0:00:03 > 0:00:05The friendly, caring bobby pounding the beat

0:00:05 > 0:00:08has always been the hallmark of British policing.

0:00:08 > 0:00:10Fantastic. The pleasure's been all mine, my friend.

0:00:10 > 0:00:15And has even been immortalised on film by the fictional Dixon of Dock Green.

0:00:15 > 0:00:16Good evening, all.

0:00:16 > 0:00:17SIRENS WAIL

0:00:18 > 0:00:22Today's neighbourhood police teams continue that tradition,

0:00:22 > 0:00:26but also tackle the root causes of crime head-on...

0:00:26 > 0:00:28by targeting known hotspots...

0:00:28 > 0:00:29Unlucky.

0:00:29 > 0:00:32..stamping down on anti-social behaviour...

0:00:32 > 0:00:33I'm arresting you for a public order offence.

0:00:33 > 0:00:36..and waging war on illegal drugs.

0:00:36 > 0:00:38I can smell cannabis already.

0:00:38 > 0:00:40In this new series of Neighbourhood Blues,

0:00:40 > 0:00:43we follow the policemen and women of Somerset,

0:00:43 > 0:00:48as they continue their quest to make our streets a safer place.

0:01:01 > 0:01:03Coming up -

0:01:03 > 0:01:06the clock is ticking for a suspected drink-driver.

0:01:06 > 0:01:09This is your last chance now, Paul, all right? You're running out of time.

0:01:09 > 0:01:13A group of unruly teenagers cause disruption on the streets.

0:01:13 > 0:01:15She raised up her arm,

0:01:15 > 0:01:19fist clenched, and brought it back down on top of the mirror.

0:01:19 > 0:01:24And hunting down crack cocaine and knives in the dead of night.

0:01:24 > 0:01:26Big-ups, yeah. Big-ups.

0:01:32 > 0:01:35The message that drinking and driving wrecks lives is one that's

0:01:35 > 0:01:38been hammered home for years.

0:01:38 > 0:01:41Yet it seems a lot of people are still ignoring it.

0:01:41 > 0:01:42Every year in England and Wales,

0:01:42 > 0:01:4570,000 people are caught drink-driving.

0:01:52 > 0:01:56Tonight, Jim Murray is on his way to a village halfway between Bridgwater

0:01:56 > 0:01:58and Weston-Super-Mare.

0:01:58 > 0:02:02He's on his way to help another neighbourhood officer arrest a van driver

0:02:02 > 0:02:04suspected of drink-driving.

0:02:04 > 0:02:08So, I'm just going to pop over there, drop him off a breath box,

0:02:08 > 0:02:10see if I can be of any assistance.

0:02:10 > 0:02:12If he arrests him, obviously he's going to need another officer to

0:02:12 > 0:02:14transport him back to the custody unit.

0:02:16 > 0:02:20The suspect is alleged to have been involved in a fight in a pub before

0:02:20 > 0:02:22leaving in his van.

0:02:22 > 0:02:27Moments later, he was pulled over by neighbourhood officer Dave Allen.

0:02:27 > 0:02:30I've seen him drive... Yeah. ..into the close, he parked his van up,

0:02:30 > 0:02:32obviously got out the driver's side.

0:02:32 > 0:02:34Smells of intoxicants.

0:02:34 > 0:02:35Yeah, no worries.

0:02:36 > 0:02:40Jim's first task is to breathalyse the suspect.

0:02:40 > 0:02:42Just place your mouth around the mouthpiece,

0:02:42 > 0:02:45take a nice deep breath and blow in it until I tell you to stop, OK?

0:02:45 > 0:02:47It's going to take all the air out your lungs, all right?

0:02:47 > 0:02:49Nice deep breath. Paul, all right, if you do fail to provide,

0:02:49 > 0:02:53that's an offence in itself, OK? And you'll be arrested, all right? So it is in your interests...

0:02:53 > 0:02:55Let me hold it, just blow, Paul, go on. Sort it out.

0:02:55 > 0:02:59Keep going, keep going, keep going, keep going, keep going...

0:02:59 > 0:03:01It says it's got enough.

0:03:01 > 0:03:04All right? And what it'll do, it'll tell me on the screen whether it

0:03:04 > 0:03:06thinks you're over or under, all right?

0:03:08 > 0:03:12Moments later, the device shows a reading of 72.

0:03:12 > 0:03:15He's well over the legal limit to drive.

0:03:16 > 0:03:19OK, Paul, you failed the roadside breath test, OK?

0:03:19 > 0:03:21So as a result of that, I'm arresting you on suspicion of drink-driving.

0:03:21 > 0:03:26Jim locks up the man's van before he takes him to the police station to be

0:03:26 > 0:03:31put on another specially calibrated breathalyser machine.

0:03:31 > 0:03:3472 is twice the legal drink-drive limit,

0:03:34 > 0:03:36but that's only a roadside breath test, it's not evidential,

0:03:36 > 0:03:39so what we're going to do is, we'll have to take him back to the station,

0:03:39 > 0:03:44and put him on an evidential breath test to find out exactly how much alcohol he does have in his breath.

0:03:45 > 0:03:47Dave is thankful for Jim's support.

0:03:48 > 0:03:54Arresting anybody suspected of being drunk can be a risky business.

0:03:54 > 0:03:58People, especially when they're intoxicated, can be unpredictable.

0:03:58 > 0:04:01So, yeah, it's safety in numbers really.

0:04:01 > 0:04:03He clearly didn't like the fact that I'd stopped him.

0:04:03 > 0:04:06Initially, yeah, he was quite uncooperative.

0:04:06 > 0:04:09He wouldn't give me his details.

0:04:09 > 0:04:13And now, obviously, we know why potentially he was being a bit uncooperative, because he failed.

0:04:14 > 0:04:17It's a 25-minute drive to the police station.

0:04:17 > 0:04:22All the while, the man's alcohol level in his body is falling,

0:04:22 > 0:04:24or so he believes.

0:04:24 > 0:04:29Before being tested again, the suspected drink-driver is booked in.

0:04:29 > 0:04:32His details and all the information about the offence are taken.

0:04:34 > 0:04:35Time of your arrest, please.

0:04:35 > 0:04:38Um, 20... Sorry, 19... 2100 hours. Right.

0:04:39 > 0:04:42But there's already a problem.

0:04:42 > 0:04:43It's 2025 now.

0:04:43 > 0:04:45Well, he said 2100, didn't he?

0:04:45 > 0:04:48So that's what you've got to put down, please, 2100.

0:04:48 > 0:04:51I put down what I put down. It was just before, but...

0:04:51 > 0:04:53You're taking the BLEEP now.

0:04:53 > 0:04:54I'm not, cos I can see what the time is up there.

0:04:54 > 0:04:59Well, you can see what the time is up there, but you put the time down wrong, first, didn't you?

0:04:59 > 0:05:02Doesn't matter, does it? People make mistakes when they say things,

0:05:02 > 0:05:04it's not a big issue.

0:05:04 > 0:05:08The man is beginning to grasp at any straw in the hope of finding a

0:05:08 > 0:05:12defence to avoid his drink-driving rap.

0:05:12 > 0:05:15So you arrested me at nine o'clock... No, I didn't. ..and you're saying half eight now.

0:05:15 > 0:05:19That's what you said on there. Yeah, I did say that initially. Yeah. I'll tell you why.

0:05:19 > 0:05:23As you can see, my clock is showing the wrong time. Yeah, well, that's your problem, not mine.

0:05:23 > 0:05:25The man's ear is a mess,

0:05:25 > 0:05:30but it's not his hearing that's preventing him answering the custody sergeant's questions.

0:05:35 > 0:05:38You're going to have to wait half an hour to ask me the questions,

0:05:38 > 0:05:41cos he arrested me at nine o'clock, and it's only half eight now.

0:05:41 > 0:05:45If you wait half an hour, I'll answer the questions, after nine o'clock.

0:05:47 > 0:05:50After nine o'clock I will, cos that was the time I was arrested.

0:05:50 > 0:05:54Keep your hands out of your pockets for me. Oh, right, I'm in jail, am I?

0:05:54 > 0:05:57No, you're in custody. I'm in custody, right.

0:05:57 > 0:06:00So I haven't been convicted or nothing? Not yet. No.

0:06:02 > 0:06:06If he is convicted, the man could end up in jail.

0:06:06 > 0:06:09As well as an obligatory driving ban,

0:06:09 > 0:06:12drink-driving carries up to a six-month prison sentence.

0:06:14 > 0:06:17If he's telling lies, saying that I was arrested...

0:06:17 > 0:06:21He made a simple mistake, didn't he, Paul? You said I was arrested at BLEEP nine...

0:06:21 > 0:06:25Listen to me, all right? You're getting completely sidetracked on something which is not relevant.

0:06:25 > 0:06:29Listen to me. I asked the officer what time he arrested you.

0:06:29 > 0:06:33The officer made a mistake and said nine o'clock, which I queried, and it was at eight o'clock.

0:06:33 > 0:06:35There's no big issue.

0:06:35 > 0:06:36There's not an issue.

0:06:36 > 0:06:39You're conspiring against me. No, we're not.

0:06:39 > 0:06:41The matter of what time you were arrested is irrelevant.

0:06:41 > 0:06:44What you blow on our breath test machine is relevant.

0:06:44 > 0:06:47I think he's obviously worried that he's going to be over the limit,

0:06:47 > 0:06:50so he's trying everything he can to try and get off the charge, I suppose.

0:06:50 > 0:06:53He's also going on the fact about this nine o'clock arrest

0:06:53 > 0:06:57business, trying to muddy the waters,

0:06:57 > 0:07:00and saying he wants to speak to his solicitor about it before he gives a

0:07:00 > 0:07:02breath test and all the rest of it.

0:07:02 > 0:07:04He's trying all the delay tactics, basically.

0:07:06 > 0:07:10The breath test machine is called an Intoxilyzer

0:07:10 > 0:07:13and requires two specimens of the man's breath.

0:07:13 > 0:07:18But first, Jim has to go through a set of questions which are an important

0:07:18 > 0:07:20part of the procedure.

0:07:21 > 0:07:24OK, Paul, have you in the last 20 minutes consumed any alcohol?

0:07:24 > 0:07:25Um...

0:07:26 > 0:07:30I have, yeah. You have? What have you consumed?

0:07:30 > 0:07:31The last 20 minutes, mind.

0:07:31 > 0:07:34Yeah. All right, you were arrested 50 minutes ago.

0:07:34 > 0:07:38Yeah. All right, so in the last 20 minutes, have you consumed any alcohol?

0:07:38 > 0:07:40I have, yeah. What have you consumed?

0:07:40 > 0:07:41I've consumed some brandy.

0:07:43 > 0:07:49So, somehow, the man reckons he's drunk some brandy in the last 20 minutes,

0:07:49 > 0:07:52despite being stuck in the police station.

0:07:52 > 0:07:56Find out later if his delaying tactics pay off.

0:07:56 > 0:07:58See, see... Sorry. Have a seat, Paul. Have a seat.

0:08:06 > 0:08:09Whether it's users robbing their dealers,

0:08:09 > 0:08:12or turf wars between rival drug gangs,

0:08:12 > 0:08:16violence tends to go hand-in-hand with drug dealing.

0:08:16 > 0:08:18Without the law to turn to,

0:08:18 > 0:08:22violence is often the only way to settle disputes.

0:08:22 > 0:08:24In Weston-Super-Mare,

0:08:24 > 0:08:28a recent spike in knife crime figures is believed to be related to

0:08:28 > 0:08:31the town's illegal drugs trade.

0:08:31 > 0:08:33Weston-Super-Mare has its challenges.

0:08:33 > 0:08:36It can encourage visitors into the town who aren't here to live and who

0:08:36 > 0:08:38don't care about the community,

0:08:38 > 0:08:39so they might try and cause us harm.

0:08:39 > 0:08:41So they're the ones we try and tackle.

0:08:41 > 0:08:44People that are coming in and causing any of the communities harm

0:08:44 > 0:08:47in relation to drug dealing, violent crime, anything like that,

0:08:47 > 0:08:50then we'll look to take them out nice and early.

0:08:50 > 0:08:50It's ten o'clock.

0:08:50 > 0:08:52SIRENS BLARE

0:08:52 > 0:08:57And a report has come in of a fight between some youths with knives.

0:08:57 > 0:09:01Two of them have been seen entering an address in a residential street

0:09:01 > 0:09:02near the town centre.

0:09:02 > 0:09:05Yeah, I don't think we're going in the address.

0:09:05 > 0:09:09Extraordinarily, it's the same address that's been targeted for a

0:09:09 > 0:09:12late-night drugs raid this very evening.

0:09:12 > 0:09:13Yes, Sarge, erm...

0:09:28 > 0:09:29All right, I'll see what I can do.

0:09:32 > 0:09:36It's a very delicate situation for neighbourhood officer John Phippen

0:09:36 > 0:09:38and PCSO Justin Robbie.

0:09:38 > 0:09:42They have to respond to the reports of the knife fight,

0:09:42 > 0:09:46yet they don't want to compromise the drug raid planned for later on.

0:09:47 > 0:09:49What, top floor one?

0:09:49 > 0:09:51They've decided to go in.

0:09:53 > 0:09:55But there's another complication.

0:09:55 > 0:09:58A group of people in a nearby alleyway.

0:09:58 > 0:10:01Keep an eye on what's going on there for me, bud.

0:10:05 > 0:10:07None of them match the description, do they?

0:10:09 > 0:10:11DOOR OPENS

0:10:11 > 0:10:13Yeah, we've got an open door.

0:10:13 > 0:10:15John's found the front door is open,

0:10:15 > 0:10:18but with reports that the men were armed with knives,

0:10:18 > 0:10:22rather than go in on his own, he waits for backup.

0:10:23 > 0:10:28Which quickly arrives in the shape of the Sergeant Mark Jenkinson.

0:10:28 > 0:10:31Justin's seen someone looking out the window and ducking,

0:10:31 > 0:10:33so what do you want to do?

0:10:33 > 0:10:36My concern is that someone might be seriously injured,

0:10:36 > 0:10:38bearing in mind it's knives that are involved.

0:10:38 > 0:10:41There isn't any blood, however, based on what we've got,

0:10:41 > 0:10:45we're going to basically enter the address to preserve life.

0:10:45 > 0:10:48The officers are armed with Taser stun guns.

0:10:51 > 0:10:53KNOCKS ON DOOR

0:10:53 > 0:10:56It's the police, mate. Open the door.

0:10:56 > 0:11:00Put your hands where I can see them, bud.

0:11:00 > 0:11:03We've had a report of people in the street fighting with knives, mate.

0:11:03 > 0:11:04Who else is here, mate?

0:11:06 > 0:11:08Do you mind if we pop in and check the other person? Thanks, mate.

0:11:08 > 0:11:11The flat is up a flight of stairs.

0:11:11 > 0:11:15Were you two fighting in the street, or getting loud with each other?

0:11:15 > 0:11:18No, why? Well, people matching your description have been...

0:11:18 > 0:11:23No-one in the flat is admitting anything to do with the trouble earlier.

0:11:23 > 0:11:253892, control.

0:11:27 > 0:11:29Can I have two persons' checks, please?

0:11:29 > 0:11:31So you guys haven't got any injuries at all, then?

0:11:31 > 0:11:34That is the worry, it is that when we get a report,

0:11:34 > 0:11:37despite whatever history you've got with the police,

0:11:37 > 0:11:39if we've got two people fighting in the street,

0:11:39 > 0:11:43with big knives, we need to make sure that everyone's all right. I know, I mean...

0:11:43 > 0:11:46John and the Sarge are taking a softly, softly approach so as not to

0:11:46 > 0:11:52arouse any suspicions that the police's real focus later tonight is drugs.

0:11:53 > 0:11:56The two lads in the flat have been checked.

0:11:56 > 0:11:59One of them is a prolific local criminal...

0:11:59 > 0:12:02You've had your, sort of, fill of knives, haven't you?

0:12:02 > 0:12:04I know, I know. The scars would suggest...

0:12:04 > 0:12:07..who's been involved with drugs and knives before,

0:12:07 > 0:12:12including having his forearm and voice box slashed.

0:12:12 > 0:12:13Big-up.

0:12:13 > 0:12:15Ba-ba.

0:12:15 > 0:12:17Golly.

0:12:17 > 0:12:19Loving life, big time.

0:12:19 > 0:12:21Bring a man down.

0:12:24 > 0:12:26What was that?

0:12:26 > 0:12:28That's down low, down low.

0:12:28 > 0:12:31Oh, right, OK. Is that like gang speak? CAT MEOWS

0:12:31 > 0:12:33Mind the cat, mind the cat!

0:12:33 > 0:12:35With your gangster style.

0:12:35 > 0:12:36Mind the cat.

0:12:38 > 0:12:41Right, if you're happy, gone.

0:12:41 > 0:12:43If it was you two, don't be so stupid, yeah?

0:12:44 > 0:12:46See you, mate.

0:12:46 > 0:12:47The cops are on the retreat.

0:12:47 > 0:12:51Everyone's happy the visit passed without incident,

0:12:51 > 0:12:55and hopefully without suspicion being raised about tonight's raid.

0:12:55 > 0:12:57Both males have denied having been in the street,

0:12:57 > 0:13:01and this story is supported by the one's father,

0:13:01 > 0:13:03and hopefully that'll be the end of it.

0:13:03 > 0:13:05Obviously we treat these calls very seriously,

0:13:05 > 0:13:08particularly in light of the summer that we've had in Weston.

0:13:08 > 0:13:10We had a lot of stabbings, drug-related.

0:13:10 > 0:13:13So, you know, on another day, this could have been a lot worse.

0:13:14 > 0:13:16Less than an hour later,

0:13:16 > 0:13:19the neighbourhood officers are being briefed for the drugs raid alongside

0:13:19 > 0:13:25the catch team - the people who actually do the dirty work of bashing down doors...

0:13:25 > 0:13:26Police!

0:13:26 > 0:13:29..and catching the suspected criminals.

0:13:29 > 0:13:32The objective is always to get in as quickly as possible,

0:13:32 > 0:13:36because when we're dealing with drugs, small amounts can be flushed down toilets or, you know,

0:13:36 > 0:13:40got rid of, so we need to get in nice and quickly, and as quietly, believe it or not, as possible.

0:13:40 > 0:13:42It's a residential area,

0:13:42 > 0:13:44which is causing significant issues to the community.

0:13:44 > 0:13:48There's a number of complaints constantly about the constant visitors and the violence.

0:13:48 > 0:13:52And in relation to the violence, last night, we were called to that location because of people

0:13:52 > 0:13:56fighting with bricks, and tonight, we've been called to two people outside fighting with knives.

0:13:56 > 0:14:01So, it clearly is right, the intelligence, and that's why we're doing the warrant today.

0:14:03 > 0:14:07Later, we see what happens when the police turn up at the suspected drug

0:14:07 > 0:14:09dealer's flat for the second time tonight.

0:14:19 > 0:14:23In Britain, there are more than 5,000 accidents every year in which someone

0:14:23 > 0:14:28is killed or injured that involve a driver who's over the limit.

0:14:29 > 0:14:34Some can have devastating effects on the victims and their families,

0:14:34 > 0:14:38but they can also change the lives of those selfish or stupid enough to

0:14:38 > 0:14:41drive when they're not fit to do so.

0:14:43 > 0:14:47Earlier, a van driver was about to be put on an evidential breath test

0:14:47 > 0:14:51machine to find out if he was drinking and driving.

0:14:51 > 0:14:56He's now ready to blow a sample, and the machine is made ready for him.

0:14:58 > 0:14:59MACHINE BEEPS

0:15:00 > 0:15:01OK, it's a key mouthpiece.

0:15:01 > 0:15:04OK, what I'm going to do is, I'm going to stick that onto the machine here.

0:15:04 > 0:15:08The machine requires two samples of breath.

0:15:08 > 0:15:11The one with the lower reading will be taken as evidence.

0:15:11 > 0:15:15Failure to provide the samples is an offence.

0:15:15 > 0:15:17You must provide a specimen within three minutes.

0:15:17 > 0:15:20Paul, when I tell you to do so, I want you to relax.

0:15:20 > 0:15:24OK. Take a deep breath, and place the mouthpiece in your mouth.

0:15:24 > 0:15:27I can't see it, because I'm being filmed, and I'm not...

0:15:27 > 0:15:28Make a good seal around it with your lips.

0:15:28 > 0:15:33Take a nice deep breath, as deep as you can, and blow out, all right?

0:15:33 > 0:15:37You're not blowing, Paul. Paul? Paul, listen to me. Paul.

0:15:37 > 0:15:40You're not blowing. I am blowing. All right, take your hand away, move your hand down.

0:15:40 > 0:15:44Put your mouth on there, all right? And blow nice and hard until I tell you to stop.

0:15:44 > 0:15:48Blow. You've got to blow harder than that, Paul. Harder than that.

0:15:48 > 0:15:52Harder than that. Paul, listen to me. Listen to me. Paul,

0:15:52 > 0:15:55you're failing to provide at the moment, OK? I'm not. I am blowing as hard as I can...

0:15:55 > 0:15:59You're not blowing as hard as you can. I am. No, you're not, I can see you're not, all right?

0:15:59 > 0:16:00Right, have another go.

0:16:00 > 0:16:03Nice deep breath, OK?

0:16:03 > 0:16:06Take your hand away from there, that's it. Now blow out, nice and hard.

0:16:06 > 0:16:09That's it, keep going. You've stopped again, Paul. I haven't stopped.

0:16:09 > 0:16:12You have. What you've done is you've breathed in, all right?

0:16:12 > 0:16:16What you've done is you've gone... A little tiny soft blow and then you've stopped, all right? Have I?

0:16:16 > 0:16:20Yeah, that's what it's telling me. This is your last chance now, Paul, all right?

0:16:20 > 0:16:21You're running out of time.

0:16:21 > 0:16:25All right, you've got to be quick. Yeah. You've got 15 seconds left, go.

0:16:25 > 0:16:27Blow. Keep going, keep going, keep going, keep going.

0:16:27 > 0:16:30You've stopped again, Paul. Paul, you stopped again.

0:16:30 > 0:16:34Unfortunately, that's out of time now, I'm afraid, Paul.

0:16:34 > 0:16:36All right.

0:16:37 > 0:16:39So, you've failed the procedure, Paul.

0:16:41 > 0:16:44Blowing into the machine isn't difficult.

0:16:44 > 0:16:47Even for people with respiratory problems like asthma,

0:16:47 > 0:16:51which the man, all of a sudden, claims he has.

0:16:51 > 0:16:55Are there any medical or other reasons why you have not provided two specimens of breath?

0:16:55 > 0:16:57Apart from being an asthmatic, then,

0:16:57 > 0:17:01that's the only reason why it shouldn't have gone through.

0:17:02 > 0:17:07It's not uncommon when we do arrest people for drink-driving for them to be a bit difficult in custody,

0:17:07 > 0:17:12and try and come up with some excuses as to why they can't provide.

0:17:12 > 0:17:15See, see, have a seat, Paul. Have a seat.

0:17:16 > 0:17:20He was something else, to be honest. I've never known anyone quite as awkward as him.

0:17:20 > 0:17:23We'll just have to see what's next.

0:17:23 > 0:17:27Because he's been unable to give a breath specimen, because he has asthma, he says,

0:17:27 > 0:17:31the man is being given a second chance.

0:17:31 > 0:17:34He's provided a specimen at the roadside perfectly OK.

0:17:34 > 0:17:36He's claiming he's asthmatic,

0:17:36 > 0:17:40so just to negate that, we're going to go for the option of blood instead.

0:17:40 > 0:17:44If he fails, or refuses this time,

0:17:44 > 0:17:47he'll be charged with failing to supply a sample.

0:17:47 > 0:17:51Do you now consent to provide a specimen of blood, now,

0:17:51 > 0:17:54which will be taken by the health care professional?

0:17:54 > 0:17:56Paul, you don't have options.

0:17:56 > 0:17:59It's either a yes, you will provide a specimen, or no, you won't.

0:17:59 > 0:18:03After a lot of toing and froing, he did say he would provide,

0:18:03 > 0:18:07albeit reluctantly. He wanted to take the blood himself and not let the nurse take the blood.

0:18:07 > 0:18:08Yeah.

0:18:08 > 0:18:10And you're able to give a specimen...

0:18:10 > 0:18:14The amount of blood the nurse was able to take was insufficient for an

0:18:14 > 0:18:16evidential sample.

0:18:16 > 0:18:20The man's led to a cell where he'll stay until the custody sergeant

0:18:20 > 0:18:23decides he's sobered up enough to be released.

0:18:24 > 0:18:28He was offering up every possible excuse that he could

0:18:28 > 0:18:30to try and get away with the offence,

0:18:30 > 0:18:34failing to provide a sample of blood by moving his arm around, so that

0:18:34 > 0:18:37the nurse couldn't take a sufficient sample.

0:18:37 > 0:18:39Failure to provide is an offence,

0:18:39 > 0:18:45which carries an automatic driving ban of at least 12 months and a large fine.

0:18:45 > 0:18:48It's often dealt with by the court even more severely than

0:18:48 > 0:18:50drink-driving itself.

0:18:51 > 0:18:53When he appeared in court,

0:18:53 > 0:18:57the man was found not to be suffering from any medical conditions.

0:18:57 > 0:19:00He was found guilty of failing to provide

0:19:00 > 0:19:03and he was handed a 36-month driving ban.

0:19:03 > 0:19:06He was also found guilty of assault in the pub earlier that night.

0:19:06 > 0:19:13He was ordered to carry out 100 hours of unpaid work and given a six-month restraining order.

0:19:13 > 0:19:17For Dave, he's an hour, at least, nearer the end of his shift.

0:19:17 > 0:19:21So, tell me, Dave, why did your watch say...? I've got no idea!

0:19:21 > 0:19:23What does it say now?

0:19:23 > 0:19:26It now says ten o'clock. Now says 20 past ten. 20 past ten.

0:19:33 > 0:19:36A recent spate of incidents involving knives has been worrying

0:19:36 > 0:19:38the residents of Weston-Super-Mare.

0:19:40 > 0:19:41Earlier...

0:19:41 > 0:19:44we saw how the neighbourhood police have stepped up their

0:19:44 > 0:19:48response to those concerns and are now preparing to raid a flat where they

0:19:48 > 0:19:51suspect drugs and weapons might be found.

0:19:51 > 0:19:54And when the guys have gone today to this disorder,

0:19:54 > 0:19:56there's a group of six people waiting in this alleyway.

0:19:56 > 0:19:58As soon as the police arrived, they've dispersed.

0:19:58 > 0:20:01So we can only suggest that they're waiting to get drugs.

0:20:01 > 0:20:04Unusually for this kind of operation, it's taking place at night.

0:20:05 > 0:20:09The idea is that they will be able to approach the property without being seen

0:20:09 > 0:20:12and before any drugs get flushed down the toilet.

0:20:15 > 0:20:18We're just going to hang on this alleyway here.

0:20:19 > 0:20:21It's essential they're not spotted outside...

0:20:21 > 0:20:24Turn this off. ..and all lights are out.

0:20:26 > 0:20:27Like this.

0:20:29 > 0:20:33It'll be down to the catch team to gain entry to the flat,

0:20:33 > 0:20:36with the neighbourhood officers following quickly behind them.

0:20:41 > 0:20:43The order to strike is given.

0:20:45 > 0:20:46Police!

0:20:50 > 0:20:54The team are taking no chances and are armed with Taser stun guns.

0:20:54 > 0:20:56My Taser is drawn, guys, yeah?

0:20:56 > 0:20:57This time you're all nicked.

0:20:57 > 0:21:01You're all under arrest at the moment, all right, for possession and intent to supply.

0:21:01 > 0:21:03The timing couldn't have been better.

0:21:03 > 0:21:07The unsuspecting occupants are in the process of packaging some drugs.

0:21:08 > 0:21:12One of the catch team spotted drugs being thrown out of an open window

0:21:12 > 0:21:13as the team burst in.

0:21:13 > 0:21:16He threw it out the window, I saw him as I came in the room.

0:21:16 > 0:21:19Yeah, fine. Grey tracksuit, stand up.

0:21:19 > 0:21:20I can't even get up. You can.

0:21:23 > 0:21:24Stand still.

0:21:24 > 0:21:26Looking around the room, there are more signs

0:21:26 > 0:21:29that the neighbourhood team have arrived in the nick of time.

0:21:29 > 0:21:32This cannabis is being prepared for sale.

0:21:35 > 0:21:37And it's not only cannabis that's turning up.

0:21:43 > 0:21:47A quantity of what looks to be cocaine is found on this lad.

0:21:47 > 0:21:49HE WHISTLES

0:21:49 > 0:21:50Proper opo today, isn't it?

0:21:50 > 0:21:53Say it again? Proper opo, operation.

0:21:54 > 0:21:56Did you enjoy that? Yeah, I did, mate.

0:21:56 > 0:21:58Yeah, that was nice running, mate, got me...

0:21:58 > 0:21:59Yeah, same, mate, I thought, "Whoa!"

0:21:59 > 0:22:02See this guy come in with his BLEEP things, mate.

0:22:02 > 0:22:03"What's going on?"

0:22:03 > 0:22:06Coming through with his BLEEP riot shields and that.

0:22:06 > 0:22:10This guy has got a Taser. Whoa!

0:22:10 > 0:22:12HE LAUGHS

0:22:14 > 0:22:19The two lads are being transferred to the local police station for questioning.

0:22:22 > 0:22:26Meanwhile, where the drugs were seen thrown through an open window,

0:22:26 > 0:22:29a search is going on outside to retrieve them.

0:22:29 > 0:22:31Mark is on the case.

0:22:31 > 0:22:32Here we are, look.

0:22:35 > 0:22:38What we think's happened is, because the window's open at such an angle,

0:22:38 > 0:22:43as he's panicked and launched it out, it's actually hit the window itself,

0:22:43 > 0:22:46and a lot of the drugs have broken and separated.

0:22:46 > 0:22:50So we're trying to work our way around to pick up all the pieces,

0:22:50 > 0:22:51as it were.

0:22:51 > 0:22:53That's another bit there, yeah.

0:22:54 > 0:23:00Mark's also found something in wraps of silver foil that's even more alarming.

0:23:00 > 0:23:03Highly potent crack cocaine.

0:23:03 > 0:23:05It looks like it's crack cocaine,

0:23:05 > 0:23:10which is a particularly addictive drug that we're doing the utmost to tackle.

0:23:10 > 0:23:14The residents tell us about it and we're here to act on it.

0:23:15 > 0:23:17It's rare that we do a warrant at this time of night,

0:23:17 > 0:23:19but it proves that it was the right decision.

0:23:21 > 0:23:26Crack is a solid form of cocaine which can be smoked for an instant hit

0:23:26 > 0:23:27and it doesn't take much of it.

0:23:27 > 0:23:31Very, very small amounts of drugs are worth a lot of money.

0:23:31 > 0:23:36And what we've recovered there will create a massive dent in their business.

0:23:36 > 0:23:38It will put them out of business, if you like.

0:23:38 > 0:23:40It'll stop them dealing from this address

0:23:40 > 0:23:44and it'll have such a positive impact on the local residents and the community as a whole.

0:23:44 > 0:23:48Back in the flat, the others that were here when the police called the first time this

0:23:48 > 0:23:53evening are also under arrest and waiting for transport to the nick.

0:23:53 > 0:23:58Round two, they got me again! BLEEP

0:23:58 > 0:24:01Here we go, off to the big house.

0:24:01 > 0:24:03I'm getting arrested. Same!

0:24:06 > 0:24:08MOBILE PHONE RINGS

0:24:09 > 0:24:12After the police's cursory search of the place,

0:24:12 > 0:24:16a drugs dog is going to find anything they might have missed.

0:24:20 > 0:24:23He soon finds a bit of crack in some cracks.

0:24:26 > 0:24:33Inside, the flat is an Aladdin's cave of stuff related to substance abuse.

0:24:33 > 0:24:36Numerous pieces of silver foil ripped on the bed.

0:24:36 > 0:24:38Scales and green vegetable matter.

0:24:40 > 0:24:44And already behind bars, a colourful parrot.

0:24:46 > 0:24:48They've come for drugs, man.

0:24:48 > 0:24:51There ain't no drugs here, are you mad, bud?

0:24:51 > 0:24:53Know what I mean? This is a homely home.

0:24:53 > 0:24:58Big up shabs. Big up the rest. Big up vibes.

0:24:58 > 0:25:00They busted my door down, though.

0:25:01 > 0:25:03Drugs are being found everywhere.

0:25:03 > 0:25:07There are about 20 10lb bags in the cabinet under the TV.

0:25:07 > 0:25:09And more on the floor, behind the TV.

0:25:11 > 0:25:15Behind the telly is handfuls of green vegetable matter.

0:25:15 > 0:25:19The police have had to collate lots of evidence to persuade a magistrate

0:25:19 > 0:25:21to issue today's search warrant.

0:25:21 > 0:25:24Much of it has come from the concerned neighbours who have complained

0:25:24 > 0:25:26about what's been going on.

0:25:26 > 0:25:31They've seen first-hand the deals being done outside the flat.

0:25:31 > 0:25:36Some of the suspected proceeds have been found behind the bed one of the lads was on.

0:25:36 > 0:25:39Approximately ?395 in cash. Erm...

0:25:39 > 0:25:43The lad who's been arrested, who was laying there, is only sort of 16.

0:25:43 > 0:25:47So, rather a lot of cash for a 16-year-old person to have in his pocket.

0:25:48 > 0:25:51After the drugs, the weapons.

0:25:51 > 0:25:54There are numerous fearsome-looking knives.

0:25:54 > 0:25:57Seized a lock knife, which is illegal in itself.

0:25:57 > 0:26:01It's an offensive weapon. Got a kitchen knife and

0:26:01 > 0:26:03this little beauty under the...

0:26:03 > 0:26:04Tucked under the table.

0:26:06 > 0:26:10We come in very dynamically, kick the doors down, straight in,

0:26:10 > 0:26:12lots of shouting and screaming and this is the reason why.

0:26:12 > 0:26:17Sharp knives, so, that's the reason why we're coming in hard and fast.

0:26:17 > 0:26:18Ba, ba, ba!

0:26:18 > 0:26:22The van has returned to transport the remaining three prisoners to the police station.

0:26:28 > 0:26:31But the neighbourhood team's work isn't over yet.

0:26:31 > 0:26:35Find out what happens later when they pay a third visit to the address and

0:26:35 > 0:26:39uncover another stash of potentially deadly weapons.

0:26:45 > 0:26:48Kids on the rampage, causing criminal damage

0:26:48 > 0:26:54and vandalising local neighbourhoods have a huge impact on the quality of people's lives.

0:26:54 > 0:26:57And if not dealt with quickly and effectively,

0:26:57 > 0:27:00it can lead to people permanently living in fear of crime.

0:27:00 > 0:27:05Cracking down on those youngsters responsible for causing such misery

0:27:05 > 0:27:08is a major priority for the neighbourhood police.

0:27:09 > 0:27:14If there is one thing worse than bored teenagers looking for something to do,

0:27:14 > 0:27:17it's a gang of bored teenagers looking for trouble.

0:27:17 > 0:27:20It is an ongoing problem, really, where the kids are out,

0:27:20 > 0:27:22they're not supervised.

0:27:22 > 0:27:25They don't seem to have a respect for people or property and we need

0:27:25 > 0:27:28to try and nip it in the bud and change their behaviour,

0:27:28 > 0:27:30before we start dealing with them criminally,

0:27:30 > 0:27:33and get them on the right road, really, get them on the right path.

0:27:35 > 0:27:39In Bath, four parked cars have been damaged right outside their owners' houses.

0:27:41 > 0:27:45They've all had their wing mirrors ripped off in a mindless act of vandalism.

0:27:45 > 0:27:49We believe it's a local group living just across the back of

0:27:49 > 0:27:52these houses really, that we've had quite a lot of involvement with.

0:27:52 > 0:27:55So we've got a good idea of who it is, yeah.

0:27:55 > 0:27:59Neighbourhood officer Mark Hodder has come to see some of the victims.

0:27:59 > 0:28:02So, just from the start, then.

0:28:02 > 0:28:06As I looked out the window, I just noticed some children going past.

0:28:06 > 0:28:12I noticed a girl in a grey top or hoodie, raised up her arm,

0:28:12 > 0:28:15fist clenched, and brought it back down on top of the mirror.

0:28:17 > 0:28:22I was stood sort of here like that, like this.

0:28:22 > 0:28:24I just looked out as she done it.

0:28:26 > 0:28:29Unusually, it was a group of girls responsible for the mayhem.

0:28:29 > 0:28:34When we they done it, they ran off and they joined up with some boys on the other side. Right.

0:28:34 > 0:28:36So, when you saw the girl hit the wing mirror... Yeah.

0:28:38 > 0:28:40..can you describe her to me?

0:28:40 > 0:28:44She's sort of short, like, darkish hair, I think.

0:28:44 > 0:28:4613, 14, maybe. Yeah? Yeah.

0:28:47 > 0:28:52The average age of people who commit criminal damage is only 14 to 15,

0:28:52 > 0:28:55far younger than most other crimes.

0:28:55 > 0:29:00And in both males and females, the habit declines after that age.

0:29:00 > 0:29:04Not that that fact is of any comfort to this car owner.

0:29:04 > 0:29:07I'll go get me phone and we'll take a picture of it.

0:29:07 > 0:29:11Yeah, OK. Good. Mark is getting photographic evidence of the damage,

0:29:11 > 0:29:13which was clearly done maliciously.

0:29:13 > 0:29:14I seen her...

0:29:15 > 0:29:16Like that.

0:29:18 > 0:29:22Malicious damage is often an expression of frustration,

0:29:22 > 0:29:27directed at middle-class property, which people find so hard to understand.

0:29:27 > 0:29:31It's just mindless damage, with kids just out at night,

0:29:31 > 0:29:35just getting up to misbehaviour, really.

0:29:35 > 0:29:39Mark goes to see another victim of the unruly girls -

0:29:39 > 0:29:44a woman whose week-old company Audi has also been de-wing-mirrored.

0:29:46 > 0:29:50Her partner heard what happened and on seeing the damage, chased after them.

0:29:50 > 0:29:55We were speaking to them for a while, just trying to understand really, why you'd do it...

0:29:55 > 0:29:58Yeah. Obviously, it wasn't that...

0:29:58 > 0:30:00You can just kind of see.

0:30:00 > 0:30:02A little later, after returning home,

0:30:02 > 0:30:07the group of girls came back past and he did his best to get some pictures to identify them.

0:30:07 > 0:30:13I think they realised at that stage, they were kind of hiding their faces, showing their backs and

0:30:13 > 0:30:18dancing down the road as if they kind of knew we were trying to take pictures of them.

0:30:18 > 0:30:21They were, like, waving their arms and cheering.

0:30:21 > 0:30:24"Yeah!" And, like, really happy with what they'd done.

0:30:24 > 0:30:27I was just stood there, like, "How pointless is that?"

0:30:27 > 0:30:29Well, you did the right thing, call the police.

0:30:29 > 0:30:33Yeah, don't really get into any sort of argument with them, no.

0:30:33 > 0:30:36Especially when they're in a group like that, yeah?

0:30:36 > 0:30:40That kind of damage, that's just petty and stupid, isn't it?

0:30:40 > 0:30:42They've just got no respect at all.

0:30:42 > 0:30:46They just haven't learned what respect is and how to behave.

0:30:46 > 0:30:50But it's only little stuff, like, I don't know, the financial cost as well,

0:30:50 > 0:30:53cos then if someone obviously gets their wing mirror knocked off,

0:30:53 > 0:30:55you've got to go and pay for it to get fixed and

0:30:55 > 0:31:01it just doesn't go through their minds that these kind of actions have effects on other people.

0:31:03 > 0:31:08The broken wing mirrors aren't the only incident of antisocial behaviour in the area.

0:31:08 > 0:31:11And they are having a cumulative effect on the residents.

0:31:11 > 0:31:17Personally, it's more about feeling safe in my own home and having two

0:31:17 > 0:31:21children living here and seeing that there's children out there

0:31:21 > 0:31:24with such little respect in the area,

0:31:24 > 0:31:28causing this kind of damage to things, you know, breaking into my garden,

0:31:28 > 0:31:31which is meant to be my safe haven.

0:31:31 > 0:31:33It's made me feel quite vulnerable.

0:31:33 > 0:31:38I mean, you know, we're working with the school, all the sort of local youth projects, the parents.

0:31:38 > 0:31:41Doing all we can with them, really, but...

0:31:41 > 0:31:46And they get together in a gang and that's when their behaviour just... They just egg each other on.

0:31:46 > 0:31:49Thanks to the photos and descriptions of the offenders,

0:31:49 > 0:31:53Mark was able to identify the two ring leaders.

0:31:53 > 0:31:55One of the vehicles, a very expensive vehicle,

0:31:55 > 0:31:58it's cost a lot of money to repair, so, yeah,

0:31:58 > 0:32:02we can't just let it go with a telling off.

0:32:02 > 0:32:04They need to know it's wrong.

0:32:04 > 0:32:08They need to know the sort of consequences of their actions really.

0:32:08 > 0:32:12The option that we're looking at really, for this sort of damage would be we refer

0:32:12 > 0:32:14them to a youth panel,

0:32:14 > 0:32:17where they can look at the whole circumstances of the young person

0:32:17 > 0:32:22and their background and see what intervention needs to be put in to change the behaviour.

0:32:22 > 0:32:25In the end, both girls were issued with youth cautions,

0:32:25 > 0:32:30as well as being referred to the youth offending team and happily,

0:32:30 > 0:32:35antisocial behaviour in the area is no longer the problem it was.

0:32:41 > 0:32:46Eradicating illegal drugs is proving to be a never-ending task for the police.

0:32:48 > 0:32:53A recent crackdown in Weston-Super-Mare, involving a series of high-profile raids,

0:32:53 > 0:32:57has shown many of the people they've arrested all too quickly

0:32:57 > 0:32:59bounce back into business.

0:32:59 > 0:33:03Earlier, we saw the neighbourhood team raid an address where a large

0:33:03 > 0:33:06amount of cannabis and crack cocaine was seized.

0:33:06 > 0:33:10Some of the occupants were charged with dealing Class A drugs.

0:33:10 > 0:33:12Round two, they got me again!

0:33:15 > 0:33:17It's round three for tonight's team,

0:33:17 > 0:33:21who are preparing to pay another visit to the very same address.

0:33:21 > 0:33:24Tonight, we are going to execute a Misuse of Drugs Act warrant at an

0:33:24 > 0:33:26address not too far away from the station.

0:33:26 > 0:33:30It's an address we've previously executed a warrant at.

0:33:30 > 0:33:32We arrested six individuals.

0:33:32 > 0:33:36However, literally, that was on the Wednesday, by Friday, we got intelligence they were back at it.

0:33:36 > 0:33:39Just as concerning as the crack cocaine,

0:33:39 > 0:33:42the discovery of a number of offensive weapons.

0:33:42 > 0:33:45Last week, a couple of guys went into this address to buy crack cocaine heroin.

0:33:45 > 0:33:49One of the guys was shot in the hand with an air rifle, which

0:33:49 > 0:33:52caused significant injuries to his hand where the pellets, essentially,

0:33:52 > 0:33:56separated into eight in his hand and broke most of the bones in his hand.

0:33:56 > 0:33:59The guy that was shot has been open and said, "We were there to buy heroin and crack cocaine."

0:34:00 > 0:34:04There's Damien Parker-Stokes, he's got lots of warning markers.

0:34:04 > 0:34:06He takes legal highs and the last time he took legal highs, he stabbed

0:34:06 > 0:34:09himself seven times in the throat and put a knife through his arm.

0:34:09 > 0:34:11He is really unpredictable.

0:34:11 > 0:34:15So when you deal with him, the last time, he was absolutely fine, but if he's taken drugs,

0:34:15 > 0:34:18he will be totally unhinged and he will need to be dealt with properly.

0:34:19 > 0:34:23Illegal drugs, and the violence that is often associated with them,

0:34:23 > 0:34:27are among the most common causes of complaints to the neighbourhood police.

0:34:27 > 0:34:29For Inspector Sharon Bennett,

0:34:29 > 0:34:33tonight's raid is a great chance to show that the police are taking

0:34:33 > 0:34:35people's concerns seriously.

0:34:35 > 0:34:39We've given a huge message, haven't we? To the community, to drug dealers,

0:34:39 > 0:34:43to everybody, to say, "We're out there. You never know when we're going to come through your door."

0:34:43 > 0:34:46But the biggest thing is the public, who don't see us everyday outside

0:34:46 > 0:34:50their house, who are giving us information and giving us intelligence, they think we don't do

0:34:50 > 0:34:52anything with it. Yes, we do. We gather it. Once we've got enough,

0:34:52 > 0:34:54we get that warrant and we'll go through that door.

0:34:57 > 0:35:00When you're in position, you call strike, we'll go for the nick.

0:35:03 > 0:35:05Yep, no problem, we're all ready and bussed up.

0:35:08 > 0:35:13Not only are tonight's quarry suspected of being involved in drugs whilst still on bail,

0:35:13 > 0:35:17but they're doing it less than a quarter of a mile from the police station.

0:35:18 > 0:35:22So it only takes a moment for the team to arrive at the address.

0:35:24 > 0:35:27FROM RADIO: OK, OK. Strike. Strike. Strike.

0:35:27 > 0:35:29Strike, strike, strike. This is it.

0:35:29 > 0:35:34They now need to get in quick before any drugs are thrown away.

0:35:34 > 0:35:35Police!

0:35:36 > 0:35:39I can smell cannabis already.

0:35:39 > 0:35:41I smell cannabis.

0:35:42 > 0:35:43It stinks of cannabis, in fact.

0:35:49 > 0:35:51Three lads are in the first room.

0:35:52 > 0:35:56Right, at the moment, you're all being detained cos we've got a warrant to search the premises,

0:35:56 > 0:35:59so you're all going to be searched and detained whilst we do that, OK?

0:35:59 > 0:36:01Two more people are in another room.

0:36:01 > 0:36:04The cops suspect something has been thrown out of the window.

0:36:04 > 0:36:09I can already see one potential bag out there with other things inside that might have been thrown out.

0:36:09 > 0:36:11You have to try to get to that quite quickly,

0:36:11 > 0:36:14cos if it's dry, it'll indicate it's just gone out of the window.

0:36:14 > 0:36:18Outside, those suspicions are proved right.

0:36:18 > 0:36:20Some bags of drugs are found.

0:36:20 > 0:36:24I can see that they are deals of cannabis, there's five there,

0:36:24 > 0:36:25so I've got ?50 worth.

0:36:25 > 0:36:29And, disturbingly, some gun shells.

0:36:29 > 0:36:32There's a case of what looks to be a 9mm round.

0:36:32 > 0:36:38However, at the tip of the round, it's rubber inside, so maybe a blank.

0:36:38 > 0:36:42So I'll get a firearms officer to come out and have a look at it and ascertain what that is.

0:36:42 > 0:36:45Back inside, the lads are complaining about how many times

0:36:45 > 0:36:48they've been gate-crashed by the police.

0:36:48 > 0:36:50You got me three times, mate.

0:36:52 > 0:36:54Three times in the last week or so.

0:36:54 > 0:36:56DOG BARKS

0:36:57 > 0:37:01A drugs dog is here to sniff out any more illegal substances.

0:37:02 > 0:37:05The drugs dog has come in and done a cursory search of this room, has

0:37:05 > 0:37:09already indicated to there being drugs down in this bottom corner with some cash.

0:37:09 > 0:37:12Has indicated to the air rifle weapon in the corner here.

0:37:12 > 0:37:16And has also indicated that there might be something in this bottom drawer down here.

0:37:16 > 0:37:18We've got drugs on the bed as well.

0:37:18 > 0:37:22When we came in, the phones were ringing, quite busy.

0:37:22 > 0:37:23MOBILE PHONE RINGS

0:37:24 > 0:37:28In the living room, the two main targets of tonight's operation are

0:37:28 > 0:37:32here and, along with all the other occupants, are being arrested.

0:37:32 > 0:37:35I'm arresting you on suspicion

0:37:35 > 0:37:38of possession for intent to supply drugs, all right?

0:37:38 > 0:37:41Raise your shoes. Bless you... Hang on. Stay there.

0:37:43 > 0:37:46If you want to go with this officer here, and come with me...

0:37:46 > 0:37:51The search has uncovered something very unnerving - illegal stun guns.

0:37:51 > 0:37:55We found what we think are two Tasers inside the room.

0:37:55 > 0:37:57If you turn around, there's the metal prongs there.

0:37:57 > 0:38:02Stun guns are classified as firearms and anyone caught in possession of

0:38:02 > 0:38:06one could be put in prison for up to ten years.

0:38:06 > 0:38:08And there's more.

0:38:08 > 0:38:12We've also got a high-powered air rifle here and in the corner, we've got, like,

0:38:12 > 0:38:14a bow and arrow going on.

0:38:14 > 0:38:19And even a handgun, which may or may not be a prohibited weapon.

0:38:20 > 0:38:23So I've just requested from the force incident manager we get a firearms

0:38:23 > 0:38:25unit here to make safe what we've got here,

0:38:25 > 0:38:28cos we're not experts, we don't know what we're handling.

0:38:28 > 0:38:31They'll make them safe and make sure that we can carry on searching safely.

0:38:35 > 0:38:37On examination by firearms officers,

0:38:37 > 0:38:41the rifle was found to be a legal air-powered weapon.

0:38:43 > 0:38:46The pistol was also a legal air weapon.

0:38:48 > 0:38:52However, the stun guns disguised as torches

0:38:52 > 0:38:54were illegal and were confiscated.

0:38:56 > 0:38:58Several of the individuals today we've arrested,

0:38:58 > 0:39:01we actually carried out a warrant here only a matter of a few weeks ago,

0:39:01 > 0:39:03about five weeks ago,

0:39:03 > 0:39:08and that might seem frustrating, but they're currently on bail and we're looking to build that case.

0:39:08 > 0:39:10But it doesn't mean that we just don't listen and we don't carry on.

0:39:10 > 0:39:14If they carry on dealing drugs, we'll come back and keep putting that door in until they stop.

0:39:14 > 0:39:16Despite all the late night work,

0:39:16 > 0:39:20no charges were brought in relation to the illegal stun guns as there

0:39:20 > 0:39:23was no evidence to prove who owned them.

0:39:23 > 0:39:27However, all the occupants arrested in the earlier raid were found guilty

0:39:27 > 0:39:31of drug offences and were dealt with at court.

0:39:31 > 0:39:35The lad with the cocaine was fined over ?200 for drugs possession.

0:39:37 > 0:39:41The main suspects pleaded guilty to dealing drugs and amongst other

0:39:41 > 0:39:45offences, were sentenced to nine years behind bars.

0:39:46 > 0:39:49His dad pleaded guilty to allowing the property to be used for the dealing

0:39:49 > 0:39:54of Class B drugs, and was given a six-month suspended prison sentence.

0:40:01 > 0:40:05Dishing out cautions to unruly kids damaging people's cars

0:40:05 > 0:40:08is a last resort for the neighbourhood police.

0:40:08 > 0:40:12A far better alternative is to tackle the root of the problem and find a

0:40:12 > 0:40:16way of keeping bored kids off the streets.

0:40:16 > 0:40:17In Weston-Super-Mare,

0:40:17 > 0:40:21the neighbourhood team along with the local council have come up with

0:40:21 > 0:40:24a plan to do just that, called Alive After 5ive.

0:40:25 > 0:40:28We've got an Alive After 5ive campaign this summer,

0:40:28 > 0:40:31which involves martial arts across the high street,

0:40:31 > 0:40:32another week, rugby.

0:40:32 > 0:40:36After rugby, we're hoping to get down and work with some of the young people when they come in.

0:40:37 > 0:40:42Alive After Five runs from 5pm and youngsters are invited to come along

0:40:42 > 0:40:45and try out loads of sports and activities.

0:40:45 > 0:40:50We've turned what is Town Square into a bit of a sports area.

0:40:50 > 0:40:53We've got different partners here, we've got the Fire Service, the Ambulance Service,

0:40:53 > 0:40:58the Police Service, all down here giving out bits and pieces to try and tell people about what

0:40:58 > 0:41:01we're doing and trying to get people to just enjoy their town.

0:41:03 > 0:41:08The scheme allows officers to show off their fun side and PCSO Kimo Jaju,

0:41:08 > 0:41:11takes this opportunity to get to know the kids on his beat.

0:41:11 > 0:41:16Most of the calls that I respond to either have to do with antisocial behaviour

0:41:16 > 0:41:18or youths doing certain things.

0:41:18 > 0:41:23So by interacting with them, you know, we discuss with them things that they should do

0:41:23 > 0:41:25and things that are not acceptable.

0:41:25 > 0:41:28Finger puppets keep the kids entertained,

0:41:28 > 0:41:32whilst fingerprinting gives them an insight into the Police Service.

0:41:33 > 0:41:36Some of them are from all the way from Bristol, so by coming here,

0:41:36 > 0:41:40they've seen the friendlier side, you know, of policing.

0:41:41 > 0:41:44One of the most popular activities is the football,

0:41:44 > 0:41:48with players from the town's football club, Weston-Super-Mare FC.

0:41:48 > 0:41:52We've come down here today to offer, sort of, football activities.

0:41:52 > 0:41:56We've got a shooting net over there, where they've got to try and get the ball through the hole.

0:41:56 > 0:42:00We've got speed guns just here, where they've got to try to hit the ball as hard as they can.

0:42:02 > 0:42:06I think it's just a chance for them to actually get involved in activities and maybe

0:42:06 > 0:42:08try something that they've not tried before.

0:42:08 > 0:42:11Obviously some of the kids haven't necessarily got a lot, finding

0:42:11 > 0:42:14themselves in trouble and sometimes not through their own fault as well.

0:42:14 > 0:42:17But I think when they get involved in sport especially,

0:42:17 > 0:42:19it gives them something they can do,

0:42:19 > 0:42:22it channels it into something positive rather than negative.

0:42:23 > 0:42:26It's all about showing young people that there are better things to do

0:42:26 > 0:42:32than hanging around the streets, getting into trouble, and that they can have pride in Weston.

0:42:32 > 0:42:35We think it's really important that we can provide them something

0:42:35 > 0:42:38to come and enjoy their town with. This is very much the start of

0:42:38 > 0:42:41what we hope to be a whole long 12, 18 months

0:42:41 > 0:42:43of Alive After 5ive activities.

0:42:48 > 0:42:51We've seen that the neighbourhood police are well prepared

0:42:51 > 0:42:53to deal with a wide variety of crime,

0:42:53 > 0:42:57from wayward teenagers to crack users and escaped prisoners.

0:42:57 > 0:43:01As a public service, it's something we should all be thankful for.

0:43:35 > 0:43:37Your future is taken care of.

0:43:37 > 0:43:40You'll be surprised what you'll find.

0:43:41 > 0:43:42I need to see more.

0:43:42 > 0:43:44# I know, with you
