0:01:44 > 0:01:47Local council CCTV systems are an invaluable

0:01:47 > 0:01:49tool for the neighbourhood police.

0:01:49 > 0:01:51As well as monitoring the streets

0:01:51 > 0:01:55and providing recorded footage for evidence in police investigations,

0:01:55 > 0:01:59they come into their own when tracking down a suspect on the run.

0:02:04 > 0:02:10In Weston-super-Mare, Sergeant Colin Batchelor has just begun his shift.

0:02:10 > 0:02:12Overnight there have been two break-ins,

0:02:12 > 0:02:15which are believed to be related.

0:02:15 > 0:02:18A victim at one of the properties has reported that three

0:02:18 > 0:02:20youths were involved.

0:02:20 > 0:02:23So I've come in this morning to one attempt burglary,

0:02:23 > 0:02:26and a further burglary, on the neighbourhood here in Weston.

0:02:26 > 0:02:29One certainly involving an imitation firearm,

0:02:29 > 0:02:32which has been recovered from the scene.

0:02:32 > 0:02:35And one individual has been arrested.

0:02:35 > 0:02:40Police have also recovered £25,000 worth of luxury items

0:02:40 > 0:02:43and cash taken from one of the properties.

0:02:43 > 0:02:47But there are still two suspects on the loose.

0:02:47 > 0:02:51Those descriptions have been passed to our local CCTV that covers

0:02:51 > 0:02:54a wide area of the town centre.

0:02:54 > 0:02:56So I'm hoping at some point today we get a report

0:02:56 > 0:03:00confirming that these individuals are in or around the town centre.

0:03:02 > 0:03:06In Weston-super-Mare, the council CCTV control room patches

0:03:06 > 0:03:09directly through to Somerset police.

0:03:10 > 0:03:16And last year these CCTV cameras were involved in 624 arrests.

0:03:16 > 0:03:20The control room has just got in touch with the neighbourhood team.

0:03:20 > 0:03:23We seem to have picked up individuals, in the town centre,

0:03:23 > 0:03:28matching the description of the suspects for a burglary.

0:03:31 > 0:03:35It was CCTV operator Chris Fields who raised the alarm.

0:03:36 > 0:03:40We've got very good coverage around the whole town centre in Weston,

0:03:40 > 0:03:42so they went from one camera on to another,

0:03:42 > 0:03:45so we managed to follow them round the corner.

0:03:45 > 0:03:47Although there are three youths,

0:03:47 > 0:03:49the one on the right isn't under suspicion.

0:03:50 > 0:03:53We've got them on camera at the minute, we've got

0:03:53 > 0:03:56uniform response on their way.

0:03:56 > 0:03:58One of them seems to be on a bike.

0:04:01 > 0:04:04CCTV is keeping them in sight.

0:04:04 > 0:04:07And with the police station just around the corner

0:04:07 > 0:04:11from the high street, the youths should be stopped within seconds.

0:04:11 > 0:04:14The lad on the bike is of particular interest,

0:04:14 > 0:04:17as Colin has had dealings with him in the past,

0:04:17 > 0:04:20and a description goes out to all the neighbourhood team.

0:04:25 > 0:04:28Police are only moments away.

0:04:28 > 0:04:31While waiting for their friend who's gone into a shop, the one on

0:04:31 > 0:04:35the bike perhaps spots an officer ahead and dives down an alley.

0:04:39 > 0:04:42We've got both ends of that alleyway covered,

0:04:42 > 0:04:44so we're able to say he's in there somewhere.

0:04:44 > 0:04:49He's either still in the alleyway or he's entered a building.

0:04:49 > 0:04:53He's gone to ground somewhere behind the main drag here.

0:04:53 > 0:04:56So units are just cordoning off the scene,

0:04:56 > 0:04:58trying to cut off all the alleyways.

0:04:58 > 0:05:00Once we can do that and contain it,

0:05:00 > 0:05:03then we've got a real chance of flushing him out.

0:05:04 > 0:05:09The other suspect heads out of town, and police catch up with him later.

0:05:09 > 0:05:12But flushing out the one who's gone down the alley might be

0:05:12 > 0:05:14harder than Colin thinks,

0:05:14 > 0:05:18as he hasn't emerged from the other end, and he's abandoned his bike.

0:05:18 > 0:05:21Possibility is obviously that he could have got into a building.

0:05:21 > 0:05:24There are commercial premises down there that he can go into, which

0:05:24 > 0:05:26would be fairly easy to check, but if he's gone into a private

0:05:26 > 0:05:29property then that's going to be more troublesome.

0:05:29 > 0:05:33But the suspect hasn't gone into any kind of building.

0:05:36 > 0:05:39He's somehow managed to get up onto a roof.

0:06:48 > 0:06:51trail across the rooftops, to try and catch up with him.

0:09:08 > 0:09:12Living in a street where someone is using or peddling drugs can be

0:09:12 > 0:09:14a nightmare ordeal,

0:09:14 > 0:09:18not surprisingly, as it often gives rise to other kinds of crime

0:09:18 > 0:09:21and antisocial behaviour.

0:09:21 > 0:09:23So, listening to residents' complaints about it,

0:09:23 > 0:09:27and acting quickly, is a priority for the neighbourhood police.

0:09:27 > 0:09:28People are aware of it as an issue

0:09:28 > 0:09:30and when it comes from their doorstep,

0:09:30 > 0:09:33when they see their neighbours affected, when they see their

0:09:33 > 0:09:35children, their family affected, that is when they come to us

0:09:35 > 0:09:38and quite frankly expect, and should expect, action.

0:09:38 > 0:09:40And that is when we do, we're robust,

0:09:40 > 0:09:43as best as we can be, to take that action.

0:09:43 > 0:09:46If I lived next to a drug user I would probably move.

0:09:46 > 0:09:49If it's affecting your family and it's affecting people around you,

0:09:49 > 0:09:52and your community, then I feel like it's an issue.

0:09:52 > 0:09:53People are going in and out, in and out,

0:09:53 > 0:09:56and there's constantly noise.

0:09:56 > 0:10:01There's constantly people shouting and they're getting wasted or drunk.

0:10:01 > 0:10:03There's... Nobody feels safe.

0:10:04 > 0:10:09In Bridgwater, beat manager Jen Atkinson is investigating complaints

0:10:09 > 0:10:13about a property where people are suspected of using illegal drugs.

0:10:14 > 0:10:18Neighbours have had enough of the occupants' all-night parties

0:10:18 > 0:10:21and cars coming and going into the small hours.

0:10:24 > 0:10:28Jen is working to see if she can collect enough evidence to apply to the courts, for

0:10:28 > 0:10:33a misuse of drugs warrant, to enter and search the property.

0:10:33 > 0:10:37And today she's going to the area to look for any suspicious vehicles.

0:10:37 > 0:10:42We've got a list of registrations that are frequenting our address.

0:10:42 > 0:10:47A car belonging to a known drug user is parked outside the property.

0:10:47 > 0:10:51That is one of the vehicles that's quite a persistent

0:10:51 > 0:10:53caller at the address.

0:10:53 > 0:10:54It never stays very long,

0:10:54 > 0:10:57only sort of five or ten minutes, I think, isn't it?

0:10:59 > 0:11:02It's all good information for Jen's warrant application.

0:11:07 > 0:11:11It's one month later, and Jen's meticulous groundwork has paid off.

0:11:11 > 0:11:14She now has a misuse of drugs warrant.

0:11:16 > 0:11:19Although Jen's attended many drugs warrants in the past,

0:11:19 > 0:11:23this is the first one she has actually investigated,

0:11:23 > 0:11:25and been granted, herself.

0:11:25 > 0:11:28Most of the people that are related to the address usually do

0:11:28 > 0:11:33have some sort of conviction for weapons, assaults, knives.

0:11:33 > 0:11:35So, officer safety side of it, just get in,

0:11:35 > 0:11:39cuff whoever the hell's in there, and then we'll take it from there.

0:11:39 > 0:11:40Lovely job, thank you very much.

0:11:41 > 0:11:43It's a big day for her.

0:18:07 > 0:18:12with cameras that are monitored 24 hours a day, 365 days a year.

0:18:19 > 0:18:22Today, the operators are helping police investigating

0:18:22 > 0:18:25a pair of night-time burglaries.

0:18:25 > 0:18:29Stolen items and a fake firearm have been recovered,

0:18:29 > 0:18:31and one suspect is already in custody.

0:18:31 > 0:18:34But two other suspects were spotted earlier,

0:18:34 > 0:18:36walking with a friend in the high street.

0:18:36 > 0:18:39After giving the police the slip, one of the two has been

0:18:39 > 0:18:45followed by CCTV onto a rooftop, where he's now threatening to jump.

0:18:45 > 0:18:49The suspect has moved further along across the roofs, onto an apex

0:18:49 > 0:18:54of the roof, and potentially quite a precarious and dangerous situation.

0:19:18 > 0:19:22and police need to keep the public as far removed as possible.

0:19:24 > 0:19:28preserve the scene, until we know exactly what's happening.

0:19:41 > 0:19:45also been here to lend a hand in the immediate negotiations.

0:22:54 > 0:22:59For years Weston-super-Mare has been a magnet for weekend clubbers

0:23:00 > 0:23:04But it's putting an ever increasing strain on the emergency services.

0:23:04 > 0:23:05And breaking up fights

0:23:05 > 0:23:09and mopping up drunks ties up their valuable resources.

0:23:11 > 0:23:14Inspector Sharon Bennett, and the neighbourhood team, have been

0:23:14 > 0:23:17working tirelessly with the council

0:23:17 > 0:23:20and other agencies to find an answer to the problem.

0:23:20 > 0:23:24And they've come up with a vehicle specifically designed to be

0:23:24 > 0:23:28a hub for police, ambulance, street wardens and other local

0:23:28 > 0:23:31agencies who deal with Weston's night-time population.

0:23:33 > 0:23:36That should be a valuable asset, I think, for the town.

0:23:36 > 0:23:38When we first met as a group, I think there was

0:23:38 > 0:23:41consensus around the table that everybody wanted... The old

0:23:41 > 0:23:44street safe bus was a success, we should bring it back.

0:23:44 > 0:23:47Howard pulled together the bid and we got substantial

0:23:47 > 0:23:50funding for what is going to be a really good bus.

0:23:52 > 0:23:55During the day the bus will be used as a resource for engaging

0:23:55 > 0:23:59with local people and showcased at special events.

0:24:01 > 0:24:05But there's still one important thing everyone has to agree on.

0:24:05 > 0:24:06The name.

0:24:06 > 0:24:10I think the latest name is possibly MAVIS.

0:24:50 > 0:24:54And not actually treat people, it might be someonee who's just a bit worse for wear, vulnerable.

0:28:23 > 0:28:28listen to, and act on, people's concerns about their neighbourhood.

0:28:28 > 0:28:31They'll work with other agencies as well, problem-solve.

0:28:31 > 0:28:34And they get more time to do what's important for the local community.

0:28:34 > 0:28:37So they don't necessarily work on those big priorities,

0:28:37 > 0:28:40those national objectives, they'll work on local issues.

0:28:40 > 0:28:42Which make people feel safer.

0:28:42 > 0:28:45One of the most cowardly crimes in today's world is

0:28:45 > 0:28:49that against the vulnerable, especially the elderly,

0:28:49 > 0:28:52and this is where PCSOs come into their own.

0:28:54 > 0:28:57Nicola Mitchell has been a PCSO in Weston-super-Mare

0:28:57 > 0:29:01for the past three years, and her mission has always been to help people.

0:29:02 > 0:29:09My main aim, for my beat, is for people to live a quiet, safe,

0:30:19 > 0:30:23Before the theft, 82-year-old David was a cheerful character,

0:30:25 > 0:30:27But these days, he stays fairly close to home.

0:31:48 > 0:31:52He was so scared of the man that he didn't want to do an interview

0:31:52 > 0:31:53or anything like that,

0:31:53 > 0:31:58because he was scared that the man was going to come and hurt him.

0:31:58 > 0:32:00David didn't want to go to court to give evidence,

0:32:00 > 0:32:04so Nicola's plan was to get him to record his testimony.

0:32:05 > 0:32:09Nicola got me to make a tape.

0:32:09 > 0:32:14When he went to the magistrate court the magistrate had it...

0:32:15 > 0:32:18..and played it, and he admitted to it.

0:32:18 > 0:32:25He admitted to what he had stolen out of my account.

0:32:25 > 0:32:30The thief stole £1,000 from David, which he was ordered to pay back.

0:32:30 > 0:32:33He was also given a six-month prison sentence, suspended for two

0:32:33 > 0:32:36years, and electronically tagged for six months,

0:32:36 > 0:32:40which means he's still in the area, and David's still anxious.

0:37:18 > 0:37:22The teenager's attack on the men was put down to mistaken identity.

0:37:29 > 0:37:34and had to pay £185 in costs and compensation.
