0:04:53 > 0:04:56You know, we have the whole spectrum of serious crime

0:04:58 > 0:05:03a challenging set of communities, if you like, in relation to
0:05:03 > 0:05:07burglaries and car crime that occurs in some of those communities.
0:05:15 > 0:05:18Every morning, senior officers from across the force meet to
0:05:18 > 0:05:21discuss the latest crime figures.
0:05:21 > 0:05:24They have daily targets to meet for all types of crime.
0:05:26 > 0:05:29Of particular concern for Bob is the high crime rate
0:05:29 > 0:05:34in an area of East Sheffield known by its codename, KA.
0:05:34 > 0:05:36At Sheffield, Bob?
0:05:36 > 0:05:39Last week, we were seven over on dwelling, 15 over
0:05:39 > 0:05:42on theft for a motor vehicle, ten over from theft of motor vehicle.
0:05:42 > 0:05:45Our main theme problem is car crime
0:05:45 > 0:05:48and it all centres around KA
0:05:48 > 0:05:51which is Parson Cross, Shiregreen, Firvale.
0:05:51 > 0:05:54Which is the same area that you've got a shooting issue,
0:05:54 > 0:05:56so in terms of priorities across the force
0:05:56 > 0:05:59and resources, then clearly there is a threat there at the moment.
0:05:59 > 0:06:00Yes, there is.
0:06:00 > 0:06:03KA at the moment is always glowing red in the morning
0:06:03 > 0:06:07and we're working hard to try and solve those car-crime problems.

0:06:14 > 0:06:18This shows you the crime levels throughout the city.

0:06:24 > 0:06:28The majority of the problems, look, red and amber are in KA.

0:06:35 > 0:06:37We've had 11 in KA alone.
0:06:38 > 0:06:42Tonight at ten, there's a sharp fall in recorded crime in England

0:06:44 > 0:06:48David Cameron praises forces for doing more with less.
0:06:48 > 0:06:50Police numbers are at their lowest for a decade.
0:06:50 > 0:06:52I think we should congratulate the police.
0:06:52 > 0:06:55As a Government we've asked them to do more but with less resources.
0:06:55 > 0:06:58But the news comes on the day the police watchdog is warning
0:06:58 > 0:07:02that five police forces will struggle to cope with future budget cuts.
0:07:10 > 0:07:13The Government watchdog that inspects police forces,
0:07:13 > 0:07:16known as HMIC, has just produced a report on the performance
0:07:16 > 0:07:19of all 43 forces in England and Wales.
0:07:22 > 0:07:25Just five forces have failed the inspection.
0:07:25 > 0:07:27South Yorkshire is one of them.
0:07:27 > 0:07:29Police with a warrant.
0:07:29 > 0:07:33The total number of crimes may be falling here, too
0:07:33 > 0:07:35but by a lot less than in most other forces.
0:07:38 > 0:07:41The HMIC inspectors have been particularly critical
0:07:41 > 0:07:44of the high rates of car crime and burglary in South Yorkshire.
0:07:54 > 0:07:59Recent discussions with HMIC have been...have taken place,
0:07:59 > 0:08:02and I think, you know, we would acknowledge that
0:08:02 > 0:08:05certainly in terms of some of our volume crimes, particularly
0:08:05 > 0:08:10around vehicle crime and burglary, our performance needs to improve.
0:08:10 > 0:08:13We are outliers. Christine?
0:08:13 > 0:08:17We've been having around 53 crimes a day for burglary dwelling.
0:08:17 > 0:08:20We're looking to achieve about 38 per day.
0:08:21 > 0:08:24Forecast, as you can see -
0:08:24 > 0:08:29it's showing an increase for vehicle offences.
0:08:29 > 0:08:33South Yorkshire Police have seen increases of over 2%.
0:08:33 > 0:08:37Nationally, we're seeing decreases of around 4%.
0:08:38 > 0:08:42We need to be seeing a 10% reduction.
0:08:42 > 0:08:44OK.
0:08:44 > 0:08:47In terms of the number of burglaries
0:08:47 > 0:08:50and theft from motor vehicles, you know, we are
0:08:50 > 0:08:52one of the worst performing forces in the country.
0:08:52 > 0:08:55I get the arguments that there are a whole
0:08:55 > 0:08:59lot of factors around this, around the communities that we serve,
0:08:59 > 0:09:03you know, the number of vehicles, the type of housing where the
0:09:03 > 0:09:06housing's modern and more difficult to break into
0:09:06 > 0:09:10or whether it's older terrace housing that is easier to break into.
0:09:10 > 0:09:12You know, the deprivation in some of our communities -
0:09:12 > 0:09:16all those things play a factor. I get all that but nevertheless,
0:09:16 > 0:09:21my argument will be that I want to, for the sake of our communities, move
0:09:21 > 0:09:26our performance away from where it currently is to a far better place.
0:09:26 > 0:09:30Andy Holt has just three months to turn things around.
0:09:30 > 0:09:34He must bring down crime rates to those achieved by other forces
0:09:34 > 0:09:38or risk an intervention by the Government inspectors.
0:09:38 > 0:09:42When I look round the talent and the seniority sat around this table,
0:09:42 > 0:09:44clearly if we decide something's going to happen
0:09:44 > 0:09:47in South Yorkshire Police, then it's going to happen.
0:09:47 > 0:09:50So the power rests amongst all of us here.
0:09:50 > 0:09:53If we make a decision that we're going to do something,
0:09:53 > 0:09:56then quite clearly it will happen.
0:10:11 > 0:10:16It'll be down to the officers on the ground to deliver improved figures.
0:10:16 > 0:10:21Although we are reducing crime, what they are saying is that we're not
0:10:21 > 0:10:23reducing crime fast enough
0:10:23 > 0:10:25and they want to see some changes.
0:10:25 > 0:10:29They want to see a drastic decrease in crime,
0:10:29 > 0:10:34to match forces that they deem to be similar to us
0:10:34 > 0:10:38and the bottom line is basically, if we do not achieve what
0:10:38 > 0:10:39they're asking us to achieve,
0:10:39 > 0:10:43there is a good chance that they will come into the force
0:10:43 > 0:10:46and basically dictate what it is we have to do
0:10:46 > 0:10:47in order to achieve it.
0:10:49 > 0:10:53And they might take some control away from the force.
0:10:54 > 0:11:00We have got until I think the middle of November to sort it.
0:11:16 > 0:11:20Bob's first move is to set up a new operation
0:11:20 > 0:11:23in his most troublesome patch - KA.
0:11:24 > 0:11:28We're all here this morning to discuss an operation,
0:11:28 > 0:11:32operation KA SNA, which is an operation which has been
0:11:32 > 0:11:38drawn up in response to the quite serious problems KA are having
0:11:38 > 0:11:41and have had for the last few months and we've got to make this work.
0:11:41 > 0:11:45We've got to have and certainly demonstrate
0:11:45 > 0:11:51that we can make a significant dint into what's occurring up at KA,
0:11:51 > 0:11:55and that is based on the fact that we have vastly diminished resources, as you know.
0:11:55 > 0:11:58We're losing staff hand over foot.
0:11:58 > 0:12:03We've got much less money than we had to play with two years ago and
0:12:03 > 0:12:10that brings its own set of problems, so, I guess I'm asking for a lot.

0:12:27 > 0:12:29What strikes me when I come out with these guys
0:12:29 > 0:12:33is really how big these housing estates are in Sheffield,
0:12:33 > 0:12:36and when you look at all these houses, there's hundreds
0:12:36 > 0:12:41and thousands and tens of thousands of houses that we're policing and
0:12:41 > 0:12:44we're trying to drive down burglary, and our target is six burglaries
0:12:44 > 0:12:48a day for half of Sheffield we've got and that factors in attempts.
0:12:48 > 0:12:51If one guy goes down the street and he tries to break into a house
0:12:51 > 0:12:54and he's seen, or there's some damage to the window,
0:12:54 > 0:12:56quite rightly, it's down as an attempt break.
0:12:56 > 0:12:58He might go three doors down -
0:12:58 > 0:13:01it might take him three attempts to get into the house.
0:13:01 > 0:13:05But all those will go down and that really is our target of six
0:13:05 > 0:13:08burglaries a day, and to achieve it, to be under,
0:13:08 > 0:13:12when you look at these housing estates, it's a big ask.
0:13:18 > 0:13:20To bring their figures down, the team must prevent
0:13:20 > 0:13:23the crimes from happening in the first place.

0:13:48 > 0:13:55and you know the minority of your prolific offenders,
0:13:55 > 0:13:58and you are on top of them and you know where they are,
0:13:58 > 0:14:00when they've been released,
0:14:00 > 0:14:03what conditions they've got, you're enforcing that through the offender
0:14:03 > 0:14:08management side of things - you know, that's the key to this game.
0:14:08 > 0:14:14If you have no idea who's committing crime in what area, then that's when
0:14:14 > 0:14:17you're going to walk in and you're going to walk into figures
0:14:17 > 0:14:20that are going to be through the roof.

0:15:28 > 0:15:32so we're trying to do a job as it is at the moment with less staff.
0:15:33 > 0:15:39You get to a stage where, yeah, if we continue to reduce the numbers,
0:15:39 > 0:15:43the vehicles and expect staff to do more,
0:15:43 > 0:15:47police officers to do more, then yes, of course there's going to be a breaking point.

0:16:20 > 0:16:24of your performance around car crime and burglary.
0:16:24 > 0:16:27In terms of what we're doing in the east, our problem has been KA,
0:16:27 > 0:16:29which has been the north-east of Sheffield,
0:16:29 > 0:16:34we've actually installed an operation called Operation KA SNA.
0:16:34 > 0:16:38It's been quite successful in arresting the crime rate.
0:16:38 > 0:16:41We've had 56 prisoners in three weeks,
0:16:41 > 0:16:44everybody working extremely hard. It's fair to say
0:16:44 > 0:16:48that we're actually trying to throw the kitchen sink at it.
0:16:48 > 0:16:51Everybody's on message, everybody's got a plan.
0:16:51 > 0:16:55We will try our best, our absolute best and you know...
0:16:55 > 0:16:58I don't doubt for a minute that everybody is working incredibly hard.

0:17:01 > 0:17:03People are really, really going for it.

0:17:54 > 0:17:55to meet their targets.

0:22:55 > 0:23:00the reputation of South Yorkshire's Commissioner Shaun Wright is on the line.
0:23:00 > 0:23:05I am well-sighted and am up to speed now with some of the strategies
0:23:05 > 0:23:09around tackling volume crime, but I'd very much like to see specific
0:23:09 > 0:23:13strategies around the two areas of volume crime that are really
0:23:13 > 0:23:18driving which is obviously vehicle theft, vehicle crime and burglary.
0:23:18 > 0:23:22I've got a huge concern, having not least seen
0:23:22 > 0:23:27the statistics around where we fare in relation to the national figures
0:23:27 > 0:23:32but also more recently with the new MSG, and when you compare ourselves
0:23:32 > 0:23:37within the new MSG, we're either seventh or eighth in every crime
0:23:37 > 0:23:41type or indeed last in every crime type other than violent crime.
0:23:41 > 0:23:45So overall, a mixed picture, you know.
0:23:45 > 0:23:48Statistics can say lots of different things
0:23:48 > 0:23:51but the picture is not looking particularly great at this point
0:23:51 > 0:23:56in time, not least when you glance at the table and see so many reds.
0:23:57 > 0:24:00It is my hope that with the crime initiatives
0:24:00 > 0:24:05we launched in each district, that what we intend to do is,
0:24:05 > 0:24:10the very least is not suffer the crime spike that we had
0:24:10 > 0:24:12in autumn last year.
0:24:12 > 0:24:15I think what we will see is a trend of us
0:24:15 > 0:24:17moving in the right direction.
0:24:17 > 0:24:20Trust me, I'm not just relying on that spike wholly
0:24:20 > 0:24:26but it's certainly going to play an important part in persuading the HMIC that we're on with this.
0:24:53 > 0:24:56It's now increasingly likely the force will fail to meet
0:24:56 > 0:24:58the reductions the Government inspectors have demanded.

0:25:51 > 0:25:56So I accept that the new targets are challenging in the extreme but
0:25:56 > 0:26:00at least everybody should - I'll come back to that later -

0:26:18 > 0:26:23For burglary, the figure has gone from a 5% reduction to 31%.
0:26:24 > 0:26:30We've listened to the concerns of Her Majesty's Inspectors, we've listened
0:26:30 > 0:26:34to the concerns of the Police and Crime Commissioner and the
0:26:34 > 0:26:39change of the targets is a visible demonstration of our ambition
0:26:39 > 0:26:44and the fact that we recognise the scale of the task before us.
0:26:44 > 0:26:50Nobody is making light of the scale of the challenge around the table.
0:26:50 > 0:26:53I mean, if I just pick on a couple of the updates.

0:40:31 > 0:40:35certain people need to realise just exactly what the reality is.
0:40:36 > 0:40:40A large part of my job at the moment is to keep morale going
0:40:40 > 0:40:46and that for me is a significant challenge, because we're almost
0:40:46 > 0:40:49caught up in a perfect storm. You've got police officers
0:40:49 > 0:40:53who are having their pensions cut, told they're going to have to
0:40:53 > 0:40:58work for a lot longer, constantly told by the Government and the media
