0:00:03 > 0:00:06The friendly, caring bobby pounding the beat
0:00:06 > 0:00:08has always been the hallmark of British policing...
0:00:08 > 0:00:11Fantastic. Pleasure's been all mine, my friend.
0:00:11 > 0:00:14..and has even been immortalised on film by the fictional
0:00:14 > 0:00:15Dixon Of Dock Green.
0:00:15 > 0:00:16Good evening, all.
0:00:18 > 0:00:22Today's neighbourhood police teams continue that tradition,
0:00:22 > 0:00:25but also tackle the root causes of crime head on,
0:00:25 > 0:00:28by targeting known hot spots...
0:00:28 > 0:00:29Unlucky.
0:00:29 > 0:00:32..stamping down on antisocial behaviour...
0:00:32 > 0:00:34I'm arresting you for a public order offence.
0:00:34 > 0:00:36..and waging war on illegal drugs.
0:00:36 > 0:00:37I can smell cannabis already.
0:00:37 > 0:00:40In this new series of Neighbourhood Blues,
0:00:40 > 0:00:43we follow the policemen and women of Somerset,
0:00:43 > 0:00:47as they continue their quest to make our streets a safer place.
0:01:01 > 0:01:02Coming up...
0:01:02 > 0:01:04Strike, strike. Get down on the floor.
0:01:04 > 0:01:08..neighbourhood police tackle the scourge of heroin...
0:01:08 > 0:01:11The mind-set of these people is unbelievable.
0:01:11 > 0:01:14..deal with the fallout between two warring neighbours...
0:01:14 > 0:01:16And I'm going to put you in that cell in a minute,
0:01:16 > 0:01:19and I'm going to leave you there until tomorrow morning.
0:01:19 > 0:01:21You can tell the magistrate why you're acting like an idiot.
0:01:21 > 0:01:23Let me see my mum.
0:01:23 > 0:01:26..and arrest a drug user who has fallen foul...
0:01:26 > 0:01:28Move away from the car.
0:01:28 > 0:01:30..of his long-suffering girlfriend.
0:01:30 > 0:01:31Me and you are over, Josh.
0:01:37 > 0:01:40All illicit drugs are potentially dangerous,
0:01:40 > 0:01:43but probably none more so than heroin.
0:01:43 > 0:01:45It's highly addictive,
0:01:45 > 0:01:48and has devastating psychological effects on its users,
0:01:48 > 0:01:51and can completely destroy whole families.
0:01:54 > 0:01:57Addicts are a major problem for the neighbourhood police,
0:01:57 > 0:02:01as many of them turn to crime to fund their habit,
0:02:01 > 0:02:03while others take up dealing the drugs themselves.
0:02:03 > 0:02:07If you're addicted to drugs and alcohol, you have a habit to feed,
0:02:07 > 0:02:09and you need to feed that. And if it's an expensive habit
0:02:09 > 0:02:12and you're not employed, then, how do you fund that?
0:02:12 > 0:02:15Drugs and alcohol modifies your behaviour, you don't think straight.
0:02:15 > 0:02:18You commit crimes you might not ordinarily do.
0:02:23 > 0:02:26It's late afternoon in Weston-super-Mare,
0:02:26 > 0:02:28and the neighbourhood police team are being
0:02:28 > 0:02:31briefed by an undercover intelligence officer for an
0:02:31 > 0:02:36operation to take out a suspected prolific local heroin dealer.
0:02:36 > 0:02:39Today's job is aimed at a well-known class A drug user.
0:02:39 > 0:02:44That's the address there, and as you can see, the two porches actually...
0:02:44 > 0:02:45That's the front and back doors.
0:02:45 > 0:02:49Definitely those curtains are closed. So you will be able to get
0:02:49 > 0:02:52down the side of the address fairly well, to be honest.
0:02:52 > 0:02:55He's got a few previous possessions of class A, in '98,
0:02:55 > 0:02:592008 and 2009, possession of heroin and cocaine.
0:03:00 > 0:03:02The plan is to catch the suspected dealer
0:03:02 > 0:03:05with drugs in his possession when he gets back to his house.
0:03:07 > 0:03:09So that's our plan today. He seems to be going up to the van with
0:03:09 > 0:03:12another guy. If he comes out, we just grab hold of him outside,
0:03:12 > 0:03:14and then execute the warrant at the address.
0:03:14 > 0:03:17The other option is if he carries on in the vehicle,
0:03:17 > 0:03:20next time he goes in the house, to go back out to the car,
0:03:20 > 0:03:24we'll just go for it and strike on the car, and detain all occupants.
0:03:24 > 0:03:26All right, happy? Let's get on.
0:03:29 > 0:03:32The neighbourhood police are taking no chances,
0:03:32 > 0:03:34and have assembled a large team for the operation,
0:03:34 > 0:03:38including plain-clothed officer, Andy Vallender.
0:03:38 > 0:03:41Police cameras are tracking the vehicle
0:03:41 > 0:03:43the suspected drug dealer is driving.
0:03:45 > 0:03:48They've followed him all the way to Bath,
0:03:48 > 0:03:51where they appear to show him collecting a consignment of drugs,
0:03:51 > 0:03:54and now he's on his way back to Weston.
0:03:56 > 0:03:58Andy has arrived at the suspect's house.
0:04:08 > 0:04:09Possibly, yeah.
0:04:10 > 0:04:14The vehicle that the subject is believed to be using
0:04:14 > 0:04:18has been pinged up on ANPR.
0:04:18 > 0:04:21The automatic numberplate reading devices around,
0:04:21 > 0:04:26and it looks like it's been to Bath or Bristol direction,
0:04:26 > 0:04:27and is now on its way back.
0:04:29 > 0:04:32All of a sudden, a person is spotted heading towards the house.
0:04:34 > 0:04:37It's somebody the police recognise.
0:04:37 > 0:04:39He's here, BLEEP.
0:04:41 > 0:04:42He's big, he's a big lad.
0:04:42 > 0:04:45A guy I've arrested on numerous occasions before, a very heavy
0:04:45 > 0:04:49class A drug user, appears to be waiting at this location already.
0:04:49 > 0:04:52Could mean that he's gone and pick up and what they call
0:04:52 > 0:04:56reloaded, which would indicate the fact that we have a possible buyer
0:04:56 > 0:04:59already waiting, so that could well be.
0:04:59 > 0:05:02As day turns to night, Andy is still
0:05:02 > 0:05:05waiting patiently for the suspected drug dealer to arrive home.
0:05:07 > 0:05:11So our plan is now to watch him return to the address,
0:05:11 > 0:05:15and then prior to him getting into the address,
0:05:15 > 0:05:21is for myself and Mike to take him out from the vehicle to the house,
0:05:21 > 0:05:25hopefully detaining him on the garden.
0:05:25 > 0:05:27Finally... That car dropped somebody off.
0:05:27 > 0:05:31..with night having fallen, the suspect vehicle returns,
0:05:31 > 0:05:33now with three men in it.
0:05:36 > 0:05:38It's now a race to get to the suspects
0:05:38 > 0:05:40before they can get rid of any drugs.
0:05:41 > 0:05:45It's indicated nearside now, we will park behind the van.
0:05:45 > 0:05:47Now, now!
0:05:47 > 0:05:51The cops rapidly converge from both ends of the street.
0:05:51 > 0:05:53The chief suspect has been taken down.
0:05:53 > 0:05:57Dropped it, something's in his hands. Yep. I've got him.
0:05:57 > 0:05:59Get him cuffed. Put him on his front, on his front.
0:05:59 > 0:06:02On his front, now! Get on your front, now!
0:06:02 > 0:06:03SUSPECT MOANS
0:06:03 > 0:06:05I haven't got nothing.
0:06:05 > 0:06:08Stop struggling. I'm not.
0:06:08 > 0:06:10Stop struggling. Stop struggling.
0:06:10 > 0:06:12It's positive, it's positive.
0:06:12 > 0:06:14Despite his denial,
0:06:14 > 0:06:17a large amount of suspected class A drugs has been found.
0:06:17 > 0:06:20I promise you! Good result.
0:06:20 > 0:06:23You're under arrest, my friend... I haven't got nothing. ..on suspicion
0:06:23 > 0:06:27of being in possession of a controlled substance with intent to supply. I haven't got nothing.
0:06:27 > 0:06:31You do not have to say anything, but it may harm your defence... Some of it's gone. ..if you do not mention
0:06:31 > 0:06:36when questioned something which you later rely on in court. I haven't got nothing. Anything you do say may
0:06:36 > 0:06:38be... BLEEP. Do you understand? I haven't got nothing. Right.
0:06:38 > 0:06:42A second man has also been safely detained on the ground, while the
0:06:42 > 0:06:45third one has been arrested beside the main suspect's vehicle.
0:06:46 > 0:06:49Where's your keys? I haven't got any keys, mate.
0:06:49 > 0:06:51Really? What door you going in, then?
0:06:51 > 0:06:54My partner's in there, I'm telling you...
0:06:54 > 0:06:57The reason... In there? Yeah. Right, come here.
0:06:57 > 0:07:00The police make their way to the house.
0:07:01 > 0:07:02Police with a warrant.
0:07:04 > 0:07:08There's nobody immediately around to welcome the visitors.
0:07:08 > 0:07:10Clear.
0:07:10 > 0:07:11But in the living room...
0:07:11 > 0:07:12Excuse me, excuse me.
0:07:12 > 0:07:14..is the suspected dealer's partner...
0:07:14 > 0:07:17Sit yourself down there.
0:07:17 > 0:07:19Put your hands on your knees.
0:07:19 > 0:07:22..and the man who arrived earlier.
0:07:22 > 0:07:25And, out of view, a seven-year-old child.
0:07:25 > 0:07:28That's it, keep your hands on there for me. All right?
0:07:28 > 0:07:31All right, little man? Are you happy there? I'm not handcuffing you, OK?
0:07:31 > 0:07:35All I ask is that you don't make any moves. You know the score, don't you? All right.
0:07:35 > 0:07:36Andy arrests the woman.
0:07:36 > 0:07:4020.53 hours, I'm going to arrest you also on suspicion of conspiracy to supply class A drugs, OK.
0:07:40 > 0:07:44You don't have to say anything, but it may harm your defence if you do not mention when questioned
0:07:44 > 0:07:48something which you later rely on in court. If you do, it may be given in evidence. The reason for your arrest
0:07:48 > 0:07:52is that we need to carry out searches of this property and other areas. All right? OK. OK.
0:07:52 > 0:07:54The man, when he turned up at the house,
0:07:54 > 0:07:57was also seen driving whilst he was banned.
0:08:06 > 0:08:10Outside, tonight's main target, the suspected drug dealer,
0:08:10 > 0:08:14is getting banged up while one of his two friends is read his rights.
0:08:14 > 0:08:18I'll explain the reasons. You've been... Nuh-uh. ..with these boys in that van to
0:08:18 > 0:08:22collect drugs today, which we've recovered, crack and heroin. You've been involved, you know
0:08:22 > 0:08:26what's going on, and for that reason, you're under arrest for conspiracy, which is an agreement
0:08:26 > 0:08:30with others, the three in the van, to supply drugs. Along with BLEEP who's been arrested inside, and
0:08:30 > 0:08:34along with BLEEP been arrested as well. OK, my friend? So you'll be interviewed at some point, but you
0:08:34 > 0:08:39ain't going anywhere until I've seen you off to Bridgwater nick. All right? Understand all that?
0:08:39 > 0:08:42So me and BLEEP are going to the same place, then? Yeah, yeah. Bridgwater, OK?
0:08:42 > 0:08:45Deaths from the illegal use of drugs are at their highest
0:08:45 > 0:08:50levels in England and Wales since records first began in 1983,
0:08:50 > 0:08:55and by far the majority concern heroin and cocaine.
0:08:56 > 0:08:57Yeah, yeah, yeah.
0:08:57 > 0:09:01The suspected dealer and his partner have been long-time heroin addicts,
0:09:01 > 0:09:04and the effects on their health are clear to be seen.
0:09:07 > 0:09:10Her arm is horrendous. She's had to go to hospital,
0:09:10 > 0:09:13because she has got an injection mark, and it is horrific.
0:09:16 > 0:09:18Clearly infected. She may spend some time in the hospital.
0:09:18 > 0:09:22That's exactly the same, he's got worms. He's got maggots or something
0:09:22 > 0:09:24in his arm, he's saying. He's got things crawling in his arms.
0:09:24 > 0:09:27When we were restraining him, he's screaming because he's going,
0:09:27 > 0:09:30"Me arms, me arms," and he's got things crawling in there.
0:09:32 > 0:09:34All suspects have been arrested,
0:09:34 > 0:09:37and are on their way to custody, where they'll be
0:09:37 > 0:09:40interviewed about the drugs found during tonight's warrant.
0:09:41 > 0:09:44In the house, the extent of
0:09:44 > 0:09:48the suspects' squalid drug life is becoming apparent.
0:09:48 > 0:09:51So, going round the board, there's a couple of knives
0:09:51 > 0:09:54and a razor blade, and if you can see on the end of the razor blade,
0:09:54 > 0:09:58this clear brown powder all the way along the blade, and particularly
0:09:58 > 0:10:01around the end. The brown powder is a clear indication to me
0:10:01 > 0:10:04that that would be heroin. This cellophane wrap, to me,
0:10:04 > 0:10:10is a clear block of heroin. That's got a value of about ?200 to ?300.
0:10:10 > 0:10:12There are bags strewn across the floor,
0:10:12 > 0:10:15filled with even more shocking things.
0:10:15 > 0:10:18Syringes, used and new ones, in there too.
0:10:18 > 0:10:23There's lots of wraps of clingfilm and bags, and then what we've found
0:10:23 > 0:10:28inside it is a syringe with a brown liquid ready to be injected.
0:10:28 > 0:10:32That's normally, I would think, heroin in there.
0:10:32 > 0:10:34So, yeah, another little find.
0:10:35 > 0:10:39Tonight's raid is a great chance to reassure the public
0:10:39 > 0:10:42that the police are doing whatever it takes to stop illegal drugs
0:10:42 > 0:10:45spreading in our neighbourhoods.
0:10:45 > 0:10:49I think it sends an absolutely fantastic message out to all
0:10:49 > 0:10:52the public that we will do stuff about class A drug use
0:10:52 > 0:10:54and supply in Weston-super-Mare.
0:10:54 > 0:10:59And also they're now going to be in custody for some time, facing plenty
0:10:59 > 0:11:03of questions, and hopefully we'll get some charges at the end of it.
0:11:03 > 0:11:07The drugs recovered were found to be heroin and crack cocaine,
0:11:07 > 0:11:10with a street value of over ?1,000.
0:11:10 > 0:11:14The police's investigation into the suspected heroin dealer
0:11:14 > 0:11:16and his partner is still ongoing.
0:11:18 > 0:11:21No further action was taken against the other two men
0:11:21 > 0:11:25caught in the van alongside the suspect.
0:11:25 > 0:11:29However, the man who was inside the house was sentenced to six months
0:11:29 > 0:11:34in prison after he was found to have been driving whilst disqualified.
0:11:43 > 0:11:49Shop crime is soaring, costing retailers over ?600 million a year,
0:11:49 > 0:11:51and slashing shops' profits.
0:11:53 > 0:11:57The majority of the estimated three million offences a year
0:11:57 > 0:12:01are, of course, shoplifting, but an alarming number are cases of theft
0:12:01 > 0:12:04by light-fingered store employees.
0:12:09 > 0:12:13In Weston-super-Mare, neighbourhood officer Sam Walton
0:12:13 > 0:12:16and her PCSO colleague have been called to a well-known
0:12:16 > 0:12:19high street computer gaming shop.
0:12:19 > 0:12:21I'm status six at Game on the high street,
0:12:21 > 0:12:24and I've got no reception inside the store.
0:12:24 > 0:12:28The only information she has is that an employee at the store
0:12:28 > 0:12:32is being held in a back room on suspicion of theft. Hello.
0:12:32 > 0:12:37A loss prevention investigator is here from the shop's head office.
0:12:37 > 0:12:40Like a lot of places on the high street now,
0:12:40 > 0:12:44this shop doesn't have any items actually out on display,
0:12:44 > 0:12:48so shoplifting by customers can be virtually ruled out.
0:12:48 > 0:12:51So that sets off alarm bells for us to start checking and looking
0:12:51 > 0:12:56at individuals, cos there's clear ways of conducting fraud or theft.
0:12:56 > 0:12:59What this pointed to was theft.
0:12:59 > 0:13:03So, in other words, stock actually missing from the store.
0:13:03 > 0:13:08Computer consoles, games and accessories have gone missing from
0:13:08 > 0:13:12a secure storeroom, which only certain people have access to.
0:13:12 > 0:13:16This has led to a particular member of staff being suspected.
0:13:16 > 0:13:19This young man I've got upstairs who works for us,
0:13:19 > 0:13:22he's a part-time sales assistant, and his name is Joshua.
0:13:24 > 0:13:27I put it to him, "Have you removed any stock from this store
0:13:27 > 0:13:30"without making payment?"
0:13:30 > 0:13:33He just made a frank admission to me that he had.
0:13:33 > 0:13:36He has been compliant and cooperative,
0:13:36 > 0:13:41so I've explained to him he's now in our disciplinary process.
0:13:41 > 0:13:43So I've formally suspended him,
0:13:43 > 0:13:45and that's where it kind of concludes with us.
0:13:45 > 0:13:47We want you to obviously prosecute him
0:13:47 > 0:13:49because of the nature of the actual event.
0:13:51 > 0:13:53It's time to go and see the young lad
0:13:53 > 0:13:57and hear what he's got to say for himself.
0:13:57 > 0:13:59Can you just stand up for us?
0:13:59 > 0:14:04Hi, Josh. I'm PC Walton, I'm based at Weston-super-Mare police station.
0:14:04 > 0:14:05This is my colleague.
0:14:05 > 0:14:09Joshua has made a full and frank admission
0:14:09 > 0:14:17to 121 out of 154 items he traded in for cash at Computer Exchange,
0:14:17 > 0:14:22to the approximate value of ?2,943.
0:14:22 > 0:14:283,000. Sorry, ?3,493. ?3,943. That's right, yes.
0:14:30 > 0:14:33Items have been stolen
0:14:33 > 0:14:38and taken to a store that you can sell or pawn or exchange items.
0:14:38 > 0:14:42Even though he sold the stolen items in another town, his employer's
0:14:42 > 0:14:46loss prevention officer was still able to trace Joshua.
0:14:46 > 0:14:49I've got contacts and colleagues who work for CEX, Computer Exchange.
0:14:49 > 0:14:53To that effect, they've provided a full history of his account.
0:14:53 > 0:14:55As a result of that, I arrested him on suspicion of theft.
0:14:57 > 0:14:59I've got one adult male in custody.
0:14:59 > 0:15:02Can I have transport from Regent Street, please?
0:15:02 > 0:15:04The lad has only just turned 19,
0:15:04 > 0:15:07and has never been in trouble with the police before.
0:15:07 > 0:15:09If you pop yourself in there for me.
0:15:09 > 0:15:14The approximately ?4,000 worth of items so far accounted for
0:15:14 > 0:15:17is nowhere the total the store fear has been stolen.
0:15:18 > 0:15:21So while the lad is taken to the police station,
0:15:21 > 0:15:25more neighbourhood officers are making their way to his house
0:15:25 > 0:15:27to search it for any more stolen goods.
0:15:29 > 0:15:32Sergeant Mark Jenkinson has the tricky task of telling
0:15:32 > 0:15:36the young man's parents what their son has been caught doing.
0:15:36 > 0:15:38Sorry to bother you. It's OK.
0:15:38 > 0:15:42We've got Joshua in custody. Yeah, I've just heard. Come in.
0:15:42 > 0:15:43Is that OK?
0:15:43 > 0:15:47Basically, he's been stealing things from his employer.
0:15:47 > 0:15:49OK. He has? Yeah.
0:15:49 > 0:15:51Has he admitted it? Yes. Yes.
0:15:53 > 0:15:56There's an indication that there's property from the store
0:15:56 > 0:15:59here as well. That's why we're here. Right, OK. OK.
0:15:59 > 0:16:03And we've been granted power from our duty inspector
0:16:03 > 0:16:06in order to search this premises, OK?
0:16:06 > 0:16:08The news is every parent's worst nightmare.
0:16:10 > 0:16:14The cops soon find some damning evidence - the lad's bank statements
0:16:14 > 0:16:17which appear to corroborate his wrongdoing.
0:16:17 > 0:16:21If you look on the statement,
0:16:21 > 0:16:26he's got a cash deposit in Taunton of ?200,
0:16:26 > 0:16:31which would coincide with the dates that we're looking at
0:16:31 > 0:16:34in relation to the thefts from Weston.
0:16:34 > 0:16:39In the bedroom, it's an Aladdin's Cave of stolen computer items.
0:16:39 > 0:16:41These are all brand-new, unopened, untouched.
0:16:41 > 0:16:45Along with those sold at CEX and another pawn shop,
0:16:45 > 0:16:51the total value of all the stolen goods is approximately ?10,000.
0:16:51 > 0:16:53Brand-new, sealed.
0:16:53 > 0:16:57That'll be expensive. Wrapper's not even taken off.
0:16:58 > 0:17:02Joshua's been pretty prolific for a part-timer.
0:17:02 > 0:17:06We've got several games that we think were stolen.
0:17:06 > 0:17:11Everything we've taken relates to gaming, games consoles,
0:17:11 > 0:17:13and property that we think was taken from the store.
0:17:15 > 0:17:18A lot of people might pinch the odd pen,
0:17:18 > 0:17:21or even a ream of paper from their employer,
0:17:21 > 0:17:25but what this lad has done is a whole different computer ball game.
0:17:30 > 0:17:37I think, personally, that he has tried something,
0:17:37 > 0:17:41got away with it on a couple of occasions and, naively,
0:17:41 > 0:17:45just continued, and this has snowballed out of his control.
0:17:52 > 0:17:56If the business isn't able to recover the goods or the money,
0:17:56 > 0:17:59and continues to keep losing money, they'll either pass it on
0:17:59 > 0:18:04to the consumer, so the prices will go up and everybody has to pay more,
0:18:04 > 0:18:06or if they keep on losing money
0:18:06 > 0:18:09and can't afford to carry on the business,
0:18:09 > 0:18:11the business ultimately could close down.
0:18:11 > 0:18:15The lad was found guilty of theft and false representation,
0:18:15 > 0:18:18and given a 12-month community order,
0:18:18 > 0:18:21required to do 200 hours unpaid work,
0:18:21 > 0:18:27and ordered to pay compensation of ?5,500 to his former employer.
0:18:33 > 0:18:34Still to come -
0:18:34 > 0:18:38the law comes down hard on a lad with cannabis in the attic.
0:18:38 > 0:18:42It's unusual it comes like that, but when it does, it's lovely.
0:18:42 > 0:18:45And kids on an estate learn a lesson in the law.
0:18:45 > 0:18:49Just calm down. You said... One at a time, one at a time.
0:18:56 > 0:19:00Whether it's acts of vandalism or verbal abuse, antisocial behaviour
0:19:00 > 0:19:05by nightmare neighbours wreaks havoc on a lot of people's lives.
0:19:05 > 0:19:07In the worst cases, property can be damaged,
0:19:07 > 0:19:12threats of violence made, and the police called in.
0:19:12 > 0:19:16Disputes between neighbours can escalate to very high levels,
0:19:16 > 0:19:19and so we like to get in there very early on, to put in interventions
0:19:19 > 0:19:22and problem solve them before they get to those
0:19:22 > 0:19:26high levels of violence or high levels of dispute.
0:19:26 > 0:19:29Early intervention is what I would like to see every single time.
0:19:32 > 0:19:36Here in beautiful Bath, not everybody, it seems,
0:19:36 > 0:19:38loves thy neighbour.
0:19:38 > 0:19:42Just round the corner there's a job, somebody's rung it in.
0:19:42 > 0:19:47Some criminal damage, I think they've had their CCTV camera
0:19:47 > 0:19:50ripped off, and the person thinks he might know who it is.
0:19:50 > 0:19:53The people involved are no strangers to Adge Secker.
0:19:53 > 0:19:58He's been trying to resolve a long- running clash between a particular
0:19:58 > 0:20:01intimidating woman and other tenants in her block.
0:20:03 > 0:20:06Yesterday afternoon,
0:20:06 > 0:20:11she's broken the camera off this bracket here, as you can see.
0:20:11 > 0:20:13I've got a photo of the actual camera,
0:20:13 > 0:20:17but I need to take that, just of the bracket that it was on.
0:20:18 > 0:20:22So, I'll do that.
0:20:22 > 0:20:24The man whose camera was broken
0:20:24 > 0:20:26has been living in fear of his neighbour.
0:20:26 > 0:20:28I heard the banging...
0:20:28 > 0:20:31This is yesterday? ..about 4.30. What, yesterday afternoon?
0:20:31 > 0:20:33Right. Yeah.
0:20:33 > 0:20:36I've stood by my front door. Yeah. On the inside? Yes. Yeah. I've been
0:20:36 > 0:20:40told no confrontations... Yeah, that's fine. I don't know what she's
0:20:40 > 0:20:42going to do and what she ain't going to do.
0:20:42 > 0:20:47And I heard her say, "That camera can't look at me any more,
0:20:47 > 0:20:50"because I've knocked it off the wall." And she laughed.
0:20:53 > 0:20:56So this is a matter of criminal damage we've got here,
0:20:56 > 0:20:59but there's all sorts of background stuff going on.
0:20:59 > 0:21:02It's all to do with antisocial behaviour as well.
0:21:02 > 0:21:04Is that the one that she's knocked off the wall, is it?
0:21:04 > 0:21:09Yes. She told the neighbour that she was dusting,
0:21:09 > 0:21:12which is a lie, because...
0:21:14 > 0:21:18..you have got to give that a good smack to get that off the wall.
0:21:18 > 0:21:23That was put in for my own safety. Yeah.
0:21:23 > 0:21:28Four weeks ago, the woman was served with a community protection notice -
0:21:28 > 0:21:31an order to stop her from doing particular things.
0:21:31 > 0:21:38Which is - no abusing me, no verbally abusing me... Yeah.
0:21:38 > 0:21:42..not using any threatening behaviour. Yeah.
0:21:42 > 0:21:45Not to have any contact with me. OK.
0:21:45 > 0:21:48Whatsoever. Well, yesterday...
0:21:48 > 0:21:52If she's knocked that off the wall, or she's ripped it off the wall...
0:21:52 > 0:21:56Yes. ..that's nothing to do with any orders from court,
0:21:56 > 0:22:00that's an offence of criminal damage. That's correct. What are we going to do about that, then?
0:22:00 > 0:22:03I've... Are you going to support me in a prosecution? Yes.
0:22:05 > 0:22:07At the end of his tether,
0:22:07 > 0:22:10the man wants an end to his prolonged nightmare.
0:22:10 > 0:22:14He suffers greatly with his nerves. He has done for a long time.
0:22:14 > 0:22:16But ever since...
0:22:16 > 0:22:21this young lady here has been acting in an antisocial way -
0:22:21 > 0:22:25that is being drunk, shouting out the window,
0:22:25 > 0:22:28and everything else that goes along with it -
0:22:28 > 0:22:33it just makes his situation worse for him, and completely intolerable.
0:22:33 > 0:22:39Now, to me, that is the embodiment, if you like, of antisocial behaviour.
0:22:39 > 0:22:41And it's selfish behaviour,
0:22:41 > 0:22:44and it seriously impacts on other people's lifestyles,
0:22:44 > 0:22:48and I'm not going to tolerate that at all.
0:22:48 > 0:22:52With his Sergeant, Adge goes to see if the neighbour is in.
0:22:52 > 0:22:57I've got my Sergeant with me. Where are you? In the front room? I'm in the lounge. OK.
0:22:57 > 0:23:02Like all disputes, there are always two sides to every story.
0:23:02 > 0:23:04The woman says the camera was spying on her,
0:23:04 > 0:23:08and that she didn't break it. Adge has arranged for her
0:23:08 > 0:23:11to come down to the police station for an interview.
0:23:11 > 0:23:15The first time in a long time we've actually got a substantive
0:23:15 > 0:23:20offence against her that we can progress a little bit.
0:23:20 > 0:23:23So, that's what I'm going to do tomorrow.
0:23:23 > 0:23:25Later...
0:23:25 > 0:23:26I'm sick of this!
0:23:26 > 0:23:30..Adge has his hands full as the woman refuses to play by the rules.
0:23:30 > 0:23:33I have just about had enough of you
0:23:33 > 0:23:35and I'm going to put you in that cell in a minute,
0:23:35 > 0:23:37and I'm going to leave you there until tomorrow morning.
0:23:37 > 0:23:40You can tell the magistrates why you're acting like an idiot.
0:23:44 > 0:23:48Weston-super-Mare has one of the highest numbers of people
0:23:48 > 0:23:53receiving benefits due to dependency on drugs in the whole of the UK.
0:23:53 > 0:23:56Many of them are housed here by local authorities
0:23:56 > 0:23:59because of the abundance of cheap accommodation.
0:23:59 > 0:24:01But whilst this has solved one problem,
0:24:01 > 0:24:07it has led to another - an influx of drug dealers looking for business.
0:24:07 > 0:24:13Sergeant Colin Batchelor and his neighbourhood officers are working hard to fight the problem,
0:24:13 > 0:24:17cracking down on anyone suspected of dealing drugs of any kind.
0:24:17 > 0:24:21OK, mate. Yeah, soon as, mate, because obviously they're all waiting. We could do with
0:24:21 > 0:24:23striking while the iron's hot, but all right, pal.
0:24:23 > 0:24:27Colin's on his way to help search for a youth who's dumped
0:24:27 > 0:24:32a man-bag full of drugs over a fence before scarpering from the police.
0:24:32 > 0:24:35So, we're going to try as best as we can to flood the area.
0:24:35 > 0:24:38He seems to have gone to ground somewhere.
0:24:38 > 0:24:43Colin's heading for the Bournville Estate, where drugs are a problem.
0:24:43 > 0:24:51The estate, at the moment, in terms of controlled drugs...
0:24:51 > 0:24:53is an issue for us.
0:24:53 > 0:24:57I hasten to add that it's a small group of individuals
0:24:57 > 0:25:02that are dealing, both class A and class B drugs.
0:25:06 > 0:25:10Can someone tell me what's happened? We spotted the bike that way.
0:25:10 > 0:25:12So he's on a bike. Yeah. A push-bike? Yeah.
0:25:20 > 0:25:23What's been retrieved?
0:25:23 > 0:25:24Yes, please, mate.
0:25:24 > 0:25:30The drugs in the man-bag the lad flung away are wraps of cannabis.
0:25:30 > 0:25:34That's cannabis in there, is it? Yeah, it is.
0:25:34 > 0:25:37The neighbourhood team have been tipped off the wanted lad
0:25:37 > 0:25:39might be inside a house nearby,
0:25:39 > 0:25:42and they've been allowed in to have a look for him.
0:25:43 > 0:25:48Colleagues have just gone into an address here where they think this individual may be.
0:25:48 > 0:25:50As you can see, we've only been here a few minutes,
0:25:50 > 0:25:54and the activity of people on foot has increased already.
0:25:54 > 0:25:56Oh, here we go.
0:25:56 > 0:25:59A young man in the house has been arrested,
0:25:59 > 0:26:02but it's not the one that did a runner earlier.
0:26:03 > 0:26:06Keep pulling me around, I swear... What are you going to do?
0:26:06 > 0:26:08Oh, sorry, big man(!)
0:26:08 > 0:26:12This lad has only got himself to blame for being arrested,
0:26:12 > 0:26:17as Colin's colleague Russ Millier explains.
0:26:17 > 0:26:22Dopey... Yeah? ..invites us in to check the house... I saw that, yeah.
0:26:22 > 0:26:24We do a check of the loft,
0:26:24 > 0:26:26girlfriend opens up the loft, and a carrier bag falls out.
0:26:26 > 0:26:29He grabs that, tries to go into a room with it.
0:26:29 > 0:26:32I follow him into the room and say, "Give me that carrier bag."
0:26:32 > 0:26:34He went, "Why?"
0:26:34 > 0:26:37I said, "Is it yours?" He said, "Yeah, it's mine."
0:26:37 > 0:26:40Open it up - it's full of cannabis, scales, the lot. A whole bag full of it.
0:26:40 > 0:26:45Despite the original suspect who discarded the man-bag getting away,
0:26:45 > 0:26:48finding another haul of drugs in an attic makes it still
0:26:48 > 0:26:51a rather good day's work for the team.
0:26:51 > 0:26:55It's unusual it comes like that, but when it does, it's lovely.
0:26:55 > 0:26:58He's got everything there in the bag, the whole makings - the
0:26:58 > 0:27:02tinfoil wraps, the cannabis, the cannabis wrapped up and the scales.
0:27:02 > 0:27:05And a very unhappy face to go with it.
0:27:07 > 0:27:11The police have a good idea who the lad with the man-bag was -
0:27:11 > 0:27:16a 17-year-old that they're confident of catching up with very soon.
0:27:16 > 0:27:18We know who we're after.
0:27:18 > 0:27:21We've got the evidence that the individual has dropped.
0:27:21 > 0:27:24So, we'll go and pick him up at our leisure.
0:27:24 > 0:27:27He won't know when we're coming, so he can wait for a little bit,
0:27:27 > 0:27:30and we'll do it at our time.
0:27:30 > 0:27:33The suspect's mother has turned up.
0:27:33 > 0:27:39She's distraught and, not wanting to be on camera, can't be seen while she talks to Colin.
0:27:44 > 0:27:46SHE SOBS
0:27:46 > 0:27:47Listen to me...
0:27:48 > 0:27:50You can see her through the window.
0:27:53 > 0:27:57Look, my mum is crying! Mum! Mum!
0:27:57 > 0:28:01The arrested lad's mother isn't the only woman in his life he's upsetting.
0:28:01 > 0:28:06Stay away from him! Thanks a lot(!) Thanks a lot(!)
0:28:06 > 0:28:08Go away.
0:28:10 > 0:28:13Let me talk to... Mum! Mum!
0:28:18 > 0:28:21Me and you are over. Can I just speak to him quickly?
0:28:21 > 0:28:24No, you can't speak to him. Open the window! Move away from the car.
0:28:24 > 0:28:27Me and you are over, Josh.
0:28:29 > 0:28:32The young man is arrested for possession of cannabis,
0:28:32 > 0:28:34and is being taken into custody.
0:28:36 > 0:28:39The drugs were found in the attic of his girlfriend's house,
0:28:39 > 0:28:41where the lad had been staying.
0:28:41 > 0:28:46Officers are now going to carry out a full search of the place,
0:28:46 > 0:28:48but Colin's got a problem.
0:28:48 > 0:28:51All right, stop the language. You're already up to your neck in it, all right?
0:28:51 > 0:28:54BLEEP! BLEEP! BLEEP!
0:28:54 > 0:28:57And he's not standing for it.
0:28:57 > 0:29:02Oh, here we go. He thinks he's bad. You can come in.
0:29:03 > 0:29:06You can both just get the BLEEP off me, now! No. OK, let's go.
0:29:06 > 0:29:09Oh, my God, see what I mean? I'm arresting you for a public order offence, all right?
0:29:09 > 0:29:12So you can sit... BLEEP. There's no need for that at all.
0:29:12 > 0:29:17So, you understand why you're under arrest, yeah? You're under arrest for a public order offence.
0:29:17 > 0:29:21You can sit there and I'll take you down to custody, all right?
0:29:21 > 0:29:26Apart from the bag of cannabis, no other drugs were up in the loft,
0:29:26 > 0:29:30but elsewhere, there is plenty more evidence of cannabis use.
0:29:30 > 0:29:32DOG BARKS
0:29:32 > 0:29:34So, a sniffer dog is brought in to help do a thorough
0:29:34 > 0:29:37search of the rest of the house.
0:29:37 > 0:29:40You can hear his nose going all the time and, afterwards, if you touch
0:29:40 > 0:29:43his nose, it'll be very hot because there's so much air going through.
0:29:52 > 0:29:57It's not long before Rufus shows just how hot his nose is.
0:30:05 > 0:30:07More cannabis.
0:30:07 > 0:30:09Well done, pups. Well done.
0:30:14 > 0:30:18A growing number of cannabis finds on the estate recently
0:30:18 > 0:30:21have been on teenagers, in their fashionable man-bags.
0:30:25 > 0:30:29This is what's locally known on the estate as a man-bag.
0:30:29 > 0:30:31It's, uh... It's very nice.
0:30:31 > 0:30:36In fact, it is used by numerous individuals on the estate
0:30:36 > 0:30:39for the concealment and transporting of drugs.
0:30:41 > 0:30:45The difficulty is that it's generally done on bike.
0:30:45 > 0:30:49This one in particular we've found upstairs absolutely
0:30:49 > 0:30:55stinks of cannabis and, in fact, belongs to the individual
0:30:55 > 0:30:58that we've arrested not long ago.
0:30:58 > 0:31:01So, these, unfortunately, are my scourge of the estate at the minute.
0:31:01 > 0:31:03So, say no to man-bags.
0:31:07 > 0:31:11The lad who obligingly let the police in to search his house
0:31:11 > 0:31:14was charged with possession of the cannabis they discovered
0:31:14 > 0:31:20in the loft, and was fined ?145 and given a 12-month community order.
0:31:20 > 0:31:24No further action was taken against his EX-girlfriend.
0:31:25 > 0:31:30The suspect who got away on his bike was caught a few days later.
0:31:30 > 0:31:34However, as there wasn't conclusive evidence to prove the man-bag
0:31:34 > 0:31:37or the cannabis in it was his, the case was dismissed.
0:31:45 > 0:31:49Earlier in Bath, we saw Adge Secker dealing with a nightmare neighbour.
0:31:49 > 0:31:52So, that's an offence of criminal damage.
0:31:52 > 0:31:56Are you going to support me in a prosecution? Yes.
0:31:56 > 0:31:58OK, all right, let me go and see her, then,
0:31:58 > 0:32:00and we'll arrange for me to interview her there, OK?
0:32:00 > 0:32:02I need you to come down to the police station.
0:32:02 > 0:32:04I'll be here at nine o'clock tomorrow morning, OK?
0:32:08 > 0:32:13A day later, Adge is back, as promised, along with a PCSO
0:32:13 > 0:32:16to take the woman to the police station.
0:32:25 > 0:32:27It's Kim. Come on.
0:32:31 > 0:32:32Wakey-wakey.
0:32:34 > 0:32:37You arranged... You've got to come and speak to PC Secker, haven't you,
0:32:37 > 0:32:41today? Whatever's been done, I didn't do. So, no.
0:32:41 > 0:32:44Yeah, but you need to come talk about it, don't you? Come on.
0:32:44 > 0:32:47Let's get a little bit organised.
0:32:47 > 0:32:49No. I'm tired. You can't ignore this.
0:32:49 > 0:32:51We've got to go and have a talk about it.
0:32:51 > 0:32:53Somebody else done it, not me.
0:32:53 > 0:32:56Are you going to come with me voluntarily, or not?
0:32:58 > 0:33:00Are you?
0:33:02 > 0:33:03I'll give you five minutes.
0:33:08 > 0:33:11At the police station, Adge conducts an on-the-record interview
0:33:11 > 0:33:15with the woman, before deciding what action to take against her.
0:33:15 > 0:33:19OK. So, what happened yesterday then, in the communal area of your flat, with Derek?
0:33:19 > 0:33:21I put a hat over the camera.
0:33:21 > 0:33:24And then I fell off the chair, and the camera sort of slipped,
0:33:24 > 0:33:26but it didn't come off.
0:33:26 > 0:33:29OK. But you said you put the hat over and... No.
0:33:29 > 0:33:30I was trying to put the hat over...
0:33:30 > 0:33:33..you slipped... Oh, do you know what? I've had enough of this.
0:33:33 > 0:33:36Just stay there.
0:33:36 > 0:33:38No, don't arrest me, because I'm not lying.
0:33:38 > 0:33:42As I've said to you before, quite clearly, if you don't answer
0:33:42 > 0:33:45these questions, I may have to arrest you. No. What's the point?
0:33:45 > 0:33:48You're accusing me of lying about something I haven't even done.
0:33:48 > 0:33:53I tried to put a hat over the camera to...stop invading my privacy!
0:33:53 > 0:33:56And...I fell!
0:33:56 > 0:34:00So what? I didn't break the camera. OK.
0:34:00 > 0:34:02Just listen to me a minute, OK?
0:34:02 > 0:34:06Because you're the one that's going at 35,000 feet very quickly, not me.
0:34:06 > 0:34:09And I'm trying to establish what happened. I just want to go to bed.
0:34:09 > 0:34:12You can go to bed when I've finished with you.
0:34:15 > 0:34:20Adge has got some surprise news for the woman about the camera she damaged.
0:34:20 > 0:34:23It's a dummy camera.
0:34:23 > 0:34:25What's that mean? It's not a camera.
0:34:25 > 0:34:29Why is it...? Why does he have it there, then?
0:34:29 > 0:34:31It's a preventative measure.
0:34:31 > 0:34:35Yeah, I accidentally broke the camera,
0:34:35 > 0:34:36but it was a lightning storm and...
0:34:36 > 0:34:39Can I go now? Cos I really need a fag. No, just wait!
0:34:39 > 0:34:40SHE GROANS
0:34:40 > 0:34:45OK, so the time is now 10.15 am.
0:34:47 > 0:34:50And this interview has now concluded.
0:34:50 > 0:34:53Now she has admitted causing criminal damage to the
0:34:53 > 0:34:57dummy camera, Adge is going to give the woman a police caution.
0:34:57 > 0:35:02It's a way of dealing with a minor crime without having to go to court.
0:35:03 > 0:35:05Come down with me, then.
0:35:05 > 0:35:07This job is more about...
0:35:07 > 0:35:11A lot more about than a little bit of criminal damage.
0:35:11 > 0:35:15It stretches back two years of behaviour by that lady there,
0:35:15 > 0:35:19which has caused untold misery to a number of residents
0:35:19 > 0:35:21and neighbours along her street.
0:35:21 > 0:35:24So, are you happy to receive the caution?
0:35:24 > 0:35:25I ain't got much choice, have I?
0:35:25 > 0:35:27Well, the other option is you go to court.
0:35:27 > 0:35:29Right, the offence is criminal damage...
0:35:29 > 0:35:34She's been given a police caution, which is
0:35:34 > 0:35:37a positive way of us disposing of matters.
0:35:37 > 0:35:41Can you sign on there and say you accept the caution, please?
0:35:41 > 0:35:44Now, some people might look at that and think she's gotten off with it.
0:35:44 > 0:35:45That's certainly not the case.
0:35:45 > 0:35:48A caution is definitely on your record,
0:35:48 > 0:35:54and it's a way of us disposing of things in a more appropriate way.
0:35:54 > 0:35:55All of a sudden,
0:35:55 > 0:35:59the woman's had enough of behaving in an appropriate way.
0:35:59 > 0:36:02I'm sick of this!
0:36:02 > 0:36:05Why don't you just do as you're told for a change?
0:36:05 > 0:36:09Come and wait here, because the sergeant's got to give you something. Come and stand here.
0:36:09 > 0:36:11Why have I got to stand there? He's got to give you something.
0:36:11 > 0:36:14He hasn't got long enough arms to give it to you from over there.
0:36:14 > 0:36:19Her behaviour is so erratic, and it's all to do with alcohol.
0:36:19 > 0:36:21I have just about had enough of you
0:36:21 > 0:36:23and I'm going to put you in that cell in a minute,
0:36:23 > 0:36:26and I'm going to leave you there until tomorrow morning.
0:36:26 > 0:36:28You can tell the magistrates why you're acting like an idiot.
0:36:28 > 0:36:33Behave yourself! Behave! Right? Behave!
0:36:33 > 0:36:36This is the last time I speak to you about this.
0:36:36 > 0:36:38Next time, I'll put you in the cell.
0:36:39 > 0:36:43She used to be a nurse. She plays the flute, she plays the piano.
0:36:43 > 0:36:45She comes from a lovely family.
0:36:49 > 0:36:53Antisocial behaviour, it just blights people's lives,
0:36:53 > 0:36:56and nobody else can deal with it except for us,
0:36:56 > 0:36:58and that's what we've done today.
0:37:05 > 0:37:08PCSOs play a vital role in the neighbourhood police team.
0:37:08 > 0:37:11Hello! Good morning!
0:37:11 > 0:37:15Unlike PCs, they're able to devote far more of their time
0:37:15 > 0:37:18focusing on building relationships...
0:37:18 > 0:37:19Nice to meet you, yeah? Yeah, you too.
0:37:21 > 0:37:25..and gaining the respect of local residents, young and old.
0:37:26 > 0:37:29Police Community Support Officers, they're great. They make up about
0:37:29 > 0:37:32half of our neighbourhood team in North Somerset and in Weston.
0:37:32 > 0:37:36They are the eyes and ears of the organisation in terms of being
0:37:36 > 0:37:38in touch with the community. They go out there,
0:37:38 > 0:37:40they attend community events...
0:37:40 > 0:37:42SIREN WAILS Whoa.
0:37:42 > 0:37:45..they support local community groups...
0:37:45 > 0:37:48I'll go and get the details and I'll contact the council.
0:37:48 > 0:37:51They'll deal with some of the issues that police officers haven't got time to do.
0:37:51 > 0:37:53Thank you very much. Thank you. Bye. Bye.
0:37:55 > 0:37:59Having a passion for helping people, like PCSO Laura Bray does,
0:37:59 > 0:38:01is essential.
0:38:01 > 0:38:05We have a meeting at one o'clock. With? With Angela. Oh, right, OK.
0:38:05 > 0:38:08It's the Woolavington meeting. Oh, right. OK.
0:38:08 > 0:38:11Woolavington, just outside Bridgwater,
0:38:11 > 0:38:15has a large housing estate, where Laura's efforts organising
0:38:15 > 0:38:19community projects for young people haven't gone unnoticed.
0:38:19 > 0:38:23She's worked absolutely tirelessly, and there have been times, I think,
0:38:23 > 0:38:28when she's felt that it's been a real uphill struggle.
0:38:28 > 0:38:33It's her energy and her kind of vision from her real love
0:38:33 > 0:38:39of that community that has inspired me and has made me really think,
0:38:39 > 0:38:43"Yeah. You know, we CAN make a difference there."
0:38:43 > 0:38:47Laura's plans include a disco for the younger residents.
0:38:47 > 0:38:49LAUGHTER
0:38:49 > 0:38:51Yay! We're all going to the disco!
0:38:51 > 0:38:53It's been a while since I've been to a disco.
0:38:53 > 0:38:55Yeah, see you at the disco.
0:39:00 > 0:39:03As well as coordinating community events, Laura's always
0:39:03 > 0:39:08available to sort out antisocial behaviour problems on the estate.
0:39:08 > 0:39:13Today, someone's called in complaining about some graffiti.
0:39:13 > 0:39:15Some kids have got some aerosol cans
0:39:15 > 0:39:18and they've been spraying the fence in the park.
0:39:18 > 0:39:22So, they've obviously graffitied it, damaged it, etc.
0:39:28 > 0:39:31Laura's beat manager on the estate is Jim Murray,
0:39:31 > 0:39:35who's already here, trying to get to the bottom of what's gone on.
0:39:35 > 0:39:38Apparently they had hold of the cans and they were giving them to a girl,
0:39:38 > 0:39:40and she was spraying the wall. Is that right? Yep.
0:39:40 > 0:39:41Where is she now?
0:39:41 > 0:39:45There she is.
0:39:45 > 0:39:49You sprayed a small blue line. Yeah, that's it. A small blue line.
0:39:49 > 0:39:53You sprayed the "Laugh Out Loud", he sprayed the grass.
0:39:53 > 0:39:54And the wall. Just the wall.
0:39:54 > 0:39:57Oh, so you sprayed the wall, you sprayed the fence,
0:39:57 > 0:39:59and you did some spraying on the fence.
0:39:59 > 0:40:01So, all three of you have done something, haven't you? Right.
0:40:01 > 0:40:02I did a tiny bit.
0:40:02 > 0:40:06It's the school holidays, and the kids are bored.
0:40:06 > 0:40:10If we can get it off and it's not permanently damaging anything,
0:40:10 > 0:40:13then we haven't really got a crime as such -
0:40:13 > 0:40:15it's more antisocial behaviour.
0:40:15 > 0:40:17But we obviously need to speak to parents.
0:40:19 > 0:40:22First up, Laura visits the home
0:40:22 > 0:40:24of two of the boys she's just spoken to.
0:40:26 > 0:40:27Hello.
0:40:29 > 0:40:34We've, erm... The boys have been spray-painting.
0:40:34 > 0:40:37I spray-painted grass. That's not the point.
0:40:37 > 0:40:39No, hang on, it's not just grass.
0:40:39 > 0:40:42It's a fence, with an aerosol of some description.
0:40:42 > 0:40:46We're waiting to return with a bucket of water.
0:40:46 > 0:40:48Right. To clean it up.
0:40:51 > 0:40:53Yeah. No worries.
0:40:53 > 0:40:56Thank you. Bye.
0:40:56 > 0:40:57Now for the girl's mum.
0:41:02 > 0:41:07Hello. Hello. Hello, how are you? Yeah, I'm fine, thanks.
0:41:07 > 0:41:11Has she told you? Yeah. We need to try and get it off.
0:41:11 > 0:41:15It really wouldn't... Well, you need to come and help get it off,
0:41:15 > 0:41:18because you put it on there, you can come and help get it off.
0:41:18 > 0:41:21It's important for the neighbourhood police to get involved in what
0:41:21 > 0:41:25may be minor acts of misbehaviour, if only to help teach
0:41:25 > 0:41:29youngsters the difference between right and wrong at an early age.
0:41:30 > 0:41:34And now I get to spend all afternoon...
0:41:34 > 0:41:38making sure that they can try and get the paint off.
0:41:38 > 0:41:40Except I don't imagine that will happen.
0:41:40 > 0:41:43But it will need a fair bit of elbow grease.
0:41:48 > 0:41:54It doesn't particularly look to me like it's coming off. So, erm...
0:41:54 > 0:41:55There's only one thing for it.
0:41:57 > 0:42:00I think the twins' dad is going to get some paint,
0:42:00 > 0:42:02and I think we're going to try and repaint it.
0:42:02 > 0:42:05The quickest and easiest solution.
0:42:09 > 0:42:10Laura's way with the youngsters
0:42:10 > 0:42:12has impressed the residents on the estate.
0:42:12 > 0:42:14With the hard work
0:42:14 > 0:42:17and the continuous work with our PCSO, Laura Bray...
0:42:17 > 0:42:20Laura Bray. Yay, Laura!
0:42:20 > 0:42:23..she has pulled miracles.
0:42:23 > 0:42:26Just calm down a second. CHILDREN ALL SPEAK AT ONCE
0:42:26 > 0:42:28One at a time. One at a time!
0:42:28 > 0:42:29No, hang on.
0:42:29 > 0:42:32She's a star. An absolute star. Yep.
0:42:32 > 0:42:37She deserves a...big medal. She really does.
0:42:37 > 0:42:40Say cheese to the camera, Laura.
0:42:40 > 0:42:44It's all in a day's work for this committed PCSO.
0:42:44 > 0:42:48As we've just seen, neighbourhood policing is far from being
0:42:48 > 0:42:51only about crime-fighting. Neighbourhood officers are there
0:42:51 > 0:42:54to engage with the public and gain their confidence,
0:42:54 > 0:42:59ensuring the police service as a whole benefits in the long run.
0:42:59 > 0:43:00Until next time,
0:43:00 > 0:43:01evening, all.
0:43:35 > 0:43:37PERCUSSIVE CLICKING
0:43:37 > 0:43:38WHISTLE
0:43:38 > 0:43:406 Music... Recommends.
0:43:40 > 0:43:42We pick...
0:43:42 > 0:43:43..new music.
