0:02:28 > 0:02:32'From the briefing, the particular person we're after,

0:02:32 > 0:02:33'we know it's drugs, class A drugs,

0:02:33 > 0:02:36'so it's important to get in there as quickly as possible,'

0:02:36 > 0:02:40secure anyone within the property to ensure that,

0:02:40 > 0:02:42if there is any evidence, we're going to get hold of it...

0:02:52 > 0:02:56Tony is out with the tactical team most Friday nights.

0:02:56 > 0:02:58The rest of week, he works as a podiatrist,

0:02:58 > 0:03:00helping people with foot problems.

0:03:00 > 0:03:02'I think I volunteer my time to give something back.'

0:03:02 > 0:03:04To me, it's a form of service to the community.

0:03:06 > 0:03:09I've underestimated the weather. It is a little chillier than I thought.

0:03:09 > 0:03:11LAUGHTER

0:03:11 > 0:03:14Tony's not only a podiatrist and a Special,

0:03:14 > 0:03:16he's also a devoted family man,

0:03:16 > 0:03:20husband to Veronica and father to 13-year-old Kayleigh.

0:03:20 > 0:03:24'I work very hard at trying to achieve a good work-life balance.'

0:03:24 > 0:03:26I guess I just work very hard at ensuring

0:03:26 > 0:03:29the girls are kept happy and I'm not away too long.

0:03:29 > 0:03:31What do you have in tea?

0:03:31 > 0:03:35'I just think it's phenomenal, not only does he work all week,

0:03:35 > 0:03:36'but then to give time as well'

0:03:36 > 0:03:39when most people would actually be far more comfortable sat on the sofa

0:03:39 > 0:03:42- and vegged... - SHE LAUGHS

0:03:42 > 0:03:44..than out racing around.

0:03:45 > 0:03:49But racing around with the tactical team is what Tony does as a Special

0:03:49 > 0:03:52and, tonight, they're on mission to catch a suspected drug dealer.

0:03:53 > 0:03:56Lee, five hits and change, yeah?

0:03:56 > 0:03:59'The tactical team itself is 30 strong officers'

0:03:59 > 0:04:02and that's almost like the enforcement arm

0:04:02 > 0:04:04of the Central Intelligence Bureau.

0:04:04 > 0:04:07The team head to another police station to collect a warrant -

0:04:07 > 0:04:09the legal document allowing them

0:04:09 > 0:04:12to search a property and seize any illegal drugs.

0:04:14 > 0:04:18We've actually just arrived to pick up the physical warrant,

0:04:18 > 0:04:21but we've just had intelligence through the other guys

0:04:21 > 0:04:24that are at the address right now and the particular vehicle

0:04:24 > 0:04:27of interest to us is there now with its engine running and so,

0:04:27 > 0:04:31we're a bit worried that our target might actually be on his way out.

0:04:31 > 0:04:34So the guys are getting kitted up as quickly as possible,

0:04:34 > 0:04:36grab hold of the warrant, get out of here

0:04:36 > 0:04:38and get across to the address as quickly as possible.

0:04:38 > 0:04:40So the warrant's just become immediate.

0:04:45 > 0:04:47If the suspect does have drugs on him,

0:04:47 > 0:04:50it's critical the police catch him red handed.

0:04:50 > 0:04:54'This particular gentleman was making'

0:04:54 > 0:04:57plans to leave that property and, obviously, we wanted

0:04:57 > 0:05:01to execute the warrant that night when we believed he'd taken delivery

0:05:01 > 0:05:02and at the time, for all we knew, he could have

0:05:02 > 0:05:06had those drugs on him going actually out to sell those drugs.

0:05:06 > 0:05:09- Have we got the warrant? - Right, we gotta make a move, chaps.

0:05:09 > 0:05:11WOMAN: Are we going straight to the door?

0:05:11 > 0:05:14SIREN WAILS

0:05:15 > 0:05:16Now they've got the warrant,

0:05:16 > 0:05:20they head to the suspect's home as quickly as possible.

0:05:20 > 0:05:23We're still listening to the intelligence

0:05:23 > 0:05:25actually coming in on the radio.

0:05:25 > 0:05:29As I understand it, the particular target has just left the property,

0:05:29 > 0:05:32which is the one thing we were trying to avoid.

0:05:32 > 0:05:35It's a little bit confused at the moment, but I think we're going

0:05:35 > 0:05:38to end up actually taking the suspect outside the vehicle.

0:05:40 > 0:05:43- Kill the blues. - Keep an eye out for this car.

0:05:43 > 0:05:45- What is it?- An Audi.

0:05:45 > 0:05:47Kill the blues as well.

0:05:47 > 0:05:50The team plan to intercept the suspect's car...

0:05:50 > 0:05:52Go left.

0:05:52 > 0:05:54..now being followed by an unmarked police car.

0:05:56 > 0:05:59A slightly more subtle approach now, because we don't necessarily

0:05:59 > 0:06:02want them to know there's a whole busload of us on our way.

0:06:03 > 0:06:05Not this one, next one.

0:06:05 > 0:06:07VOICES ON RADIO

0:06:09 > 0:06:11There, there, behind you.

0:06:11 > 0:06:15- This Audi?- This Audi here. Follow it, follow it.

0:06:18 > 0:06:21We just wanted to make an intercept as quickly as we could

0:06:21 > 0:06:22and as safely as we could.

0:06:24 > 0:06:25Stop, stop, stop!

0:06:31 > 0:06:32Out right now! Out! Out!

0:06:33 > 0:06:35Out, get out of the car.

0:06:35 > 0:06:37Get out of the car!

0:06:48 > 0:06:52Because you were in the vehicle, we're stopping and searching you

0:06:52 > 0:06:54under section 23 the Misuse Of Drugs Act.

0:06:54 > 0:06:55OK?

0:06:55 > 0:06:57I think it's already been done...

0:06:57 > 0:07:00The suspect is taken to the police van and searched.

0:07:00 > 0:07:03Officers find a small amount of white powder on him,

0:07:03 > 0:07:04suspected to be drugs.

0:07:05 > 0:07:08We've, er, we've managed to get hold of our suspect.

0:07:08 > 0:07:11He's the person we were looking for to execute the warrant on.

0:07:11 > 0:07:14There's quite a strong smell of cannabis in the car,

0:07:14 > 0:07:15and he's been arrested.

0:07:16 > 0:07:18Tony and the team have caught the suspect,

0:07:18 > 0:07:22but they still need to go to the man's property and search it.

0:07:24 > 0:07:28Tonight's operation is a world away from Tony's day job as a podiatrist.

0:07:28 > 0:07:33'When I'm at work, I'm going into a safe, benign environment,'

0:07:33 > 0:07:35whereas, as a Special within a police role,

0:07:35 > 0:07:37they're not all benign environments at all.

0:07:37 > 0:07:39Sometimes, they can be quite hostile environments.

0:07:39 > 0:07:42You just have to trust that he's a well-trained policeman,

0:07:42 > 0:07:45that his colleagues are well-trained policemen,

0:07:45 > 0:07:49um, then you just keep your fingers crossed and hope for the best.

0:07:50 > 0:07:54Tony has faith in his training and his team and doesn't think twice

0:07:54 > 0:07:57about facing the same risks as his regular paid colleagues.

0:07:57 > 0:08:00'I don't tend to worry, because the team's very professional.

0:08:00 > 0:08:02'You've got to have trust within the team.'

0:08:02 > 0:08:04You just want to get in there, you just want to help,

0:08:04 > 0:08:06you want to support, you just want to get on with it.

0:08:08 > 0:08:10The front door keys are on the car keys.

0:08:10 > 0:08:14The team arrive back with the suspect at his property.

0:08:14 > 0:08:15'No need for a dynamic entry.'

0:08:15 > 0:08:19Wasn't quite as we planned it, but a good result nonetheless.

0:08:19 > 0:08:20You will be strip searched, mate.

0:08:20 > 0:08:23- We don't enjoy it either. - Yeah, OK.- But we got to do it.

0:08:23 > 0:08:25- Go with these two chaps here. - Yeah, come on.

0:08:25 > 0:08:27While some officers search the flat,

0:08:27 > 0:08:30others, including Tony, strip search the arrested man.

0:08:30 > 0:08:34'Well, strip searching suspects isn't particularly pleasant,'

0:08:34 > 0:08:36but it's absolutely vital,

0:08:36 > 0:08:38because suspects will always try and hide drugs

0:08:38 > 0:08:41and, again, our job is to find and preserve the evidence.

0:08:44 > 0:08:47The officers conduct a detailed search of the property,

0:08:47 > 0:08:49looking for that all-important evidence.

0:08:49 > 0:08:52The herbal substance was just on top of the microwave.

0:08:52 > 0:08:56'Everything that's actually found during the warrant will be seized.

0:08:56 > 0:08:59'This will be passed across to the evidence officer.'

0:09:01 > 0:09:04We'll lock it up and we'll get your keys back to you, mate.

0:09:04 > 0:09:06While the search of the flat continues,

0:09:06 > 0:09:08the suspect is taken into custody.

0:09:08 > 0:09:10- SUSPECT:- Please don't make too much of a mess.

0:09:10 > 0:09:12Promise we won't do.

0:09:20 > 0:09:23OK, first of all, I'm satisfied you've been arrested lawfully.

0:09:23 > 0:09:26I'm also satisfied that the officers had power of arrest

0:09:26 > 0:09:28to bring you to this police station, OK?

0:09:28 > 0:09:30We need to talk to you and take a recorded interview.

0:09:30 > 0:09:33That will enable you to explain, give your side of what's gone on

0:09:33 > 0:09:36and what you were in possession of, OK?

0:09:37 > 0:09:39- That is it, right down the end.- OK.

0:09:39 > 0:09:42While Tony is dealing with the arrested man,

0:09:42 > 0:09:45news comes in about a discovery back at the property.

0:09:45 > 0:09:49'The development at the flat was that more drugs had been found.'

0:09:49 > 0:09:54It's a game changer for the person that's actually in custody,

0:09:54 > 0:09:57because there is quite a difference with the penalties

0:09:57 > 0:10:00between possession and possession with intent to supply.

0:10:06 > 0:10:09When Tony gets back to the suspect's flat,

0:10:09 > 0:10:11the size of the haul is becoming clear.

0:10:11 > 0:10:16It's a mixture of, er, suspected drugs,

0:10:16 > 0:10:19large amounts of cash.

0:10:19 > 0:10:22I'd say, in total, there's a few thousand pounds.

0:10:22 > 0:10:24That's suspected cannabis there.

0:10:24 > 0:10:27Um, within that yellow tub,

0:10:27 > 0:10:30there's something else we suspect to be cannabis, full up.

0:10:31 > 0:10:36Within foil, in there, what we suspect to be class A drugs.

0:10:36 > 0:10:39The person's obviously got to account for, um,

0:10:39 > 0:10:43the items we've found here, including drugs and cash, um,

0:10:43 > 0:10:46and any information that might be available on the things we've seen.

0:10:48 > 0:10:51Initially, he's been absolutely adamant that the little bit we found

0:10:51 > 0:10:53- is all there was.- Yeah. - So I don't know.

0:10:53 > 0:10:55The guy's lied through his teeth. What he's going to do now,

0:10:55 > 0:10:59- when it's all put to him...- Yeah. - ..I don't know. Not reliable.

0:10:59 > 0:11:02Drugs and money aren't the only things

0:11:02 > 0:11:04uncovered by officers during the search.

0:11:04 > 0:11:08It's within his home, but if you were to take that into the street,

0:11:08 > 0:11:11then there would be an offence committed there, so...

0:11:11 > 0:11:15But this is the sort of thing he's got on top of his kitchen cupboards.

0:11:15 > 0:11:18You could chop a lot of tomatoes with it, I think.

0:11:18 > 0:11:20The contents of a digital photo frame

0:11:20 > 0:11:23also cause concern for Tony and his colleagues.

0:11:23 > 0:11:27Yeah, the barrel. Minimum barrel in this country is 24 inches,

0:11:27 > 0:11:29so, yeah, that's a sawn off shotgun, yeah.

0:11:29 > 0:11:32'Finding weapons, sadly, isn't that unusual.

0:11:32 > 0:11:35'From hammers behind doors to baseball bats.'

0:11:35 > 0:11:38And it is something that we come up against and finding things like that

0:11:38 > 0:11:41I think just reminds every single police officer

0:11:41 > 0:11:44of the dangers involved in the job we're doing.

0:11:46 > 0:11:49Nearly two hours later, Tony and the team leave

0:11:49 > 0:11:51with all the evidence they've found.

0:11:53 > 0:11:54'I hope I'm making a difference

0:11:54 > 0:11:58'every time I go out in uniform as a Special Constable.'

0:11:59 > 0:12:02When you're actually working on the frontline as a policeman,

0:12:02 > 0:12:04you do see a lot of the negative effect of drugs,

0:12:04 > 0:12:07'but there's no doubt, selling drugs can be incredibly profitable

0:12:07 > 0:12:11'and some people make a ginormous amount of money off it,'

0:12:11 > 0:12:12but all the money they're making

0:12:12 > 0:12:15is always off the back of somebody's else's misery.

0:12:15 > 0:12:17Ultimately, there was insufficient evidence

0:12:17 > 0:12:20to charge the suspect with dealing.

0:12:20 > 0:12:23He pleaded guilty to possession of class A and class B drugs.

0:12:23 > 0:12:26He received a fine and the drugs were destroyed.

0:12:33 > 0:12:36Specials are unpaid volunteers who work alone

0:12:36 > 0:12:40or alongside the regular police to fight crime in their communities.

0:12:40 > 0:12:44- We got all of 'em!- I don't want you walking on the main road again.

0:12:44 > 0:12:46- Come on.- Recovery's en route.

0:12:46 > 0:12:49Specials are not Police Community Support Officers.

0:12:49 > 0:12:51They're fully fledged members of the police force

0:12:51 > 0:12:54who have the same powers in law as their paid colleagues,

0:12:54 > 0:12:56including the power of arrest.

0:12:58 > 0:13:02- Stop it!- Move over. - No, no, no.- Move out the way.

0:13:02 > 0:13:06Within many Special Constabularies, officers can rise through the ranks

0:13:06 > 0:13:10from constable all the way to Chief Specials Officer.

0:13:10 > 0:13:11Ouch! I've found the thorn.

0:13:11 > 0:13:14You're under arrest. Anything you say will be written down.

0:13:14 > 0:13:17Specials work 16 hours a month or more as volunteers

0:13:17 > 0:13:20and undertake all kinds of duties...

0:13:20 > 0:13:21Squawk!

0:13:21 > 0:13:25..from policing community events to arresting hardened criminals.

0:13:31 > 0:13:33CLOCK STRIKES

0:13:35 > 0:13:36Sometimes, Specials are required

0:13:36 > 0:13:40to support their regular colleagues policing major events.

0:13:44 > 0:13:45In Cambridge, it's 7am

0:13:45 > 0:13:49and Special Sergeant Kirsti Bruce is getting ready for her shift.

0:13:49 > 0:13:53'I normally would be on my way to work,'

0:13:53 > 0:13:55so, yeah, I've taken the day off to do this.

0:13:55 > 0:13:5927-year-old Kirsti has been volunteering as a Special

0:13:59 > 0:14:01for the last three years.

0:14:01 > 0:14:05- Shall we go this way? - Er...- Yeah.- Yeah.

0:14:05 > 0:14:09When she's not giving her time to the police, Kirsti works as a nanny.

0:14:10 > 0:14:12Here we go.

0:14:12 > 0:14:16Oh, look, you have to make it. Not just paint it, you have to make it.

0:14:17 > 0:14:20Kirsti has teamed up with her colleague for the day -
