0:00:02 > 0:00:03The friendly, caring bobby

0:00:03 > 0:00:07pounding the beat has always been the hallmark of British policing...

0:00:07 > 0:00:09- Fantastic. - Pleasure's been all mine, my friend.

0:00:09 > 0:00:12..and has even been immortalised on film by the fictional

0:00:12 > 0:00:13Dixon of Dock Green.

0:00:13 > 0:00:14Good evening, all.

0:00:14 > 0:00:16POLICE SIRENS

0:00:16 > 0:00:20Today's neighbourhood police teams continue that tradition.

0:00:20 > 0:00:23But also tackle the root causes of crime head on...

0:00:23 > 0:00:25SMASHING

0:00:25 > 0:00:26..by targeting known hotspots...

0:00:26 > 0:00:28Unlucky.

0:00:28 > 0:00:30..stamping down on antisocial behaviour...

0:00:30 > 0:00:32I'm arresting you for a public order offence.

0:00:32 > 0:00:34..and waging war on illegal drugs.

0:00:34 > 0:00:36I can smell cannabis already.

0:00:36 > 0:00:38In this new series of Neighbourhood Blues,

0:00:38 > 0:00:42we follow the policemen and women of Somerset, as they continue

0:00:42 > 0:00:46their quest to make our streets a safer place.

0:01:00 > 0:01:01Coming up...

0:01:01 > 0:01:05A woman suspected of stealing hits out...

0:01:05 > 0:01:07- BLEEP! - ..and bares her teeth.

0:01:07 > 0:01:09BLEEP!

0:01:09 > 0:01:14PC Russ Millier faces off with a motorist with no respect.

0:01:14 > 0:01:17- The mood I'm in... - Why? What are you going to do?

0:01:17 > 0:01:19- I didn't say anything, did I? - Just as well.

0:01:19 > 0:01:21- What you mean, "just as well"? - Just as well.

0:01:21 > 0:01:24And a massive crackdown in Weston-super-Mare...

0:01:24 > 0:01:25- RADIO:- Strike, strike.

0:01:25 > 0:01:27..flushes out illegal drugs.

0:01:27 > 0:01:29We've got it, in the toilet.

0:01:29 > 0:01:30- Yeah, loads.- Sweet.

0:01:37 > 0:01:40Crime figures are falling and have been for the last 20 years.

0:01:40 > 0:01:42But despite this, people's fear of crime

0:01:42 > 0:01:45and violence is on the increase.

0:01:45 > 0:01:47There is a belief, too, that the police are failing to act

0:01:47 > 0:01:51tough enough on offenders, which is fuelling those fears.

0:01:53 > 0:01:57So, in Somerset, the police are doing something about it,

0:01:57 > 0:02:00with a series of raids targeting serious criminals,

0:02:00 > 0:02:02to help reassure the public.

0:02:05 > 0:02:08Today, in Weston-super-Mare, the neighbourhood team is being

0:02:08 > 0:02:13briefed by an intelligence officer, whose identity needs to be hidden.

0:02:14 > 0:02:17They are about to take part in Operation Amalgamate,

0:02:17 > 0:02:21a huge ongoing police crackdown on serious criminals in the area.

0:02:21 > 0:02:26Amalgamate's been brought together due to the increase in drugs

0:02:26 > 0:02:28and violent offences in Weston-super-Mare.

0:02:28 > 0:02:32Including the drugs offences, there's been an increase in burglary

0:02:32 > 0:02:34and theft-from offences, as well.

0:02:34 > 0:02:37Drug dealing is never a stand-alone issue

0:02:37 > 0:02:42and tends to go hand-in-hand with burglary and antisocial behaviour.

0:02:42 > 0:02:45The intelligence today is as good as we're going to get.

0:02:45 > 0:02:46It's all red hot.

0:02:46 > 0:02:50It is as current as yesterday about where these guys are dealing from.

0:02:50 > 0:02:53Their focus today is on the increasing number

0:02:53 > 0:02:57of out-of-towners who are coming into the area to deal drugs.

0:02:57 > 0:03:00They are a mixture of black and white London males

0:03:00 > 0:03:01and Birmingham males.

0:03:01 > 0:03:05A lot of our intel has come from the community today. They've had enough.

0:03:05 > 0:03:06They really have.

0:03:07 > 0:03:11Five teams of officers are going out to raid six properties.

0:03:11 > 0:03:14And they are prepared for anything.

0:03:14 > 0:03:17Neighbourhood sergeant Colin Batchelor,

0:03:17 > 0:03:20is leading one of the teams whose target is a block of flats.

0:03:20 > 0:03:22We need to get out behind these lot, so get on the van.

0:03:22 > 0:03:24Shaky, come on!

0:03:24 > 0:03:27- You get in and get behind us. - Yeah, right.

0:03:27 > 0:03:29Let's get in, let's go.

0:03:29 > 0:03:32Operations like this give out the message that

0:03:32 > 0:03:35the police are determined to make the town safe

0:03:35 > 0:03:37and drug dealing will not be tolerated.

0:03:41 > 0:03:43Adrenaline is high.

0:03:43 > 0:03:46No-one knows what they are going to be faced with.

0:03:46 > 0:03:50The lead officer radios with last-minute instructions.

0:03:50 > 0:03:54- RADIO:- Amalgamate units, move to your holding areas.

0:03:54 > 0:03:57Let me know as soon as you're there.

0:03:57 > 0:03:59Everyone waits for the command to strike.

0:04:01 > 0:04:02Stand by.

0:04:04 > 0:04:07All ten units from Don's end, strike, strike.

0:04:10 > 0:04:12Colin's team are taking things cautiously,

0:04:12 > 0:04:16in case they are spotted by any suspects in the third-floor flat.

0:04:17 > 0:04:20Luckily, the rear communal door is unlocked.

0:04:26 > 0:04:29Now, they don't hold back.

0:04:29 > 0:04:30BANGING

0:04:31 > 0:04:34- Police!- Police!

0:04:34 > 0:04:38They are through the front door in seconds, quickly finding

0:04:38 > 0:04:42a suspect who, as a precaution, is red dotted with a Taser.

0:04:44 > 0:04:46There's also another lad in the room.

0:04:46 > 0:04:49Gentlemen, morning. Sorry you've had a bit of an early wake-up call.

0:04:49 > 0:04:52You've probably gathered we've got a warrant for the address,

0:04:52 > 0:04:53under the Misuse of Drugs Act.

0:04:53 > 0:04:55What's your name, fella?

0:04:56 > 0:04:59No comment on your name? Well, it's going to be a long day, isn't it?

0:04:59 > 0:05:02- We've got a warrant here to search the premises.- Search them, then.

0:05:02 > 0:05:06- OK?- Search them.- That's why we've come in. Do you understand?

0:05:06 > 0:05:07- I understand, so do it.- Fine, OK.

0:05:07 > 0:05:10- If you understand it, that's great. - Yeah, go on, do what you do, yeah.

0:05:10 > 0:05:14All right, there should be... Where is the tenant, the occupier?

0:05:14 > 0:05:16- Don't know.- You tell me. - He's not here, obviously.

0:05:16 > 0:05:19- You tell me where he is, innit? - That's fine, thank you very much.

0:05:19 > 0:05:22Both guys don't appear to be local,

0:05:22 > 0:05:25so they could be the out-of-towners they are looking for.

0:05:25 > 0:05:28There's also drug paraphernalia lying around.

0:05:33 > 0:05:38While the investigation at the flat continues, and with over 50 officers

0:05:38 > 0:05:42involved in today's operation, more teams are striking their targets.

0:05:43 > 0:05:46Boss, we are in position, about a minute away.

0:05:46 > 0:05:48Strike, strike...

0:05:51 > 0:05:54The red enforcer goes into action.

0:05:56 > 0:05:58- WOMAN YELLS - Come on, Dave, get us in.

0:05:59 > 0:06:01All right, Dave, come away.

0:06:02 > 0:06:05The raid on this house didn't result in any arrests.

0:06:06 > 0:06:10But, having found the remains of possible Class A drugs,

0:06:10 > 0:06:12Colin and HIS team are more hopeful.

0:06:12 > 0:06:15Tell you what, I think the day is going to get better.

0:06:15 > 0:06:17Right, we'll take some photographs.

0:06:17 > 0:06:19Get these two searched.

0:06:25 > 0:06:28The flat's getting a thorough search, too.

0:06:28 > 0:06:31Alice, do you want to take a picture of that, that I've just found

0:06:31 > 0:06:33- on the floor? - And that one, as well.

0:06:33 > 0:06:36A mobile phone is a good find,

0:06:36 > 0:06:39as it could hold the numbers of drugs contacts.

0:06:39 > 0:06:41This was underneath those.

0:06:41 > 0:06:43And a set of scales could have been used

0:06:43 > 0:06:45to weigh out illegal substances.

0:06:48 > 0:06:51All of the Operation Amalgamate raids

0:06:51 > 0:06:54across Weston have been executed.

0:06:54 > 0:06:57And plenty of drugs paraphernalia is turning up.

0:06:57 > 0:06:59Amalgamate is not just about the raids

0:06:59 > 0:07:01on suspected drug dealers, though.

0:07:01 > 0:07:05It's also about reassuring residents in the area,

0:07:05 > 0:07:09which the local police cadets have volunteered to help with.

0:07:09 > 0:07:12Our job is to engage with members of the public.

0:07:12 > 0:07:15If anybody comes up to you and asks what you're doing,

0:07:15 > 0:07:20you're dealing with Operation Amalgamate, drug crime.

0:07:20 > 0:07:23While the cadets head out to leaflet homes,

0:07:23 > 0:07:27at the flat, there's been a spectacular discovery.

0:07:27 > 0:07:30There's actually ten supplies in the toilet.

0:07:30 > 0:07:32We've got it. It's in the toilet. Yeah, loads.

0:07:35 > 0:07:39It's a huge haul of drugs, all bundled up in cellophane

0:07:39 > 0:07:42and found floating in the lavatory.

0:07:52 > 0:07:56Luckily, the team got in quick enough to seize the drugs.

0:07:56 > 0:07:59On the approach we've seen one of the subjects from the address

0:07:59 > 0:08:02at the window. He's been made aware we're coming.

0:08:02 > 0:08:05We've gone bursting up the stairs. Unfortunately for him,

0:08:05 > 0:08:07he tried to flush this down the toilet.

0:08:07 > 0:08:09Probably due to the size of it, it hasn't flushed.

0:08:09 > 0:08:13Getting a large quantity of crack and heroin off Weston's streets

0:08:13 > 0:08:16has left Russ feeling flushed with success.

0:08:16 > 0:08:20Yeah, I'm really pleased with what we've got so far.

0:08:20 > 0:08:24No more drugs were found in the flat, or on the two lads, who,

0:08:24 > 0:08:28it turned out, WERE out-of-towners, from the Midlands.

0:08:28 > 0:08:30They were both arrested on suspicion of possession

0:08:30 > 0:08:33of Class A drugs, with intent to supply...

0:08:33 > 0:08:36- You all right there? - ..and are currently on bail.

0:08:36 > 0:08:38People shouldn't be living here

0:08:38 > 0:08:40concerned about drug-dealing neighbours.

0:08:40 > 0:08:44A secondary message, as opposed to just locking up the dealers, the

0:08:44 > 0:08:48community needs to know why we're doing it, what we're doing it for

0:08:48 > 0:08:51and that we are doing our best to protect them all.

0:08:51 > 0:08:54Colin wastes no time in relaying that message,

0:08:54 > 0:08:56while the cadets leaflet homes with information.

0:08:56 > 0:08:58It's good that you've come up and had a word,

0:08:58 > 0:09:01because then you can hear it from the horse's mouth.

0:09:01 > 0:09:02It's nice to know you're on top of it.

0:09:02 > 0:09:05We're trying. Absolutely. Absolutely.

0:09:05 > 0:09:09We need to show that we are here and that we won't stand for it.

0:09:09 > 0:09:11And that's part of today, through Weston,

0:09:11 > 0:09:14but it isn't just a one-off, it's an ongoing operation.

0:09:15 > 0:09:18There's a couple of streets off, even the surrounding areas,

0:09:18 > 0:09:20so Grasmere, Osborne...

0:09:20 > 0:09:23Colin suddenly gets a call to return to the flat.

0:09:23 > 0:09:28Just redeploying the cadets etc, mate. I'm just around the corner.

0:09:28 > 0:09:32It's his lucky day. The owner of the flat has now turned up.

0:09:32 > 0:09:34Yes, yes. OK.

0:09:34 > 0:09:36So, we have executed a warrant here today,

0:09:36 > 0:09:38in your property. We were a little bit concerned

0:09:38 > 0:09:40- because we didn't know where you were.- Yeah.

0:09:40 > 0:09:42Am I going to get arrested?

0:09:42 > 0:09:44Um, I can't say at this stage.

0:09:44 > 0:09:46I can't say yes or no.

0:09:46 > 0:09:50But Colin was able to give him an answer fairly quickly.

0:09:50 > 0:09:54It was very much nicey, nicey, come on inside. Oh, dear,

0:09:54 > 0:09:57there's some drugs in here. I'm sorry, you're under arrest.

0:09:57 > 0:09:59With almost 100 wraps of cocaine

0:09:59 > 0:10:04and heroin - carrying a street value of up to £1,000 - found in the

0:10:04 > 0:10:08toilet, the man was arrested for possession with intention to supply.

0:10:08 > 0:10:12Ten weeks later, the other two suspects originally

0:10:12 > 0:10:15found in the flat, and who are still on bail,

0:10:15 > 0:10:18were stopped in a nearby street by a plain-clothes intelligence

0:10:18 > 0:10:23officer. One of them was found to have cocaine in his possession.

0:10:23 > 0:10:29So the flat was searched again. This time, the flat owner WAS at home.

0:10:29 > 0:10:32The same gentleman was inside, with more drugs.

0:10:32 > 0:10:36As a result of that he was arrested, charged with the drugs offences,

0:10:36 > 0:10:40and, subsequently, is spending time at Her Majesty's pleasure.

0:10:40 > 0:10:45This time, an even bigger haul of heroin and crack cocaine was found,

0:10:45 > 0:10:48worth almost £7,000.

0:10:48 > 0:10:53Approximately 350 wraps of controlled substances.

0:10:53 > 0:10:57For us, here, it was what I would term as very substantial.

0:10:57 > 0:11:00And so did the courts, as they sentenced him

0:11:00 > 0:11:04to 28 months in prison, which might well be extended when

0:11:04 > 0:11:08the investigation into the drugs found in his toilet is completed.

0:11:08 > 0:11:11Since Operation Amalgamate was launched, there have been

0:11:11 > 0:11:15a total of 33 arrests, with almost half of them

0:11:15 > 0:11:19being out-of-towners from big cities around the UK.

0:11:19 > 0:11:21Almost £1 million-worth of drugs,

0:11:21 > 0:11:26and £750,000 in cash has been seized.

0:11:26 > 0:11:29With this success, the operation is set to continue.

0:11:36 > 0:11:40Being a victim of crime can be extremely traumatic.

0:11:40 > 0:11:42And returning home to discover you've had

0:11:42 > 0:11:47a break-in can be one of the most distressing experiences imaginable.

0:11:47 > 0:11:52But what if an intruder enters your house while you're still at home?

0:11:55 > 0:11:58In Bridgwater, neighbourhood officer Tex Freeman has just

0:11:58 > 0:12:04started his shift and is responding to an emergency 999 call.

0:12:04 > 0:12:06We've got a lady who's phoned up. She's pregnant,

0:12:06 > 0:12:07children in the building, in her flat,

0:12:07 > 0:12:09and some male, who she doesn't know,

0:12:09 > 0:12:13has walked in and she thinks that he is under the influence of drugs.

0:12:13 > 0:12:17The expectant mother is too scared to tackle him

0:12:17 > 0:12:21and if the guy IS on drugs, she, and her children, could be

0:12:21 > 0:12:24at risk, so there's no time to waste.

0:12:26 > 0:12:28SIREN WAILS With their years of experience,

0:12:28 > 0:12:32both officers have learned to expect the unexpected,

0:12:32 > 0:12:35unlike the shocked woman that's called them.

0:12:38 > 0:12:43Surprisingly, the intruder is still here and taking a nap.

0:12:43 > 0:12:44You all right?

0:12:45 > 0:12:47Do you know why we are here?

0:12:47 > 0:12:49It's all right, darling.

0:12:49 > 0:12:50Any idea why we're here?

0:12:51 > 0:12:53You come over here, darling.

0:12:53 > 0:12:55It's not your flat.

0:12:55 > 0:12:57What you doing here, buddy?

0:12:57 > 0:12:59- I tried telling him to go and everything. It's so weird. - You all right?

0:12:59 > 0:13:04He's obviously confused and he's clearly NOT a dangerous intruder.

0:13:04 > 0:13:07Did the girls' breakfast, we were all sat down for breakfast

0:13:07 > 0:13:09and this random guy just decides to walk in!

0:13:09 > 0:13:11- And that's when the police come in. - Yeah.

0:13:11 > 0:13:13He just walked into the kitchen.

0:13:13 > 0:13:16- Whereabouts do you live, buddy? - Um...

0:13:16 > 0:13:17- Not here.- Just...

0:13:23 > 0:13:25In this block somewhere?

0:13:25 > 0:13:27Do you realise you've walked into someone else's flat?

0:13:30 > 0:13:33It's beginning to dawn on the lad that he actually

0:13:33 > 0:13:35lives in the flat downstairs.

0:13:35 > 0:13:37But he's still a bit confused.

0:13:37 > 0:13:40What have you been up to? Where have you been before you came here?

0:13:42 > 0:13:43- You don't know?- No.

0:13:43 > 0:13:45- Have you taken anything?- No, um...

0:13:57 > 0:13:58OK.

0:13:59 > 0:14:02All right. We've got ambulance people here, anyway,

0:14:02 > 0:14:04so if you're happy for them to check you over?

0:14:04 > 0:14:05Yeah?

0:14:05 > 0:14:08If the guy has had some kind of seizure,

0:14:08 > 0:14:12it could have temporarily affected his memory and his behaviour.

0:14:12 > 0:14:18Considering I'm pregnant, as well, if he turned like... God!

0:14:18 > 0:14:22- I was shaking. I had to rush back from work just to see...- Were you here or...?

0:14:22 > 0:14:26No, I had to leave work, just to see if everything was all right.

0:14:26 > 0:14:28Thankfully, the lad hasn't harmed anyone.

0:14:28 > 0:14:31But, incredibly, he's run himself a bath

0:14:31 > 0:14:34and has slipped into some of the woman's clothes.

0:14:34 > 0:14:36He went to the wardrobe, got one of my jumpers out

0:14:36 > 0:14:39and just randomly took it.

0:14:39 > 0:14:42And then, just sat on the sofa and started chilling out.

0:14:42 > 0:14:45Sounds as if he was settling in nicely.

0:14:45 > 0:14:47It's not your top.

0:14:47 > 0:14:49OFFICER LAUGHS

0:14:49 > 0:14:51While the bewildered visitor is taken back

0:14:51 > 0:14:53to his flat for a check-up,

0:14:53 > 0:14:57Tex gives HIM a check-up on the police computer.

0:14:57 > 0:15:00Yes, can I have Code One Person, BNC, please?

0:15:00 > 0:15:05Back in his own flat downstairs, he is still baffled by what he's done.

0:15:05 > 0:15:07Any headaches?

0:15:07 > 0:15:09Blurred vision?

0:15:09 > 0:15:10Nausea?

0:15:11 > 0:15:14Are you aware of what's happened? Can you remember anything?

0:15:14 > 0:15:16That's the first time that's ever happened.

0:15:16 > 0:15:18The first time ever.

0:15:18 > 0:15:21Fortunately, the lad doesn't need any hospital attention

0:15:21 > 0:15:24and has never been in trouble with the police before,

0:15:24 > 0:15:28so Tex is confident his behaviour was a one-off.

0:15:28 > 0:15:32There's going to be no further action, from our point of view, OK?

0:15:32 > 0:15:36Is there anything else from us you need at all? No?

0:15:36 > 0:15:38OK, we will speak to her and reassure her upstairs,

0:15:38 > 0:15:40because obviously...

0:15:40 > 0:15:41with kids, she was a bit...

0:15:41 > 0:15:43No problem on that, mate.

0:15:43 > 0:15:45We'll go and speak to her.

0:15:45 > 0:15:47Take care, mate.

0:15:48 > 0:15:51- Hello. Is it all right if we come in a minute? - Hiya! Yeah, yeah. Come in.

0:15:51 > 0:15:55Hiya. He sends his million apologies. He can't remember.

0:15:55 > 0:15:57If you're happy with that, he's, you know...

0:15:57 > 0:15:59- Yeah.- There's nothing, no offence... - Yeah, that's fine.

0:15:59 > 0:16:03- Obviously, it's startling and... - Just rushed back from work to see what it was!- Yeah.

0:16:03 > 0:16:07They say it's no use locking the stable door after the horse

0:16:07 > 0:16:10has bolted, but Tex doesn't subscribe to that, for a moment.

0:16:10 > 0:16:14- I mean, the only thing I'd say is, after today...- Keep the door locked!

0:16:14 > 0:16:16Yeah. Keep the door locked.

0:16:16 > 0:16:19But if you're happy with that. No worries, buddy. No worries.

0:16:19 > 0:16:21- Thanks!- Take care.- Say goodbye!

0:16:28 > 0:16:30Still to come on Neighbourhood Blues...

0:16:30 > 0:16:32SHE SCREAMS

0:16:32 > 0:16:34Dom gets injured in the line of duty.

0:16:34 > 0:16:37Well, she sunk her teeth into my arm, unfortunately.

0:16:37 > 0:16:39I need to get that checked out, ASAP.

0:16:39 > 0:16:40And Weston-super-Mare...

0:16:40 > 0:16:41I love bikes!

0:16:41 > 0:16:43..goes motocross mad.

0:16:43 > 0:16:46I'd like to be out there, giving it a go, to be quite honest!

0:16:52 > 0:16:55Although it's the neighbourhood police that are primarily

0:16:55 > 0:16:58responsible for tackling crime in an area,

0:16:58 > 0:17:02when it comes to shoplifting, effective policing relies heavily on

0:17:02 > 0:17:07partnerships with CCTV operators and the shop's own security services.

0:17:10 > 0:17:15Last year, shoplifting cost UK retailers more than £600 million.

0:17:17 > 0:17:21And, inevitably, it's honest customers that are hit in the pocket

0:17:21 > 0:17:26when stores have to pass on their losses by putting up their prices.

0:17:28 > 0:17:33In Bridgewater, a considerable 12% of all crime is down

0:17:33 > 0:17:37to shoplifting, as Inspector Andy Pritchard knows only too well.

0:17:37 > 0:17:41Bridgewater has a large shopping area

0:17:41 > 0:17:45and shoplifting is a local issue and a local concern,

0:17:45 > 0:17:50especially at the moment, with times of financial hardship,

0:17:50 > 0:17:54so it does feature in the priorities for the local policing team.

0:17:55 > 0:17:57As well as retailers,

0:17:57 > 0:18:00the police work closely with the council's CCTV team.

0:18:06 > 0:18:08Although the high street is quiet today,

0:18:08 > 0:18:11their cameras are always on the lookout.

0:18:11 > 0:18:14And they've been alerted to a man with a satchel who's just

0:18:14 > 0:18:16left a pharmacy store.

0:18:17 > 0:18:21He is quickly followed by another man in jeans and a jumper -

0:18:21 > 0:18:24the store detective - who believes he has stolen

0:18:24 > 0:18:27several bottles of perfume.

0:18:28 > 0:18:31SIREN WAILS

0:18:31 > 0:18:34A description of the suspect goes out to neighbourhood officers.

0:18:41 > 0:18:45Dom Bryant is in direct contact with CCTV

0:18:45 > 0:18:49and the high-street shops through their own radio network.

0:18:49 > 0:18:51Yeah, I'm on the radio, I'm going to get him to guide me in.

0:18:51 > 0:18:54- RADIO:- Brilliant, standing by. - SIREN WAILS

0:18:54 > 0:18:57The police take a strong line on shoplifting

0:18:57 > 0:19:01and some members of the public take a strong view.

0:19:01 > 0:19:03I think shoplifters should be birched, personally.

0:19:03 > 0:19:06Shop retailers put their prices up, which affects

0:19:06 > 0:19:10everybody else. It makes everything else a bit more expensive.

0:19:10 > 0:19:13I can't really understand what goes through their minds, really,

0:19:13 > 0:19:14to even do something like that.

0:19:14 > 0:19:17It happens a lot. I've seen it happen myself.

0:19:20 > 0:19:24The store detective has monitored a male at Boots the chemist.

0:19:24 > 0:19:27He's selected some fragrances, placed them in his bag

0:19:27 > 0:19:30and has left the store making no attempt to pay.

0:19:33 > 0:19:36The store detective is still following the suspect and is

0:19:36 > 0:19:40encouraging the man to hand over the bottles of perfume he's taken.

0:19:42 > 0:19:45But he's convinced there are more.

0:19:47 > 0:19:49The suspect is determined to get away.

0:19:52 > 0:19:55But CCTV still has him in their sights

0:19:55 > 0:19:59and have passed his movements on to Dom, over the dedicated radio link.

0:20:02 > 0:20:08He's monitored him going through the back streets, behind the shops.

0:20:08 > 0:20:11And we're going to go and track him down.

0:20:15 > 0:20:17The suspect could find somewhere to hide now,

0:20:17 > 0:20:20as he goes out of range of the cameras.

0:20:22 > 0:20:25SIREN WAILS Dom puts his foot down.

0:20:26 > 0:20:28344, for an update.

0:20:28 > 0:20:31Two more neighbourhood officers listening in join the hunt

0:20:31 > 0:20:36and rush to the area where the man was last seen by the CCTV cameras.

0:20:40 > 0:20:44All of a sudden, the CCTV cameras pick the suspects back up again.

0:20:46 > 0:20:48And calmly, he's been detained.

0:20:53 > 0:20:56A quick-witted PCSO has saved the day.

0:20:56 > 0:20:59But as he doesn't have the power to arrest the man...

0:21:00 > 0:21:03..he can only detain him until a police officer arrives.

0:21:05 > 0:21:07- Billy's with him.- All right.

0:21:07 > 0:21:10It just shows, whilst he is on foot, he was there,

0:21:10 > 0:21:13he knew where the chap was going and had him detained.

0:21:13 > 0:21:16The neighbourhood officers arrive within minutes and soon find

0:21:16 > 0:21:19another bottle of perfume that he hadn't handed over earlier.

0:21:19 > 0:21:22Dom's over the moon with new recruit, Billy,

0:21:22 > 0:21:25because he's HIS rookie!

0:21:25 > 0:21:29My man there I'm training, apprehended him. Billy, brilliant.

0:21:29 > 0:21:32On foot patrol in town centre, that's what it's all about.

0:21:32 > 0:21:35Apprehended the male, one in custody, no problem at all.

0:21:35 > 0:21:36Items have been recovered.

0:21:36 > 0:21:40The arrest is testimony to the teamwork involved in policing

0:21:40 > 0:21:41the town centre.

0:21:41 > 0:21:46I had CCTV called up on the airwaves. I encountered him,

0:21:46 > 0:21:48sort of, running up the street and I said, wait with me,

0:21:48 > 0:21:50while the officers who were en route got there.

0:21:50 > 0:21:52Job done.

0:21:53 > 0:21:57It's imperative we got there sooner rather than later,

0:21:57 > 0:21:59for Billy's safety.

0:21:59 > 0:22:01The guy is off to Bridgwater custody suite.

0:22:02 > 0:22:04Right, matey. Mind your head.

0:22:06 > 0:22:08All right, we'll get those bracelets off in a minute.

0:22:08 > 0:22:11The man is beginning to regret what he's done.

0:22:11 > 0:22:12- White, British?- Yes.

0:22:12 > 0:22:16Not thinking, just... Me being me, I think.

0:22:17 > 0:22:20I've just took 'em, ain't I? Got something for my missus,

0:22:20 > 0:22:21something for her daughter.

0:22:23 > 0:22:25Got caught by the security guard.

0:22:26 > 0:22:28What an idiot!

0:22:29 > 0:22:31My missus is going to go mad!

0:22:31 > 0:22:35As well as facing his other half, the shoplifter also had to

0:22:35 > 0:22:39face court, where he pleaded guilty to the theft of the perfume.

0:22:39 > 0:22:42He was given a nine-month conditional discharge

0:22:42 > 0:22:46and made to pay £205, in costs and charges.

0:22:46 > 0:22:50For Dom, the arrest was a triumph for good communication

0:22:50 > 0:22:52and good old-fashioned coppering.

0:22:52 > 0:22:56Police driving around in police cars would have missed that.

0:22:56 > 0:23:00It just shows how important foot patrol and local knowledge is.

0:23:00 > 0:23:02It's everything in the town.

0:23:02 > 0:23:04No sooner has Dom got a prisoner locked up,

0:23:04 > 0:23:06than he's back out on patrol.

0:23:06 > 0:23:09Yeah, any problems, you give me a shout.

0:23:09 > 0:23:13Although the shoplifting arrest went smoothly, not ALL arrests do

0:23:13 > 0:23:18and Dom likes to keep on his toes, should a suspect turn nasty.

0:23:18 > 0:23:20I've been doing sport and fitness all my life,

0:23:20 > 0:23:22I'm not saying I'm better or bigger

0:23:22 > 0:23:25or faster than anybody, but let me tell you something now...

0:23:27 > 0:23:30..there's no substitute for fitness and inner core strength.

0:23:30 > 0:23:31Inner power.

0:23:31 > 0:23:37Once again, CCTV is keeping an eye out for trouble in the town centre.

0:23:37 > 0:23:40And a drunk has been spotted causing a disturbance.

0:23:40 > 0:23:44OK, I'll have another lap round and take a look at him.

0:23:44 > 0:23:45You all right, fella?

0:23:45 > 0:23:47What you up to?

0:23:47 > 0:23:49Can you put your can away, please, mate?

0:23:49 > 0:23:50There's no drinking in this area.

0:23:50 > 0:23:53CCTV has been watching and is concerned about your behaviour.

0:23:56 > 0:23:57Who has?

0:23:57 > 0:24:00The drinker says he's been robbed by a woman.

0:24:00 > 0:24:02Dom needs to get him to calm down

0:24:02 > 0:24:05and tries to make sense of what he's saying.

0:24:06 > 0:24:10Suddenly, the man spots the woman he says robbed him,

0:24:10 > 0:24:14standing outside an Italian restaurant across the road.

0:24:14 > 0:24:16And he heads straight for her.

0:24:16 > 0:24:19- Yeah, you did it!- Really, really?! - Whoa, whoa, you stay here with me.

0:24:19 > 0:24:21I'm all right, I'm all right.

0:24:21 > 0:24:23The woman ALSO appears to have been drinking.

0:24:23 > 0:24:28Dom's colleague takes her to one side to get HER version of events.

0:24:29 > 0:24:32A member of staff from the restaurant tells Dom that

0:24:32 > 0:24:36he believes the woman, and another man, have had a meal

0:24:36 > 0:24:38and have left without paying their bill.

0:24:38 > 0:24:43And the guy she was with is now taking the opportunity to scarper.

0:24:43 > 0:24:44It's all happening at once...

0:24:44 > 0:24:46- < MAN:- Excuse me?

0:24:46 > 0:24:49This gentleman is springing about like a jack-in-the-box.

0:24:49 > 0:24:53Trying to keep him calm. On the point of being arrested,

0:24:53 > 0:24:57two made off from Prezzo without paying for their dinner.

0:24:57 > 0:24:59Get over here, mate.

0:25:00 > 0:25:02The confusion continues.

0:25:02 > 0:25:04She may have left there without paying.

0:25:04 > 0:25:05SHE BLOWS A RASPBERRY

0:25:05 > 0:25:07Yeah! Yeah, exactly! They've been in there.

0:25:07 > 0:25:10They've been in there together. They're robbers, man!

0:25:10 > 0:25:12The restaurant manager comes over

0:25:12 > 0:25:15and confirms that the woman has indeed left without paying.

0:25:15 > 0:25:18SHOUTING OVER ONE ANOTHER

0:25:18 > 0:25:20< They're robbers. They're robbers.

0:25:20 > 0:25:23But he's giving her a second chance to pay up.

0:25:24 > 0:25:27Dom now questions the guy about the alleged robbery.

0:25:28 > 0:25:32My pocket was like that. She hugged me and dipped in my pocket, man.

0:25:32 > 0:25:33I'm not having that!

0:25:33 > 0:25:37Within minutes, the woman's back out of the restaurant

0:25:37 > 0:25:42and it's becoming apparent she and her accuser are acquaintances.

0:25:42 > 0:25:43What's it all about, like?

0:25:43 > 0:25:45- What's it all about? - Why did you leave me?

0:25:45 > 0:25:48And why are you with...?

0:25:48 > 0:25:52- I could have anything now. - He just bought me a meal in there.

0:25:52 > 0:25:55No! Oh, what? Oh, what?!

0:25:55 > 0:25:59- No. You left me!- I didn't leave you!

0:26:00 > 0:26:01Dom's colleague has found out

0:26:01 > 0:26:05that she's still refusing to pay the bill, which is a whopping...

0:26:05 > 0:26:11- £119.05. So you either go in and pay it now or you're getting nicked. - Pay the bill! Pay the bill!

0:26:11 > 0:26:14No! I was with somebody...

0:26:14 > 0:26:17She claims that the guy she was with was going to pay,

0:26:17 > 0:26:20but he's legged it, leaving her to face the music.

0:26:20 > 0:26:22Right, then, I am arresting you on suspicion of bilking.

0:26:22 > 0:26:26- You do not have to say anything, but it may harm your defence... - Uh, uh, of what, sorry?

0:26:26 > 0:26:27Bilking, is a term used

0:26:27 > 0:26:31when someone deliberately runs off without paying.

0:26:31 > 0:26:35And with her second chance gone, the woman is now off to the nick.

0:26:35 > 0:26:39- No!- Will you get in the van?- Yeah, I'm going to get in your- BLEEP- van!

0:26:39 > 0:26:41- Can I have your bumbag, please?- No!

0:26:41 > 0:26:45Her bag needs to be confiscated, in case she's got anything in it

0:26:45 > 0:26:46she could harm herself with.

0:26:46 > 0:26:50- Yes!- I want- BLEEP!- Don't!

0:26:50 > 0:26:54- Come and sit here. - Don't touch me! Have it!

0:26:54 > 0:26:57- SCREAMS:- BLEEP- have it! - Thank you very much.

0:26:57 > 0:26:59Thank you, yeah!

0:27:02 > 0:27:05Obviously, there is some history between the female arrested

0:27:05 > 0:27:06and this young man.

0:27:07 > 0:27:11So, yeah, she's been arrested for...stuffing her face

0:27:11 > 0:27:13and not paying for it.

0:27:13 > 0:27:16Now, the man's friend has been arrested,

0:27:16 > 0:27:18he's given up his robbery claim.

0:27:18 > 0:27:20We're going to have to deal with this one.

0:27:20 > 0:27:22She seems a bit more lively, unfortunately.

0:27:22 > 0:27:25This could be a noisy ride. The woman's kicking off.

0:27:27 > 0:27:30Yeah? And what? And what? And what?

0:27:30 > 0:27:36It's human rights to be told what you're being charged with!

0:27:37 > 0:27:40It's my basic human rights and you're not telling me!

0:27:40 > 0:27:43Karen, you're not being charged with anything at...

0:27:43 > 0:27:46- You're not- BLEEP- telling me! - CONTINUOUS BLEEPED SWEARING

0:27:46 > 0:27:48You wait!

0:27:48 > 0:27:51And you wonder why people hate you?!

0:27:51 > 0:27:53BANGING ON WINDOWS

0:27:53 > 0:27:55This is just a lot of hot air. She's not going to hurt the van.

0:27:55 > 0:27:59She'll hurt herself, more like. It's only slapping it with her hand.

0:27:59 > 0:28:01You wait! Wait! Wait!

0:28:03 > 0:28:08The woman may be full of hot air, but that's not all,

0:28:08 > 0:28:10judging by the restaurant receipt.

0:28:10 > 0:28:13She was talking about having Champagne earlier, as well.

0:28:13 > 0:28:15Yeah, 60 quid.

0:28:15 > 0:28:17A £60 bottle of champagne?

0:28:17 > 0:28:19Well, she's gone into the restaurant,

0:28:19 > 0:28:22eaten a £120 meal and thinks she's got a right to leave without paying?

0:28:22 > 0:28:24She thinks that's not a problem.

0:28:25 > 0:28:29What actually have I been charged with?

0:28:31 > 0:28:34ALARM WAILS

0:28:34 > 0:28:37They've now arrived at Bridgwater police station.

0:28:37 > 0:28:41And the noisy passenger seems to have calmed down.

0:28:42 > 0:28:44So, calmed down?

0:28:44 > 0:28:46SHE GIGGLES

0:28:46 > 0:28:48Do you want a hand from there or not? Right.

0:28:48 > 0:28:51SHE MUTTERS INCOHERENTLY

0:28:51 > 0:28:52Oh!

0:28:54 > 0:28:57Can I ask you what I've been arrested for? I don't know.

0:28:57 > 0:28:59You left the restaurant without paying for the meal.

0:28:59 > 0:29:02Excuse me. Excuse me, sir.

0:29:02 > 0:29:05The gentleman I was with said he was going to pay,

0:29:05 > 0:29:07so how could you possibly arrest me?

0:29:07 > 0:29:11After her fine dining, it's time for a brisk walk.

0:29:11 > 0:29:14No! I'm going to... No! Don't even touch me, right?!

0:29:14 > 0:29:16Don't touch me!

0:29:16 > 0:29:17Get away from me!

0:29:17 > 0:29:19Don't!

0:29:20 > 0:29:23Yeah? Really? BLEEP!

0:29:24 > 0:29:27Dealing with aggressive suspects is never easy

0:29:27 > 0:29:29and this one is a real handful.

0:29:29 > 0:29:30Get off me!

0:29:30 > 0:29:34It's taking two strong men to subdue the hostile woman.

0:29:35 > 0:29:36I'm also arresting...

0:29:36 > 0:29:38SHE SCREAMS

0:29:39 > 0:29:42..relied on in court, anything you do say may be given in evidence.

0:29:42 > 0:29:44- LAUGHING:- Right.

0:29:45 > 0:29:48Suddenly, things turn really serious.

0:29:51 > 0:29:52Get off me! Get off me!

0:29:52 > 0:29:57She sunk her teeth into Dom's colleague's arm,

0:29:57 > 0:30:00biting off more than she can chew this time.

0:30:00 > 0:30:02Assaulting a police officer

0:30:02 > 0:30:06while carrying out his or her duty is a serious offence,

0:30:06 > 0:30:09leading to a possible prison sentence.

0:30:09 > 0:30:12- No! No!- Are you going to listen to me, Karen?- No, I ain't!

0:30:12 > 0:30:14Why am I going to go in here?!

0:30:15 > 0:30:17BLEEP! BLEEP!

0:30:17 > 0:30:20Yeah?! Yeah?! Yeah?!

0:30:20 > 0:30:22Yeah, come on! Come on!

0:30:22 > 0:30:25The woman is off to the cells, where she can cool off.

0:30:25 > 0:30:28Tricky customers like her are all in a day's work

0:30:28 > 0:30:31for the custody sergeant.

0:30:31 > 0:30:35Unfortunately, we see many people like the young woman

0:30:35 > 0:30:37that has just been brought in.

0:30:37 > 0:30:41Weekly, sometimes daily, from somewhere,

0:30:41 > 0:30:42"quite regularly."

0:30:42 > 0:30:44SHE SHOUTS

0:30:44 > 0:30:46Turn around, turn around, turn around.

0:30:46 > 0:30:49Because the woman's behaviour is so unpredictable,

0:30:49 > 0:30:54she is put in a cell where she can be monitored on CCTV.

0:30:54 > 0:30:57But she still needs to be searched and it takes the strength

0:30:57 > 0:30:59of several officers to restrain her.

0:30:59 > 0:31:03No, don't you take that jewellery off me! No!

0:31:03 > 0:31:05- No! No! No!- Calm down.

0:31:05 > 0:31:08Eventually, she runs out of steam.

0:31:08 > 0:31:11I tried to talk to you at the desk, but you wouldn't listen to me,

0:31:11 > 0:31:13would you?

0:31:13 > 0:31:16And now, she can be searched properly.

0:31:16 > 0:31:18Well done. Up a bit, up a bit.

0:31:18 > 0:31:22Nothing of significance is found and she is left to rest,

0:31:22 > 0:31:25but Dom's NOT taking any chances.

0:31:25 > 0:31:28SHE SHOUTS

0:31:31 > 0:31:34OK, but we'll just keep an eye on her, just so we know a bit more.

0:31:38 > 0:31:43Last year, there were an alarming 113 assaults on police officers

0:31:43 > 0:31:45in Avon and Somerset.

0:31:45 > 0:31:49And during the struggle in the cell, Dom added to that number.

0:31:49 > 0:31:52Well, she sunk her teeth into my arm, unfortunately.

0:31:52 > 0:31:57So, I need to get that checked out ASAP, for obvious reasons.

0:31:57 > 0:31:59I'm disappointed in myself, really, for letting it happen.

0:32:01 > 0:32:04Obviously, it's a serious invasion of my privacy.

0:32:04 > 0:32:08Being punched and kicked is one thing, but when someone has actually

0:32:08 > 0:32:10sunk her teeth into you and drawn blood,

0:32:10 > 0:32:13that is something else. That is a real invasion of privacy.

0:32:13 > 0:32:15I don't like it, personally.

0:32:15 > 0:32:17Yeah? Yeah?!

0:32:17 > 0:32:21The woman pleaded guilty to invading Dom's privacy,

0:32:21 > 0:32:26with her teeth, and also for biting Dom's partner and was sentenced

0:32:26 > 0:32:30to five months in prison for ABH - actual bodily harm.

0:32:30 > 0:32:34She also pleaded guilty to making off without payment

0:32:34 > 0:32:37from the restaurant, for which she got seven days in prison

0:32:37 > 0:32:42and had to pay £119 in compensation to cover the unpaid bill.

0:32:42 > 0:32:44WOMAN SHOUTS

0:32:46 > 0:32:49Her dinner date who ran off carried on running

0:32:49 > 0:32:53and it was three months before police caught up with him.

0:32:53 > 0:32:55Fortunately for him, he was not charged,

0:32:55 > 0:32:58because the woman took the rap.

0:32:59 > 0:33:02As a dedicated fitness and motorbike fan...

0:33:02 > 0:33:04See, no sting, no pain.

0:33:04 > 0:33:08..Dom makes sure his hand is still functioning.

0:33:09 > 0:33:11As long as I can twist that throttle on my days off,

0:33:11 > 0:33:14as long as I can get to circuit training...

0:33:14 > 0:33:16You are worth your weight in gold, Dom.

0:33:16 > 0:33:20..do my hill sprints, tyre flips, squat thrusts and burpees, I'll be happy.

0:33:20 > 0:33:24If anything impairs that, that is when my Yin and Yang do not add up.

0:33:24 > 0:33:26Bzzz!!

0:33:32 > 0:33:35Policing a neighbourhood relies on a good relationship

0:33:35 > 0:33:37between its inhabitants and the police.

0:33:37 > 0:33:40People who trust and accept the authority of the police

0:33:40 > 0:33:43are far more likely to obey the law.

0:33:43 > 0:33:48But, unfortunately, there are always some chancers that show no respect

0:33:48 > 0:33:52for either the police or the law.

0:33:52 > 0:33:54WHISTLING

0:33:54 > 0:33:59Today, neighbourhood officer Russ Millier is patrolling his patch

0:33:59 > 0:34:03in Weston-super-Mare, always on the lookout for criminals.

0:34:03 > 0:34:08And he has just spotted a known banned driver get into a car.

0:34:08 > 0:34:09He's got in it.

0:34:09 > 0:34:12Oh-ho. Game on.

0:34:12 > 0:34:15- I don't think he's got a licence. - Really?

0:34:15 > 0:34:18Russ double-checks with the PNC -

0:34:18 > 0:34:20the Police National Computer.

0:34:23 > 0:34:26Confirm, it's expired, substantive, yeah?

0:34:26 > 0:34:29If someone is banned from driving,

0:34:29 > 0:34:32their licence is automatically cancelled.

0:34:33 > 0:34:35He is pulling over to stop.

0:34:35 > 0:34:38Time for a chat with the driver.

0:34:38 > 0:34:40- Is your licence still in doubt?- No.

0:34:40 > 0:34:42It's currently expired with the DVLA.

0:34:45 > 0:34:46- And the photographs.- To do what?

0:34:48 > 0:34:49Right.

0:34:50 > 0:34:51Yeah.

0:34:53 > 0:34:54Yeah.

0:34:56 > 0:34:57Yeah.

0:34:59 > 0:35:00OK.

0:35:00 > 0:35:03If the driver doesn't have a licence in place,

0:35:03 > 0:35:06his insurance is not valid, which is also a crime.

0:35:06 > 0:35:10So, Russ has invited the man into the back of his car,

0:35:10 > 0:35:13while he double-checks with the DVLA.

0:35:13 > 0:35:17What he is saying is, he is coming off of a ban.

0:35:17 > 0:35:20He has come off the ban, the ban has finished

0:35:20 > 0:35:24and he has, apparently, applied for a new licence.

0:35:24 > 0:35:26Right, there is nothing in the pipeline, whatsoever?

0:35:26 > 0:35:27Cheers, then. Bye-bye.

0:35:27 > 0:35:29That is direct from the DVLA.

0:35:29 > 0:35:32Nothing whatsoever in the pipeline to even issue a licence,

0:35:32 > 0:35:35let alone know that you are coming off the ban.

0:35:37 > 0:35:39But you have got no licence.

0:35:41 > 0:35:43You haven't. You have got no licence with the DVLA.

0:35:46 > 0:35:48Because you were banned...

0:35:49 > 0:35:50Yes, and you lost your licence.

0:35:50 > 0:35:52You don't just automatically get a licence reissued.

0:35:52 > 0:35:54You have to apply for a licence.

0:35:54 > 0:35:58They're saying you haven't. They have received nothing whatsoever

0:35:58 > 0:36:01from you to say, "I want a new licence back."

0:36:02 > 0:36:05Russ is getting very tired of this conversation.

0:36:05 > 0:36:09Arguing about whether they received it or not is irrelevant.

0:36:09 > 0:36:11The point is, you've got no licence,

0:36:11 > 0:36:14because they have not issued you a licence. You are driving a vehicle

0:36:14 > 0:36:15on a road with no licence.

0:36:15 > 0:36:18The man has no respect for the law.

0:36:18 > 0:36:22With no licence and, consequently, no insurance,

0:36:22 > 0:36:25his car is now going to be seized.

0:36:25 > 0:36:26Where's my wallet?

0:36:26 > 0:36:29Tough luck, cos it is coming with us. The car is coming with us

0:36:29 > 0:36:33and he will be reported again for driving with no licence.

0:36:33 > 0:36:34I want the paperwork.

0:36:35 > 0:36:37Got to sit in the car if you want a form.

0:36:37 > 0:36:40He has tried it on and it hasn't worked.

0:36:40 > 0:36:43So, his vehicle will be seized and he will go on his way,

0:36:43 > 0:36:45without his car.

0:36:45 > 0:36:48Hearing his car is about to be seized has put a serious dent

0:36:48 > 0:36:51in the driver's already stony relationship with Russ.

0:36:53 > 0:36:55You'd probably call 101.

0:36:57 > 0:37:00Out of order? I'll tell you what is out of order -

0:37:00 > 0:37:03- you driving...- I'm making a complaint.- You crack on.

0:37:03 > 0:37:06Cos you know what? This is authorised by an inspector.

0:37:06 > 0:37:08I have just spoken to him. Don't drive around with no licence,

0:37:08 > 0:37:10simple as that.

0:37:10 > 0:37:12I am perfectly within my rights to put in a complaint.

0:37:12 > 0:37:15Yeah, and I said...

0:37:15 > 0:37:17- Don't! Cos I ain't worried about it! - ..crack on.

0:37:17 > 0:37:20- The mood I am in... - Well, what are you going to do?

0:37:20 > 0:37:22- I didn't say anything, did I? - Just as well.

0:37:22 > 0:37:24- What do you mean, "Just as well"?! - Just as well.

0:37:24 > 0:37:28Who do you think you are talking to? Talk to me with respect, same as I

0:37:28 > 0:37:31- talk to you with respect.- Tell you what, you have been dealt with

0:37:31 > 0:37:33with the utmost respect, ever since I have been with you.

0:37:33 > 0:37:36If you want to get chopsy, because your vehicle is seized,

0:37:36 > 0:37:39that is your issue. Don't expect me to pamper up to you cos you have

0:37:39 > 0:37:41had your vehicle seized and you are angry.

0:37:41 > 0:37:43- Pamper up!- That is exactly what you're asking me to do.

0:37:43 > 0:37:46The debate continues.

0:37:46 > 0:37:49You show me respect and I'll show you respect back.

0:37:49 > 0:37:51- I've treated you with nothing but respect.- No, you haven't.

0:37:57 > 0:38:00Yeah, so you could get your dad to collect it, if you wanted to.

0:38:00 > 0:38:03He'd just have to show insurance for him to drive it, which he's got.

0:38:03 > 0:38:07Insurance, MOT. Or your sister.

0:38:07 > 0:38:09Yep, as long as she's got a driving licence.

0:38:12 > 0:38:14Yeah, thank you for that. See you again.

0:38:16 > 0:38:19The driver of the car clearly has an issue.

0:38:19 > 0:38:22He thinks he is being picked on. It is not the case.

0:38:22 > 0:38:25You know, unfortunately, if you're going to go around committing crime

0:38:25 > 0:38:28and drive with no licence, you'll get pulled over.

0:38:28 > 0:38:32It turns out that the car is owned by the man's dad,

0:38:32 > 0:38:35who has just found out that it is getting taken away.

0:38:37 > 0:38:39But he is driving around with no licence.

0:38:41 > 0:38:44Right, the DVLA have no record whatsoever.

0:38:44 > 0:38:48Listen, I am not going to have this argument with you,

0:38:48 > 0:38:51because I have just had it... The issue is, whether he sent it

0:38:51 > 0:38:54or not is irrelevant. It is whether the DVLA have issued

0:38:54 > 0:38:56the licence. The DVLA can turn round and say,

0:38:56 > 0:38:58"We're not giving it back." It is their right to do that.

0:38:58 > 0:38:59OK, see you later. Bye.

0:39:02 > 0:39:04A very angry dad.

0:39:04 > 0:39:07He may as well just be driving around with nothing whatsoever,

0:39:07 > 0:39:10cos with no driving licence, his insurance is not valid.

0:39:10 > 0:39:13So, if he hits someone, hits another car...

0:39:13 > 0:39:16God forbid, he hits a child or a member of the public...

0:39:16 > 0:39:18he is looking at a lot more than a ban.

0:39:18 > 0:39:20And someone is looking at loss of life.

0:39:21 > 0:39:25The car was collected from the recovery agent the following day

0:39:25 > 0:39:28by a woman who was legally insured to drive the car.

0:39:28 > 0:39:31And the illegal driver is still being investigated.

0:39:39 > 0:39:42There is no doubt biker Dom from Bridgwater

0:39:42 > 0:39:45would love what is going on in Weston-super-Mare today.

0:39:45 > 0:39:49It is hosting one of Europe's biggest action-sports events,

0:39:49 > 0:39:52the Pro Nationals Motocross Festival.

0:39:52 > 0:39:54- ANNOUNCER:- The first action of the day is going to be

0:39:54 > 0:39:56the monster truck.

0:40:03 > 0:40:08Around 10,000 spectators are expected to turn up and, as usual,

0:40:08 > 0:40:09with a big event like this,

0:40:09 > 0:40:12the neighbourhood team are out and about.

0:40:12 > 0:40:16Susan Venn-Adams is one of the PCSOs on duty today

0:40:16 > 0:40:20- and, like Dom, she is a bike nut. - I love bikes. I am terrible.

0:40:20 > 0:40:22I am a sucker for a motorbike.

0:40:22 > 0:40:26Yeah, I would like to be out there giving it a go, to be quite honest.

0:40:26 > 0:40:29Joining the neighbourhood team are the local volunteer police cadets.

0:40:29 > 0:40:31POP MUSIC PLAYS

0:40:31 > 0:40:33I hope you like loud music!

0:40:34 > 0:40:37They are the face of Avon and Somerset. They are our future.

0:40:37 > 0:40:40They are what we are all about. It gives them a good experience

0:40:40 > 0:40:44of neighbourhood policing. Something like this is really, really good

0:40:44 > 0:40:48for them to gain experience and to be able to connect with the public,

0:40:48 > 0:40:51like we do on an everyday basis.

0:40:51 > 0:40:53I really like being part of the police cadets,

0:40:53 > 0:40:55because I think it is really good experience for my future life and

0:40:55 > 0:40:58I get to interact with the public and see really cool events, as well.

0:40:58 > 0:41:02There are nine cadet units across the constabulary

0:41:02 > 0:41:07and any 14-to-17-year-old can sign up.

0:41:07 > 0:41:10Neighbourhood officers give up their spare time

0:41:10 > 0:41:13to instruct these teenagers, some of whom are sharing a skill

0:41:13 > 0:41:16they have learnt from cadet leader Ray Bradley.

0:41:21 > 0:41:25Behind me, you can see that we do fingerprinting. We can simulate

0:41:25 > 0:41:29the scene of a burglary, where they have fingerprinted a window,

0:41:29 > 0:41:32and we take the fingerprints from the window.

0:41:33 > 0:41:36But it is not all CSI for the cadets.

0:41:36 > 0:41:38Often, they shadow officers on foot patrol and sometimes

0:41:38 > 0:41:42get the chance to see the neighbourhood team in action.

0:41:42 > 0:41:46Basically, we have been alerted by security that there is two

0:41:46 > 0:41:47smoking cannabis at the moment.

0:41:47 > 0:41:49We're going to go down with the officers.

0:41:49 > 0:41:52With a lot of visitors in town,

0:41:52 > 0:41:56it is difficult to keep an eye on everyone and, on this occasion,

0:41:56 > 0:41:59it was a case of mistaken identity.

0:41:59 > 0:42:03Thank you very much. Sorry to have wasted your time,

0:42:03 > 0:42:05but thank you very much for letting us search.

0:42:05 > 0:42:09Enjoy the rest of your day. Sorry!

0:42:09 > 0:42:13'We experience being out in the public. We learn police skills.'

0:42:13 > 0:42:17So, it is working alongside them and learning what they do.

0:42:17 > 0:42:18- Morning!- Morning!

0:42:18 > 0:42:20Today was a huge success.

0:42:20 > 0:42:21The neighbourhood team

0:42:21 > 0:42:26engaged with spectators, the cadets learned police procedure

0:42:26 > 0:42:31and, as expected, the motocross festival kept everyone entertained.

0:42:44 > 0:42:47The neighbourhood police employ all sorts of methods and tactics

0:42:47 > 0:42:51to tackle crime, but it is their ability to work in partnership

0:42:51 > 0:42:54with other organisations and hand-in-hand with the public

0:42:54 > 0:42:58that helps them achieve the best results.

0:42:58 > 0:43:01Until next time... Evening, all.
