0:01:58 > 0:02:02of crime and how to limit the chances of becoming a victim of it.

0:02:02 > 0:02:05And it's an approach that has paid dividends.

0:02:08 > 0:02:11In the olden days, you wouldn't have expected the police to get

0:02:11 > 0:02:14involved in a dispute between neighbours,

0:02:14 > 0:02:15but things have changed

0:02:15 > 0:02:18and the neighbourhood teams have become well versed at mediating

0:02:18 > 0:02:21when a slanging match develops across the garden fence.

0:02:21 > 0:02:22I know friends of mine

0:02:22 > 0:02:25who have got major problems sometimes with their neighbours.

0:02:25 > 0:02:27If you live in a flat

0:02:27 > 0:02:31and you've got some weirdo who is playing drugged-up heavy bass music

0:02:31 > 0:02:34at four o'clock every morning, it's not a lot of fun,

0:02:34 > 0:02:36really, not a lot of fun.

0:02:36 > 0:02:40And I suppose the answer is to move, but it seems unfair.

0:02:40 > 0:02:45Other neighbours I've had in the past have been slightly different,

0:02:45 > 0:02:48where they go out of their way to be awkward,

0:02:48 > 0:02:50and also domestic disputes.

0:02:50 > 0:02:53The police having to deal with them, is, in my eyes, ridiculous,

0:02:53 > 0:02:57because that shouldn't be something they should be involved in,

0:02:57 > 0:02:59but if someone's getting hurt, then of course.

0:02:59 > 0:03:03But I've seen police just having to go to people's houses cos of a disagreement that's heated.

0:03:03 > 0:03:07- My neighbours are all right. - I've got lovely neighbours. I can't complain. Lovely neighbours.

0:03:07 > 0:03:10In fact, one of my neighbours is actually an ex-police officer.

0:03:30 > 0:03:33a pair of neighbours who are at loggerheads.

0:03:34 > 0:03:38A track that acts as a right of way to several properties,

0:03:38 > 0:03:42including theirs, is also lined by a hedgerow and a fence.

0:03:42 > 0:03:46The two men have fallen out about who can use the right of way

0:03:46 > 0:03:50and exactly where the dividing line between their properties is.

0:03:51 > 0:03:54So, trees, I've dealt with those sort of issues before.

0:03:54 > 0:04:00I know a little bit about trees. Boundary lines... Way over my head.

0:04:00 > 0:04:04The dispute has been going on for over two years.

0:08:26 > 0:08:28When we first came, the hedge came out to beyond my car

0:08:30 > 0:08:34If you look at that, there's no growth at this side whatsoever.

0:08:34 > 0:08:38So he tried to simulate that the centre of the hedge was

0:08:38 > 0:08:43further over than what it actually was, but I've pipped him at the post

0:08:43 > 0:08:46by cutting the hedge back. That's when he started...

0:08:46 > 0:08:48That's when the argument first started and I said

0:09:14 > 0:09:18If we pass each other at the bottom, he'll pull up

0:09:18 > 0:09:22and just stare at the wife, or stare at me, and anybody that is

0:09:22 > 0:09:26coming to the house. He's just sat glaring at you, intimidating you.

0:09:26 > 0:09:28The day that we put this fence up,

0:09:28 > 0:09:31that night she turned her lights off, he turned his off,

0:09:31 > 0:09:32it were all...

0:09:32 > 0:09:36When he was grinning at me, he was taking pictures, so I waved at him.

0:09:36 > 0:09:40And the next day, police came up, he told them that I'd stuck two fingers

0:09:40 > 0:09:43up at him and shouting and bawling at him.

0:09:43 > 0:09:46There were these two or three almighty bangs and it were him.

0:09:46 > 0:09:49With emotions running this high, the neighbourhood team

0:09:49 > 0:09:52are keen for this neighbourhood dispute to be brought to

0:09:52 > 0:09:56a swift end that can enable both parties to move on from this

0:09:56 > 0:09:59unfortunate set of incidents that have blighted them.

0:09:59 > 0:10:02Both men remain in a confident mood.

0:10:02 > 0:10:03There is no way round it.

0:10:03 > 0:10:05It's written in the deeds

0:10:05 > 0:10:08and that's where the saying comes from, "in deed".

0:10:45 > 0:10:49So-called legal highs have been making headlines.

0:10:50 > 0:10:54Many of these lab-manufactured powders aim to simulate

0:10:54 > 0:10:57the effect of drugs such as ecstasy.

0:10:57 > 0:10:59Whilst they may not be banned,

0:10:59 > 0:11:02many of these uncontrolled substances are toxic.

0:11:02 > 0:11:07Legal highs are a big problem, not just in our city,

0:11:07 > 0:11:08throughout the country.

0:11:08 > 0:11:11And one of the big challenges with dealing with them

0:11:11 > 0:11:17is that their composition can be altered chemically

0:11:17 > 0:11:22ever so slightly, and what happens is that governments are always playing

0:11:22 > 0:11:27catch-up if they try and actually classify them as illegal.

0:11:27 > 0:11:29So people can get round that.

0:11:29 > 0:11:33And the use of them to get a quick fix can be devastating.

0:11:35 > 0:11:37I think it's £5 a bag for a legal high

0:11:37 > 0:11:40and by the end of it, you end up in hospital.

0:11:40 > 0:11:43I think there should definitely be an age limit where you've got to

0:11:43 > 0:11:48be at least maybe 20, or over 20, to buy these drugs, because people,

0:11:48 > 0:11:4915-year-olds, are buying them,

0:11:49 > 0:11:52and they're really hurting themselves from them

0:11:52 > 0:11:54because they don't know the effects of it.

0:11:54 > 0:11:57Over 60 people died in the UK last year alone.

0:11:57 > 0:12:00Many more suffered kidney, liver and brain damage,

0:12:00 > 0:12:03all as a result of legal highs.

0:12:03 > 0:12:05Dealing with the dangerous effects these substances

0:12:05 > 0:12:08have on people is a problem the neighbourhood team are now

0:12:08 > 0:12:11confronting on the streets on a daily basis.

0:12:11 > 0:12:14Today, in Hull city centre, a man has been spotted banging his head

0:12:14 > 0:12:17repeatedly in a telephone box.

0:14:51 > 0:14:57which makes them do unusual, strange things, and it is very dangerous.
