0:00:05 > 0:00:08has always been the hallmark of British policing...
0:00:08 > 0:00:10Fantastic. Pleasure's been all mine, my friend.
0:00:10 > 0:00:12..and has even been immortalised on film
0:00:12 > 0:00:14by the fictional Dixon Of Dock Green.
0:00:14 > 0:00:16Good evening, all.
0:00:16 > 0:00:18SIREN WAILS
0:00:18 > 0:00:22Today's neighbourhood police teams continue that tradition,
0:00:22 > 0:00:25but also tackle the root causes of crime head on,
0:00:25 > 0:00:28by targeting known hotspots...
0:00:28 > 0:00:29Unlucky.
0:00:29 > 0:00:31..stamping down on antisocial behaviour...
0:00:31 > 0:00:33I'm arresting you for a public order offence.
0:00:33 > 0:00:36..and waging war on illegal drugs.
0:00:36 > 0:00:38I can smell cannabis already.
0:00:38 > 0:00:40In this new series of Neighbourhood Blues,
0:00:40 > 0:00:43we follow the policemen and women of Somerset
0:00:43 > 0:00:47as they continue their quest to make our streets a safer place.
0:01:00 > 0:01:01Coming up...
0:01:04 > 0:01:06..a stabbing rocks a seaside town.
0:01:06 > 0:01:09If they've come back that way, they can get straight down and out.
0:01:09 > 0:01:11Yeah, could be anywhere now.
0:01:11 > 0:01:14Caught on camera, a brazen shoplifter.
0:01:14 > 0:01:15At this moment in time, all right,
0:01:15 > 0:01:17I'm arresting you on suspicion of shoplifting.
0:01:17 > 0:01:22And one of the largest cannabis farms ever found in Somerset.
0:01:22 > 0:01:26I probably haven't seen a haul like this for probably eight, nine years.
0:01:33 > 0:01:34After years of falling,
0:01:34 > 0:01:37figures for knife crime in England and Wales
0:01:37 > 0:01:39are, worryingly, on the rise again.
0:01:39 > 0:01:41Whilst the majority of knife incidents
0:01:41 > 0:01:42occur in Britain's largest cities,
0:01:42 > 0:01:47the recent rise in the numbers is affecting all parts of the country.
0:01:49 > 0:01:55This is Weston-Super-Mare, a popular seaside resort in North Somerset.
0:01:55 > 0:01:57A town that holiday-makers flock to,
0:01:57 > 0:02:00to take in its traditional attractions,
0:02:00 > 0:02:05like its beach donkeys, and the world-famous Grand Pier.
0:02:05 > 0:02:09It's not the sort of place you would expect to have a knife problem.
0:02:09 > 0:02:11We identified, quite early on,
0:02:11 > 0:02:14a rise in knife crime in Weston-Super-Mare.
0:02:14 > 0:02:17But it was very much in relation to the drug dealing that was going on.
0:02:17 > 0:02:18It wasn't members of the public
0:02:18 > 0:02:20walking down the street and being attacked.
0:02:20 > 0:02:23We want to protect the public, we want to keep them safe,
0:02:23 > 0:02:27so if people are carrying knives then we'll do something about it.
0:02:27 > 0:02:30At Weston's main police station,
0:02:30 > 0:02:32an emergency report has come in
0:02:32 > 0:02:35of another stabbing in the town, in broad daylight.
0:02:37 > 0:02:40A 21-year-old man has suffered a knife wound to his arm.
0:02:42 > 0:02:46Witnesses have given a description of two males who ran from the scene.
0:02:48 > 0:02:5120 minutes later, they've been spotted across town
0:02:51 > 0:02:54by a police officer entering the Bourneville estate.
0:02:54 > 0:02:56If you shut the road off for the time being then,
0:02:56 > 0:02:59and then we'll work out where we're going to go from there.
0:02:59 > 0:03:02Neighbourhood Sergeant Colin Batchelor is leading the hunt.
0:03:02 > 0:03:04When were they last seen, going where?
0:03:04 > 0:03:07And he's trying to put a ring of officers around the area
0:03:07 > 0:03:11so the suspected knifemen can't escape.
0:03:11 > 0:03:12But there's a problem.
0:03:12 > 0:03:15We haven't get a containment on here, have we?
0:03:15 > 0:03:17The suspects could easily have come this way
0:03:17 > 0:03:21and jumped over the wall at the far end of the alleyway,
0:03:21 > 0:03:23much to Colin's frustration.
0:03:26 > 0:03:28I'm just trying to piece it all together, it's all...
0:03:28 > 0:03:32If they've come back that way, they can get straight down and out.
0:03:32 > 0:03:34Yeah, could be anywhere now.
0:03:34 > 0:03:36Before deciding whether to call his troops off,
0:03:36 > 0:03:38Colin follows up the story
0:03:38 > 0:03:41with the officer who spotted the two suspects.
0:03:41 > 0:03:42Katie?
0:03:42 > 0:03:44They started running, they've looked behind,
0:03:44 > 0:03:46and then I've chased them all the way down to here
0:03:46 > 0:03:49as they've got to the corner. Where, where exactly?
0:03:49 > 0:03:50That corner. That corner?
0:03:50 > 0:03:52Coming down from Baildon Crescent. Right.
0:03:52 > 0:03:54I was on that corner and I've lost them.
0:03:54 > 0:03:56CCTV said they've gone straight into there.
0:03:56 > 0:03:59Right. From here. Yes.
0:03:59 > 0:04:00Ten seconds behind him.
0:04:01 > 0:04:04This is the fourth Weston stabbing in a month,
0:04:04 > 0:04:07so the cops are determined to catch those responsible
0:04:07 > 0:04:10and put an end to the violence.
0:04:10 > 0:04:13Whenever a knife is used, even if it's a minor incident,
0:04:13 > 0:04:17the police will pursue those involved ruthlessly.
0:04:18 > 0:04:24The whole estate is now under watch, from the ground and from up above.
0:04:25 > 0:04:28Just waiting now, keeping containment on, and just seeing
0:04:28 > 0:04:31whether or not anyone pops out of the undergrowth, really.
0:04:33 > 0:04:37It's quite dense round here in terms of housing and foliage, etc.
0:04:37 > 0:04:39And not an easy task for us to search.
0:04:41 > 0:04:42Even before today,
0:04:42 > 0:04:45Colin's neighbourhood team had stepped up their patrols
0:04:45 > 0:04:47to reassure the estate's residents
0:04:47 > 0:04:52that everything possible was being done to calm their fears.
0:04:52 > 0:04:56This whole incident is part of an ongoing issue
0:04:56 > 0:04:59that we've got here on the estate,
0:04:59 > 0:05:02with a small minority causing misery
0:05:02 > 0:05:07with their dealing, with their associated violent behaviour, etc.
0:05:09 > 0:05:13Which, as I say, is a small part of a bigger picture, really.
0:05:13 > 0:05:15It's been an hour since the two men
0:05:15 > 0:05:19suspected of stabbing a 21-year-old were last seen.
0:05:20 > 0:05:22They must either have found refuge in a house
0:05:22 > 0:05:25or have slipped through the police's cordon.
0:05:25 > 0:05:28RADIO: 'We're fairly happy that it's clear as best we can,
0:05:28 > 0:05:31'there's no signs of anyone hiding.'
0:05:31 > 0:05:33The helicopter's quite satisfied there's nobody
0:05:33 > 0:05:34actually gone to ground or hiding in this immediate vicinity.
0:05:34 > 0:05:37actually gone to ground or hiding in this immediate vicinity.
0:05:40 > 0:05:43Of course, it brings out the members of the public as well.
0:05:43 > 0:05:46Luckily today they're all remaining calm but, to be fair, I think
0:05:46 > 0:05:51over the last few weeks, with the extra reassurance patrols,
0:05:51 > 0:05:54with the visibility that we've been putting in to the estate,
0:05:54 > 0:05:56they know why we're here.
0:05:56 > 0:05:59And I think quietly they're probably quite glad that we are here.
0:05:59 > 0:06:01Certainly on this street,
0:06:01 > 0:06:03which tends to be one of the most problematic.
0:06:04 > 0:06:08Colin has decided to call it a day and lift the cordon.
0:06:08 > 0:06:09Chris!
0:06:10 > 0:06:15But, just as he does, news comes in of a sighting.
0:06:15 > 0:06:17ON RADIO:
0:06:18 > 0:06:20Ooh, right, they're just over there then.
0:06:20 > 0:06:23Two males matching the description of those suspected
0:06:23 > 0:06:29of being involved in the stabbing were spotted getting into a taxi.
0:06:29 > 0:06:33Before it could leave, cops who were still in the area boxed it in,
0:06:33 > 0:06:35stopping the suspects from escaping.
0:06:37 > 0:06:39They're both taken into custody.
0:06:39 > 0:06:42It was a close-run thing.
0:06:42 > 0:06:44As I came down, my colleague, Pete Aldridge,
0:06:44 > 0:06:48was running towards that taxi. So I accelerated and cut the vehicle off.
0:06:48 > 0:06:51Quite a bold move, just trying to get in a taxi. Very nonchalantly.
0:06:51 > 0:06:53But in the end, yeah, we got them.
0:06:54 > 0:06:57The arrest was a bolt from the blue for the taxi driver.
0:06:57 > 0:06:59They actually sent me down the phone number
0:06:59 > 0:07:02so I could ring the customer direct. Because the address was wrong,
0:07:02 > 0:07:04on the screen, it doesn't go up to 142. I know.
0:07:04 > 0:07:08Just got in the car and they went "Let's go, mate. Drive to town."
0:07:08 > 0:07:12And literally as I engaged gear, this car pulled in front of me.
0:07:12 > 0:07:14OK.
0:07:14 > 0:07:19Colin's got some enquiries to do at the house the men came out of.
0:07:19 > 0:07:20He's looking for any evidence
0:07:20 > 0:07:22to help link them to the earlier stabbing.
0:07:24 > 0:07:27But first he's arresting an old friend.
0:07:27 > 0:07:29I'm innocent, I didn't do it.
0:07:29 > 0:07:33You always say that, don't you? Get in the back of the car, come on.
0:07:33 > 0:07:35You all right?
0:07:35 > 0:07:36THEY CHUCKLE
0:07:38 > 0:07:41Hiya, you all right? All right if we come in?
0:07:41 > 0:07:43Yeah. Yeah?
0:07:43 > 0:07:44Frighteningly,
0:07:44 > 0:07:48the suspected knifemen ran into the house in desperation
0:07:48 > 0:07:52and demanded the startled occupant call them a getaway taxi.
0:07:54 > 0:07:58More officers and a dog will do a thorough search of the property
0:07:58 > 0:08:00and its surroundings, in case
0:08:00 > 0:08:03the uninvited men discarded anything before they left.
0:08:04 > 0:08:06We've just got the dog here at the minute,
0:08:06 > 0:08:11just searching to make sure that we've not missed anything, etc.
0:08:11 > 0:08:14They've come from being spotted by the officers,
0:08:14 > 0:08:16just over the fence over here.
0:08:16 > 0:08:18They've come through the back gardens
0:08:18 > 0:08:22and they've come over the wall into this gentleman's property.
0:08:22 > 0:08:24He doesn't know them. They've burst in,
0:08:24 > 0:08:26saying, "Can we stay here? Can we stay here?
0:08:26 > 0:08:28"We're going to be stabbed, we're going to be stabbed," etc.
0:08:28 > 0:08:31What with the helicopter up, police all round,
0:08:31 > 0:08:33he's kind of worked out, "Hang on, this is not quite right."
0:08:33 > 0:08:37He's asked them to leave, they've said, "Can you ring a taxi?"
0:08:37 > 0:08:42Police car pulls up, boxes them in, and we've arrested the pair of them.
0:08:42 > 0:08:44The 21-year-old who was stabbed in the arm
0:08:44 > 0:08:48was treated overnight in hospital for his injuries.
0:08:48 > 0:08:50There was ultimately no evidence in the case
0:08:50 > 0:08:52against the suspected attackers,
0:08:52 > 0:08:55so both were released without charge.
0:08:56 > 0:08:59Despite the absence of any convictions,
0:08:59 > 0:09:02Colin believes the response from his neighbourhood team
0:09:02 > 0:09:05still sends out an encouraging message to the residents.
0:09:05 > 0:09:07I think it's a real positive step,
0:09:07 > 0:09:10I think it shows us being extremely active in the area.
0:09:10 > 0:09:12And, again, reassurance -
0:09:12 > 0:09:18there's not been any of the usual heckles or wind-ups, shall we say.
0:09:18 > 0:09:21Cos a lot of them are tongue-in-cheek.
0:09:21 > 0:09:24And I think they realise that we're here to support them
0:09:24 > 0:09:27and take these people out of the community.
0:09:34 > 0:09:36In recent years, the quality
0:09:36 > 0:09:39and popularity of camera phones has increased massively.
0:09:39 > 0:09:42Film shot by witnesses on their smartphones
0:09:42 > 0:09:44is regularly featured on news programmes
0:09:44 > 0:09:48and, increasingly, phone footage has become invaluable
0:09:48 > 0:09:50as a source of evidence for the police.
0:09:53 > 0:09:56In Bath's normally tranquil city centre,
0:09:56 > 0:09:59a report is coming in of a very nasty assault.
0:09:59 > 0:10:01The city's CCTV cameras
0:10:01 > 0:10:03have picked up the suspect making his getaway,
0:10:03 > 0:10:06and his description is being circulated over the radio.
0:10:06 > 0:10:08ON RADIO:
0:10:10 > 0:10:13Yeah, noted. Sorry, can you confirm from your cameras
0:10:13 > 0:10:15whether 2791 is in attendance now?
0:10:16 > 0:10:19The PCSOs' colleague is in attendance
0:10:19 > 0:10:22and has apprehended the suspect.
0:10:22 > 0:10:26Can I have a car to Lower Borough Walls, by the Lamb Lion, please?
0:10:27 > 0:10:30The man is arrested and will be taken into custody
0:10:30 > 0:10:34while the police investigate exactly what happened.
0:10:34 > 0:10:37It's often down to the PCSOs like Howie Wilton
0:10:37 > 0:10:40to gather evidence at the scene of a crime.
0:10:40 > 0:10:43He's found a number of witnesses who saw what happened.
0:10:43 > 0:10:48They say it was a vicious attack by the man on a woman with a baby.
0:10:48 > 0:10:50Have you all witnessed it, then?
0:10:50 > 0:10:51ALL: Yeah. Right.
0:10:51 > 0:10:55All four of them sort of intervened, tried to stop it from happening,
0:10:55 > 0:10:58one of them has rung us and, as a result, we've turned up.
0:10:58 > 0:11:01Speaking to the witnesses, Howie's got a breakthrough.
0:11:01 > 0:11:04The incident was filmed on someone's cameraphone.
0:11:04 > 0:11:07A gentleman from a nearby store has actually managed to capture
0:11:07 > 0:11:09the whole offence on his mobile phone.
0:11:09 > 0:11:11So that's going to be first-hand evidence,
0:11:11 > 0:11:15along with the statements we've got and any possible CCTV.
0:11:15 > 0:11:17Excellent evidence for us to use.
0:11:17 > 0:11:21Thank you. Is it the phone shop on the corner? Yeah? Lovely, thanks.
0:11:22 > 0:11:26The assault took place right in the middle of this busy shopping area.
0:11:27 > 0:11:31The store manager at this shop, Charles Parsons,
0:11:31 > 0:11:34was alerted by the noise outside as the incident unfolded,
0:11:34 > 0:11:36and started filming on his smartphone.
0:11:36 > 0:11:38Get away from him!
0:11:38 > 0:11:39CHILD CRIES
0:11:39 > 0:11:41Let go of my son!
0:11:41 > 0:11:42Let...
0:11:42 > 0:11:43OFFICERS GASP
0:11:43 > 0:11:45Crikey hell, that's dreadful, isn't it?
0:11:45 > 0:11:48After sickeningly launching his head at the woman,
0:11:48 > 0:11:51the man then aims a car baby seat at her.
0:11:53 > 0:11:54We rely on members of the public
0:11:54 > 0:11:57because quite often they can be our first-hand witnesses.
0:11:57 > 0:12:00Sometimes, we couldn't put jobs together without them, basically.
0:12:00 > 0:12:02The attack started just up at the pub,
0:12:02 > 0:12:05and they argued all the way down the street
0:12:05 > 0:12:07and the attack happened just outside the front of the bank here.
0:12:07 > 0:12:09Never seen anything like it.
0:12:09 > 0:12:12Charles has not only captured vital evidence,
0:12:12 > 0:12:14he was also a have-a-go hero.
0:12:17 > 0:12:19Charles is so incensed by what he's just seen
0:12:19 > 0:12:22that he's not going to let the attacker get away.
0:12:22 > 0:12:24You're on video. No, I'm sorry.
0:12:24 > 0:12:28Luckily, the woman's injuries are not as bad as they could have been.
0:12:30 > 0:12:33Are you all right? You can come and sit in my shop if you want to.
0:12:33 > 0:12:36She had a lot of blood coming from her mouth, she was shaken up,
0:12:36 > 0:12:40pretty scared, and the child was still crying as well.
0:12:40 > 0:12:41Oi, keep hold of him!
0:12:41 > 0:12:43'There's no excuse for it.'
0:12:44 > 0:12:47I don't think he'll be around here again, to be honest.
0:12:49 > 0:12:50It's a particularly nasty assault.
0:12:50 > 0:12:53We've relied on members of the public to help us out
0:12:53 > 0:12:55that have reacted very, very quickly.
0:12:55 > 0:12:57Not only have they detained him or helped to detain him,
0:12:57 > 0:12:59but they've also sort of managed to obtain
0:12:59 > 0:13:02really good first-hand evidence which is indisputable.
0:13:02 > 0:13:05So when that goes before the court, I'm sure that it'll be sort of a...
0:13:05 > 0:13:08He'll be hung, drawn and quartered for it, basically.
0:13:08 > 0:13:10Thanks to Charles' footage,
0:13:10 > 0:13:13the cowardly attacker was successfully prosecuted.
0:13:14 > 0:13:17He was sentenced to 16 weeks in prison,
0:13:17 > 0:13:22suspended for a year and a half, and fined a total of ?665.
0:13:30 > 0:13:33Whether it's an opportunist thief or a professional,
0:13:33 > 0:13:36to make money out of shoplifting,
0:13:36 > 0:13:38an outlet is needed for the stolen goods.
0:13:38 > 0:13:44But bartering them into hard cash isn't as simple as it seems.
0:13:44 > 0:13:46The high street pawn shops and money converters
0:13:46 > 0:13:50are not quite the easy touch some people think they are.
0:13:50 > 0:13:52They're certainly not easy.
0:13:52 > 0:13:54The checks and tests that they would do
0:13:54 > 0:13:56when you try and sort of sell an item,
0:13:56 > 0:13:59a second-hand piece of equipment, are quite thorough.
0:13:59 > 0:14:02You need identification, you need to prove the ownership is yours,
0:14:02 > 0:14:05and you don't always get the money back straight away.
0:14:05 > 0:14:08Bridgewater has a large and busy shopping centre,
0:14:08 > 0:14:10where the neighbourhood police
0:14:10 > 0:14:12work in partnership with local retailers,
0:14:12 > 0:14:16and the town's CCTV network, to discourage shoplifters.
0:14:16 > 0:14:20This morning, Jim Murray is patrolling in the area,
0:14:20 > 0:14:23when he's approached by a man wearing a beanie hat
0:14:23 > 0:14:25who's just witnessed a theft in a shop.
0:14:25 > 0:14:28That is where he's shoplifted from, Wilkinson's, SD cards or something?
0:14:28 > 0:14:32When was this? Just now? Just now, watched him do it.
0:14:32 > 0:14:35The suspect is pointed out to Jim outside a store
0:14:35 > 0:14:39where he's attempted to sell the items he was seen stealing
0:14:39 > 0:14:41from nearby Wilko's.
0:14:41 > 0:14:43Hello, mate. How you doing?
0:14:43 > 0:14:45Is it you I need to speak to?
0:14:45 > 0:14:47Have you just been in CeX, have you?
0:14:47 > 0:14:48Yeah. Yeah? Yeah.
0:14:48 > 0:14:51Have you taken something in there to sell? No, why?
0:14:51 > 0:14:54Cos I think they said you took something in there to sell.
0:14:54 > 0:14:57Only, er... Only, um.. What?
0:14:57 > 0:14:59Er, video card.
0:14:59 > 0:15:02All right, mate, just put your hands out in front of you a minute.
0:15:02 > 0:15:05At this moment in time, I'm arresting you on suspicion of shoplifting.
0:15:05 > 0:15:09Moments ago, the man was caught on the shop's CCTV system,
0:15:09 > 0:15:12brazenly walking in and attempting to pass off
0:15:12 > 0:15:16a handful of computer memory cards and sticks as his to sell.
0:15:18 > 0:15:22Unknown to him, he was followed by the man in the beanie
0:15:22 > 0:15:23all the way from Wilko's,
0:15:23 > 0:15:26where he was seen stealing the cards and sticks.
0:15:29 > 0:15:32He signs for the items and takes a receipt.
0:15:37 > 0:15:40Importantly, no cash is given to him on the spot.
0:15:40 > 0:15:42This is a safeguard for the shop.
0:15:42 > 0:15:45They'll also make sure any times they buy
0:15:45 > 0:15:48are not on any stolen property checklists
0:15:48 > 0:15:50before handing over any money.
0:15:51 > 0:15:54All right, mate. Just jump in there for me. All right.
0:15:54 > 0:15:55Thanks, buddy.
0:15:55 > 0:15:59Jim's not sure what the man may have stolen from Wilko's,
0:15:59 > 0:16:02but, based on the vigilant shopper's evidence,
0:16:02 > 0:16:04he's going to be questioned at the police station.
0:16:04 > 0:16:05What you fiddling with?
0:16:05 > 0:16:08All right, mate, just keep your hands out in front of you,
0:16:08 > 0:16:10where I can see them, that's all, buddy. All right?
0:16:10 > 0:16:12Shoplifting is one of the most common crimes,
0:16:12 > 0:16:15and one which is very high on the neighbourhood police's
0:16:15 > 0:16:17list of priorities.
0:16:17 > 0:16:20It is a problem that we have to deal with on a daily basis.
0:16:20 > 0:16:22It can lead on to bigger things, can't it?
0:16:22 > 0:16:24He might be shoplifting this time but next time he might think
0:16:24 > 0:16:26he can get more money doing a burglary,
0:16:26 > 0:16:29or perhaps stealing somebody's wallet with a robbery.
0:16:31 > 0:16:32All right, bud.
0:16:32 > 0:16:36Jim's colleague, Ian, is here to sit beside the prisoner
0:16:36 > 0:16:38on the journey to the nick -
0:16:38 > 0:16:41Bridgewater's new multimillion-pound police facility,
0:16:41 > 0:16:45where processing can be done in minutes.
0:16:45 > 0:16:46Hello. Hi.
0:16:47 > 0:16:52For the suspected offence of? Theft from shop and handling stolen goods.
0:16:52 > 0:16:55Detention's authorised so we can obtain evidence by questioning you.
0:16:55 > 0:16:58Also that we can secure and observe evidence,
0:16:58 > 0:17:00get CCTV and statements from the persons at the store,
0:17:00 > 0:17:02witnesses, in relation to the allegation.
0:17:02 > 0:17:04Do you understand? Mm-hm.
0:17:04 > 0:17:08Before being banged up, he's being searched.
0:17:09 > 0:17:10Jim's found something.
0:17:10 > 0:17:13Do you mind if I have a look at this?
0:17:13 > 0:17:16It's the receipt for the memory sticks he was given at CeX.
0:17:17 > 0:17:18With the receipt in hand...
0:17:18 > 0:17:20Thank you very much. Cheers for that.
0:17:20 > 0:17:24..Jim's next task is to head back to the shopping centre
0:17:24 > 0:17:26to gather some more evidence.
0:17:26 > 0:17:30And coming up later, he pieces together what actually happened
0:17:30 > 0:17:32before he arrested the suspect.
0:17:39 > 0:17:43Living next door to loud, rude and abusive neighbours
0:17:43 > 0:17:47is an unremitting nightmare for a great many people.
0:17:47 > 0:17:49And getting something done about the problem
0:17:49 > 0:17:52can seem like an almost impossible task.
0:17:52 > 0:17:55I think the police should get involved in all neighbourly disputes
0:17:55 > 0:17:58because, if they get involved sooner, then it doesn't come down
0:17:58 > 0:18:01to fisticuffs and everything else that it normally ends up with.
0:18:01 > 0:18:04I've been a police officer for 27 years and I've dealt with
0:18:04 > 0:18:06many neighbourhood disputes, and they are wide and varied.
0:18:06 > 0:18:09And sometimes they are the most difficult disputes to deal with
0:18:09 > 0:18:13because of the very nature of people living next door to each other.
0:18:13 > 0:18:17But some just can't and that's when, as a last resort,
0:18:17 > 0:18:19the police get called in.
0:18:19 > 0:18:22They have experienced troubleshooters,
0:18:22 > 0:18:25like Adge Secker from the neighbourhood police team,
0:18:25 > 0:18:26to get to the bottom of disputes.
0:18:26 > 0:18:29I think he thrives on them, actually.
0:18:29 > 0:18:31But it is, it does take years of experience
0:18:31 > 0:18:33to be able to resolve them.
0:18:33 > 0:18:37This morning, Adge is in Bath to see a lady
0:18:37 > 0:18:40who lives next door to a neighbour from hell.
0:18:40 > 0:18:42He's been working on her case for a while
0:18:42 > 0:18:45and is here to update her on his progress.
0:18:45 > 0:18:48She is the victim of this antisocial behaviour
0:18:48 > 0:18:51and she's quite keen to tell me, in some detail,
0:18:51 > 0:18:53about what's been happening
0:18:53 > 0:18:55and, more importantly, how it's affecting her life.
0:18:55 > 0:18:56DOORBELL RINGS
0:18:58 > 0:19:01Hi, Toni, it's Adge from the police. Oh, hello. Can I come in?
0:19:01 > 0:19:03Yes, that's fine. Thanks very much.
0:19:05 > 0:19:07This affects your quality of life, doesn't it?
0:19:07 > 0:19:09Well, no... Well, of course it does,
0:19:09 > 0:19:11cos I am actually sick to the back teeth.
0:19:11 > 0:19:13The lady has a nine-year-old daughter
0:19:13 > 0:19:16and they've both suffered from excessive noise
0:19:16 > 0:19:20and other abuse from their next-door neighbour, day and night, for years.
0:19:20 > 0:19:23I think it must have been about five or six in the morning,
0:19:23 > 0:19:27and she was jumping and banging and running up and down,
0:19:27 > 0:19:30I said, "I think it's unacceptable you're playing music this loud."
0:19:30 > 0:19:32She said "Oh, come on then, bring it on."
0:19:32 > 0:19:34Just got somebody who's quite vindictive and spiteful
0:19:34 > 0:19:38and quite awful, really, and actually that is what I've
0:19:38 > 0:19:41had to be living with since I don't know when.
0:19:41 > 0:19:44I saw your neighbour earlier on today, actually. Right, OK.
0:19:44 > 0:19:47She had an appointment with another agency.
0:19:47 > 0:19:50It was here, at the local Probation Services office,
0:19:50 > 0:19:53where Adge met the nightmare neighbour to issue her
0:19:53 > 0:19:56with a formal written warning about her behaviour.
0:19:56 > 0:19:59But she doesn't think she's done anything wrong.
0:19:59 > 0:20:02She is in total denial of everything, frankly.
0:20:02 > 0:20:05So all the allegations that have been made to her,
0:20:05 > 0:20:08or made about her, by a number of different sources,
0:20:08 > 0:20:11not just one individual, she totally denies them.
0:20:11 > 0:20:15The warning was part of a brand-new Community Protection Notice,
0:20:15 > 0:20:17a piece of legislation brought in
0:20:17 > 0:20:20to help safeguard people's quality of life.
0:20:20 > 0:20:24Now then, this is where you come into this process. Right.
0:20:24 > 0:20:26And it's really, really important, OK?
0:20:26 > 0:20:28Because you live here and I don't.
0:20:28 > 0:20:32If she starts playing her music at stupid o'clock in the morning,
0:20:32 > 0:20:36or whatever it may well be, and it's unacceptable,
0:20:36 > 0:20:39I want you to ring us. Right, OK.
0:20:39 > 0:20:42By doing that, then we should hopefully evidence that she
0:20:42 > 0:20:45would breach the conditions that she's under, that she's signed.
0:20:45 > 0:20:47We can then potentially go to the next stage,
0:20:47 > 0:20:50which is then to issue her with a Community Protection Notice.
0:20:50 > 0:20:53Right, OK. Right, so what's happened today is she's had this warning.
0:20:53 > 0:20:56Warning, right. The next one is the actual notice itself,
0:20:56 > 0:20:58it'll have exactly the same conditions.
0:20:58 > 0:21:01If she breaches those again, then that becomes a criminal matter.
0:21:01 > 0:21:03That's fine, because I was just thinking to myself
0:21:03 > 0:21:05something needs to be done.
0:21:05 > 0:21:08All right then, well, thank you very much. Cheers, Toni. Take care.
0:21:08 > 0:21:11She's fed up to the eyeballs of the selfish, unwarranted,
0:21:11 > 0:21:13unnecessary and unacceptable behaviour
0:21:13 > 0:21:17of an individual that is seriously affecting her quality of life.
0:21:17 > 0:21:19And why on earth should she put up with it?
0:21:19 > 0:21:20So I'm going to do everything I can
0:21:20 > 0:21:23to make sure that her and her daughter's life,
0:21:23 > 0:21:25and everybody else for this matter, in this street here,
0:21:25 > 0:21:30is made a little bit more bearable by challenging the behaviour
0:21:30 > 0:21:32that has caused all of this trouble.
0:21:34 > 0:21:36A day later, and the beleaguered woman
0:21:36 > 0:21:39has already been in touch with Adge again.
0:21:39 > 0:21:43Her neighbour has been out in the garden, shouting and swearing,
0:21:43 > 0:21:45in violation of the warning she received.
0:21:47 > 0:21:48Now, Adge is going to serve her
0:21:48 > 0:21:51with the official Community Protection Notice.
0:21:51 > 0:21:54If she breaks the terms of this,
0:21:54 > 0:21:57she will be committing a criminal offence and will be arrested.
0:21:57 > 0:21:59I wasn't expecting, less than 24 hours later,
0:21:59 > 0:22:02to be now going to her house again
0:22:02 > 0:22:06to issue her with a Community Protection Notice,
0:22:06 > 0:22:08which is the next stage up.
0:22:08 > 0:22:09It's disappointing
0:22:09 > 0:22:13but, I have to confess, not particularly surprising.
0:22:15 > 0:22:18The difference between this one and the one that I served on her
0:22:18 > 0:22:22yesterday was this had Community Protection Notice - Warning.
0:22:22 > 0:22:26So, it does what it says on the tin, you know. So she breached that.
0:22:26 > 0:22:29HE KNOCKS LOUDLY
0:22:29 > 0:22:31Think she heard that?
0:22:33 > 0:22:36Carla, it's PC Secker, could you open the door for me?
0:22:39 > 0:22:41LETTERBOX CLANKS
0:22:43 > 0:22:46Could have sworn I heard something in there then.
0:22:48 > 0:22:50HE SIGHS
0:22:50 > 0:22:53So bloody frustrating, has to say.
0:22:53 > 0:22:57Adge is convinced that the woman is inside
0:22:57 > 0:23:01but, unable to get her to show her face, he goes next door.
0:23:01 > 0:23:02Hello. Hello. Is she in?
0:23:02 > 0:23:05I can hear the banging. That's me knocking on the door.
0:23:05 > 0:23:08Oh, no, this was other banging that I could hear,
0:23:08 > 0:23:10which is coming from that side.
0:23:10 > 0:23:12But she is, she is in there.
0:23:13 > 0:23:16Well, I'll keep banging on her door then.
0:23:16 > 0:23:18Yeah, cos she was... Cos when I came in earlier,
0:23:18 > 0:23:21I could hear her in there and I was just...
0:23:21 > 0:23:24All right. I've got to do that statement from you anyway, OK?
0:23:24 > 0:23:26Yeah, I know. So, two things - shut the door.
0:23:26 > 0:23:29Second thing, get the kettle on, I'll be round shortly.
0:23:29 > 0:23:30THEY LAUGH All right?
0:23:33 > 0:23:36Right, Carla, I just need to speak to you, please.
0:23:36 > 0:23:38But ignoring me and not answering the door
0:23:38 > 0:23:40is making yourself look a bit silly.
0:23:40 > 0:23:43So come and open the door, I know you're in there.
0:23:45 > 0:23:49There's still no answer, so it's time to take a statement
0:23:49 > 0:23:51and get a cup of tea instead.
0:23:54 > 0:23:55I'm absolutely convinced
0:23:55 > 0:23:57that when I was taking a statement from her,
0:23:57 > 0:24:01I could hear some banging and noise coming from there,
0:24:01 > 0:24:03so I'm sure that she's in there.
0:24:03 > 0:24:05HE KNOCKS
0:24:05 > 0:24:06It's a lost cause,
0:24:06 > 0:24:09so Adge serves the paperwork through the letterbox instead.
0:24:09 > 0:24:13This is a Community Protection Notice
0:24:13 > 0:24:15and that is for you to stop your behaviour.
0:24:15 > 0:24:17If you breach any of the conditions on here,
0:24:17 > 0:24:20and it's very, very plain, similar to our meeting yesterday,
0:24:20 > 0:24:24you commit a criminal offence, you will be arrested.
0:24:24 > 0:24:26Carla, you've been warned, my love.
0:24:32 > 0:24:37Later, Adge finally catches up with the elusive nightmare neighbour.
0:24:37 > 0:24:39Stay away from me.
0:24:44 > 0:24:47CCTV systems have come a long way
0:24:47 > 0:24:50since they first became common in the 1980s.
0:24:50 > 0:24:51Back then, the cameras,
0:24:51 > 0:24:54with their grainy black and white pictures,
0:24:54 > 0:24:56were mostly used as a deterrent.
0:24:56 > 0:24:59Nowadays, with high definition,
0:24:59 > 0:25:02they're a vital tool in identifying criminals.
0:25:02 > 0:25:04Earlier, in Bridgewater,
0:25:04 > 0:25:06thanks to a member of the public alerting the police
0:25:06 > 0:25:10about someone trying to sell stolen items in CeX,
0:25:10 > 0:25:13a suspected shoplifter was arrested
0:25:13 > 0:25:16and taken to the police station for questioning.
0:25:16 > 0:25:18Jim Murray now needs some hard evidence
0:25:18 > 0:25:22to back up the witness's story and strengthen his case.
0:25:22 > 0:25:25We could have got him coming out of the shopping centre.
0:25:25 > 0:25:26Within a couple of minutes,
0:25:26 > 0:25:29he could have hidden them somewhere and we'd never have found them.
0:25:29 > 0:25:31So, yeah, they're invaluable, aren't they,
0:25:31 > 0:25:33for assisting us with jobs like this?
0:25:33 > 0:25:37Wilko's is a large nationwide chain store
0:25:37 > 0:25:40and it has its own security department.
0:25:40 > 0:25:43There are many different types of people who shoplift,
0:25:43 > 0:25:47but they often share some basic characteristics.
0:25:47 > 0:25:50Just people not behaving normally.
0:25:50 > 0:25:53So not coming in, doing your shopping, leaving.
0:25:53 > 0:25:59Coming in, wandering around and not really having a focus.
0:26:01 > 0:26:05Jim's now able to see for the first time what happened.
0:26:05 > 0:26:10The thief has chosen some small but high-value items to steal -
0:26:10 > 0:26:13some 32-gigabyte memory sticks.
0:26:15 > 0:26:19But he's discovered that they are all fitted with security tags,
0:26:19 > 0:26:22which will set off the store's alarm if taken out of the exit,
0:26:22 > 0:26:25and require special tools to remove.
0:26:26 > 0:26:31Unaware of the CCTV cameras, he's not going to be beaten.
0:26:31 > 0:26:34And, undeterred even by some other shoppers,
0:26:34 > 0:26:39he goes off to find something to cut the security tags off with.
0:26:39 > 0:26:41He looks for the tool department
0:26:41 > 0:26:45and there decides on an expensive set of pliers for the job.
0:26:48 > 0:26:51Still totally oblivious of the cameras pointing at him,
0:26:51 > 0:26:54he gets out his newly-acquired pliers...
0:26:56 > 0:27:00..and proceeds to cut the memory sticks' tags off...
0:27:01 > 0:27:05..hiding the discarded tags and packaging as he goes,
0:27:05 > 0:27:07while pocketing the valuable sticks.
0:27:10 > 0:27:13He's then picked up, calmly walking out of the front doors.
0:27:16 > 0:27:19Ten minutes later, after a short walk across town,
0:27:19 > 0:27:23he saunters into CeX and tries to off-load his pickings.
0:27:25 > 0:27:28This is the aisle the goods were taken from.
0:27:28 > 0:27:32As you can see, these are all tagged. Yeah.
0:27:32 > 0:27:36These are the ones I believe he's had. Right. 32 gig, tags.
0:27:36 > 0:27:38So he's come here,
0:27:38 > 0:27:42he's realised that he can't get the product easily,
0:27:42 > 0:27:47so he's then scouted around the shop, he's gone to DIY. Got down...
0:27:47 > 0:27:50He's using your... Used your tools to untag them, has he?
0:27:50 > 0:27:53The pliers and the discarded tags have all been recovered.
0:27:53 > 0:27:58One, two, three, four, five, six, seven. Right.
0:27:58 > 0:28:01Seven tags and one soft tag.
0:28:01 > 0:28:04The neighbourhood police are continually grateful
0:28:04 > 0:28:06for any help they get from the public.
0:28:06 > 0:28:10Here, it was this alert shopper that first noticed the thief.
0:28:10 > 0:28:13What he did next was extraordinary.
0:28:13 > 0:28:15Having seen the man take the memory sticks,
0:28:15 > 0:28:18he followed him across town to CeX
0:28:18 > 0:28:22and warned the staff there about what he'd seen,
0:28:22 > 0:28:24before running into Jim outside.
0:28:24 > 0:28:27Yeah, today, the individual has stolen
0:28:27 > 0:28:30in excess of ?100 worth of stock.
0:28:30 > 0:28:32And, yeah, damaging, very damaging.
0:28:32 > 0:28:38It's theft, it's taking away our employer's opportunities
0:28:38 > 0:28:43to offer work to young people, to old people, to everyone.
0:28:43 > 0:28:46It is a scourge of modern-day society.
0:28:46 > 0:28:50People think it has no consequences, it does.
0:28:50 > 0:28:54If they don't get the product, they'll destroy it trying to.
0:28:54 > 0:28:57It is all money thrown in the wind.
0:28:57 > 0:28:59So we'll take those back to the station,
0:28:59 > 0:29:01we'll get them booked in, along with the statement,
0:29:01 > 0:29:03and then we can hopefully put it all together
0:29:03 > 0:29:07and interview the suspect, see what he's got to say about the matter.
0:29:07 > 0:29:09Thanks very much, Andrew. No worries, thank you.
0:29:09 > 0:29:13All right, I'll see you again. Appreciate your help. Take care.
0:29:13 > 0:29:15The shoplifter was found guilty in court
0:29:15 > 0:29:19of the theft of the USB sticks and memory cards from Wilko's
0:29:19 > 0:29:23and fined a total of ?293.
0:29:31 > 0:29:35Earlier, we saw neighbour dispute specialist Adge Secker
0:29:35 > 0:29:39serve a new Community Protection Notice to a woman in Bath.
0:29:39 > 0:29:41Carla, you've been warned, my love.
0:29:41 > 0:29:44The woman has persistently been causing a nuisance to her neighbour
0:29:44 > 0:29:48and had already been formally warned, which she ignored.
0:29:49 > 0:29:54Failure to comply with the notice this time is an offence.
0:29:54 > 0:29:58It's been a week since he posted the paperwork through her letterbox.
0:29:58 > 0:30:01Today, Adge has returned to make sure she received it
0:30:01 > 0:30:04and to get her signature to say she has read
0:30:04 > 0:30:06and understands the conditions in it.
0:30:06 > 0:30:08I'm going to go round the back first of all.
0:30:08 > 0:30:11See if she's there, try and surprise her, I suppose.
0:30:11 > 0:30:14Oh! Cool.
0:30:14 > 0:30:17Oh, no, no... What you doing? Stay away from me.
0:30:17 > 0:30:18What you got to film for?
0:30:18 > 0:30:21All right, OK. Carla, come here, I just need you to sign this.
0:30:21 > 0:30:23At last, Adge has found the woman
0:30:23 > 0:30:26but she's still being evasive, as well as a bit camera-shy.
0:30:28 > 0:30:30I am the police, you silly thing, come here a minute.
0:30:30 > 0:30:32Carla, just sign this for me and I'll be gone.
0:30:32 > 0:30:35That's interesting. That was Carla.
0:30:35 > 0:30:39I think by... You saw her reaction there,
0:30:39 > 0:30:41the type of person that I'm dealing with.
0:30:43 > 0:30:46She's just refused to sign this form.
0:30:46 > 0:30:49That's fine, she doesn't have to sign it at all.
0:30:49 > 0:30:51So I'm going to put on here "refused to sign".
0:30:51 > 0:30:53Apparently she's going to make a phone call to the police,
0:30:53 > 0:30:56saying a policeman was following her.
0:30:56 > 0:30:58Must be a Monday.
0:30:58 > 0:31:03Two days later, a Wednesday, and Adge has discovered that the woman
0:31:03 > 0:31:07has breached the conditions of her Community Protection Notice.
0:31:07 > 0:31:09She has verbally attacked her neighbour
0:31:09 > 0:31:12with a tirade of foul-mouthed abuse.
0:31:12 > 0:31:16We've given her a chance. In fact, we've given her a couple of chances.
0:31:16 > 0:31:22And she's completely and utterly stuck two fingers up at the system.
0:31:22 > 0:31:25"Don't care about that, don't care about my neighbour."
0:31:25 > 0:31:27Well, tough, she's going to have to care about it
0:31:27 > 0:31:30because she's now going to come and see where I work for a living.
0:31:30 > 0:31:34Now she'll be arrested. Adge calls the victim to let her know.
0:31:34 > 0:31:36Toni, hi, it's Adge from the police station.
0:31:36 > 0:31:38'Oh, hi, Adge.'
0:31:38 > 0:31:40I've seen the statement.
0:31:40 > 0:31:43I'm absolutely disgusted with that kind of behaviour
0:31:43 > 0:31:47and more importantly language, so Carla is going to be arrested.
0:31:47 > 0:31:50'OK, brilliant. Thank you, Adge.' Bye. 'Bye.'
0:31:50 > 0:31:53Having a real negative impact on the quality of her life,
0:31:53 > 0:31:55but also that of her nine-year-old daughter as well.
0:31:55 > 0:31:56It's just not fair,
0:31:56 > 0:31:59so for me to be able to take some real positive action,
0:31:59 > 0:32:03and maybe change that situation for this lady...
0:32:03 > 0:32:06that's a great thing to be able to achieve.
0:32:07 > 0:32:09Adge can only hope the woman is at home
0:32:09 > 0:32:11when he goes round there this time.
0:32:12 > 0:32:14But he doesn't have to worry.
0:32:14 > 0:32:17He's had a lucky break. She's walking on the pavement.
0:32:17 > 0:32:19I've done nothing wrong, I phoned them up and...
0:32:19 > 0:32:21Carla, Carla, listen, listen a minute.
0:32:21 > 0:32:23He keeps coming round my house when I'm in the shower.
0:32:23 > 0:32:25Right, so you're arrested
0:32:25 > 0:32:27for breaching the Community Protection Notice.
0:32:27 > 0:32:30You are all liars. You are all liars.
0:32:30 > 0:32:32Get that man away from me.
0:32:32 > 0:32:35Well, you've still got to come in the car. Get away from me, no way.
0:32:35 > 0:32:37You are all BLEEP liars.
0:32:37 > 0:32:40I don't think she likes me very much, there you are.
0:32:40 > 0:32:43Good news, excellent. That is a great result.
0:32:48 > 0:32:52At last, Adge can deliver some good news to the victim.
0:32:52 > 0:32:54So, what's happening is...
0:32:54 > 0:32:57Because the woman has breached the Community Protection Notice,
0:32:57 > 0:32:59and is still denying the accusations,
0:32:59 > 0:33:01her case will now be heard in court.
0:33:01 > 0:33:04You are undoubtedly going to be called as a witness.
0:33:04 > 0:33:05Well, of course, at the end of the day
0:33:05 > 0:33:07I don't have a problem with that,
0:33:07 > 0:33:10because I'm more than happy to stand up in court and say,
0:33:10 > 0:33:12"Actually, this is what I heard her saying."
0:33:12 > 0:33:16Well, hopefully, then the actions that we've taken then, with this...
0:33:16 > 0:33:19Using this new legislation and everything else,
0:33:19 > 0:33:22and getting her before a court...
0:33:22 > 0:33:25As you say, that may be the catalyst,
0:33:25 > 0:33:28you know, the beginning of the end, maybe.
0:33:28 > 0:33:30Cheers, Toni. Thank you, take care.
0:33:30 > 0:33:34When she appeared in court, the nightmare neighbour was taken ill.
0:33:34 > 0:33:35In her absence, she was found guilty
0:33:35 > 0:33:38of breaching her Community Protection Notice
0:33:38 > 0:33:43by using abusive, intimidating and racial language.
0:33:43 > 0:33:48She received a criminal record and the housing association evicted her.
0:33:48 > 0:33:51Adge's persistence in this case shows that,
0:33:51 > 0:33:53when people with nightmare neighbours
0:33:53 > 0:33:56reach the end of their tether, something can be done.
0:34:02 > 0:34:05Cannabis farming is big business for criminals,
0:34:05 > 0:34:08and a big problem for the police.
0:34:08 > 0:34:11The neighbourhood teams rely on local intelligence and tip-offs
0:34:11 > 0:34:15to find the farms set up in people's houses.
0:34:15 > 0:34:19But, increasingly, new technology is being used.
0:34:19 > 0:34:22Thermal imaging cameras in helicopters and special heat guns
0:34:22 > 0:34:27can see the intense heat radiated by the lamps used to grow the plants.
0:34:29 > 0:34:30The obvious answer for the growers
0:34:30 > 0:34:34is to find somewhere outdoors to cultivate their crop,
0:34:34 > 0:34:38but there's still a major problem for them to overcome -
0:34:38 > 0:34:39the smell.
0:34:41 > 0:34:44Near Bridgewater, the hot weather has triggered an odd aroma,
0:34:44 > 0:34:47which the neighbourhood team have been alerted to.
0:34:47 > 0:34:50And it's not newly-mown fields.
0:34:51 > 0:34:53Two people have called the smell in,
0:34:53 > 0:34:56but were only able to give a rough location.
0:34:56 > 0:35:00However, PCSO Dan Weller, using his nose,
0:35:00 > 0:35:02has discovered the source of the pong.
0:35:02 > 0:35:05Crossed over and then walked down through,
0:35:05 > 0:35:08and followed the sort of embankment side if you like,
0:35:08 > 0:35:10which is where we found it all hidden away.
0:35:12 > 0:35:15What Dan has sniffed out with his colleague, Tex Freeman,
0:35:15 > 0:35:18is a huge crop of thriving cannabis plants,
0:35:18 > 0:35:21neatly hidden between a farmer's field and the A39.
0:35:21 > 0:35:22Due to the location,
0:35:22 > 0:35:25there's no public footpaths or anything like that,
0:35:25 > 0:35:28directly on to a road, I think the thought process was
0:35:28 > 0:35:31it's not going to be noticed by members of the public
0:35:31 > 0:35:34and also the smell, with passing vehicles, maybe won't travel.
0:35:34 > 0:35:36But clearly it did.
0:35:37 > 0:35:41The plot has been expertly fashioned and disguised.
0:35:41 > 0:35:43We think this is just a strip, a wasteland,
0:35:43 > 0:35:46which they've sectioned off the bottom, covered it over,
0:35:46 > 0:35:50as you see, with the dead branches, to stop it being seen from the road.
0:35:51 > 0:35:54A crop this size has got a potential street value
0:35:54 > 0:35:55of many thousands of pounds.
0:35:55 > 0:36:01I probably haven't seen a haul like this for probably eight, nine years.
0:36:01 > 0:36:04With a huge haul of marijuana to harvest,
0:36:04 > 0:36:07Dan and Tex call up their neighbourhood colleagues
0:36:07 > 0:36:09in Bridgewater to come and help.
0:36:09 > 0:36:13Lovely, yes, all the equipment that we need to trim them
0:36:13 > 0:36:14and bag them up.
0:36:18 > 0:36:21The plan is now, we need to get three plants out
0:36:21 > 0:36:23with the roots in, and some soil,
0:36:23 > 0:36:26put that in one bag as the sample bag for testing
0:36:26 > 0:36:30and then we need to basically pull all the others out,
0:36:30 > 0:36:34cut off the roots, and then bag those up.
0:36:34 > 0:36:38Yeah, if we take these ones, three of the bigger ones.
0:36:38 > 0:36:41The plants will be tested to determine their yield.
0:36:41 > 0:36:45Records of seized crops have been kept for the last 20 years,
0:36:45 > 0:36:50during which time large increases in yield and potency have been noticed.
0:36:52 > 0:36:54The rest of the bumper crop will be destroyed
0:36:54 > 0:36:58by removing the roots before later being incinerated.
0:36:58 > 0:37:02Yes, I love gardening. I don't think I'm Alan Titchmarsh by any means.
0:37:04 > 0:37:07They certainly know how to grow the plants.
0:37:07 > 0:37:11It's clear this is an extremely professional job.
0:37:11 > 0:37:12Whoever was responsible
0:37:12 > 0:37:16even installed a nutrient-rich irrigation system.
0:37:16 > 0:37:19They've added all the fertiliser to the water
0:37:19 > 0:37:21to obviously give the plants a helping hand.
0:37:21 > 0:37:24So that when they water them, already treated with this
0:37:24 > 0:37:26and try and speed up the growing process.
0:37:26 > 0:37:29The latest member of the public phoned up and narrowed it down,
0:37:29 > 0:37:32the search, so we were able to find it.
0:37:32 > 0:37:34So you know, again, our eyes and ears a lot of the time
0:37:34 > 0:37:36are the public and it just shows what can be achieved
0:37:36 > 0:37:40when people do take the time to phone these things in.
0:37:40 > 0:37:42Yeah, I like a bit of gardening,
0:37:42 > 0:37:45but this is taking it to another level, isn't it, really?
0:37:45 > 0:37:49I shall smell wonderful once the haul has been bagged up.
0:37:49 > 0:37:51Yes, it's not a very nice smell, really,
0:37:51 > 0:37:54but off the streets, that's the main thing.
0:37:55 > 0:37:58The crop's been discovered just in time.
0:37:58 > 0:38:01Another three weeks and the plants would have been fully mature
0:38:01 > 0:38:03and ready to be sold on the streets.
0:38:03 > 0:38:07Unfortunately, catching those responsible is very unlikely.
0:38:07 > 0:38:09It's difficult to locate who's done this.
0:38:09 > 0:38:12Enquiries will be made, as always, to see if we can follow up.
0:38:12 > 0:38:16We've seized it so, either way, we've stopped it in its process.
0:38:16 > 0:38:20We've stopped it from going on the streets, so it's a good result.
0:38:20 > 0:38:21Hoo.
0:38:23 > 0:38:27I'd love to see the face of the person when they come back.
0:38:27 > 0:38:28Oh, you imagine that,
0:38:28 > 0:38:31how good that will be when they come round here, thinking,
0:38:31 > 0:38:33"Oh, I'll see how me cannabis is doing,
0:38:33 > 0:38:35"maybe give it a bit of water."
0:38:35 > 0:38:36Ooh, unlucky.
0:38:38 > 0:38:43Altogether, the team have gathered up more than 200 cannabis plants.
0:38:43 > 0:38:46203, get in.
0:38:46 > 0:38:49It'll be interesting, I just can't wait for them to do their stuff
0:38:49 > 0:38:51and find out what the value of it is.
0:38:56 > 0:38:59Tex just has time to call the person
0:38:59 > 0:39:01who originally phoned in with the information.
0:39:01 > 0:39:03It's just to give you an update.
0:39:03 > 0:39:05We've been out on foot, myself and a colleague,
0:39:05 > 0:39:08and we've managed to find, there was a stash growing on wasteland,
0:39:08 > 0:39:11which had all been properly prepared and grown, fenced off,
0:39:11 > 0:39:14and we've recovered 203 plants.
0:39:14 > 0:39:17So just wanted to thank you for your call, sir.
0:39:17 > 0:39:21When the plants were tested at the labs for potential yield,
0:39:21 > 0:39:26it was estimated the haul would have had a street value of up to ?85,000.
0:39:27 > 0:39:30Those behind the operation were never found.
0:39:38 > 0:39:40Having the public's trust and confidence
0:39:40 > 0:39:43is a key element of neighbourhood policing,
0:39:43 > 0:39:46and a great way to forge a positive relationship
0:39:46 > 0:39:50is to go into local schools to teach children at an early age
0:39:50 > 0:39:54all about crime and good citizenship.
0:39:54 > 0:39:56We're very closely linked to the police and they talk
0:39:56 > 0:39:59and tackle the issues that are quite current at the moment.
0:39:59 > 0:40:03Things around the community where there's vandalism or things
0:40:03 > 0:40:06that have happened, and also with everything there's an action
0:40:06 > 0:40:08and a consequence as well, because that is life.
0:40:08 > 0:40:12So, we're here together to try and make sure these kids go and succeed.
0:40:13 > 0:40:17PCSO Kim Tanner, from the Bath neighbourhood policing team,
0:40:17 > 0:40:22is here at a junior school in Twerton to give a talk about the law
0:40:22 > 0:40:24to Year Six pupils.
0:40:24 > 0:40:27It's a really important time in their year.
0:40:27 > 0:40:30Obviously, they're 10 going on 11 and going off to secondary school.
0:40:30 > 0:40:33Hopefully, they're not going to get in trouble with the police,
0:40:33 > 0:40:36but if they do, how they'll be dealt with,
0:40:36 > 0:40:39and the children talk to us about what they think is right and wrong.
0:40:39 > 0:40:42Come on in and sit down.
0:40:42 > 0:40:44Oh, you've sat right in front of me, aren't I lucky?
0:40:44 > 0:40:47Class 6RM are also known as the Dolphins.
0:40:49 > 0:40:50Good afternoon, Dolphins.
0:40:50 > 0:40:54ALL: Good afternoon, PCSO Tanner.
0:40:54 > 0:40:56What we're going to talk about
0:40:56 > 0:40:58is something called crime and consequences.
0:40:58 > 0:41:01It's anything to do with crime, OK,
0:41:01 > 0:41:05and how that can affect the person that's committed that crime.
0:41:05 > 0:41:07Kim's got some question and answer books
0:41:07 > 0:41:09designed to test the children
0:41:09 > 0:41:12on their knowledge of the most common laws and regulations.
0:41:13 > 0:41:17It's about understanding the rules our society runs by
0:41:17 > 0:41:18that we all have to abide by.
0:41:18 > 0:41:22"How old must you be to buy alcohol legally
0:41:22 > 0:41:25"from an off-licence or a pub?"
0:41:25 > 0:41:2618.
0:41:26 > 0:41:2818, do you think it's 18?
0:41:28 > 0:41:32Do you know what we can do if we find young people with alcohol?
0:41:32 > 0:41:35Sometimes we'll take them home to their parents
0:41:35 > 0:41:37and we will also take that young person's details.
0:41:37 > 0:41:42And that goes on to our system, but it tells us that that young person
0:41:42 > 0:41:43is out and about in a public place,
0:41:43 > 0:41:45drinking alcohol when they shouldn't be.
0:41:45 > 0:41:49Understanding the difference between right and wrong
0:41:49 > 0:41:51is vital for all children.
0:41:51 > 0:41:54And lessons like these are invaluable.
0:41:54 > 0:41:56It's about the bigger picture with young people,
0:41:56 > 0:41:58it's how it can affect their families,
0:41:58 > 0:42:02how it can affect their friendships with people.
0:42:02 > 0:42:06And how word spreads, if someone's involved with criminal acts,
0:42:06 > 0:42:08how it's going to affect them in the future.
0:42:08 > 0:42:10You've all been brilliant today, OK,
0:42:10 > 0:42:13and enjoy going off to your secondary schools in September.
0:42:13 > 0:42:17And if you see me out and about, or Lou out and about in the summer,
0:42:17 > 0:42:20say hello and wave, OK?
0:42:20 > 0:42:22And come and have a chat with us.
0:42:22 > 0:42:25I knew quite a bit. Not all of it, though.
0:42:26 > 0:42:28They told me about some things that I didn't know.
