the assault masked by the traffic lights, however,

0:17:16 > 0:17:20Ollie has to return to do some old-fashioned-style detective work,

0:17:20 > 0:17:23and hit the streets again looking for more witnesses.

0:17:23 > 0:17:26One of the guys started jumping around and I thought that the

0:17:26 > 0:17:31motorbike had hit the car in front, but then they pushed him

0:17:31 > 0:17:34and then the other guy from the van intervened

0:17:34 > 0:17:37and then they all punched the guy from the van, and then kicked

0:17:37 > 0:17:41and was stamping on his head and kicking him in his body.

0:17:41 > 0:17:46Fortunately, the victim avoided any serious injuries by virtue of the fact

0:17:46 > 0:17:50that the heavy-duty clothing he was wearing cushioned him from the blows.

0:17:50 > 0:17:53From what I gather, he's just cut up, a bit shaken.

0:17:53 > 0:17:56Obviously it's quite a nasty experience,

0:17:56 > 0:18:00trying to get your motorbike stolen from you, I'm assuming.

0:18:00 > 0:18:04A work colleague of the victim was the man in the van who raced to his help.

0:18:04 > 0:18:07Reliving the incident, he's stunned by what happened.

0:18:09 > 0:18:11I'm shook up a little bit, obviously.

0:18:11 > 0:18:14But it was just pointless.

0:18:14 > 0:18:17There was no need for it. It was just mindless violence.

0:18:17 > 0:18:20One of the young lads came running up, pushed him straight

0:18:20 > 0:18:24off his motorbike, started kicking him while he was on the floor.

0:18:24 > 0:18:27His hands was in his pockets, so he's trying to grab his keys.

0:18:27 > 0:18:30I jumped out the van. As I jumped out the van, he turned on me.

0:18:30 > 0:18:32As I walked up to him, he turned round and said,

0:18:32 > 0:18:34"Do you want some of this?"

0:18:34 > 0:18:37He started smacking me around the back of my head.

0:18:37 > 0:18:41As I was on the floor, all the other lads came running up and joined in.

0:18:41 > 0:18:43The patrol car came past and that was it.

0:18:43 > 0:18:46They all ran off, apart from one of them.

0:18:46 > 0:18:49As soon as the patrol car came along, they were straight out,

0:18:49 > 0:18:51straight in there before it could get worse.

0:18:51 > 0:18:54The response was brilliant.

0:18:54 > 0:18:57The police were on the scene within less than a minute.

0:18:57 > 0:19:01The CCTV acts as a timely reminder to show just how fast police

0:19:01 > 0:19:04were in rounding up the suspects.

0:19:04 > 0:19:07With suspects under arrest, and the victim having sustained no

0:19:07 > 0:19:11serious injuries, it's a sterling result for the team.

0:19:11 > 0:19:13But, as the sun shines down on them,

0:19:13 > 0:19:16there is one cloud on the horizon for Ollie.

0:19:16 > 0:19:19My shades are gone.

0:19:19 > 0:19:22- I'm standing here squinting. - I didn't see any shades.

0:19:22 > 0:19:27It's been a hectic and eventful day for the officers chasing down the two attackers.

0:19:27 > 0:19:30Surprisingly, it turns out Ollie's glasses

0:19:30 > 0:19:33have survived his struggles in the street.

0:19:33 > 0:19:36It's you, is it? I was going to put a report of theft in.

0:19:36 > 0:19:39They were next to the moped so I picked them up.

0:19:42 > 0:19:46Oh, you've misshapen them. They've been in your pocket, haven't they?

0:19:47 > 0:19:52Both prisoners were taken back to the station, interviewed about the attack,

0:19:52 > 0:19:57and then charged with assault and trying to steal the scooter.

0:19:57 > 0:20:01The man who ran away later pleaded guilty to both charges.

0:20:01 > 0:20:03As did the lad on the floor,

0:20:03 > 0:20:07who also pleaded guilty to attacking the officers trying to arrest him.

0:20:12 > 0:20:16The neighbourhood teams respond to all manner of issues,

0:20:16 > 0:20:19but everything they do is in direct response

0:20:19 > 0:20:22to local residents' complaints about crime.

0:20:22 > 0:20:26In a no-nonsense way, they set out to make a difference.

0:20:28 > 0:20:34Aggravated burglary is amongst the most serious and feared of all crimes.

0:20:34 > 0:20:39This occurs when a burglar breaks into a home or premises armed with a weapon.

0:20:44 > 0:20:46Today, Dave McKinder and the team

0:20:46 > 0:20:50are on the trail of a man wanted for this very offence.

0:20:50 > 0:20:52The police have been after him for months,

0:20:52 > 0:20:55and as Dave explains, the net is now closing in.

0:20:55 > 0:20:57This happened quite some time ago.

0:20:57 > 0:20:59He's been laying low for months

0:20:59 > 0:21:01and his co-accused has already been dealt with,

0:21:01 > 0:21:04and I understand is currently in prison for his part in the offence.

0:21:04 > 0:21:07You've got to bear in mind that potentially,

0:21:07 > 0:21:11if he is at home, there are certainly things he can use as weapons against us,

0:21:11 > 0:21:16and he'll know the whereabouts of those in this house and we won't.

0:21:16 > 0:21:19So we're going down there with enough staff to be able to

0:21:19 > 0:21:21deal with anything that we might come across.

0:21:23 > 0:21:26Extra backup is provided by a second team picked up along the way.

0:21:28 > 0:21:30With the target location coming into view,

0:21:30 > 0:21:34Dave plans the best way to deploy the team.

0:21:35 > 0:21:38I think it's this white house coming up on this corner.

0:21:38 > 0:21:41AJ's identified it as being on the corner of the main road

0:21:41 > 0:21:44and suggested our best plan might be to get round to the back

0:21:44 > 0:21:48or the side of the address, where there might be any exits out the back.

0:21:50 > 0:21:54PCSO Sean Casson joins Dave going in at the front,

0:21:54 > 0:21:58while the others block off the potential escape route.

0:22:08 > 0:22:12With no response, and no sign of life behind the closed curtains,

0:22:12 > 0:22:14the police seem to be drawing a blank.

0:22:14 > 0:22:15Anybody there, Sean?

0:22:15 > 0:22:18- It's definitely the right address. - Yeah.

0:22:18 > 0:22:23Shame to come all this way and not get anything from it, ain't it? One way or another.

0:22:24 > 0:22:27But just then, there's a noise round the back.

0:22:30 > 0:22:33No man here, unfortunately. It's a dog.

0:22:35 > 0:22:39More a pooch looking to be pampered than a guard dog.

0:22:39 > 0:22:42The animal offers a little light relief for the team.

0:22:45 > 0:22:49And it would seem a little light relief for the dog is in order too.

0:22:49 > 0:22:52He peed all over your foot.

0:22:54 > 0:22:56He peed all over his foot.

0:22:56 > 0:22:59Perhaps Sean should've taken heed of the warning sign.

0:23:04 > 0:23:05A bit overexcited, I think.

0:23:05 > 0:23:08Empty-handed, the police are going to have to come back.

0:23:08 > 0:23:11But tomorrow is another day.

0:23:11 > 0:23:14There's certainly signs the male we are looking for is at this address.

0:23:14 > 0:23:17There's a photograph of him.

0:23:17 > 0:23:19Rather than the leave a note or do enquiries with neighbours,

0:23:19 > 0:23:24we'll keep it under our hats and look to try again another time.

0:23:26 > 0:23:29Later, we rejoin the team for their return visit and see

0:23:29 > 0:23:32if this time they get the result they're looking for.

0:23:37 > 0:23:40For many people a dog is a man's best friend.

0:23:40 > 0:23:43But be warned, the number of people admitted to hospital due to

0:23:43 > 0:23:46dog bites has risen in the last five years.

0:23:46 > 0:23:49For me, all dogs are dangerous,

0:23:49 > 0:23:50you know what I mean?

0:23:50 > 0:23:54There's no one dog that's a dangerous dog and that dog...

0:23:54 > 0:23:57It all depends the mood they are in, you see?

0:23:57 > 0:23:59They've got teeth for a reason.

0:23:59 > 0:24:02Yeah, you see, not being stereotypical,

0:24:02 > 0:24:05but people walking around in their trackies and like...

0:24:05 > 0:24:09Having the pit bull and "Don't come over to me."

0:24:09 > 0:24:12It's just like, you shouldn't really use a dog...

0:24:12 > 0:24:14No, a dog is a pet, not an item.

0:24:14 > 0:24:16And it's all about the way they're brought up.

0:24:16 > 0:24:17Because of that stereotype,

0:24:17 > 0:24:21people assume all pitbulls are horrible, when they're not.

0:24:21 > 0:24:22They're lovely dogs.

0:24:22 > 0:24:29- They're lovely, but it's just cos people give them that name, in a sense.- Just stereotyping them.

0:24:29 > 0:24:31More than 200,000 people a year are estimated to be

0:24:31 > 0:24:34bitten by dogs in England alone,

0:24:34 > 0:24:39with the annual cost to the NHS of treating such injuries around £3 million.

0:24:39 > 0:24:44In Humberside, the neighbourhood team have their very own specialist dog officer,

0:24:44 > 0:24:49Gareth Walker, to investigate reports of so-called dangerous dogs.

0:24:49 > 0:24:55But the team also take very seriously any reported incidents of dogs biting the public.

0:24:55 > 0:24:58Today, Paul and Dave are paying a visit to a woman whose dog has

0:24:58 > 0:25:01bitten someone whilst tied up outside a supermarket.

0:25:01 > 0:25:03She's failed to appear before court,

0:25:03 > 0:25:07so it's time to go and collect her so she can face the magistrate.

0:25:07 > 0:25:09We haven't had a response from this address yet,

0:25:09 > 0:25:12and was met with no reply. All we got was a dog barking.

0:25:12 > 0:25:17So we're going to go down there again, give it a knock and we'll go from there.

0:25:17 > 0:25:19In terms of effecting entry to the address,

0:25:19 > 0:25:22in a concern for a welfare point of view,

0:25:22 > 0:25:25I would certainly like to speak to some of the other neighbours

0:25:25 > 0:25:26first to see if they've seen her.

0:25:26 > 0:25:28If she's been seen in the last couple of days, then it would

0:25:28 > 0:25:32suggest that she knows she's wanted and she's trying to avoid us.

0:25:32 > 0:25:34Today, Dave and Paul are armed with a warrant

0:25:34 > 0:25:38and the equipment to break down the door, if needs be.

0:25:38 > 0:25:42Have you seen the woman who lives in there recently?

0:25:42 > 0:25:45- She's been out this morning? Is she in now?- I don't know.

0:25:45 > 0:25:48You haven't seen her come back? Cheers.

0:25:48 > 0:25:52With a new court appearance scheduled, it's time for the

0:25:52 > 0:25:55woman to face up to the charge that her dog has bitten someone.

0:25:55 > 0:25:57Lesley, it's the police.

0:25:59 > 0:26:02You need to come and answer the door now.

0:26:04 > 0:26:06Rather than go straight in with the big red key,

0:26:06 > 0:26:09police take a gentler approach.

0:26:09 > 0:26:12But when Sean Casson spots the woman behind her curtains,

0:26:12 > 0:26:15Dave wonders if there's a reason why she's not answering.

0:26:15 > 0:26:17I wouldn't say she was hiding, but she's not...

0:26:17 > 0:26:20Can we knock on the window to let her know that we're there?

0:26:20 > 0:26:23- Because I'm just wondering if she's got hearing issues.- She might have.

0:26:23 > 0:26:26Lesley, you need to open the door cos we're going to have to put it through.

0:26:26 > 0:26:28We know you're in there because we've seen you.

0:26:28 > 0:26:33If you can hear me, come and answer it. It's the police.

0:26:33 > 0:26:36With no joy from the woman inside, Sean fetches a ladder.

0:26:36 > 0:26:40If he can get her attention, maybe he can encourage her to cooperate.

0:26:44 > 0:26:46She's just knelt on the floor looking at something.

0:26:46 > 0:26:49- She is moving, isn't she? - Yeah, she's moving about.

0:26:49 > 0:26:52Options exhausted and warnings unheeded,

0:26:52 > 0:26:54it's time now for a more direct approach.

0:26:59 > 0:27:01It's not having it at all.

0:27:05 > 0:27:09When the composite door absorbs the shock and holds fast,

0:27:09 > 0:27:13the police trade up to a two-man ram, but the going's still tough.

0:27:18 > 0:27:20She's having none of it, so...

0:27:20 > 0:27:23She's just burying her head in the sand, isn't she? Literally.

0:27:23 > 0:27:28With the locks not budging, it's time for a bit of strategic panel bashing.

0:27:28 > 0:27:31Lesley, come to the door now.

0:27:33 > 0:27:36Otherwise your door is going to be ruined.

0:27:41 > 0:27:44A helpful key left in the lock solves the problem.

0:27:49 > 0:27:52Lesley. Police, we're coming in. Stay where you are.

0:27:52 > 0:27:56Just open the door and see how the dog reacts before you go in.

0:27:56 > 0:27:59Hello? Hello?

0:27:59 > 0:28:00Lesley, it's the police.

0:28:00 > 0:28:04- Firstly, why didn't you answer the door?- Well...- This is the third day in a row now we've been.

0:28:04 > 0:28:07- We've asked you kindly to come to the door.- I've been out as well.

0:28:07 > 0:28:10- Right, but you haven't been out this morning, have you?- Not yet.

0:28:10 > 0:28:14We've been stood outside for nearly half an hour and we've pleaded with you to come to the door.

0:28:14 > 0:28:16We've identified ourselves as the police, haven't we?

0:28:16 > 0:28:18- What, with him barking... - Come on, Lesley.

0:28:18 > 0:28:22We've shouted long enough and loud enough. My colleagues have seen you through there.

0:28:22 > 0:28:25The woman protests that she hasn't heard the police

0:28:25 > 0:28:26because her dog's been barking.

0:28:26 > 0:28:30The bottom line is you're going to have to come to court this morning.

0:28:30 > 0:28:31You obviously can't bring him with you.

0:28:31 > 0:28:35The woman refuses to leave her dog unless it's properly cared for.

0:28:35 > 0:28:37I can't leave him.

0:28:37 > 0:28:40- You have to, Lesley. As long as he's got water.- You put him in a kennel.

0:28:40 > 0:28:42I can't put them in a kennel, no.

0:28:42 > 0:28:44But there'll be no kennel for this canine.

0:28:44 > 0:28:46You're only going to be gone a couple of hours.

0:28:46 > 0:28:49Now, your front door now is destroyed and needs boarding up.

0:28:49 > 0:28:52- Two of our colleagues will be standing with that.- Please don't let anybody get in my house.

0:28:52 > 0:28:56Two of our colleagues will be standing there until your address is made secure.

0:28:56 > 0:28:59Once it's made secure we'll have another key for you. In the meantime,

0:28:59 > 0:29:02they'll keep one eye on the dog. All he needs to do is stay in there.

0:29:02 > 0:29:05Just put him in there now, please.

0:29:05 > 0:29:10The dog is removed to another room, though the hamsters can stay put.

0:29:10 > 0:29:13Come on, Lesley, you need to go now. Lesley.

0:29:13 > 0:29:14Lesley, the reason I'm arresting you is

0:29:14 > 0:29:17- so we can take you to court, all right?- Not even to say...

0:29:17 > 0:29:21- You're not allowed to anyway. - Come on, then. Come on.

0:29:23 > 0:29:25Don't let him go, please.

0:29:27 > 0:29:30As the court is not yet open, the woman is taken to the station.

0:29:30 > 0:29:33I don't believe she has any issues with her hearing.

0:29:33 > 0:29:36She communicated with us perfectly well while we were talking to her.

0:29:36 > 0:29:39She'd have been able to hear us banging on the windows and doors

0:29:39 > 0:29:42and certainly when we started hitting the door with the ram,

0:29:42 > 0:29:44she would have been aware that was happening.

0:29:44 > 0:29:47She's obviously just thought that if she ignores us, we'll go away

0:29:47 > 0:29:50and I'm sure when we've been on previous occasions, she's probably

0:29:50 > 0:29:54been in there but has probably just chosen not to answer the door.

0:29:54 > 0:29:57She was more concerned about the welfare of her animals than

0:29:57 > 0:30:00the fact that she needed to go to court on a fail to appear warrant.

0:30:00 > 0:30:03We've done the best we can. We've got the dog secured in one room.

0:30:03 > 0:30:06There is now two doors between the dog and the hamsters.

0:30:06 > 0:30:09Our colleagues are staying there as well, until the door's secured.

0:30:09 > 0:30:12Hopefully, she won't be more than a few hours at court

0:30:12 > 0:30:16and she can be back home and get back to looking after her pets.

0:30:16 > 0:30:19Under arrest, the woman is required to stay in a cell

0:30:19 > 0:30:21until it's time to go to court.

0:30:21 > 0:30:25But getting her to respond to police requests still isn't easy.

0:30:25 > 0:30:27OK, just pop yourself in.

0:30:27 > 0:30:29Lesley? You have to go in.

0:30:31 > 0:30:32All right.

0:30:32 > 0:30:35Obviously, her life is her animals

0:30:35 > 0:30:38and everything she does is in and around her animals.

0:30:38 > 0:30:42Once we got in and identified who she was,

0:30:42 > 0:30:44she clearly didn't want to leave

0:30:44 > 0:30:47without provisions being made for her animals.

0:30:47 > 0:30:49Which, obviously, we made every attempt to do.

0:30:49 > 0:30:51Finally, appearing in court,

0:30:51 > 0:30:54the woman was instructed to have her dog muzzled

0:30:54 > 0:30:57and on a lead at all times out in public or have it put down.

0:30:57 > 0:31:00She was also required to pay compensation

0:31:00 > 0:31:02to the bite victim of £500.

0:31:09 > 0:31:12Searching for a burglar, police have drawn a blank,

0:31:12 > 0:31:14but it's not over till it's over.

0:31:14 > 0:31:17And a return visit to the house where he's thought to be hiding

0:31:17 > 0:31:18is on the cards once again.

0:31:20 > 0:31:23There's every suggestion that he's at the address

0:31:23 > 0:31:26from what we've seen there through the windows yesterday.

0:31:26 > 0:31:29So, by going nice and early in the morning, hopefully,

0:31:29 > 0:31:31we'll catch him at home.

0:31:31 > 0:31:33To be honest, I can't imagine

0:31:33 > 0:31:36- he's going to be up and about at this time of day.- No.

0:31:36 > 0:31:39Perhaps the early bird will catch the worm.

0:31:40 > 0:31:44Second time around, Dave and the team now know the lie of the land

0:31:44 > 0:31:46and immediately fan out to surround the house.

0:31:54 > 0:31:57But has their early-morning ploy been for nothing?

0:31:57 > 0:31:58HE KNOCKS

0:31:58 > 0:32:01KNOCKING

0:32:02 > 0:32:05Once again, there's movement around the back.

0:32:06 > 0:32:08- Hello.- Have my colleagues gone in?

0:32:08 > 0:32:10The wanted man's grandfather confirms

0:32:10 > 0:32:13that the others are inside and have found their target.

0:32:15 > 0:32:17We've come to the address, knowing the layout of it

0:32:17 > 0:32:19and we've got a surround on it.

0:32:19 > 0:32:22So, we've got all possible exit points covered.

0:32:22 > 0:32:25We've knocked on the door on both sides

0:32:25 > 0:32:26and Sean and Alison have been this side

0:32:26 > 0:32:29and have managed to make contact with the occupants.

0:32:29 > 0:32:32We've found the wanted male inside.

0:32:32 > 0:32:33He's quite calm

0:32:33 > 0:32:35and he's complying with us.

0:32:43 > 0:32:45Fortunately, the man comes quietly.

0:32:45 > 0:32:48And even helps Dave navigate back to the main road.

0:32:48 > 0:32:50- Just follow the road round. - Just follow the road around? OK.

0:32:50 > 0:32:53You're not leading us into an ambush, are you?

0:32:53 > 0:32:57I've been watching Blue Bloods, I've seen what happens.

0:32:59 > 0:33:02Have you been keeping your nose clean since all this?

0:33:02 > 0:33:03- Yeah, yeah.- All right.

0:33:04 > 0:33:07The drive back doesn't take long,

0:33:07 > 0:33:11but the wait in the police yard sure does.

0:33:11 > 0:33:16Just waiting for the G4S prison van to leave the holding area

0:33:16 > 0:33:21and then we can enter and take our prisoner in to get booked in.

0:33:21 > 0:33:25The suspect has previously lived on Bransholme housing estate,

0:33:25 > 0:33:27one of the largest estates in Europe.

0:33:31 > 0:33:33Everything is true about Bransholme.

0:33:33 > 0:33:35Bransholme's one of a kind.

0:33:35 > 0:33:37You still see any of the old lot, then?

0:33:37 > 0:33:41- Don't go there now.- Yeah? You've cut all ties with all that?

0:33:41 > 0:33:42Yeah, I don't go there nowadays.

0:33:42 > 0:33:46From the Bransholme estate to a seaside bungalow,

0:33:46 > 0:33:50the suspect might run, but he can't hide for ever.

0:33:50 > 0:33:52- OK, we are going in.- Thank- BLEEP.

0:33:56 > 0:34:00The man actually seems to be pleased to be taken into custody.

0:34:00 > 0:34:03Wow, that was a long drive.

0:34:05 > 0:34:10But the two long trips were worth it for the neighbourhood team.

0:34:10 > 0:34:14Appearing at Crown Court, the man pleaded guilty to aggravated burglary

0:34:14 > 0:34:17and was sentenced to 12 months behind bars.

0:34:17 > 0:34:20Right, we'll leave you, then. See you later.

0:34:25 > 0:34:28The police have been challenged by the public to make the streets

0:34:28 > 0:34:32a safer place and the neighbourhood teams are there to ensure

0:34:32 > 0:34:33that whatever the problem,

0:34:33 > 0:34:37a satisfactory resolution can be achieved.

0:34:39 > 0:34:40The Community Reassurance Team,

0:34:40 > 0:34:42headed up by Sergeant Mick Stephenson,

0:34:42 > 0:34:45are the neighbourhood police's go-to guys

0:34:45 > 0:34:48when a problem requires some hard action to resolve it.

0:34:50 > 0:34:52This specialist unit has spearheaded

0:34:52 > 0:34:55the war against drug dealers in Hull city centre.

0:34:57 > 0:35:01Today, however, the team have a handful of warrants to take care of.

0:35:01 > 0:35:04Not to take down drug dealers,

0:35:04 > 0:35:06but to round up wanted men.

0:35:06 > 0:35:08Team leader Mick Stephenson

0:35:08 > 0:35:12is on the trail of one particularly slippery customer.

0:35:12 > 0:35:15He's wanted on a couple of failed-to-appear warrants

0:35:15 > 0:35:17in different parts of the country.

0:35:17 > 0:35:19And, adding insult to injury,

0:35:19 > 0:35:23his girlfriend's accused him of taking her mobile phone

0:35:23 > 0:35:26the morning after their Valentine's Day date.

0:35:26 > 0:35:29Basically, the allegation is that he's met a girl

0:35:29 > 0:35:35on three or four occasions, and on the fourth occasion,

0:35:35 > 0:35:39he stayed over in her flat and when he's left, so has her mobile phone.

0:35:39 > 0:35:42So, that allegation will be put to him during the interview.

0:35:42 > 0:35:44Arriving at the place where the man lives,

0:35:44 > 0:35:48Mick leads the way, hoping to use an element of surprise to catch him.

0:36:08 > 0:36:09Police!

0:36:10 > 0:36:13Just watch that window. Watch that window.

0:36:14 > 0:36:16- What- BLEEP?

0:36:16 > 0:36:20Cos you're wanted. Just listen to me, first of all, mate.

0:36:20 > 0:36:21- I would appreciate...- All right.

0:36:21 > 0:36:24Listen to what I'm going to tell you, you're under arrest...

0:36:24 > 0:36:27- What for?- ..on suspicion of theft. - Theft of what?

0:36:27 > 0:36:30- Theft of a mobile phone, OK? - Theft of a mobile phone?

0:36:30 > 0:36:33Yes, you're under arrest for the theft of a mobile phone.

0:36:33 > 0:36:35You don't have to say anything...

0:36:35 > 0:36:37The suspect has become a regular chatterbox.

0:36:37 > 0:36:40Hardly giving the team a chance to think about the challenge in hand.

0:36:40 > 0:36:42Theft of a mobile phone?

0:36:42 > 0:36:43Yeah, there are some other issues

0:36:43 > 0:36:45but those are the issues we'll have to deal with.

0:36:45 > 0:36:48Yet, there is a few of them, failure to disperse,

0:36:48 > 0:36:49public order, blah-blah-blah.

0:36:49 > 0:36:53There is a whole list of things this man is alleged to have done.

0:36:55 > 0:36:58But whatever the rights and wrongs of them,

0:36:58 > 0:37:00he's failed to surrender to his bail.

0:37:01 > 0:37:04Have you got anything in your pockets that you shouldn't have?

0:37:04 > 0:37:07Yeah, I've got loads of needles! No, I am only joking.

0:37:07 > 0:37:09- I got nowt.- It's all right. Don't worry.

0:37:09 > 0:37:11No offence, but as you've got blood on your hands,

0:37:11 > 0:37:14I'm still going to put some gloves on, all right?

0:37:14 > 0:37:16Cushty, bro, honestly.

0:37:16 > 0:37:19The punched door explains the man's bleeding hands.

0:37:19 > 0:37:23And he confesses to just having had a row with a mate's girlfriend.

0:37:23 > 0:37:25Women. No good, are they?

0:37:26 > 0:37:28I don't know what you're looking for, mate.

0:37:28 > 0:37:31- I'm looking for the phone. - You'll find it on eBay...

0:37:31 > 0:37:35But still, he tries to excuse the reason he missed his court hearing.

0:37:35 > 0:37:36I've never missed court before.

0:37:36 > 0:37:39When I've been wanted, I've always handed myself in.

0:37:39 > 0:37:42- Cos then you get bailed, when you go in.- You do, absolutely.

0:37:42 > 0:37:44So, what happened? You failed to come.

0:37:44 > 0:37:47I've never missed it, but I couldn't get down there.

0:37:47 > 0:37:48Cos I couldn't get to London,

0:37:48 > 0:37:51I thought, "Well, I can go and hand myself in for a public order

0:37:51 > 0:37:54"so they can keep me in cells for two days

0:37:54 > 0:37:57"then drive me all the way to London, wasting the taxpayers' money

0:37:57 > 0:37:59- "when I can't get myself down there."- Put these on.

0:37:59 > 0:38:02Mick has heard it all before and his claims fall on deaf ears.

0:38:02 > 0:38:04But despite having the cuffs on,

0:38:04 > 0:38:06the chatterbox keeps on talking and talking.

0:38:06 > 0:38:09I was about to go out about 15 minutes before you came, mate,

0:38:09 > 0:38:11but Sam Smith come on. I should have gone out.

0:38:11 > 0:38:15I'll never stay in again for music, I've learned my lesson now.

0:38:16 > 0:38:20The suspect is carted off to custody but remains remarkably upbeat.

0:38:25 > 0:38:28Famous last words that he won't be here.

0:38:28 > 0:38:29And in the back of the van,

0:38:29 > 0:38:33the suspect is finding time to see the positive side of things.

0:38:36 > 0:38:39I'm glad I'm going there.

0:38:39 > 0:38:41I can start afresh now and I can get on with my life and that.

0:38:41 > 0:38:43And he has a lot more time

0:38:43 > 0:38:45to think about getting his life back on track

0:38:45 > 0:38:48as he's about to be banged up for the night.

0:38:54 > 0:38:57At least Mick's relieved that shutting the door

0:38:57 > 0:38:59has managed to shut the lad up.

0:39:00 > 0:39:02I was only here two days ago...

0:39:02 > 0:39:04INDISTINCT

0:39:04 > 0:39:06The man hadn't stolen his date's phone.

0:39:08 > 0:39:10But for committing a public order offence

0:39:10 > 0:39:13and failing to surrender to his bail,

0:39:13 > 0:39:14he was fined £50.

0:39:18 > 0:39:20The neighbourhood police team can never be sure

0:39:20 > 0:39:22what sort of job they can be called to,

0:39:22 > 0:39:26and today, Karen has a case of someone with some truly bare cheek.

0:39:26 > 0:39:29She said that she saw him reveal his buttocks.

0:39:29 > 0:39:31And possibly...

0:39:32 > 0:39:36..um, possibly he's wiggling his belly, or...

0:39:36 > 0:39:38his penis.

0:39:38 > 0:39:41Joining Karen is a local housing officer.

0:39:43 > 0:39:47We've had a report early on last week that a male from this property

0:39:47 > 0:39:50has done some indecent exposure.

0:39:50 > 0:39:53I kegged someone with the door open and that's the indecent exposure.

0:39:53 > 0:39:56"Kegged someone"? Had you mean, "kegged someone"?

0:39:56 > 0:39:58I pulled his trousers down.

0:39:58 > 0:40:00Sort of like that, I went...

0:40:00 > 0:40:02What, with the door open? Your front door?

0:40:02 > 0:40:04Yeah, the front door open. Kegged someone.

0:40:04 > 0:40:07Obviously, there is children in the street, playing.

0:40:07 > 0:40:11So, it is not really advisable to do that sort of thing.

0:40:11 > 0:40:13Oh, I'll remember not to.

0:40:13 > 0:40:16- Did he do anything else at all? - Not at all. That's ridiculous.

0:40:16 > 0:40:18He didn't jiggle his belly, or...

0:40:18 > 0:40:20play with any of his genital area?

0:40:20 > 0:40:21Right, OK.

0:40:21 > 0:40:23We appreciate your time

0:40:23 > 0:40:26but take on board the words of advice from Karen and myself

0:40:26 > 0:40:28and hopefully, we'll have no need to be back at your door.

0:40:28 > 0:40:33The incident is logged in case it happens again.

0:40:33 > 0:40:35Basically, he was stood here,

0:40:35 > 0:40:38and I just thought it'd be funny to pull his pants, and I did.

0:40:38 > 0:40:40And it was funny at the time.

0:40:44 > 0:40:47Mick Davison's been in the police force long enough

0:40:47 > 0:40:50to see genuine changes in the community he serves.

0:40:50 > 0:40:53This area was quite a bad area.

0:40:53 > 0:40:56Certainly, ten years ago, when I was policing this area previously,

0:40:56 > 0:41:01we had lots of issues with, you know, mainly from young kids.

0:41:01 > 0:41:04You know who were stealing cars, antisocial behaviour.

0:41:04 > 0:41:08It warms the heart that the area has improved for the better.

0:41:08 > 0:41:11But just when you think real progress is being made,

0:41:11 > 0:41:14a setback can be waiting right around the corner.

0:41:14 > 0:41:17Oh! Dearie me...

0:41:17 > 0:41:19I don't quite know what he's doing.

0:41:21 > 0:41:24Getting closer, Mick's demands for an explanation

0:41:24 > 0:41:27are met with a surprising degree of enthusiasm.

0:41:27 > 0:41:30- And what exactly is all that about then?- Hey, look at this!

0:41:30 > 0:41:34- What exactly are you doing? - Photography club.

0:41:35 > 0:41:38Do you think it may have been a tad dangerous to do that?

0:41:38 > 0:41:40What is it exactly you were spinning around?

0:41:40 > 0:41:42An egg whisk in a bit of wire wool.

0:41:42 > 0:41:45- So, something that you've made yourself?- Yeah, yeah.

0:41:45 > 0:41:48- You're doing it because it's a photography club?- That's right, yes.

0:41:48 > 0:41:50Do you want to show me the pictures, then? Let's have a look.

0:41:50 > 0:41:52Yeah, you should.

0:41:54 > 0:41:57Yeah, it's very pretty and I can see what you were doing but...

0:41:58 > 0:42:00You're still in a public place

0:42:00 > 0:42:03and you're still flinging around something

0:42:03 > 0:42:05which could catch fire, or, you know?

0:42:05 > 0:42:06What precautions had you taken

0:42:06 > 0:42:08to make sure that nobody's going to injured?

0:42:08 > 0:42:11We've got a pair of goggles. Pair of goggles.

0:42:11 > 0:42:13Is there any reason why you've come here to do it?

0:42:13 > 0:42:15Just because we thought this was a safe place.

0:42:15 > 0:42:17OK, yeah.

0:42:17 > 0:42:20The only thing I have an issue with is you being hurt by it,

0:42:20 > 0:42:23and, potentially, another member of the public being hurt by it.

0:42:23 > 0:42:26- Have you finished now? Is that it? - Yes, finished now.

0:42:26 > 0:42:28Can I suggest, if you're going to do it again,

0:42:28 > 0:42:29try and find somewhere in private to do it.

0:42:29 > 0:42:31I'm driving around in my van and I thought

0:42:31 > 0:42:34you were kids messing around setting fire to fireworks.

0:42:34 > 0:42:36- Thank you. - All right, no problem. OK.

0:42:37 > 0:42:39As we came around the corner,

0:42:39 > 0:42:42we saw what can only be described as an enormous Catherine wheel

0:42:42 > 0:42:48and somebody clearly flinging this ignited bottle around!

0:42:48 > 0:42:50I do have an issue with what they're doing

0:42:50 > 0:42:53cos it is effectively pyrotechnics in a public place.

0:42:53 > 0:42:55But, hopefully, they will be left with a good impression

0:42:55 > 0:42:59that I've seen the funny side of it and I have given them some advice

0:42:59 > 0:43:00and they're really pleasant people.
