0:02:02 > 0:02:08So, today is about a proactive response to some of the issues

0:02:08 > 0:02:11that we're trying to deal with on the estate.

0:02:11 > 0:02:16Any potential issues, drug deals, antisocial behaviour,

0:02:16 > 0:02:17anything of that ilk.

0:02:19 > 0:02:23And it isn't long before the sarge spots a familiar face.

0:05:31 > 0:05:34he finds more amphetamines stashed in the man's sock.

0:05:39 > 0:05:41Mark's been searched whilst in custody

0:05:41 > 0:05:45and been found in possession of more white, wet powder,

0:05:45 > 0:05:48which we believe to be amphetamine, so he's been processed -

0:05:48 > 0:05:52fingerprints, photographs, DNA - and he's now been placed in cells.

0:05:52 > 0:05:55Happy with the result today so far.

0:05:55 > 0:05:58Just fingers crossed everything goes well from here on.

0:06:02 > 0:06:05In total, the dealer was found with three bags of amphetamines

0:06:05 > 0:06:11with a combined street value of almost £2,000 and a set of scales.

0:06:11 > 0:06:15At court, he pleaded guilty of possession with intent to supply

0:06:15 > 0:06:21and was jailed for six months. He was also given fines totalling £980.

0:06:21 > 0:06:23Thanks to the sarge's sharp eyes,

0:06:23 > 0:06:27a large quantity of drugs is taken off his patch.

0:06:27 > 0:06:29The Bournville Estate's a safer place,

0:06:29 > 0:06:32all because of good community policing.

0:06:38 > 0:06:42Bath is renowned around the world for its beauty.

0:06:42 > 0:06:44A UNESCO World Heritage Site,

0:06:44 > 0:06:48visitors have flocked to the city since Roman times.

0:06:48 > 0:06:53Now millions visit every year to see its famous Georgian architecture

0:06:53 > 0:06:55and Bath stone buildings,

0:06:55 > 0:06:59but the very fabric of the city is being damaged.

0:07:00 > 0:07:05A spate of graffiti has seen ancient buildings defaced by tagging,

0:07:05 > 0:07:09where vandals spray their nicknames on walls.

0:07:09 > 0:07:12They seem to think anything is fair game

0:07:12 > 0:07:16and there's one name that comes up again and again.

0:07:16 > 0:07:19Looking at the actual tag itself, this one

0:07:19 > 0:07:21pans out as, "Cruel".

0:07:21 > 0:07:25The C, the R, the U-E-L.

0:07:25 > 0:07:30This graffiti matches a lot of others Roger Parker's found around town.

0:07:30 > 0:07:34There's a Cruel tag with some offensive language underneath it

0:07:34 > 0:07:38and this is 20 yards away from where young children play.

0:07:38 > 0:07:40This guy's got no morals.

0:07:40 > 0:07:44In this very park, a woman confronted this shameless vandal,

0:07:44 > 0:07:45known as Cruel.

0:07:45 > 0:07:49She's scared enough to want to remain anonymous.

0:07:49 > 0:07:53In front of me was a bloke who was actually aerosol-ing on the walls.

0:07:53 > 0:07:55He said, "This is my tag

0:07:55 > 0:07:58"and my aim is to get 100 of these around Bath."

0:07:58 > 0:08:03He was very proud that he had tagged another wall. I was disgusted.

0:08:03 > 0:08:06Hopefully we'll be catching this guy fairly soon.

0:08:06 > 0:08:08Each and every bit of graffiti is photographed

0:08:08 > 0:08:11and filed away before it's removed.

0:08:11 > 0:08:14The police now have thousands catalogued.

0:08:17 > 0:08:19how many Cruel tags he can find.

0:08:20 > 0:08:25We've got stuff from 2008, right up to the end of April this year.

0:08:27 > 0:08:31Roger is shocked at the scale of this guy's destruction.

0:08:31 > 0:08:34I think, because it's spread quite widely over the city,

0:08:34 > 0:08:37it's only when you get a particular crime,

0:08:37 > 0:08:39where you maybe get a member of public who says,

0:08:39 > 0:08:43"It's happened to me," that you then say, "Right, let's have a little look round the city,"

0:08:43 > 0:08:47and see if you can marry up the tag around the city.

0:08:47 > 0:08:51This tagger is clearly one of Bath's worst vandals.

0:08:51 > 0:08:55He's caused thousands of pounds of damage to precious buildings.

0:08:55 > 0:08:58But before Roger can get on with his investigation,

0:08:58 > 0:09:00he gets called to a local business.

0:09:00 > 0:09:03Cruel has struck again.

0:09:45 > 0:09:50Each year, Bath Council alone spends £30,000 cleaning up graffiti,

0:09:50 > 0:09:54all money that comes from people's council tax and business rates.

0:09:54 > 0:09:57Inside, the owner's not happy.

0:09:57 > 0:10:00We bought this unit in the first place cos it's brand-new,

0:10:00 > 0:10:03nice Bath stone front, so first impressions are very important

0:10:03 > 0:10:06and the fact that we've now got graffiti on the building

0:10:06 > 0:10:09is a bad first impression for us.

0:10:09 > 0:10:13Roger's determined to catch one of Bath's most notorious vandals,

0:10:13 > 0:10:14and coming up later...

0:10:14 > 0:10:16And there's our man.

0:10:16 > 0:10:18And there, he's spray-painting.

0:10:18 > 0:10:20..he gets the break he needs.

0:10:25 > 0:10:30Drugs cause huge problems for every community.

0:10:30 > 0:10:31Dealers only care about profit

0:10:31 > 0:10:35and will keep selling to addicts as long as they have the money.

0:10:35 > 0:10:38Those addicts then turn to crime to fund their addictions,

0:10:38 > 0:10:41often targeting their own neighbourhoods.

0:10:43 > 0:10:46Police take a zero tolerance policy on the drugs trade

0:10:46 > 0:10:48and the crimes that fuel it.

0:10:50 > 0:10:53Back on the Bournville, Russ Millier has had another busy morning.

0:10:55 > 0:10:58We've had a job come in overnight whereby a member of public

0:10:58 > 0:11:03has disturbed somebody trying to get into his neighbour's garage.

0:11:03 > 0:11:07Next-door to that garage, a car window has been smashed

0:11:07 > 0:11:08and CDs stolen.

0:11:08 > 0:11:11This happened less than 100 metres from where Russ caught

0:11:11 > 0:11:13the amphetamines dealer.

0:11:13 > 0:11:15At the moment,

0:11:15 > 0:11:18you're under arrest on suspicion of possession of a controlled drug.

0:11:18 > 0:11:23The worry is, this crime could be someone stealing to feed their habit.

0:11:23 > 0:11:24Russ already has a lead -

0:11:24 > 0:11:27footage from a neighbour's surveillance camera.

0:11:27 > 0:11:30So, from the CCTV, you'll see our suspect just stood

0:11:30 > 0:11:33behind this vehicle up here.

0:11:40 > 0:11:42and you'll see where he's gone into one of the gardens.

0:12:24 > 0:12:29He's just been charged with nine offences of a similar nature,

0:12:29 > 0:12:31including burglaries.

0:12:31 > 0:12:33He's on bail with quite strict conditions,

0:12:33 > 0:12:36one of them being a curfew to stay at his home address

0:12:37 > 0:12:41This guy's a menace to his neighbourhood and to his own family.

0:12:41 > 0:12:44When Russ arrives at the house the suspect shares with his mother,

0:12:44 > 0:12:49- he finds her outside at the point of despair.- You all right?

0:16:17 > 0:16:20that doesn't mean they have grown immune to the suffering it can cause.

0:16:24 > 0:16:28it's as a result of having a really bad drug addiction

0:16:28 > 0:16:33and their only thought really is how they're going to get that next hit.

0:16:36 > 0:16:39thinking, "Now my family is suffering."

0:16:39 > 0:16:42It's never at the front of their mind.

0:16:42 > 0:16:45When any addict is taken off the streets, the local crime rate

0:16:45 > 0:16:49will drop, making the estate a little safer.

0:16:49 > 0:16:52Russ' detective work and local knowledge paid off.

0:16:52 > 0:16:55At court, the addict pleaded guilty to the possession of drugs.

0:16:55 > 0:16:58He also admitted six outstanding charges.

0:16:58 > 0:17:02The man was given £245 in fines

0:17:02 > 0:17:06and a 24-week custodial sentence suspended for two years.

0:17:58 > 0:18:06We are off to an address where I believe a shoplifter may be staying.

0:18:06 > 0:18:09The theft from a local store was caught on CCTV.

0:18:09 > 0:18:14Shift manager Jamie Blake deals with shoplifting on a regular basis.

0:18:14 > 0:18:17The other Sunday we had loads of people steal.

0:18:17 > 0:18:21In one day we had three. It was absolutely crazy.

0:18:21 > 0:18:23I don't understand theft, personality.

0:18:23 > 0:18:25I think it's ridiculous. You should pay for it.

0:18:25 > 0:18:29This time, the shoplifter was particularly brazen.

0:18:29 > 0:18:35I was on shift with another girl and I was facing up the store,

0:18:35 > 0:18:38which is when we bring the products forward so it doesn't look messy.

0:18:38 > 0:18:43CCTV shows a man entering the shop in the world's least subtle outfit.

0:18:43 > 0:18:47Less than 30 seconds later, he saunters out without paying

0:18:47 > 0:18:50for the case of lager wedged under his arm.

0:18:50 > 0:18:55And this is one shoplifter who just can't resist showing off.

0:18:55 > 0:18:58Some bloke started shouting. He said, "All right, mate, see you later!"

0:18:58 > 0:19:00I thought, "What's going on?"

0:19:00 > 0:19:03So I went and looked, and the girl I was with said, "He just stole that."

0:19:03 > 0:19:05So I charged out the store.

0:19:05 > 0:19:07I was going to go get it back, but he started running

0:19:07 > 0:19:10and cos I'm fat and he's quite a small bloke...

0:19:10 > 0:19:14He was running. I wasn't going to chase him. I just went, "Maybe not."

0:19:14 > 0:19:18Jen recognised the man from the CCTV immediately.

0:19:18 > 0:19:21He and his brother have both been on her radar for a while.

0:40:52 > 0:40:55but there's nowhere for them to learn how to cycle safely.
